Voici quelques explications. Many of you wonder why they had no news of the Society during the last 2 years. Here are some explanations. During the General assembly of September, 1999 in Makarska, in Croatia, the Society became "international": it counts 32 nationalities. The new board elected Bernard LEBRETON secretary. This one realized in three months an enormous work (to be seen on the Internet site: http: // members aol. com / socdebiop) furthermore he published - always on the network- the Bulletin de liaison de la Société internationale de Biospéologie N ° 28 (today it has disappeared there, what proves the superiority of the paper.). Regrettably in 2000 the secretary did not find any more the time to assure its responsibility. During the meeting of the board of December, 2000 I had to supply this colleague. In the material impossibility to resume the publishing of the Bulletin which I created in 1981 and realized from the writing to the stamping of envelopes during several years, I sent 4 electronic " Newsletter ". That is why all the members devoid of electronic addresses did not receive news of Cluj ( Rumania ), and of Intervalès ( Brazil)meetings. You will find there the reports of General assemblies, the name of the new members, the electronic addresses, Mr . TERCAFS's article, and the announcement of Vérone's meeting in September, 2002. If you do not possess a computer yourself, do not hesitate to give us the address of one of your close relations to receive the upcoming Newsletters : reassure this close, he will not be submerged by the mail, especially since with the birth of the new site of the Society www.SIBIOS.ORG : all the information will be displayed in this place. The President Messana was anxious to involve the members in the life of our Society by asking all to read and to publish in the Memoires: that is why subscription includes now subscription to the review (resolution discussed in Makarska, Cluj, voted in Intervalès). Do not hesitate to inform us (J. Gibert, treasurer, or M.-J. Turquin, secretary) about your money troubles if you find N’oubliez pas que vous êtes l’un des 200 (environ…) membres d’un groupe et que nous attendons votre participation ; donnez nous des nouvelles de votre région, pays : trouvailles, livres, films, émissions de télévision, décès. A bientôt donc ! Do not forget that you are one of the (about) 200. Members of a group and that we wait for your participation ; give us news of your region, country : finds, books, films, broadcasts, issues, obituary. We hope to read you soon ! this increase unbearable for your budget. Marie-José TURQUIN Hydrobiologie et Écologie souterraines Bât. MESSANA Another year has finished, it passed rapidly and many things have happened, of which not everybody has been, unfortunately, informed. First of all let me apolo- Several interesting presentation by young researchers dealt with the new frontiers of research, such as the contribution of microorgansims to the genesis of speleothemes or the genetics of subterranean populations. This year the Bulletin de liaison, edited for the first time on the Web page of the Society, could not be opened by some of you and the paper version for several organising and professional problems of our General The workshop, Mapping Subterranean Biodiversity organized by our colleagues Culver Deharveng and Gibert, at the Laboratoire Souterrain du CNRS in Moulis, France, from March 18-20, 2001 is the first meeting of the year to which most of us will participate for the extreme interest of the argument, one of the primary Dear Colleagues and friends, Secretary could not be printed and sent to you. The lack of information, vital to our society, usually supplied by the bulletin has given an unwanted result. Very few participated to the General Assembly, held in the birthplace of biospeleology, Cluj in Romania. It was a real pity because there were several reasons to participate to the meeting "Karst Studies and Problems: 2000 and Beyond" organised by the Friends of Karst in occasion of the 80th anniversary of the "Emil Racovita" Speleological Institute. I would like to thank the organisers, our colleague Oana Moldovan who took care of the biospeleological section and Bogdan Onac for the speleological one, for the impressive organising effort they made and the opportunities they gave the participants to see such an interesting karstic area of our planet. I have only one complain, the climate was not as summery as one would expect in July!!! During the meeting our Society was requested to participate to the UNESCO-IGCP project "World Karst Ecosystems" whose next meeting will be in Peking next August (details might be found at the following Web address: Biospeological newsletter n° 1 goals of the Society itself. The organization of the XV International Symposium of our Society, to be held in Intervales (Sao Paulo State, Brazil) is proceeding and I imagine you should already have received the second circular. I hope most of you will participate, full of good ideas and enthusiasm. Together with the Council of the Société and the help of any member willing to cooperate, we are trying to develop our Society towards its better visibility and presence both at national and international level, participating to projects and in finding out the instruments to sustain and help the young students of subterranean biology, the only guarantee for the Society's healthy future. A future that I wish to any of you as healthy and peaceful as ever. 2/30 Happy New Year Beppe 9/03/2001 Note : Horton HOBBS et Daniel FONG were in fact accepted as members of Société de Biospéologie during SIBIOS News the General Assembly in Moulis ( 30 08 1995). It is thus advisable to look for and to appoint a new treasurer, in the French college in Intervales in July, 2001 3/30 9/03/2001 DISCUSSION : YOUNG SCIENTISTS AND THE SOCIÉTÉ 1-Subscription and membership of the Society To facilitate the access of Société internationale de Biospéologie to young researchers who have no possibility of settling the amount of the subscription, on proposition of the board the General assembly in Cluj decides to distinguish a particular category of active members: the active members " Young researchers ". This does not require the modification of the article 5 of the statutes of the Société but will be registered in the Internal Regulation. The active members " Young researchers " are exempted from subscription. The " Young researchers " are retained on the following criteria: 1. Begin research in Biospéologie; 2. Have no financial means to settle the amount of the subscription; 3. Present or have presented one (or more) communication (s) to the Colloquiums of Société internationale de Biospéologie ; 4. Or participate actively in the functioning of the Société by assuming a responsibility, a project. The demands to be classified " Young researchers " will be presented by their patrons; these demands will be individually examined by the board and approved or not by the General Assembly. The title of " young researchers " will be revised in General Assembly every year or every other year. By CLUJ's General Assembly, 5 " Young researchers " were retained and accepted as members of the Société after a vote of the General Assembly. - 4 are young researchers or researchers of Cluj. -Daniela LINED (Ecology and Protection of Bats); -Ruxandra RUZILA (molecular Phylogenesis of Beetles)Sandra IEPURE (Taxonomy, Ecology, Biovariety of Copépodes) -Elena MANOLACHE (Microbiology of Movile's cave). - one is young researcher of Hamburg Antje GARTZE (Behavior and adaptation of subterranean fishes). Note: three other young Rumanian researchers of Bucharest who did not make application and were not presented, later deposited cards which will be examined by Intervales's General Assembly in July 20001. They are: Victoria BOITAN, Andrei GIURGINCA and Liviu VANOAICA. Biospeological newsletter n° 1 2-Stimulation program "young scientists" An open discussion was held on how the Société can stimulate the scientific work of young scientist. First the society should be an active network of people exchanging ideas on biospeology. Second young scientists should be stimulated to attend the international conferences, to present their work and to discuss about it. The first point is the will be responsible of all members. The board will think a about a policy to stimulate such a network society (should the society be an engine for new ideas and projects and, if so, how can that be reached?) To be discussed further in Intervales. The second point is the responsibility of the organizers of the two-yearly international conferences. They can decide to reduce congress fees for junior scientist or to grant a few young scientist so that they can attend the conference. The society can decide to establish an award for the best presentation/poster by a young scientist during the international conferences. Discussion to be continued in Intervales. AGREEMENT PROJECT : S I B AND THE SUBTER- RANEAN LABORATORY (Moulis) The General assembly gives its agreement to the principle of the signature of an Agreement between the Société de Biospéologie and Moulis's subterranean Laboratory in the purpose : 1. To assure the pursuit of publishing the Mémoires de Biospéologie; 2. The continuation of the management of these exchanges and the consignement of the Mémoires; 3. The continuation of the access to means for the publishing (for ex. photocopier); 4. The continuation of the realization at request of photocopies with the means of the Laboratory. 5. In reciprocity, the continuation of stocking -in the library of the Laboratory- of reviews obtained by exchange with the Mémoires de Biospéologie. These propositions, which are in connection with Monique CAZAL's departure, are to be discussed with the Director of the subterranean Laboratory. Remain of the exclusive competence of the publisher of the Mémoires de Biospéologie 1. The management and the consignement of the Mémoires to the subscribers, the individual buyers and to Bookshops; 2. The financial management of the Mémoires; 4/30 9/03/2001 3. Indeed in April 2001, the publicly indexable World-Wide Web contains about 1,300,000,000 pages, encompassing about 10 terabytes of text data on about 3,5 million servers. About 85 % of users use search engines to locate information (1), and several search engines consistently rank among the top 10 sites accessed on the web (2). The accessibility of information has been studied by Lawrence and Giles in 1998 (3) and 1999 (4). They concluded that not only are the search engines indexing a biased sample of the web, but new search techniques are further biasing the accessibility of information of the web. For example, the search engine Google makes extensive use of measures of popularity to rank the relevance of pages, using the number and source of incoming links. This increasing use of features other than those directly describing the content of pages further biases the accessibility of information. For ranking based on popularity (incoming links), one can see a trend where popular pages become more popular, while new, unlinked pages have an increasingly difficult time becoming visible in search engine listings. This may delay or even prevent the widespread visibility of new high-quality information as scientific sites. TESTING BIOSPELEOLOGICAL RESSOURCES ON THE WEB In 1997, 7 different search engines were scanned for 2 different keywords - Biospéologie and Biospeleology. The number of found documents were registered in each case showing a large discrepancy between them (5). The same test was carrying on during 1999, 2000 and 2001 to follow the growing of web sites. In 2000, the Google search engine was added now claiming it has the largest index of the web. The results are given in table 1. Biospeological newsletter n° 3 19 07/07/2001 CONCLUSION The use the key-words « Biospeleology » and « Biospéologie » with different search engines scanning the Web gives some interesting pages and links (around 1,300 for Biospeleology and 170 for Biospéologie). But these numbers are poor compared with other requests (Biochemistry: 935,000; Entomology: 303,000; Cat: 8,990,900; Sex: 36,500,000). It is partly due because both the key-words are not systematically used by the scholars who publish papers on cave life. This lack of relation is corroborated by the fact that major reference index - as Current Contents - ignore Biospeleology in their thesaurus or index. The same fact appears when the key-words « cave dwelling » are used: 5,680 pages are listed with Google. Therefore there is a lost of available information when the key-word « Biospeleology » is used. It is also important to underline that web pages which can be accessed from anywhere in the world, vanish as easily as they appear. They only exist virtually through the intermediary of a connection between 2 computers, the user and the provider. If the provider is no longer linked up, either voluntarily or involuntarily, no more data is accessible. But the address of the lost site is still kept in the index of the search engines and appears in the answers when research is carried out. When one connects to this site, the mention « error 404 » appears, meaning access is impossible. There is an enormous number of abandoned sites as it amounts to 4 to 5% of the entirety. Documentary research on the web is fundamentally different from the documentary resource analysis in a traditional library. Indeed, the web has a great amount of data but there is no structure or selection. Anybody can write whatever they want. There is no screening, no checking, no censorship. This lack of structure is compensated by the specialization of some sub-categories of several search engines (Arts, Business, Science, etc.) but without any guarantee and Biospeleology is a concept which is ignored by many index. Also, one must not forget that the web sites are made up of pages or texts in which research is carried out with words. If a site contains, in any place, the words being looked up, it will be considered to correspond to the criteria. So it happens that some very long sites are cited in the results although they have nothing to do with the query (see the caricatural example of the porno site). The use of several search engines is obligatory as none is exhaustive. As well as the traditional publishing on paper of scientific magazines there is some E-journal. It does not mean the transfer of one medium to another but of a new way of publishing with the same techniques : specialized subjects, editorial constraints (number of pages, type of figures, etc.) and a screening by the prior intervention of referees. A list is available on the www.edoc.com/ejournal site. There are several categories (Scientific, Technical, Medical, Humanities, Others) but many journals have already disappeared. The number of biospeleological journals is poor. The main advantages of the web are the speed of the diffusion, the international coverage and the low cost of the product. The major inconvenience, which is the same for all information passing through the web, is the volatility of the medium. When there is no connection, documents are no longer available. The use of the maximum potential of available information is always a priority in any scientific research. With the web, a major asset is its easiness and speed in accessing information compared to that of traditional bibliography. Researchers’ sending of messages by E-mail has replaced the traditional mail system and has made countries with a reduced (Eastern Europe) or uncertain (Africa, South America) postal infrastructure much less isolated. Moreover, the quasi-instantaneous speed of the messages lets countries that are very far from each other (Europe - Japan, Europe - Australia, Europe - USA, etc.) communicate eaBiospeological newsletter n° 3 20 07/07/2001 sily. The bringing together of users into discussion forums is, in principle, a new source of scientific documentation. But there are very few science forums and it is necessary to use specialized search engines to find an interesting group. Fortunately, there is an interesting cave biology E-mail list maintained by Dr. Graham Proudlove, Department of Zoology, The Manchester Museum, University of Manchester, M13 9PL, UK and the CAVE-BIOLOGY list is archived. The web is open to everyone, for better and for worse. Luckily, available scientific information is not affected by the excesses of certain categories of sites (misinformation, hoaxes, stupid jokes). But the pertinence of the information obtained is never guaranteed. Not all the sources have the same credibility. BIBLIOGRAPHY (1) Graphic, Visualisation, and Usability Center. A short President’s report follows, delining the events after our last meeting in Makarska. The Pesident’s report is voted and then unanimously approved. Point 2 Many members have not received the Cluj report; Geoffroy reads the text . An important issue concerns the institution of a new members’ category: the young members. Another crucial issue is about J. Gibert’s re-election as Council’s member. In Cluj this had been excluded because Gibert was not present at the symposium and because she had not communicated her availability as a candidate. This had happened not for a lack of interest, but due to his absence from France which prevented her from responding. After a thorough discussion, the proposal of a Gibert’s re-inclusion in the Council is voted. The proposal is then approved with a large 25 23/01/2002 majority. Point 3 financial report C. Juberthie’s report as adjoint treasurer. Mme Cazals has retired and J. Gibert managed to put together the participation fees of the society and the incomes of the Encyclopedie. Juberthie quotes the overall amount of money received and invites present members to pay the remaining due aliquots. The defections related to the secretariat management slackened all the administrative activities. Juberthie also reminds that future payments will be necessarily in Euros. Juberthie further states that it will not be possible to have the Memoires ready within August and solicitates that the works of the symposium be sent in electronic format within November. Encyclopedie: the third volume will be ready next September. First and second volumes reprint will be ready in June 2002, and Volume 1 will be possibly divided into two sections. Moreover, Juberthie reminds that the section related to fungi is lacking because it has not been possible to find authors to deal with this topic. E. Trajano asks whether the French texts will behopefully translated in English. The discussion on Juberthie’s financial report is open. As suggested by Proudlowe, it is approved to increase the cotisation fee. Messana invites the participants to express opinions on the eventual increase of the fee to 50 Euros, also including the costs of the journal, in order to provide a more conspicuous financing source. A thorough discussion is started: V. Sbordoni asks to shed more light on the real costs of the journal, Geffroy solicitates a strictly regular periodicity of the journal, Boutin asks to specify the price of the journal, Trajano proposes a special fee for the members not interested in the journal, Boutin also asks for a special offer fee for the young members, Holsinger, Juberthie and Dumnika express their skepticism on how many of the members would actually cope with an increase of the fee. Trajano, expressing agreement with the fee increase, suggests to make the payments more facilitated (e.g. credit cards). The proposal of the prices of 50 Euros (with journal) and 45 Euros (without journal) is voted. The assembly approves the proposal by 32 yes and one abstension. As far as publications is concerned, Juberthie asks how to deal with the Proudlowe’s work. Boutin and others say to publish it as part of the Encyclopedie, Sbordoni points out the importance of the Societe in such circumstances and upholds the hyBiospeological newsletter n° 4 pothesis of presenting the paper through a publisher, in this context, the need for the valorisation of the journal is mentioned. It is proposed to discuss the possible fusion of the journal with the I.J.S. Boutin solicitates the assembly’s opinion about easing the Council’s duties. Holsinger remarks the importance of referees; Parzefal and Humphrey mention the role of the “subterranean biology”; Clarke reminds the distribution issue; Sket asks about the commercial interests of the journal; Culver reminds that Academic Press was contacted in the past, with negative results, and that a suitable editor is to be found; Trajano also suggests to renew the journal’s format. Boutin proposes to the Council to investigate on any interested publishers. Messana synthesizes the whole discussion. A European publisher is to be seeked and a suitable editorial board is to be established. Holsinger reminds again of the positive experience of the J. of Crustacean Biology; Ribeira states again the appointment to the Council. The discussion is then closed. Point 4. Statute Modifications: (see Juberthie’s notes). articolo 2: to broaden the society’s target. articolo 7: to eliminate the distinction between French and non-French members. articolo 8: procedures for the election of President and Bureau. Geffroy intervenes reminding the election rules. A discussion is started about this issue. Trajano suggests to vote with the same periodicity of symposia: once every two years. The modification implies to vote once every three years. Sbordoni agrees with the 3 year period for the President, but requests explanations as for the variability of the rules applicable to the Council. Juberthie reminds that this is due to those foreign members who were added lately. Sbordoni, Trajano and Juberthie intervene repeatedly. s for the First article it is proposed to appoint duties to members of the Society. After the discussion, the proposed modifications are voted and the assembly gives its approval unanimously. Point 5 – renewal of the council 31présents + 2 procurations+5 votes by mail; 6 places are free : Madame CAZALS, MARMONIER do not want to be reelected, the place of REYGROBELLET has not been covered in the last elections, OROMI & PARZEFALL are not reeligibles, LEBRETON has not presented his candidature - MM. COBOLLI-SBORDONI, DURAND, KLETECKI, MESSANA, NOTENBOOM have proposed their candidature for reelection 26 23/01/2002 - M. TRAJANO, GEOFFROY, SKET et GUILLAUME are candidates In this context, Messana calls the assembly to express opinions on the limit threshold for validating the vote; he proposes 10% or 5% of the electors. Sbordoni upholds the 10% threshold; Geffroy suggests one third of the presents. Trajano asks what the minimum threshold required is, to consider the assembly valid. The 1/3 proposal is voted, and immediately approved to be active from the next assembly. The vote results for council renewal: 31 voters, 2 procuration, 5 votes arrived by mail SKET 33 COBOLLI 32 TRAJANO 32 MESSANA 31 GEOFFROY 28 KLETECKI 28 NOTENBOOM 26 DURAND 24 GUILLAUME 19 New council is thus composed by the 18 following members: COBOLLI-SBORDONI, CULVER, DURAND, GENEST, GEOFFROY, GIBERT, GUILLAUME, JUBERTHIE, KLETECKI, MAGNIEZ, MALARD , MATHIEU, MESSANA, MESSOULI, NOTENBOOM, SKET, TRAJANO, TURQUIN Point 6 - New members. Juberthie quotes requests of new associates. See attached documents. Names are written on the board: the admission of 27 new members is voted and approved unanimously . Point 7 – Next symposium Messana reminds the importance of shifting to even years in order to prevent superimposing with the International Congress of Speleology. During the Makarska symposium it has been proposed Verona as the new host city. This idea was upheld in Cluj as well. There is also Plati’s proposal for India. Latella is invited to expose the reasons why for choosing Verona: the advantages are essentially linked to the importance of the host Institution, the Verona Natural History Museum, whose history interplays with the history of biospeleology; in fact, in the past, very important biospeleology symposia were held in Verona, and a subterranean biology laboratory exists in Verona, moreover, the geographic position of the town appears very comfortable to most of the participants and the surroundings offer many attractions, not only biospeleology-related, this being a strong prereequisite for the success of the symposium. The assembly expresses a general consensus; Parzefall, Geffroy and others intervene. Biospeological newsletter n° 4 Plati is invited to forward his proposal. Plati’s intervention is very articulated and is based on the will to extend the knowledge to new far lands, to discover the Indian caves, a wonderful touristic destination. He also describes the staff and the congress facilities, hypothesizes a partial support of the expenses, and name the Indian Institutions interested. Raipur is the candidate town, FebruaryMarch the optimal period. Plati eventually confirms Raipur’s availability for the symposium subsequent to Verona. Messana confirms his agreement with Latella and propose the vote for Verona. The assembly approves by far and appoint Latella as the organiser of Verona 2002 . The President solicitates the assembly to express opinions on the subsequent symposium in India. Parzefall reminds that dates are to be set in considerable advance. The assembly is unanimous in declaring Raipur as the host town for the 2004 symposium. Point 8 web site of the society The President reminds that, in December 2000, the Council proposed to open a new website, as Lebreton cannot assure his collaboration with the society any longer. The new website will be structured and managed by Geoffroy’s with Proudlowe, Messana and Notenboom contributions. Parzefall invites the participants to thank Proudlowe for his collaboration. Point 9 – Society’s logo The discussion begins, there is no agreement on the few proposals made, the choice is postponed, wishing new draft logos to be soon proposed for the Societé. The assembly is closed at 18:00h. This text will be approved (with modifications if necessary) in Verona.
