Involving parents in the prevention
of early school leaving
URBACT is a European exchange and learning programme
It enables cities to work together to develop solutions
to major urban challenges, reaffirming the key role they
play in facing increasingly complex societal challenges. It
helps them to develop pragmatic solutions that are new
and sustainable, and that integrate economic, social
and environmental dimensions. It enables cities to share
good practices and lessons learned with all professionals
involved in urban policy throughout Europe. URBACT is
181 cities, 29 countries, and 5,000 active participants.
URBACT is co-financed by the ERDF Funds and the
Member States.

Who are we?
Qui sommes-nous ?
PREVENT is a network of ten European cities
that chose to gather around the question
of early school leaving: an urgent and serious
problem in Europe. More than 14% of
the European Union’s young people leave
the education system after completing,
at the very best, the first cycle of secondary
school. The fight against this phenomenon
is one of Europe’s priorities.
PREVENT est un réseau de dix villes
européennes. Ces villes ont choisi de
se rassembler autour de la question du
décrochage scolaire précoce : un problème
urgent et grave en Europe. Plus de 14 %
des jeunes de l’Union européenne quittent le
système éducatif en ayant, au mieux, franchi
le stade du premier cycle de l’enseignement
secondaire. La lutte contre ce phénomène
fait partie des priorités de l’Europe.
What is our goal?
Quel est notre objectif ?
The reasons why young people leave the
education system prematurely are numerous
and linked with individual background.
The policies aimed at reducing this drop-out
have to address the root causes.
Among the solutions to struggle against this
phenomenon, some researchers are pointing
out the importance of the role of the parents
in the prevention of early school leaving.
In accordance with this principle, PREVENT
proposes an innovative approach where
parents are considered as a key element
to reduce early school drop-out.
Les motifs pour lesquels les jeunes quittent
le système scolaire prématurément sont
nombreux et souvent liés aux parcours
individuels.
Les politiques visant à réduire ce décrochage
doivent s’attaquer à l’ensemble de ces causes.
Parmi les solutions pour lutter contre ce
phénomène, certains chercheurs pointent
l’importance du rôle des parents dans
la prévention du décrochage. En accord
avec ce principe, PREVENT propose une
approche innovante où les parents sont
considérés comme un élément clé permettant
de réduire le décrochage scolaire.

PREVENT:
• Considers as essential the role of the
parents in preventing drop-out
• Advances the role of local authorities as
facilitator of synergies and collaboration
between stakeholders.
PREVENT :
• considère comme primordial le rôle des
parents dans la prévention du décrochage
scolaire
• met en avant le rôle des pouvoirs locaux
comme facilitateur de synergies et de
collaboration entre les acteurs.
What do we do?
Que faisons-nous ?
PREVENT enables to:
• Exchange good practices between
countries in order to learn from them at a
local level
• Build, at the level of each city partner, a
local plan of action thanks to the work of
a support group gathering professionals,
associations, parents and more widely
every stakeholders interested in the drop-out
issue
• Communicate and share the information
with a large audience targeting principally
local authorities who are not involved in
the project.
PREVENT permet :
• d’échanger des bonnes pratiques entre
pays afin d’en tirer les leçons au niveau
local
• de construire au niveau de chaque ville
partenaire un plan d’actions local grâce
au travail d’un groupe support réunissant
les professionnels, les associations, les
parents et plus largement tous les acteurs
intéressés à la question du décrochage
• de communiquer et de diffuser auprès d’un
large public avec comme cible principale
les autorités locales non impliquées dans
le projet.
To sum up, PREVENT‘s challenge is to
conciliate a theoretical thought of quality
with the implementation of concrete
recommendations useful to each partner.
En résumé, le défi de PREVENT est de
concilier une réflexion théorique de qualité
et l’application de préconisations concrètes
utiles à chaque partenaire.

context of URBACT II, a program
initiated by the European Commission
to encourage cities to exchange and
share good practices in the domain
of urban development.
PREVENT a vu le jour dans le cadre
d’URBACT II, un programme initié
par la Commission européenne incitant
les villes à échanger et à diffuser
leurs bonnes pratiques dans
le domaine du développement urbain.
