THE RHODES SCHOLARSHIP 2010 CANADA Memorandum for Candidates (This Memorandum cancels all those issued for previous years) 1. GENERAL REGULATIONS: A Rhodes Scholarship is tenable at the University of Oxford. Election to the Scholarship is normally for two years but the Scholarship may be held for one year only, depending upon the degree programme pursued by the Scholar. The full benefit of the Scholarship will best be realized by those staying for at least a two­year tenure. A Scholarship may be renewed, at the complete discretion of the Trustees, for a third and final year for those who were initially admitted to Oxford to pursue a doctoral degree. The tenure of a Rhodes Scholarship is dependent upon the maintenance by the Scholar of a standard of work and conduct which, in the opinion of the Trustees, justifies the Scholarship. The tenure of other awards in conjunction with a Rhodes Scholarship is not permitted without prior consultation with the Secretary of the Trust in Oxford. Scholarships for 2010 are allotted in Canada as follows: Three Scholarships to − The Western Region (Manitoba, Saskatchewan and Alberta) Two Scholarships each to − Ontario, Quebec and the Maritime Region (New Brunswick, Nova Scotia and Prince Edward Island) One Scholarship each to − British Columbia and Newfoundland After the successful candidate’s election to a Scholarship, the application portfolio is submitted to the University of Oxford’s online application system. Since the residential colleges and academic departments determine their own admissions, there is no guarantee of a place and the award of the Scholarship is not confirmed by the Rhodes Trustees until the Scholar­elect has been accepted by both the University and a College. The stipend of a Rhodes Scholarship consists of a direct payment to the University and the Scholar’s College of approved fees (such as matriculation, tuition, laboratory fees and certain other set charges), plus a maintenance allowance, which is paid directly to the Scholar at a rate of not less than £958 per month to cover board, lodging and other expenses. The sum provided should be sufficient to enable a Scholar to meet the necessary expenses for term­time and vacations, but those who can afford to supplement it to a 1 August 2009 modest extent from their own resources are advised to do so. Reasonable travel expenses to and from Oxford at the beginning and end of the Scholarship will be paid by the Trust. Married candidates should bear in mind that the Scholarship stipend is sufficient only for one person, and that the Trust takes no financial responsibility for the support of a Scholar’s spouse. 2. CONDITIONS OF ELIGIBILITY: A candidate must (1) be a Canadian citizen or a person domiciled in Canada; (2) have been born between October 2, 1985 and October 1, 1991; (3) except for medical students, have received an undergraduate degree before taking up the Scholarship. Candidates may compete in a province or region prescribed under either (a) or (b) below: (a) The province in which they are ordinarily resident. If a candidate is ordinarily resident in Nunavut, the Yukon or Northwest Territories, application may be made in a province under (b) or, if there is no such province, in the Western Region (Manitoba, Saskatchewan and Alberta). If ordinarily resident in New Brunswick, Nova Scotia or Prince Edward Island, application may be made in a province under (b) or, alternatively, in the Maritime Region. (b) Any province in which they have attended a university, provided that if a candidate is ordinarily resident outside Newfoundland, an application may not be made in that province. Summer courses do not qualify as attendance at a university. If a candidate is in doubt about the appropriate province or region in which to apply, the General Secretary should be contacted and will decide on the basis of available evidence. All students wishing to read for a graduate degree in medicine should contact the Registrar at Rhodes House as the system of medical training in the UK is markedly different than in Canada. A student would not be able to complete the equivalent of North American medical school while on a Rhodes Scholarship. Students who plan to do clinical medical research will normally be advised to complete internship before arrival in Oxford since without it the British General Medical Council will not grant registration. 3. BASIS OF SELECTION: In considering the applications, Selection Committees will have regard to those qualities which Rhodes expressly listed in order to define the type of Scholar he desired. Proven intellectual and academic attainment of a high standard is the first quality required of applicants, but they will also be required to show integrity of character, sympathy for and protection of the weak, the ability to lead and the energy to use their talents to the full. Mr. Rhodes believed that the last of these qualities was best tested through participation and success in sports. Sporting prowess, however, is not essential if applicants demonstrate in other ways the physical vigour which will enable a Rhodes Scholar to make an effective contribution. Mr. Rhodes clearly expected this in expressing the hope that a Rhodes Scholar would come to ‘esteem the performance of public duties as his highest aim’.
2 August 2009 Candidates should ensure that at least four of the six reference letters required in the application comment upon the applicant’s academic preparation and scholastic achievements. The Rhodes Trust and the University of Oxford require that selection for a Scholarship and for admission to the University be made without regard to race, religion, colour, ethnic origin, sexual orientation, marital status, social background or disability. Financial need gives no special claim to a Rhodes Scholarship. In the absence of a sufficiently qualified candidate, a Selection Committee will make no nomination. 4. METHOD OF APPLICATION: Application must be filed online through the website for the Rhodes Trust in Oxford (http://www.rhodeshouse.ox.ac.uk/) and be complete not later than October 16, 2009. Earlier application is requested. Information on the Rhodes Scholarships in Canada will be available from the end of June at: www.canadianrhodes.org. All candidates currently attending a Canadian University must participate in their institution’s screening process and earn the endorsement of their University President. Please contact the fellowship advisor on campus for details on this process, which occurs in advance of the Scholarship’s mid­October deadline. The online application process for the Rhodes Scholarship requires an authorisation code, available through the Fellowships and Awards Office at Canadian universities. All candidates currently attending a University outside Canada should contact the Secretary of the Selection Committee for the province or region in which they wish to compete for details about how to secure authorisation to file an online application. Contact details for Regional Secretaries are listed on the last page of this Memorandum. As part of their application, all candidates must submit a letter from the President of their University stating that they are approved as a suitable candidate for the Scholarship. 5. METHOD OF SELECTION: Application must be directed toward the province or region in which the candidate wishes to compete. Selection Committees are responsible for deciding whether candidates comply with the conditions of eligibility for a Scholarship and for making nominations for the award. A preliminary selection is made on the basis of credentials assessed in the written application. Selection Committees will then summon to a personal interview such of the applicants as they find it desirable to meet and no Scholar will be selected without such an interview. Interviews will be held across Canada in late November. The full application materials of the successful candidates will then enter the University of Oxford’s online application system. All candidates are responsible for paying their own expenses for travel to attend interviews. 6. COURSES OPEN TO RHODES SCHOLARS: A Rhodes Scholar may read for any higher degree of the University such as the M.Sc., M.St., M.Litt., B.C.L., B.Phil., M.Phil., D.Phil., or may read for a second B.A. Admission is the responsibility of both the relevant department or faculty, and a college. Election to a Rhodes Scholarship does not guarantee automatic admission to any particular course or college. The basic tenure of the Scholarship is two years, subject always, and at all times, to satisfactory academic
3 August 2009 performance and personal conduct. Nonetheless, Scholars may leave at the end of one year. At the discretion of the Trustees, the Scholarship may be extended for a third year in the circumstances listed below. Scholars may enter for: § A one­year taught Master’s degree, followed by another in their second year subject to a satisfactory outcome to the first year; Scholars who take two one­year Master’s degrees are not eligible for a third year of funding; § A two­year M.Phil. (or B.Phil.); subject to Department/Faculty agreement on the basis of performance in the M.Phil., a third year of funding may be given to convert the M.Phil. into a D.Phil.; § A two­year M.Sc. by research; Scholars who take a two­year M.Sc. by research are not eligible for a third year of funding; § A D.Phil. either by the route of the preliminary M.St. or as a PRS; the third year of funding at the discretion of the Trustees will be dependent upon satisfactory reports from supervisors; § Many one­year M.Sc. degrees are in fact routes into doctoral work, and moreover Scholars sometimes discover the desire to do a D.Phil. in that field when working on the M.Sc. Scholars may take such a route* and receive a third year of funding (under the usual conditions) if they agree this with the Warden before the end of their first year. In the case of both M.Phil. and M.Sc. conversions to D.Phil., it is necessary for the doctoral thesis to be clearly an outgrowth of work done in the Master’s course, since beginning a wholly new topic inescapably leads to unfunded overruns; § A B.A. with Senior Status (two years). Scholars who do a B.A. with Senior Status are not eligible for a third year of funding; § The MFE and the MBA are only tenable in the second year of the tenure of the Scholarship. *Please note that the Master’s route to the D.Phil. is not open to Scholars within the Medical, Mathematical, Physical and Life Sciences. Scholars in these fields must enter directly to the D.Phil. 7. INFORMATION ABOUT OXFORD: Candidates are encouraged to examine the academic system at the University of Oxford carefully in order to determine their plan of study. Detailed information about courses and academic departments is available online at www.ox.ac.uk, as are the University’s Undergraduate Prospectus and Graduate Studies Prospectus. Candidates who have particular questions about Oxford and the Scholarships may contact the Secretaries of Selection Committees who will attempt to put them in touch with former Rhodes Scholars with knowledge and experience in specific areas. 8. PROCEDURE AFTER SELECTION: On receiving notice of election, the Scholars­elect will need to make application immediately to the University of Oxford via the Rhodes online graduate application form. Full instructions will be provided on election.
4 August 2009 Candidates are expected to familiarise themselves at an early stage with the specific requirements for their proposed course of study. For example, most economics degrees require the GRE or GMAT, and degrees within the Humanities and Social Sciences (B.A. or advanced) usually require two samples of written work. Applicants should have this material in their possession at the time of the interview. Reference should also be made to the Graduate Studies Prospectus which outlines admission procedures. Please study carefully and in detail the requirements for your course of study. The first instalment of the Scholarship will be paid at the beginning of the Scholar’s first term at Oxford. No request for earlier payment will be considered. All Scholars are required to come into residence at Oxford in October, 2010. 5 August 2009 THE RHODES SCHOLARSHIPS 2010 HOW TO APPLY Applications for the Scholarships must be filed online through the website for the Rhodes Trust: http://www.rhodeshouse.ox.ac.uk The deadline for receipt of completed applications is October 16, 2009. Late submissions will not be considered. Detailed Notes of Guidance for completing the application will be provided when you log in to the online application. As part of the on­line application process, applicants should be prepared to provide personal contact details and all of the following information: 1. A photocopy of an official birth certificate and where needed, an English translation. In the case of candidates born outside of Canada, evidence of being domiciled in Canada will be required. (Successful candidates will be required to produce their original certificate at the interview.) 2. A written Statement from the President or Acting President of your College or University endorsing your candidacy for the Scholarship. Some universities have screening procedures and applicants should enquire as to their existence and any applicable time limits. The President’s letter should be sent directly by the University to the Secretary of the Regional Selection Committee. Contact details are listed on the last page of this Memorandum. 3. An official transcript certified by the Registrar or other responsible official of your College or University of the courses of study you have taken together with the grades (showing, if possible, the number of students and your rank in each year of your course). 4. A factual list of principal activities and honours while in College or University (including scholarships, prizes, awards, offices held, athletic record and extra­curricular interests and activities) with dates. 5. A statement of your general interests and activities, your proposed course of study at Oxford and your present intentions as to your future career. This statement should not exceed 900 words in length. Selection committees will place special emphasis on it and it will be sent to Oxford Colleges to which successful candidates apply for admission. 6. References: The names and contact details of six referees who will provide information regarding the applicant’s qualifications. Professional or institutional affiliation, mailing address, email address, and telephone number must be included for all referees. At least three of these referees should be persons under whom the applicant has studied at University and at least four should comment upon the applicant’s academic preparation and scholastic achievements. Please see the instructions to referees later in this Memorandum. NOTE: Once a candidate has registered referee details in their online application, the Rhodes Trust will email referees to advise them how to submit their letters of appraisal online. Reference letters must be received no later than October 16, 2009. To prepare referees for the arrival of an email requesting a reference, candidates should print out and give their referees the instructions regarding letters of appraisal provided in this Memorandum as soon as possible.
6 August 2009 7. A digital or scanned photograph. This should be a head and shoulders colour photograph of good quality, and of sufficient resolution to be printed at postcard size. 8. Any candidate shortlisted for the interview stage in November will be required to submit a medical certificate on the form provided as an attachment to this Memorandum, duly signed by a physician. It is not expected that you will be able to speak from first hand knowledge of the candidate’s qualifications under all those heads. If you are primarily acquainted with the candidate through an academic relationship you are requested to concentrate particularly on intellectual quality and potential (bearing in mind that your reference will be used for admission procedures at Oxford University) although your assessment of the other qualities will be very welcome to the Committee. If, on the other hand, you are better acquainted with the candidate through non­academic interests, you are requested to concentrate on assessment of character in the knowledge that the Committee is looking for persons who show promise of outstanding achievement in later life. Please do not hesitate to speak of the candidate’s limitations as well as their qualities. A critical appraisal will add to, rather than detract from, the force of your letter, since Committees naturally tend to be dubious of recommendations which imply that a candidate has no limitations whatever.
8 August 2009 Student applications for the Scholarship, including submissions by referees, are due by Oct. 16, 2009. Your assistance will be especially valuable if your comments can be made available to the Committee by that date. The Selection Committee will begin preliminary evaluation of the credentials of applicants on or about October 19. All reference letters must be received by October 16, 2009. 11 August 2009 LES BOURSES RHODES POUR L'ANNÉE 2010 Mémorandum (Ce mémorandum remplace tous ceux des années précédentes) CANADA Dans le présent document, le recours au masculin pour désigner des personnes a pour but d’alléger le texte et renvoie sans discrimination aux individus des deux genres. 1. RÈGLES GÉNÉRALES: La bourse Rhodes est décernée pour poursuivre des études à l'université d'Oxford. La bourse est généralement accordée pour une durée de deux ans, mais elle peut être détenue pour une seule année selon le programme poursuivi par le boursier. Le bénéfice complet de la bourse sera mieux ressenti par ceux qui restent au moins durant deux ans. Une bourse peut être renouvelée pour une troisième et dernière année, à l'entière discrétion des fiduciaires, pour ceux initialement admis au programme doctoral à Oxford. La continuation de la bourse Rhodes est sujette au maintien par le boursier d'un standard de conduite et de travail académique qui, sur l'avis des fiduciaires, justifie la bourse. La bourse Rhodes ne peut être cumulée avec une autre bourse sans l'accord préalable du secrétaire de la fondation à Oxford. La répartition des bourses au Canada pour l'année 2010 se fait comme suit: ­trois bourses pour la région de l'Ouest (Manitoba, Saskatchewan et Alberta) ­deux bourses pour chacune des provinces de l'Ontario et du Québec, ainsi que deux bourses pour la région de l'Atlantique (Nouveau­Brunswick, Nouvelle­Écosse et Île­du­ Prince­Édouard). ­une bourse pour chacune des provinces de la Colombie­Britannique et de Terre­Neuve­et­ Labrador. 12 August 2009 La pension de la bourse Rhodes est composée d'un paiement direct des frais approuvés (tels que les frais d'inscription, de scolarité, de laboratoire et divers autres montants forfaitaires) à l'université et au collège du boursier, ainsi que d'une allocation mensuelle d'au moins £958 versée directement au boursier pour frais d'entretien, de logement et autres dépenses. Cette somme devrait suffire à couvrir les dépenses pour l'année universitaire et pour les vacances. Toutefois, il est recommandé à ceux qui le peuvent d'y ajouter un léger supplément. La fondation défraie les dépenses normales encourues pour effectuer le voyage aller­retour à Oxford au début et à la fin de la bourse. Les candidats mariés doivent être avisés que l'allocation versée aux boursiers n'est suffisante que pour une personne, et que la fondation n'assume aucune responsabilité financière pour le conjoint d'un boursier. 2. CONDITIONS D'ADMISSIBILITÉ : Un candidat doit: (1) être citoyen canadien, ou domicilié au Canada; (2) être né entre le 2 octobre 1985 et le 1er octobre 1991; (3) sauf s'il est étudiant en médecine, avoir terminé un diplôme universitaire de premier cycle avant d'entreprendre ses études à Oxford. Un candidat peut poser sa candidature dans une province ou une région où il est admissible conformément aux paragraphes (a) et (b) ci­dessous: (a) La province où il réside habituellement. Le candidat qui réside au Nunavut, Yukon ou dans les Territoires du Nord­Ouest peut poser sa candidature dans une province où il est admissible en vertu du paragraphe (b), ou à défaut d'une telle province, au Manitoba, en Saskatchewan ou en Alberta. Le résident du Nouveau­Brunswick, de la Nouvelle­Écosse ou de l'Île­du­Prince­Édouard peut poser sa candidature soit dans une province où il est admissible en vertu du paragraphe (b), soit dans la région de l'Atlantique. (b) Toute province où la personne a fait des études universitaires, exception faite de Terre­ Neuve­et­Labrador où une candidature ne peut être soumise si la personne réside habituellement l’extérieur de cette province. On ne peut satisfaire à cette condition en n’ayant suivi que des cours d’été. Lorsqu'une personne désire être fixée sur la province où elle peut se porter candidate, elle doit communiquer avec le secrétaire général (voir à la page 6) qui tranche la question selon les renseignements dont il dispose. Tous les étudiants désireux d'effectuer des études graduées en médecine devraient contacter le registrariat de la maison Rhodes car le système de formation médicale du Royaume­Uni est très différent de celui au Canada. Un étudiant ne peut pas compléter l'équivalent nord­américain d'une école de médecine dans le cadre d'une bourse Rhodes. Les étudiants qui comptent faire une recherche clinique devront normalement compléter leur internat avant de se rendre à Oxford, à défaut de quoi le British General Medical Council refusera de les accréditer. 3. CRITÈRES DE SÉLECTION:
13 August 2009 Au moment de l'étude du dossier d'un candidat, les comités de sélection tiennent compte des qualités dont doivent faire montre tous les boursiers selon les volontés de Cecil Rhodes. Il importe avant tout qu'un candidat ait manifestement un talent marqué pour les études et des aptitudes intellectuelles de niveau élevé. L'intégrité, l'altruisme, le sens du devoir envers les plus vulnérables et les qualités de meneur sont autant d'attributs nécessaires, de même que l'énergie pour mettre pleinement à profit ses talents. M. Rhodes estimait que l'attrait pour le sport et le succès qu'on y obtient constituent la meilleure preuve du dernier trait de caractère énoncé ci­dessus. Cependant, la prouesse sportive n'est pas essentielle: un candidat peut démontrer par d'autres moyens qu'il est doté de la vigueur physique qui permet aux boursiers Rhodes d'apporter une contribution réelle. M. Rhodes accordait une importance particulière à ce point; il avait émis le voeu que tout boursier Rhodes en vienne à « placer le devoir civique au rang de but premier ». Le candidat doit s'assurer que quatre des six lettres de recommandation au soutien de sa demande traitent de la formation universitaire qu'il a reçue et de ses succès dans ses études. La fondation Rhodes et l'université d'Oxford exigent que la sélection pour une bourse et pour l'admission universitaire se fasse sans égard à la race, la religion, la couleur, l’origine ethnique, l’orientation sexuelle, le statut civil, le contexte social ou au handicap. La situation financière d'un candidat n'est pas un critère de sélection. Dans l'éventualité où aucun candidat de mérite suffisant ne se présente, le comité de sélection ne fera aucune nomination. 4. DÉPÔTS DES CANDIDATURES: Toute candidature doit être soumise par l’intermédiaire du site internet de la fondation Rhodes à Oxford (http://www.rhodeshouse.ox.ac.uk/) et doit être complétée au plus tard le 16 octobre 2009. Il est recommandé de soumettre sa candidature le plus tôt possible. Le processus de soumission des candidatures en ligne pour la bourse Rhodes nécessite un code d'autorisation qui est obtenu par l'entremise du bureau d’aide financière dans les universités canadiennes. Tous les candidats qui fréquentent présentement une université à l'extérieur du Canada doivent contacter le secrétaire du comité de sélection pour la province ou la région dans laquelle il souhaite soumettre sa candidature afin d'obtenir l'autorisation de le faire en ligne. Les coordonnées des secrétaires régionaux se trouvent à la dernière page de ce mémorandum. Comme partie intégrante de leur application, les candidats doivent soumettre une lettre du recteur de leur université qui certifie que sa candidature a été approuvée.
14 August 2009 5. MÉTHODE DE SÉLECTION: La candidature doit être acheminée vers la province ou la région dans laquelle un candidat souhaite concourir. Les comités de sélection décident si les conditions d'admissibilité sont remplies et font les nominations pour la bourse. Une sélection préliminaire est effectuée lors de l'étude des dossiers des candidats. Les comités de sélection convoquent ensuite les candidats avec lesquels ils désirent avoir une entrevue. Aucun boursier n'est nominé sans avoir d'abord été rencontré en entrevue. Les entrevues pour toutes les régions et provinces se tiennent à la fin du mois de novembre. Les dossiers des nominés sont ensuite acheminés au système d'admission en ligne de l'université d'Oxford. Tous les candidats sont responsables pour les frais de voyage encourus pour participer à l'entrevue. 6. COURS OFFERTS AUX BOURSIERS RHODES: Un boursier Rhodes peut s'inscrire dans un programme de deuxième cycle, soit le M.Sc., M.St., M.Litt., B.C.L., B.Phil., M.Phil., D.Phil. ou pour un deuxième B.A. L'admission à un programme relève de la responsabilité de la faculté ou du département concerné et d'un collège. L'élection à la bourse Rhodes ne garantit pas automatiquement l'admission à un programme ou à un collège particulier. La durée normale d'une bourse est de deux ans. Celle­ci est sujette en tout temps au maintien par le boursier d'un rendement scolaire et d'une conduite personnelle satisfaisante. Cela dit, les boursiers peuvent quitter à la fin de la première année. À la discrétion des fiduciaires, la bourse peut être prolongée pour une troisième année dans les circonstances décrites ci­dessous. Les boursiers peuvent s'inscrire à: § Un diplôme de maîtrise sans mémoire d'un an, suivi d'un deuxième diplôme de maîtrise sans mémoire à la deuxième année, pourvu que le premier diplôme ait été obtenu avec des résultats satisfaisants; les boursiers qui choisissent de faire deux maîtrises d'un an ne sont pas éligibles pour une troisième année de bourse; § Un M.Phil. (or B.Phil.) sur deux ans; sous réserve d'une entente avec le département ou la faculté en fonction du rendement du boursier au M.Phil., une troisième année de bourse peut être octroyée afin de convertir le M.Phil. en D.Phil.; § Un M.Sc. en recherche; les boursiers qui s'inscrivent à ce programme ne sont pas éligibles à une troisième année de bourse; § Un D.Phil., soit à partir du M.St. ou du statut préalable de PRS; la troisième année de bourse sera accordée à l'entière discrétion des fiduciaires, selon le degré de satisfaction des rapports des superviseurs; § Plusieurs programmes de M.Sc. d’une durée d’un an sont en fait des voies vers le doctorat. Qui plus est, les boursiers découvrent parfois l'envie de faire un D.Phil. lors de leur travaux au M.Sc. Les boursiers peuvent emprunter cette voie et recevoir une troisième année de bourse (les mêmes conditions qu'à l'article précédent s'appliquent), pourvu qu'ils s'entendent sur ce sujet avec le secrétaire de la fondation avant la fin de leur première année. Dans le cas d'une conversion d'un M.Sc. ou d'un M.Phil. en D.Phil, la thèse de doctorat doit clairement être une continuation du sujet entamé à la maîtrise, puisque commencer un nouveau sujet mènerait invariablement à des années d'études sans
15 August 2009 financement; § Un B.A. avec statut de senior (deux ans). Les boursiers qui choisissent de faire un B.A. avec statut de senior ne sont pas éligibles à recevoir une troisième année de bourse; § Le MFE et le MBA ne peuvent être complétés qu’au cours d’une deuxième année de bourse. *Veuillez noter que la conversion d'une maîtrise en D.Phil. n'est pas permise pour les boursiers qui étudient les sciences de la vie, les sciences médicales, les sciences mathématiques ou les sciences physiques. Les boursiers dans ces domaines doivent s'inscrire au D.Phil. directement. 7. RENSEIGNEMENTS SUR OXFORD: Il est souhaitable que les candidats se renseignent soigneusement sur le fonctionnement de l'université d'Oxford afin de se fixer sur les études qu'ils souhaitent y faire. Des renseignements sur le sujet sont disponibles en ligne au www.ox.ac.uk, ainsi que dans les Undergraduate Prospectus et Graduate Studies Prospectus publiés par l'université. Pour des questions précises à propos d'Oxford et des bourses Rhodes, les candidats sont priés de contacter les secrétaires de leur comité de sélection, qui tenteront de les mettre en contact avec des boursiers actuels et passés en mesure d'y répondre. 8. FORMALITÉS POSTÉRIEURES À L'OBTENTION DE LA BOURSE: Dès qu'il est avisé de la décision du comité, le candidat nominé doit immédiatement soumettre sa candidature à l'université d'Oxford via le formulaire de candidature gradué en ligne pour boursiers Rhodes. Des directives plus précises seront communiquées aux candidats nominés. Les candidats doivent se renseigner d'avance sur les exigences particulières pour les études qu'ils souhaitent effectuer. Par exemple, l'admission dans la plupart des programmes en économie nécessite d’avoir passé un examen pour le GRE ou le GMAT, et l'admission aux programmes des sciences humaines et sociales (B.A. ou gradués) requiert deux copies de dissertations dont il est l'auteur. Les documents relatifs à ces exigences d’admission particulières devraient être prêts au moment des entrevues. Veuillez vous référer au Graduate Studies Prospectus afin de vous renseigner sur les procédures d'admissions et les exigences de votre programme d'étude. Le premier versement de la bourse est effectué au début du premier trimestre à Oxford. Aucun versement ne sera effectué plus tôt. Les boursiers sont tenus de se présenter à Oxford en octobre 2010. 16 August 2009 LES BOURSES RHODES Candidature pour l'année 2010 DIRECTIVES POUR LA DEMANDE DE CANDIDATURE Les dépôts des candidatures pour les bourses doivent être effectués en ligne sur le site de la fondation Rhodes: http://www.rhodeshouse.ox.ac.uk La date limite d'acceptation des candidatures est le 16 octobre 2009. Les candidatures reçues après cette date seront refusées. Lors du dépôt d'une candidature, les coordonnées personnelles, ainsi que les documents et les informations suivantes seront exigés: 1. Une photocopie d'un certificat de naissance officiel et, si nécessaire, une traduction en anglais. Pour les candidats nés à l'extérieur du Canada, une preuve de domiciliation au Canada. (Les candidats nominés devront produire des originaux à l'entrevue.) 2. Une déclaration écrite par le président ou recteur de votre collège ou de votre université, ou son suppléant, attestant qu'il approuve votre candidature pour la bourse. Certaines universités ont des procédures de présélection; les candidats devraient se renseigner à ce sujet. La déclaration devrait être envoyée directement au secrétaire du comité régional par l'université. Les coordonnées de ces derniers se retrouvent à la dernière page de ce document. 3. Une attestation certifiée conforme par le registraire ou un responsable de votre université ou collège des cours que vous avez suivis, ainsi que des notes que vous avez obtenues et, si possible, du nombre d'étudiants et de votre rang parmi eux, pour chaque année d'études. 4. Un état énumératif de vos activités et distinctions à l'université ou au collège, y compris les bourses et prix remportés, les postes occupés, les succès sportifs et les activités para­universitaires, le tout avec les dates pertinentes. 5. Une déclaration écrite donnant un aperçu général de vos activités et intérêts, du programme que vous proposez de suivre à Oxford et du genre de travail auquel vous aspirez après avoir terminé vos études. (Ne pas dépasser 900 mots. Une attention particulière sera portée à cet exposé par le comité de sélection et il sera transmis au collège d'Oxford auquel le candidat nominé demandera admission.) 6. Recommandations: Les noms et coordonnées de six personnes qui pourront fournir des informations concernant les qualifications du candidat. Les affiliations professionnelles ou institutionnelles, coordonnées, adresses courriel et numéros de téléphone de toutes ces personnes doivent être fournis. Au moins trois de ces personnes devront avoir enseigné au candidat à l'université et au moins quatre de ces personnes devront fournir des renseignements sur les qualifications universitaires du candidat. Veuillez vous référer aux instructions concernant les lettres de recommandation ci­dessous. NOTE: Une fois que le candidat aura enregistré les coordonnées de ces personnes, la fondation Rhodes les contactera pour les aviser des procédures à suivre pour soumettre leur lettre de recommandation en ligne. Les lettres de recommandation doivent être reçues au plus tard le 30 octobre 2009. Nous vous demandons de bien vouloir nous faire parvenir ces lettres dès que possible. Le comité de sélection vous sera grandement reconnaissant de lui fournir une évaluation sincère et impartiale du candidat. Il importe avant tout qu'un candidat ait manifestement un talent marqué pour les études et des aptitudes intellectuelles de niveau élevé. L'intégrité, l'altruisme, le sens du devoir envers les plus vulnérables et les qualités de meneur sont autant d'attributs nécessaires, de même que l'énergie pour mettre ses talents pleinement à profit. M. Rhodes estimait que l'attrait pour le sport et le succès qu'on y obtient constituent la meilleure preuve du dernier trait de caractère énoncé ci­dessus. Cependant, la prouesse sportive n'est pas essentielle: un candidat peut démontrer par d'autres moyens qu'il est doté de la vigueur physique qui permet aux boursiers Rhodes d'apporter une contribution réelle. M. Rhodes accordait une importance particulière à ce point : il avait émis le voeu que tout boursier Rhodes en vienne à « placer le devoir civique au rang de but premier ». On ne s'attend pas à ce que vous puissiez témoigner de toutes ces aptitudes et qualifications chez le candidat. Si votre connaissance du candidat est liée à son rendement universitaire, vous pouvez faire état de tout ce qui vous semble pertinent, mais nous vous prions de vous concentrer sur son potentiel et ses aptitudes intellectuelles; votre lettre sera présentée à l’appui de la demande d'admission à l'université d'Oxford. Si par contre vous avez fréquenté le candidat dans un cadre autre que celui de ses études, veuillez rendre compte de ses traits de caractère. Il est utile de rappeler ici que le comité tient à décerner la bourse Rhodes à des jeunes gens d'avenir, capables de réalisations d'envergure lorsqu'ils auront atteint leur pleine maturité. N'hésitez pas à relever les faiblesses d'un candidat. Cela ne peut qu'ajouter du poids à une lettre de recommandation, car le comité a tendance à se montrer sceptique lorsqu'une lettre laisse entendre qu'un candidat n'a absolument aucun point faible. Les étudiants doivent soumettre leur candidature en ligne au plus tard le 16 octobre 2009. Le comité de sélection commencera vers le 19 octobre une évaluation préliminaire des candidatures.
