WARNINGS AND REMINDER OF THE COMPETITION BUREAU OF CANADA
REGARDING DOMAIN NAMES

In a news release made July 18, 2001, the Competition Bureau of Canada
warns
domain
name
registrants
against
mailings
(see
http://strategis.ic.gc.ca/SSI/ct/iroc.pdf) originating from the domain name
registrar «The Internet Registry of Canada». Such mailings are designed so as
to lead the recipients to believe that they constitute invoices from a
government agency that must be paid in order to renew the domain names
that they registered and avoid the expiration thereof. In reality, this renewal
offer also has the effect of transferring your domain name registration from
your current registrar to this new registrar. Obviously, this mailing is not
sanctioned by the Government of Canada and the registrar that has sent
these mailings is not accredited by the «Canadian Internet Registration
Authority» (CIRA). These mailings should be ignored.
Similarly, CIRA issued a warning on July 17, 2001 regarding a Switzerlandbased company named UTP AG, which sends phoney invoices in the amount
of $965.15 USD to domain name registrants in reference to listing fees in a
directory called «Internet Business Guide».
These two events illustrate quite well the increased necessity to review your
internal policies regarding the management of your domain names and more
precisely the security issues related thereto.
We would also like to remind you that Neulevel, the registry for the .biz
domain names, extended to August 6, 2001 the deadline to file a trade-mark
claim against the applicants of corresponding .biz domain names.
Companies that want to apply for pre-registration of a .biz domain name
have until September 25, 2001 to do so.

In the case of .info domain names, the persons who would like to claim their
trade-mark rights can only do so between July 25, 2001 and August 28, 2001
by requesting the registration of a domain name corresponding thereto for at
least 5 years. In addition, in order for the owner of the trade-mark to be able
to benefit from this protection, the trade-mark must be of national scope and
must have been registered before October 2, 2000.
