J'ai fais des changements à ce document car quelques équipages ont eu des problèmes avec les autorités
Américaines à l'automne 2013. Depuis notre retour en Juin 2011, les règles ont changés et paraitrait qu'il
faut vous rapporter aux autorités à chaque fois que vous vous déplacez avec votre bateau.
J'ai trouvé un programme où l'on peut s'inscrire afin de faire tout ça par internet:

J’ai quand même inséré tous les Ports d’Entrées de la Floride au cas où!!!
Si personne ne répond, laissez un message sur le répondeur en leur donnant toutes les infos qu'ils veulent
et prenez en note, dans votre livre de bord, la date et l'heure que vous avez laissé le message... Si
quelqu'un répond , ajoutez à ça le nom (ou le matricule) de la personne à laquelle vous avez parlé.
Plusieurs personnes rencontrées ne se sont jamais rapportées et n’ont jamais eu de problème mais pour
nous, se fut une toute autre histoire…

Pleasure boats arriving in the New York/Newark Area will make an initial report of arrival to CBP by contacting the
Newark Area Marine Desk at 1-877-209-8526. For purposes of reporting pleasure boat arrivals, the New
York/Newark Area is defined as the geographic area north of Manasquan, NJ and south of the Poughkeepsie Bridge
on the Hudson River. The area includes the north and south shores of Long Island.
What information do I have to have when I call?
Vessel masters must have the following information available:

(01/12/2009) Who Must Report
All U.S. Citizens and aliens seeking entry to the United States must report their arrivals.
Masters - The master or person in charge of the boat must report their arrival to U.S. Customs and Border
Protection (CBP). For the purpose of these instructions, the term “boat,” means any vessel not engaged in trade or
documented trade (not carrying merchandise or passengers for hire) such as pleasure boats and yachts, regardless
of size. This requirement applies to all boats regardless of country of registration. Additionally, boats registered
outside Canada or the U.S. must contact a local CBP office for a cruising license.
Aliens - All aliens (including alien crewmen) who are applicants for admission or otherwise seeking admission or
readmission into the U.S. must report for inspection by a U.S. Customs and Border Protection officer.
U.S. Citizens - Persons claiming to be U.S. citizens must report to a U.S. Customs and Border Protection officer to
establish that fact to the examining officer’s satisfaction.

(01/05/2009) Who Must Report?
Pleasure boat operators/master have the responsibility for reporting to the nearest U.S. Customs and Border
Protection (CBP) facility or other location designated by the Port Director when arriving in any port or place within the
U.S. from a foreign port or place (including a hovering vessel) immediately upon their arrival in accordance with 19
CFR 4.2(a).
The master or designee of the boat may go ashore only to report the arrival to CBP either in person or by telephone.
No other person may leave or board the boat and no baggage or merchandise may be removed or loaded until the
report of arrival is made and release granted by a CBP officer.
Arrivals requiring an in-person report to a CBP officer may be made at one of the following designated areas. The
boat must be made available for inspection at a CBP designated area for possible boarding at the time of arrival.
How do I report?
To fulfill this reporting requirement, pleasure boat operators arriving within the jurisdictions covered by the Port of
Baltimore, Maryland should report their arrival to:

If arrival occurs after normal business hours, boaters must call 1-800-973-2867 to report their arrival. A CBP officer
will provide further instructions regarding reporting and entry processing.
Failure to report can result in civil penalties as defined in Title 19, United States Code, Section 1436 to include a
penalty of $5,000 for the first violation and $10,000 for each subsequent violation with the conveyance subject to
seizure and forfeiture. In addition to being liable for a civil penalty, any master who intentionally commits a violation
under subsection (a) of the above stated section upon conviction is liable for a fine of not more than $2,000 or
imprisonment for 1 year or both.
All documented or registered vessels 30 feet in length or greater are required to pay an annual processing fee of
$25.00 in U.S. dollars if crossing international borders.
Payment is required for the vessel at or before the time of the first arrival if each calendar year. If you report your
arrival in person or by telephone and a fee is applicable, you may charge the fee to your American Express,
Discover, Visa or Master Card. A non-transferable decal will be issued upon payment and mailed to your address of
record. CBP will not grant a clearance if outstanding fees are due.
Decals may also be purchased via the Internet at the DTOPS Web Site. ( DTOPS ) If you purchase your decal through
the Mellon Bank, Pittsburg, PA, the CBP user fee administrator will handle your annual decal mailings/reminders at
the Mellon Bank. Please carry a copy of the decal application for verification if you have submitted payment to Mellon
Bank and have not received your decal.

What Alternative Inspection Programs Do These Ports Accept?
Local Boater Option (LBO) Program
Participants in this program may report their arrival to U.S. Customs and Border Protection (CBP) by calling one of
the telephone numbers below. Unless directed by a CBP officer, a participant in this program does not have to report
for an in-person inspection.
Visit ( svrs ) to apply online for LBO participation and schedule an appointment for an interview at one of the
authorized enrollment centers.
Small Vessel Reporting System (SVRS)
In March 2010, U.S. Customs and Border Protection developed the Small Vessel Reporting System (SVRS) for the
Florida area of responsibility (AOR). SVRS is a web-based automated on-line reporting system created for LBO
participants to expeditiously report their intended arrivals from foreign. In addition, the web-based system will
facilitate the enrollment of new applicants for the LBO Program. New applicants will be able to enroll and make an
appointment for a face to face interview with a CBP Officer at an authorized reporting location of their choosing.
Once participation in the LBO Program is granted by CBP, the participant will receive an email with their Boater
Registration (BR) number and password for SVRS. Current LBO participants must apply on-line for a password to
access the float plan functions of SVRS.
The program is designed to provide LBO participants an easy to use web-based tool to record and update their
intended international travel on a private vessel by filing a float plan.
Float plans consist of biographical information of all persons intending on traveling, vessel registration information
and itinerary information. Once a float plan is entered and activated, SVRS will issue a float plan number. The float
plan will be vetted by CBP prior to the vessels return to the United States. Upon return to the United States, the LBO
participant who filled the float plan will contact the CBP Small Vessel Call Center (SVCC) to make a formal
notification of arrival. Persons traveling who are not LBO members must report to their nearest CBP Office for
immigration processing within 24- hours of arrival.
