1. Summary
Forced evictions of Roma double in France, as Authorities Pursue Failed, Expensive
Policy
French authorities forcibly evicted more than 21.537 Romani migrants in 2013, more than
double the total for 2012. Law enforcement officers carried out 165 evictions affecting almost
19.380 people. There were 22 evictions due to fire, affecting 2.157 Roma.
The figures, gathered by the Human Rights League (LDH) and the European Roma Rights
Centre (ERRC), are not comprehensive. Many more Roma may have been affected. In
comparison 9,404 Roma were forcibly evicted by authorities in 2012 and 8.455 in 2011,
according to data collected by the same organisations.
Forced evictions continued almost everywhere without credible alternative housing solutions
or social support. NGOs and various institutions (such as the French Ombudsman) have
highlighted that government policy is ignored – an interministerial circular of 26 August 2012,
which ordered local authorities to carry out a social assessment of Roma in any eviction - is
rarely implemented and superficial at best. It often resembles a population census rather
than a real and lasting attempt at social inclusion.
“This policy of rejection is ineffective, costly and unnecessary since nothing has changed
after these evictions,” said Pierre Tartakowsky, LDH president. “Roma still live in France, in
settlements they have rebuilt a little further away, but their situation is increasingly insecure.
The ongoing, increased evictions pave the way for the expression of extremism and antiRoma racism.”
“We’re calling for an immediate end to France’s disastrous approach to Roma: forced
evictions, disregarding France’s obligations under international and European treaties,
cannot continue,” said Dezideriu Gergely, executive director, ERRC. “Beyond the practical
implementation of the 26 August bylaw, we also call for a real integration policy for those
people at risk of poverty or social exclusion.”
The data shows that evictions peaked in summer, but continued at a high rate in the fourth
quarter despite the winter weather. Roma increasingly abandoned the areas where they were
living before, before police arrived, to prevent trauma and loss of property.
More than half of the forced evictions took place in Ile-de-France (the Paris region),
accounting for 56 % of their total, with most happening in department of Seine-Saint-Denis.

Another 40% of evictions took place in the four regions of Nord-Pas de Calais (Lille region),
Rhône-Alpes (Lyon region), Provence-Alpes-Côte d'Azur (Marseille region) and Aquitaine
(Bordeaux region).
Before election, the current President denounced the policy of evictions and expulsions
under Sarkozy – it is extremely disappointing that the situation is getting worse.
Note:
This survey was developed in collaboration with the Collectif National Droits de l’Homme
Romeurope and is the result of joint work between the Human Rights League (LDH) and the
European Roma Rights Centre (ERRC). The figures are not comprehensive, but the census
aims be as accurate as possible in the absence of official data. The figures were gathered
through media monitoring and reports from NGOs.

2. Results
In 2013, 21.537 Roma in France were forced to leave the area they were living, including
19.380 following a forced eviction by the authorities and 2.157 after a fire.
A total of 187 sites were evicted. Authorities offered partial alternative accommodation 74
times. There were 165 sites forcibly evicted by authorities, and 22 forced evictions due to fire.
There were 118 forced evictions following a decision of the civil or administrative court, 34
following a bylaw taken by the Mayor or Prefect for security or sanitary reasons and in 13
cases, people left the settlement by themselves, under threat of a forced eviction.
Results show that evictions mainly happened in nine regions of France. The chart below
shows that the Ile de France region (Paris region) saw the largest number of evictions,
followed by the Nord-Pas de Calais region (Lille region), Rhône -Alpes (Lyon region),
Provence -Alpes- Côte d'Azur (Marseille region) and Aquitaine (Bordeaux region).

Alternative housing solutions remain insignificant in practice, although in this report they are
recorded when offered. Relocation proposals are most of the time temporary (two to three
days) in emergency accommodation, or sometimes longer for some families (one month
renewable according to unclear criteria) in hotels. Hotels are generally scattered and in
remote places, away from the schools that children attend. Also, alternative accommodation
is often offered the same day of the eviction: people are not aware that they could be
relocated for a few nights, so they leave their settlement before the arrival of police and
housing services. Authorities often separate families by providing emergency housing only to
mothers and young children, leaving fathers and other older children on the street.

Unfortunately, these relocations are sometimes used as an opportunity to distribute expulsion
orders.
3. Changes compared to the previous period
The following charts detail the different figures and their evolution.
This analysis show that the number of people evicted during the four quarters of 2013
remains extremely high. These results reflect the development of a policy of rejecting Roma.
Looking at the figures year on year there has been a steady increase with a peak in 2013,
when the number of evictions almost doubled compared to 2012.

4. Violence and hate speech against Romani migrants
The list below is not exhaustive and gives only a few examples of violent cases.
January to March 2013:
- Police harassment before evictions multiplied and there were often mass distributions
of expulsion orders (in St Fons and Paris, Porte de la Chapelle) 1 . In some cases,
people who tried to resettle in a new site were systematically chased away by the
police (for example in Aubervilliers). 2
- We note that local populations fuelled by local and national political speeches urging
them not to tolerate Roma, increasingly reject settlements and their inhabitants. There
is also a growing number of anti-Roma petitions supported and/or initiated by
authorities (such as in Vigneux-sur-Seine 3 , or a leaflet distributed by the Social party
in Ris-Orangis 4 and another in Montpellier 5 ). We also note the rise of a violent and
xenophobic climate, that is manifested by attacks of settlements inhabited by Roma.
Attacks are perpetrated by unidentified individuals. In Marseille 6 a 60-year-old
Romani woman had to be hospitalised following a tear gas attack on 29 March 2013.

Police harassment continued, together with mass distributions of expulsion orders,
such as in Paris, Porte de la Chapelle where about a hundred expulsion orders were
distributed on 9 April 2013 7
Roma were forcibly evicted from the Friche Barda in Montreuil 8 on 2 May and
harassed for several days by authorities before building a new settlement in Porte de
Montreuil.
In Lyon, Roma who had to leave their settlement due to a fire on 13 May were
temporarily housed in a gymnasium. Three weeks later 120 of them were evicted,
without any housing solution. 9
The Prefect of Lyon offered housing to people he evicted in April, enforcing a Court
decision obliging him to do so. 10
Climate of tension and anti-Roma threats: inhabitants of a settlement in Sarcelles 11
left on May 29 after armed individuals came to the settlement at night, (one Romani
person was injured).
In Hellemes 12 on 7 June, Molotov coktails were thrown at a “Roma insertion village” 13
without injuring anyone
Hate speech: on 8 June, a councillor from Marseille wrote on his twitter account:
"Soon in Marseille for the same action" 14 , referring to a Molotov cocktail which was
thrown on June 7 at an insertion village occupied by Roma in Hellemmes 15 . Also, the
mayor of Nice said on 4 June 2013: "I want everyone to know that those who do not
respect the laws of the Republic, the Roma squatters and illegal immigrants are not
welcome on the territory of Nice city and I will take all steps not to relieve the pressure
on them." 16
July to September 2013:
- Climate of tension and anti-Roma threats: a farmer from Croix 17 fired blank cartridges
with his rifle to scare away Roma who were approaching his farm on 14 September
2014.
- Hate speech: the Mayor of Croix said on 16 September "If one inhabitant from Croix
commits an irreparable action, I will support him," "Roma have nothing to do in Croix.
Yes, if there is a slip, I will support. The population has had enough." 18 . In early July,
the honorary president of the National Front, Jean-Marie Le Pen, described the
presence of Roma in Nice, of "irritant" and "smelly". At the end of July, the deputy

mayor of Cholet, Gilles Bourdouleix, said about Travellers that "Maybe Hitler did not
kill enough". 19
The words of the Minister of the Interior also caused confusion when he said: "These
people have extremely different from our own lifestyles which are in confrontation"
with the local populations’. 20
October to December 2013:
- We monitored the use of tear gas, including against children, during the eviction of a
squat house occupied by Roma in Lyon on 2 December. 21
- At least one caravan confiscated during the forced eviction of a settlement in
Roubaix 22 in September was destroyed by the Prefecture.
- No winter moratorium was observed: the settlement of St Ouen, occupied by 800
people was evicted on 27 November and all the inhabitants were made homeless. On
the same day, four other settlements were evicted, affecting 1.140 people in just one
day.
- During a meeting, Luc Jousse, right-wing mayor of Roquebrune-sur-Argens regretted
"that he called firemen too early" 23 to extinguish a fire that had started in a Roma
camp. Following these remarks, the mayor was suspended from the UMP political
party.
- Pierre Lellouche, a right-wing member of parliament said, “What is even more
unbearable for the Parisian that I am is that we have on the main boulevard de la
Madeleine a Roma beggar every 200 metres, located literally on the pavement" and
"We are not in the European Union to be a landfill for people that we do not want to
deal with in the country of origin". He also compared "Roma begging to the removal of
vehicles parked on delivery places.” 24
5. Exclusion, not integration
Forced evictions continued at a very high rate, confirming the government line defined by the
Prime Minister and the Minister of the Interior that there is "no alternative but to dismantle
these camps and gradually expel (these populations)" 25 and "Roma are destined to return to
Romania or Bulgaria." Forced eviction remain a violent manifestation of exclusion and not the
expression of a will to integrate Roma.
Prefect A. Régnier, head of the Dihal 26 , governmental body in charge of the implementation
of the 26 August 2012 bylaw, does not have the authority or sufficient human and financial
resources to carry out his mission which is to make sure national and local authorities work

together before any eviction to find alternative housing solutions, to keep children in school
and to work towards better integration.
In 2013, forced evictions have reached intolerable levels and the 26 August bylaw has not
been respected at all. It is the whole population living in slums or squats in France, estimated
at 16,949 27 by the Dihal - most of them being foreign Roma - who have been the victims of a
forced eviction last year.
In the vast majority of cases, no credible proposal for social support or housing is offered.
This continues while a discourse of rejection increases, even at governmental level. It results
in a more unbearable brutal violence than the one perpetrated by the previous government.
There is no political will to develop an integration policy. This policy of exclusion is
accompanied by a political or public discourse leaving the way open to the expression of
extremism stigmatising a population already too precarious and designated as scapegoats.
We reiterate our call for an immediate end to this policy of exclusion: forced evictions,
disregarding France’s obligations under international and European treaties, cannot
continue. Beyond the practical implementation of the 26 August bylaw, we also call for a real
integration policy for those people at risk of poverty or social exclusion.
