PREAMBLE

This regulation refers to the General Championships Rules and the CSIT Technical Committees
adopted at the CSIT General Assembly in Vantaa and amended in 2003 at the Congress of
Marseilles in 2005. They can't derogate.
z
All activities of the CSIT, including its championships, are reserved to the members of the CSIT
Unions, and to the observers and members of the international Confederations with whom the CSIT
has signed cooperation agreements according to rules laid down by the CSIT General Regulation :
COPADET (Hemisphere) / BAWS (Balkan region) and OSTA (Central Africa).

The CSIT Sporting activities (championships, training, tournaments, rallies, etc.) are organised
under the responsibility of Technical Commissions by discipline.
z
The Technical Committees are composed of one representative from each CSIT Union participating
in the sport. They elect their own president and a secretary for 3 years depending on conditions
shown in the General Regulations.

PERIODICITY
The CSIT’s championships are organized alternately:
- FOR SENIORS (20 years old and over) :
in 2008 - 2010 - 2012 - 2014 - 2016
- FOR JUNIORS - under 20 years old (maximum age :19 years old, calendar year)
in 2009 - 2011 - 2013 - 2015 - 2017

CONDITIONS OF PARTICIPATION
PARTICIPATION OF THE UNIONS
The championships are open to the members of the Unions affiliated to CSIT and members of the
international confederations which CSIT has signed an agreement with : COPADET (American continent),
BAWS (Balkan area), ALSO (Central Africa).

COMPETITORS
The Unions are responsible for the competitors they register who must be medically able to practice
competition of Judo.
Unions are responsible for their competitors in case of accident (health insurance).
The competitors should have a level of judo’s practice enough good to ensure them a participation in the
championships with the maximum of security.

- Preliminary registration : 6 months before the championship at the latest.

The amount of the registration fee to be paid to the organizing committee is decided by the CSIT.

PLANNING OF THE COMPETITIONS
WEIGHINGS
The weighing takes place the day of the individual championship.
They are valid during both championships (individual and team).
The competitors have to submit their identity (identity card or passport).
The weighing room entrance is not allowed to women during the men’s weighing and vice versa. If no
female officials are available for women's weighing, it will be made by male referees and the ladies will
wear judogi trousers and T shirt. No more clothes will be taken away.

DRAWING
- Individual championships : are located as far as possible in the table :
- The finalists of the previous championship
(same age and same weight category)
- The competitor’s members of the same union.
- Team championships
: are located as far as possible in the table :
- The finalists teams of the previous championship
- The Unions from the same country.

COMPETITIONS' SYSTEM
The preliminaries will be held by pools. The 1st and 2nd of each pool will be placed, by drawing, on the
final scoreboard (with direct elimination).

ESTIMATED PLANNING
An estimated planning will be established before the beginning of the championships, according to the
registrations.

TITLES AWARDING
To be in position to award the titles, it’s necessary to get a minimum of 3 competitors from 3 different
unions in each category (team championship : 3 team’s minimum)
If there are only two competitors, the final will take place, with delivery of rewards, but titles will not be
allocated. If there is only one competitor, there will be neither delivery of rewards, or title.

The substitutes are not allowed for the team championship.

REFEREEING AND SPECIFIC REGULATION
REFEREE’S DRESSING
The referees must wear gray trousers, a white shirt, a dark tie and a dark blazer with the shield “CSIT
REFEREE” (or the badge of their Union, but to in no case an badge of the FIJ or UEJ) sewed on the left
chest pocket. They have to wear black socks.
In case of high temperature, the referees are allowed to take off their blazers in accordance with the person
in charge of the competition. In that case it is necessary to wear a short-sleeved shirt. Braces are not
allowed.

NOMINATION OF THE REFEREES - CONTROL OF THE JUDOGIS
The referees are registered by the Unions.
A minimum of 6 referees on each tatami is necessary for a good progress of the championship.
The referees and the judges will control the judogis (dimensions must be in accordance with I.J.F. Rules) at
the entrance of the category on the carpet. If a competitor wears a non allowed judogi, he will be
disqualified, after an agreement with the responsible of the competition.
The first called combatant (or team for team competitions) of every fight is allowed to wear the blue judogi
instead of the red belt. The second called combatant (or team) will not wear white belt in that case.
In any case, both combatant of a same fight will be authorised to wear a blue judogi. If the “white”
combatant can't come with a white judogi, he will lose the fight.

CSIT REFEREE’S CERTIFICATE
At the end of the championship, the referreing commission will propose to thePresident and the Secretary
of the Technical Commission the official list of referees called “CSIT”.
The title of “CSIT referree” is for 2 years..
The participation to referee seminary is obligatory before each championship. It will be hold obligatory in
judogi on the carpet.

REFEREEING RULES
The engagements are arbitrated according to the rules of arbitration of the F.I.J in application during the
sporting season in progress, possibly decorated by the rules specific to Judo CSIT

TEAM CHAMPIONSHIP : REFEREEING
The individual winner might be declared only in case of a minimum of one “yuko” difference between
both combatants. If it’s not the case, the referee announces “hiki-wake”.
In case of tie (wins and points equality) :
a) If one or more drawn match happened: those combatants who scored drawn have to compete again.
Then the win has to be given at every fight.
In case of new tie (victories and points), three weight categories will be balloted. The win has to be given
at every fight.
b) If there was no drawn match, three weight categories will be balloted. The win has to be given at every
fight.
An incomplete team will be penalized of 10 points by competitor missing.

TEAM CHAMPIONSHIP BY POOLS
A team must be declared as winner.
The results of the pool are decided in accordance with :
1. the number of wins of the teams
2. in case of tie, the number of individual wins
3. in case of tie, the total number of points
In case of tie of wins and points between 2 teams, the winner will be the team which had won the fight
between both.
In case of tie of wins and points between 3 teams, they will be competing in a “closing” pool, with a
decision at each individual fight and the application of the rule of decisive advantage (golden score) if
necessary.

INDIVIDUAL CHAMPIONSHIP BY POOLS
Obligatory decision at every fight, including application of the advantage decision rule (Golden Score) if
necessary.
In case of tie of wins and points between 2 competitors, the winner is the one who had won the fight
between both.
In case of tie of wins between 3 competitors, the result will be according to the highest number of points.
In case of tie of points, the competitors will have to play a “closing” pool.
If there would be at the end of the closing pool steal equality, the pool would have been done again, with
direct application of the golden score rule. The fights will stop as soon as a result will be registered. The
table will show the times of fight, in prevision of the eventual application of the following paragraph.
In case of a new equality of victories and points, and if impossibility to apply the rule of the fight which
opposed them, the winner will be declared with the times of the fight (winner is the one with the shorter
time).
In case of withdrawal of a competitor, all the results of his former fights will be cancelled. For example, a
pool of 5 becomes a pool of 4.

The role of the coach is to accompany the combatant before and after the combat..

SPORTING STEWARDS
The organization must make available of the Technical Commission of Judo of CSIT a sufficient number
of sports commissioners qualified for reassuring the correct keeping of leading tables in every tatami
(stopwatches, pictures, leaf of match) They must be aware of the specific rules contained in the present
Sports Code (time fight coach, rules in case of equality, specific rules for coaches, …)

MEDICAL ASSISTANCE
A medical assistance has to be organized by the organizing Union.

STRUGGLE AGAINST DOPING
Anti-doping controls should be carried out on the occasion of the CSIT’s championships.
The I.J.F. control’s proceedings have to be applied.
The referring list of pharmaceuticals enclosing substances is the list set up by I.O.C.
8.
ORGANIZING UNION SPECIFICATIONS
8 – 1 CANDIDATURE
The Unions applying for the organization of a championship have to introduce it at least 2 years before the
scheduled date, at the time of the CSIT Technical Commission Judo’s meeting. To be on position to
introduce its candidature, the Union must have taken part in one CSIT Judo championship at least.
This candidature has to be confirmed one year before the championship.
8 – 2 PREPARATION
The championship is prepared through the collaboration with the CSIT Judo Technical Commission, more
particularly :
- relating to the sports facilities
- relating to the reception of the participants (lodging, food, …)
- relating to the program which includes necessary :
• training facilities for the unions
• an seminar for referees before the first day of competitions
• a tourist and cultural day between the individual competition and the team competition

3 months before the date of the championship, the President or Secretary of the Technical Commission is
invited to participate, on the place of competitions, in a meeting with the organizing committee, in order to
check technical and welcome conditions of the championship, and to establish the final program.

PREAMBULE

Le présent règlement se réfère au règlement général des Championnats et Commissions
Techniques de la CSIT adopté lors de l' AG CSIT à Vantaa en 2003 et modifié lors du Congrès
de Marseille en 2005. Il ne peut y être dérogé.
•
L'ensemble des activités de la CSIT, notamment ses championnats, sont ouverts aux Unions
membres de la CSIT, ainsi qu'aux membres observateurs et aux membres des Confédérations
internationales avec lesquelles la CSIT a signé des accords de coopération selon modalités
fixées par le règlement général CSIT : COPADET (Continent américain) / BAWS (région des
Balkans) et OSTA (Afrique centrale).
•
Les Activités sportives de la CSIT (championnats, formations, tournois, rassemblements,
etc.) sont organisées sous la responsabilité des Commissions Techniques de chaque sport.
•
Les Commissions Techniques sont composées d'un représentant par Union CSIT participant à
la discipline sportive concernée. Elles élisent en leur sein un président(e) et un secrétaire
pour 3 ans selon modalités indiquées dans le Règlement Général.

médicalement à la pratique de judo en compétition.
- Les compétiteurs doivent avoir un niveau pratique de judo suffisant qui leur permettre de
participer aux championnats avec un maximum de sécurité.
- Les Unions doivent assurer la prise en charge complète de leurs compétiteurs en cas d’accident.

DEROULEMENT DES CHAMPIONNATS
PESÉES
- Les pesées ont lieu le matin des compétitions individuelles, sur le lieu d’hébergement
(souhaitable). Elles sont valables pour toute la durée des championnats (individuels et équipes).
- Les compétiteurs doivent présenter un document officiel justifiant de leur identité (passeport
national ou carte nationale d’identité).
- L’accès des locaux réservés à la pesée est interdit aux femmes pendant la pesée des hommes et
interdit aux hommes pendant la pesée des femmes.
- S'il n'y a pas d'officiel féminin disponible, la pesée sera faîte par des arbitres masculins et les
dames se présenteront en pantalon de judogi et en Tee-Shirt. Les autres vêtements seront enlevés.

TIRAGE AU SORT

Compétitions individuelles : sont éloignés au maximum :
- les finalistes du championnat précédent (même catégorie d’âge et de poids)
- les compétiteurs d’une même union.

Compétitions par équipes : sont éloignés au maximum :
- les équipes finalistes du championnat précédent
- les Unions d’un même pays

FORMULE DE COMPETITION
- Les éliminatoires se déroulent en poules.
- Les deux premiers de chaque poule seront placés par tirage au sort sur le tableau final
(élimination directe sans repêchage).

- Un planning prévisionnel sera établi avant le championnat, en fonction des engagements.

ATTRIBUTION DES TITRES
- Pour qu’un titre puisse être attribué, if faut :
- en individuels : au minimum 3 combattants de 3 unions différentes dans la catégorie
- par équipes : 3 équipes minimum
- S’il n’y a que deux engagés, la finale aura lieu, avec remise de récompenses, mais les titres ne
seront pas attribués.
- S’il n’y a qu’un engagé, il n’y aura ni remise de récompenses, ni titre.

ARBITRAGE ET REGLEMENTS SPECIFIQUES
TENUE DES ARBITRES
- Les arbitres doivent porter un pantalon gris, une chemise blanche, une cravate foncée et un blazer
foncé avec l’écusson “ ARBITRE CSIT ” (ou l’écusson de leur Union, mais en aucun cas un écusson de
la FIJ ou de l’UEJ) cousu sur la poche de poitrine gauche. Ils doivent porter des chaussettes noires.
- En cas de température élevée, le blazer pourra être enlevé avec l’accord du responsable de la
compétition. La chemise devra alors être à manches courtes. Les bretelles ne sont pas autorisées.

DESIGNATION ET NOMBRES D’ARBITRES – CONTROLE DES JUDOGIS
- Les arbitres sont présentés par les Unions.
- Pour le bon déroulement des championnats, un minimum de 6 arbitres pour chaque tapis est
nécessaire. Chaque fois que cela est possible, la neutralité des arbitres doit être assurée.
- L’arbitre et les juges contrôlent les judogis (dimensions conformes aux règles de la F.I.J.) à
l’appel de la catégorie sur le tapis. Si ensuite un combattant se présente avec un judogi non
réglementaire, ce combattant sera disqualifié, après accord du responsable de la compétition
- Les judogis bleus sont autorisés pour le combattant (ou toute l’équipe) appelé(e) en premier pour
chaque rencontre. Ils remplacent la ceinture rouge. Le 2ème combattant appelé (ou équipe) ne
mettra pas de ceinture blanche dans ce cas.
- En aucun cas, les 2 combattants d’un même combat ne pourront utiliser un judogi bleu. Si le
combattant « blanc » ne peut se présenter avec un judogi blanc, il perdra le combat.

TITRE D’ARBITRE CSIT
- La participation des arbitres au séminaire d’arbitrage organisé avant chaque championnat est
obligatoire pour tous les arbitres devant arbitrer le championnat CSIT. Le séminaire se fera
obligatoirement en judogi et sur le tapis.
- A l’issue des championnats, la commission d’arbitrage proposera au Président et au Secrétaire de
la Commission Technique la liste officielle des arbitres classés « CSIT ».
- Le titre de « Arbitre CSIT » a une validité de deux ans.

REGLES D’ARBITRAGE
Les combats sont arbitrés selon les règles d’arbitrage de la F.I.J. en application pendant la saison
sportive en cours, agrémentées éventuellement par les règles spécifiques au Judo CSIT

ARBITRAGE DES COMPETITIONS PAR EQUIPES
La victoire individuelle ne peut être accordée que s’il y a eu au minimum un yuko d’écart. Dans le
cas où cette condition n'est pas remplie, l’arbitre annonce « Hiki-Waké » (match nul).
En cas d’égalité de victoires et de points :
- S’il y a eu un ou plusieurs matchs nuls : les combattants ayant fait match nul devront se
rencontrer à nouveau. Dans ce cas la décision sera obligatoire à chaque combat.
- En cas de nouvelle égalité de victoires et de points, trois catégories de poids seront tirés au sort.

- S’il n’y a pas eu de match nul : trois catégories de poids sont tirées au sort. Décision obligatoire à
chaque combat.

- Dans tous les cas de combat supplémentaire avec décision obligatoire, la règle de l’avantage
décisif (Golden Score) sera appliquée.
- Une équipe incomplète se verra pénalisée de 10 points par forfait.

COMPETITIONS PAR EQUIPES EN POULES
- Comme en tableau, une équipe doit être désignée « vainqueur » à chaque rencontre.
- Le classement de la poule se détermine en fonction :
1. du nombre de victoires d’équipes.
2. en cas d’égalité, du nombre total de victoires individuelles obtenues dans cette poule.
3. en cas de nouvelle égalité, du nombre total de points individuels obtenus dans cette poule.
- En cas d’égalité de victoires et de points entre deux équipes, sera déclarée « vainqueur » celle qui
aura gagné la rencontre qui les aura opposées.
- En cas d’égalité de victoires et de points entre trois équipes, elles disputeront une poule de
barrage, avec décision obligatoire à chaque combat individuel et donc application de la règle de
l’avantage décisif (golden score) si nécessaire.

COMPETITIONS INDIVIDUELLES EN POULES
- Décision obligatoire à chaque combat, avec application de la règle de l’avantage décisif (Golden
Score) si nécessaire.
- En cas d’égalité de victoires et de points de deux combattants, sera déclaré « vainqueur » celui
qui aura gagné le combat qui les aura opposés.
- En cas d’égalité de victoires de trois combattants, c’est le nombre de points qui déterminera le
classement.
- En cas d’égalité de points, les ex aequo disputeront une poule de barrage.
- S’il y avait encore égalité à l’issue de cette poule de barrage, la poule serait recommencée, avec
application directe de la règle de l’avantage décisif (golden score). Les combats s’arrêteront dès
qu’un résultat sera marqué. La table enregistrera les temps de combat, en prévision de
l’application éventuelle du paragraphe suivant.
- En cas de nouvelle égalité de victoires et de points, et si impossibilité d’appliquer la règle du
combat qui les a opposés, les combattants seront départagés par le temps de combat (vainqueur
celui qui a eu le temps le plus court).
- En cas d’abandon (forfait, blessure ou autre) d’un combattant, tous les résultats de ses combats
précédents seront annulés. Exemple : une poule de 5 devient une poule de 4.

COACHS
- Pas de coach.
Le rôle du coach est d'accompagner le combattant avant et après le combat.

6.
COMMISAIRES SPORTIFS
- L’Union organisatrice doit mettre à la disposition de la Commission Technique de Judo CSIT un
nombre suffisant de commissaires sportifs qualifiés pour assurer la tenue correcte des tables de
marques à chaque tapis (chronos, tableaux, feuilles de match, …).
- Ils devront être informés des règles spécifiques contenues dans le présent Code Sportif (temps
combat, règles en cas d’égalité, règles spécifiques aux coachs, …)

SURVEILLANCE MEDICALE
- La surveillance médicale des compétitions doit être prévue par l’Union organisatrice.

LUTTE CONTRE LE DOPAGE
- Des contrôles antidopage peuvent être opérés à l’occasion des championnats de la CSIT.
- La procédure de contrôle est celle de la F.I.J.
- La liste des produits, pharmaceutiques et autres, contenant des substances dopantes est celle
établie par le C.I.O.

- Les Unions souhaitant organiser un championnat doivent faire acte de candidature au plus tard
deux ans avant la date prévue, auprès de la Commission Technique de Judo de la CSIT. Elles doivent
avoir participé à un championnat CSIT Judo au moins avant de pouvoir présenter leur candidature.
- Cette candidature est à confirmer un an avant la date du championnat.

PREPARATION DU CHAMPIONNAT
- La préparation du championnat doit se faire en collaboration entre la Commission Technique de
Judo de la CSIT et l'Union organisatrice, notamment concernant :
- les installations
- l’accueil des participants (conditions d’hébergement, de restauration, …)
- le programme, qui comprendra obligatoirement :
• une journée réservée à l’entraînement des délégations
• un séminaire d’arbitrage précédant le premier jour des compétitions
• une journée touristique et culturelle placée entre la compétition individuelle et la
compétition par équipe.
- Trois mois avant la date prévue, le Président ou le Secrétaire de la Commission Technique est
invité à participer, sur les lieux de la compétition, à une réunion avec le Comité d’organisation,
pour prendre connaissance des conditions techniques et d’accueil du championnat et pour établir le
programme définitif.

SITUATIONS NON PREVUES PAR LE PRESENT REGLEMENT
Tout cas non prévu par le présent Code Sportif sera pris en compte par le Président et le Secrétaire
de la Commission Technique qui prendront les éventuelles décisions nécessaires.
