Users of Port-au-Prince and Cap-Haitien /
International aerodromes will be charged for
the services rendered by the ATC units of
above-mentioned aerodromes.
The charges will be collected by the
aerodrome authorities, in addition to the
landing fees. They will be considered as
terminal region fees.
The charges for the terminal region will be
assessed as the following.
The charge per flight will be calculated in accordance
with the following formula:

T= Unit rate expressed in US dollar 10.73
P Average maximum take off weight (MTOW) for each
type of aircraft in tons.
The unit rate, being 364,64 (HTG) has to be
converted to US Dollars. Taking into consideration the
current exchange rate, we have established for the
fiscal year 2003-2004 an estimated average
exchange rate of 42.00 Gdes (HTG) for US$1.00,
which brings the unit rate to US$8.68 per service unit.
Therefore the rate applicable for the years 2003-2004
and 2004-2005 will be US$8.68.
2.2.2 Weight factor
The terminal region charge, which was applicable in
the terminal region of the International Airport of Portau-prince and Cap-Haitien, has been reevaluated for
the fiscal years mentioned above.
In order to facilitate the calculation of charges, an average
maximum take off weight (MTOW) by aircraft type has been
caiculated from the weights published in the ICAO Manual on
Airport and Air Navigation Facility tariffs (Doc 7100).
Aircraft weight of 17600 Ibs (8000 Kg) or less:
Regarding the Unit rate, it is defined as being the ratio
between the estimated costs of an air navigation and the
estimated Service units for the year considered - It is
established as follows:

Aircraft weight of 17600 Ibs (8000 kg) or less will pay
an air navigation facility charge of US$ 50.00 US$
25.00 for landing and US$ 25.00 for take-off.
Aircraft weight of more than 17600 Ibs (8000kg)
landing into Toussaint Louverture Airport between
22:01 hand 5:59 h (local time) will pay an additional
charge of US$ 120.00.
Unit rate = Estimated costs of air navigation
Estimated Service units
The estimated costs of the installations and air naVigation
services for the fiscal year 2003-2004 has reached
168,380.00 Gdes (HTG) and the number of estimated service
units for the same period is about 462,000.
The unit rate is therefore established as follows:
Unit rate: 168.463,380 = 364,64

and 5:59 h (local time) will pay an additional charge of
US$ 60.00.

Le montant des redevances de la region

2.2.2 Facteur Masse
Dans le but de faciliter le calcul des charges, une
moyenne du poids maximum au decollage (MTOW) par
type d'avion a ete calculee cl partir des poids publies dans
le manuel de I'OACI sur les tarifs d'aeroport et de la facilite
de la Navigation Aerienne (Doe 7100) . Concernant le taux
unitaire, il est defini comme etant le ratio entre les coOts
estimes de !a Navigation .A.erienne et les unites de service
estimees pour i'annexe considere .

2. Services de navigation aerienne de route
2.1 Generalites
Dans le cas des aeronefs de transporteurs aeriens

region d'information de vol (FIR) d'HaHi, une
redevance sera payee pour chaque vol selon les
modalites precisees ci-apres:

3.1 Base de coOt des services de navigation
aerienne
La base de cout des services de navigation aerienne
peut-etre indiquee sur demande adressee cl
l'Administration de l'Aviation Civile (I'adresse figure en
GEN 1.1-6)
d) Les vols comportant un demi-tour pour saison
technique par exemple un decollage avec retour
force a I'aerodrome de depart par suite
d'anomalies

3.2 Exemptions et reductions
Les categories de vol suivantes peuvent etre
dispensees du paiement des redevances d'utilisation
des installations de navigation aerienne.
a) Les vols d'essais effectues
l'Administration de I'aviation civile;

la demande de
b) Les vols de verification technique effectues par un
aeronef de I'aviation commerciale, si aucune
remuneration n'est per~ue pour le transport des
passagers et des marchandises eventueliement cl

g) Les vols des aeronefs militaires etrangers et
des aeronefs servant exclusivement au transport
de representants d'etats etrangers ou de membres
du personnel de l'Organisation des Nations-Unies;
h) Les vols des aeronefs qui, appartiennent a des
Etats etrangers, sont affectes par ceux-ci aux
services de police et de douane ou a I'inspection
des aides de navigation.
c) Les vols de recherches et de sauvetage;

2. Route air navigation Services
2.1 Generality
For aircraft, flying en-route in accordance with the
instrument flight Rules (IFR) within HAITI Flight
Information Region (FIR), a charge shall be paid for
each flight in accordance with the · following
stipulations:
d) Technical return flights, i.e. take-off with forced
return to the aerodrome of departure due to
technical
disturbances,
adverse
weather
conditions, and the like;
e) Aircraft owned

f) Flights of military aircraft;

3.1 Cost basis for
Air Navigation Services
The cost basis for Air Navigation Services is available
on request from the Ministry of Transport, Civil Aviation
Administration (for address, see GEN 1.1 .6) .
g) Foreign military aircraft and aircraft used soleiy
for the transportation of the representatives of
foreign States or of United Nations personnel; and
h} Aircraft owned by foreign States assigned to
Police and Customs Authorities and navigation aid
inspection.
3.2 Exemptions and reductions
The following categories of flights shall be exempted
from payment of air navigation facility charges:
a) Test flights made at the request of the Civil Aviation
Administration;
b) Technical check flights made by aircraft engaged in
commercial aviation, with no remuneration being
received for passengers and goods, if such be on
board;
c) Flights made for search and rescue purposes;

. - Modalites de paiement
Le proprietaire et I'utilisateur d'un aeronef sont
conjointement et individuellement responsables du
paiement de la redevance. La perception de la
redevance sera effectuee mensuel/ement par
i'Administration de I'aviation civile qui enveira une
facture a cet effet aux utilisateurs reguliers des
aeroports internationaux de Port-au-Prince et du
Cap-HaItien. Le paiement de la redevance do it etre
effectue dans les 30 jours qui suivent la date de
facturation.
Quand aux autres utilisateurs, le mentant des
redevances d'approche et de navigation aerienne
sera peryu par l'Administration de l'Aeroport au profit
de celle de l'Office National de "Aviation Civile au
moment de I'utilisation de I'aerodrome.

4.
Methods of p~yment
The owner and user of an aircraft are jointly and
severally responsible for payment ef the charge.
Notification of the charge will be made monthly by the
Civil Aviation Administration by forwarding an invoice.
Payment is due 30 days after the date of the invoice.
