Some would perceive no difference compared to the previous year; others argue that the issue debated should be part of our daily concerns and that limiting it to a single day would lower commitments. In any case, these world days are very important for those who are defending certain issues. Of course a single day is not sufficient, but it is an excellent mean to transmit a message. Words never replace action but they are always the first steps towards action. Before action, it is necessary to sensitise and to inform.Taking the pretext of a world day, organisations have the opportunity to provide good visibility to the work they do for a cause they are defending. With a little creativity and goodwill we can all use these days for better communicating. Au lendemain de telles journées vous trouverez toujours des personnes se demandant si c'était réellement utile. Certains parce qu'ils n'ont pas perçu de différence, d'autre parce qu'ils pensent que le sujet fait déjà partie de nos préoccupations quotidiennes et qu'il est rabaissant de le limiter à une unique journée. Pourtant ces journées sont très importantes pour tous ceux qui œuvrent quotidiennement pour ces causes. Elles ne sont pas une finalité en soi mais, par contre, elles sont une excellente opportunité pour faire passer le message. Les paroles ne remplacent jamais les actes c'est certain, mais elles en sont toujours les prémices. Avant d'agir et de faire agir, il faut sensibiliser et informer le public. Sous le couvert d'une journée mondiale, les entreprises et organismes divers ont l'occasion de donner un maximum de visibilité au travail qu'ils font et qu'ils feront pour une cause qui leur tient à cœur. Avec un peu de créativité et de bonne volonté nous pouvons donc tous nous approprier ces journées pour mieux communiquer. He added that Islamic banks must focus on a strong financial system on the local level. "Islamic banks must also succeed in the development of first-class and effective Islamic financial markets. In addition, Islamic banks must diversify and introduce new investment instruments that can create more liquidity," Siniora told the conference. He added that Islamic banks have managed to expand to new markets outside the Islamic world such as Singapore.The announcement comes at a crossroads for the $250 billion industry after more than a decade of unprecedented growth. On the national and regional levels, the sector is confronting the challenges of adapting the Basel II requirement that govern global markets to the principles of Islamic finance. "I think in the past Sharia-compliant banking products have had a more emotional, religious value," said Muhammad al-Jasser of the Saudi Arabian Monetary Agency. "This is very important for Muslims, but I think we're past this point now, and now we realize the importance of looking at Islamic banking from a financial engineering perspective." In the current system the criteria dictating Sharia compliance differs according to jurisdiction, so a lot of time is spent debating whether an investment conflicts with Islamic principles. According to the chief of the Dubai Financial Services Industry, the lack of coordination undermines the sector's ability to compete with conventional banks at the global level. "We have to standardize products and services for the benefit of all parties. All districts need to share a consistent understanding of Sharia compliance, not only to save time, but also to maximize the competitiveness of our products." Formulés par d'éminents investisseurs institutionnels, ces Principes pour des investissements responsables dans le social et l'environnement devraient " établir un cadre permettant d'enregistrer de meilleurs rendements des capitaux réalisés à long terme et de mettre en place des marchés plus soutenus ". Plus d'une vingtaine d'institutions de prévoyance, de fonds, de fondations et de fonds publics spéciaux, appuyés par un groupe de 70 experts en provenance du monde entier, ont organisé des réunions pendant huit mois, afin d'élaborer ces Principes. Les marchés financiers ont tendance à se concentrer trop fortement sur les résultats à court terme aux dépens des facteurs financiers non traditionnels et de long terme qui peuvent affecter les résultats financiers d'une compagnie. Pour de nombreux investisseurs institutionnels, c'est le long terme qui importe et dans ce contexte, les questions environnementales, sociales et de gouvernance prennent une signification nouvelle, indique le communiqué. La dette extérieure de l'Algérie était de 15,5 milliards de dollars en février 2006, alors qu'elle se situait autour de 34 milliards de dollars en 1994. Cette embellie financière, a permis au président Bouteflika d'annoncer, en avril 2005, un investissement de plus de 60 milliards de dollars dans le cadre d'un programme quinquennal (2005-2009) de "soutien à la croissance économique", avec notamment la construction d'un million de logements, la réalisation de 1.200 kilomètres d'autoroutes, la modernisation et l'extension des voies ferrées. Source: jeuneafrique.com 07/05/06 Politics L'Egypte et le Maroc veulent augmenter leurs échanges commerciaux World Economic Forum Opens in Egypt Le président égyptien Hosni Moubarak et le roi Mohammed VI du Maroc ont décidé de développer les échanges commerciaux bilatéraux jugés très faibles. Les deux chefs d'Etat ont présidé en mai la cérémonie de signature de cinq accords de coopération qui portent sur la justice, la sécurité sociale, la formation dans les centres technologiques, la culture et les départements des deux pays chargés des relations entre le gouvernement et le parlement. Sept autres accords sur la planification économique, le tourisme et l'habitat ont été signés par les Premiers ministres marocain Driss Jettou et égyptien Ahmed Nazif, a indiqué une source officielle marocaine. En 2005, ces échanges se sont élevés à seulement 159 millions pour les exportations égyptiennes et 21 millions pour les exportations marocaines. Des hommes d'affaires des deux pays ont recommandé à Marrakech d'ouvrir rapidement une ligne maritime entre L'Egypte et le Maroc pour relever le niveau ces "très faibles" échanges commerciaux. Selon des experts une telle ligne pourrait presque faire tripler le volume des échanges pour les porter à 500 millions de dollars. Pour sa part l'Egypte demande au Maroc "d'accélérer les mécanismes de mise en oeuvre" d'un accord de libre échange signé en 2001 par Rabat, Le Caire, Amman et Tunis, estimant que le Maroc maintenait des mesures protectionnistes dans l'agriculture, le textile et les industries mécaniques. Source: jeuneafrique.com 12/05/06 La Libye a adhèré à l'accord de libre échange du COMESA LIBYE, a adhéré à l'accord de libre-échange (ALE) du Marché commun d'Afrique oriental et australe (COMESA), le plus grand groupe économique du continent africain, selon un bulletin publié lundi par le secrétariat du COMESA. L'adhésion de ce pays porte à 13 le nombre de pays membres de l'ALE, par rapport à 19 pays membres du Comesa. Le président Kagame a demandé à d'autres pays membres d'adhérer à l'ALE pour le bénéfice de leur peuple, selon le bulletin. Le taux de croissance économique de la région de COMESA était de 5,8% en 2005 et le président Kagame l'a attribué au commerce et à l'investissement régionaux. Par ailleurs, le secrétaire général du COMESA, Erastus Mwencha, a indiqué que le bloc avait fait de grands progrès dans tous les domaines concernant l'intégration régionale. Source: jeuneafrique.com 16/05/06 Signature of the Euro-Med Youth III Financing Agreement LEBANON, The Minister of Youth and Sports, the Head of the Delegation of the European Commission in Lebanon and the President of the Council for Development and Reconstruction signed on May 8, 2006 the financing agreement of the regional Euro-Med Youth Programme third phase with a grant amounting to 300,000 Euro, of which 210,000 Euro will be allocated for projects' funding.These projects will be selected upon a call for proposals. Lebanon is the first Mediterranean country to sign the agreement. The Euro-Med Youth Programme has proved itself with youth associations. In fact it encouraged youth activities and promoted the value added of partnerships at the regional level. In addition to the projects' support, the programme proposed information sessions, training courses and seminars, many of which took place in Lebanon in order to strengthen youth associations' capacities and to constitute different networks and partnerships. The general objectives of this third phase are to stimulate a mutual comprehension and an intercultural dialogue among youth in the Euro-Mediterranean region, to promote an active citizenship and solidarity among youth and to contribute to the development of youth governments' policy.ThisEuro-Med Youth Programme III is intended for youth between 15 and 25 and proposes three types of actions: Youth exchanges, Euro-Mediterranean Voluntary Service and Support measures. Over the last month, police have repeatedly attacked and beaten peaceful demonstrators, who took to the streets to support two pro-reform judges. Hundreds of activists remain in prison. The group Human Rights Watch has urged business leaders at the World Economic Forum to make it clear to Mr. Mubarak that suppression of dissent will alienate investors as well as activists. "We are strongly dissatisfied with Libya and have lodged solemn representations to Libya," Chinese Foreign Ministry spokesman Liu Jianchao told the regular briefing. Despite China's persuasion and strong opposition, Libya allowed Taiwan leader Chen Shui-bian to make a transit stop in Tripoli, Wednesday. Culminating a years-long rapprochement with the OPEC member, Washington will reopen an embassy and remove Libya from a list of state sponsors of terrorism within 45 days. U.S.-Libya relations turned around after Tripoli decided in December 2003 to give up its weapons program, and the two nations have repeatedly said since then they would work to restore ties as Libya followed through on its pledge. Source: Reuters 16/05/06 Industry Au moins 500 entreprises seront privatisées avant la fin de 2006 ALGERIE, Au moins 500 entreprises publiques algériennes sur un total de 1 055 déclarées éligibles à la privatisation seront privatisées avant la fin de l'année 2006, a déclaré le ministre des Participations et de la Promotion des investissements Hamid Temmar, cité mardi par la presse locale. Depuis le début de cette année, 63 entreprises publiques ont été déjà privatisées, dont 45 opérations de privatisation totale ou partielle, 6 cessions d'actifs et 5 reprises par les travailleurs, a-t-il précisé. Les opérations de privatisation ont permis par ailleurs de créer environ 7 000 emplois, a-t-il indiqué, ajoutant que les trois quarts des entreprises privatisées ont été rachetées par les Algériens. Ces repreneurs algériens ont bénéficié de plusieurs formes de facilités de paiement, notamment le versement cash de 30% du montant de la cession, alors que les 70% restants seront réglés sur une échéance de 5 ans, a-t-il ajouté. La privatisation des entreprises publiques de performance médiocre constitue l'une des réformes définies par les autorités algériennes, dans le but de relancer l'économie nationale. Labor Ministry representatives were called to the scene and the pay issue was resolved, according to the police official. A photo journalist who witnessed the protest estimated the crowd at about 400. He said he and other photographers were interrogated by police and reprimanded for taking pictures. Hundreds of thousands of migrant workers mostly from India and Pakistan toil on Dubai's massive construction projects for as little as 600 dirhams ($165) a month and live in special labor camps. Some are exploited by their employers or labor supply companies that hire them out to subcontractors involved in city projects, according to the Dubai-based Indian Community Welfare Committee. Source: dailystar.com 16/05/06 Saab and Volvo attracted to hybrid cars This year, Saab engineers, in collaboration with the Engineering College of Lund, carried out simulations and built a hybrid version of a Saab 9-3 as part of the government's Green Car project. According to Tommy Lindholm, Saab's project leader, the hybrid prototype is almost completed; only further testing remains to be done. The trial will provide data on running the car, and will provide training for Saab engineers. The goal is to launch a hybrid model commercially when there is sufficient demand. At the same time, Saab will test the combination of the hybrid engine with a battery that can be recharged from the mains, a "hybrid plugin". This battery should be available around 2009-2010. The possibility of using the car in town as an electric car will considerably reduce fuel consumption. Volvo is also considering the technique of hybrids and the plugin alternative. Source: greenbiz.com/toolbox Cleaner Production Fibres de carbone : nouveaux procédés de recyclage Eau potable : un nouveau catalyseur FRANCE, Le centre de ressources Compositec en Savoie a lancé en octobre dernier un projet intitulé Recycarb. Jusqu'à la fin de cette année, l'équipe de recherche, travaille sur les solutions de recyclage des composites renforcés par des fibres de carbone. Ces matériaux sont consommés en grandes quantités dans le monde (entre 21 000 et 25 000 tonnes par an).L'aéronautique représente par exemple plus de 40 % du marché. Viennent ensuite les sports et loisirs et de nouvelles applications industrielles (énergie éolienne, transports, ingénierie civile).Recycarb s'articule autour de deux axes de recherche : définir le gisement de déchets de la filière au niveau européen et établir un état de l'art des solutions de valorisation existantes ou en développement. Actuellement, la grande majorité des déchets générés par ce secteur finissent en CET (Centre d'Enfouisement Technique), or, la réglementation européenne impose dorénavant une recherche de solutions de valorisation matière ou énergétique. Les fibres de carbone sont par ailleurs des produits à forte valeur ajoutée, intéressants à recycler. Quelques méthodes de traitement sont en cours d'exploration: il s'agit de la pyrolyse et d'un procédé thermique utilisant des bains de sels fondus (type chlorure de sodium chauffés autour de 700 °C). Ce procédé consiste à faire fondre la matrice pour récupérer intact le renfort en fibre de carbone. L'avantage de ce procédé thermique est double " le process est immédiatement disponible, il n'est pas polluant, et le traitement au final est rentable ". L'objectif, à terme, est de contribuer au développement d'une filière de valorisation qui permet de récupérer les fibres de carbone pour les intégrer à la fabrication de compound à fibres courtes. Celui-ci utilise un catalyseur favorisant la réduction directe des nitrates en azote et eau en présence d'un peu d'hydrogène. Cette technique permet d'abattre facilement les nitrates sans créer de sous-produits et en utilisant très peu d'énergie. La réaction se produit en effet quasiment à température ambiante. Le catalyseur obtenu au bout de quatre ans de recherche (les premiers catalyseurs entraînaient la production de nitrites et d'ammoniac) est un dérivé des hydrocalcites, composés cristallins laminaires qui adsorbent les nitrates avant qu'ils ne réagissent avec l'hydrogène. La consommation d'hydrogène est de 4 g par mètre cube traité. Quant à la quantité de catalyseur nécessaire, elle est estimée à environ 2 tonnes pour une unité alimentant 10 000 habitants (250 l par personne et par jour). L'unité sur laquelle sont réalisés les essais industriels a obtenu l'autorisation d'exploiter le procédé pendant deux ans. La commercialisation sera envisagée courant 2007 sur la base de la première année d'exploitation. Source: environnement-online 23/05/06 Toyota Develops Cleaner Auto-Body Surface Treatment Agent JAPAN, Toyota and a Japanese manufacturer of surface treatment chemicals, have jointly developed an environmentally preferable surface treatment agent for automobile exteriors. According to the companies, the new agent is the world's first of its kind and can significantly reduce the use of harmful metals and eliminate sludge generated from the surface treatment process. In the vehicle painting process, manufacturers usually use a zinc phosphate pre-treatment agent to ensure good paint adhesion and corrosion resistance. However, zinc phosphate surface treatment agents contain several kinds of metals that are discharged into wastewater when the vehicle parts are rinsed with water after the treatment. Manufacturers are thus required to treat this wastewater at factory sites. In addition, iron phosphate sludge is generated as a by-product and needs to be disposed of in landfills. These requirements are a significant burden to carmakers. Unlike conventional zinc phosphate agents, the newly-developed pre-treatment agent is completely free from phosphorus, nickel and manganese. Sludge is not generated in the surface treatment process using this innovative agent. Consisting of zirconium compounds, several other less harmful metals and special organic substances, the new agent has successfully achieved the same level of corrosion resistance as zinc phosphate agents. It also exhibits equivalent or better performance in ensuring the adhesion, durability and finish of paints. Toyota expects this new agent to become the mainstream for surface treatment in the near future, and introduced it into the painting line at its Takaoka Plant in Toyota City, Aichi Prefecture in early January 2006. It also took the Climate Friendly prize for producing the least greenhouse gas emissions in the process. Engineering students celebrated victory after their ethanol powered prototype vehicle completed seven laps of the Nogaro circuit with an energy consumption equivalent to traveling 2'885 kilometers (1'792 miles) on a single liter of gasoline. "The performance of the ethanol team has shown that hydrogen powered vehicles are not the only solution to the challenge for energy efficiency," said Vincent Tertois, technical director for the Eco-marathon. But the record of 3,836 kilometers traveled on a single liter of fuel set last year, remained unbroken.The record was set by ETH Zürich with a hydrogen fuel cell car.The principle of the race is simple - to drive the maximum number of kilometers on a motor circuit with the highest energy yield possible.Teams are free to use any conventionally available energy source, including petrol or gasoline, diesel, liquefied petroleum gas, solar, electric, hydrogen, or biofuel such as ethanol. To solve this problem, the Italian National Research Centre (CNR), has come up with a portable incinerator.Light, with few parts and easy to assemble, it is suitable for use in climbers' base camps, and will enable them to burn waste on long expeditions. The mini-incinerator has a small opening through which waste is placed in an oven,and a bellows forces in air,as at high altitudes burning can be difficult because of lack of oxygen.The waste is reduced to cinders and gas, some of which is reintroduced into the incinerator to evaporate the water contained in the waste. The incinerator, has already been used on the expedition to celebrate the fiftieth anniversary of the first ascension of K2, where it was used to burn paper, card, and wood. It consists of several parts, none of which weighs more than 20 kg, and is constantly being improved. The researchers are already working on a model which can be used for other applications. Only through timely investment, can we build the energy bridges needed for a sustainable future", said Claude Mandil, Executive Director of the International Energy Agency (IEA), in his key note address to the 10th International Energy Forum (IEF) in Doha, Qatar. Mr. Mandil stated that a prolonged pattern of under-investment in the oil sector has created constraints in the system that will take several years to resolve. Current oil price levels reflect not only geopolitics but also bottlenecks in both upstream and downstream capacities and are a risk to sustained global economic growth. Because the investment cycle takes time to bring new supplies on line, uncertainty will continue to characterise the market. Mr. Mandil told producers that if current policies remain in place global energy demand will grow by 25% by 2015. La quantité habituelle de déchets produite a été pesée durant le mois précédent l'expérience. Parmi les gestes choisis, certains ont eu plus d'impact. Le compostage par exemple, a permis de réduire de 43 kg/personnes/an les déchets de cuisine. La mise en place d'autocollants " stop pub " a également évité de produire environ 40 kg de déchets. La sélection des achats suivant la quantité d'emballage utilisée et le fait de donner ce qui peut être réutilisé (vêtements, jouets, meubles) au lieu de jeter a également influé significativement. Cette expérience a également répondu à l'une des craintes couramment partagées par les consommateurs en démontrant que la prévention des déchets n'engendre pas de frais supplémentaires. For this survey a random sample of (1276) adult Palestinians, has been interviewed, representing the whole spectrum of people living in the West Bank, including East Jerusalem, and Gaza Strip. The target of this poll is to investigate and determine the environmental interests and priorities as seen by the Palestinian public, to evaluate the development of the people's awareness and understanding of the environmental realities.The field survey has shown that (74.8%) of the Palestinian public believes that air-pollution is the most serious environmental problem, followed by the dangerous waste (62.1%) and in the third position the accumulation of rubbish (solid municipal garbage) at (61.0 %), followed at (60.3%) by the contamination of the food-stuff, then the potable water at (59.5%) and in the sixth position the waste-water (sewage) at (58.2%).The health risks caused by the insecticides and the fertilizers scored (57.6%) and in the ninth position comes the debility of the environmental awareness at (56.6%). Pour Greenpeace, les fermes à thons accentuent de pêche également la pression sur les espèces de poisson fourrage comme les céphalopodes, les maquereaux ou les anchois, destinés à l'alimentation des thons en cage. Scientists widely accept that climate change is happening and could cause more extreme weather, global warming and rising sea levels. But the scale of change and its cause are hotly contested, as blocs of countries including Europe and the United States are split on how quickly the world should act. The UN-founded group, the International Panel on Climate Change (IPCC), has prepared its fourth report, at draft stage and due for publication in 2007, on the case for climate change, and finds that evidence has hardened, Watson said. The third report in 2001 spoke of "new and stronger evidence" that human activities were warming the globe, in turn stronger than the previous report in 1995, which described a balance of evidence suggesting discernible human influence. Citing most recent, and not necessarily IPCC research, Watson also found a consensus emerging that an expected rise in world temperatures by 2100 compared to 1990 was at the upper end of previous estimates. "The third IPCC report predicted a temperature rise of a 1.4 to 5.8 degrees centigrade increase.This is a global average, increases on land are higher than in oceans, and over polar regions highest of all." Dans la capitale mauritanienne, les délégués européens ont été surpris de voir manifester les pêcheurs mauritaniens. Usant de la liberté d'expression revenue dans leur pays après l'arrivée des militaires au pouvoir en août 2005. Sur leurs banderoles, on pouvait lire : "Les Européens pillent nos ressources". Si les pêcheurs ont bougé, c'est parce que certes, il y a la démocratie, mais surtout parce qu'il y a de moins en moins de poissons. Dans l'accord actuel, la contrepartie financière annuelle s'élève à 94 millions d'euros. C'est insuffisant aux yeux des pêcheurs mauritaniens, qui qualifient cet accord de "pillage". Les autorités mauritaniennes ont donc demandé jusqu'à 150 millions d'euros par an. Les autorités ont donc rompu avec la pratique ancienne de reconduction tacite et dans l'opacité totale, et ont refusé pour l'instant de signer le nouvel accord qui, d'après elles, ne va pas dans le sens des intérêts du pays. Pour beaucoup d'experts, la manne financière européenne ne présente plus la même nécessité pour Nouakchott. Nouveau pays pétrolier, la Mauritanie va empocher cette année plus de 300 millions de pétrodollars. Indirectement, ceux-ci pourraient donc contribuer à limiter la pression sur les stocks de poisson, préservant la ressource et protégeant les espèces menacées.
