Merbecks, WVIS [email protected] 4 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines ENGLISH Management Summary - Guideline for implementing the outcomes of the MORE4CORE Project This guideline shall help national maintenance societies to implement the outcomes of each Work Package in their own country. This is necessary for anchoring the MRO Agenda to transnational policy, education and industry MRO is an emerging area for regional development agencies. The MORE4CORE project addresses a number of specific issues to fill in knowledge gaps or to build necessary networks. The objective is to ensure wide and long-term impact of the project, by setting up the necessary structures and activity programs aimed at key stakeholders for implementation beyond project duration. Such stakeholders have been defined during the project as policy makers, educators/industry associations, and individual private companies. The main target groups are policy makers (policy initiatives), educational institutions (for the EQF and ECVET) and Industry (innovation & internationalization support). The events of this WP6 will focus on achieving optimal use of transnational capacity. To realize this objective, for the main activities and outcomes of the project organizational form is design to inform about the possibilities to implement them in countries of the EU. There are the following topic: Long-term management of national clusters and roundtables (WP1) Generating key economic data on MRO and sub sectors (WP2) Information package or consulting service on R&D expertise (WP3) Implementation of EMSP (WP4) Organization of a MT HR Awards (WP4) Information service on different national norms and regulations (WP5) Guideline for start the MRO Index (WP5) 5 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines DUTCH / HOLLANDSE Management Samenvatting - Richtlijn voor de uitvoering van de resultaten van het MORE4CORE Project Deze richtlijn zal nationale onderhouds verenigingen helpen om de resultaten van elk werkpakket te implementeren in hun eigen land. Dabei wurden folgende Themen berücksichtigt: langfristiges Management von nationalen Clustern und Roundtable-Arbeitstreffen (WP1) Bereitstellen und Erfassung wichtiger Wirtschaftsdaten für Instandhaltung (WP2) Informationspakete oder Beratung zum Aufbau von F & E-Know-how in der Instandhaltung (WP3) Umsetzung eines EMSP – Europäischen Instandhaltungs Pass(WP4) Organisation eines Instandhatungspreises für Personalmanagement - Maintainer HR Awards (WP4) Informationsdienst nationale Normen und Vorschriften (WP5) Leitlinie für die Einführung eines MRO Index (WP5) 8 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines Anchoring the MRO Agenda to transnational policy, education and industry GUIDELINES Coordinated by: David A. Merbecks, WVIS [email protected] 9 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines Guideline for Long-term management of national clusters and roundtables (WP1) Aim: - to install Advisory Boards on national levels - to establish a triple helix platform for maintenance in a country WP-coordination Kees van der Hoop, WCM Prerequisites: A national and transnational cooperation is needed to provide insight in the most impactful differences and set in motion the process of alignment between industries, research/education institutes and government together. Things to be done: Action plan: Investigate the national status of activities and initiatives that are related with MRO Record and cover all parties Installing national networks and integrate all stakeholders in MRO Success Criteria: Every stakeholder has to be informed about the activities. Possible Events: Advisory board-Meetings Workshops to coordinate activities or initiatives for different topics of the triple helix Roundtable discussions for triple helix National and transnational conferences on Maintenance Available materials and where to find them MRO Vision Document Does / Don’ts It is important to: Things to avoid: Progress report of this project fix common ideas and goals in a joint declaration or cooperation agreement setting up a national MRO agenda installing revolving meetings and conferences to give stakeholders the opportunity for exchange and networking Budget estimation Investment and Cost for Implementation: From Plan to Start 10 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines Meetings have to be prepared. This could happen parallel to regular activities of each national maintenance society to avoid cost. What did we do: How to keep the project running elaborate the situation of MRO write a vision document install national advisory boards to connect the triple helix initiate national surveys, studies and workshops provide guidelines for the most important and relevant activities that could be realised without great effort by national societies Promote the initiatives and every result of common activities. Provide stakeholders with information of the next steps. Install a committee that is responsible for the coordination of common national activities. 11 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines Guideline for generating key economic data on MRO and sub sectors (WP2) Aim: - to organize a benchmark. - to interpret and use the data to improve - to demonstrate the importance of maintenance WPcoordination Wim Vancauwenberghe, BEMAS Prerequisites: (Starting conditions) Things to be done: Action plan: To produce consistent results during the Survey, a research methodology consisting of five steps was followed. These steps are explained below. Step 1: Identify the required research information In consultation with the More4Core partners, the survey questions to be used were identified. Key Performance Indicators (KPIs) to identify the performance of the individual Asset owners were identified for the six focus areas: ● ● ● ● ● Processing industry: maintenance of and related to the (continuous) production processes of solid materials, liquids and gases. For example the chemical industry, energy production, oil refineries, blast furnaces and the paper manufacturing industry. Manufacturing industry: maintenance related to the manufacturing environment for the (discrete) unit production of goods and products (with the exception of the Food, Beverage & Pharma industry). Food, Beverage & Pharma: maintenance related to the manufacturing environment for the unit production of goods and products within the Food, Beverage & Pharma goods segment. Fleet: maintenance of vehicles (excluding passenger vehicles), vessels and airplanes engaged in professional transport over land (including rail) and water, and by air. Infra: maintenance of roads, water, rail and other infrastructural works, such as ports and airports. As well as infrastructure such as (electrical) cables and piping networks. In addition, the supplementary quantitative and qualitative information required to determine which best-in-class methods of work can assist the Asset intensive industry to structurally improve their performance was identified. Step 2: Elaboration of the Questionnaire 12 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines A questionnaire was developed on the basis of the MRO information deemed necessary for the study. The questionnaire was validated by the More4Core partners. To increase the unambiguity of the MRO information to be submitted, an extensive glossary was included in the questionnaire. The questionnaire is available in German, English, French and Dutch and is included in Annex. Future initiatives can conclude to omit certain sections or questions. The glossary can be reviewed in order to avoid misinterpretation in some of the questions. Step 3: Validation on the basis of company visits All participating Asset owners were sent a copy of the More4Core questionnaire and completed the questionnaire. The answers of the participants were then validated together with specialised maintenance and asset management consultants. These validations were conducted during company visits and were focused on reviewing the definitions used and the interpretation of the questions. This way the consistency and quality of the benchmark information obtained in support of the Survey was safeguarded. Step 4: Processing of the data in the More4Core database The validated MRO information of all participants was then processed in a specially developed More4Core database. This database was used to provide the participating Asset owners with an individual MRO benchmark report to provide them with insight into their current performance and improvement potential. This software tool is owned by Mainnovation. They will need to be contacted if the same tool is to be used in a next benchmark exercise. The database was used to perform analyses in Excel and SPSS. The tables and graphs included in the report are based on this database. In a next Benchmark study, efforts can be done to automate the analysis of the results. Step 5: Macroeconomic study of MRO trends Parallel to the execution of the micro-benchmark studies within the companies, KPMG Asset Management conducted a macroeconomic study of the MRO market for the M4C project. The data from the study can be used to extrapolate the results from this Survey to the Northwest European level. The More4Core benchmark was the first to reveal the impact of Asset Management decisions on the maintenance costs and plant performance over the complete life cycle of a production facility. A lot of interesting insights are to be gained by maintaining the same questionnaire and comparing future benchmark results with the M4C results. By doing so, the impact of maintenance can be revealed. 13 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines Instructions: Success Criteria: Good planning & preparation Good questionnaire (available) Proven results and benchmark figures (available) Possible Events: Presentation of the results at a seminar or conference Publication of general benchmark results in journals Available materials and where to find them At M4C (through BEMAS and EFNMS): M4C did a first benchmark with mainly Belgian and Dutch asset owners, but also some German and French companies participated. A questionnaire in English, French, German and Dutch is available Sample benchmark reports for participating companies are available Example Final analysis report Benchmark figures to compare with KPI’s At AFIM AFIM is leading a benchmark study on French companies since at least 10 years through a tool called „observatoire de la maintenance“ (OM). OM is analysed by an economic consultancy company, and delivers interesting results and analysis. OM results are analysed, explained and commented every year during „Salon de la maintenance“ in Paris (nov, in the MIDEST exhibition) AFIM has provided its benchmark questionnaire to M4C At WVIS WVIS is leading benchmark study on German maintenance service companies called the “WVIS Branchenmonitor“ The monitor includes Growth forecasts, service portfolio as well as labor market developments for the maintenance service industry WVIS has provided its benchmark questionnaire to M4C . These questions could not be retained, as they focus on service providers and not to asset owners. Does / Don’ts Things to avoid: Clear agenda, milestones and delivery dates have to be set-up and respected. Companies do not see benchmark has professional because dates where blur and delivery dates are not respected (june 2015 – France still does not have the results... Questionnaire could be simplified and somewhat shortened to increase attractiviness and decrease unitary costs of analysis. 14 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines Budget estimation One of the main difficulties is to collect economic data (assets values e.g.). An idea would be to write down guidelines in order to explain a way technical but also finance people understand it and measure it a consistant way. But the most important subject is for us to market and turn attractive this benchmark participation : o to show and illustrate what the results are and the benefits to be involved in o to build and run targeted advertisement and lobbying (customers that are not the companies) Investment and Cost for Implementation: From Plan to Start The investment cost will depend on - how much of the efforts are subcontracted if it will be subcontracted to the same party or not if the companies participating need to be visited by a consultant or not. Commercial initiatitives ask participants upto 10.000 EUR for a benchmark report based on an audit. Cost for revolving actions Structure: KPI Definition 1. Asset Technical Age Index (ATAI) Weighted average asset age/Weighted average technical age 2. Asset Economic Age Index (AEAI) Weighted average asset age/Weighted average economic age 3. Technically Aged Asset Ratio (TAAR) Value of assets that have reached the end of their technical lifecycle/total value of the asset base 4. Economically Aged Asset Ratio (EAAR) Total value of assets that have reached the end of their economic lifecycle/total value of the asset base 5. Old-asset Dependency Ratio (ODR) Total value of assets in the last 20% of the technical lifecycle/total value of the asset base 6. Asset Replacement Urgency (ARU) Total value of assets in the last 20% of the economic lifecycle/total value of the asset base 7. Asset Aging Index (AAI) Total value of assets in the last 20% of the technical lifecycle/total value of the assets in the first 20% of the technical lifecycle 15 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines KPI Definition 1. % Technical availability Percentage of production losses or production downtime resulting from maintenance (corrective and preventative). 2. Maintenance costs/replacement value The overall maintenance costs, consisting of personnel costs and the materials of the engineering departments, as well as the costs spent on maintenance performed by operators and/or third parties, as a percentage of the replacement value of the asset base. 3. % Preventative maintenance The overall maintenance costs spent on preventative maintenance as a percentage of the overall maintenance costs. Preventative maintenance includes planned overhauls, planned replacements, lubrication activities, inspections, condition-based maintenance, including repairs arising from inspections and condition-based maintenance. 4. % Outsourcing The costs of third parties, direct costs or contracts as a percentage of the overall maintenance costs 5. Probability of health & safety incidents Estimate of the probability of an incident with a serious impact on health and/or safety caused by technical failure within a period of three years. 6. Probability of environmental incidents Estimate of the probability of an incident with a serious impact on the environment caused by technical failure within a period of three years. 7. CAPEX/replacement value The CAPEX is regarded in this benchmark as the total investment costs in the asset base with the purpose of a functional modification, extending the lifecycle, shutdown, major overhaul, replacement or renewal. These costs are estimated outside of the normal maintenance budget. 8. % Relative age of the asset The percentage of the overall technical lifecycle of an asset that has already expired. 16 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines A low percentage is referred to as a young asset (0% of a new asset), a higher percentage as an old asset (100% is the end of the lifecycle). What did we do: See action plan. Summary / Strengths: SWOTanalysis - first benchmark combining maintenance performance with asset portfolio data Weaknesses - Opportunities: difficult to motivate asset owners to participate in a (new/unknown) benchmark initiative needs to be ran regulary in order to keep the momentum region needs to be expanded Threats: - How to keep the project running roll out the benchmark in the other commercial benchmarks complete EU underestimate the amount of work work together with to be done international organisations EFNMS could set up a bi-anual benchmark excercise with all national federations willing to participate. The questionnaire is available. Some questions can be revised and adapted in order to even improve the results obtained. Annex: Questionnaires: see PDF documents. 17 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines Guideline for information package or consulting service on R&D expertise (WP3) Aim: WP-coordination Prerequisites: - to use strategic SRA agenda - funding on a national level Coen Sanderink, BOM and Rolf Bastiaanssen, B&W Things to be done: Action plan: Success Criteria: Identify possible session topics with key partners Define indicative agenda (topic + location) Contact possible participants, obtain additional information on state of the art Preparatory document for participants; detailed agenda, key documents to read Session / workshop Follow-up report for participants including next steps proposed by topic owner A number of success factors have been identified; Possible Events: Longlist topics aligned with European research interests (Maintenance SRA) Longlist contacts in industry, research, policy (Maintenance database xls) Shortlist key players (Maintenance strategic advisory board) Leadership: Each session needs a´ topic owner´, an organisation interested in outcomes and willing to invest in or lead a future research project. This organisation provides credibility to the initiative, can help identify participants. Participation: Participation of wider industry / research world is more likely of the session is organised as a side event to a major industry event / trade fair Agenda; 2/3 focus on content and 1/3 process Attendees: R&D managers, research group leaders (people who both understand content and have decision-making power for project initiatives), usually 5-15 participants. Preparation: Individual calls with most relevant participants ensure session organisers get insights state of the art and key interest, which helps to steer the discussion and increase likelihood of these organisations to participate. Facilitation: a dedicated facilitator helps the discussion move forward, ensuring all participants are can focus on content Follow-up: is more likely if a project concept is aligned with an opportunity for project finance (like a call for proposals in Horizon2020) Moderated roundtable or workshop sessions 18 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines Available materials and where to find them Does / Don’ts Things to avoid: Budget estimation A very clear agenda ensures participants understand objectives and added value; general sessions on innovation may not attract the right audience Investment and Cost for Implementation: From Plan to Start How to keep the project running Longlist topics aligned with European research interests (Maintenance SRA) Longlist contacts in industry, research, policy (Maintenance database xls) Shortlist key players (Maintenance strategic advisory board) Example agenda’s A typical innovation session requires about 15 days of work by the organiser, roughly equally divided between agenda scoping + engagement potential participants, preparation of the session, and session + follow-up Contact: Coen Sanderink, Projectmanager Maintenance & Services, Brabantse Ontwikkelings Maatschappij (BOM) Postbus 3240, 5003 DE Tilburg, Goirlese Weg 15, 5026 PB Tilburg, T +31 88-83 111 20 (algemeen) , E [email protected] 19 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines Guideline for Implementation of European Maintenance Skills Passport – EMSP (WP4) Aim: - to implement the EMSP on a national level - to implement the EMSP in the EU WPcoordinator René Strijbosch, WCM Prerequisites: Participation of minimal 3 national maintenance bodies at the start and to be expand to all the EU maintenance bodies. Things to be done: Action plan: Action 1: Introduction of the EMSP on national level Action 2: Introduction of the EMSP on European level Action 3: development of a webbased tool EMSP 3.1: development of the EMSP into a working application 3.2: running the EMSP test application by early adaptors in 3 countries 3.3: the EMSP as a standard for the European maintenance sector Instructions: Action 1: the national maintenance body organize a national conference to introduce the EMSP at the industry (asset owners and service providers). The aim of the conference is to get companies interested to participate in a project as early adaptor of the EMSP. Action2.1: the EEFMS organize a EU conference to introduce the EMSP to the industry / EFNMS members (asset owners and service providers). The aim of the conference is to have the approval to start with implementation of the EMSP on EU level and to set up the organisation necessary to maintain and to operate the EMSP Action 2.2 link to official entities for countries that already have a skill managing system for maintenance (like France), in order to a) Have a cross-reading tool that allow to link passport skills and existing diploma or qualification b) Set up partnership that will give (long term issue ) equivalencies between systems Action 3: setting up a project organisation or consortium with the early adaptors of at least 3 countries and a IT company. Action 3.1: develop the webbased EMSP application. We recommend to submit a Interreg project with the early adaptors and the IT company as partners and EFNMS as a associate partner. Action 3.2: organize the pilot platforms. Develop a smart user guide and start to setup the national organisation necessary to maintain and to operate the EMSP Action 3.3: introduction of the EMSP in Europe. EFNMS is the leading partner in this process. Also the setup of the national organisation necessary to maintain and to operate the EMSP is an activity that has to be done, including the description of the 20 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines tasks of the several national and European bodies that are involved in the implementation of the EMSP. Action 3.4 : build cross-reference tools between EMSP and existing tools (like French ROME system) Success Criteria: Possible Events: The interest and the sense of urgency at the companies and the national maintenance bodies. - Available materials and where to find them - Document “setup the national organisation necessary to maintain and to operate the EMSP” ; April 2015 Document “European Maintenance Competence Framework” ; May 2015 Document “European Maintenance Profile Family Tree” ; June 2015 You can find the documents on the www.more4core.eu Does / Don’ts - Things to avoid: - Budget estimation National congress to introduce the EMSP to the industry and to inform them about the project idea and the challenge to participate. EFNMS congress to introduce the EMSP. Also European bodies eg. CEN, ECVET, Europass, will be invited. Lobby at national level for official and government entities (French ministery and French professional syndicate e.g.) - Involve national and EU stakeholders by installing national and EU Advisory Boards. Don’t forget to involve the stakeholders which have a strong political and strategic position Build a system “against” national official existing ones Investment and Cost for Implementation: From Plan to Start Action 2 : lot of time Action 3.1.: € 1.205.000,-- Action 3.2: € 687.500,-- Action 3.4 : € to be determined Cost for revolving actions Action 3.3: Depending the amount of users: approx. € 28,-- per user 21 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines Structure: What did we do: We have a paper based version of the European Maintenance Skill Passport. We also have the user manual to identify a work task and to describe the work task into Learning Outcomes by knowledge, skills and competences. We also have published our proposal how to organise the whole process relating to the European Maintenance Skill Passport, in particular accreditation, registration and validation of the Learning outcomes and the passport register. Summary / Strengths: Weaknesses SWOTanalysis Standardization and transparency for HR and education. Match between present competences of the individual employee and the requested competences of the employer. The acceptation of the maintenance sector. The willingness to fit its own HR system into the EMSP. Opportunities: Threats: Harmonizing the maintenance function profiles The costs of the whole system : .the costs/benefits New ISO norm about skills How to keep the project running Use the existing national and EU organisations and bodies to put this item frequently on the agenda. For the Netherlands: WCM, NVDO, VOMI For Belgium: BEMAS For Germany: WVIS For France: AFIM For EU: EFNMS 22 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines Guideline for Organisation of a Maintenance Human Resources Award – MT HR Awards (WP4) Aim: - How to implement the MT HR Awards on a national level - How to implement the MT HR Awards in the EU WP-coordinator Kris Vanherpe, VOKA Prerequisites: One lead partner for the organization with dedicated resources for the action An active network of industrial companies Things to be done: Action plan: 1. Instructions: - Selection of the chairman of the jury: expertise in a broad field of industrial activities and experienced in different functions on the hierarchy of the company an authority on Maintenance without actual involvement in the sector. The academic concept should be kept by BDO; they are the owner and have the knowledge for analyses and further deployment of the concept. Success Criteria: Leadership of the organizing company: Voka-KvKAW set up a pilot because of our close involvement in the local economic and political context. It is important to create goodwill for participation into the action. The sequel should be organized by EFNMS in close co-operation with the different national members. Possible Events: Seminars to put the topic on then companies agenda. Transfer of the contest towards a national and international context. Available materials and where to find them - Literature on the concept of Magnet Organization. - Questionnaire - Route map for implementation - Reports These documents will be placed on www.more4core.eu Does / Don’ts Do’s: Things to avoid: - involve your public-private stakeholders - create the necessary resources in your organization - convince the CEO of the company to participate and overcome potential resistances of e.g. employers organizations - setting up a permanent structure for on-going support and management: preparation – management – lessons learned – feedback iterative process Budget estimation Investment and Cost for Implementation: From Plan to Start 8.000€ for organization of event + materials 13.000€ for human resources of the project management Cost for revolving actions Structure: An ‘ad hoc’ structure was set up because of the pilot, which will only once take place. What did we do: See: Available materials Summary / Strengths: Weaknesses 25 Partners: Anchoring the MRO Agenda to transnational policy, education and industry Work Package 6 - Guidelines SWOT-analysis Chamber of Commerce is strongly involved in the local social-politicaleconomic context and therefor in a good position to identify ‘early adopters’ to participate into the contest + KULeuven provided scientific support in the deployment of the Magnet concept. FTE = Full Time Equivalent. Uitgedrukt in aantal jaar. To get a good insight in your maintenance organisation, it is interesting to compare your own performances with your competitors' in the sector. The benefit of participating in this study is that you can evaluate your own performances and compare them with your branche. Based on that information you will have insights in the way you can adjust your maintenance and asset strategy and from that increase your companies’ competitiveness. Within the framework of the European M4C project (Maintenance, Overhaul and REpair for COmpetitiveness of the NWE Region) we are executing such a benchmark study. We will use this benchmark study as a base to get an insight in the macro-economic value and impact of maintenance. This will be based on an international benchmark and qualitative survey with about 400 selected companies from the North Western European (NWE) region. The NWE-region includes Belgium, Germany, France and The Netherlands. The aim of those studies is to make macroeconomic analysis per country, per sector and for the NWE-region based on extrapolation of the obtained data to provide an insight at the challenges of asset owners. Confidentiallity We understand that is very important for you to protect your business information from your competitors. Therefore we firmly confirm that your business information will be handled confidential and will be in no way traceable for any other participant in this benchmark study. The final benchmark results that will be reported per company, per country and for the whole of the NEW-region will be anonymous. The questionnaire This questionnaire will guide you to find the right information in an efficient way. Extended descriptions and examples are included to help you determining the right figures. Please keep in mind that high quality information is not only useful for the overall benchmark results, but gives you the opportunity to get good, detailled insights of the current performance of your maintenance department. The benchmark consists of two parts: 1. A questionnaire: In this part we ask you to provide us with quantitative and qualitative data over the year 2012. A few questions also require data from 2009 (3 years back) and an estimation for the year 2015 (3 years ahead). The data gives an inside in your recent performances and supports the second part of the benchmark. We ask you to send the completed questionnaire to XXX. 2. A verification visit: In the verification visit we will validate your data in case of lack of clarity and to understand the correct perspectives of your answers. After your questionnaire has been received we will make an appointment for the verification visit. In the benchmark we collect the following data divided in five groups (per group of data a set of definitions is added, including a few examples): 1. General company data: a. Company name, address and contact information b. Core business of the company c. Branch this company based on the NACE classification 2. Maintenance and asset data: a. Definitions Maintenance and asset data The number in the first column of the explanation table reflects to the number in the questionnaire 1 SHE data SHE-factor Explanation Value between 0 and 0,99 which represents the chance that the license-to-operate will be kept in the future. This score should be based on the score of internal and/or external SHE audits. If there hasn't been any incident over the past years and the company has solid procedures in place; this VDM analysis assumes that there is no evidence for any lice to operate problem in the next years. The score than equals 1,00 (means 100%). If there have been incidents, or some equipments or manufacturing settings will likely not comply to legal requirements in future, the score should be in the range of 0,95 - 0,99, depending on the severeness of non-compliances. As SHE legislation is industry specific; there is no general calculation rule between non-compliances and SHE factor. The VDM consultant will check your figure. To determine the SHE-factor you need to determine your SHE-score. This score is based on seven SHE-relevant items (see table below). First you have to define the weighting of each item (either 1, 2 or 3) where 1 means the lowest and 3 means the highest relevance. Second you score your current performance on each item on a scale of 1 to 5 based on the following definitions: 1. Excellent 2. Good 3. Sufficient 4. Insufficient 5. Poor When you summarize the products of weighting and score of all items and divide this number by the sum of all the weightings you have calculated the overall SHE-score. See example below. Based on the table on the right hand side you can determine what SHE-score refers to your overall SHE-score. In this example an overall SHE-score of 3.6 leads to a SHE-factor of 0.96. 18 2 3 Cost of SHEpenalties Production data 1. Annual turnover asset 2. Annual turnover country 3. 4 5 6 7 8 9 10 Reported book value of tangible fixed assets Annual profit asset Production loss due to maintenance Maintenance data Asset Replacement value Annual Maintenance Costs Distribution maintenance costs Labor costs Material costs Outsourced maintenance costs Distribution Expenses for penalties due to non-conformities regarding SHE-law and legislation in the year of the data collection. Explanation The total revenues of the asset(s) during the financial year. The total turnover of all assets in the country your asset is located (the economic entity). Most common way to determine is the annual report of your company. In case your asset is the only asset in this country this figure is equal to the annual turnover of the asset. The value of the tangible assets as reported in the annual report. Contribution of the asset (the plant, fleet or selected group of objects) to the net profit of the company. This can be calculated by multiplying the production volume realized with the total net profit of the product. Internal transfer prices should not be used in this calculation. Percentage production loss or production downtime due to maintenance (corrective and preventive) as the % of down time due to (un)scheduled maintenance during production time. Explanation The asset replacement value is the value of the equipment, production related facilities/rooms and buildings. Please give an indication of the ARV of the production related facilities/rooms and buildings. Corporate offices and general buidlings are not included. The asset replacement value can be determined via the insurance value of the plant, with a possible correction in case of deliberate under- or over insurance. In case this information is not available please give an estimate of the asset replacement value. The maintenance costs consist of the costs for people and material from the technical department as well as for maintenance executed by operators and/or third parties. Costs for modifications to improve maintenance performance are also included (up to a limit of Euro 2.500). Functional modifications (changing the function of the equipment) should not be included. Shutdown costs need to be discounted in the annual maintenance costs. If a shutdown is carried out every 3 years, 1/3 of these costs should be included in the annual maintenance costs. Not included are maintenance dependent costs like costs for equipment downtime, production loss, investments, new building, facility maintenance & daily cleansing. The maintenance costs can be subdivided into 3 parts: 'own' labor costs, 'own' material costs and costs for third parties. The labor costs of the 'own' maintenance department. This includes direct personnel (technicians) and indirect personnel, for example the management of the maintenance department, warehousing staff and reliability engineers. The used material costs of the 'own' maintenance department. The costs for third party companies, direct costs and contracts that are applicable for the benchmark year. The costs include hours and material costs when provided by the contractor. Materials from the maintenance warehouse used by third party are treated as Material costs. The maintenance costs can be subdivided into preventive maintenance costs & corrective 19 maintenance costs 11 Preventive maintenance cost 12 Corrective maintenance costs 13 % Work orders completed on time Resource data Technician productivity 14 15 MRO inventory value 16 Annual costs training personnel % Documentation up-to-date 17 maintenance costs. Large shutdowns must be also be split into preventive work and corrective work. The percentage of the maintenance costs spent for preventive maintenance x the total maintenance costs. Preventive maintenance activities include amongst others: Planned overhauls, planned replacements, lubrication activities, inspections and other condition based maintenance and planned SHE-activities. Also modifications (excluding functional modifications) are considered as preventive maintenance as well as repairs after an inspection (but before the equipment had failed). The percentage of the maintenance costs spent for corrective maintenance times the total maintenance costs. Corrective maintenance is any maintenance activity which is required to correct a failure that has occurred. This activity may consist of repair of breakdowns, scheduled repairs after failure, restoration or replacement of components that are responsible for the failure of the overall system. Amount of planned work orders executed on time, divided by the total amount of planned work orders. Unplanned activities (like emergency work orders) are not taken into account. Explanation Technician hours booked on work orders related to equipment and production locations (waiting time is included) divided by the total working hours. Indirect hours like training, holidays, improvement teams, etc. should not be included into the working hours. Total value of spare parts, expendable parts and rotables on stock (MRO-items = Maintenance, Repair& Overhaul-items). A rotable component is one which, when it has failed, or is about to fail, is removed from the asset and a replacement component is installed in its place. The component that has been removed is then repaired or restored, and placed back in the maintenance store or warehouse, ready for re-issue. The costs for training and education for own maintenance personnel within the maintenance organization during a year. The percentage of drawings and documentation (manuals, etc.) that is up-to-date, meaning corresponding with the as-built situation. How to get a reasonable estimate. 20 3. Definitions HR & Personnel The number in the first column of the explanation table reflects to the number in the questionnaire 1 HR & Personnel Composition of current organization Direct and indirect personnel # FTE # Vacancies 2 3 4 5 Avarage salary costs for direct maintenance personnel Age distribution total maintenance personnel Nationality of total maintenance personnel Outsourced maintenance Total personnel on location of asset € Explanation Direct personnel: Own personnel (hired employees and insourced (contracted) employees are excluded) who perform direct hands-on maintenance activities Indirect personnel: own maintenance personnel that supports the direct personnel to fulfill their maintenance activities FTE = Full Time Equivalent. It defines the size of the workload of employed persons. Example: A company has 3 employees. One employee has a contract for 40 hours per week for a whole year. Two employees have each a contract of 20 hours per week for half a year. A year has 52 weeks. Then the number of FTE's based on the period of one year is 1 x 40/40 * 52/52 + 2 x 20/40 * 26/52 = 1,5 FTE. Note: All data in this questionnaire are based on the period of 1 year (2012) The unit of # vacancies is FTE. So if there are 3 vacancies, one for 30 hours per week, one for 20 per week, both for a whole year and one vacancy for 40 hours during 6 weeks, the number of vacancies is: 1 x30/40*52/52 +1 x 20/40*52/52 + 1 x 40/40*6/52 = 1,37 FTE The number of FTE’s employed on the location of this asset employed by own organization. The total salary costs of the own direct personnel (see definition above) devided by the number of FTE of own direct personnel (see definition above). Only own maintenance personnel Only own personnel. Nationality at birth # FTE Hired Contracted For FTE definition: definition under point 1 Hired personnel: workers that are almost continuously present at your site to perform maintenance related tasks, but are on the payroll of another company. Contracted employees: workers that are active on your site in the framework of a (service) contract to perform maintenance related tasks. Note: the assumption is that 2/3 of contract value is personnel and 1/3 of contract value is material 21 4. Definitions Innovation The number in the first column of the explanation table reflects to the number in the questionnaire 0 1 2 Innovation Average age of the assets Capital projects breakdown Exceeded and remaining lifetime of asset base Average value per year based on frequency of occurrence Explanation The average age of the main systems of your total assets. Preferably based on the current age and ARV of the separate systems. In case this information is not available give an estimation. For all capital projects: costs which are investments and visible on the balance sheet of the company. Therefor they are not part of the Annual Maintenance Costs as defined in the questionnaire Maintenance data under 6 Annual Maintenance Costs Functional modification When a functional modification has a value of € 24 million and takes two years to realize, the average value is € 12 million (24/2). Life time extension When an asset has reached its (economic) life time of let's say 15 years and a life time extension project with a value of € 100 million prolongs its life with 5 years, the average value is € 100 / (15+5) = € 5 million Shutdown (as investment) When a shutdown of € 2 million is necessary each 5 years AND the shutdown is not seen as maintenance costs (see VCC-explanation data entry sheet under 6 Annual Maintenance Costs), but as investment, the average value is € 2 / 5 = € 0,4 million per year Major revision When a major revision of € 12 million is necessary each 6 years, the average value is € 12 / 6 = € 2 million Renewal / replacement When a renewal / replacement project has a value of € 35 million and its expected economic life time is 5 years, the average value is € 35 / 7 = € 5 million Economic life time: Period over which an asset (machine, property, computer, system, etc.) is expected to be usable, with normal repairs and maintenance, for the purpose it was acquired, rented, or leased. Expressed in number of years. It is usually less than the asset's physical life. Physical life time: Period over which an asset can fulfill its function technically, even when it is not in use, but available for functioning . Years % of total ARV In case an asset has overrun its estimated economical or physical lifetime without any major technical improvement (modification, revision, overhaul or upgrade) exceeding of this lifetime occurs. In case this estimated lifetime has not been exceeded we speak of 22 remaining lifetime. 3 End of life measures Open text Choose the measure or combination of measures your company will take in the near future (within 5 years from now) when end of life of the physical objects will be reached. In case this will not happen in the near future please mention the measures taken in the last 5 years. If no end of life discussions have taken place or will take place leave the form blanc. Please fill the reason (free text) for the type of measures taken/to be taken. 23 5. Definitions Market integration The number in the first column of the explanation table reflects to the number in the questionnaire 1 Market integration Expected change of outsourcing budget 2 Types of outsourcing % of current outsourcing budget No contract Volume contract Effort contract Explanation To calculated the percentage of change in outsourcing the following data is used: Budget 2009 and its percentage of outsourcing in 2009 of this budget Budget 2012 and its percentage of outsourcing in 2009 of this budget (this data is already answered in the VCC-sheet) Year 2015: expected percentage of outsourcing in future. No contract: Standard procurement and invoicing Volume contract (blanket order, hourly rates, calculation after delivery of service): Call off of specialized parts, facilities and services, without standard procurement order and invoicing per individual call off Effort contract (unit rates): Delivery of services based on pre-calculated offers based on calculation norms of fixed prices. Result contract Result contract: The vendor prepares and executes all maintenance activities agreed on for a certain period and a fixed price. The contract is based on a predefined set of preventive maintenance plans and an estimation of the amount of corrective maintenance needed. Settlement is based on a no claims/bonus agreement. Performance contract Performance contract: Supplementary to the result contract the vendor has a (co-) responsibility for the improvement of the performance of an asset. The contract is about buying performance, not the transaction of goods and services. It delineates outcome performance goals, ensures that responsibilities are assigned, provides incentives for attaining these goals, and facilitates the overall life-cycle management of system reliability, supportability and total ownership costs. Settlement is based on agreed on budget realized performance and a bonus agreement. 24 6. Definitions Risk The number in the first column of the explanation table reflects to the number in the questionnaire 2 6 Risks Asset reliability Evolution of maintenance budgets How do failure rates develop for your assets? % of your current budget Explanation Take into account the trend of your failure rates over the last 2 years. To calculate the evolution of the maintenance budget from what it is to what it should be according to your opinion to comply with the asset reliability demands and the asset utilization, the following data is used: -Budget 2009 and your estimation of a realistic budget -Budget 2012 and your estimation of a realistic budget -Year 2015: expected budget and your estimation of a realistic budget A realistic maintenance budget is defined as a maintenance budget that gives your organization the opportunity to reach performance targets as defined and comply to all legislation applicable. In case the budget in year X gives you this opportunity the realistic budget for this year is 100%. In case the budget of year X should have been 10% higher than the official budget the realistic budget is 110% of the official budget. In case a realistic budget should be 15% less than the official budget the answer is 85%. Reason for difference between official and realistic budget In case the realistic budget is not equal to the official budget you can mention the reson for that. Examples can be: -Cost reduction causes -Extension of the assets but no extra maintenance budget awarded -Production decrease but no decrease of maintenance budget These are examples to help you. Please write down your own specific reason. Siehe folgendes Beispiel. Ausgedrückt in Anzahl an Jahren. Bitte geben Sie Ihre eigenen, spezifischen Gründe an. 27
