Funding to Ontario, 2004-2005
•
In 2004-2005, the Canada Council for the Arts provided grants worth $40.1 million to the arts in
Ontario.
•
Grant funding to Ontario has increased by 18% over the past five years, from $34 million in 2000-2001
to $40.1 million in 2004-2005.
•
In addition to grants, $2.9 million in payments was provided to 4,829 authors through the Public
Lending Right Program in 2004-20051. This brings the total amount of Canada Council funding to
Ontario to $43 million.
•
The Council awarded $6.1 million in grants to approximately 643 Ontario artists and $34 million to 622
Ontario arts organizations in 2004-2005
•
Grants were awarded to artists and arts organizations in Ontario in each artistic discipline – dance,
music, theatre, visual arts, media arts, interdisciplinary and performance art and writing and publishing.
In 2004-2005, the largest amount of funding went to music ($9.9 million). Theatre received the second
largest amount of funding ($6.9 million), followed by writing and publishing ($6.4 million).

Funding to artists and arts organizations in Toronto totaled $27.2 million in 2004-2005, comprising
67.6% of the total funding going to the province. Ottawa received $3.1 million in funding, representing
7.8% of total funding. 138 additional communities in Ontario received 24.5% of the province’s funding
for a total of $9.9 million.

182 Ontario artists and arts professionals served as peer assessors in 2004-2005, making up 25% of all
peer assessors. 91% of Ontarian assessors were Anglophone, and 9% of assessors were Francophone.
•
4,888 applications from Ontario artists and arts organizations were submitted to Council in 2004-2005,
representing 29.5% of the total number of applications received.
•
Ontario artists and arts organizations received 33% of Canada Council funding in
2004-2005. In comparison, the province makes up 38.8% of the Canadian population and 40.2% of
Canadian artists.2
•
“… Ontarians spent $9.4 billion on cultural goods and services in 2003, 41% of the Canadian total.
Cultural spending represents 3.1% of total consumer spending in the province. The $9.4 billion in
consumer spending on culture is over three times larger than the $2.8 billion spent on culture in Ontario
by all levels of government in 2002/03. At $802 per resident, Ontarians’ per capita cultural spending is
second only to Alberta among the provinces.”3
The Public Lending Right Program provides payments to authors whose books are held in selected Canadian libraries.

Depuis cinq ans, le total des subventions accordées à l’Ontario est passé de 34 millions de dollars en
2000-2001 à 40,1 millions de dollars en 2004-2005, soit une augmentation de 18 %.
•
Un montant de 2,9 millions de dollars a en outre été payé à 4,829 écrivains et écrivaines de l’Ontario
dans le cadre du Programme du droit de prêt public4 en 2004-2005, ce qui porte à 43 millions de dollars
l’aide attribuée à l’Ontario.

Le Conseil a accordé 6,1 millions de dollars en subventions à 643 artistes de l’Ontario, ainsi que

Des subventions de 27,2 millions de dollars ont été accordées aux artistes et organismes artistiques de
Toronto, ce qui représente 67,6 % de l’aide à la province. La ville d’Ottawa a reçu 3,1 millions de dollars
(7,8 %). Les 138 autres collectivités de l’Ontario ont reçu en total 9,9 millions de dollars (24.5 %).

182 artistes et professionnels des arts ont été engagés comme membres de jurys, évaluateurs et
conseillers en 2004-2005, ce qui représente 25 % de tous les membres de jurys auxquels le Conseil fait
appel. Parmi les évaluateurs de l’Ontario, on comptait 91 % d’anglophones et 9 % de francophones.

4,888 demandes d’appui ont été soumises au Conseil par des artistes et des organismes artistiques de
l’Ontario en 2004-2005, ce qui représente 29,5 % du total des demandes reçues.

Les artistes et organismes artistiques de l’Ontario ont reçu 33 % des subventions du Conseil des Arts du
Canada en 2004-2005. La province représente 38,8 % de la population au Canada et 40,2 % des artistes
canadiens.5

« …la population de l’Ontario a dépensé 9,4 milliards de dollars pour des produits et services culturels
en 2003, soit 41 % du total canadien. Les dépenses au chapitre de la culture représentent 3,1 % des
dépenses totales de consommation dans cette province. Les 9,4 milliards en dépenses de consommation
au chapitre de la culture représentent plus du triple des 2,8 milliards consacrés à la culture par tous les
paliers de gouvernement de cette province en 2002-2003. À 802 $ par habitant, les dépenses par
personne au chapitre de la culture de la population ontarienne se situent au deuxième rang des
provinces, après l’Alberta. »6
Le Programme du droit de prêt public accorde des paiements aux auteurs dont les livres font partie des collections d’un échantillon de
bibliothèques canadiennes.

Major Organizations
The Canada Council supports the work of major artistic organizations in each of the country’s Provinces
and Territories. In 2004-2005, among other Ontario institutions to receive funding were:

Supporting Diversity in Excellence
Council also supports professional artists and artistic organizations’ endeavors through a great diversity of
programs. The following selection illustrates the scope the projects supported by Council in Ontario.
In 2004-2005, the Canada Council awarded cellist Kaori Yamagami, originally from Maple, ON with a
$15,000 grant through the Sylva Gerber Foundation Award, an annual prize presented to talented classical
music performers under the age of thirty who participated in the Council’s Grants to Professional Musicians
competition. Yamagami studied cello when she was three, made her first public appearance at the Royal
Conservatory for Music in Toronto at the age of six and succeeded in several international competitions. In
addition to her prize, Yamagami also received a $20,000 grant through the Council’s Grants to Professional
Musicians (Individuals) - Classical Music of all World Cultures program to pursue studies at the Hochschule
für Musik “Hans Eisler” in Berlin.
Toronto-based media artists Lisa Steele and Kim Tomczak were awarded a prestigious $15,000 Governor
General’s Awards in Visual and Media Arts prize for their outstanding contributions to the development of
video in Canada. Steele and Tomczak have worked as solo artists as well as collaborators on video
production and distribution projects since 1983. Steele and Tomczak’s works have been featured at several
national and international venues such as the National Gallery of Canada in Ottawa and the Museum of
Modern Art in New York. Both of their works have been documented in over 150 articles and critical
essays by experienced curators and critics.
The Canada Council supported the 2005 edition of Toronto’s CanAsian Dance Festival with a total of
$47,400 in several grants through the Dance and Equity Sections in 2004-2005. Council funds contributed
to a residency with established choreographer Andrea Nann and the invitation of two international dance
artists: Tokyo’s Fisherman’s Art Factory, who presented HA-SU: breath of lotus flower and hosted a 3 days
long butoh workshop, and New York’s Natasha Bakht who performed a dance piece entitled Triptych Self.
In addition, the festival received $2,600 through the Japan-Canada Award to invite butoh dancer Yoshito
Ohno for a four days long residency. The biennial festival is dedicated to showcasing diverse Asian dance
expressions.
Fergus alternative music group Warsaw Village Band was awarded $19,000 through the Music Touring
Grants program to tour for the first time throughout British Columbia, Quebec and Manitoba in 20042005. The Warsaw Village Band consists of six musicians who play ancient and rural folk music from
Poland using violins, suka (a 16th century Polish instrument and equivalent of the fiddle) cellos and
traditional Polish drums. The Warsaw Village Band plays folkdance, ballads and rural techno songs as well
as the hip-hopsasa. In the hip-hopsasa, which means “let’s dance!” in Polish, there is a traditional Polish
invitation to jump.7 Songs are performed in the tradition of ‘white voices’ – a unique and archaic singing
technique based on screaming sounds by Polish shepherds.
Author of Sisters in the Wilderness: The Lives of Susanna Moodie and Catherine Parr Trail, Charlotte Gray
of Ottawa was awarded a $20,000 grant through the Grants for Professional Writers: Creative Writing
program to write Mr. and Mrs. Bell, a biography about Alexander Graham Bell and his wife Mabel
Hubbard, in 2004-2005. Mr. and Mrs. Bell will cover details about the courtship and marriage of the
eccentric inventor Alexander and the family-oriented Mabel. The biography is a historical account of
Alexander’s role in deaf education as well as the often unacknowledged significance of Mabel’s life as a deaf
woman herself. Gray will base Mr. and Mrs. Bell on 180 volumes of transcribed correspondence: frequent
letters sent between Alexander and Mabel as well as their relatives, laboratory notes, home notes, family
bulletins and newspapers.
The Canada Council supported the 2nd edition of the Ottawa-based Magnetic North Theatre Festival in
Edmonton with a total of $92,500 in several grants through the Theatre Section in 2004-2005. The wellknown festival showcased Vancouver Playhouse’s wildly amusing Earshot about a man with an uncanny
sense of hearing, Theatre Newfoundland and Labrador’s historical biography about Nurse Bennett
entitled Tempting Providence and Daredevil Opera Company’s Cirkus Inferno, a slapstick adventure
with live cartoon design and pyrotechnic effects. Magnetic North is committed to the presentation of
original, compelling and diverse Canadian theatre works in English to the general public.
Performance-oriented organization Up From the Roots, established in Ajax, hosted the When Brothers
Speak and When Sisters Speak event with the support of $10,000 in grants through the Council’s Spoken
Word and Storytelling Program in 2004-2005. Up From the Roots provides opportunities for performance
artists of African-Canadian ethnicity and particularly emerging poets to participate in spoken word forums,
professional venues, open mics and slam competitions. Up From the Roots strives to bring the dynamic
oral form of spoken word poetry into the public eye.
Established Toronto-based choreographer and dancer Sarah Chase was awarded a $6,000 grant through
the Council’s Grants to Dance Professionals program to produce Invisible Gesture, a dance piece with live
music, in 2004-2005. Chase will work with a small group of people with vision impairments and research
individual story and movement gestures for Invisible Gesture. The desire to create Invisible Gesture was
inspired by a figure from a previous project, Portraits, who was deaf but had friendships with people with
vision impairments and who stated that, “Blind people learn the world detail by detail, eventually getting a
general view – whereas we get a general view first and only later notice the details.”8 The Invisible Gesture
project is “an artistic exploration of how different people use gesture as they speak.”9
Kelly Jo Richardson of New Hamburg, received two grants totaling $27,500 through the Council’s Travel
Grants to Professional Artists and Grants to Professional Artists in Visual Arts (including Photography)

programs. Council funds enabled Richardson to improve on the nine-piece Supernatural Series and
represent Canadian contemporary visual art at the major international Gwangji Biennale in Gwangju, Korea.
The Supernatural Series consists of scenes of simultaneously eerie and beautiful landscapes of 1980s horror
flicks and “depict the seemingly serene moments that usually occur just before or after a bloodbath, offering
up a mite of beauty and hope within otherwise impoverished storylines.”10 The images were all made from
Polaroid snapshots of the scenes from television monitors to establish the appropriate blurry and distorted
effects, drum-scanned, enlarged as archived colour prints, mounted and framed.
In 2004-2005, Toronto-based Cree multidisciplinary artist Kent Monkman received a total of $27,500 in
grants through the Aboriginal Peoples Collaborative Exchange: International program and the Grants to
Professional Artists in Visual Arts (including Photography) program. Council funds enabled Monkman to
showcase Blood River and present workshops at the 5th Annual Hemispheric Institute Encuentro. Blood
River is a youth-oriented and urban film about a solitary Aboriginal law student disillusioned by her middle
class life who re-evaluates hers situation after meeting her long lost street kid brother. Council funds also
contributed to the production of Eros and Empire, a series of paintings inspired by 19th century North
American painters and which compare Aboriginal and Western mythologies. Eros and Empire has a special
focus on the empowerment of Aboriginal sexuality.
Japanese Folklore Theatre Productions, based in Toronto, was awarded a $10,000 grant through the
Theatre Production Project Grants: Emerging Artists Creation/Production Development program to
produce Mukashi Banashi IV in 2004-2005. The Mukashi Banashi IV series included two plays based on
Japanese folklore including Green Willow and Tengu’s Vanishing Cloak. Green Willow is a story with the
moral that taking nature for granted can have long term consequences – a handsome man who loves the
Willow tree and meets his future wife there finds himself alone with his daughter when the villagers cut
down the Willow tree. Tengu’s Vanishing Cloak is the tale of a young mischevious boy named Hikihachi who
borrows a magic cloak to cause havoc. His grandmother, having thought it was a dirty rag, burns the cloak
the next morning. Hikihachi throws the ashes upon himself and becomes invisible, taking advantage of his
feat by causing trouble in the village. However, sweat from running away from a shop owner causes him to
be visible again. Japanese Folklore Theatre Productions is dedicated to the production of plays based on
ancient Japanese culture, customs and artistic traditions including Kyogen – comedic theatre.
Rafal Sokolowski, based in Mississauga, was awarded $16,000 through the Council’s Grants to Film and
Video Artists: Production Grants program in 2004-2005 to produce his fifteen minutes long silent film The
Blind Boy and His White Dog, which shows that loss and desperation is universal. Three strangers (and a
dog) whose background is unknown to the audience, come to a crossroads to end their lives. Light emerges
behind a woman in her 30s while she speeds, eyes closed, at the wheel of an expensive European car, a man
in his 40s holding tulips wrapped in plastic foil tries to set up a noose on a tree and a blind boy with a white
dog jump off a hill. Each action distracts the other from completing their own: “a collision that by its very
force and nature irrevocably changes all their destinies”11 as all the characters undergo an awakening while
their journey passes from darkness into light.

Le Conseil des Arts appuie en outre les projets d’artistes et d’organismes artistiques professionnels par
l’entremise d’une vaste gamme de programmes. Le texte qui suit illustre bien la diversité des projets appuyés
par le Conseil des Arts du Canada pour l’Ontario.
En 2004-2005, le Conseil des Arts a octroyé à la violoncelliste Kaori Yamagami, originaire de Maple, en
Ontario, le Prix de la Fondation Sylva-Gerber. Ce prix annuel de 15 000 $ est décerné à des interprètes de
musique classique de grand talent et âgés de moins de 30 ans, qui ont participé au concours du programme
Subventions aux musiciens professionnels du Conseil. Kaori Yamagami qui a commencé à étudier le violoncelle à
l’âge de trois ans, a fait sa première apparition en public à l’âge de six ans, au Royal Conservatory for Music,
à Toronto, et a remporté plusieurs concours internationaux. Outre son prix, Kaori Yamagami a reçu
20 000 $ dans le cadre du programme Subventions aux musiciens professionnels - Musique classique de toutes les cultures
du monde, afin de poursuivre ses études au conservatoire de musique Hans Eisler, à Berlin.
Les artistes des arts médiatiques Lisa Steele et Kim Tomczak, de Toronto, ont reçu le prestigieux Prix du
Gouverneur général en arts visuels et en arts médiatiques, d’une valeur de 15 000 $, pour leur extraordinaire
contribution à l’avancement de la vidéo au Canada. Steele et Tomczak œuvrent en solo comme
collaborateurs à des projets de production et de distribution de vidéos depuis 1983. Leurs œuvres ont aussi
été présentées dans plusieurs lieux d’exposition connus internationalement tels le Musée des beaux-arts du
Canada, à Ottawa, et le Musée d’art moderne, à New York. Leurs œuvres ont aussi fait l’objet de 150 articles
et essais critiques rédigés par des conservateurs et critiques chevronnés.
En 2004-2005, le Conseil des Arts du Canada a financièrement contribué à l’édition 2005 du CanAsian
Dance Festival, de Toronto, en lui octroyant des subventions totalisant 47 400 $ par l’entremise du Service
de la danse et du Bureau de l’équité. Les fonds ont servi à réaliser une résidence auprès d’Andrea Nann,
chorégraphe chevronnée, et à inviter la compagnie de danse de Tokyo, Fisherman’s Art Factory, qui a
présenté HA-SU : breath of lotus flower et organisé un atelier de butoh de trois jours, ainsi que Natasha Bakht,
de New York, qui a interprété une œuvre de danse intitulée Triptych Self. Le festival a en outre reçu 2 600 $
par l’entremise du Fonds Japon-Canada pour inviter Yoshito Ohno, danseur de butoh, à participer à une
résidence de quatre jours. Le festival, qui se produit tous les deux ans, est consacré aux diverses formes de la
danse asiatique.
En 2004-2005, le groupe de musique alternative Warsaw Village Band, de Fergus, a reçu 19 000 $ par
l’entremise du Programme de tournée de musique du Conseil des Arts pour effectuer une première tournée en
Colombie-Britannique, au Québec et au Manitoba. Le groupe de six musiciens joue de la musique ancienne
et folk rurale de Pologne à l’aide de violons, d’un suka (instrument polonais du 16e siècle semblable au
violon), de violoncelles et de tambours polonais traditionnels. Le groupe joue des danses populaires, des
ballades, du techno rural et de l’hip-hopsasa. L’hip-hopsasa, qui signifie « Dansons! » en polonais, comprend
une invitation traditionnelle polonaise à sauter12. Des chansons sont en outre exécutées dans la tradition des
« voix blanches », technique de chant unique et ancienne basée sur les cris des bergers polonais.
En 2004-2005, Charlotte Gray, d’Ottawa, auteure de Sisters in the Wilderness: The Lives of Susanna Moodie and
Catherine Parr Trail, a reçu 20 000 $ par l’entremise du programme Subventions aux écrivains professionnels, création
littéraire pour écrire Mr. and Mrs. Bell, biographie d’Alexander Graham Bell et de son épouse Mabel
Hubbard. Mr. and Mrs. Bell portera sur les détails de la cour et du mariage entre Alexander, excentrique
inventeur, et de Mabel, très axée sur la famille. La biographie est un compte rendu historique sur le rôle
d’Alexander dans l’éducation des sourds ainsi que de l’importance non reconnue de Mabel, elle-même

Grâce à l’aide financière du Conseil des Arts qui, en 2004-2005, lui a accordé 10 000 $ par l’entremise du
Programme d’aide à la littérature orale, Up From the Roots, organisme de l’art de la performance établi à Ajax, a
organisé l’événement When Brothers Speak and When Sisters Speak. Up From the Roots fournit aux
artistes afro-canadiens de la performance, particulièrement les poètes en début de carrière, l’occasion de se
produire à des forums, dans des lieux de présentation et à des concours de micro ouvert et de slam de
création orale. Up From the Roots s’efforce de mieux faire connaître au public la poésie orale comme forme
dynamique de la littérature orale.
En 2004-2005, la chorégraphe et danseuse de Toronto, Sarah Chase, a reçu 6 000 $ par l’entremise du
programme Subventions aux professionnels de la danse du Conseil des Arts pour produire Invisible Gesture,
œuvre de danse sur musique en direct. Pour cette œuvre, Sarah Chase travaillera avec un petit groupe de
personnes soufrant de troubles visuels et se servira de leurs histoires personnelles et de leurs mouvements.
Le désir de créer Invisible Gesture a été inspiré par une personne, elle-même sourde, ayant participé à un

précédent projet, Portraits, et dont les amis sont des personnes souffrant de déficiences visuelles pour qui
« les aveugles apprennent à connaître le monde détail par détail, en en acquérant progressivement une idée
générale, alors que nous en acquérons une idée générale en premier et ne remarquons les détails que par la
suite. »13 Le projet Invisible Gesture se veut une « exploration artistique de la façon dont diverses personnes
utilisent le geste, lorsqu’ils parlent. »14
Kelly Jo Richardson, de New Hamburg, a reçu deux subventions totalisant 27 500 $ par l’entremise des
programmes Subventions de voyage aux artistes professionnels et Subventions aux artistes professionnels en arts visuels (y
compris ceux oeuvrant en photographie) du Conseil des Arts. Les fonds octroyés ont permis à Kelly Jo Richardson
de mettre au point les neuf pièces composant Supernatural Series et de représenter les arts visuels
contemporains canadiens à l’importante Biennale internationale Gwangji, à Gwangju, en Corée. Supernatural
Series se compose de scènes sinistres et de merveilleux paysages de films d’horreur des années 1980 et
« décrivent des moments apparemment sereins que l’on observe habituellement tout juste avant ou après un
bain de sang, des moments de beauté et de foi pour des synopsis plutôt pauvres. »15 Les images,
photographies Polaroid de scènes télévisées visant à recréer l’effet de flou et de distorsion, ont été traitées au

En 2004-2005, l’artiste multidisciplinaire cri Kent Monkman a reçu des subventions totalisant 27 500 $ par
l’entremise des programmes Échanges coopératifs entre artistes des Peuples autochtones, Suvbventions aux artistes
professionnels en arts visuels (y compris ceux oeuvrant en photographie). Les fonds ont permis à Monkman de présenter
Blood River et des ateliers dans le cadre du 5th Annual Hemispheric Institute Encuentro. Blood River est un
film jeunesse et urbain sur une étudiante autochtone en droit, solitaire, appartenant à la classe moyenne et
désillusionnée par son genre de vie. Celle-ci réévalue sa situation après avoir rencontré son jeune frère,
enfant de la rue qu’elle n’a pas vue depuis longtemps. Les fonds du Conseil ont aussi contribué à la
production d’Eros and Empire, série de peintures inspirées des peintres nord-américains du 19e siècle et
qui comparent les mythologies autochtone et occidentale. Eros and Empire est spécialement axée sur
l’habilitation à la sexualité autochtone.
En 2004-2005, Japanese Folklore Theatre Productions, de Toronto, a reçu du Conseil une subvention de
10 000 $ par l’entremise du programme Subventions de projets de production en théâtre (pour le développement/la
production) pour artistes en début de carrière, afin de produire Mukashi Banashi IV. La série Mukashi
Banashi IV inclut deux pièces s’inspirant du folklore japonais, Green Willow et Tengu’s Vanishing Cloak.
La morale de Green Willow est qu’en tenant la nature pour acquis, on peut encourir des conséquences
négatives à long terme – un homme séduisant qui aime un saule et rencontre sa future femme à ses pieds se
retrouve seul avec sa fille, lorsque les villageois abattent l’arbre. Tengu’s Vanishing Cloak raconte l’histoire d’un
jeune garçon écervelé et malicieux dont les décisions se retournent contre lui. Hikihachi convainc une
créature de le laisser emprunter une cape magique, afin de jouer des mauvais tours. Le matin suivant, sa
grand-mère brûle la cape, croyant qu’il s’agissait d’un chiffon souillé. Hikihachi s’enduit alors des cendres et
devient invisible, situation dont il tire avantage pour causer des problèmes au village, mais la sueur qu’il
produit en s’enfuyant d’un commerçant le rend à nouveau visible. Japanese Folklore Theatre Productions se
consacre à la production de pièces inspirées de la culture, des coutumes et des traditions artistiques
japonaises anciennes, incluant le théâtre comique ou Kyogen.
En 2004-2005, Rafal Sokolowski, de Mississauga, a reçu une subvention de 16 000 $ par l’entremise du
programme Subventions aux artistes du cinéma et de la vidéo – Réalisation du Conseil, afin de réaliser ce film muet

de 15 minutes, The Blind Boy and His White Dog, selon lequel la perte et le désespoir sont universels.
Trois étrangers et un chien dont l’auditoire ne connaît rien de leur passé arrivent à un carrefour pour mettre
fin à leur vie. La lumière apparaît derrière une femme dans la trentaine qui, au volant d’une coûteuse voiture
européenne, a les yeux fermés; un homme dans la quarantaine tenant des tulipes enveloppées dans une
pellicule plastique tente de faire un nœud coulant au haut d’un arbre; et un jeune aveugle avec un chien blanc
saute en bas d’une colline. Chacun sera distrait par les agissements d’un autre, ce qui l’empêchera de réaliser
son dessein « …un choc qui, par sa nature et sa puissance, change irrévocablement toutes les destinées »,
alors que les personnages entreprennent un processus d’éveil et passent de l’ombre à la lumière.
