Kenya: Kiss FM interrupts programming to protest media bill
A leading privately-owned Kenyan radio station has been interrupting its normal programming by
airing "an urgent message" to President Mwai Kibaki asking him to reject a media bill recently
passed by the country's parliament.
BBCM observed on 16 December that the Nairobi-based Kiss FM was disrupting its programmes so
as to broadcast "an urgent message to the president of Kenya thanks to our members of
parliament".
The message reads:
"Dear Mr President, the people of Kenya do not feel the minister of information would make a great
radio presenter. We are not sure he would be the funniest comedian on air or represent the views
or interests of the people. We know the minister does not have a bad voice, but as a newsreader I
don't think he would give people all the news and information whether good or bad.
"Mr President, the bill that's just been passed in parliament gives the Ministry of Information
excessive power to control the expression, information and opinion given by the media denying the

people of Kenya information.
"Mr President, if you honestly love and respect the views of your Kenyan people do not take away
their freedom of expression and right to information. Do not sign the bill passed by parliament."
According to Kiss FM, whose leading morning presenter was one of the first journalists arrested on
12 December for protesting against the bill, the message has been "brought to you by the Kenya
media, also known as the voice of the people of Kenya".

Nigeria: Regulator renews threat to revoke broadcast licences over

Broadcasting organizations in the country that still owe the mandatory license fee and the 2.5 per
cent remittance of their income may have their licenses revoked next year, the National
Broadcasting Commission (NBC) has said.
NBC Director General Engineer Yomi Bolarinwa said that the Commission would in the coming year
drive intensely all efforts to ensure that all owed license fees are collected from defaulting stations.
Describing the non-payment of the fee as unacceptable, Bolarinwa who spoke at a meeting
between the Chief Executives of Broadcasting Stations in the country and NBC tagged Meeting of
Terrestrial Radio and Television Licensees in Nigeria noted that the NBC enabling Act is very clear
about the non-payment of license fee and the 2.5 per cent of the income.
"One of the reasons by which a license can be revoked is not meeting the financial commitment to
the commission, dead line would be given for the payment of the fee, for the license fee, it is less
than ten per cent, for the 2.5 per cent income fee you have over 70 per cent owing. It must be
paid," he said.
While frowning at the technical output of the stations, which he described as worrisome, Bolarinwa
said, "Noisy or tearing pictures, impaired audio, or audio that rises and falls epileptically is not the
standard we want to take to the globalized 21 century of broadcasting".
In his remarks, Minister of information and communication, Mr. John Ogar Odey, who lamented the
non-payment of those fees by the broadcasting organizations, warned that the federal government
would not condone illegality.

Germany/World: International Media Studies Master’s Program

The International Media Studies Master’s Program is a four-semester, full-time program for further
education. The program combines topics like media and development, journalism, communication
science and media economics, while developing practical skills and competencies that are
important for the world of media. It is a joint project from the University of Bonn, the Bonn RheinSieg University of Applied Sciences and Deutsche Welle, Germany’s international broadcaster with
its headquarters in Bonn. The bilingual Master’s Program offers a unique course that combines the
acquisition and development of practical skills in journalism with theoretical grounding. The
program emphasizes on the current development of global media and the connection between
media and cooperative development. Students from around the world will benefit from the
inclusion of partners and the unparalleled mix of research, lectures and practical experience.
Applicants need a bachelor's degree and more than one year of professional experience in a mediarelated field. The Master's Program is bilingual. For this reason, applicants must have good verbal
and written communication skills in German and English.
The programme is going to award full-scholarships to 15 applicants from Africa, Asia, Latin America
or Eastern Europe.

RDC: Un nouveau réseau des radios et Télévisions communautaires et
associatives en Prov. Orientale
Les radios et télévisions communautaires et Associatives de la Province Orientale en République
Démocratique du Congo viennent de se constituer en réseau dénommé « Réseau des Médias
Associatives et Communautaires de la Province Orientale », REMAC/PO en sigle.
C’était à l’issue d’un atelier de formation organisé à Kisangani du 07 au 10 décembre 08 dans le
cadre de l’accompagnement de l’Institut Panos Paris aux radios de Proximité de la RDC.
Le Remac/PO s’est fixé pour objectif global de promouvoir et renforcer la solidarité professionnelle
pour la défense des intérêts de radios et télévisions de proximité de la province orientale. Il s’est
donné pour objectifs spécifiques de renforcer les capacités professionnelles des radios et télévisions
communautaires de la province orientale afin de produire et diffuser une information citoyenne et
équilibrée successible d’accompagner la population sur le chemin de la paix, la démocratie, la
bonne gouvernance, le développement et la santé ; de pérenniser les actions développées avec le
concours des partenaires extérieurs qui soutiennent le secteur des médias et de servir de cadre de
lobbying en faveur des médias membres.
Six stations de radio émettant de la ville de Kisangani et trois autres émettant des districts des
Haut et Bas Uwelé ainsi que de la Tchopo ont pris part à ces assises et sont membres fondateurs
du Remac/PO.
Il s’agit de Radio Télévision AMANI (RTA/Kisangani), Radio Télévision KINTUADI (RTK/Kisangani),
Radio Télévision Pêcheur d’Hommes (RTPH/Kisangani) ; Radio Télévision Inter Viens et Vois
(RTIV/Kisangani), Radio Télévision Evangélique pour le Développement Intégral (RTDI/Kisangani),
Radio communautaire Mwangaza de Kisangani, Radio communautaire MABELE (Isangi), Radio
communautaire NAVA (Isiro), Radio communautaire RUBI (Buta).
Les membres du Remac/PO ont doté leur réseau des statuts, des organes statutaires et du plan
d’action 2009. Ils ont confié par voie d’élection, la présidence du conseil d’administration à la RTA
et la vice- présidence à la Radio communautaire NAVA, tandis que le secrétariat revient à la RTIV.
Quant à la commission de contrôle, elle est présidée par la Radio communautaire MWANGAZA
(avec RTEDI et Radio MABELE comme membres). La coordination a été confiée à la RTK.
La création du Remac/PO part des résolutions du Congrès des médias communautaires de la RDC
tenu à Mbanza-Ngungu (Bas Congo) en 2005. Ce congrès avait décidé notamment de la dissolution
de l’ARCO (Association des Radios Communautaires) jugée inefficace, de la création de la FRPC
(Fédération des Radios de Proximité du Congo) et des Réseaux provinciaux affiliés à la FRPC.

Malawi: Joy Radio allowed to resume broadcasting

Joy Radio station resumed broadcasting on 16 December 2008, 30 days after the Malawi
Communications Regulatory Authority (MACRA) revoked its broadcasting license for noncompliance with the Communications Act and its licence agreement.
The resumption of broadcasting came after the Supreme Court of Appeal reinstated an injunction
obtained on 17 October by Joy Radio which restrained the MACRA from revoking the radio station's
broadcasting licence. The MACRA challenged the injunction and it was struck down by a High Court
judge on 19 November.
When delivering the verdict in his chamber, Justice Singini said he had reinstated the injunction
pending a judicial review hearing on the matter. [...]

Nigeria: NTI Commences Lectures On Radio

A broadcast license has been issued to the National Teachers' Institute (NTI) and transmission of
programmes has already commenced on its FM radio transmitter, Dr AbdulRahman Umar, the
specialist on teacher education at the Commonwealth of Learning (COL), Vancouver, Canada said
in Kaduna yesterday.
Umar who made this known at an on-going train-the-trainers workshop which was jointly organised
by NTI and COL, also said the partnership has led to several capacity building projects. "COL
intends to provide further support to the institute, particularly in building the capacity of its staff in
the design and development of radio programmes for the radio station", he said. The main aim of
the workshop, he said, is to develop "a core of trainers who will subsequently train all NTI's course
tutors in different parts of the country". He also said the training will promote an understanding of
the nature and principles of tutoring in Open and Distance Learning (ODL). Participants will also
understand the roles and responsibilities of ODL tutors, he added. The workshop will also provide a
forum for the exchange of ideas and experiences on the challenges of tutoring in Open and
Distance Learning in the Nigerian context, the teacher education specialist further said. After the
programme, the participants will understand the different dimensions of tutoring skills and their
interrelationships, he added. He said the number of teachers and their quality are key to the
attainment of Education for All (EFA) as well as the Millennium Development Goals (MDGs).
"Although significant levels of success have been recorded in expanding school enrolments and
enhancing teacher supply since the endorsement of the Dakar Framework for Action in 2000 by
these countries, many challenges need to be addressed", he said. In his welcome address, Malam
Unwaha Yahaya Ismaila, the acting Director General of NTI said the workshop is a follow up on a
diagnostic study which was earlier carried out by Professor Badri Koul. According to him, COL had
earlier sent Professor Koul who is also the workshop's facilitator, to do a study on learner support
services in the institute. Ismaila said NTI has severally benefited from COL-supported capacity
building initiatives on different aspects of distance learning. "Our mandate as an institute is to
improve the quality of teachers in the school system and we have not deviated from this", he
added. The DG also said NTI has stepped up its continuing teacher professional development
programmes and that both state governments and their Universal Basic Education Boards are
responding positively to them.

Nigeria: Freedom Radio Loses GM

The General Manager (GM) of a Kano-based independent radio station, Freedom Radio, died
yesterday in Cairo, Egypt. A statement by the station's Board of Directors' Chairman, AVM Mouktar
Mohammed (rtd), said Malam Umar Dutse Muhammad died in Cairo after a brief illness.
Born on the 5th of March 1959, Muhammad was the pioneer General Manager of the radio station
since its establishment in 2003, the statement explained. The statement also said arrangements
are on top gear to fly the body of the deceased back to Nigeria for internment according to the
Islamic rites. Muhammad had more than 25 years in broadcast journalism. He worked with CTV 67,
Kano from 1981 to 1992; Jigawa Broadcasting Corporation, 1992 to 1997 before he moved to the
state's Ministry of Information in 1997 to 2003. Malam Muhammad became the pioneer General
Manager of Freedom Radio in 2003 until his death yesterday, December 16. Muhammad would best
be remembered for his active role in the promotion and attainment of democracy in Nigeria while
at the service of Freedom Radio.

Christian Tumi, par ailleurs promoteur de la chaîne de radio, s'est dit satisfait.
"Depuis que la radio fonctionne, tout se passe bien. Et j'en suis fier" a-t-il soutenu. Radio
confessionnelle, avec au départ des émissions purement religieuses, Radio Veritas diffuse
désormais des informations. "A la demande des journalistes de la maison, qui se sentaient en
retrait des concurrents, nous avons introduit des tranches d'information dans notre programme" a
justifié le Cardinal.
Pour marquer ces années, les responsables de la chaîne ont choisi un thème qui tournait autour de
la vérité : "Vous connaîtrez la vérité et la vérité vous rendra libre". En tant que radio chrétienne,
Radio Veritas se doit de dire la vérité avec toute la force qu'il faut, a indiqué Christian Tumi. Pour
communier davantage avec les auditeurs tel que mentionné dans leurs objectifs, une tranche
spéciale a été produite à 12h à l'esplanade de la cathédrale Saint Pierre et Paul.
Pendant environ une heure d'horloge, des spectateurs venus nombreux ont pu apprécier ces
hommes de média qui ont la charge de les tenir en haleine tous les jours de la semaine. Par
ailleurs, Mgr Samuel Kleda, archevêque coadjuteur, le prêtre dominicain Bruno et Pius Njawé, le
promoteur du quotidien Le Messager, ont assisté à l'émission. Le programme de la commémoration
des cinq années de vie de Radio Veritas prévoit une série d'activités allant jusqu'au 24 décembre
2008.

présence du Chef de l’Etat François Bozizé.
Dans son intervention de circonstance, le Président François Bozizé a promis de faire de la
Communication une des priorités de son gouvernement, après avoir exprimé sa satisfaction pour le
patriotisme dont fait montre l’ensemble du personnel de la Radio Centrafrique. [...]

structure de promotion qu’est Radio Centrafrique », a déploré le président de la République à
propos de la vétusté des équipements dont dispose Radio Centrafrique. [...]
Radio Centrafrique, à l’origine Radio Bangui a été créée par le président fondateur de la République
Centrafricaine, Barthélemy Boganda, le 8 décembre 1958 dans le cadre de l’appropriation des
nouveaux attributs de l’Etat centrafricain qu’il venait de proclamer. Son but principal était de
relayer la Radio de l’Afrique Equatoriale Française (AEF), une structure de communication des
colonisateurs, basée à Brazzaville au Congo.

Sudan: Southern Sudan, new radio station to be launched in early 2009

A group of private investors with close links to the Government of Southern Sudan (GOSS) have
invested in a new radio station that will have wider reach than the existing broadcasters. Based in
Juba, the new Voice of the People (VoP) will, according to its proprietors, deal mainly with
developmental issues. “It will be the voice of the people of Southern Sudan and will mainly focus
on the developmental challenges facing the Southern Sudanese people and ways of overcoming
this. As a result, we shall be hiring professionals from all walks of life from Africa, but mainly from
Southern Sudan,” says 31 year old, Benjamin Bol Yei, a shareholder of the soon to be launched
station.
Cyprien Hiniolwa, an engineer who works for the United Nations and who is in charge of setting up
VoP, says that the new radio station will be able to relay its content to a radius of 360 kilometres in
Southern Sudan. “There is no other indigenous radio station that currently has this reach. All the
radio stations currently on air serve small radiuses of about five kilometers and that is mainly in
the towns of Rumbek and Juba,” he says, adding that having its content available online will enable
VoP to reach an even larger audience.
VoP also plans to set up a TV station. Currently, the only Southern Sudanese TV Station, Southern
Sudan TV (SSTV), is wholly owned by the government and is yet to become fully operational.
Although already on air, it is currently just replaying advertisements telling what it will offer.

Côte d'Ivoire: Communication - Radio Al Bayane s'installe à
Yamoussoukro

Nous sommes là ce matin pour la réalisation d'un projet qui nous est cher. En effet, depuis 2001,
nous avons lancé les ondes de Radio Al Bayane et depuis lors, elle se limite à Abidjan et à environ
150 km autour. Nous avons mené des études pour l'extension de la radio. Il s'agit d'une radio
nationale islamique...
Yamoussoukro, c'est la capitale administrative et politique du pays... c'est une grande ville ; et la
radio que nous voulons installer ici, devra être à la dimension de Yamoussoukro...». C'est par ces
mots que l'imam Cissé Djiguiba, directeur général de la radio Al Bayane, a situé l'objet de sa visite
dans la capitale politique. C'était le mercredi 24 décembre dernier dans l'enceinte de la grande
mosquée de la paix.
En présence de oustaz Saïd Sylla, l'imam principal de Yamoussoukro, de nombreux dignitaires et
fidèles musulmans, le DG de Al Bayane a expliqué l'importance de son extension. Il a, par la suite,
demandé la contribution de tous et surtout la célérité dans l'exécution du projet. « Nous
souhaiterions que le mois de janvier ne prenne pas fin sans que la radio commence à émettre à
partir de Yamoussoukro ».
Et d'ajouter : «Nous avons demandé à nos populations qui accueillent Al Bayane d'apporter leur
contribution matérielle, financière, morale, intellectuelle afin que ce projet soit le nôtre». Le maire
Kouacou Gnrangbè Kouadio Jean s'est réjoui de cette initiative et de l'honneur qui est fait à sa
commune.

The Malawian Minister of Information and Civic Education Patricia Kaliati today warned privatelyowned Power FM 101 that it would face closure if it fails to pay broadcasting fees to the Malawi
Communications and Regulatory Authority (MACRA). Ms Kaliati issued the warning during a press
conference in Blantyre, saying that the government through MACRA had given FM 101 a deadline
of January 2, 2009 to pay or face closure.
"The radio station is operating illegally in this country because their licence has not been gazetted
due to non-payment of broadcasting fees to the regulatory body,3 she said, adding that the station
was the only one among several radio stations which has not renewed its licence.
MACRA spokesperson Zadziko Mankhambo said FM 101 owes the body a lot of money (over MK3
million-US$21,429). "They are required to pay the amount they owe MACRA to allow their licence
to be gazetted soon, otherwise, the station would face closure," he warned.

Hassan, who was gunned down by a member of a pro-government militia in Afgooye, 30 km south
of Mogadishu.
"On the first day of the year, Somalia and Radio Shabelle have to mourn yet another journalist’s
death," Reporters Without Borders said. [...]
Hassan was with other journalists covering clashes between Islamist militants and armed groups
that support the federal transitional government when, at about 10:50 a.m., he was accosted by a
militiaman. After Hassan told him he was a journalist, the militiaman shot him twice in the head.

commune pour créer cette web radio, ce qu'il faut retenir, c'est l'opportunité que nous offrons
désormais à la diaspora burkinabè d'avoir un lien, une sorte de cordon ombilical avec leur ville
capitale : Ouagadougou" a affirmé le maire Simon Compaoré.
En créant une web radio, la mairie, en outre, s'engage à s'approprier les outils ultramodernes de la
communication non pas au détriment de certaines vieilles méthodes, mais à allier tradition et
modernité ; partir de l'assemblé générale ou de la réunion de quartier, pour pallier le problème de
l'analphabétisme qui touche près de 90% de la population de Ouagadougou.
Pour ce faire, la mairie a opté pour un matériel haut de gamme, à savoir un serveur local configuré
en encodeur audionumérique muni d'une carte son professionnel E.S.U. 1808, le signal encodé de
très haute qualité (120 kilos bites par seconde minimum) est renvoyé via Internet vers un second
serveur permettant aux audionautes de capter la radio et d'avoir un son de qualité.

Ghana: Media body criticises "some" radios over "incitement to violence"
The Ghana Journalists Association [GJA] has condemned unreservedly, all acts of lawlessness and
intimidation of the citizenry that are creating a sense of national insecurity, and raising the
country's political temperature. In a statement issued in Accra, and signed by the association's
president, Ransford Tetteh, the GJA was not happy about the national security situation during and
after the presidential run-off.
It says the political tension generated by the 28 December run-off poses a serious challenge to
Ghana's democratic process and maintaining peace and stability.
Incitement to violence
The statement particularly expressed worry about the incitement to violence by some radio stations
as well as the physical attacks on journalists and media personnel by some political party
supporters.
The statement asked the National Media Commission [NMC] to convene an emergency meeting
with owners of the radio stations and the leadership of political parties whose supporters are
involved in violence and intimidation to calm them and allow the Electoral Commission to carry out
its constitutional mandate. The statement also urged journalists to exhibit circumspection in their
reportage by abiding by the provisions of the GJA guidelines on election coverage and the NMC
manual on political journalism to enable them to present the facts impartially at all times. The GJA
said the events after the run-off have necessitated the need for Ghana to have a broadcasting law
that will clearly define the mood of operations of her broadcasting industry. The statement called
on the security services, particularly the police to show concern about attacks on journalists to
make media operations safe in the country.
Call for party dialogue
The association appealed to Nana Addo Dankwa Akufo-Addo and Prof John Evans Atta Mills to
explore the path of dialogue to resolve the political stalement and calm tension and anxiety among
the populace. It also urged religious leaders, professional bodies and traditional authorities to help
build bridges between the two political divide. That way, the GJA believes Ghana will remain a
united country and a beacon of hope for democracy in Africa.

Uganda: Stop Hosting Fake Doctors, Radios Warned

Local Council (LC) and security leaders have warned FM radio stations against hosting fake
traditional healers.
The Southern Regional Police Commander, Andrew Sorowen, said traditional healers had turned
into a source of insecurity in Masaka and other areas.
The concern was raised at a meeting chaired by Sorowen at Vienna Hotel in Masaka Town on New
Year's Day.
The secretary for defense town yard cell, Joseph Ssenzonga, said radio stations in Masaka were

hosting quack traditional healers who extort money from listeners.
"Many of the traditional healers buy air time on the radio stations and they use the forum to extort
money from the public and this must stop in 2009," Ssenzonga said.
The leaders said it was illegal for traditional healers and medical practitioners to advertise
themselves on radio stations.
They urged radio stations to stop being money-minded, saying they had a duty to protect their
clients from being conned by fake traditional healers.
The meeting attracted LCs from Katwe-Butego division. They resolved to stop registering new
traditional healers.
Sorowen said the Police would focus on crime prevention in 2009. He said the community policing
programs would intensify in the region, saying LCs would be close partners of the Police in crime
prevention.
The LCs complained about the poor public relations of Police officers at reception desks at Police
stations.
Reacting over the matter, Sorowen advised the public to deal with senior Police officers when any
problem regarding the ordinary cops arises.

Algérie: Bouira - La radio régionale comme acteur pour le
développement de la wilaya

La 42ème station radio régionale en Algérie vient d'être domiciliée à Bouira. Pour l'ensemble des
auditeurs bouiris, c'est presque l'événement phare de l'année qui s'est écoulée car, dès son
lancement mardi dernier par le secrétaire d'Etat auprès du Premier ministre, chargé de la
communication, Azzedine Mihoubi, de nombreux citoyens se sont branchés sur cette station pour
écouter ses programmes.
De l'avis de plusieurs citoyens, ce nouveau-né radiophonique est, à côté des nombreux titres de la
presse écrite, un outil pouvant sortir la région de l'anonymat et booster le développement local
d'une wilaya demeurée longtemps à la traîne de l'essor économique
enregistré par les différentes régions du pays. Contrairement aux autres projets de développement
local, qui ont accusé un retard considérable dans leur concrétisation, celui de la radio locale a été
réalisé en un temps record, notamment à la suite du coup de pouce donné par le nouveau wali de
Bouira pour l'accélération des travaux d'aménagement de l'ancien siège du cabinet de wilaya,
entamés au mois d'août dernier, et sa transformation en l'actuelle maison de la radio locale dotée
d'un équipement moderne ayant coûté plus de 17 millions de dinars.
La station emploie 27 personnes entre journalistes, animateurs et techniciens, qui assureront la
diffusion d'une grille de programmes touchant les différentes facettes de l'actualité régionale. Les
auditeurs bouiris, ainsi que ceux des régions limitrophes, situées dans un rayon de 200 km,
pourront suivre les émissions sur deux bandes FM 103.6 et 106.9, dans un premier temps, durant
7 heures et 20 minutes de diffusion par jour, en attendant l'inauguration officielle de cette radio
par le Président.
Pour les responsables locaux, cette nouvelle station aura un grand rôle à jouer dans la promotion

Kenya: New law to shut TV and radio stations — ICJ

There was no let up on the barrage of anger and disapproval of President Kibaki’s assent to the
Kenya Communications (Amendment) Bill into law, even as Prime Minister Raila Odinga told media
practitioners not to despair.
Condemnation of the President’s surprise move to append his signature to the Bill continued to
pour in yesterday as some critics predicted that the law could soon be used to shut radio and TV
stations that are seen to be critical of the Government.
The International Commission on Jurists (ICJ) said the President had, with the stroke of a pen,
reversed all the democratic gains fought for over two decades.
ICJ chairman Wilfred Nderitu warned that Section 88 would be used to close down several radio
and TV stations seen as anti-government.
"We are concerned that section 88 can now be used any time to suppress the media. We are
asking the media fraternity and Kenyans of good will to relentlessly push for the repeal of the

Invité à Médias Monitor, une émission de ONUCI-FM, le ministre Ibrahim Sy Savané a fait le tour
de la question du milieu de la presse en Côte d`Ivoire. A travers le bilan qu`il a dressé, le ministre
de la Communication a révélé que le milieu de la presse a connu une amélioration. Mais que
d`énormes efforts restent encore à faire. Surtout à la RTI. Il a indiqué qu`il n`est pas satisfait.
Pour la simple raison que l`accès équitable aux médias d`Etat n`y est pas une réalité. [...]
La RTI a-t-elle opéré son grand retour dans les zones centre, nord et ouest ?
Ce que je peux vous dire, c`est que progressivement, la télévision revient dans certaines zones du
nord. Il y a quelques mois, les télévisions ne parvenaient ni à Man, ni à Odienné, ni à Korhogo, ni à
Touba. Ces zones aujourd`hui sont couvertes. Vous avez la télévision aujourd`hui, à Man, à
Odienné, à Korhogo, à Touba. Il est vrai que de façon sporadique, il y a des ruptures de faisceaux.
Mais de façon générale, la télévision est en train de revenir à tous ces endroits. Plus récemment,
on a vu que la télé était en train de revenir à Tabou. Ça été une demande assez appuyée mais
justifiée des populations au Président de la République. Mais l`absence de la télévision à Tabou
remonte à bien longtemps. Ce n`est pas du fait de la guerre. L`exemple aussi de Bouna qui me
vient à l`esprit où nous avons avec l`aide du Président de la République et du gouvernement
mobilisé des fonds pour que des émetteurs puissent permettre à Bouna d`être raccordé. La RTI
s`occupe de ses équipements. D`après ce qu`on a dit, le président du conseil d`administration de
la RTI, M. Honoré Guié, a bon espoir qu`en début d`année, cela puisse être réalisé à Bouna.
Ce redéploiement de la RTI a certainement un coût. Il est assez élevé ?
Très, très élevé. En fait, pour tout vous dire, il n`y a pas d`enveloppe déterminée. Mais songez
que si nous devons rapidement changer tous les émetteurs depuis Abobo où il y a un émetteur qui
aurait dû être remplacé depuis 23 ans et en plus doit être doublé, si on veut éviter un certain
nombre de risques, il ne faut pas moins de 3 milliards. Rien que pour les émetteurs et les
équipements. Il reste aussi que, du fait de l`arrêt prolongé d`un certain nombre de stations, les
pistes d`accès pour aller au centre émetteur, sont devenues dans certains cas des collines boisées.
Et les coûts supplémentaires induits par les génies civils, tout cela impacte de façon très
significative le coût global de la remise en état de ces stations.
Monsieur le ministre, comment l`équité dans l`accès aux médias d`Etat s`est concrétisé
en 2008, surtout au niveau de la RTI ?
Il y a eu de très timides avancées. Il y a beaucoup d`incompréhensions. Je dois avouer que je ne
suis pas du tout satisfait, en général. [...]
Quel éclairage donnez-vous aux Ivoiriens sur le dossier de la libéralisation de l`espace
audiovisuel?
Le processus est en cours. Puisqu'après la loi de 2004, qui demandait l'ouverture de l`espace
audiovisuel, nous avons une étude financée par l'Union européenne [...] Les conclusions de cette
étude sont connues. [...] Cette étude préconise une ouverture graduelle de l`espace. On peut se
dire que c`est peut-être la meilleure approche, pour ne pas tomber dans certaines caricatures de
libéralisation où on voit 50 chaînes de télévision, mais où il n`y a pas de pluralité. Où on voit 40
chaînes de télévision, mais aucune n'est économiquement viable. Donc de ce point de vue, les
conclusions de cette étude me paraissent sages. Nous sommes dans la phase de consultation, avec
le gouvernement. Mais aussi les organismes qui ont été prévus pour pouvoir réaliser cette
libéralisation. Il y a des commissions d`experts, des commissions techniques qui sont en train
d'être mises en place. Et la libéralisation est pilotée par le conseil national de la communication
audiovisuelle. On s`est posé la question de savoir, faut-il libéraliser, ouvrir les vannes avant ou
après les élections ? C`est une question légitime, parce qu`on pourrait dire qu'on n`avait pas
autre chose à faire que d`aller télécharger de nouveaux problèmes avec la libéralisation
immédiate. Et au bout du compte, comme nous avons vu que la date des élections était fluctuante
et que par ailleurs, les commissions techniques n`étaient pas toutes en place, on considère que ces
commissions-là devraient se mettre à l`œuvre, et quand elles seraient prêtes, on ferait une
communication au gouvernement. [...]

Burkina: Fêtes de fin d'années - Radio Salaki (Dédougou) fait vibrer ses
auditeurs

Radio Salaki, la radio du CEMECA de Dédougou couvrant la région de la Boucle du Mouhoun dans le
Nord-ouest du pays, a initié un programme spécial pour les fêtes de fin d'année.
Le but était d'agrémenter la fête en accompagnant les auditeurs durant ce temps de réjouissances.
À travers les émissions, l’animation, les reportages en direct et la musique d’ambiance, Radio
Salaki a fait vivre la fête à tous ses auditeurs. Le programme a été minutieusement préparé
comme dans une mise en scène.
La nuit de Noël, cinq équipes mobiles ont sillonné les églises protestantes et catholiques pour faire
vivre en direct les célébrations. L’antenne zappait ainsi d’église en église. Catholiques comme
protestants avaient chacun son compte. Une autre équipe faisait le tour des familles musulmanes
pour recueillir les témoignages de la façon dont elles vivaient la nuit de Noël.
À la St Sylvestre, les mêmes équipes ont sillonné la ville pour retransmettre en direct les différents
réveillons. Une équipe s'est intéressée à l’hôpital afin de montrer le contraste entre la frénésie des
boîtes de nuit et le silence de l'hôpital. L'arrivée de l'équipe à l'hôpital a coïncidé avec l'arrivée de
l'ambulance qui apportait aux urgences une dizaine de blessés victimes d'un accident de la
circulation. Un appel a été lancé en direct par certains blessés pour faire appel à leurs parents.
Les vœux des autorités de la région ont été diffusés. Les auditeurs, eux, ont pris d’assaut les trois
lignes téléphoniques de la radio pour présenter leurs vœux à leurs parents et amis.
Ce programme spécial a connu un véritable succès. Selon les auditeurs les fêtes de cette fin
d'année ont été belles grâce à « leur » Radio Salaki.

Gabon: Plusieurs journalistes et membres de la société civile détenus
depuis une semaine

Reporters sans frontières exprime sa très profonde inquiétude après l'interpellation et la détention
prolongée, au siège de la Police judiciaire (PJ) de Libreville, de deux journalistes et de plusieurs
membres éminents de la société civile gabonaise. Tous sont détenus depuis une semaine, au-delà
de la durée légale d'une garde à vue au Gabon, sans qu'aucun motif n'ait été fourni pour justifier
leur arrestation. Ces derniers jours, plusieurs journalistes ont été convoqués et entendus à la PJ
dans la même affaire.
"Ce climat de peur, dont l'ampleur et la gravité sont sans précédent au Gabon depuis plusieurs
années, est le signe qu'une traque est organisée par le chef de l'Etat contre ceux qui font preuve
d'une curiosité trop grande sur des sujets tels que le patrimoine de la famille Bongo ou la gestion
des fonds publics. La chasse aux journalistes doit immédiatement cesser et les détenus doivent
être relâchés, puisqu'aucune charge n'est retenue contre eux", a déclaré l'organisation.
Contrairement aux informations faisant état de la libération de Gaston Asseko, directeur technique
de la radio Sainte-Marie, et de Léon Dieudonné Kougou, rédacteur en chef du bimensuel privé
Tendance Gabon, Reporters sans frontières confirme le maintien en détention des deux
journalistes. Le 30 décembre 2008, ils avaient été interpellés par les services de renseignement et
conduits à la Police judiciaire pour y être gardés à vue. Opéré récemment, Gaston Asseko doit faire
l'objet d'un suivi médical.
Bien qu'aucun motif n'a été publiquement fourni pour justifier leur arrestation, tout porte
cependant à croire qu'il leur est reproché d'avoir participé, à Libreville, à une rencontre avec un
représentant de Transparency International venu de Paris. Plus largement, les journalistes seraient
inquiétés parce qu'ils reprennent les informations relatives à l'affaire des "biens mal acquis", en
référence à la plainte déposée par deux ONG françaises contre le chef de l'Etat gabonais Omar
Bongo Odimba et les présidents congolais et équato-guinéen, pour "recel de détournement de
fonds publics". [...]

Côte d'Ivoire: La radio régionale du Zanzan rétrocédée aux collectivités

Le conseil d’administration de la radio régionale du nord-est de la Côte d’Ivoire, ‘La voix du
Zanzan’, réuni mercredi en session extraordinaire à la salle des fêtes de la mairie de Bondoukou, a
voté à l’unanimité de ses membres, la rétrocession de la gestion de la station au conseil
départemental et à la commune de Bondoukou.
Selon le président du conseil d’administration (PCA) de la radio, Kouamé Yéboua, ‘La voix du
Zanzan’ n’arrivait plus à honorer ses engagements financiers. «C’était la voie de salut qui s’offrait à
nous puisque depuis 2006, année de lancement de la radio, seules ces deux structures
décentralisées ont mis des subventions à notre disposition», a-t-il justifié le choix opéré.
La radio de proximité ‘La voix du Zanzan’ a été conçue pour couvrir la totalité des départements de
la région avec l’appui matériel et financier de l’ensemble des conseils départementaux et
communaux de cette zone, a souligné M. Kouamé, ajoutant que pourtant la station n'a « jamais pu
bénéficier des subventions de toutes les collectivités ».
La réunion a été l’occasion pour le chef d’antenne, Adolphe Ouattara, d’exposer sur la situation des
agents et de réclamer au conseil d’administration, qui a en charge la gestion pour le compte des
collectivités décentralisées, le recrutement d’animateurs permanents, maîtrisant les rudiments de
la radio, s’exprimant correctement dans au moins une langue locale.
'La voix du Zanzan' a ouvert ses portes en juillet 2005 sur financement d'un projet de l’UNICEF.
Elle a pour objet d'appuyer le monde rural de la région.

Nigeria: Newspaper Review on radio: BON Appeals to Radio Stations

For the second time in two months, Broadcasting Organisations of Nigeria (BON) has appealed to
its members to stop newspaper review.
The News Agency of Nigeria (NAN) recalls that BON passed a resolution last November, directing all
member stations to stop newspaper review from January 1, 2009 to June 30, 2009.The decision
was taken by BON at its 48th General Assembly, in reaction to a suit instituted by Newspaper
Proprietors Association of Nigeria (NPAN).
In a circular dated December 20, 2008, made available to the News Agency of Nigeria (NAN)
yesterday in Abuja, Mr Osita Nweke, BON's Executive Secretary, said most member stations failed
to comply with the directive.
The circular reminded members of the November resolution which said "from January 1 to June 30,
2009, all member stations should not run newspaper reviews to provide enough time to educate
and retrain staff on the professional use of newspaper reviews.
"BON will plan a seminar in conjunction with NPAN, for new managers on the professional use of
newspaper reviews and fast-track the out-of-court settlement after the sued stations have signed
settlement terms,'' the circular said.
In 2001, NPAN dragged 20 members of BON to court over the "unethical and unprofessional review
of content of newspapers and magazines by radio and television stations.'
'NAN recalls that NPAN President, Chief Ajibola Ogunshola, who is also Chairman of Punch
Newspapers, on November 25, 2008, complained that the association was not happy about the
continued violation of the agreement signed between it and BON."
Unfortunately, even as the association sought legal redress as a last resort, more radio and
television stations have joined the errant ones. The NPAN met with BON Chairman along with
leadership of the organisation where the framework for an out-of-court settlement was agreed
upon.
"Under the agreement, only headline of stories and front and back pages are to be mentioned.
However, some of the members joined in the suit have refused to sign the settlement terms, so the
document cannot be filed in court,'' Ogunshola said at the 48th BON Assembly.

Ethiopia: Country Liberalises Radio And Television May Follow

The Ethiopian Government is best known for the tight control it has exerted over the political
process of the country.
Therefore it comes of something of a surprise to learn that it has made the development of media a
priority and with a certain amount of external prompting has liberalised the radio sector. Two new
private radio stations have been launched (more will follow) and community radio stations have
also started broadcasting. Well-informed sources say that there will be a new private free-to-air
television channel within two years. Against this backdrop, the country is also sustaining a
significant local film culture in Amharic. [...]
The Ethiopian Radio and TV Agency has overall responsibility for the state run channels but radio
and TV have their own organisation and management. ETV is completely supported by Government
money and advertising. There is no licence fee. Two channels: ETV1 which carries ads and ETV 2
which does not. ETV1 covers about 47% of the population whereas ETV2 covers only the capital
Addis Ababa. The programming schedule is built around new bulletins throughout the day. Each
channel shows around 16 hours programming a day.
The majority of programming is in Ethiopia's most widely spoken language Amharic and the
majority of programmes are made by ETV which has its own studios. A standard quality 20 minute
programme would cost between 50-70,000 birr an hour. There is a small independent production
sector but it has little chance of growing in current circumstances.
Advertising is very cheap at around 1,000 birr a minute. The main advertisers are cleaning
products and government organisations like the Anti-Corruption Agency. As the country still has a
monopoly phone company (ETC), there is not the volume of mobile phone advertising found in
other African countries. That said, ETV has been able to buy some of the premium sports rights by
attracting sponsors. [...]
ETV has made some progress in digitalising its production processes and parts of its archive. For
although the Government has declared that the development of the media is a priority, there is a
shortage of professional people and resources. Furthermore, ETV as state media is very clearly
tasked by the Government to help promote its policies and the implementation of its strategies and
that does not always make for interesting viewing. [...]
Community radio development is being funded by a combination of the World Bank (US$18 m), the
Ethiopian Government (US$5 million) and GTZ (US$3 million). The regulator, Ethiopian
Broadcasting Authority, has two ways of defining community radio: either by geographic region
(with a range of up to 25 kms) and/or addressing a particular community (young people, women or
the disabled). 5 community radio licences have been issued by the regulator EBA.
One of the country's universities runs a radio station in partnership with an international NGO with
a 3 KW transmitter with an 80 mile radius. Makele University in Tigray is developing locally
produced antennas and transmitters.
One of the conditions of World Bank funding was that the Government start offering private
commercial licences. There are currently two private FM radio stations (Sheger FM on 107.3 and
Zami on 90.7) and a third radio station focusing on English and French programming (Afro FM) will
be launched next year. In addition, there are two Government radio stations and Radio Fana (see
below). However, there is a considerable thirst to launch stations as there were over 45 applicants
for the current round of licences. Critics of the liberalisation say that too few stations have been
licensed and that they are all in the capital, Addis Ababa.
One of the most dynamic of the new private sector radio players is in fact an already existing
station, Radio Fana. It came out of the military struggle against the Dergue and had its origins as a
clandestine radio station in the bush. As a result, it has remained broadcasting after the current
Government came to power. It broadcasts in Amharic, Afar, Oromo and Somali and is expanding
its number of stations, launching new transmitters in Jimma in the south and Gonder in the north.
It transits on FM in the urban area and on short wave in the rural areas. In the next two years it
will have 10 stations with increased local programming. All together the company employs 254
people and before too long it will move from its current "hut-like" premises to a new multi-storey
office block it is building next door to its current offices.
It is supported by three different kinds of advertising: conventional advertising, mainly on the FM
stations (30% of revenue), programme sponsorships (15%) and programme partnerships where an
organisation will fund a programme. The latter category includes Government Ministries and
international donors like UNICEF and Save the Children. Programmes include community
discussions on health and sanitation issues and talk shows in the urban areas. [...]
