years in CIDA. She represented CIDA in Bangladesh, Indonesia, India, Thailand, Cambodia,
Laos and in Afghanistan (2003-2006) heading Canada’s aid program. She currently teaches
international development at the University of Ottawa. Her research interests include
development/reconstruction/aid effectiveness in fragile states, with focus on Afghanistan.
She travels to Afghanistan frequently.

Amar Bhattacharya is currently Director of the Group of 24. Prior to taking up his current
position, Mr. Bhattacharya had a long-standing career in the World Bank. His last position
was as Senior Advisor and Head of the International Policy and Partnership Group in the
Poverty Reduction and Economic Management Network of the World Bank. In this
capacity, he was the focal point for the Bank’s engagement with key international groupings
and institutions such as the G7/G8, G20, IMF, OECD and the Commonwealth Secretariat,
including on the reform of the aid as well as international financial architecture.

David Booth is a sociologist and was formerly Professor of Development Studies at the
University of Wales, Swansea. He has published on social development theory, including
Rethinking Social Development (1994) and on political and social issues in Latin America
and sub-Saharan Africa. His current research projects are on state responsiveness to poverty
and the politics of PRSPs, with fieldwork in Uganda, Ghana and Bolivia. Other work is
concerned with PRS monitoring, Poverty and Social Impact Analysis and assessing the
evaluability of general budget support as a modality of poverty-focused aid.

previously worked for the United Nations Development Programme (UNDP) for several

prevention and peacebuilding, mainly in relation to Sub-Saharan Africa. His work has been
published in a number of academic journals and edited volumes.

where he read for an MSc in International Political Economy. Upon completion of his
Masters, Deshal returned to the Institute of Policy Studies and has continued to work in

(Brazil in particular). She holds a MA in Regional Sciences/Studies of Latin America
(RWL) from the University of Cologne and is currently in the last year of her PhD studies in
International Relations at the University Complutense of Madrid, focusing on Brazil in the
international system. Before working at FRIDE, Sarah-Lea John de Sousa has been project
manager at the agency for development Chuconsultig in Germany and worked in a program
on education for development in Concepción, Chile.

Robert Greenhill was appointed President of the Canadian International Development
Agency in May, 2005. Mr. Greenhill also serves as Alternate Governor for Canada on the
Board of Governors of the World Bank Group and sits on the Board of Governors of the
International Development Research Centre (IDRC). Mr. Greenhill started his career with
the international consulting firm, McKinsey & Company. In 1995 he joined Bombardier Inc.
where he occupied a number of senior posts, including Senior Vice President Strategy,
before becoming President and Chief Operating Officer of Bombardier International in
2000. Focusing full-time on international public policy, Mr. Greenhill joined the
International Development Research Centre as Senior Visiting Executive in 2004. Born in

Molly Kane has worked for over twenty years in community and organizational
development, policy analysis and advocacy on issues on social justice and international cooperation, especially related to Africa and Asia. She has been the Executive Director of the
Canadian international social justice organization, Inter Pares, since 1996. From September
2005 to May 2006 she was on leave from Inter Pares during which she worked as Adjunct
Assistant Professor in the Global Development Studies Department at Queen’s University in
Kingston, Ontario. Before joining Inter Pares, she was a member of the Development Policy
Team of the Canadian Council for International Cooperation (CCIC). She was also the
Canadian Co-ordinator of the Philippines Canada Human Resource Development program

(PCHRD). Currently, Molly is on the Board of Directors of ACORD (Agency for
Cooperation and Research in Development) a Nairobi-based international NGO alliance
implementing development programs in over fifteen African countries. She is also a member
of the Board of Directors of CCIC.

Auparavant, elle était la coordonnatrice canadienne du programme de développement des
ressources humaines Philippines-Canada. Actuellement, Molly siège au conseil
d’administration de l’Association de coopération et de recherches pour le développement
(ACORD), alliance d’ONG internationales basée à Nairobi qui met en application des

Dr. Kumar is currently the Director and Chief Executive of the Indian Council for Research
on International Economic Relations. He is also on the board of several important
government organizations including National Security Advisory Board and Telecom
Regulatory Authority of India. Earlier in his career he was a Senior Fellow at ICRIER. Dr.
Kumar has completed his D.Phil. in Economics in 1982 from Oxford University. In a career
spanning over 25 years, Dr. Kumar has held several key positions in a wide range of
institutions. He served as a Professor at the Indian Institute of Foreign Trade. He has also
worked as Economic Adviser in the Ministry of Finance, Government of India and in the
Bureau of Industrial Costs and Projects, Ministry of Industry. From 2004 to January 2006 he
was Chief Economist with the Confederation of Indian Industry (CII). Prior to joining the
CII, he worked at the Asian Development Bank for nearly ten years as a Principal
Economist. He has several books and publications to his credit and contributes regularly to
popular media and journals.

poverty and policy research and analysis, as well as capacity building. Charles is a Research

Nachilala Nkombo works for MS-Zambia. Over the last eight years she has worked with
development organizations in Africa, the USA and Europe shaping analyses on debt, aid,
trade policy and poverty reduction strategies in Africa. Her most recent written works are on
Ecological debts owed to African countries; ownership and development aid experiences of
several African countries; Zambia’s Public Debt management issues and the Informal
Economy in Zambia. Currently, she is part of an international steering group of think tanks

Nachilala Nkombo travaille pour MS-Zambia. Au cours des huit dernières années, elle a

Fraser Reilly-King

Fraser Reilly-King is the Coordinator of the Halifax Initiative Coalition, the Canadian
presence for public interest research and education on International Financial Institutions
and Export Credit Agencies (ECAs). Prior to becoming the Coordinator, Mr. Fraser worked
for the NGO Working Group on Export Development Canada, a working group of the
Halifax Initiative and the Canadian focal point for ECA–Watch, a network of international
groups working to reform the activities of ECAs. He has also worked as a Communications
Officer at the United Nations Association in Canada, an intern at the Youth Unit of the
United Nations in New York, and as an English teacher (in Ecuador and Toronto). He is
currently on the Board of the Canary Research Institute on Mining, Environment and Health.
Fraser has a Masters of Science in Development Studies from the London School of
Economics, with a focus on gender issues.
Fraser Reilly-King

Roger Riddell

Roger Riddell is a Board member of Oxford Policy Management, a member of the UK
Department for International Development’s (DFID) Independent Advisory Committee on
Development Impact (IACDI) and a Principal of the Policy Practice. Previously, he was
International Director at Christian Aid, Research Fellow at the Overseas Development
Institute in London and Chairman of the Presidential Commission of Inquiry into Prices,
Incomes and Conditions of Services. He has also served as Chief Economist for the
Confederation of Zimbabwe Industries. He has written numerous publications on aid and
development including Does Foreign Aid Really Work? (2007). Mr. Riddell has degrees in
Economics from the University of Zimbabwe, Philosophy and Theology from the
University of London and development studies (Institute of Development Studies,
University of Sussex).

deux ans comme en deux siècles (1989): sur l’économie politique de la période de transition
post-Duvalier (1986-1988), Mandat pour changer l'histoire: (1993) écrit en collaboration

Dr. Philippe Rouzier is a renowned Haitian economist. He has a PhD in Macroeconomics
from Louvain University in Belgium. He has taught at UQAM, Laval University, the
University of Michigan, the University of Haiti and the Centre for Planning Techniques and
Applied Economics in Haiti. He has worked for UNDP, in the office of the Prime Minister
and in the President’s office (under Mr. Préval). His publications include: En deux ans
comme en deux siècles (1989): on economic policy in the post-Duvalier transition period
(1986-1988), Mandat pour changer l'histoire: (1993) written in collaboration with Haitian
professionals, and reports for UNDP on industrial zones on the island of Haiti and on the
problem of Haitian workers in the labour market of the Dominican Republic.
Mahmoud Saikal

Mahmoud Saikal is an International Advisor of the United Nations Development
Programme to the Afghanistan National Development Strategy. He has worked previously
as Afghanistan’s Deputy Foreign Affairs Minister, Ambassador to Australia and New
Zealand, Honorary Consul-General to Australia and Minister Counselor and First Secretary
in Tokyo. As Deputy Foreign Affairs Minister, he was the focal point of the Afghan
Government in the negotiation of the Afghanistan Compact with the International
Community and to the London Conference. He has been the recipient of the First Class
Merit Award from the Afghan President Hamid Karzai and Best Ambassador Award from
the Minister of Foreign Affairs of Afghanistan. Mr. Saikal is a graduate of both the
University of Canberra and Sydney University, with degrees in Environmental Design and
Architecture. He is a Visiting Fellow at the Asia-Pacific College of Diplomacy of the
Australian National University.

Brian Tomlinson

Brian Tomlinson is Coordinator of the Policy Team at the CCIC. He has widely published
on Canadian international cooperation, with particular emphasis on policy issues related to
international assistance. Recently, he has represented CCIC at the OECD Development
Assistance Committee on an Advisory Group on Civil Society and Aid Effectiveness. Brian
is also the Vice-chair of the global Reality of Aid Network. He has been with CCIC since
1995, before that he was with CUSO’s Americas Program and has previously worked for
Oxfam as a Political Affairs Officer.

Germany. She has also served as an advisor and consultant to the Reserve Bank of India,
where she authored an influential policy paper for the Narasimham Committee on Banking
Reforms (1998) in India. Benu Schneider is widely published including Capital Flight from
Developing Countries (Westview Press, 1991) as well as a guest editorship of Development
Policy Review on Issues in Capital Account Liberalisation (Vol. 19, No.1, 2001). She holds
