UK EPR GDA PROJECT ORGANISATION
The UK EPR GDA Project organisation is a joint AREVA / EDF team established to prepare
and submit, as co-applicants, an application for Generic Design Acceptance (GDA) for a UK
EPR.

Production of Licensing Documents & Information
Main objectives and tasks are assigned by the EDF / AREVA GDA Steering Committee.
The Project Managers lead the project team and report to the GDA Steering Committee. The
project team is comprised of the joint AREVA / EDF Front Office based in the UK, EDF and
AREVA Back Offices and EDF, AREVA and AMEC Licensing teams, each working under the
leadership of the Project Managers.
The Front Office ensures day to day contact between the Project and the nuclear regulators.
Formal exchanges with the regulators are managed by the Front Office according to interface
processes agreed with the regulators.

The Back- Offices and Licensing teams assure the production of licensing documentation and
information.
The main areas of technical responsibility of the three companies involved in the production of
the licensing documents are:

AREVA: Nuclear Steam Supply System (NSSS) design and Balance of Nuclear
Island (BNI) design.
-
EDF: design of Balance of Nuclear Island (BNI), Conventional Island (CI), Balance
of Plant (BOP) and overall design integration as well as plant operational
considerations.
-
AMEC: provides technical support relative to the UK context (the EPR design will
be assessed against UK standards and rules).
The Project Managers are responsible for:
-
achieving the Project objectives set by the GDA Steering Committee,
-
issuing and updating the Project quality plan,
-
organising the technical work carried out by EDF, AREVA and AMEC for the UK
EPR GDA Project .
The Front Office is responsible for:
-
coordinating the interface with the UK regulators,
-
checking that responses to regulator questions are appropriate and complete,
-
maintaining awareness of changes to the EPR Flamanville 3 (FA3) design in order
to keep the UK EPR design as close as possible to the FA3 design.
In addition to this permanent organisation, an independent safety assessment function is
organised as follows:

Rolls Royce will act as Independent Safety Assessor (INSA) and will
independently review the documents prepared by the UK EPR GDA Project team
for submission in Steps 2, 3 and 4 of the Generic Design Assessment process.

A Design Safety Review Committee (DSRC) made up of high level experts from
EDF, AREVA, AMEC and Rolls Royce has been set up as an advisory body to
make recommendations to the decision makers of EDF and AREVA for the UK
EPR.
EDF ORGANISATION FOR UK EPR GDA PROJECT
Engineering support for the UK EPR GDA Project from EDF- France is provided by the EDF
Nuclear Engineering Division (DIN). The Nuclear Engineering Division, which is part of EDF
Production Engineering (DPI), covers the activities of plant design, construction and
commissioning of installations.
The Nuclear Engineering Division is composed of 6 organisations

CNEN for nuclear design engineering

CNEPE for electricity production engineering

CIPN for nuclear base engineering

SEPTEN for thermal and nuclear engineering and projects

CEIDRE for inspection and testing appraisal
The CNEN, CNEPE, CIDEN and SEPTEN engineering centres are involved in the pre-licensing
phase of the UK EPR project. They are described below.
CNEN which is based in MONTROUGE carries out the following tasks:

Project management of future projects, including UK EPR,
-
Design engineering: EPR implementation studies on the nuclear island,
-
Support for operators of N4 units from pre-feedback surveillance stages to
implementation of modifications, in respect of the nuclear island.
-
Project management and maintenance of engineering Computer-Assisted Design
(CAO) and Electronic Document Management (GED) software for the whole of the
DPI, and for customers outside the DPI.
CNEPE, which is based in TOURS, carries out activities in the following areas:
-
Design studies for the conventional island, pumping station and EPR site
buildings,
-
Support for operators of all nuclear units in respect of the conventional island and
pumping station.
CIDEN based at VILLEURBANNE is responsible for:
-
Dismantling of shut down nuclear reactors.
-
Defining the nuclear waste management strategy for all waste resulting from
dismantling, and the design and implementation of waste treatment installations.
-
The preparation of environmental files required by the regulations.
SEPTEN based in LYON, has overall responsibility for the technical design philosophy and
management of future plant designs, including research and development. It carries out the
following tasks:

developing future plant designs, taking account of technological monitoring,
Research and Development and national and international feedback,
-
providing support to the engineering centres for application of design
philosophies,

ensuring the technical consistency of nuclear fuel products and their use in the
reactors
-
supporting international activities developed by EDF.

AREVA ORGANISATION FOR UK EPR GDA PROJECT
AREVA’s Engineering and Project support for the UK EPR project will be performed within
AREVA NP. AREVA NP is dedicated to the design and construction of nuclear power plants and
research reactors, instrumentation and control, modernization and maintenance services,
components manufacture and the supply of nuclear fuel. AREVA NP has been involved in the
construction of 100 light water reactors, and with 100.000 MWe of installed power is the world’s
leading supplier of nuclear power equipment and services.
AREVA NP is organized in four Sectors which manage business on a worldwide scale and
develop their own products and services. These Sectors are: Plants, Services, Fuel and
Equipment. The Plants Sector is responsible for Nuclear Steam Supply System (NSSS) and
Nuclear Island (NI) engineering, procurement and construction including development of the
EPR basic design in the 1990’s, execution of the first EPR construction project at Olkiluoto 3 in
Finland, supply of the NSSS for the EPR under construction at Flamanville 3 in France and
Design Certification of the EPR in the United States.
AREVA NP’s Plants Sector EPR and Chinese Projects BU will provide overall project
management for the UK EPR GDA Project whereas the Engineering BU will provide the overall
design and safety engineering for the UK EPR GDA Project. The Engineering BU will draw on
the international experience and specific capabilities of its main engineering activities within the
following Divisions:

Process Engineering: neutronics, core design and analysis, fluid dynamics and
computational fluid dynamics, core and reactor thermal hydraulics, reactor design and
operation, probabilistic safety and reliability assessment, severe accidents, general
safety,

System Engineering: design and operation of mechanical systems, general layout,
piping engineering, piping analysis, HVAC, fire protection, physical protection, waste
management, design and specification of decommissioning systems and tools,
•
Equipment Engineering: mechanical equipment design and specification, structural and
fatigue analyses, component thermal hydraulics, metallurgy and manufacturing
technology, chemistry corrosion radiation protection, civil work engineering,
•
Erection and Commissioning: erection of new facilities and upgrades, testing and
commissioning, site management during construction and commissioning, scheduling,
•
Project Supply Chain: localization sourcing and supplier marketing, purchasing, Cost
estimating, logistics and customs,
•
Methods and Tools: technical configuration management, management systems,
methods and computer assisted design tools, project management knowledge and
resource management.
AMEC ORGANISATION FOR UK EPR GDA PROJECT
In this document AMEC refers to AMEC Nuclear Holdings Ltd (ANHL), which is providing
technical and project support to the UK EPR Project for the UK EPR Generic Design
Assessment phase.

ANHL is the overarching organisation which covers work by subordinate Business Units
including AMEC NNC Limited, AMEC Nuclear Limited and AMEC Nuclear Projects Ltd. ANHL
have appointed an overall Project Director and Project Manager for the contract.
The general responsibilities for the key personnel are follows:

A Project Director who is accountable on behalf of ANHL for the overall project
delivery and relationship management between ANHL & UK EPR GDA Project

Receiving all work requests from the UK EPR GDA Project and after
consultation, allocating the work to the appropriate business unit.
Review and approval and maintenance of the QMP
Ensuring coordination of the work on behalf of ANHL
Monthly project reporting and invoicing
Ensuring the production of collated project accounts for the project, using
information provided by the business units
The management of generic project issues
Individual Project Managers for each of the AMEC NNC, AMEC Nuclear
Projects and AMEC Nuclear business units responsible for ensuring delivery of
work packages involving their areas under the contract, and compliance with each
organisations procedures.
AMEC has fifty years experience of working on UK civil nuclear sites, in all phases of the plant
lifecycle from design through construction and maintenance to decommissioning. AMEC’s UK
Nuclear operations are undertaken by AMEC Nuclear Holdings Limited, The UK businesses as
a whole employ some 13,000 people.
Programme and project management expertise is provided by AMEC Nuclear Projects and
technical expertise by AMEC NNC.
From AMEC Nuclear’s headquarters in Knutsford, Cheshire and further UK offices situated
throughout the UK, AMEC provide a single multi-disciplinary organisation, capable of providing
the wide range of skills necessary for the successful completion of projects. Adjacent to our
Birchwood Park office in Warrington are fully equipped laboratories and workshops for physical
and chemical testing and analysis, staffed by highly experienced consultant scientists and
engineers.
The experience amassed in the nuclear industry over the past fifty years is totally unrivalled in
UK, placing AMEC Nuclear at the forefront of the UK nuclear services market with the ability to
pull best practice and ideas from other industry sectors, from both UK and international markets.
AMEC NNC were the designers of all of the UK’s civil commercial reactors. (Magnox, Advanced
Gas-Cooled Reactor and the Sizewell B PWR through a joint venture with Westinghouse).
