MESSAGE BY THE PRESIDENT OF THE
CONFEDERATION OF AFRICAN CYCLING
DR WAGIH AZZAM
It gives me much pleasure to offer the African Continent
a wonderful sports event gathering for our cycling family,
namely the CAC FORUM.
This “CAC Forum” is dedicated to discussing and examining the cycling activities and highlighting the means and
ways of promoting the levels of African national federations so that they can catch up with international standards. A look at affiliated federations would show that the
number of national federations has now risen to 48 compared to 16 in 2005. In fact, this number shows the CAC’s
eagerness to place African cycling on the world cycling
map, something that was manifested by the participation
of African Champions at the World Championships as well
as Team MTN Qhubeka’s participation for first time in the
Tour de France.
I am hopeful that we will get the maximum benefit possible out of this event over a full week especially that the
UCI delegation headed by President Mr. Brian Cookson
will take part in this event beside many other UCI personalities. I would like to seize the opportunity to welcome
the UCI President to Africa.
I have the pleasure to extend my deep thanks to the
South Africa Cycling Federation and Kwazulu - Natal Government for the perfect organization and support offered
to African Cycling. In addition, I would like to extend my
thanks and appreciation for the big efforts exerted by the
organizing team and namely Mr. Alec Lenferna, Mr. JeanPierre Van Zyl and Mr. Mike Bradley.
Il me donne autant de plaisir à offrir au continent africain un événement sportif merveilleux pour réunir notre
famille de cyclisme, c’est ((LE FORUM DE LA CAC)). Cet
événement “le Forum de CAC” est consacrée à examiner
et discuter les activités de cyclisme et à mettre en évidence les outils et moyens de promouvoir les niveaux de
fédérations nationales africaines afin qu’elles puissent atteindre les normes internationales. Un aperçu des fédérations affiliées démontre que le nombre des fédérations
nationales atteint maintenant 48 membres comparativement à 16 membres en 2005. En fait, ce nombre illustre le
vif désir de la Confédération Africaine de Cyclisme à placer
le cyclisme africain sur la carte du cyclisme mondial, ce
qui a été manifestée par la participation des champions
africain lors des Championnats Mondiaux ainsi la participation de l’équipe MTN lors du Tour de la France pour la
première fois.
Je ai plein espoir que nous obtiendrons le maximum de
profit possible de cet événement pendant une semaine
complète, surtout qu’une délégation de l’Union de Cyclisme Internationale, avec à la tête le Président de l’UCI
M. Brian Cookson, sera présent à cet événement ainsi que
d’autre figures de l’UCI. Je voudrais profiter de l’occasion
pour souhaiter la bienvenue en Afrique au Monsieur le
Président de l’UCI.
J’ai le plaisir d’adresser mes sincères remerciements à la
Fédération de Cyclisme d’Afrique du Sud ainsi le gouvernement de Kwazulu Natal pour l’organisation parfaite et
le soutien offert pour le Cyclisme Africain. En outre, je
tiens à exprimer mes remerciements et appréciation pour

KwaZulu-Natal Provincial Government takes this opportunity
to welcome all the delegates
attending the Confederation
of African Cycling (CAC) Forum which takes place in Pietermaritzburg, the Province’s
Capital City. We are honoured
to host this important gathering in our shores.
Since 2009, Pietermaritzburg
has been the designated UCI Bike City for the African
Continent and through the years there has been excellent
support from the KZN Government. Over the years the
capital city has become a preferred venue for a number of
international cycling events.
The fact that you have chosen Pietermaritzburg as a host
city is a vote of confidence in the province’s ability to host
major international events. We are always grateful to host
events of this nature because they enhance the profile
of KwaZulu-Natal as a destination for major international
events. They also showcase KwaZulu-Natal as a globally
competitive province with a world-class infrastructure.
Apart from boasting world-class conference and sport
infrastructure, KwaZulu-Natal has beautiful weather and
you will realise this in the next few days of this forum. We
only know two seasons in this province. It is summer and
forever summer. We have a world in one province. To the
North of Durban you will find the best of African Game
Reserves and immaculate beaches. To the West, lie the
majestic Drakensberg Mountains and temperate Midlands
while to the South there await superb golf courses, fishing
spots and miles of subtropical coastline.
Known as the Kingdom of the Zulu, KwaZulu-Natal is a
melting pot of African, European and Indian cultures. This
province boasts two World Heritage Sites, the Greater St
Lucia Wetland Park and the majestic Ukhahlamba-Drakensberg Park. KwaZulu-Natal also offers relics of the great
battles in South African history.
On behalf of the Government of KwaZulu-Natal and millions of its citizens, let me take this opportunity to wish
you a fruitful gathering.

cette occasion pour accueillir tous les délégués participant
au Forum de la Confédération Africaine de Cyclisme (CAC)
qui se déroule à Pietermaritzburg, la Ville Capitale de la
Province. C’est un honneur pour nous d’accueillir cet important rassemblement sur nos rives.
Depuis 2009, Pietermaritzburg est désignée en tant que
la ville du vélo de l’UCI du sur le continent africain et au
cours des années le Gouvernement du KzN a donné un
excellent support. Au fil des ans la Ville Capitale est devenue une destination de premier choix pour un nombre
d’évènements internationaux de cyclisme.
Le fait que vous ayez choisi Pietermaritzburg en tant que
Ville hôte est un vote de confiance dans la capacité de la
province à accueillir de grands évènements internationaux. Nous sommes toujours reconnaissants d’accueillir
de tels évènements car ils mettent en valeur le profil du
Kwazulu-Natal en tant que destination pour les principaux
évènements internationaux. Ces derniers présentent
aussi le Kwazulu-Natal comme une province compétitive
au niveau mondial avec une infrastructure de calibre international.
Mise à part se vanter de son infrastructure conférencière
et sportive de classe mondiale, le Kwazulu-Natal bénéficie d’un climat agréable et vous vous en rendrez compte
dès les premiers jours du forum. Nous n’avons que deux
saisons dans cette province. Celles-ci sont l’été et l’été
éternel . Dans une province nous parvenons à incorporer un monde entier. Au Nord de Durban vous trouverez
les plus belles Réserves de Grands Fauves mieux connu
sous le nom de ‘game parks’ et des plages immaculées.
À l’Ouest, les magnifiques et époustouflantes montagnes
du Drakensberg s’étendent accompagnées par les Midlands tempérés, alors qu’au Sud vous attendent des superbes terrains de golf, des sites de pêche exceptionnels
et des kilomètres de littoral subtropical. Connu comme le
Royaume des zoulous, le Kwazulu-Natal est un mélange
de cultures africaine, européenne et indienne. Cette province s’enorgueillit de ses deux sites classés au patrimoine
mondial, le prestigieux Parc de la zone humide de St Lucia
et le majestueux Parc d’Ukhahlamba- du Drakensberg. Le
Kwazulu-Natal offre également les reliques des grandes
batailles marquant l’histoire sud-africaine.

Since 2009, Pietermaritzburg has hosted various cycling events which have earned us the prestigious
title of being called the “Bike City” of Africa. This has
resulted in positive economic spin-offs to our City and
the tourism industry.
Thank you for choosing Pietermaritzburg once again
as your preferred sporting destination. I trust that
your stay here in the City of Choice will be as exciting
and enjoyable for you as it is for us.

I would like to bid a warm South African and African welcome to all the delegates and guests attending this inaugural Confederation of African Cycling
Forum. A special welcome to our UCI President Brian Cookson and members
of his management committee and senior staff, and to Dr. Azzam, our CAC
President and his management committee.
How fitting that CAC is presenting this inaugural Forum at a time when African
cycling is taking the world by storm. Our riders are doing us immensely proud
making inroads into world cycling with some outstanding performances. This
year’s Tour de France has been one of firsts for African cycling, with Team MTN
Qhubeka being the first South African registered team to participate, Eritrean
rider Daniel Teklehaimanot kicking off the event, being the first rider off in
stage one, and then going on to wear the polka dot Mountain category jersey.
Other great performances are evident in the other disciplines as well with our
own Ashleigh Moolman getting some good results on the Women’s Tour and
Greg Minnaar winning more UCI MTB Downhill World Cup titles and now holding the record as the rider with the most
MTB World Cup wins. Our Para Cyclists have also had good results on the World cup circuit.
So yes, African cycling is on the rise. However to sustain this upward trajectory we need well-functioning Federations
with strong leadership incorporating good corporate governance and sound financial controls with the emphasis being
on providing a world class service to our riders. The CAC Forum provides us all with an opportunity to share our knowledge and to inspire each other to pursue these world class standards.
I would like to commend our CAC President Dr. Azzam for the vision in staging this Forum. The Kwazulu–Natal Government through the department of Department of Sport & Recreation have been great supporters and funders of cycling
over the years and they are once again our key partners in presenting this very important event for cycling. I would
like to sincerely thank the KZN Department of Sport & Recreation and the City of Pietermaritzburg for their continued
support for our sport and we look forward to a continued long term mutually beneficial relationship with them. I thank
the UCI for all their input and support and also thank the organisers and volunteers for making the event a success.
I urge you all to participate actively in all the discussions and go away enriched and armed with tools to improve the
management of your respective Federations and commissions.
Between all the activity and meetings, take some time out to enjoy the hospitality of Pietermaritzburg, the City of
Choice. Pietermaritzburg has many tourist attractions and entertainment venues waiting to welcome you.

MESSAGE D’ACCUEIL DE PRESIDENT DU CYCLISME

Je tiens à vous souhaiter une chaleureuse bienvenue sud-africaine et africaine à tous les délégués et invités participant
à cette Confédération Inaugurale du Forum de Cyclisme Africain. Un bienvenu particulier à notre Président de l’UCIA
Brian Cookson et aux membres du Comité de Direction et aux cadres supérieurs, et à Dr. Azzam, notre Président du
CAC et son Comité de Direction.
Il est donc fort approprié que CAC présente ce Forum inaugural à un moment où le cyclisme africain fait fureur dans le
monde entier. Nos cyclistes nous rendent immensément fiers alors qu’ils font une percée significative dans le monde du
cyclisme avec des performances remarquables. Le Tour de France de cette année a été une première pour le cyclisme
africain, avec l’Équipe MTN Qhubeka étant la première équipe sud-africaine inscrite à participer, le cycliste érithréen
Daniel Teklehaimanot donnant le coup d’envoi à l’ évènement, étant le premier cycliste à passer la première étape, puis
à porter le maillot à pois du meilleur grimpeur. D’autres excellentes performances sont évidentes dans d’autres disciplines ainsi qu’avec notre propre Ashleigh Moolman atteignant des bons résultats sur le circuit féminin et Greg Minnaar
gagnant les titres de la Coupe du Monde en descente VTT de l’UCI et détenant à présent le record mondial du cycliste
le plus de victorieux de Coupe du Monde en descente VTT. Nos Paracyclistes ont également atteint des bons résultats
sur le circuit de la Coupe du Monde.
Il n’y a donc aucun doute, le cyclisme africain est en plein essor. Cependant pour maintenir cette trajectoire ascendante
des Fédérations efficaces sont nécessaires doté d’ un fort leadership incorporant une bonne gouvernance d’entreprise
et des contrôles financiers fiables mettant l’accent sur la provision de services de premier ordre destiné à nos cyclistes.
Le Forum CAC nous offre tous l’opportunité de partager nos connaissances et nous incite à poursuivre ces standards
internationales.
Je voudrais féliciter notre Président du CAC Dr. Azzam pour sa vision concernant la réalisation de ce Forum. Le Gouvernement du Kwazulu–Natal par l’intermédiaire du ministère du Sport et des Loisirs représente un grand supporteur et
bailleur du cyclisme au fil des années et ce derniers est de nouveau notre principal partenaire dans la réalisation de ce
majeur évènement destiné aux cyclistes. Je tiens à sincèrement remercier le Ministère du Sport et des loisirs du KZN
et la Ville de Pietermaritzburg pour leur soutien continu envers notre sport et nous souhaitons un partenariat continu
à long terme mutuellement bénéfique. Je remercie également l’UCI pour toutes ses contributions et son soutien, ainsi
que les organisateurs et les volontaires qui ont contribué au grand succès de cet évènement.
Je vous exhorte tous à participer activement à toutes les discussions et à en ressortir enrichi et doté d’outils vous permettant d’améliorer le mode de gestion de vos fédérations et commissions respectives.

Since 2009, a huge number of international cycling events and large national events have been
staged in and around Pietermaritzburg, and this trend will continue into the future. It is the objective
of Cycling South Africa to continue to stage events of excellence that reflect well on the continent as
a whole and allows all nations in Africa to be part of major events on their own continent.
To this end, Cycling South Africa will be staging the following events in 2016 and invite our African
friends from the rest of the continent to join us on the tip of Africa and to continue with the celebration of African Cycling.

The WORLD CYCLING CENTRE AFRICA hosts
several training camps during the
year which includes coaching and
mechanics courses as well as developmental training camps for African
National Federations throughout the
year during which participants undergo various performance tests, are
coached on racing tactics as well as
nutrition and hygiene to name a few
. All athlete, coaching and mechanic
programs are aimed at development.
and dedication may be sent to the
World Cycling Centre in Switzerland to
gain exposure on an international level and further their development.
The WORLD CYCLING CENTRE AFRICA is the
hub of the development of cycling
in Africa and goes to great lengths
to ensure that progress and growth is
seen on a world-wide scale. Many riders in Team MTN Qhubeka, the first African team to compete in the Tour de
France, had their humble beginnings
at the WORLD CYCLING CENTRE AFRICA.
Not only were Daniel Teklehaimenot
and Merhawi Kudus chosen as part
of the prestigious team that took part
in the historical event, but Daniel also
went on to win enough points in the
sixth stage of Le Tour to earn him and
his team the honour of wearing the
Polka dot jersey.
The camps are held in Potchefstroom,
which is situated in close proximity to
the North West University’s High Performance Institute, which offers state
of the art facilities and highly trained
personnel. Potchefstroom also has
world-class medical facilities. The participants are exposed to the local
South African racing scene, which
offers highly competitive racing and
valuable exposure.
