Lorsque la mobilisation générale est lancée, tout reste à faire. Le capitaine Theodor Real, premier commandant de l’aviation militaire entre en fonction le 31 juillet 1914. Trop tard pour acheter des avions. Dans l’urgence, Real télégraphie à ses amis, pilotes civils et officiers, afin de pouvoir disposer de savoir-faire, de machines, de pilotes et d’observateurs. Ainsi, le parc d’avions sera totalement hétéroclite avec deux avions réquisitionnés à l’Exposition nationale de Berne, et six autres avions, tous différents. Au niveau des pilotes, tous sont de grande valeur. Il s’agit de Bider, A udemars, Grandjean, Parmelin, Lugrin, Kramer, Burri, Cuendet, Durafour et Comte. Avec les Morane- Saulnier, ils formèrent l’épine dorsale de l’aviation militaire durant le deuxième conflit mon dial. En mai et juin 1940, sept jours de bataille aérienne intense se sont soldés par un bilan de onze avions perdus pour l’Allemagne contre trois pour la Suisse. Nos pilotes de chasse ont affiché un esprit combatif de valeur au moins égale sinon supé rieure à celui des équipages allemands. Mai 1940 um 05.40 Uhr in Thun einen Alarmstart durchführte, wusste er nicht, dass er der erste Schweizer Pilot sein würde, der gegen ein aus ländisches Flugzeug im Schweizer Luftraum kämpft. Nach intensiven Luftkämpfen an total sieben Tagen in den Monaten Mai und Juni 1940 betrug die Bilanz der verlorenen Flugzeuge auf deutscher Seite 11 und auf Schweizer Seite 3. Unsere Jagdflieger zeigten genauso viel oder sogar mehr Kampfgeist als die deut schen Besatzungen. IT Nel 1939 l’Esercito svizzero ricevette la prima fornitura di Messerschmitt Me-109. Le plus terrible d’entre eux touche la ville de Schaffhouse le 1er avril 1944. Weiach, Pratteln, Les Rangiers, Le Noirmont, Rheinfelden, Diessenhofen, Thayngen, Chiasso, Balerna, Stein am Rhein, Rafz sont touchés par erreur.Les protestations suisses auprès des Etats-Unis qui mènent ces opérations, permettront de délimiter une zone de protection autour des frontières, dans laquelle des bombardements ne seront effec tués que si la cible est absolument nécessaire, reconnue et identifiée. Die Schweizer Proteste bei den Vereinigten Staaten, welche diese Operationen durchführten, bewirkten die Einrichtung einer Schutzzone in den Grenzregionen, in der Bombardierungen nur vorgenommen werden konnten, wenn das Ziel notwendig war, erkannt und identifiziert wurde. Elles servent de places d’entraînement et d’engagement. L’inventaire proprement dit de tous ces ouvrages est classé confidentiel. Sur les 24 aérodromes militaires d’origine, seuls 7 sont encore exploités de nos jours. L’une des cavernes construites pendant et après la guerre a été moderni sée et sert de base aérienne à deux de nos escadrilles de jets. Cette activité a causé 6’501 violations de l’espace aérien suisse et l’arrivée dans notre pays d’un grand nombre de réfugiés d’un genre particulier: des aviateurs. Plus de 300 bombardiers se sont posés en territoire suisse durant les dernières années du conflit. Parfois grave ment endommagés par la DCA ennemie, ou perdus dans la nuit, parfois simplement à la recherche de la neutralité suisse. De nombreux collectionneurs ont créé des petits musées en hommage aux aviateurs tombés en service commandé. La guerre au Kosovo avait pris une dimension dramatique. Chaque jour, des milliers de réfugiés quit taient le pays. Ils arrivaient par flots dans les camps à la frontière albanaise. La situation humanitaire était inquiétante. Le monde entier envoyait de l’aide humanitaire vers l’Albanie, vers Tirana. Mais le seul moyen de joindre les camps de réfugiés était l’hélicoptère. Notre Conseil fédéral prit alors une décision historique et courageuse: déployer au plus vite trois Super Puma et les engager immédiatement au pro fit du UNHCR. Le week end de Pâques a suffi pour former un détachement militaire performant: la force de projection «ALBA». L’engagement a duré 3 mois. Un pont aérien quotidien de Emmen à Tirana a assuré 95 vols. Une opération historique qui a ouvert la voie à notre armée et démontré ce que voulait dire «la sécurité par la coopération». Jeden Tag verliessen Tausende von Flüchtlingen das Land. Sie strömten zu den Feldlagern an den albanischen Grenzen. Die humanitäre Lage war besorgniserregend. Die ganze Welt entsandte humanitäre Hilfe via Albanien und des sen Hauptstadt Tirana. Die Flüchtlingslager waren jedoch nur per Helikopter zu erreichen. Unser Bundesrat traf einen historischen und mutigen Entscheid: unverzüglich drei Super Pumas zu entsenden und zugunsten des UNO-Hochkommissariats für Flüchtlinge (UNHCR) einzusetzen. Das Osterwochenende reichte aus, um ein leistungsfähiges Militärdetachement zusammenzustellen: «ALBA». Der Einsatz dauerte 3 Monate. Die tägliche Luftbrücke zwischen Emmen und Tirana wurde durch total 95 Flüge sichergestellt. Eine histori sche Operation, welche unserer Armee ein neues Einsatzgebiet eröffnete und die Bedeutung von «Sicher heit durch Kooperation» aufzeigte. IT ALBA è il nome di copertura dell’operazione condotta dall’Esercito svizzero in Albania nel periodo pasquale del 1999. La guerra in Kosovo aveva assunto dimensioni drammatiche. Ogni giorno migliaia di profughi lasciavano il Paese e affluivano negli accampamenti sul confine albanese. La situazione uma nitaria era preoccupante. Il mondo intero inviava aiuti umanitari attraverso l’Albania e in particolare la capitale Tirana, ma i campi profughi erano raggiungibili soltanto con gli elicotteri. Il Consiglio federale s vizzero prese una decisione storica e coraggiosa: senza indugiare inviò tre Super Puma da impiegare a favore dell’Alto commissariato delle Nazioni Unite per i rifugiati (UNHCR). Il fine settimana pasquale bastò per allestire un efficiente distaccamento militare denominato ALBA. L’impiego durò tre mesi. Il ponte aereo quotidiano tra Emmen e Tirana venne garantito da un totale di 95 voli. Fu un’operazione storica che aprì la strada a un nuovo ambito d’impiego per il nostro esercito e che evidenziò l’importanza della sicurezza attraverso la cooperazione. EN ALBA was the code name for the operation by the Swiss Armed Forces in Albania over Easter 1999. The war in Kosovo had reached dramatic dimensions. Every day thousands of refugees were leaving the country. They poured into the field camps on the Albanian borders. The humanitarian situation gave rise to concern. The entire world sent humanitarian aid via Albania and its capital Tirana. The refugee camps, however, could only be reached by helicopter. Our Federal Council made a historic and c ourageous decision: to immediately deploy three Super Pumas on behalf of the UN High Commissioner for Refugees (UNHCR). The Easter weekend provided enough time to assemble an effective military detachment: “ALBA”. The mission lasted for three months. The daily airlift between Emmen and Tirana was maintained with a total of 95 flights. A historic operation that opened up a new range of operations for our armed forces and demonstrated the significance of “Security through Cooperation”. 2 SUMA FR A Noël 2004, un tsunami gigantesque a ravagé le sud-est asiatique. De nouveau, notre Conseil fédéral a répondu en un temps record à l’appel lancé par le UNHCR. Trois hélicoptères ont été déployés au moyen d’un avion gros transporteur Antonov 124. L’opération «SUMA», déclenchée début 2005, a vu l’engagement de notre armée sur la côte nord de Sumatra. Ziel war es, der durch die Naturkatastrophe stark betroffenen Bevölkerung eine erste Hilfestellung zu leisten. Anhand dieser Einsatzart konnte die Interoperabilität der Schweizer Armee getestet werden. Die daraus gezogenen Lehren dienten der Verbes serung unserer Ausbildung. L’operazione «SUMA», che prese avvio nel 2005, prevedeva l’impiego del nostro esercito sulla costa nord di Sumatra. L’obiettivo era quello di prestare un primo aiuto alla popolazione duramente colpita dalla catastrofe naturale. Sulla base di que sto genere d’impiego è stato possibile testare l’interoperabilità dell’Esercito svizzero. Gli insegnamenti tratti sono stati utili per migliorare la nostra istruzione. Three helicopters were transported by an Antonov 124 cargo aircraft to the region. The “SUMA” operation that started at the beginning of 2005 saw our armed forces deployed to the northern coast of Sumatra. The aim was to provide p reliminary assis tance to the population that had been severely affected by natural disaster. This kind of mission allows us to test the Swiss Armed Forces’ interoperability. The lessons learned from this experience serve to improve our training. 3 LES POMPIERS AÉRIENS FEUERBEKÄMPFUNG AUS DER LUFT SPEGNIMENTO DEGLI INCENDI DALL’ARIA FIRE FIGHTING FROM THE AIR FR 1986 a marqué le début du projet d’acquisition d’un total de 27 hélicoptères de transport Super Puma / Cougar en trois tranches. L’une des tâches les plus spectaculaires de cette flotte est le service de pompiers aériens. Presque chaque année, notre pays connaît des périodes de sécheresse, par ticulièrement au Tessin et au Valais. Des incendies ravageurs de forêts se déclarent en terrain difficile et atteignable uniquement par la voie des airs. C’est alors le grand cirque aérien des hélicoptères équipés de leurs poches à eau remplies dans les cours d’eau ou lacs les plus proches de l’incendie. Les conditions de travail sont parfois extrêmement délicates et une coordination soigneuse doit être mise en place entre les nombreux partenaires engagés sur le même site. En fin d’engagement, le système FLIR permet de repérer les derniers foyers dangereux et d’engager les pompiers au sol avec une efficacité redoutable. Nos pom piers aériens ont été engagés à diverses reprises à l’étranger et jusqu’en Israël. Eine der beeindruckendsten Aufgaben ist der Löscheinsatz aus der Luft. Fast jedes Jahr ist unser Land von Dürreperioden betroffen, insbesondere im Tessin und im Wallis. Zerstörerische Waldbrände ereignen sich meist in schwierigem Gelände, das nur aus der Luft erreichbar ist. Da kommen die Helikopter mit ihren in den nächstgelegenen Gewässern gefüllten Behältern zum Zug. Die Arbeitsbedingungen sind manchmal schwierig, und eine sorgfältige Koordination zwischen den zahlreichen am selben Ort eingesetzten Partnern ist unerlässlich. Am Ende des Einsatzes können die letzten gefährlichen Brandherde mittels FLIR ausfindig gemacht werden, damit die Feuerwehr am Boden hocheffizient eingesetzt werden kann. Unsere fliegenden Feuerwehrleute sind seither bei ver schiedenen Gelegenheiten auch im Ausland zum Einsatz gekommen, sogar schon in Israel. Uno dei compiti più spettacolari consiste nello spegnimento di incendi. Il nostro Paese, in particolare il Ticino e il Vallese, viene colpito quasi ogni anno da periodi di sic cità. Gli incendi boschivi con effetti devastanti divampano in particolare in luoghi impervi raggiungibili unicamente dall’aria. Sono allora decisivi gli elicotteri, con le loro benne riempite nello specchio d’ac qua più vicino. A volte le condizioni di lavoro possono essere difficili, motivo per cui risulta fondamentale un coordinamento accurato tra i numerosi partner impiegati nello stesso luogo. Una volta terminato l’im piego, il FLIR consente di individuare le ultime braci incandescenti affinché i pompieri al suolo possano essere impiegati in modo efficiente. Da allora i nostri pompieri «volanti» sono stati impiegati anche all’e stero in diverse occasioni, addirittura in Israele. Les tours de contrôle de Kloten et de Dübendorf harmonisent élégam ment tous les mouvements d’avions qu’elles doivent gérer. La Suisse a montré un chemin exemplaire en Europe en créant une société commune réunissant les services de sécurité aérienne civils et militaires: Skyguide. Ainsi, une coopération étroite et constructive est assurée dans la gestion de l’espace aérien souvent saturé. Une sécurité maximale est assurée et tous les utilisateurs sont informés au mieux des particularités de chaque jour. De nombreux pays envient cette situation exclusive de la Suisse qui a su réaliser ce qui n’est encore souvent ailleurs qu’un rêve ou une vision. Die Schweiz nahm eine Vorreiterrolle in Europa ein, indem sie ein Unterneh men gründete, das die zivilen und militärischen Flugsicherungsdienste verbindet: Skyguide. So wird eine enge und konstruktive Zusammenarbeit im Management des oft überlasteten Luftraums sichergestellt. Die höchste Sicherheit wird gewährleistet und alle Nutzer werden stets über die Besonderheiten des Tages informiert. Zahlreiche Länder beneiden die Schweiz um diese besondere Situation. Sie konnte realisieren, was andernorts immer noch ein Traum oder eine Vision geblieben ist. In tal modo è assicurata una collaborazione costrut tiva nella gestione dello spazio aereo, spesso sovraccarico. Viene garantita la maggior sicurezza possi bile e tutti gli utenti vengono costantemente informati sulle particolarità del giorno. Sono molti i Paesi che invidiano la Svizzera per questa peculiarità; il nostro Paese ha infatti saputo realizzare ciò che altrove resta un sogno o un’utopia. Après la catastrophe terroriste du 11 septembre aux EtatsUnis, la protection aérienne a encore gagné en importance. Depuis longtemps déjà, nos Forces aériennes participaient à la couverture du World Economic Forum de Davos. Mais c’est seulement en janvier 2003 que le premier chef de l’Armée désigné a imposé ce travail avec munitions réelles sur tous les chasseurs engagés. C’est seulement avec la pratique réelle et régulière à tous les échelons, depuis le chef du DDPS jusqu’au pilote ou au canonnier de DCA, que l’on peut atteindre un niveau sérieux de préparation au pire. Nach den 9 / 11-Anschlägen in den USA hat der Luftschutz an Bedeu tung gewonnen. Seit langem beteiligt sich die Luftwaffe am Schutz des World Economic Forum in Davos. Doch erst im Januar 2003 schrieb der designierte Chef der Armee vor, diese Arbeit auf allen Jägern mit scharfer Munition zu verrichten. Nur mittels realer und regelmässiger Praxis kann auf allen Stufen, vom Chef VBS bis zum Piloten und Kanonier der Fliegerabwehr, ein Niveau erreicht werden, das dem schlimms ten Ereignis standhält. Da molto tempo le Forze aeree partecipano alla prote zione del World Economic Forum a Davos. Tuttavia soltanto nel mese di gennaio 2003 il capo dell’esercito designato ha imposto a tutti i caccia di eseguire questo lavoro con munizioni da combattimento. Soltanto grazie a una pratica reale e regolare può essere raggiunto un grado di preparazione che regga il peggiore evento ipotizzabile, e ciò a tutti i livelli, dal capo del DDPS ai piloti e ai cannonieri della difesa contraerea. L’Organisation de l’aviation civile internatio nale (OACI) définit les règles en usage. En temps de paix, c’est le Département fédéral de l’en vironnement, des transports, de l’énergie et de la communication (DETEC) qui est la plus haute instance responsable de notre espace aérien. Il délègue la tâche de police du ciel aux Forces aériennes. A peu près une fois par jour, nos chasseurs sont engagés pour clarifier un événement irrégulier. Chaque jour, environ 3’500 avions survolent notre pays qui est à la croisée des voies aériennes en plein cœur de l’Europe. Les procédures sont les mêmes dans le monde entier. Il s’agit d’identifier, de détourner ou de forcer à l’atter rissage. Nos centrales d’engagement et nos équipages sont en mesure de remplir cette mission de jour comme de nuit et par tous les temps. L’effet dissuasif de cette tâche, si elle est bien effectuée, est impor tant. Des accords avec trois de nos pays voisins nous permettent de remplir cette mission avec encore plus d’efficacité transfrontalière. Encore une fois, l’interopérabilité des Forces aériennes est un élément-clé pour assurer la sécurité de notre pays. DE Jeder Staat ist für seinen Luftraum zuständig. Die internationale Zivilluftfahrt-Organisation (ICAO) legt die Vorschriften fest. In Friedenszeiten ist das UVEK die höchste für den Luftverkehr verant wortliche Instanz. Es gibt die Aufgabe des Luftpolizeidienstes an die Luftwaffe weiter. Circa ein Mal pro Tag werden unsere Jäger zur Klärung von irregulären Ereignissen eingesetzt. Täglich überfliegen rund 3’500 Flugzeuge die Schweiz, die im Herzen Europas an den Kreuzungspunkten internationaler Lufts trassen liegt. Das Vorgehen ist weltweit dasselbe. Das einfliegende Flugzeug muss identifiziert, aus dem beschränkten Luftraum herausbegleitet oder zur Landung gezwungen werden. Unsere Einsatzzentralen und unsere Besat zungen sind in der Lage, diese Aufgabe bei Tag und bei Nacht sowie bei jedem Wetter zu gewährleisten. Die abschreckende Wirkung dieser Missionen, wenn sie gut durchgeführt werden, ist wichtig. Abkommen mit drei Nachbarländern ermöglichen es uns, die Aufgabe auch grenzüberschreitend effizient auszuüben. Die Interoperabilität der Luftwaffe ist ein Schlüsselelement für die Gewährleistung der Sicherheit unse res Landes. IT Ogni Paese è competente per il proprio spazio aereo. In tempo di pace la massima istanza respon sabile del traffico aereo è il DATEC, che affida il compito del servizio di polizia aerea alle Forze aeree. I nostri caccia vengono impiegati circa una volta al giorno per appurare eventuali irregolarità. Ogni giorno circa 3’500 velivoli sorvolano la Svizzera, che si trova nel cuore dell’Europa e al crocevia di diverse rotte aeree internazionali. La procedura è la stessa in tutto il mondo. Il velivolo in questione deve essere iden tificato, accompagnato fuori dallo spazio aereo limitato oppure costretto ad atterrare. Le nostre centrali d’impiego e i nostri equipaggi sono in grado di garantire questo compito giorno e notte e con qualsiasi condizione meteorologica. L’effetto dissuasivo di queste missioni, se eseguite correttamente, è impor tante. Gli accordi con i tre Paesi confinanti ci consentono di esercitare questa attività in modo efficiente anche al di là della frontiera. L’interoperabilità delle Forze aeree è un elemento chiave per garantire la sicurezza del nostro Paese. EN Every state is responsible for its own airspace. The international Civil Aviation Organisation (ICAO) lays down the rules. In peacetime, the DETEC is the highest authority in charge of air traffic. It delegates air policing to the air force. Approximately once a day our fighter aircraft are deployed to clar ify irregular incidents.
