L
a Ville de Fès, creuset des composantes des civilisations et haut lieu du rayonnement culturel et scienti�que,
a le grand honneur et l’immense privilège d’accueillir cette année encore le Forum de Fès sur l’Alliance
des civilisations et la diversité culturelle, sous le thème « Médias et communication : Enjeux et dé�s du
troisième Millénaire ». Cette édition est placée sous le Haut Patronage de Sa Majesté le Roi Mohamed VI que
Dieu l’Assiste.

Cette troisième édition, qui intervient quelque temps après la publication des volumes 6, 7, 8 et 9 sur l’Alliance
des civilisations et la diversité culturelle chez l’Harmattan, part du principe qu’il est important dans un contexte
de mondialisation croissante de se pencher sur la question du rôle des médias et des moyens de communication
dans la promotion du dialogue et de l’échange interculturel, et en particulier de relever le dé� qui consiste à les
rendre opérationnels.
Les participants venus des quatre coins du monde: universitaires, journalistes, historiens, philosophes,
politiques, écrivains, sociologues, diplomates, hauts fonctionnaires, etc. sont tous engagés pour le dialogue, le
partage et le pluralisme culturel et s’engagent à apporter des approches et des idées nouvelles, des ré�exions
éclairées, des analyses savantes, des pensées méditantes, a�n d’enrichir le débat et tenter de trouver des éléments de
réponse aux différentes questions posées. Plusieurs séances de travail et tables rondes aussi riches que diversi�ées
vont avoir lieu durant trois jours dans un cadre qui est celui de l’ouverture, du dialogue vrai, de l’écoute et du
partage, en vue d’avancer dans la réalisation de la coexistence paci�que et la condamnation des préjugés à l’origine
des crispations, de l’enfermement et de la haine. Les actes et les travaux du Forum seront, comme à l’accoutumée,
publiés sous forme d’une nouvelle série de volumes en trois langues qui s’ajouteront ainsi aux neufs précédents.
Et on est heureux et �ers de voir que ces volumes sont devenus une référence incontournable pour des milliers
de chercheurs à travers le monde et des institutions très nobles qui les citent constamment comme l’ONU, la
Ligue des Etats arabes, l’OCI, la Commission Européenne. Il s’agit d’un pari gagné puisque les auteurs tracent
chaque fois une feuille de route pour régler les problèmes de ce monde qui ne sont pas seulement religieux. Ils sont
politiques, économiques, sociaux, culturels, et en�n religieux. Hommage à leurs efforts pour que le débat soit vrai,
les analyses profondes et les propositions pertinentes. Les conclusions servent aujourd’hui de base à l’élaboration
de programmes et de projets destinés à renforcer le dialogue inter-culturel et dépasser les incompréhensions
mutuelles, particulièrement entre le monde occidental et le monde musulman.

Le droit à la liberté d’expression est un préalable à l’exercice des droits culturels et à l’amélioration de l’accès à
la diversité culturelle. Il est capital voire normal d’assurer les conditions nécessaires à la libre expression créatrice
et à la liberté d’information qui existe dans toutes les formes d’échanges culturels. Ceci requiert que les lieux
d’expression et de dialogue soient disponibles et accessibles de façon juste et non discriminatoire. Ainsi les médias,
de même que les nouvelles technologies de l’information et de la communication, vecteurs de culture et d’identités
culturelles, peuvent apporter une large contribution à la promotion de la diversité culturelle et l’alliance des
civilisations.

C’est à cet effet-là que se tient cette rencontre internationale qui cherche par ailleurs à promouvoir l’accès de tous
les peuples, notamment les plus pauvres, à la société de l’information par le développement et l’utilisation des
NTIC compte tenu de leur rôle fondamental dans la découverte et la connaissance de l’autre, et par extension dans
l’enrichissement réciproque des cultures et des civilisations dans le seul but d’établir un meilleur vivre ensemble.
Je forme donc des vœux pour que ce 3ème Forum de Fès sur l’Alliance des civilisations et la diversité culturelle
puisse atteindre les objectifs escomptés et sortir avec des recommandations aussi pertinentes que celles des Forums
précédents pour le meilleur béné�ce de l’humanité.
De même, nous sommes heureux, de rendre hommage à un grand savant marocain, Sidi Abass Jirari, Conseiller
de Sa Majesté le Roi Mohamed VI et membre de l’Académie du Royaume. Un ensemble de témoignages seront
prononcés à cet égard par d’éminentes personnalités du Maroc et de l’Etranger. Son parcours institutionnel et ses
innombrables écrits s’inscrivent dans la droite lignée du Forum de Fès sur l’Alliance des civilisations et la diversité
culturelle.
En�n, je remercie tous ceux qui avec conviction et enthousiasme m’ont aidé à organiser ce grand forum mondial.
Je pense à Si Mohamed Kabbaj et Hamid Chabat qui vouent un amour profond pour la ville de Fès et les bonnes

T
he city of Fez, the crucible of all components of world civilizations and an eminent seat of cultural
and scienti�c radiance, is greatly honored and privileged, this year anew, to host the Fez Forum on the
Alliance of Civilizations and Cultural diversity on the theme of « Media and communication : Stakes and
challenges of the Third Millennium». This edition is being held under the High Patronage of His Majesty King
Mohamed VI may God Assist him.
This third edition follows the publication of Volumes 6, 7, 8 and 9 on the Alliance of Civilizations and Cultural
Diversity, published by L’Harmattan. It is based on the principle that it is essential, in a context of growing
globalization, that special attention be devoted to the issue of the role of the media and means of communication
in promoting dialogue and cultural exchange, and more essentially in taking up the challenge of making them
fully operational.
The participants from all corners of the world : academics, journalists, historians, philosophers, politicians, writers,
sociologists, diplomats, high civil servants, etc. are all committed to dialogue, sharing and cultural pluralism.
They are also committed to come up with approaches and new ideas, enlightened re�ection, scholarly analyses
and meditative thought, in order to enrich the current debate and propose tentative answers to the questions at
hand. Diverse and rich plenary sessions and round tables will be organized durant the three days of the Forum
in a context of openness, true dialogue, listening and sharing, with the aim of promoting a realization of peaceful
coexistence and the condemnation of the prejudices behind the aggravations and con�nement emanating from
hatred. The Forum proceedings will, as is now a tradition, be published in the form of a new set of volumes in
three languages, to complement the nine volumes already published. We are also delighted and proud to see
that these volumes have become an essential reference for thousands of researchers all over the world, constantly
quoted by eminent institutions such as the United Nations, the League of Arab States, the Organization of the
Islamic Conference and the European Commission. This, for us, constitutes a challenge that we have been able
to meet, as the authors have managed to draw road maps for �nding solutions to the world problems. These
problems are not only religious but also political, economic, social, and cultural, in addition to being religious
of course. We pay tribute here to the efforts that they have deployed to make dialogue true, analyses deep and
propositions pertinent. The implications will serve as a basis for the elaboration of programs and projects aiming
to stengthen intercultural dialogue and overcome mutual misunderstandings, in particular between the West and
the Islamic world.

The right of expression constitutes a prerequisite for the exercise of cultural rights and the promotion of access
to cultural diversity. It is essential, even normal, to ensure the necessary conditions for a freedom of creative
expression and freedom of information which are inherent in all forms of cultural exchange. This requires that
spaces for expression and dialogue are available and accessible in a just and non-discriminatory manner. Thus, the
media, as well as the new information technologies, which are carriers of culture and cultural identities, are in a
position to effectively contribute to the promotion of cultural diversity and the alliance of civilizations.

This is the rationale behind convening this international meeting which seeks to promote access to all peoples,
particularly the poorest, to the information society through the development and use of NICT, taking into account
their essential role in meeting and getting to know the other, and, therefore, extending possibilities of reciprocal
enrichment of cultures and civilizations with the aim of establishing better conditions for living together. It is my
sincere hope that this Fez Third Forum on the Alliance of Civilizations and Cultural Diversity will achieve our
expected objectives and come up with recommendations as pertinent as those that emanated from the previous
for the best of humanity.
Finally, I would like to extend my warmest thanks to all the people who have demonstrated conviction and
enthusiasm in helping me organize this great world forum. I would like to mention in particular Mr. Mohamed
Kabbaj et Mr. Hamid Chabat who both harbour deep love for the city of Fez and the worthwhile causes of
humanity. I would also like to thank Mr. Mohamed Gharrabi, wali of the Fez Boulmane region for his wisdom,
Mr. Mhammed Douiri, President of Fez-Boulemane Region and Mr. Mohamed Lyamani, President of the

‫اﳊﻀﺎرﻳﺔ واﻟﻘﻮاﻋﺪ اﳌﺸﺘﺮﻛﺔ اﻹﻧﺴﺎﻧﻴﺔ اﻟﺘﻲ ﻫﻲ ﻟﺒﻨﺎت ﻛﻞ ﺣﻮار ﺟﺎد‪ ،‬ﺑﻌﻴﺪا ﻋﻦ اﻟﺸﻌﻮر ﺑﺎﻷﺑﻬﺔ واﻟﻐﻄﺮﺳﺔ‬
‫ﻟﺒﻨﺎء اﻷﺳﺮة اﻹﻧﺴﺎﻧﻴﺔ اﻟﻮاﺣﺪة اﻟﺘﻲ ﺗﺘﺼﺪع ﻋﻠﻴﻬﺎ ﻛﻞ اﻟﺘﻀﺎرﻳﺲ اﻟﻨﻔﺴﻴﺔ واﻟﺼﻮر اﻟﻨﻤﻄﻴﺔ اﻟﺘﻲ ﺗﻮﻟﺪﻫﺎ ﻋﻦ‬
‫ﻗﺼﺪ أو ﻋﻦ ﺟﻬﻞ ﺑﻌﺾ اﳉﻬﺎت أو ﺑﻌﺾ اﻟﻌﺼﺒﻴﺎت‪.‬‬
‫اﳉﻠﺴﺔ اﻻﻓﺘﺘﺎﺣﻴﺔ‪:‬‬
‫وﺳﻴﺮا ﻋﻠﻰ اﻟﻨﻬﺞ اﻟﺬي رﺳﻤﻨﺎه‪ ،‬ﻓﺈﻧﻪ ﺳﻨﻘﻮم ﺑﺘﻜﺮﱘ اﻷﺳﺘﺎذ ﻋﺒﺎس اﳉﺮاري‪ ،‬ﻣﺴﺘﺸﺎر ﺟﻼﻟﺔ اﳌﻠﻚ ﻣﺤﻤﺪ‬
‫اﻟﺴﺎدس ﻧﺼﺮه اﻟﻠﻪ‪ ،‬ﻓﻲ اﻓﺘﺘﺎح ﻫﺬا اﳌﻠﺘﻘﻰ ﳌﺎ أﺳﺪاه ﻣﻦ ﺧﺪﻣﺎت ﻟﺒﻠﺪه وﺗﻌﺒﻴﺮا ﻣﻨﺎ ﳌﺎ ﻧﻜﻨﻪ ﻣﻦ ﻋﻤﻴﻖ ﺣﺐ‬
‫وﺗﻘﺪﻳﺮ ﻟﺮﺟﺎﻻت اﻟﻔﻜﺮ واﻟﺪوﻟﺔ اﻟﺬﻳﻦ ﻳﺴﺘﺤﻘﻮن ﺑﺎﻟﻎ اﻟﺘﻜﺮﱘ واﻟﺘﺒﺠﻴﻞ‪.‬‬

‫أو أن ﺗﺘﺼﺎرع اﻟﺜﻘﺎﻓﺔ اﻹﺳﻼﻣﻴﺔ ﻣﻊ اﻟﺜﻘﺎﻓﺔ اﻷﻣﺮﻳﻜﻴﺔ أو اﻟﻔﺮﻧﺴﻴﺔ أو ﻏﻴﺮﻫﺎ‪ ،‬ﺑﻞ ﻳﻜﻤﻦ أن ﺗﺘﻌﺎﻳﺶ ﻋﻠﻰ‬

‫وﺧﻠﺼﻨﺎ أﻳﻀﺎ إﻟﻰ أن اﻻﻧﺰﻻق اﻟﻜﺒﻴﺮ واﳌﺘﻌﻤﺪ ﻫﻮ ﲢﻤﻴﻞ ﻋﺐء اﻷوﺿﺎع اﳌﺰرﻳﺔ اﻟﺘﻲ ﺗﻌﺮﻓﻬﺎ ﻣﻨﺎﻃﻖ ﻣﺘﻌﺪدة‬
‫إﻟﻰ اﳋﺼﻮﺻﻴﺎت اﻟﺪﻳﻨﻴﺔ ﻛﻤﺎ ﻳﺮوج ﻟﺬﻟﻚ اﻟﺴﺎﺳﺔ اﻹﺳﺮاﺋﻴﻠﻴﻮن ﻓﻲ ﺗﺒﺮﻳﺮ ﺳﻴﺎﺳﺎﺗﻬﻢ اﻟﺘﻨﻜﻴﻠﻴﺔ ﺑﺎﻟﺸﻌﺐ‬
‫اﻟﻔﻠﺴﻄﻴﻨﻲ‪ ،‬وﻳﺘﺠﺎﻫﻞ اﻟﺴﻴﺎﺳﻴﻮن واﻹﺳﺘﺮاﺗﻴﺠﻴﻮن اﻟﻐﺮﺑﻴﻮن دور اﻟﺴﻴﺎﺳﺎت اﻟﺪوﻟﻴﺔ‪ ،‬ﻓﻲ اﳌﻴﺎدﻳﻦ اﻟﺴﻴﺎﺳﻴﺔ‬
‫واﻻﻗﺘﺼﺎدﻳﺔ واﻻﺟﺘﻤﺎﻋﻴﺔ واﻟﺜﻘﺎﻓﻴﺔ وﻣﺎ أدت إﻟﻴﻪ ﻓﻲ اﻟﻜﺜﻴﺮ ﻣﻦ اﻷﺣﻴﺎن ﻣﻦ إدﻣﺎج اﻟﻌﺎﻟﻢ ﻓﻲ ﺣﺮﻛﺔ واﺣﺪة‪،‬‬
‫وﻣﺎ ﳒﻢ ﻋﻨﻬﺎ ﻣﻦ ﺗﻮزﻳﻊ ﻏﻴﺮ ﻋﺎدل ﻟﻠﻤﻮارد اﳌﺎدﻳﺔ واﳌﻌﻨﻮﻳﺔ ﻣﻌﺎ‪.‬‬
‫وﻻ ﻳﺨﺮج ﻫﺬا اﳌﻨﺘﺪى ﻋﻤﺎ ﺳﻄﺮﻧﺎه ﳌﻨﺘﺪﻳﺎت ﻓﺎس‪ ،‬إذ ﻳﻬﺪف إﻟﻰ ﺗﺮﺳﻴﺦ اﳉﺎﻣﻊ اﳌﺸﺘﺮك وﺗﺬوﻳﺐ ﺗﻀﺎرﻳﺲ‬
‫اﻟﻼﻋﻘﻼﻧﻴﺔ واﻟﻀﻐﺎﺋﻦ واﻷﺣﻘﺎد‪ ،‬ودراﺳﺔ ﻣﻮﺿﻮع ﺟﺪﻳﺪ وﻫﻮ اﻹﻋﻼم واﻟﺘﻮاﺻﻞ ﳌﺎ ﻟﻪ ﻣﻦ دور ﻛﺒﻴﺮ ﻓﻲ‬
‫اﻟﺘﻘﺮﻳﺐ ﺑﲔ اﻟﺸﻌﻮب ﻓﻲ ﻇﻞ اﻟﻌﻮﳌﺔ اﻟﺰاﺣﻔﺔ واﻟﻘﺮﻳﺔ اﻟﺼﻐﻴﺮة اﻟﺘﻲ ﺑﺪأت ﺗﺄوي ﻛﻞ اﻟﺜﻘﻠﲔ‪ ،‬وﻫﺬا اﳌﻮﺿﻮع‬
‫اﳉﺪﻳﺪ ﻳﺄﺗﻲ ﳋﻠﻖ ﻣﺮﺟﻌﻴﺔ ﻓﻜﺮﻳﺔ ﻫﺎدﻓﺔ ﺗﺄﺳﺲ ﻷﺳﺮة إﻧﺴﺎﻧﻴﺔ واﺣﺪة‪ ،‬ﻣﻌﺒﺮ ًة ﻋﻦ أﻓﻜﺎر ذوي اﻟﻌﻠﻢ واﻹﺻﻼح‬
‫ﻻﺟﺘﺜﺎث اﳌﻐﺎﻟﻄﺎت واﳉﻬﻞ ﻣﻦ ﺟﺬوره وأﺻﻮﻟﻪ‪ ،‬وﻟﺘﺘﻜﻮن ﺷﺠﺮة اﻟﻌﺪل أﺻﻠﻬﺎ ﺛﺎﺑﺖ وﻓﺮﻋﻬﺎ ﻓﻲ اﻟﺴﻤﺎء‪،‬‬
‫ﻳﺴﺘﻈﻞ اﻟﻌﻘﻼء ﺑﺄوراﻗﻬﺎ‪ ،‬وﻳﻨﻬﻠﻮن ﻣﻦ ﺛﻤﺎرﻫﺎ اﻟﺸﺎﻓﻴﺔ‪ ،‬ﻟﻠﻘﻀﺎء ﻋﻠﻰ وﺑﺎء اﻟﻐﻄﺮﺳﺔ واﻟﻨﺰاﻋﺎت واﻷﻫﻮاء‬
