Your bank must be part of the SEPA zone. The SEPA zone is an european network of banks. If your current bank is not part of this zone, you will need to open a new bank account upon your arrival in France. - Proof of income : documents which prove you have sufficient funds to pay you rent. You can provide different types of documents: o Bank account statement, which attests of all the operations on your bank account. Issued by your bank generally per month. In some bank you can find that statement on your client space online. o Your salary slips ! Pay attention : your documents must attest of your income for the last 3 months. o Notification/Certificate of scholarship, which states the amount to be received and the duration. Campus France, CROUS or your government… o Certificate of bank transfer : issued by your bank, testifying that an amount of money is transferred on your bank account in France. ! - - CLE term / termination / moving… : The guarantee CLE covers 9 months. At the issue of the term you will have to request an other CLE guarentee If you move to another flat, you will have to terminate your guarantee. Once you find another flat you will request another CLE. To terminate your CLE, please contact the CROUS on your Lokaviz space. (in English) CAUTION LOCATIVE ETUDIANTE ! Simplified procedure : • I’m a student, foreign PHD student or post-doctoral student with steady income. • I look for a flat or accommodation. • I fill up a rental file with all legal documents except for the guarantor. • I have no guarantor (family, friend or bank). I request the CLÉ which can act as a substitute. • Once my CLÉ application is validated (within three days tops, a conditional validation can be sent more quickly if the form is filled up properly with all required documents), I go to see the landlord to submit a complete rental file. • If my application is accepted, I get a CLÉ contract established. It is signed by the landlord along with the lease. • I pay a contribution equivalent to 1,5% of my rent (service charges included) in order to get insurance. This contribution is payed directly to the financial manager, either as one payment or by monthly standing order on my bank account. • In case I can’t pay the rent, the CLÉ pays my landlord until I can refund. ! How to post a request : ! Who is the CLE for ? The CLÉ (Caution Locative Etudiante) is a State insurance allowing students without guarantor to have easier access to housing. The CLÉ is managed by the Crous. After being tested in 2013, it is now available all over in France. The CLÉ can be used by all students who: - Have steady income but no family, friend or bank guarantor; - Are looking for housing in France for their studies; - Are 28 years old or less on September 1st of the year when the lease is signed; - Are 28 years old or more on September 1st of the year when the lease is signed but with a PHD dated less than six years and a non-tenure researcher position in a lab or research unit for a fixed-term contract. The insurance is personal. If roommates rent the flat, there is 2 options : - Each roommate must sign up for an insurance and the necessary requirements. The lease must not include a solidarity clause. - If there is a solidarity clause, only one roommate signs up for the insurance and is engaged for the others. Any beneficiary on a multi-person lease, will only be granted a single warranty related to the CLÉ. 1 insurance = 1 contract per lease, 1 insurance file, 1 student representing his roommates, 1 contribution shared amongst roommates. For shared flats where the landlord does not require solidarity between roommates, each beneficiary will be able to get an individual insurance To sign up for the CLE, go to the website www.portail-vie-etudiante.fr and log into your personal account. To access your personal account you must create a “student account” or sign in with your credentials on top of the page if you already have an account. Once logged in, go to the main menu to “CLE” in order to access the CLÉ application form. ! Maximum rent amount : The maximum rent is predetermined by region. In Toulouse, a flat for one person has a limited rent of 500 €. If you share the flat with a room-mate or if you are in couple the rent is increased to 800 €. There is no exception. All the rent amount must include the rental charges. ! Documents request : - - - needed for your Identity document : copy recto/verso of your passport. This document must contain your nationality, complete name and date of birth. Student card or enrolment certificate : if you don’t have it yet you can give the admission letter of your school. But you will have to send us your student card immediately upon receipt.
