Consultant presents Clarence Creek’s future image

Clarence Creek
Clarence Creek has a wealth of history,
both natural and historic, and combined
with that a neighbourhood charm that a
consultant from California thinks make a
good foundation for the village’s future
revitalization.
Aram Ovsepian, an urban design
specialist based out of Los Angeles,
California, presented his vision of a new
concept plan for Clarence Creek to more
than two dozen interested residents from
the village during an evening public planning meeting for Clarence-Rockland city
council on May 9. At the end of his hourlong talk, Ovsepian received a long and
loud round of applause from both the
gallery and council.
“I don’t know how we’re going to repay
you for all the work you’ve done,” said
Mayor Marcel Guibord.”
Council members received a larger, more
detailed copy of Ovsepian’s report in their
packages in advance of the May 14 regular
session.
During the regular council session two
motions were passed, one to accept the
concept plan for Clarence Creek, and the

cover all or part of a study on waste treatment
systems.
The study will examine the feasibility of
an innovative de-centralized waste
disposal system for Clarence Creek that
would open up the village’s commercial
development potential.
Following the May 9 meeting
adjournment, several people from the
gallery came up to shake hands with
Ovsepian and thank him in person for his
concept plan for a new Clarence Creek.
Ovsepian credited Coun. Félio, who he
knows from past lectures at California’s
engineering institutes on municipal planning, with offering him a chance to stretch
his urban design skills beyond the familiar
confines of his home state.
“It’s been an eye-opening experience,”
he said.
Ovsepian volunteered his time and expertise to the Clarence Creek concept plan
project, working with Coun. Guy Félio,
ward representative for the village, and an
advisory committee made up several
residents and stakeholders.
“The findings show the strengths of
Clarence Creek lies in its natural character,”
Ovsepian said, citing the traditional
neighbourhood values of the residents
combined with a strong francophone
heritage, in a cozy hometown village
setting.
The disadvantages to the village
according to residents, following several
workshop sessions during the planning
process, is the lack of some basic services
like a local bank, caisse populaire, or even
an ATM, the disappearance of many key
small businesses like a grocery store and
gas station, and the lack of one important
piece of infrastructure, a local sewage
disposal system.
The village is connected to the municipal water system but homeowners and
those businesses that do operate in Clarence Creek depend on septic field systems
for their waste disposal.
“This was seen by many as the biggest
constraint to development,” Ovsepian
said.
The concept plan report outlines suggestions for revitalizing Clarence Creek
through designation of a central village
core area, identifying potential areas for
future commercial or light industrial
development and new homes, and setting
aside specific areas for agricultural and
greenscape purposes.
A regular link to CRTranspo was also
cited as important for the village’s future
development. Ovsepian noted that City
Hall could look at expanding the present
intra-urban portion of CRTranspo, which
right now focuses for the most part on
providing an inter-urban public transit
link to Ottawa for local commuters.
“It (intra-urban transit) would connect
all the villages with the downtown,”
Ovsepian said. “It would allow CRTranspo
to use its resources more for the city.”

Les Comtés unis de Prescott et Russell
accordent une subvention de 20 000 $ à la
Cité de Clarence-Rockland afin de l’aider
dans l’organisation du Festival de la rivière
des Outaouais en juillet.
Les membres ont approuvé une requête
à cet effet, du maire Marcel Guibord, lors
d’une assemblée la semaine dernière.
Les maires sont d’accord que les comtés
doivent appuyer financièrement les données au sujet de l’importance de la rivière
comme élément clé d’une stratégie de développement économique.
« On parle beaucoup de la rivière », a
mentionné le président du conseil François St-Amour. « Il serait logique que nous
mettions notre argent dans la direction où
on veut aller ».
Le maire de Hawkesbury-Est, Robert
Kirby, a ajouté : « C’est une bonne idée. Si
on n’essaie pas, ça ne marchera pas ».
En plus du Poker Run pour les bateaux
puissants entre Rockland et Hawkesbury,
les activités, qui auront lieu les 6, 7 et 8
juillet, comprendront également des événements dans les cinq municipalités qui
longent la rivière, ainsi qu’un Poker Run
pour voitures (Mustang).
Il est entendu que Rockland aura l’événement cette année et que Hawkesbury
sera l’hôte en 2013.

Berthiaume, a rappelé que de tels événements ont des retombées économiques très
intéressantes pour les communautés.

Les usagers du service CR-Transpo
verront le laissez-passer mensuel
augmenter de 5 dollars au lieu de
l’augmentation prévue de 29 dollars. C’est
du moins ce qu’a annoncé le directeur
général, Pierre Tessier, lors de la dernière
réunion plénière.
De leur côté, les étudiants subiraient
une augmentation de quatre dollars. Le
coût pour une passe d’une journée passerait de 10 à 11 dollars.
Rappelons que lors de ses prévisions
budgétaires en janvier, la municipalité
avait annoncé une hausse de 29 dollars
par mois pour le laissez-passer, ce qui
représentait une hausse d’environ 13 % du
prix qui passerait de 216 à 245 dollars.
Cette augmentation avait soulevé l’indignation de plusieurs usagers. Certains
avaient également menacé de boycotter le
service.
La Cité avait dès lors fait appel aux
services de la firme Bronson afin d’étudier
les différentes possibilités pour réduire les
coûts. L’étude, conclue récemment, suggère entre autres, l’élimination de certains
itinéraires. L’élimination de deux trajets
permettrait une économie se chiffrant à
environ 280 000 dollars. Également, il est
question de l’affichage publicitaire sur les
autobus qui générerait un revenu additionnel d’environ 25 000 dollars par année.
Le point important toutefois porte sur l’augmentation du nombre d’usagers.
« Ce qu’on a réalisé c’est que depuis le
mois de janvier, le nombre d’usagers qui
ont acheté des passes mensuelles a diminué, a précisé M. Tessier. Il faudrait
récupérer environ 50 usagers. »
Pierre Tessier souhaite ainsi rejoindre
le comité de bénévoles impliqué dans le
dossier du laissez-passer. « Il pourrait
nous aider dans la promotion des services
afin d’augmenter l’effectif d’utilisateurs.
Avec toutes les économies qu’on envisage,
moi je suis convaincu qu’on va être capable de maintenir nos coûts et garder nos
usagers. Mais, en même temps, il faut récupérer les gens qui ont peut-être décidé
d’abandonner le service. »

L’Association canadienne-française
de l’Ontario de Prescott et Russell (ACFO
PR) convie les membres du public à son
assemblée générale annuelle qui aura
lieu le mardi 5 juin à 18 h à l’auditorium
de l’École secondaire catholique de
Plantagenet.
La coprésidente et le coprésident de
l’organisme à but non lucratif qui veille à
la promotion et à l’épanouissement de la
communauté franco-ontarienne de la région, Nathalie Ladouceur et Luc Morin,
dresseront un bilan des projets réalisés au
cours de la dernière année dont le 14e
Banquet de la francophonie qui a été un
immense succès. Ils aborderont également
les projets en cours dont la construction
d’un Monument de la francophonie à
Hawkesbury, le Sommet de la francophonie, qui aura lieu les 30 et 31 mai au campus
d’Alfred de l’Université de Guelph, ainsi
que le Comité noyau pour la diversité et
l’emploi de Prescott et Russell. Ils présenteront aussi les états financiers pour
2011-2012 et les prévisions pour la prochaine année.
Pour assurer la relève au sein de l’organisme, quelques modifications aux statuts
et règlements seront proposés.
Tous sont invités à participer à cette
rencontre. Par contre, seuls les membres
pourront voter. Les personnes intéressées
à devenir membre peuvent télécharger un
formulaire d’adhésion en consultant le
site de l’ACFO, www.acfopr.com, et en

Un citoyen milite pour un parc pour chiens

La Cité de Clarence-Rockland se
penchera sur la possibilité de permettre
la présence de chiens sans laisse dans un
des parcs de la ville. C’est le résident Bob
Gadoua qui a amené l’idée au conseil lors
de la réunion plénière le 7 mai dernier.
Bob Gadoua rêve au jour où il pourra
donner la chance à son animal de compagnie de courir librement dans un endroit
désigné par la municipalité. De fait, il avait
déjà fait la demande au conseil il y a environ deux ans.
« À ce moment-là, on croyait qu’un parc
pour chiens sans laisse était à l’étude. Ça
fait deux ans de cela et nous ne voyons pas
de progrès dans ce dossier, ou nous ne
connaissons pas les développements » a
affirmé M. Gadoua dans le cadre d’une
intervention au conseil.
Bob Gadoua fait d’ailleurs partie d’un
regroupement de citoyens prônant la désignation d’un parc pour chiens sans laisse.
Lui-même utilise actuellement le parc qui
s’étend le long du boulevard Dr Jérôme
Corbeil. Récemment toutefois, il a été averti
par un agent de la règlementation municipal lui demandant de mettre son chien en
laisse.

« Nous avons retenu l’exemple de Kingston qui a des règlements bien structurés
qui établissent les besoins pour ses parcs»
Selon les politiques, un parc de chiens
sans laisse nécessite, entre autres, une superficie minimum de 1, 5 acres et doit être
clôturé. Le parc du boulevard Docteur
Corbeil à une superficie de 1, 6 acres.
« Nos inquiétudes portent sur le stationnement qui est inexistant dans le parc.
Les gens stationnent plutôt le long de la
route ».
De plus, la politique conseille d’éviter
l’établissement de parc pour chien près
des aires de jeu, des écoles ou des endroits
à forte concentration résidentielle, ce qui
est le cas pour le boulevard Docteur Corbeil.
« C’est quelque chose qu’on va regarder, a affirmé le maire Marcel Guibord.
Pour l’instant, nous ne faisons pas de
promesses ».

Le 15 juin prochain aura lieu le 19e tournoi de golf Nérée Lavictoire Roofing &

est organisé au profit du Centre d’accueil Roger-Séguin afin de contribuer à
améliorer les services offerts aux résidents. Plusieurs activités sont organisées afin

It was a good weekend to be out and about and enjoying a barbecue and for Alain
Bernard (right), co-owner and proprietor of the Rockland M & M Meats, and his friend
and cooking buddy for the weekend, Michel Bougie, it was the best time of all. M &
M Meat Shop franchises all over Canada held their annual Barbecue for Crohn's and
Colitis fundraisers over the May 12 weekend and together they all raised more than
$1.5 million dollars, bringing the combined total since M & M began its annual
barbecue tradition in 1988 to more than $23 million dedicated to research and
treatment of Crohn's disease and colitis and other related intestinal disorders that
affect children and young adults for the most part but also attack seniors. The Rockland
M & M Meats outlet raised more than $3600 this year, a whole $1000 more than in 2011,
through both the Saturday barbecue and sale of "pledge stars" at the store since the end
of March.

Anyone would think getting a homebased businesses off the ground and
running in good order would be enough
work for anyone. But Christine Henley
and Sophie Régimbald love to push
themselves and the envelope just a little
bit further when there is a good cause, or
several good causes.
That was the main reason why the two

entrepreneurs
launched their One Stop Shop project last
year.
The home-business tradeshow serves a
double purpose. It gives local and regional
home-business operators a chance to
promote their product or service and create
a wider potential clientele base and the
weekend event serves as a fundraiser and
public awareness boost for various
charities.
“I’ve always wanted to give back to the
community,” said Christie Henley, who
operates the Pampered Chef Canada, “and
a lot of people don’t know that we’re out
there.”
The May 12 weekend One Stop Shop
show in Rockland at the Jean-Marc Lalonde
Arena is the fourth such event the two have
organized since they launched their homebusiness tradeshow project last fall with
one in Rockland and another in
Plantagenet. The third such event was this
past February in Hawkesbury, and they
report both tradeshow booth numbers and
the walk-in viewer numbers as very good
and growing each time.
”We’re going to do at least two of these
in Rockland every year,” said Régimbald, a
Partylite consultant/hostess, “and one in
Plantagenet, and we always try to pick a
great cause.”
Cancer awareness is a big cause for
them both. The past weekend’s event raised
money for breast cancer research while the
February venue in Hawkesbury focused
on lung cancer. Last year’s opening events
in Rockland and Plantagenet helped the
Community Angel and Youth After Care
programs. Future Rockland and
Plantagenet One Stop Shop venues will
support the Alfred-Plantagenet Food Bank
while the Rockland event will focus on
breast cancer research and a local
children’s aid program, to be decided later.

Projet de construction de 29 millions $ pour Valoris
l’agence possède un total de 55 353 pieds
carrés et a besoin d’un total de 167 071
pieds carrés.
« Nous avons un problème criant », a
réitéré M. Lemay.
À Rockland, au 860 de la rue Caron, c’est
un projet de construction d’un immeuble
de 32 000 pieds carrés sur un terrain de trois
acres, qui servira la municipalité de Clarence-Rockland.
La bâtisse comprendra 8 000 pieds carrés qui seront à louer à d’autres
organisations de services.
Le coût total du projet est de 7 393 000 $;
environ 1 100 000 $ a déjà été payé par la
Fondation SEAPR pour l’acquisition du
terrain et la planification de l’immeuble. Il
reste une somme de 6 300 000 $ à débourser
pour la construction.
La construction a commencé en décembre et l’ouverture officielle aura lieu en
janvier 2013.
Valoris et sa Fondation ont obtenu une
marge de crédit hypothécaire d’une banque pour procéder au projet de construction.
Valoris demande une subvention en capital majeur, entre 60 et 80 pour cent de la
facture totale, de la province de l’Ontario. «
Si on n’a pas d’argent de la province, on ne
pourra pas procéder avec les autres projets», a dit le directeur général.
« Le contexte économique de PrescottRussell ne favorise pas les collectes de fonds
pour ce genre de projet, et nous serions en
compétition avec la Fondation de l’Hôpital
Général de Hawkesbury qui mène une campagne pour plusieurs millions pour
l’agrandissement de l’hôpital. »

Dommages aux chemins ruraux
Rockland
Les travaux de réfection des chemins
ruraux vont bon train. C’est du moins
l’impression ressentie lors de la réunion
plénière de Clarence-Rockland, tenue le
7 mai dernier.
Au total, la municipalité prévoit dépenser environ un demi-million de dollars
dans les réparations urgentes sur les chemins endommagés par le récent dégel
printanier hâtif. Les dommages étaient
importants sur les chemins dans le secteur
de Saint-Pascal-Baylon, soit les chemins
Rollin, Henrie, Duquette, Guindon et
Clark. Le chemin Bouvier, dans le secteur
de Bourget, avait également été endommagé.
À ce moment-là, plusieurs résidents
vécurent une semaine d’enfer alors que
leurs véhicules furent coincés sur les routes. Ajoutez à cela, l’accès limité pour les
véhicules d’urgence, les camions à ordures et le service postal.
En date du 4 mai, un somme de 418 094
$ a été payée pour l’installation d’une membrane géotextile, l’épandage de roches et le
nivellement. Il est prévu que la facture
augmente à environ 500 000 $ pour les
travaux subséquents.
La municipalité a opté pour une nouvelle technique de réfection de chemin qui
consiste à étendre une membrane géotextile
hydrofuge qui est ensuite recouverte de
gravier. « C’est une réparation permanente.
C’est un nouveau procédé qui a fait ses
preuves dans d’autres régions, a affirmé le
maire de Clarence-Rockland, Marcel
Guibord. On espère maintenant qu’il fera
ses preuves ici. »

Rockland est le début d’un vaste
programme de construction envisagé par
l’agence Valoris pour enfants et adultes
de Prescott-Russell.
C’est une étape importante d’un projet
de décentralisation et d’expansion qui
s’échelonne sur une période de trois à cinq
ans et qui inclut les constructions et rénovations de quatre centres de services pour
un total d’environ 29 500 000 $ », a expliqué l’organisme lors d’une présentation
au conseil des Comtés unis de Prescott et
Russell.
Valoris a décentralisé ses services et
doit se doter des espaces nécessaires pour
accueillir et mieux servir sa clientèle, ont
relaté le directeur général, Raymond
Lemay, et le président du conseil d’administration, Michel Nault. Une étude
indépendante en 2009 a confirmé un manque d’espace important, de 100 000 pieds
carrés, pour les services de Valoris.

lance Joanne Delorme en parlant de la
programmation de la 28 e édition du
Festival western optimiste de Wendover.
La communauté se fera à nouveau un
plaisir d’accueillir les amoureux de la
musique country du 17 au 22 juillet
prochains.
« C’est un événement excessivement
important. Ça amène du monde et ça fait
connaître la place » affirme le maire d’Alfred-Plantagenet, Jean-Yves Lalonde.
En primeur cette année, le festival revêtira un aspect artistique et culturel. Les
visiteurs pourront notamment assister, le
18 juillet, à une pièce de théâtre de la troupe
Markalou intitulée S’il faut mentir, mentons.
À cela s’ajoute une présentation de Michel
Prévost, archiviste de l’Université d’Ottawa. Celui-ci viendra parler de l’historique
et du patrimoine de Wendover et de PrescottRussell. De plus, les gens pourront visiter
une foire artisanale dans le centre communautaire Lucien-Delorme. Une vingtaine
d’artistes et artisans locaux auront l’occasion de promouvoir et vendre leurs œuvres.
En ajoutant les volets artistiques et culturels, le Festival western a pu compter sur un
appui du gouvernement. En effet, grâce au
programme Développement des communautés par le biais des arts et du patrimoine,
le festival a obtenu une subvention de 21
100 dollars.
Pour une deuxième année consécutive,
le festival proposera des activités pour les
enfants le 19 juillet. Il y aura, entre autres,
un magicien, des sculptures de ballon et
des jeux gonflables.
Plusieurs artistes locaux s’offriront en
spectacle. Il y aura, entre autres, la performance de Gabrielle Goulet, jeune chanteuse
originaire de Bourget. Marc-André
Lemieux, résident de Limoges, sera aussi
de la partie.
Les jeunes pourront également apprécier les chansons du célèbre chanteur
country Johnny Cash, qui seront interprétées par Pierre Guillemette.
Le festival accueillera une grande célébrité du country francophone, la chanteuse
québécoise Julie Daraiche. Considérée
comme la reine du western, Julie Daraiche
foule les scènes depuis de nombreuses
années.
En plus de cette artiste, l’organisatrice
principale du festival, Joanne Delorme,
accorde un coup de cœur au groupe Coco
Country Band. Il s’agit d’un groupe de sept
jeunes musiciens, tous passionnés du
country.
Le festival western vise ainsi la jeunesse. « C’est un des mandats qu’on s’est
donné dans les dernières années, soit d’attirer la jeunesse. On a besoin de la relève.
Les jeunes tendent à aimer beaucoup le
vieux country anglais, comme du Johnny
Cash ou du Hank Williams », souligne-telle.
Chaque année, le festival attire en
moyenne de 8 000 à 10 000 visiteurs, venus
de partout. Le comité devra également envoyé une invitation à dame Nature pour
assurer des journées ensoleillées.

The one factor that remains the same
with soap-box derby racing today is that
gravity remains the power behind the
steering wheel. The race takes place on a
hill and the overall winner at the end is the
driver with the fastest time in the final heat.
The Alfred Soap-Box Derby will be on
Aug. 12, or Aug. 19 in case of rain, on the hill
on Concession 4 in Alfred between the
Boundary Road and Montée Lajeunesse
Road intersections.
Hay-bale barricades will line both sides
of the derby route to allow for limited singlevehicle traffic along the concession road
during the race and to also protect both
drivers and spectators. The viewing section for the race will be on just the one side
of the road.
Alfred
Soap-Box Derby racing is rolling its
way into Alfred this summer.
Alfred-Plantagenet Township council
has given the green light to a request from
the Alfred Knights of Columbus for
temporary use of part of the Concession 4
road in Alfred as a soap-box derby race
track.
Soap-box derby racing dates back to the
early 1930s in the United States and mid1940s in Canada, where the first Canadian
award event was held in Mission, B.C. The
homemade cars that children built out of
soap boxes, orange crates, baby buggy
wheels and whatever other scrap pieces
they could find have given way to sleek,
custom-made machines available for rent

It has been years since Rockland residents and visitors could enjoy a riverside view

its official charter

It was a red-letter day for members of
one of Clarence-Rockland’s social clubs
and one thing for certain is that every one
of The Voyageurs Toastmasters group
knew just the right words to express their
feelings.
Les Voyageurs de Clarence-Rockland, a
bilingual chapter of the Toastmasters International Club, received the official charter
that certifies the local social group as a fullfledged member of the global organization.
Toastmasters District 61 Governor Beverley Miranda presented Voyageurs
President Tim Halderson with the club’s
charter certificate during a May 5 welcome
ceremony at l’Outaouais Golf Club in
Rockland.
The Voyageurs have been active for the
past couple of years in Clarence-Rockland,
holding their meetings every second and
fourth Tuesday evening at the Rockland
District High School library.
The focus of the Toastmasters
movement combines fellowship with
fostering public speaking skills among its
members.
During the May 5 event ClarenceRockland Mayor Marcel Guibord
congratulated Les Voyageurs on their
club’s latest achievement. Added to the
felicitations were salutations from various
dignitaries and other guests attending from
as far away as Chateauguay and
Montréal’s St-Lazare area.
Among those special guests was Sacha
Pommepuy, a professional entertainer who
provided the keynote address with an
inspirational speech, entitled “Jumping
the Hurdles, about how he himself
overcame hearing and vision impairments
with the aid of Toastmasters.

année consécutive, l’École secondaire
L’Escale présente une compétition de
vitesse et de résolutions du Cube Rubik.
C’est la plus grande compétition du genre
dans l’est du Canada. Une quarantaine de
participants, tous des mordus du fameux
cube, rivaliseront d’adresse et de vitesse
pour établir des nouveaux records de temps
dans les diverses catégories. Plusieurs participants viennent de l’extérieur de la
région.
L’événement est organisé par le Club de
Cube de L’Escale en collaboration avec
CanadianCubing.com et est accrédité par le
World Cube Association.
Antoine Cantin de Rockland tentera de
battre son record de 2,00 secondes en Master
Magic alors que Louis Cormier essaiera
d’améliorer son record de 1,43 secondes.
Micael Goulet, de Sherbrooke, tentera de
son côté de résoudre 11 cubes sur 12 les
yeux bandés. Il y aura aussi une démonstration de résolution du Cube Rubik avec
les pieds.
La compétition débute à 9 h 30. Le coût
est de 10 $ pour les participants. L’entrée est
gratuite pour les spectacteurs.

La Cité collégiale et l’Université
d’Ottawa ont ratifié un autre protocole
d’entente à l’avantage des étudiants
souhaitant entreprendre une carrière
dans le domaine des loisirs.
Selon les termes de l’entente d’arrimage,
l’Université d’Ottawa accordera aux diplômés du programme de Techniques des
services en loisirs de La Cité collégiale des
équivalences correspondant à huit cours
universitaires (24 crédits) en vue de l’obtention d’une mineure en sciences du loisir
à l’Université d’Ottawa. Pour obtenir la
mineure, les étudiants devront réussir deux
cours de niveau 3000 ou 4000 à l’Université d’Ottawa.
« Cette entente constitue une excellente
nouvelle pour nos étudiants en Techniques des services en loisirs, puisqu’elle
leur offre davantage de possibilités au terme
de leurs études collégiales », a affirmé Lise
Bourgeois, présidente de La Cité collégiale.
Le nouveau protocole, d’une durée de
quatre ans, est entré en vigueur la semaine
dernière. Les deux établissements d’études postsecondaires ont présentement 19
ententes d’arrimage dans divers domaines.
« L’Université d’Ottawa est heureuse
de s’associer à La Cité collégiale afin de
favoriser la poursuite des études
postsecondaires chez nos étudiants francophones. Ce partenariat fait partie d’une
longue série d’ententes permettant de promouvoir la mobilité des étudiants entre
nos deux établissements », a déclaré Christian Detelier, vice-recteur aux études par
intérim de l’Université d’Ottawa.

The city’s road design plan for

Chapman Street, requires access to a piece

Contrairement à d’autres vivaces qui sont

Symbols of royalty for some and of purity for
others, lilies originate from many areas of the
world. There are almost a hundred different
species to choose from, and are the joy of
many a gardener.

perfume are long-lasting and easy to cultivate, so it’s not surprising that they have been
admired across cultures for more than 4,000
years!
Lilies are famous for their spectacular flowers,
which come in every shape and size. The early
species flower after the peonies and irises,
while others bloom well into September. The
flower of the iris consists of six tepals: three
petals and three sepals, which are identical.
These tepals are straight and curve towards
the back. Some varieties have double flowers.
New gardeners may find that their skills and
experience run short when it comes to landscaping hilly terrain. Sloping land can be
daunting, and the challenge increases with
the degree of the gradient, its dimensions, and
whether it climbs or falls away from the house.
The good news is that these problems can be
turned into advantages if you take the time to
plan your work well.

want to have a carpet of greenery, opt for
thyme, which is a great alternative if the spot
receives enough sun.
Although this type of land is a big challenge
for gardeners, with a bit of planning, you will

the darkest of purples, with all shades of pink,
yellow, and orange in between. The flowers
appear in groups at the end of strong stems
that feature long, slender leaves.
The landscaping challenge is a bit tougher
when the slope climbs away from the home.
An interesting option in this case is to think
about creating secret gardens, threaded with
winding paths and lined with shrubs. If retention walls are necessary, choose good-quality,
pleasant-looking materials, such as stone or
wood. Alternately, carefully chosen shrubs or
other plantings can conceal retaining walls.
As best you can, avoid planting regular grass
on a slope. When the time comes to cut it,
you will have a hard time with the mower,

of overlapping fleshy scales that lack the protective covering that tulips have. That is why
lilies are vulnerable to dehydration and why
the bulbs should be purchased in containers.
If buying bulbs that are not potted, you should
select large, firm, undamaged specimens with

Dubois Street homeowners have ditchwater flooding woes

Some homeowners along Dubois
Street in St-Pascal-Baylon have water
problems that have nothing to do with
their plumbing. The ditches along their
road are overflowing into their backyards
turning them into miniature lakes and
their basements into indoor ponds.
“My whole backyard is under water,”
Paul Murphy told Clarence-Rockland
council at its May 14 regular session.
He reported that the flooding situation
is overwhelming sump pumps in some of
the homes and the standing water is
starting to stagnate, creating health
concerns. A sink hole is also starting to
develop at one point along the road.
Another householder reported at least
$30,000 worth of damage to his basement
from flooding, with growing mold and
other problems related to the continuing
damp. His homeowner’s insurance may
not cover the cost of repairs to his basement
because the insurance agency is claiming
the flooding is not a result of disaster but
a natural result related to the state of the
neighbourhood road and ditch.
“My question to council,” said Murphy,
“is when can we expect results?”
Murphy and his neighbours complained
to the physical services office four years ago
about the problem with the roadside drainage ditches along Dubois Street and
“nothing happened.”
Last year the householders met with,
Yves Rouselle, the new physical services
director about the situation, and Rouselle
promised to try to do something to fix the
matter.
Rouselle told council that he had his
student interns survey the area and he
estimates at least $6000 needed for backhoe
work to deal with the critical sections of
ditching and get the overflow water
drained. He told council that his original
$10,000 ditching repairs budget for this
year “is already spent” thanks to a bill from
the City of Ottawa for ditching work along
the Canaan Road boundary dividing
Rockland from Orléans-Ottawa.

high-profile visits from Queen’s Park to

First is a May 24 gathering that the
Township of Perth has organized for an
information-and-idea exchange session
with Ontario Infrastructure Minister Bob
Chiarelli. Alfred-Plantagenet Township
Mayor Jean-Yves Lalonde is looking

Dinner which will take place at the StIsidore Community Centre later that
evening and feature both ministers as the
special guests of honour.
Mayor Lalonde anticipates that infrastructure will be the focus of talks between
mayors and Wynne while the ongoing
farm tax issue will the chief topic with
McMeekin.

householders along Dubois Street. He
blamed the accumulated problems of the
past four years on the previous physical
services director, noting there is supposed
to be a drainage easement between the
newly-developed section of Dubois Road
and the older neighbourhood but it doesn’t
exist.
Coun. René Campeau said that it is the
developer’s responsibility to make sure
drainage swales exist. Mayor Marcel
Recycling stuff nobody else wants is
common practice nowadays. But the
unwritten code of salvage rights does not
include any of the landfills in AlfredPlantagenet.
Council reviewed a letter from a St-Isidore couple asking for permission to scour
the Curran landfill for any items they might
be able to use around their house and yard.
The Curran landfill is one of the regular
places for their picker expeditions for the
past three years and some of the stuff they
have retrieved and recycled include a
refurbished door for the front of the house,
pieces of exterior siding, a solid-wood
bedroom set circa late 1950s/early 1960s,
clothing, and several bags of high-end
priced dog food for their pet.
Not all of the stuff they salvage ends up
at their home. Some of the clothing they
turn over to people they know or to one of
the churches in Casselman for re-sale at
the church thrift store.
During a recent visit to the Curran
landfill they were told by a township bylaw
officer on an inspection visit that the municipal regulations for the landfill do not
allow individuals to salvage stuff. The
contractor managing the site sorts
recyclable materials into separate piles
until there is enough accumulated to warrant collection by a recycling dealer who
then pays the township for the materials.
Council refused the couple’s request for
an exemption to the no-salvage rule at the
landfill. Township administration noted
in a later interview that municipal staff are
warning away other people found trying
to scavenge at the landfills. Repeat
offenders may face trespassing charges.

Canadians are living longer and costs for the Old Age Security (OAS) are rising.
On April 1, 2023 the Government of Canada plans to start raising the age of
eligibility for OAS and the Guaranteed Income Supplement (GIS) from 65 to 67.*
Refusing to provide a breath sample
will not keep anyone suspected of
impaired driving out of trouble with
police and the courts.
An early-morning encounter with the
OPP on Peat Moss Road in AlfredPlantagenet Township earned a
22-year-old Scarborough man a return visit
to Prescott-Russell later in the month.
Police suspected the man might have
been drinking before getting behind the
wheel of his Jeep Compass but he refused
to provide a breath sample when asked. So
they charged him under the Criminal Code
with refusing a breathalyzer request, his
Jeep was impounded for seven days, and
he was released on a promise to appear at
the May 23 provincial court session in
L’Orignal.
Conviction on a breathalyzer refusal
charge carries the same penalties as convictions for either impaired driving or
driving with a blood-alcohol reading
exceeding 80 milligrams.

A highway traffic stop netted police a
drug case.
Two officers on patrol along County
Road 17 over the May 5 weekend near
Alfred-Plantagenet Township were doing
an early-morning vehicle check west of
Alfred. They discovered the 23-year-old
driver had some amphetamines, also
known as speed, and some items of drug
paraphernalia in his possession.
He is charged under federal drug law
with possession and also charged under
the Ontario Highway Traffic Act with
having an improper number plate light.
He was released on a promise to appear at
the June 6 provincial court session in L’Orignal.

a stolen safe.
Neighbours of a residence on County
Road 17 in Alfred-Plantagenet Township
reportedt April 13 what proved an
afternoon burglary-in-progress. Police
determined that a heavy safe containing
some money was taken from the house.
Police are looking for medium-sized
car, blue, grey or silver in colour, that drove
away from the scene with its trunk open
and an orange cloth draped over the safe
tucked inside. The driver was wearing a
black plaid jacket and a black-and-white
baseball cap. His age is anywhere between
35 and 60 years old. The safe is two-by twoby three feet, grey, with a combination dial
lock.

Ashlea Maddex may have early shot at Olympic glory

This may be Ashlea Maddex’s
Olympic year after all.
The Clarence-Rockland area athlete has
an unexpected opportunity to realize her
Olympic dreams four years earlier than
even she had projected for her own
development schedule.
Maddex switched from the University of
Ottawa to Toronto’s York University to take
advantage of a special training program
that can help groom her for a chance to try
out for this year’s national track-and-field
team and a potential berth at the 2012
Olympic Games in London, England.
Trisha Maddex, reported during a
Monday phone interview that her
daughter’s coaches think she has the
potential to make the grade at the national
team’s Olympic trials in Toronto next month.
During her years at Rockland District
High School, Maddex set new provincial
high school records in the hurdles, one of
her favourite and best events. She already
has an international schedule of other
track-and-field meets to attend now even
without the Olympics.
Trisha Maddex is preparing an updated
information brochure in preparation for
seeking local and other sponsorships for
Ashlea Maddex to help with this year’s
competition expenses and the Olympics
also should she clear next month’s team
trials.
