MANUAL ON HIV/AIDS REPORTING
Africa/Zimbabwe: Telling the HIV Story: A practical manual on HIV
prevention

The Southern Africa HIV and AIDS Information Dissemination Service (SAfAIDS), supported by the
Global Fund, National AIDS Council, and Population Services International, has developed a manual
to help media professionals enhance their knowledge and skills in reporting on HIV and AIDSrelated issues. The guide is intended for print and broadcast journalists, media owners and
practitioners, editors, non-governmental organizations, and students.
It is written in easy-to-read language that allows journalists to understand both the science and
the social and cultural features of HIV and AIDS. All sections are introduced with training
objectives, purpose, and methodology. Each section is supported by key questions to stimulate
group debate, and notes to highlight important issues.
The manual includes the following six sections:
Section 1: Contextualizing HIV
Section 2: Stigma and Discrimination
Section 3: Provider-initiated HIV Counseling
Section 4: Antiretroviral Treatment
Section 5: HIV and TB Co-infection
Section 6: Towards a New Framework of Reporting on HIV
The manual on HIV prevention can be downloaded freely (76 pages, size: 1.189 Kb; August 2009).

The Kaiser Family Foundation has updated its HIV and AIDS reporting manual. The manual covers
a broad range of subjects, including the unique challenges of reporting on HIV and AIDS, treatment
and prevention strategies and global efforts to finance the campaign against HIV and AIDS. It
answers journalists‟ questions such as: How can I pitch a story about HIV and AIDS to my editor?
How can I find reliable information about HIV and AIDS on the internet? What are the common
stereotypes that slip into HIV and AIDS reporting?
The document is available online (124 pages, size: 1.068 Kb; date of publication: March 2009).

compétences en matière de VIH et de questions liées au sida. Le guide s‟adresse aux journalistes
de la presse écrite et de l‟audiovisuel, aux dirigeants d‟organes de presse, aux praticiens, aux
éditeurs, aux organisations non-gouvernementales et aux étudiants.
Il est écrit dans un style facile à lire qui permet aux journalistes de comprendre les sciences et les
dimensions sociales et culturelles du VIH et du sida. Toutes les sections commencent par des
objectifs de formation et une méthodologie qui sont soutenus par des questions-clés, pour stimuler
le débat et mettre en évidence des questions importantes.

Mauritania: Mauritanian president opens new regional radio station in
Nema
Mauritanian President Mohamed Ould Abdelaziz inaugurated a regional state-owned radio station in
Nema, 939 km east of Nouakchott, during a provincial tour, said state news agency AMI.
Radio Nema's broadcast will cover a radius of 50 km and include eight hours of programming. The
programmes will focus on local health, rural development and awareness.
This inauguration comes as part of a presidential plan announced last August to open several
regional stations. These will be in Nema, Layoune, Kiffa, Kihdi, Attar, Tidjikdja, Slibai Azouerat and
Akjoujt.
The mayor of Nema, Sidi Mohamed Ould Mohamed, said that the new station would serve as "a
strong tool to link Mauritanians with the authorities".

South Africa: Personal tax plan to fund SABC rejected

Icasa [Independent Communications Authority of South Africa], the broadcasting regulator, told
Siphiwe Nyanda, the former communications minister, in no uncertain terms, that it does not
consider it viable to abolish licence fees and fund the debt-plagued SABC [South African
Broadcasting Corporation] using personal income tax.
In an uncompromising submission in response to Nyanda's call for comments on the Bill by January
15 this year, Icasa insists that the SABC should be wholly funded by the state.
It also recommends that the minister should withdraw the controversial Public Service Broadcast
Bill and introduce a green and white paper to consult the public on the future of broadcasting policy
in the digital age.
The communications department held two-day public hearings on the Bill in Midrand this week and
it is unclear whether the Aregulator's hard-line rejection of the Bill explains why it was allegedly
not informed about the hearings.

Guinea: French radio backs claims of Guinea's violent crackdown
On Monday 22 November night, Guinean Prime Minister Jean-Marie Dore made an announcement
on RTG [Guinea's radio and TV station] disputing reports made by Radio France Internationale
[RFI] on the number of post-poll incidents, adding that no blood was spilled in Conakry.
RFI had reported the death of at least seven people and one of its special correspondents himself
witnessed and photographed bodies of Guineans who were shot dead.
RFI's administration has reiterated its faith in Mouctar Bah [the correspondent in question] - who is
also a correspondent for AFP - and endorses all the information broadcast on its radio station.

Nigeria: Strike paralyses state-owned media in Nigeria's Kaduna

All government-owned media organizations in Kaduna State were shut down yesterday, following a
3-day warning strike embarked upon by the Radio, Television, Theatre Arts Workers Union of
Nigeria (RATTAWU).
The workers embarked upon the strike to demand the implementation of a new salary structure,
the Media and Culture Workers Salary Structure. The strike followed the expiration of the 21 days'
ultimatum it earlier gave to the Federal Government. [...]

Somalia: Somali Islamists allow radios to resume transmissions
The Ahlu Sunnah wal Jama'a [moderate Islamists] administration in Cabuud Waaq District, central
Somalia has allowed the two radio stations it closed recently to resume operations.
The closure of the stations; Badbado and Cabuud Waaq radios, was discussed in a meeting
between Ahlu Sunnah officials and local journalists.
The head of district social affairs and security officers called a meeting with the journalists in the
district. The journalists went to the district court, where they criticized the administration for failing
to give these stations notice instead of sending security forces, who shut them.
The district social affairs officers and other Ahlu Sunnah officials apologized to the management of
the radios over the incident.
The two sides agreed to establish working relations. Ahlu Sunnah officials asked the press to write
to them on the best way the two sides could cooperate.

Some of the officials of media outlets asked the administration to establish information department
that would work with the media. They also said that security forces should not be used against the
media in case of any mistake made by journalists since they would violate the freedom of press.

Nigeria: Nigerian public media workers suspend strike

Nigerian media workers in public radio, television and the culture ministry who embarked on a
three-day warning strike on Monday have suspended their industrial action. Leaders of the Media
Workers Association comprising the Nigeria Union of Journalists (NUJ) and the Radio, Television
and Theatre Art Workers Union (RATTAWAU) said the decision to suspend the strike followed an
agreement reached between the Labour Minister, Emeka Nwogu, Junior Information Minister,
Labaran Maku and officials of the two Unions.
The Unions embarked on the strike to demand a new salary structure for media workers in
government- controlled organizations at both federal and states levels. During the strike, news,
programmes and other activities of the Federal Radio Corporation of Nigeria (FRCN), Nigerian
Television Authority (NTA), Voice of Nigeria (VON), the external radio station, and the News
Agency of Nigeria (NAN) were affected, as only skeletal services took place.

Burundi: Burundi media regulator warns radio over "defamatory" live
broadcast
The chairperson of the National Communication Council, Mrs Vestine Nahimana, on Thursday
expressed her concern over statements aired on the same day by Radio Publique Africaine (RPA) in
its "Kabizi" programme.
She stated that the CNC's monitoring service had recorded the words which were of an outrageous,
injurious and defamatory character, targeted the head of state as well as the government and
which even aimed at inciting rebellion. Nahimana emphasized that the CNC would like to draw to
the attention of the RPA executives the negative impact such statements could have on the
Burundi political scene and the tranquility of the populace.
Such infringements are contrary to the requirements of the code of ethics and media laws, she
said.
In a communique, issued on Thursday, Mrs Nahimana urged the RPA to stop live broadcasts of the
"Kabizi" programme, and instead to air it pre-recorded, while reiterating that legally the media are
jointly responsible for any defamatory utterances that could have been aired during phone-in
programme broadcasts which are very vulnerable to manipulation. She also seized the occasion to
caution other media houses which air live broadcasts to ensure utmost professionalism to avoid
slip-ups which would be difficult to fix.
In reaction, RPA's acting director Mr Bob Rugurika admitted that a live broadcast is very delicate
and urged radio journalists to be very careful saying that participants in these shows have always
been asked to be very courteous and polite while commenting. He also said the radio was studying
ways of filtering comments during live broadcasts.
The chairman of the Union of Burundi Journalists (UBJ), Alexandre Niyungeko, acknowledged the
live broadcasts carry the risk of slip-ups by participants and urged journalists to pay much more
attention.
However, he said an infringement should not be a reason to compel a radio station to air only prerecorded programmes saying that everybody should understand that in a democracy live
broadcasts are a forum which allows a large segment of the populace to express itself on issues
which are of interest to the nation and offers much more good than evil, he said.

Ghana: Ghana media regulator probes malfeasance at state broadcaster
[Presenter] Government has asked workers of GBC to remain focused as the National Media
Commission [NMC] takes steps to address the problems within the corporation.
Speaking to Radio Ghana, the minister of information, John Tia Akologo, said government will

assist the NMC to deal with any financial malfeasance in GBC. He spoke to Seth Ayiah.
[John Tia] Workers should exercise patience and calm and that we auction [as heard] the same
and we will ensure that everything is back to normalcy. The issue is that we have also been
watching the scenes from the office but since we did not have real managerial control over the
personnel; the director-general, board chairman and the rest of the board members, we are
expecting the media commission to act, so when they did come out with the statement yesterday
[24 November], we thought that yes some effort was being made to restore sanity into the place. I
will just reiterate that they should be patient and that everything will return to normalcy very soon.
We will support the NMC in their effort to rule out any malfeasance in the place.
[Reporter] Before the NMC came out with their statement was the ministry or for that matter,
government worried about what was happening in GBC.
[John Tia] Oh yes, we were worried and we had several discussions with the director-general and a
number of his management team more than twice and the last one was to deal with the problem
between the board chairman and the director-general as we saw in correspondence after the
dismissal of the human resource manager and the solicitor secretary, we saw that there was bad
blood between the director-general and the board chairman. So we spoke to the director-general
and his management team and we spoke to the board chairman to go back and try to iron out their
differences. So we have been watching and are really concerned.
[Reporter] After talking to the two personalities did you get the impression that everything has
been resolved between them?
[John Tia] There was that assurance from both sides but as I said, this was early last week and
following these actions from the media commission, I really do not know whether they just told us
something to satisfy us in the office and left and they were not working towards it. But it was just
last week they gave us the assurance.

Somalia: Somali radio denies Al-Shabab banned sermon programme
[Presenter] Radio Jowhar in Jowhar town, southern Somalia has denied that Al-Shabab
administration in the district has ordered it to stop airing sermon of prominent cleric. Our reporter
Hasan Laki has the details.
[Hasan] The UN-backed Radio Bar-Kulan, which is one of the radios supported by foreign forces,
reportedly aired a report that Al-Shabab administration ordered Radio Jowhar to stop from airing
sermons of a prominent Somalia cleric. The report is a baseless one. Radio Bar-Kulan wants to
disrupt Islamic lessons aired by Radio Jowhar, liked by the local residents. The head of news
gathering of Radio Jowhar, Ali Dahir alias Ano Bore, said the reports are unfounded. He said that
he learnt that Radio Bar-Kulan aired this report which is baseless. He also said the working
relations between Al-Shabab and Radio Jowhar is a strong one. He warned Radio Bar-Kulan against
causing tension between Radio Jowhar and Al-Shabab, adding Bar-Kulan should apologizes for its
remarks.

Rwanda: Media conference opens in Kigali

The National Dialogue on Media Development opened yesterday in Kigali, with various government
officials urging regional media owners to invest in the Rwandan media industry, as one way of
stimulating development in the growing sector.
In his address, Senate President, Dr. Vincent Biruta urged the forum which comprised of various
media investors and experts, to invest in the country‟s media as it carries great opportunities.
“If this conference is about transformation of the media, then it is also about the opportunities that
this sector presents for investment,” said Biruta adding that anyone was welcome to invest in the
media sector. [...]
In his key note speech, the Minister of Cabinet Affairs and the Acting Minister of Information,
Protais Musoni, observed that though there is significant development in all other sectors in the
country, the media still lags behind.
He attributed the low level of development in the sector to the lack private investments in the
media.
Presenting a paper on the situation of the media sector in Rwanda, the CEO of Rwanda
Development Board (RDB), John Gara, said that the media in Rwanda is a viable venture with

untapped potential.
He pointed out that Rwanda has small and fragmented media outlets both in the print and
broadcasting and one national TV channel.
Gara noted that the above reasons, coupled with a conducive investment climate, there was
potential to spur development in the sector through possibly creating mergers in the small outlets
and through media infrastructure development.
He therefore also called upon regional investors to come and invest in the sector.
The CEO of the Vision Group, Robert Kabushenga had a different view of the issue.
“Media development in this country has to be championed by Rwandans themselves,” said
Kabushenga, reacting on the call to regional media moguls to invest in Rwanda.
“Don‟t wait for foreigners to come and develop your media,” he said.
Kabushenga also urged the media owners to stop convening meetings only to talk about press
freedom and start running media houses as businesses instead.
The Executive Chairman of IPP Media Group, Reginald Mengi, however, belonged to a different
school of thought. He said that foreign investment in the media sector was possible.
He added that there was only one way to ensuring development in this sector which is observing
professional ethics. He said that it is an important aspect that has helped his media group to
flourish.
The two-day meeting is expected to focus more on the challenges of media in Rwanda, including
professionalism, and freedom. The views will also be used to review legislative and policy
frameworks in Rwanda.

Nigeria: Kidnappers nab Edo journalist

The Spate of kidnappings in Edo state reared up its head yesterday in Benin as the General
Manager of Edo Broadcasting Service (EBS), Mr. Tunde Ebozoje was abducted by unknown
gunmen.
He was trailed by his kidnappers while on his way from work Thursday evening even as his car was
said to have been riddled with bullets by his abductors who later took him away.
As at press time, the kidnappers have made contact with the Mr. Ebozoje‟s family, demanding
N20m ransom before they could release him from their custody
Following the kidnap of Ebozoje, journalists in Edo State threatened to embark on a protest to draw
attention to the worsening security situation in the state
Following the rampant of kidnap cases which have become rampant in Benin, the state capital,
medical doctors in the state were forced to embark on strike action to protest the incessant kidnap
of its members.
The strike was called off last Wednesday, following the intervention of the Speaker of the State
House of Assembly, Mr. Bright Omokhodion, who pleaded with the striking doctors to call their
strike action in the interest of the suffering people of the state.
Several telephone calls made to the Edo State Police Command spokesman, MR. Peter Ogboi by
Vanguard for his comment on the issue were unanswered.

Senegal: Senegalese court convicts policeman for assaulting journalists

One of the four policemen who were charged for assaulting two sports journalists, Kara Thioune of
West Africa Democracy Radio (WADR) and Babacar Kambel Diang of Radio Futurs Medias (RFM) in
2008 was on November 26, 2010 found guilty of the "assault" and "battery" and handed a onemonth suspended sentence.
Media Foundation for West Africa (MFWA)'s correspondent reported that the court awarded Kambel
Diang, who filed the case, a sum of 750, 000CFA Francs (about US$ 1,667) as damages. Thioune,
who bled profusely after the attack did not join the suit.
The four policemen led by Lamdou Dioune and drawn from Multi Strike Force unit of the
Senegalese police force maltreated the two reporters on June 21, 2008 at the Leopold Sedar
Senghor Stadium during a post-match interview.
The country's minister of interior initially cleared his subordinates of any wrong doing, before a
police enquiry later found them guilty of the offence.
MFWA sources reported at the time that the policemen punched, kicked and beat the two reporters

with electric baton and handcuffed and detained them for about half an hour, before sending them
to the hospital for medical attention.
MFWA is happy about this development especially as it would help the journalists in the country to
work without fear or intimidation.

Togo: Togolese media regulator said shuts down three radio stations

The radio stations X-Solaire, Metropolis and Providence were closed down by the
Telecommunications and Postal Regulatory Authority (TPRA). "These stations have neither permits
nor adequate equipment for professional radio broadcast", the institution in charge of issuing
frequencies said following an inspection of their offices from 10 to 18 November 2010.
The TPRA gave an ultimatum a week ago for them to regularize their status but nothing was done
within the given time. When contacted by the republicoftogo.com, the director of one of the
stations said that he had already started the procedures to obtain a permit.
Eight other radio stations are in the books of TPRA. They have up to 22 February 2011 to get
equipped with the professional materials and furnish the studios to befit the norms of broadcasting.

Ivory Coast: RFI announces SW frequencies for its Ivorian listeners
A day after Cote d'Ivoire's National Audiovisual Communication Council suspended the transmission
of foreign radio and TV signals via digital satellite TV channel Canal Plus Horizons, Ivorian state-run
TV on 3 December was observed to mainly entertainment and human interest programmes.
As a result of the suspension notice on 2 December, French state-funded Radio France
Internationale, in its 0730gmt bulletin on 3 December, announced its short wave frequencies
through which listeners in Cote d'Ivoire could access its broadcasts.
At 1100 gmt Ivorian state-run TV was observed to air re-runs of the announcement suspending
foreign media broadcasts as well as a statement by the chairman of the Constitutional Council
Professor Paul Yao N'Dre declaring that the results announced by the Independent Electoral
Commission (CEI) were null and void.
Shortly after this, the TV aired a human interest documentary until 1200gmt when it aired a
discussion on the latest developments in the country's electoral process. Among the guests were
CEI commissioner Tape Kipre and lawyer Dago Pierre. At 1245 gmt, Television Ivoirienne reverted

to airing a variety of non-political adverts. At 1300 gmt, the station aired a news bulletin which did
not carry anything new.

Rwanda: Rwandan parliament to set up radio station next year
The Rwandan parliament will set up its own radio station early next year 2011. The president of the

Zambia: Authorities Threaten to Revoke Radio Station's Licence

On 21 November 2010, the Ministry of Information and Broadcasting Services (MIBS) Permanent
Secretary, Dr. Sam Phiri, threatened to revoke Radio Lyambai's broadcasting license due to
allegations that the station was intending to host an opposition political party leader, Michael Sata,
to discuss a controversial issue surrounding the Barotseland Agreement (BA) of 1964.
In an interview with MISA-Zambia, Radio Lyambai's station manager, Mukeya Liwena, said that the
threat was baseless as his station had no intention to run such a programme. Radio Lyambai is
based in Mongu in the Western province of Zambia, which is home to some advocates of the
Barotseland Agreement.
Liwena stated that since 2007, his station had also been banned from broadcasting live phone-in

Zimbabwe: Shortwave radio sets seized in rural areas

Reporters Without Borders has learned that police in rural areas have for some time been
confiscating shortwave radio sets from people caught listening to programmes made by
Zimbabwean journalists in exile. The press freedom organization firmly condemns the use of such
methods to censor information and restrict individual freedom. They must stop at once, and the
sets must be returned to their owners.
NGOs recently distributed shortwave radio sets to rural residents to enable them to receive
alternative radio programmes broadcast from abroad. Studio 7, Radio VOP (Voice of the People)
and Shortwave Radio Africa – broadcast from Washington, South Africa and London, respectively –
have around 1 million listeners. Studio 7 contributed to the distribution of radio sets so that people
could listen to something other than the pro-government Zimbabwe Broadcasting Corporation
(ZBC).
Five homes in Bikita West, in the province of Masvingo, were raided on 25 November and radio
sets were seized. Norbert Chinyike and Charles Mhizha, two supporters of the Movement for
Democratic Change (the former opposition party currently in a shaky coalition with Mugabe's
ZANU-PF), were arrested after radio sets were found in their possession. They were later released
without being charged.
Shortly before that, police searched the offices of the NGO Democratic Councils Forum in Gweru
and arrested an employee after discovering radio sets that were awaiting distribution in the
countryside.
Jastone Mazhale, the president of the Gwanda Agenda pressure group, said police inspected his
offices and questioned him about radio sets. He said they told him they were acting on orders from
police headquarters in Harare.
Radio sets that had been distributed to rural residents by NGOs were seized by police in
Mashonaland East on 27 October.
A representative of the human rights group ZimRights said police, accompanied by members of the
Central Intelligence Organisation (CIO), carried out an operation in Murehwa district, confiscating
radio sets that had been distributed by NGOs and threatening the residents who were found with
them.
National police spokesman Wayne Bvudzijena said he was unaware of such incidents but promised

World/Africa: Digital broadcasting revolution, where does radio stand?

As the whole analogue world is gripped by the arrival of digital broadcasting, much of the debate
and discussions have focused on digital television and how it will affect people and businesses.
During this process, radio has taken a backseat amid the confusion currently reigning in some
countries, where some radio stations are claiming to have already switched to digital radio.
"There is yet no country worldwide planning the switch-off of their analogue radio services in the
near future, even though some are starting to make digital radio mandatory, such as France,"
Johannes von Weyssenhoff, of Broadcast and Installation Engineering (B&I) and Digital Radio
Mondiale, said this week, speaking at the Africa Media and Broadcasting 2010 Congress at the
Sandton Convention Centre in Johannesburg, South Africa.
"I understand that a couple of digital radio trials have taken place in some countries, just trials
nothing concrete, but to say that they have already switched to digital radio is misleading," he
pointed out.
Revolution in Africa
Digital radio will be a revolution in Africa, making it easy for community radio, especially rural
communities as well as remote urban communities living outside the coverage of urban coverage,
as there will be no limitations as to where one can listen to it, unlike FM, he said.

Ivory Coast: Ivorian authorities jam UN radio
As of 1000 GMT on 4 December, ONUCI FM, the UN-owned radio operated by the UN Operation in
Cote d'Ivoire which normally airs on 96.0 MHz on Frequency Modulation in Abidjan, is observed to
be jammed by Radio Cote d'Ivoire Chaine Une, the state-owned, government-controlled radio.

DRCongo/Likasi: Two journalists detained for reporting prison escape

JED condemns the illegal detention of Lambert Yuma and Chris Lumbu, radio producer and
reporter, respectively, with the community broadcaster Radiotélévision Alfajiri in Likasi, Katanga
province, southwestern DR Congo.
JED affirms the innocence of the two journalists and calls on provincial authorities to release them
immediately and unconditionally.
Yuma and Lumbu were arrested on 28 November at the Likasi prosecutor's office and charged with
"breaching state security".
According to JED sources, Yuma gave an interview to Radio France Internationale (RFI) about a
prison break at the Buluwo penitentiary outside of Likasi on the night of 26 November. Lumbu filed
a report on the break from outside the prison the next day, on 27 November. The report was never
broadcast however, because intelligence officials got hold of the tape and erased it the same day.
Both men were summoned to the Likasi prosecutor's office on 28 November and questioned at
length about the RFI report. They were later taken into custody and held in detention overnight,
where they remained at press time.

South Africa: Survey shows community radios popularity on rise

Community radio continues its strong showing against the stable commercial radio sector, says a
recent survey of radio listenership from the South African Advertising Research Foundation.
The group said on Monday [6 December] that overall listening levels in the December survey were
unchanged from the October survey, and from a year earlier.
This is good news for a sector in which a number of commercial stations have experienced falls in
listener numbers.
In the latest release, 12 commercial stations had year-on-year declines, while 10 community
stations saw increases.
According to the foundation, time spent listening in October and this month has remained relatively
unchanged from the surveys in October and in December last year.
"South Africans aged 15-plus now listen to three hours and 47 minutes of radio a day (up by a
minute on the previous year)."
Compared with the previous year, the proportion of living standards measure (LSM) 1-3 listeners
decreased, while LSM 5 listeners increased.
The foundation said "the stability seen in the medium as a whole has translated through to an
individual station level".
Stations singled out were 567 Cape Talk, Motsweding FM and Phalaphala FM. Motsweding FM and
Phalaphala FM continued to post better audience figures than a year ago.
There was a significant rise in audience numbers at 567 Cape Talk but its numbers are still down
from a year earlier.

Botswana: Storm disrupts private radio stations’ transmission

A violent thunderstorm that ravaged the City of Francistown, Botswana, three weeks ago has
disrupted the airing of the country‟s three private radio stations in the city and its peripheries.
Residents of Francistown have gone almost a month without accessing Duma FM, Yarona FM and
Gabz FM broadcasts due to the damage caused to their transmitter site situated at the top of
Nyangabgwe Hill. However, government radio stations - Radio Botswana and RB2 - were not
affected by the thunderstorm that left a massive trail of destruction in its wake.
Dumi Lopang of Kemonokeng Holdings, a company that was formed to run the transmission of the
three private radio stations, said he is well aware of the disruption caused to the broadcasting of
the radio stations to Francistown. He reiterated that the disruption was due to the damage done to
their satellite antenna at Nyangabgwe Hill. He said at first it was not easy for them to identify the
cause of the problem as they assumed that it had been caused by the sudden power cut that
occurred during the thunderstorm.
Mr Lopang, however, admitted that there has been a delay in repairing the damage, noting that it
was due to the fact that their engineer was still in mourning following his father‟s death. He
therefore apologised to the residents of Francistown for the interruption of radio transmission and
promised that the situation would be brought under control. “We would like to assure our listeners
that our engineer has gone to the site where the destruction took place and we are certain that the
problem will be solved towards the end of this week,” he said. Mr Lopang also pointed out that
repairing the antenna was quite a complicated task as it involves the use of many mechanisms.
Gabz FM programmes and technical manager, Kenneth “Cutrite” Moeng has also acknowledged that
new satellite dishes have been installed and that configuration is in progress. “As we speak, our
engineer is putting a few loose ends together so we hope that Francistown listeners will soon be
able to listen to their favourite stations again,” he stated.

authorized to operate a radio, you have fees to pay the state; you have for example, the license
fee.
The ministry sent a team to verify if the media firms were conforming to the regulations, meaning
they paid the license fee for the year 2008, 2009, 2010 year. Advertising royalties also had to be
paid, so among all the firms that had been checked, there are those who have been hit for not
paying the various taxes".

Ivory Coast: Former rebel Ivorian radio ceases regular news broadcasts
Ivoir FM radio, broadcasting from formerly rebel-held Bouake in northern Cote d'Ivoire has been
observed to have stopped broadcasting regular news bulletins since the beginning of the country's
presidential election.
The radio has been observed to be rebroadcasting programmes from national state radio, Radio

Ethiopia: Ethiopian radio starts programme in local language in west
The Ethiopian Radio and Television Agency (ERTA) in collaboration with Gambela State [western
Ethiopia] have started a radio programme in Medgenger language.
Speaking at the launching of the programme on Wednesday [8 December] in connection with
Nations, Nationalities and People Day, state communication affairs head, Iyol Kiyot, said the daily
30 minute programme is transmitted from Metu station. He said the station had already been
broadcasting a daily two hours programme in Anuak and Nuwer languages. He said nations and
nationalities in the state have deprived of their rights during the former regimes. The head said the
constitution benefits and ensures the rights of the people of Gambela.
ERTA's Metu branch deputy head, Gebeyehu Burayu, on his part said the opening of the
programme shows that nations and nationalities are benefiting from the constitution.

Somalia/France: Somali radio station wins press freedom award

An embattled Somali radio station has received an international press freedom award at a
ceremony in Paris.
The Mogadishu-based station, Radio Shabelle, has struggled to operate in the face of violence and
harassment by Islamist militias.
Five of its journalists have been killed in recent years.
The international pressure group, Reporters Sans Frontieres, which presented the award, has

described the station as a 'symbol of courage'.
The group described Radio Shabelle as Somalia's most respected privately-owned radio station and
also the most exposed to violence.
'Constantly harassed by the radical Islamist militias that are fighting the transitional government
and sometimes hit by gunfire from pro-government troops during the frequent armed clashes, it
struggles to survive amid the chaos,' Reporters Sans Frontieres said.
Four of the station's journalists were killed last year alone, including manager Mukhtar Mohamed
Hirabe. In 2007 acting manager Bashir Nor Gedi was killed outside his home.
Receiving the award, Ali Abdi of Shabelle Media Network said it was 'an immense honour' which
recognized 'not just our own work but also the courage of all Somali journalists and Somali civil
society'.
'In our country, where chaos reigns and the armed Islamist militias want to silence us, we take
great risks to report the news,' he said.
'We will not be intimidated. We are determined to continue our struggle for independent journalists
and respect for human rights.'

Africa: Young Environmental Journalist Award Africa: Deadline 31

The United Nations Environment Programme has launched a new competition, the Young
Environmental Journalist Award. The award will go to a young journalist who has challenged
current thinking, provided new insights or increased public understanding of the environment in
Africa in 2010. Topics could include local development, pollution or climate change.
Applicants must be between 25 and 35 years old and work for an African news organization.
Freelance journalists may also apply. Broadcast, print and online journalists are eligible. The
winner will travel to the U.S.A. and visit a number of “green” projects. He or she will also meet
with leading environmental figures.
The application deadline is 31 December. The award ceremony will take place during a global
conference held in Nairobi from 21 to 25 February 2011.

Ivory Coast: Ivorian communication body warns operators of "pirate
radio"
The Ivorian National Council for Audiovisual Communication on 13 December called on operators of
a "pirate radio" which has been illegally broadcasting in the country to "stop without delay any
broadcast and respect current governing laws", Ivorian Radio and Television said on 14 December.
The CNCA and the Cote d'Ivoire Telecommunication Agency investigated the matter with the view
to determining the area from which the radio was broadcasting and the radio promoters and
warned the culprits that they were violating the audiovisual law, RTI also said.

Somalia: AMISOM’s tank deliberately smashes Shabelle’s building
A military tank belonging to the African Union troops AMISOM has deliberately rammed into the
building of the Shabelle radio in the Somali capital Mogadishu destroying parts of apartment
building, Shabelle journalists witnessed on Monday afternoon.
Eyewitnesses and journalists said that the accident took place as a military convoy of AMISOM

troops traveling around the centre of Shabelle Media Network in the capital adding that one of the
tanks had entered inside the compound of the building by ramming sides of the residence.
After the incident, a lot of local residents congregated around Shabelle apartment, who were
astonished at the intentionally wreckage committed by AMISOM forces against Shabelle radio
centre, an independent local radio station in Mogadishu.
AMISOM convoy left from the spot by not paying any apology for the infringement they inflicted to
the station.
At the beginning of June, Shabelle moved from Bakaara market, the strongholds of Al-shabab and
Hizbul Islam, since then, the station had been working under desperate and frightening emotion.
Al-shabab fighters had repeatedly been threatening that they would they would target suicide
blasts to Shabelle‟s building in the capital which caused the radio administration to ask AMISOM to
support barriers, but the AMISOM troops did not yet reply the security protection.

Uganda: Nine Radio Stations Decline Besigye ADs

Nine radio stations have declined to air campaign advertising material designed by the Inter-Party
Cooperation to drum up support for their presidential candidate, Dr Kizza Besigye.
The Director for Publicity and Communication at the IPC Campaign Bureau, Ms Margaret Wokuri,
told Sunday Monitor that they had contacted the nine FM stations as part of their effort to spread
their campaign message countrywide.
Ms Wokuri said the stations are Super FM in Kampala District, Mighty Fire FM in Kitgum, Kiboga FM,
Voice of Teso, Voice of Busoga, Rukungiri FM, Liberty FM in Masindi, Kinkizi FM in Kanungu, and
Muhabura FM in Kisoro.
Reluctant agents
According to Ms Wokuri, when they contacted the sales agents of the nine FM stations to inquire
whether they could do business with IPC, the agents for two of the radio stations, Kinkizi FM and
Muhabura FM, flatly refused.
The agents for the other seven promised to revert on whether they could do business with IPC
after contacting their respective managers, but returned with negative responses.
"For Super FM, they said they could not air our adverts because they didn't agree with our content.
They wanted to change the content, which of course we could not accept," she said.
Efforts to speak to the proprietor of Super FM, Mr Peter Ssematimba, were futile. Mr Ssematimba's
assistant, who picked his phone, said he would not be available to comment on the issue since he
was addressing his supporters at various campaign rallies.
Nearly all radio stations fingered by the IPC for refusing to air their adverts belong to politicians
affiliated to the ruling National Resistance Movement party, which is led by President Museveni.
The incumbent is campaigning against Dr Besigye and seven other candidates to retain the
presidency. Many of the other seven candidates have also suffered media blackouts, especially in
the countryside.
Among the most prominent radio stations owned by NRM-leaning politicians are Kinkizi FM (NRM
Secretary General and Security Minister Amama Mbabazi), Voice of Teso and Voice of Busoga (NRM
Vice Chairman for Eastern Uganda Capt. Mike Mukula), Rukungiri FM (former Health Minister Maj.
Gen. Muhwezi), and Super FM (NRM politician Ssematimba).
Capt. Mukula, who is contesting to represent Soroti Municipality in Parliament on the NRM ticket,
confessed that his two stations had declined to air Dr Besigye's adverts. He defended the decision,
saying it was the right of his companies to make decisions as they please.
"Me being the chairman board of directors [of Voice Media Group, which owns Voice of Teso and

Voice of Busoga] and chairman of [NRM in Eastern] region, I don't want to have problems with
party. It is business alright [and] I definitely need that money but I also don't want to jeopardise
my political career," he said.
Early this year, former youth state minister Felix Okot Ogong, who represents Dokolo County in
Parliament, was compelled to write an apology to President Museveni after his FM radio station
hosted Uganda People's Congress party President Olara Otunnu.
Written apology
Mr Ogong said in his written apology, which he sent to all major domestic media houses that he
was sorry if Mr Otunnu's appearance on his radio station had offended his party leader.
Ms Wokuri said they have written a formal complaint letter to the Electoral Commission.
Electoral Commission spokesman Willy Ochola said they would wait for the IPC formal complaint
before taking action. "We shall talk to these people to find out why they are declining [to air IPC
adverts]. Then, secondly, we shall consult with the Media Council to see what they can do about it
because all issues to do with private radio stations are to do with the Media Council. They are the
ones who can take action, including de-registering them."
Mr Ochola, however, castigated the actions of the radio station managers and proprietors because
"they are supposed to serve all Ugandans".

Africa/Kenya: Radio Netherlands Launches Competition on HIV/AIDS

A global radio has launched a new mini-website competition to create more awareness about the
impact of HIV and AIDS on children infected and affected by the pandemic in Kenya and the world
in general.
Radio Netherlands Worldwide (RNW) launched the blog competition at a Nairobi hotel on December
15, 2010.
The new competition dubbed: I CARE: my blog, their voice, was officially launched by Herman van
Gelderen, Manager Africa Desk and is open to both journalists and social workers.
Gelderen said the competition hopes to reach out to the youth and strengthen ties within the media
fraternity.
“Mid November we got the idea of creating a website with a blog contest about children orphaned
or made vulnerable by HIV/AIDS. With a blog full of personal stories „from the heart‟ and
professional stories as well. We believe we can make a contribution,” Gelderen said.
Gelderen added, “We hope we can make an impact here and turn this into an annual event. The
five best bloggers of this year‟s competition will win fabulous prizes, that all have to do with new
technology…So that we are sure they can easily get access to our brand new mobile website
www.rnw.nl/Africa,” Gelderen said.
Journalists will have a chance to share personal stories, pictures, video by posting them on the new
mini-website for an international audience. The journalists whose stories get more votes will attract
prices worth 1600 Euros.
Sandy Ndonye, Regional Representative RNW for Africa-Anglophone said that there are five prices
to be won and that all entries must be submitted in English language.
The deadline for submission of stories is January 21, 2011. Visitors to the new website can react
and vote for the best written stories that make the biggest impression on them.
Anyone can log onto the newly launched website by signing up on the home-page.
Gelderen told CISA that at the end of the competition RNW hopes to partner with the Kenyan

Kenya: Coverage of ICC story subsides in Kenyan TV, vernacular radio
A day after the chief prosecutor of the International Criminal Court (ICC), Luis Moreno-Ocampo,
revealed the identities of six suspected masterminds of the 2007/8 post-election violence in Kenya,
the country's five main terrestrial TV stations seem to have largely resumed normal programming,
although prioritizing the story during their prime lunch time bulletins, while the vernacular radios
were cautious about their coverage of the story. [...]
Vernacular radios
Meanwhile, the Kalenjin-language Kass FM breakfast show was dominated by the ICC story, with
presenter Joshua arap Sang calling on listeners not to engage in any fighting over his naming by
the court. Callers expressed their support for Arap Sang and the other suspects from the Kalenjin
community.
The Kikuyu language radios - Coro FM, Inooro FM and Kameme FM - summarized the story during
their respective breakfast shows and replayed reactions by government officials. However, the
presenters did not invite comments from the listeners. The presenters themselves refrained from
airing their own comments.
The Kikuyu inhabit central Kenya, parts of the capital Nairobi and the volatile western Rift Valley
Province. The Kikuyu are the most populous ethnic community in Kenya and bore the brunt of the
killings. They are prominent in the country's business and political circles.
Luo language Radio Nam Lolwe that targets western Kenya held lively discussions on the subject.
Many callers expressed surprise at the naming of Henry Kosgey in the ICC list. Kosgey is the
chairman of Raila Odinga's Orange Democratic Movement.
Another popular FM radio station in the region, Radio Lake Victoria, failed to broadcast a talk-show
on the ICC as it had promised its listeners yesterday. Instead, the station, owned by a local nongovernmental organization, aired a debate on male circumcision in its routine political talk show
"Wach Awacha" (Just say it).

Afrique: Le prix RFI-Reporters sans frontières-OIF décerné à 4
journalistes africains

Le « Prix RFI-Reporters sans frontières-OIF - Prix francophone pour la liberté de la presse » a été
décerné mercredi soir 24 novembre 2010 au musée Dapper, à Paris. Le jury présidé cette année
par Patrick Poivre d'Arvor, a récompensé quatre journalistes camerounais, malgache et marocains.
Crée en 2001, le prix RFI-RSF-OIF a pour objectif de récompenser le meilleur reportage d'actualité
traitant des droits de l'homme en langue française en presse écrite et électronique, radio « Prix
Jean Hélène » et dessin de presse. Le concours était ouvert pour cette 10e édition à des
journalistes de 44 pays francophones.
Le jury a désigné quatre lauréats :
- le Malgache William Rasoanaivo dit « Pov », dans la catégorie « Dessin de presse » pour son
dessin de presse « 50 ans d'indépendance en Afrique », paru dans le quotidien mauricien L'Express
Dimanche le 27 juin 2010.
- les Marocains Aïcha Akalay et Hassan Hamdani lauréats dans la catégorie « Presse écrite et
électronique » pour leur article « Enquête : la tentation du Christ », publié dans Tel Quel Magazine
le 27 mars 2010.
- la Camerounaise Rosine-Flore Azanméné dans la catégorie Radio « Prix Jean Hélène », pour son
reportage intitulé « L'alimentation des détenus à la prison centrale de Yaoundé », diffusé sur les
antennes de Radio Tiemeni Siantou le 26 août 2010.
Le sujet est abordé habilement, alternant la prise de parole des détenus et des geôliers de la prison
de Nkondengui de Yaoundé. L'alimentation, toujours la même - du maïs blanc et des haricots - et

Madagascar: Promouvoir la santé des femmes malgaches par des
émissions radiophoniques
La santé maternelle est un sujet de prime importance à Madagascar.
Les médias le réalisent. Les radios malgaches émettront bientôt un nouveau programme pour la
promotion de la santé de la femme. L'idée vient d'une association de jeunes, le Club Dynamique,
en collaboration avec le Média au service de l'Evangile. Cette initiative a pour but de faire la
promotion de la santé de la femme, tout en véhiculant des enseignements bibliques.
«L'objectif de l'émission est de prêcher l'Évangile autrement, en axant nos messages sur la vie
quotidienne des gens, notamment la santé de la mère et de l'enfant. Nous voulons créer une
émission de qualité, adaptée à notre audience, notamment au groupe cible que sont les femmes
enceintes, tout en y intégrant les messages de l'Evangile car nous sommes tous membres de la
Ligue pour la lecture de la Bible à Madagascar», explique Ny Lova Rabenja, une des conceptrices
de ce programme sur la santé communautaire. Elle et les autres concepteurs savent mieux
comment s'y prendre car ils ont l'avantage d'être tous diplômés en médecine.
Elle pense qu'émettre des émissions à la radio sera plus facile pour atteindre les cibles dans les
campagnes. D'autant plus que l'analphabétisme demeure une barrière pour la promotion de la
santé de la mère à Madagascar. D'après une étude récente, 70% des femmes malgaches sont
analphabètes ou n'ont jamais pu accéder à l'éducation fondamentale. Ce qui rend difficile la tâche
de les atteindre par l'écrit.
La radio est le moyen de communication le plus répandu à Madagascar et le plus accessible à tous
les Malgaches. Selon l'Institut National des Statistiques (Instat), 56,8% des ménages malgaches
en milieu rural disposent d'un poste de radio contre 79% en milieu urbain.
A travers les messages radiophoniques diffusés par le nouveau programme de Club Dynamique, les
femmes enceintes peuvent avoir des conseils utiles une grossesse sans risques, sur la santé du
nouveau-né, de l'enfant, la nutrition, tout en captant des messages de l'Évangile.
«Les messages radiophoniques sont plus instructifs et influencent efficacement la population en
milieu rural. Les gens écoutent plus ce que les radios émettent et y croient davantage», souligne
Jean Ratsimbazafy, chef fokontany d'un hameau se trouvant à 13 kilomètres au sud
d'Antananarivo, capitale de Madagascar. [...]

Cameroun: Silence sur les ondes à Radio Reine, à la suite d'un
cambriolage
La maison des émetteurs de cette chaîne a été vidée par les malfrats dans la nuit du 17 au 18
novembre dernier.
Silence radio à la FM 103.7 depuis le 18 novembre dernier. La maison des émetteurs perchée
derrière le bâtiment principal de cette chaîne, a été vidée de son contenu essentiel, dans la nuit du
17 au 18 novembre derniers par des malfrats toujours en cavale. Ces derniers, ont pu emporter de
nombreux appareils indispensables au fonctionnement de cette radio.
Entre autres équipements volés, deux amplificateurs de ligne, un compresseur, un régulateur de
tension et plusieurs câbles de connexion. « Il paraît qu'après avoir suivi un chemin qu'ils se sont
eux-mêmes frayé sur cette colline, ils ont forcé la toiture et le plafond à l'arrière pour entrer dans
la salle. A l'intérieur, ils ont pris tout ce qu'ils ont pu porter avant de s'en aller. On se demande si
ce n'est que pour le plaisir de voler ou pour le besoin de nuire qu'ils ont posé un tel acte »,

s'interroge le promoteur, l'Abbé Jean Marie Bodo visiblement très perturbé par la situation.
En effet, ce n'est qu'aux premières heures de la matinée du jeudi 18 novembre, que l'employé
chargé d'allumer l'émetteur pour l'ouverture d'antenne, fait la triste découverte. Et depuis lors, la
103.7 n'est plus sur les ondes. Et cela peut-être pour longtemps. « La radio ne peut pas
fonctionner sans ce matériel. Nous ne pouvons pas émettre s'il n'y a pas d'amplificateurs. Ces
appareils sont évalués à plusieurs millions de F et ne se vendent pas dans notre pays ni même
dans d'autres pays africains. Il est donc question pour nous, de nous rééquiper, nous réinstaller et
en même temps, de renforcer la sécurité au sein notre structure », a ajouté l'Abbé Jean Marie
Bodo.
Le cambriolage de la maison des émetteurs de Radio Reine, vient ainsi pénaliser employés et
auditeurs de cette chaîne écoutée au Cameroun et à l'étranger de 5h du matin à minuit. Si
certaines sources soutiennent que ces voleurs ne viennent pas de loin, l'homme d'église lui, n'a pas
voulu se lancer dans ce jeu de soupçons. Informé de la situation, l'Abbé Jean Marie Bodo a
immédiatement contacté la brigade de gendarmerie de Mbankolo pour besoin d'enquête.

Le second module de la troisième phase du projet RFI-SJEC intitulé « Des radios pour une politique
citoyenne », financé par la Délégation de l'Union Européenne au Cameroun et organisé par RFI
Formation Internationale en partenariat avec le Syndicat des Journalistes Employés du Cameroun
(SJEC) a débuté ce jour à Yaoundé, la capitale politique.
Ce second module qui concerne les responsables des radios FM basées à Douala, Bafoussam et
Yaoundé, prend le relais du premier qui, lui, concernait les journalistes des mêmes radios en vue
d'un perfectionnement à l'animation d'émissions interactives.
Les deux modules sont animés simultanément par Pierre-Yves Schneider, Expert RFI et Augustin
Charles M'bia enseignant à l'École Supérieure des Sciences et Techniques de l'Information et de la
Communication (ESSTIC). [...]
A travers des échanges d'expériences et de points de vue, participants et encadreurs vont explorer
des pistes de réflexion et de travail sur ces questions de politique et de citoyenneté et pourront
être rejoints le 22 Novembre par des universitaires pour répondre à la question de savoir si les
radios privées Camerounaises sont citoyennes. Ensemble, ils établiront le constat et examineront
l'évolution des radios privées depuis dix ans, les attentes de la société camerounaise en matière de
citoyenneté aujourd'hui et enfin quels sont les objectifs et ambitions à court terme pour les
directions et les équipes des radios privées.

RDC/Likasi : Deux journalistes détenus pour avoir témoigné sur
l’évasion des prisonniers au Katanga

Journaliste en danger (JED) dénonce la détention illégale de Lambert Yuma et Chris Lumbu,
directeur des informations et journaliste de la Radiotélévision Alfajiri, une station communautaire
émettant à Likasi, deuxième ville de la province du Katanga, au sud-ouest de la RDC. JED exige
des autorités provinciales la libération, sans conditions, des deux journalistes qui n‟ont commis
aucun délit.
Lambert Yuma et Chris Lumbu ont été arrêtés, dimanche 28 novembre 2010, au parquet de grande
instance de Likasi, officiellement pour « atteinte à la sûreté de l‟Etat ».
Selon les informations obtenues par JED, Yuma a été interviewé par Radio France Internationale
(RFI) sur l‟évasion, dans la nuit de vendredi 26 à samedi 27 novembre 2010, des détenus à la
prison de Buluwo, dans la périphérie de Likasi. Lumbu a, quant à lui, réalisé, samedi 27 novembre
2010 dans l‟après-midi, un reportage à l‟extérieur de la prison de Buluwo après l‟évasion des
prisonniers.
Le reportage n‟a pas été diffusé parce que l‟ANR (Agence Nationale des Renseignements) avait
récupéré et effacé la cassette vidéo le même samedi.
Convoqué, dimanche 28 novembre 2010, au parquet de grande instance de Likasi, Lumbu s‟était
fait accompagné de Yuma. Tous les deux ont été arrêtés et longuement auditionnés sur le

reportage diffusé par RFI. C‟est après cette audition qu‟ils ont été conduits au cachot dudit parquet
où ils ont passé la nuit.

Sénégal: Espérance Sénégal Fm, une radio 100 % catholique bientôt sur
la bande Fm

La communauté catholique du Sénégal aura bientôt sa propre radio. La révélation a été faite,
samedi dernier, par Aimé Sène. C‟était lors de l‟assemblée générale de l‟Association des dirigeants,
entrepreneurs et cadres catholiques du Sénégal (Adeccs). D‟après Aimé Sène, le directeur d‟une
société de location de voitures de la place, l‟étude technique ainsi que toutes les formalités
administratives ont été faites et le matériel nécessaire est disponible. Maintenant, l‟Eglise du
Sénégal n‟attend plus que l‟attribution de la fréquence qui ne devrait pas trop tarder, selon lui.
En tant que radio religieuse, Espérance Sénégal Fm aura pour mission essentiellement de répandre
la bonne nouvelle. „Ce sera une radio d‟obédience chrétienne qui sera animée par différentes
corporations de prêtres, catéchistes, laïcs engagés, des femmes, des jeunes qui y développeront
des thèmes de tendances ou des émissions chrétiennes sérieuses et saines pour évangéliser, des
débats ciblés et éducatifs de haute facture‟, précise-t-il. Puis, de souligner que cette radio qui
émettra sur la bande Fm, couvrira, dans un premier temps, la région de Dakar, avant, dans une
seconde phase d‟émettre sur l‟ensemble du territoire national. ‟Aussi, les messes et événements
liturgiques des différentes paroisses pourraient être retransmis. Nous rappelons que ce projet est
une tâche que l‟évêque Théodore Adrien Sarr nous a confiée et nous sommes presque à sa
réalisation, car nous attendons, d‟un moment à l‟autre, l‟attribution d‟une fréquence‟, poursuit Aimé
Sène. Qui explique que cette radio est un besoin pour les chrétiens du Sénégal.
Le studio principal de cette radio portera le nom de feu Abbé Patrice Coly, le porte-parole du chef
de l‟Eglise du Sénégal récemment décédé. Une manière, selon Aimé Sène, de rendre hommage à
ce prêtre qui s‟est beaucoup investi dans la mise en place de cette radio.
Sur le financement de cet outil de communication, le président des entrepreneurs et hommes
d‟affaires catholiques informe que son association, qui est à but non lucratif, a mis en place une
société de droit ouverte avec un capital de 50 millions de francs Cfa. L‟Adeccs aura 10 % des
actions, les diocèses 33 % et le reste du capital réservé aux communautés catholiques et aux
particuliers. A l‟issue de cette assemblée générale, Aimé Sène, le directeur de Hertz, a été
reconduit au poste de président de l‟Adeccs.

Sénégal : Un tribunal condamne un policier pour avoir agressé des
journalistes

Le 26 novembre 2010, l‟un des policiers inculpés en 2008 pour avoir agressé deux journalistes
sportifs, Kara Thioune de West Africa Democracy Radio (WADR) et Babacar Kambel Dieng de Radio
Futurs Médias (RFM), a été reconnu coupable de coups et blessures et condamné à un mois de
prison avec sursis.
Le correspondant de la Fondation pour les Médias en Afrique de l‟Ouest (MFWA) a rapporté qu‟une
somme de FCFA 750 000 (environ $ 1 667) a été attribuée à Kambel Dieng, le plaignant dans cette
affaire, à titre de dommages et intérêts. Kara Thioune, qui a saigné copieusement après
l‟agression, ne s‟est pas constitué partie civile.
Les quatre policiers de la Brigade d‟intervention polyvalente de la Police sénégalaise, et dont le chef
était Lamdou Dioune, ont malmené les deux reporters le 21 juin 2008 au stade Léopold Sédar
Senghor lors d‟une interview après un match.
Au départ, le ministre de l‟Intérieur du pays avait disculpé ses éléments de tout méfait avant
qu‟une enquête menée par la gendarmerie les a reconnu coupables du délit.
Les sources de la MFWA ont rapporté que les policiers ont donné des coups de poing et de pied aux
deux reporters, leur ont donné des coups de bâton électrique et les ont menottés et détenus pour
environ une demi-heure avant de les conduire à l‟hôpital pour des soins médicaux.
La MFWA est satisfaite de ce développement surtout parce qu‟il permettra aux journalistes du pays
de travailler sans crainte ni intimidation.

Togo: Silence radio

Les radios X-Solaire, Métropolis et Providence, ont été fermées mardi sur décision de l‟Autorité de
Réglementation des Télécommunications et des Postes (ARTP).
« Ces stations n‟ont ni récépissé ni équipements adéquats digne de radios professionnelles », a
relevé l‟institution d‟attribution des fréquences, à l‟issue d‟un contrôle effectué dans leurs locaux du
10 au 18 novembre dernier.
L‟ARTP avait adressé il y a une semaine un ultimatum pour qu‟elles régularisent leur situation, mais
rien n‟a été fait dans le délai imparti.
Joint par republicoftogo.com, le responsable de l‟une des stations a indiqué qu‟il avait déjà engagé
les démarches afin d‟obtenir le récépissé.
Huit autres radios, sont dans le collimateur de l‟ARTP.
Elles ont jusqu'au 22 février 2011, pour s‟équiper en matériel professionnel et aménager des
studios pour répondre aux normes de radiodiffusion.

Sénégal: Sopi-FM veut provoquer
La radio Sopi-FM du Parti démocratique sénégalais (PDS, au pouvoir) veut "provoquer une rupture
profonde" dans le paysage médiatique et être dans six mois parmi les premiers, a déclaré son
directeur général Mansour Sow.
S'exprimant à jeudi à Dakar à l'occasion l'inauguration des locaux du Groupe Sopi Média (GSM) par
le président de la République Abdoulaye Wade par ailleurs secrétaire général du PDS, M. Sow a
indiqué que Sopi FM va faire beaucoup d'émissions pour les jeunes et les femmes.
"Nous ne sommes pas des propagandistes mais des professionnels de la communication. Nous
voulons faire une radio de vérité. Nous voulons être dans six mois parmi les premiers", a expliqué
l'ancien journaliste de Radio Sénégal (RTS, publique).
Lui emboîtant le pas, Mamadou Moustapha Dieng le coordonnateur technique du GSM a exhorté les
membres de Sopi-FM à faire en sorte que dans trois mois la bataille médiatique soit gagnée par
leur structure.
"Le groupe a besoin de vivre. Il lui faut des moyens pour atteindre ses ambitions", a souligné M.
Dieng.
Selon lui, le groupe a besoin d'un investissement de 200 millions de francs et le budget de
fonctionnement est estimé à 250 millions de francs.
Les initiateurs du GSM ont expliqué que la création de cet organe a nécessité un investissement de
110 millions de francs.
Le GSM dispose de la radio Sopi-FM qui émet sur la bande FM (99.6), d'un hebdomadaire qui

deviendra quotidien dans trois mois et d'une télévision satellitaire. Il va employer une soixante de
personnes.

RDC/Maroc: La HAM à l'atelier sur le pluralisme dans les médias
Une délégation de la HAM composée de deux personnes conduite par le président Primo
Mukambilwa Bwami, participe depuis le lundi 29 novembre 2010 aux assises de quatre jours à Fez,
au Maroc. Il s'agit d'un séminaire thématique organisé par le Réseau francophone des instances de
régulation des médias (REFRAM), en partenariat avec l'Organisation internationale de la
Francophonie (OIF) sur le thème : « La gestion du pluralisme dans les médias audiovisuels en
temps normal et en période électorale ».
Se confiant à l'ACP avant de s'envoler pour le Maroc, le président de la HAM, Primo Mukambilwa a
indiqué que ces assises s'inscrivent dans le cadre de la mise en oeuvre de la feuille de route 20092011 qui prévoit un examen minutieux du cadre normatif de gestion du pluralisme en période
électorale.
Selon lui, les pays africains ayant tous opté pour les élections comme mode d'accès au pouvoir, les
instances de régulation de médias, « se doivent de veiller au respect des règles professionnelles
des médias pour que le danger ne vienne pas d'eux ».
Au regard des élections projetées en RDC en 2011, Primo Mukambilwa s'est dit rassuré du fait
d'une part, du renforcement des capacités du personnel de la HAM, avec l'atelier d'échange
organisé, du 25 au 28 octobre 2010, en partenariat avec le Conseil supérieur de l'audiovisuel
(CSA)/Belgique, et d'autre part, avec un autre qui s'ouvre le 13 décembre 2010 avec le
financement de l'Organisation France-coopération internationale (FCI).
A rappeler que le séminaire de Fez auquel prend part un expert de la HAM aux côtés du président
Primo Mukambilwa, apportera, sans nul doute, un plus dans le dispositif stratégique efficient des
médias à la veille, pendant et même après les grands enjeux électoraux en perspective en RDC,
conclut le président de la HAM.
En marge de prochaines échéances électorales, une délégation congolaise composée de
journalistes et communicateurs de la CEI a pris part à Dakar, au Sénégal, aux assises de haut
niveau, initié par le PNUD et la CEA/ Nations unies au niveau régional de l'Afrique centrale et de
l'Ouest, sur les « Médias et élections ». Les travaux ont porté essentiellement sur la communication
électorale en Afrique.

Zimbabwe: Des postes de radio confisqués par la police dans les
campagnes

Reporters sans frontières a appris que les forces de l'ordre confisquent, depuis quelque temps, en
zone rurale, des postes de radio à ondes courtes à des habitants surpris en train d'écouter des
programmes diffusés par des journalistes en exil.
L'organisation condamne fermement ces opérations de censure et de répression des libertés
individuelles. Nous demandons qu'elles cessent immédiatement et que les postes confisqués soient
restitués à leur propriétaires.
Des postes de radio à ondes courtes avaient récemment été distribués aux villageois par des ONG
afin de leur permettre de capter des stations radiophoniques alternatives, diffusant depuis
l'étranger. Studio 7, Radio VOP (Voice of the people) et Shortwave Radio Africa sont écoutées par
près d'un million d'auditeurs et sont respectivement diffusées depuis Washington, l'Afrique du Sud
et Londres. Studio 7 a contribué à la distribution des postes de radio à ondes courtes dans les
campagnes afin de permettre à la population rurale d'obtenir une information autre que celle
diffusée par la Zimbabwe Broadcasting Corporation (ZBC), proche du pouvoir.
Le 25 novembre dernier, à Bikita West, dans la province de Masvingo, cinq foyers ont été
perquisitionnés et leurs radios confisquées. Deux militants du parti Movement for Democratic
Change (MDC), Norbert Chinyike et Charles Mhizha, ont été arrêtés après que des postes de radio
ont été trouvés en leur possession. Ils ont tous deux été relâchés sans qu'aucune charge soit
retenue contre eux.
Peu de temps auparavant, une perquisition a également été menée dans les bureaux de l'ONG
Democratic Councils Forum à Gweru, dont l'employé a été arrêté par les forces de police après
qu'elles ont découvert des postes de radio destinés à être distribués dans les campagnes.

Jastone Mazhale, président du groupe de pression Gwanda Agenda, a déclaré que la police avait
inspecté ses bureaux et l'avait interrogé sur les radios en question. Les policiers ont, selon lui,
affirmé agir sur les ordres du quartier général de la police à Harare.
Le 27 octobre 2010, les forces de police de Mashonaland East ont confisqué des radios distribuées
aux villageois par des ONG militant pour la libéralisation des ondes.
Un représentant de l'organisation de défense des droits de l'homme ZimRights a déclaré que des
officiers de police, accompagnés de membres de la Central Intelligence Organisation (CIO), se sont
rendus dans le district de Murehwa et ont menacé les villageois trouvés en possession des radios
distribuées par les ONG avant de procéder à leur confiscation.
Le porte-parole national de la police, Wayne Bvudzijena, a affirmé ne pas être au courant de tels
incidents, mais a promis de mener des recherches.

Cameroun: Rosine Azanmene, lauréate du prix RFI radio 2010
La journaliste de la RTS est ainsi récompensée pour un reportage sur l'alimentation des détenus de
la prison centrale de Yaoundé.
«Il faut savoir oser dans la vie. J'ai essayé et voyez où ça m'a menée ! » Ainsi s'exprime Rosine
Azanmene, journaliste à la RTS, de retour de Paris. La jeune femme y est allée il y a quelques
jours pour recevoir son tableau en cristal. En effet, Rosine Flore Azanmene née Nkonla, a remporté
le prix RFI-RSF-OIF du meilleur reportage traitant des questions de droits de l'homme. Ceci dans la
catégorie Jean Hélène du prix francophone de la liberté de la presse, spécialement en radio. Long
titre pour une récompense n'est-ce pas ? Mais cela vaut le coup, vu le travail ainsi salué.
La présentatrice de « RTS midi magazine » et de journaux est sortie des studios de Radio Tiemeni
Siantou pour s'intéresser à l'alimentation des détenus de la prison centrale de Yaoundé. « Je suis
allée à Kondengui par simple curiosité et deux images m'ont frappée : l'insanité dans laquelle se
trouve la cuisine et le fait que la cuisson est assurée par les détenus eux-mêmes », lance-t-elle
pour expliquer d'où lui est venue l'idée de faire ce travail. Un reportage dans lequel Rosine
Azanmene, un peu à l'insu des responsables de la prison, parle de la ration quotidienne de maïs, de
haricot et de quelques gouttes d'huile, remplacée une fois par semaine par du riz et de la sauce
d'arachides.
Le prix que la jeune femme a officiellement reçu le 24 novembre dernier au musée Dapper de Paris
est un grand signe de reconnaissance, dans la mesure où son travail a été choisi parmi ceux de 42
pays de la Francophonie, en plus de l'Égypte et Israël. « C'est surtout un signe d'encouragement,
parce qu'au moment où je reçois cette distinction, le hangar que je décris dans mon reportage a
été détruit et une véritable cuisine est en chantier », souligne-t-elle, avant d'ajouter « c'est une
victoire pour le journalisme et j'ai le sentiment d'avoir contribué à l'amélioration de l'alimentation
des détenus, même si cette cuisine était déjà en projet ». La joie de Rosine Azanmene est d'autant
plus grande que le jury qui l'a sélectionnée était présidé par Patrick Poivre D'Avor.

Onze chaînes de télévision et douze stations de radios émettant à partir de Kinshasa sont fermées
par un arrêté ministériel daté de samedi 4 décembre. Ces entreprises sont femées pour assainir
l‟espace médiatique et faire respecter la loi, a déclaré à Radio Okapi le directeur de cabinet adjoint
du ministre de la Communication et Médias. Il est notamment reproché à ces médias de ne pas
payer les redevances et autres frais administratifs. [...]

Somalie/France: Le Prix 2010 de la liberté de la presse décerné à Radio
Shabelle

Reporters sans frontières, en partenariat avec la Fnac, est heureuse de décerner son prix 2010 de
la liberté de la presse à deux symboles de courage, le journaliste iranien Abdolreza Tajik et le
média somalien, Radio Shabelle.
"Nous honorons cette année un journaliste courageux, Abdolreza Tajik, et un média meurtri, Radio
Shabelle. Ces lauréats travaillent dans deux pays, l‟Iran et la Somalie, où informer est un combat",
a déclaré Jean-François Julliard, secrétaire général de Reporters sans frontières.
Jean-Christophe Rufin, écrivain, ex-ambassadeur de France au Sénégal et en Gambie, est venu
remettre le prix du média de l‟année à Radio Shabelle. Il a salué le travail des correspondants
locaux de Reporters sans frontières et plus largement celui des journalistes, sur le terrain, dans des
zones difficiles.
Ali Abdi, directeur des relations internationales du Shabelle Media Network, a déclaré avec émotion
: "C‟est un immense honneur de recevoir ce prix. Il récompense notre travail mais également le
courage de tous les journalistes somaliens et de la société civile somalienne. Dans notre pays où
règne le chaos et où les milices islamistes armées veulent nous faire taire, notre travail
d‟information ne se fait pas sans risques. En trois ans, cinq de nos journalistes ont été tués, dont
deux directeurs, et près d‟une centaine ont dû fuir le pays pour des questions de sécurité. Mais
nous ne nous laisserons pas intimider. Nous sommes déterminés à continuer notre combat pour
l‟information indépendante et le respect des droits de l‟homme".
Radio Shabelle a été récompensée dans la catégorie "Média de l‟année". Station privée la plus
réputée de Somalie, Radio Shabelle est aussi la plus exposée. Victime de pressions permanentes
de la part des milices islamistes radicales qui affrontent le gouvernement de transition, mais
touchée aussi parfois par les balles des soldats progouvernementaux lors des nombreux combats,
la radio s‟efforce de survivre dans le chaos. En 2009, quatre de ses journalistes ont été tués, dont
le directeur, Mukhtar Mohamed Hirabe, abattu de quatre balles dans la tête, à Mogadiscio, alors
qu‟il se rendait au travail. A l‟été 2010, la radio a été contrainte de cesser la diffusion du talk-show
"Tartan Aqooneedka Shabelle", en raison de menaces.
Cette année, près d‟une dizaine de radios somaliennes sont passées sous le contrôle des
combattants islamistes qui les utilisent désormais pour diffuser leur propagande politique et
religieuse. Mais Radio Shabelle a pour l‟instant échappé à ce sort. La radio résiste. Considérée par
les milices islamistes Al-Shabaab et Hizb-Al-Islam comme servant les intérêts des "Croisés" parce
qu‟elle couvre l‟actualité somalienne de façon indépendante et refuse de leur servir de porte-voix,
Radio Shabelle est la cible numéro un de ces taliban africains, prêts à tout pour faire taire les
journalistes.

communautaire émettant d'Uvira, en province du Sud Kivu (à l'Est de la RDC) est sous menace
d'arrestation par le procureur de la république près du tribunal de grande instance d'Uvira. Ce

Côte d'Ivoire: Radio Man FM saccagée

La radio du Conseil général de Man (ville de l'ouest de la Côte d'ivoire) dénommée "Man FM" a été
mise à sac par des manifestants. Selon le Directeur de la radio, Kpan Guillaume, l'attaque a eu lieu
le jeudi 3 décembre dernier. Aux environs de 17 heures, une foule de gens déchaînées s'en est pris
aux locaux du Conseil Général et aussi à ceux de la radio qu'il abrite, nous a t-il dit en substance
dans une correspondance.
"Néanmoins, l'essentiel du matériel technique et informatique a été bien avant sécurisé " affirme le
Directeur de la radio. Il a aussi précisé que la remise en marche de Man FM dépendra de
l'amélioration de la situation sociopolitique dans la région. Il est à noter que la ville de Man, à 570
kms d'Abidjan, est tenue par la rébellion des Forces Nouvelles et ce, depuis le déclenchement de la
crise ivoirienne en 2002. Près de cinq (5) stations de radiodiffusion y cohabitent.

Des présentations de la conférence panafricaine organisée par l‟Association Mondiale des
Radiodiffuseurs Communautaires (AMARC ou World Association of Community Radio Broadcasters)
qui s‟est déroulé en avril 2009 à Abidjan, en Côte d‟Ivoire sont maintenant disponibles en ligne.
Des fichiers audio, des documents pdf et des documents word peuvent être téléchargés.
Le thème de la conférence était: « Augmenter l‟impact social de la radio communautaire dans la
réduction de la pauvreté, la bonne gouvernance et l‟adaptation au changement climatique. »
Les participants ont examiné le développement de la radio communautaire en Afrique et élaboré
des stratégies sur des actions à prendre pour l‟avenir. Les radiodiffuseurs, y compris des
représentants du Katanga en République démocratique du Congo, de FADECO en Tanzanie, et
Nanto FM au Bénin, ont partagés leurs idées et leurs expériences. Les présentations ont également
inclut des discussions sur l‟impact social des stations de radio au Ghana et l‟importance de la radio
en Éthiopie, en Ouganda et en Sierra Leone.

Afrique: Prix du jeune journaliste africain pour l’environnement: clôture

L‟Organisation des Nations Unies pour l‟environnement a lancé un nouveau concours, le Prix du
jeune journaliste africain pour l‟environnement. Le prix sera décerné à un jeune journaliste qui a
défié la pensée actuelle, fourni de nouvelles informations ou une meilleure compréhension publique
de l‟environnement en Afrique en 2010. Les sujets pourraient inclure le développement local, la
pollution ou le changement climatique.
Les candidats doivent être âgés entre 25 et 35 ans et travaillés pour une organisation de presse
africaine. Les journalistes indépendants peuvent également poser leur candidature. Les journalistes
de la presse écrite, audiovisuelle ou numérique sont admissibles. Le lauréat gagnera un voyage
aux États-Unis et visitera un certain nombre de projets «verts». Il ou elle rencontrera également
des personnalités dans le domaine de l‟environnement.
La date limite d‟inscription est le 31 décembre. La cérémonie de remise de prix aura lieu à Nairobi
du 21 au 25 février 2011.

RDC: Réunion d’échange de la RNW et ses radios partenaires de la RD
Congo

Le 14 et 15 Décembre 2010 à l‟Hôtel Invest de Presse se tient une réunion d‟échanges entre des
représentants de Radio Nederland (RNW) et ses radios partenaires de la RDC. Une trentaine de
participants y prennent part. Les 11 provinces de la RD Congo sont représentées par les directeurs
des radios partenaires et autres partenaires des autres types de médias.
Tout tourne autour du nouveau partenariat avec RNW sur la diffusion des magazines dont
«Rencontres et profils», «L‟Afrique en action», «Exclusivement féminin».
Les intervenants de RNW sont constitués d‟une équipe de cinq représentants de RNW dont Paul
Ndiaye, le responsable Desk Afrique de cette radio. L‟organisation de cette rencontre est assurée
par le bureau de la Fédération des Radios de Proximité du Congo (FRPC).

Madagascar: Site de la semaine - La webradio de la diaspora
Pour ne pas être coupé de la Grande île, en matière de musique, il fallait cette radio sur le Net. Elle
permet aussi aux internautes de se « côtoyer ». Un lien unissant la diaspora malgache. Mise en
ligne depuis novembre 2004, Dago Radio Sound a fait son entrée dans le monde des webradios,
dans une volonté de réunir la grande famille que forment les Malgaches autour de la musique.
Avec l'aide d'une équipe dotée de diverses compétences, cette webradio basée en France diffuse du
rêve malgache, en musique, à travers la Toile mondiale.
Elle est dédiée en particulier à des internautes et des auditeurs malgaches. Elle ne s'adresse pas
seulement à la diaspora.
À défaut d'émettre par ondes hertziennes, le concepteur de Dago radio sound (DRS) a trouvé l'idée
de développer la radio via Internet.
« Nous essayons de supprimer virtuellement les kilomètres qui nous séparent de Madagascar, à
travers un tour de l'Ãéle en chansons. Dans le respect de l'auditeur et pour l'amour de notre pays,
nous continuerons à maintenir un lien fort et précieux, lequel fait de nous des Malgaches »,
explique le concepteur du site.
Les évènements culturels ou sportifs des membres de la diaspora ne passent plus inaperçus.
Puisque à part le fait d'être une webradio, le site de DRS visible à l'adresse
www.dagoradiosound.info est aussi riche en photos événements et interviews.

RDC/Grands Lacs: La radio Virunga Business, un média des Grands Lacs

L'émission "L'Atelier des médias" (RFI) donne la parole cette semaine à la Radio VBR-fm par la voix
de son directeur général Thomas Kubuya. Arrivée il y a peu dans la communauté de l'Atelier des
médias, cette radio de la région des Grands Lacs (Goma RDC) et son équipe sont très actifs et
échangent beaucoup avec les autres membres.

africain, la récompense la plus prestigieuse et la plus respectée. Son objectif vise à renforcer
l'importance du rôle des journalistes dans le développement de l‟Afrique et à distinguer des talents
journalistiques dans de nombreux domaines. Ce formulaire de candidature est destiné aux
journalistes qui soumettent un travail en langue française.
Les candidats devront impérativement être ressortissants d‟un pays africain et travailler sur le
continent pour des entreprises de presse africaines ou des sociétés de presse dont le siège social
est situé en Afrique. Leur travail devra avoir été publié dans la presse écrite ou avoir été diffusé sur
un média électronique accessible à la population africaine et s'adressant principalement à celle-ci.

Afrique/Kenya: Une radio promeut une initiative sur le SIDA destinée à
de jeunes journalistes

Radio Netherlands Worldwide (RNW), radio « globale », vient de lancer à Nairobi un nouveau
concours par Internet visant à créer une majeure prise de conscience de l‟impact que le SIDA a sur
les enfants contaminés et touchés par la maladie au Kenya et dans le monde en général. Dans le
pays africain, le nombre des enfants de moins de 14 ans contaminés par le virus du SIDA est
estimé à près de 180.000. L‟idée de créer un site Internet gratuit (blog) parlant des enfants
orphelins du SIDA ou séropositifs est née à la mi-novembre. « I CARE: my blog, their voice » est
ouvert aux journalistes et opérateurs sociaux dans le but de sensibiliser toujours davantage les
jeunes. Le site sera riche d‟histoires personnelles et professionnelles, de photographies, de vidéos
et, au terme du concours, les cinq meilleurs participants (bloggers) seront récompensés. RNW a
créé sa rédaction en Afrique en 2009 et dispose d‟un réseau de quelques 25 jeunes journalistes
freelance dans 20 pays d‟Afrique.

Côte d'Ivoire:Les programmes de la 105.1 FM interrompus

Le CNCA (Conseil National de la Communication Audiovisuelle)a mis fin aux activités de la radio du
RHDP, quelques heures après son apparition sur la bande FM. Elle a été qualifiée de radio pirate,
dans un communiqué de l'instance de régulation.
