FOREWORD
To meet its Lisbon objectives of becoming the most competitive
knowledge-based economy, the European Union needs to focus on
its ability to innovate and compete. Small and Medium Enterprises
(SMEs) play a crucial role in European competitiveness and job
creation, not only because they represent the overwhelming majority
of enterprises in Europe, but also because they are the source of
dynamism and change in new markets.
This is particularly true for the market of the Global Navigation
Satellite Systems (GNSS) which represents untapped opportunities
for the development of new business opportunities. Being close to
end-users, SMEs are well positioned to incubate innovative
applications and technologies downstream the satellite capabilities,
instigating the creation of new market segments.
The European GNSS Supervisory Authority (GSA) understood the
need to encourage and stimulate proactively the participation of
SMEs in their programme and launched several calls with dedicated
action lines for stimulating innovation by SMEs.
However, finding appropriate partners is often a complex and
timeconsuming process for SMEs. Considering this, the GSA
decided to put at their disposal a "Directory of European SMEs
active in GNSS" likely to provide them with useful information.
With this directory, any SME (and more generally any company)
willing to cooperate with another SME will have the opportunity to
get a better understanding of the "SME landscape", to assess
partnership opportunities and to strengthen relationships with other
SMEs.
We hope that this directory will help you in your networking actions!

This directory has been produced by PEGASE, a support action funded by
the GSA under the 7th Framework Programme. Although the intention is to
present as many SME profiles as possible, this directory may not be
exhaustive.

medium-sized enterprises within the meaning of Recommendation
2003/361/EC in the version of 6 May 2003. The full definition and a guidance

INTRODUCTION
This directory contains 54 company profiles which reflect the
diversity and richness of the European Small and Medium-sized
Enterprises (SMEs) in the field of Global Navigation Satellite
Systems (GNSS).
Satellite navigation is part of the core business of a majority the
companies presented in this directory (72%). For these companies
three main families can be distinguished:
 GNSS Equipment Manufacturers: This family corresponds to the
companies which produce GNSS receivers or equipment for the
space and ground infrastructure (e.g. payloads, oscillators).
 GNSS-based
HW/SW Solution Developers: This family
corresponds to the companies which develop off-the-shelf or
customised GNSS-based solutions. Some of them also perform
testing or simulation activities.
 GNSS Study and Consultancy: This family corresponds to the
companies able to perform studies and consulting activities requiring
an in-depth knowledge of both technical and programmatic aspects
of GNSS. Some of them also perform testing or simulation activities.
Distribution of fields of expertise
For the other companies presented in this directory, the technologies
or solutions they propose (e.g. geographic information systems) or
the competences they have are potentially relevant to the
development of GNSS-based products or services. Although these
companies are not "GNSS specialists", they can play a key role in
the overall value chain.

The use of GNSS covers a large spectrum of applications. Within
this directory, a majority of SMEs (80%) are addressing specific
application domains. A smaller share of companies remains (20%)
whose activities are transverse and potentially cover all applications.
These latter companies include consultancy as well as companies
whose software or hardware products can be used for the
implementation of potentially any kind of applications.
For the companies which address specific application domains,
three main domains can be distinguished:
 Transport applications
 Professional and Scientific applications
 Location Based Services
A large majority of companies (87% in total) address either 'transport
applications' or 'professional and scientific applications' or both.
while a smaller number or companies address 'location based
services' (30%).
Among the companies addressing 'transport applications', road
transport, aviation and maritime transport are almost equally
represented (57%, 54% and 57% respectively) whereas rail
transport and multimodal transport have a more limited share (11%
and 18% respectively).

Galileo Speed Warning (GSW) – a project partially funded
under the 7th framework program to develop a rewards based
Intelligent Speed Adaptation (ISA) application.
OPTI-TRANS (Optimised Transport System for Mobile
Location Based Services) is a project to develop an optimised
mobile travel planner that combines both public and private
transport.
GNSS for Innovative Road Applications (GINA) project is a
2 year project investigating the potential of Galileo for road
pricing. Avego provides the infrastructure to collect and
analyse the data from the in-vehicle devices.

BeTomorrow is an innovative multimedia and new media
company which has developed a certain experience in GPS
tracking. Since its inception eight years ago, BeTomorrow
has focused its efforts to provide made-to-measure solutions
for TV, Web and mobile industry. The company is involved in

The company positions itself as a product supplier for the
target market of Satellite Compasses, and also operates as

essential navigation parameters (Heading, Speed, Course,
Position, later drift), with higher level of accuracy and

Helileo is a center of expertise specialized in the
development and validation of all GNSS applications which
require a high level of security integrity and reliability,
typically for professional, safety of life, search and rescue
and public regulated services.
HELILEO owns a large panoply of equipment, ranging from
simulators and ground based referential systems to testing
equipment which can be installed on-board vehicles and
plugged with any type of receivers to be tested. Particularly,
HELILEO makes use of the 35 EC120 helicopters fleet of the
French Army to test and validate, on real field conditions, the
performance of European GNSS equipment and applications
(GPS, EGNOS and GALILEO). Measurements can be
undertaken when the helicopters are used for pilots‟ training.
By doing so, measurement campaigns are made available at
a much lower price than if the full flight hour price was to be
paid.

Standardized systems and interfaces for small satellite
systems allow a different approach to satellite development.
Within the CubeSat concept these aspects have been
successfully applied in many areas and as a result a broad
range of CubeSat products is available off-the-shelf. ISIS
launched CubeSatShop.com in January 2009 to provide the
CubeSat developers community with an online platform
where developers can find detailed information on
commercially available systems and to have the opportunity
to purchase these systems directly.
Essential to the success of the concept of small space
mission is regular access to space. ISIS identified this need
during the early days of the company and decided to arrange
for regular flight opportunities to low Earth orbits for its own
satellites as well as third party spacecraft.

Slovenia
Logina is a highly technological company with experience in
the field of development, which has been around for 15
years. We have developed an interactive multimedia kiosk
which is also used in the National Health Insurance Card
Project, where people use the kiosks for validating the health
insurance card and the control centre uses an Internet
connection for controlling everything. We also make ticket
vending machines, which can issue different types of tickets:
paper, smart card or even bracelet tickets.
Logina progressed to making vehicle satellite tracking units
that used smart cards for transferring data on travelled
routes. This option was later upgraded, to using a GSM
connection for transferring data instead of a smart card.

The origins of Placr lie over a decade ago in 1999 when
Jonathan Raper and David Mountain were amongst the first
in the world to design and build location-based services
(LBS) on prototype hardware and early mobile data networks
in the giCentre at City University London. We founded Placr

USB GNSS token that will provides features like attestation
(proof of time and location), geo encryption and location
based access control.
