Il y a un an le site était né. Il correspondait
alors aux besoins et aux possibilités que nous
avions. Nous étions un millier, à peine plus.
Nous sommes aujourd’
hui 11 000 adhérents.
Nous étions quelques-uns à tenter de mettre
en ligne une documentation. Nous sommes
aujourd’
hui 110 groupes locaux, un Conseil
scientifique… et nous produisons ensemble
tellement d’
informations qu’
il faut mettre le
site à jour plusieurs fois par semaine.
Et puis disons-le, il n’
était pas aussi convivial
que cela, ni si facile d’
accès. Tous les
documents n’
étaient pas accessibles à
première vue. Le site d’
ATTAC France a donc
changé. Vous y découvrirez certainement des
informations qui vous avaient échappé et
vous pourrez y circuler plus rapidement et
plus aisément.
Des bibliographies, une revue de presse à
jour vont bientôt venir s’
adjoindre au site tel
qu’
il existe maintenant, ainsi que de
nouvelles traductions. Pour le moment seule
la version française a été changée mais les
autres vont suivre. D’
ici à la fin de l’
été le
site sera donc au grand complet pour
préparer la rentrée. Nous espérons que cela
vous permettra de mieux participer à nos
actions et de faire partager autour de vous
les informations que vous aurez pu y trouver.

trouverez

bilan
des
rencontres
internationales et d’
autres informations. Si
vous avez adhéré à l’
association en 1998,
vous recevrez aussi un rappel concernant
votre ré-adhésion à l’
association. Nous vous
rappelons qu’
ATTAC vit uniquement des
cotisations de ses adhérents.
Grâce aux cotisations nous avons pu cette
année commencer à organiser ensemble la
riposte. Ensemble nous avons mis sur pied
différentes actions (des nombreuses réunions
locales aux rencontres internationales). Nous
avons pu aider le travail militant des groupes
locaux naissants et des bénévoles qui nous
ont permis d’
avancer si vite, si loin. (le site
est justement à votre disposition pour que
vous vous rendiez compte du travail
accompli)
Pensez donc à adhérer pour 1999. Vous
pouvez d’
ores et déjà le faire soit en

en ligne, voici le groupe « local » Sénat :
Claude Saunier, Sénateur Groupe Socialiste
des Côtes d'Armor, et Jean-Luc Melenchon,
Sénateur Groupe Socialiste de l'Essonne,
vont mettre sur pied un comité Attac au
Sénat.
Dans nos projets dès le mois de septembre
nous comptons susciter des vocations au
Parlement européen. Au mois d’
octobre,
grâce à la Mairie de Morsang sur Orge,
adhérente à ATTAC, nous comptons aussi
coordonner les efforts des collectivités locales
et des élus locaux au cours d’
un colloque
auquel ils seront invités.
La mondialisation telle que nous la subissons
n’
est pas une fatalité, ni une loi naturelle.
Nous sommes donc heureux que nos
représentants se soient rendu compte du
message que nous leur avions adressé en
adhérant à ATTAC. Le travail des citoyens est
essentiel à celui des élus. Il les aide à faire
du sens de cette réalité trop souvent laissée
aux mains habiles des services presse et
communication
des
tenants
de
la
mondialisation. En saluant donc l’
arrivée de
ces sénateurs, il s’
agit pour nous tous
maintenant d’
avancer ensemble et de fournir
cette information et cette analyse qui par le
passé a fait tant défaut afin que nos sociétés
démocratiques puissent proposer avec la
même vigueur et le même sérieux que les
chantres du « tout libéral » des solutions aux
problèmes qui nous concernent tous.

Vous trouverez ci-dessous la "déclaration de
la société civile s'opposant au Millennium
Round ou à tout nouveau cycle de
négociations commerciales englobant". Le
Millennium Round est le nouveau cycle de
négociations de l'OMC dont le lancement est
prévu du 29 novembre au 3 décembre
prochains à Seattle, Etats-Unis. Ce nouveau
Round, initié par le commissionnaire Sir Leon
Brittan et soutenu par le ministre des
Finances du Japon et le Congrès américain,
se veut "englobant" : il prévoit une révision
des accords déjà existants, inscrits au "Builtin Agenda", dans le sens d'une libéralisation
accrue, et veut inscrire dans les prérogatives
de l'OMC de nouveaux secteurs dont la
concurrence, les marchés publics, la
propriété intellectuelle, les biotechnologies,
l'investissement... Ce dernier, dans les
termes d'ores et déjà proposés, ressemble
étrangement au fameux Accord Multilatéral
sur l'Investissement, de triste mémoire, que
la société civile internationale a rejeté l'année
dernière avec véhémence.
Cette déclaration est à faire signer par toute
personne morale, et à faire circuler le plus
largement possible. Déjà, plus de 700
organisations de 73 pays l'ont signée. Elle
vise à la mise en place d'un moratoire sur
toute nouvelle négociation qui viserait à la
libéralisation accrue des secteurs existants à
l'OMC ainsi que des secteurs qu'il est prévu
d'inclure. Elle demande en outre à ce qu'une
évaluation des politiques appliquées par
l'OMC ait lieu, comme il était prévu - et
inscrit dans les statuts - lors de la
transformation du GATT en OMC à la fin de
l'Uruguay Round, et ce en lien avec les ONG.

En novembre 1999, les gouvernements du
monde vont se réunie à Seattle pour la
troisième
conférence
ministérielle
de
l'Organisation Mondiale du Commerce (OMC).
Les
membres
dela
société
civile
internationale, signataires de cet appel, nous
opposons aux efforts déployés pour étendre
les pouvoir de l'OMC au moyen d'un nouveau
cycle
de
négociations
commerciales
"englobantes" . Nous considérons au
contraire que les gouvernements doivent
revoir et rectifier les déficiences du système
et le fonctionnement de l'OMC lui-même.

développer la création d'une prospérité et
d'une richesse mondiales et de promouvoir le
bien-être de toutes les personnes de tous les
États. En réalité cependant, dans les cinq
dernières années, l'OMC a contribué à la
concentration de la richesse entre les mains
d'une minorité de riches, développant la
pauvreté pour la majorité de la population
mondiale et des modèles non-durables de
production et de consommation.
Les accords issus du cycle de l'Uruguay ont
été principalement orientés vers l'ouverture
des marchés au bénéfice des entreprises
transnationales au dépens des économies
nationales, des travailleurs, des agriculteurs
et des autres, ainsi que de l'environnement.
De plus, le fonctionnement, les règles et les
procédures
de
l'OMC
sont
antidémocratiques, non-transparents, ne sont
pas tenus de rendre des comptes et ont agi
de manière à marginaliser la majorité des
êtres humains.
Tout cela a pris place dans un contexte
d'instabilité
économique
mondiale
grandissante, d'effondrement des économies
nationales, d'accroissement des inégalités à
la fois dans et entre les nations, et
d'accentuation
des
dégradations
environnementale et sociale, résultats de
l'accélération du processus de mondialisation.
Les gouvernements qui dominent l'OMC et les
entreprises transnationales qui ont bénéficié
du système de l'OMC ont refusé de
reconnaître et de régler ces problèmes. Au
contraire, ils poussent à une libéralisation
accrue au travers l'introduction de sujets
nouveaux à adopter à l'OMC. Cela mènera à
l'exacerbation de la crise liée aux processus
de mondialisation et à l'OMC.
Nous nous opposons à toutes négociations
allant dans le sens d'une plus grande
libéralisation, spécialement celles qui visent à
introduire de nouveaux secteurs sous la
tutelle de l'OMC, tels que l'investissement, la
concurrence et les marchés publics. Nous
nous engageons à mener campagne pour
rejeter toute proposition telle. En particulier
nous nous opposons aux accords de droits de
propriété intellectuelle relatifs au commerce
(TRIPs).
Nous appelons à un moratoire sur toutes
négociations qui étendent la portée et le
pouvoir de l'OMC.
Au cours de ce moratoire, une révision et une
évaluation complètes et approfondies des
accords existants doivent être menées.
D'importantes
avancées
doivent
être
effectuées pour réformer les accords. Une
telle réforme devrait permettre d'évaluer
l'impact de l'OMC sur les communautés
marginalisées,
le
développement,
la
démocratie, l'environnement, la santé, les
droits humains, les règles du travail et les
droits des femmes et des enfants. Cette
réforme doit être conduite avec la pleine
participation de la société civile.
L'échec
de
l'Accord
Multilatéral
sur
l'Investissement (AMI) à l'Organisation pour
la
Coopération
et
le
Développement
Économique (OCDE) démontre l'opposition
d'un large public à la déréglementation de
l'économie mondiale, à la domination
croissante des entreprises transnationales et
à l'aggravation de la dégradation de
l'environnement et de l'utilisation des
ressources qui en découle.
Une
réforme
du
système
donnera
l'opportunité à la société de changer son
cours,
de
développer
un
système
international
d'investissement
lié
au
commerce alternatif, humain et durable.
