Dear members, dear parents,
Today we share with you the first issue of Ad Parentes after the
establishment of our two new APEEEs, APEEE Luxembourg 1
(APEEEL1) and APEEE Luxembourg 2 (APEEEL2), and our
umbrella organisation, the Fédération des APEEE à Luxembourg
(FAPEEEL).
For this reason we offer in this issue a description of our new
federal structure and in particular how the FAPEEEL is meant to
support the two individual APEEEs, e.g. by providing the secretariat
and managing the large undertaking known as the extra-curricular
activities.
Given the changes this new structure and the new schools implied
we have not been able to keep our regular schedule for sending out
this first number. We apologize for the delay and hope to get back
to our rhythm as soon as possible. Ad Parentes is the magazine of
the school community, contributions are all gratefully received. If
there are areas on which you would appreciate more information,
please let us know as we are hoping to develop both Ad Parentes
and our website to better inform you.

Nous vous présentons notre premier numéro depuis la mise en
place de nos nouvelles structures suite à la création de l’APEEEL1,
l’APEEEL2 et la FAPEEEL, la fédération qui les regroupe. Nous
vous présentons leur organisation et la façon dont la fédération
soutien l’ensemble par le biais du travail du secrétariat et la gestion
du programme des activités périscolaires.
En raison des changements occasionnés par ces nouvelles
organisations et la séparation des deux écoles nous n’avons pas
été en mesure d’assurer notre rythme de publication habituel pour
Ad Parentes. Nous nous excusons de ce retard et espérons
retrouver nos habitudes rapidement.
Ad Parente est la lettre d’information de la communauté scolaire,
toutes les contributions sont bienvenues. Si vous souhaitez être
plus particulièrement informés sur un thème, n’hésitez pas à nous
en faire la demande car nous continuons notre travail pour
développer nos outils de communication, AD Parentes et notre site
internet, pour vous informer au mieux.

FEDERATION OF PARENTS' ASSOCIATIONS OF THE EUROPEAN SCHOOLS IN
LUXEMBOURG (F.A.P.E.E.E.L)
What is the FAPEEEL?
The FAPEEEL. is the Federation of Parents Associations of the
European Schools in Luxembourg (Fédération des Associations des
Parents d'Elèves des Ecole Européennes à Luxembourg). It is a
non-profit organisation registered under Luxembourg law.
It aims to ensure coordination of the approaches of the parents
associations of the two European Schools in Luxembourg (APEEEL1
for the school in Kirchberg and APEEEL2 for the school in Mamer)
and to provide secretariat support to and organize the extracurricular activities in cooperation with the two parents
associations1.
What are the APEEEL 1 and APEEEL 2?
The principal aim of the parents’ associations is to foster open
communication and provide a medium through which parents of
current students can develop their interest in the education of their
children, participate in and support the work of the school. This is
done by members representing parents in various school bodies,
including their Administrative Boards, and through other meetings
and communication activities, e.g. the FAPEEEL website (see also
below).
The Associations aim to be genuine partners in the decisions that
affect children and families and thereby enhance the quality of the
student and parent experience during the years they are
associated with the European Schools in Luxembourg.
What does that have to do with me?
Educational research has long shown that children do best when
families are involved in and understand the schools which their
children attend, and teachers/school administrations generally
value the views and contributions of parents.
All parents are represented by the Associations which are the only
such organisations officially recognised by the European School
statutes. The APEEEL1 and APEEEL2 are therefore the only valid
representatives of the parents as concerns the school and third
parties. The associations’ officials take part in various formal school
committees, including the Administrative Board (Conseil
d'Administration), the Education Council (Conseil d'Education), and
the Health & Safety Committee (Comité de Santé et Sécurité).
What else do you do for me?
The FAPEEEL and the Associations organise extracurricular
activities (activités périscolaires), help to manage the schools
canteens,
coordinate
language
exchanges
(échanges
linguistiques), helps to arrange school trips (voyages scolaires),
run the annual summer fair (fête de l'école), arrange book sales,
help supervise discos and other events - and collaborate with
related organisations, including the Transport Association (ATSEE),
the Library Association (Mots-de-Zaza) and the Study Centre
Association (APCPE).
A social fund provides financial assistance under certain conditions,
and different actions help raise money to donate equipment and
materials to the school. In recent years this has included buying
musical equipment, sponsoring school sports teams, purchasing
playground equipment, donating transport, and contributing to
other school projects.
The Associations provide advice to parents on all issues relating to
education, including category III fees (minerval), integration of
SEN children, learning support (rattrapage), SWALS, discipline,
bullying (harcèlement), choosing between subject options,
transfers between the nursery (maternelle), primary (primaire) and
secondary (secondaire) cycles, private tuition, administrative
attribution Lux.1/Lux.2.

How do you keep me informed?
The FAPEEEL coordinates the network of class delegates and
arranges various information evenings and other events and
activities.
In addition to running a website ( www.fapeeel.lu ), the FAPEEEL
produces regular information briefings for members by publishing
and distributing the school magazine "Ad Parentes" and operates a
permanent secretariat.
What does it cost to join?
The members of the FAPEEEL are the two APEEELs, whose
members are the parents of pupils attending the European School
in Kirchberg (APEEEL1) and Mamer (APEEEL2) respectively.
Membership of the APEEELs is inexpensive (the subscription is
currently EUR 50 per family per year). It gives the right to vote on
policy, and to stand for election to the APEEEL management
committees.
WE NEED AND APPRECIATE YOUR SUPPORT. To ensure your
registration is up to date, please complete the registration form for
the appropriate APEEEL and return it to the FAPEEEL secretariat.

Qu’est ce que la FAPEEEL ?
La FAPEEEL est la Fédération des associations des parents d'élèves
des écoles européennes à Luxembourg. C'est une association sans
but lucratif de droit luxembourgeois.
Elle est garante de la coordination des démarches des deux
associations de parents d’élèves à Luxembourg, APEEEL1 pour
l’école de Kirchberg, APEEEL2 pour l’école de Mamer. Elle gère en
collaboration avec les deux associations le secrétariat et la gestion
des activités périscolaires. Les statuts sont disponibles sur notre
site internet.
Que sont l’APEEEL1 et l’APEEEL2 ?
Elles visent principalement à promouvoir une communication
ouverte et à servir d'outil permettant aux parents d'élèves de
cultiver leur intérêt dans l'éducation de leurs enfants, d'apporter
leur concours et leur soutien au travail de l'école. Cela en
représentant les parents au sein de divers organes de l’école, dont
le conseil d’administration, et en communiquant par le biais du site
internet www. fapeeel.lu.
Les associations souhaitent être de véritables partenaires dans le
processus de prise de décisions ayant une incidence sur les
enfants et sur leur famille - et ainsi faire de leur période de
fréquentation des écoles européennes de Luxembourg une
expérience positive.
En quoi cela me concerne-t-i l ?
La recherche en sciences éducatives a démontré depuis longtemps
que les enfants obtiennent de meilleurs résultats lorsque leur
famille est impliquée et comprend le fonctionnement de l'école
qu'ils fréquentent. Par ailleurs, les enseignants et les
administrations scolaires apprécient les observations et les
contributions des parents.
Tous les parents sont représentés par les A.P.E.E.E. qui sont les
seules associations de ce type reconnues officiellement dans les
statuts de l'école européenne. A.P.E.E.E.L1 et A.P.E.E.E.L2 sont
donc les seuls représentants valables au regard de l'école et des
tiers. Les représentants siègent au sein des différents comités des
écoles qui comprennent le conseil d'administration, le conseil
d'éducation et le comité de santé et de sécurité.

Que faites-vous d'autre en mon nom ?
La F.A.P.E.E.E.L et les associations apportent leur soutien aux
activités périscolaires, à la gestion de la cantine, à la coordination
des échanges linguistiques, à l'organisation de voyages scolaires,
des fêtes annuelles des écoles ou de la vente de livres. Elle aide à
la supervision des soirées dansantes et autres événements et
collabore avec d'autres associations apparentées telles que
l'association des transports scolaires de l'école européenne
(ATSEE), l'association qui gère la bibliothèque («Les Mots de
Zaza») ou l'association des parents du centre polyvalent de
l'enfance (APCPE).
Elle entretient une caisse de solidarité destinée à fournir une aide
financière à certaines conditions et collecte des fonds afin de faire
des donations d'équipement et de matériel à l'école. Au cours des
dernières années, cela s'est concrétisé notamment par l'achat de
matériel pour l'enseignement de la musique, la subvention des
équipes de sport de l'école, l'acquisition d'équipements pour la
cour de récréation, l'offre de moyens de transport et la
contribution à d'autres projets de l'école.
Les A.P.E.E.E. offre des conseils aux parents sur tous les sujets
relatifs à l'éducation, tels que le minerval des élèves de
catégorie III, l'intégration des enfants à besoins spécifiques (SEN),
les dispositifs de rattrapage (LS), l'accueil des élèves sans section
linguistique (SWALS), la discipline, le harcèlement, le choix des
options, le passage de la maternelle au primaire et du primaire au
secondaire, les cours privés ou la carte scolaire (inscription à
Lux. 1 ou à Lux. 2).
Comment me maintenez-vous informé(e) ?
La F.A.P.E.E.E.L coordonne le réseau des délégués de classe et
organise des soirées d'information ainsi que divers événements et
activités. En plus de son site web (www.fapeeel.lu), la
F.A.P.E.E.E.L. informe régulièrement ses adhérents en publiant et
en diffusant la revue Ad Parentes et en assurant un secrétariat
permanent.
Combien coûte l'adhésion ?
Les membres de la FAPEEEL sont les deux associations APEEEL1 et
APEEEL2 dont les adhérents sont les parents des élèves des écoles
européennes de Kirchberg et Mamer-Bertrange.
La cotisation aux A.P.E.E.E.L est d'un montant modique
(actuellement 50 EUR par an et par famille). Adhérer donne le
droit de se prononcer sur les choix de l'association et de se
présenter à l'élection du comité de gestion.
VOTRE SOUTIEN EST NECESSAIRE ET APPRECIE. Afin de vous
assurer que votre cotisation est à jour, veuillez remplir le
formulaire d'adhésion qui vous correspond inclus dans ce numéro
et le renvoyer au secrétariat de la FAPEEEL.

country and college subject, where applicable. This information has been collected from July to
October 2012. Good luck to them all!
Nous présentons ci-dessous l’orientation que les bacheliers 2012 nous ont indiqué avoir prise

Work experience program 2011-2012
Stages en entreprise
ième
L’école secondaire Lux 1 a organisé pour la 8
année consécutive un projet de stage en entreprise
pendant les deux dernières semaines de l’année
scolaire 2011-2012. Ce programme est destiné à un
groupe de 60 élèves, en priorité ceux de 5e année.
Le projet de stage en entreprise vise à offrir aux
élèves une expérience dans l’environnement
professionnel des adultes où ils auront l’occasion de
développer leurs connaissances et compétences
personnelles et sociales. Les élèves sont invités à
rechercher une entreprise par eux-mêmes au GrandDuché de Luxembourg et bénéficient du soutien d’un
professeur-tuteur pour toute question relative au
projet. Suite aux deux semaines de stage, les élèves
rédigent un rapport qui fait partie de l’évaluation du
stage et sera utile lors des opérations d’orientation
professionnelle.

work place in Luxembourg that will accompany them
for two weeks at the end of the school year, to
experience a professional environment and develop
personnal and social competences. Students can rely
on the help of tutors/teachers at school. Students
have to write a report at the end of their experience,
which can be used for future reference for their
university applications.

européennes, Kari Kivinen, ont fait le déplacement à Mamer lundi 1 octobre pour inaugurer en compagnie des
autorités luxembourgeoises nationale et locales, le nouvel établissement Lux 2 qui accueillle depuis la rentrée
du 4 septembre 2.400 élèves et 250 professeurs.

Nous y voilà donc. Cela fait aujourd’hui presque un mois que l’école européenne
Luxembourg 2 a quitté son Village Pédagogique du Kirchberg pour intégrer ce
superbe établissement que vous allez avoir l’occasion de visiter tout à l’heure. Le
petit village est quasiment devenu une ville.
Pour en arriver à ce grand jour, il a fallu franchir bien des étapes depuis les premières descriptions des besoins,
les discussions relatives au choix de l’emplacement et au partage des sections linguistiques, le concours
d’architecture, la préparation puis la réalisation du chantier. Un nombre impressionnant de personnes de qualité
sont intervenues et ont entouré avec compétence et bienveillance le berceau de cette toute nouvelle école que
nous inaugurons aujourd’hui. Le résultat final est très impressionnant, tant par la taille de l’ensemble que par la
qualité des détails. Ce sont six bâtiments formant un campus à flanc de coteau dont la vocation est claire : servir
l’enseignement des enfants âgés de 3 mois à 18 ans qui le fréquentent. Le site est immense mais chacun
bénéficie d’un espace propre où il ne se sent ni oublié ni écrasé.

Erwachsene geräumt. Arbeiter und Mitglieder des technischen Dienstes und der Verwaltung der Schule haben
unermüdlich bis zum letzten Zeitpunkt gearbeitet, und dabei die ziemlich knappen Termine eingehalten. Dann
sind Lehrer und Schüler angekommen. Alle haben ganz natürlich Ihren Platz gefunden. Die Grösse der
Gebäude und des Geländes hat sie sehr beeindruckt, aber schnell konnten sie feststellen, dass trotzdem in
jedem Detail der Mensch respektiert ist.
Au nom de l’école tout entière, je tiens à remercier solennellement les autorités luxembourgeoises et plus
particulièrement les équipes de l’administration des bâtiments publics pour cet écrin qu’elles mettent à notre
disposition. C’est le plus bel investissement qui soit, l’investissement pour la jeunesse et pour son éducation.

Permettez-moi de me tourner désormais vers les élèves, leurs professeurs et tous les membres du personnel
administratif et de service, les parents d’élèves et tous les membres de notre communauté scolaire. L’école a
ouvert ses portes le 4 septembre dernier, nous étions tous mobilisés pour ce grand jour. Grâce à cet
investissement collectif des personnels de l’école, grâce au travail acharné des responsables du chantier et
grâce à l’engagement sans faille de l’Association des Parents d’Elèves et de l’Association du Transport Scolaire,
la rentrée s’est très bien passée. Les cours ont lieu dans le calme, les infrastructures sont largement utilisées,
des repas sont servis chaque jour et ils semblent donner satisfaction, les locaux sont surveillés et nettoyés, les
transports scolaires sont en place. Je remercie infiniment toutes les personnes qui ont œuvré en ce sens, leurs
efforts ont porté leurs fruits.
La première partie de notre travail commun est maintenant réalisée, l’école existe dans de superbes bâtiments.
Il nous reste désormais à œuvrer à une deuxième étape de notre belle aventure : insuffler ensemble la vie dans
ces lieux, prendre possession des locaux et y faire émerger une âme particulière. Je peux vous garantir que les
membres du personnel de l’école, les élèves et leurs parents ont déjà commencé ce travail, avec passion. La
noblesse de notre mission commune et le prestige des bâtiments mis à notre disposition nous y engagent.
Je voudrais insister brièvement sur les trois objectifs prioritaires que nous nous sommes fixés.
D’abord nous voulons créer un environnement pédagogique d’excellence qui garantisse le bien-être des élèves
et de tous les membres de la communauté scolaire à travers la qualité de l’enseignement, l’écoute des besoins
de chacun, la prise en compte de tous les aspects de l’éducation, qu’ils soient académiques, sportifs, culturels
ou sociaux.
Ensuite nous souhaitons promouvoir l’ouverture de l’école vers son environnement immédiat à travers une
collaboration étroite avec les établissements scolaires proches comme le Lycée Josy Barthel. Promouvoir aussi
l’ouverture vers l’avenir des élèves : l’enseignement supérieur et le monde du travail.
Enfin nous entendons mettre l’innovation au cœur de notre démarche à travers notamment une approche
écologique respectueuse d’un développement durable mais aussi grâce à la promotion des nouvelles
technologies à travers un réseau informatique innovant ainsi que le déploiement de projecteurs interactifs dans
toutes les salles de classe à l’horizon du mois de juin 2013
La visite de l’école que nous avons organisée tourne autour de ces trois priorités. Vous aurez l’occasion de
découvrir la variété des espaces pédagogiques mis à notre disposition, au service de l’éveil des esprits et de
découvrir nos infrastructures sportives, pour ne pas oublier le corps. Vous pourrez visiter nos bibliothèques qui
constituent le cœur de chaque bâtiment et de chaque cycle d’enseignement. Je vous invite à ce propos à porter
votre attention à une innovation que nous mettons en place avec l’aide des chercheurs de l’Université de
Luxembourg et en collaboration avec une entreprise informatique luxembourgeoise, iNUI Studio*. Je ne vous en
dis pas plus, cela se passe pour l’instant dans la bibliothèque du cycle secondaire et c’est destiné à être déployé
aussi à terme dans les bibliothèques de Maternelle et de Primaire.

Dear members, dear parents,
Our new school in Mamer-Bertrange has now been open for six weeks and was officially inaugurated on Monday
1 October. There are many things worth celebrating and I have indeed received a lot of positive feedback from
many of you about the great new premises.
This being said, you will not be surprised to learn that everything is not working perfectly and that there are
indeed problems that we need to work with the school's management, the Luxembourg authorities and the
European institutions to solve.
A lot of the not-so-positive feedback has been about the funding of the ATSEE school buses. Despite the
promise made and repeated reassurances by the Luxembourg authorities that school transportation would be
funded by them, the unexpected outcome of this summer’s negotiations (to which the Association was not a
party) was that the EU institutions would pay for it. This decision has severe consequences for many parents,
including those whose children are admitted on Category 2 and Category 3 conditions. These parents have to
pay for the school buses run by ATSEE from their own pocket, while parents that work for EU bodies typically
have these expenses paid for by their employer. In most cases the cost is more than 100 euro for each child per
month.
I have to stress that this solution never was supported by the Association. We firmly believed and were quite
pleased that Luxembourg was committed to finance school transportation and that all pupils therefore would be
able to travel on the Jumbo Card (which costs some 50 euro per pupil per year). Although many of our active

members, including myself, are indeed EU officials, we are very conscious of the fact that we represent all
parents. The Category 2/3 parents that are represented in our Management Committee can confirm this.
While we are unlikely to be able to have any decisive influence on the funding arrangements for the ATSEE
buses I can assure you that the bodies in charge of providing public transportation in Luxembourg (incl. CFL
trains and local buses) will be informed about any inconveniences and receive constructive ideas for
improvements that have been reported to my colleagues and I. We hope this can lead to adjustments in time
tables and routes to accommodate the needs of the many young customers from the European School.
Finally, I would like to assure you that the concerns some of you have expressed about architectural
shortcomings and related safety concerns with the new buildings (e.g. loose gravel, location of handrails etc) will
be duly addressed with school management during meetings scheduled to take place within the next couple of
weeks. I will report back to you on the concrete actions to be taken following these meetings.

Notre nouvelle école est ouverte depuis maintenant 6 semaines et a été inaugurée le 1er octobre. Il y a
beaucoup de raisons de se réjouir et de célébrer ce moment, et nous avons reçu de nombreux messages
témoignant de l’enthousiasme que suscite ces nouveaux bâtiments et ce projet.
Ceci étant dit, cela ne vous surprendra pas de savoir que tout n’est pas parfait et qu’il y a des questions qu’il
nous faut travailler en concertation avec la direction de l’école, les autorités luxembourgeoises ainsi que les
institutions européennes afin de résoudre les problèmes.
Le grand point d’achoppement est le financement des bus ATSEE. Malgré les promesses répétées des autorités
luxembourgeoises assurant qu’elles financeraient le transport scolaire, le résultat inattendu des négociations qui
ont eu lieu cet été (l’APEEE n’a pas été associée à ces échanges) a été que les institutions prendraient cette
charge à leur compte. Cette décision a impacté directement de nombreux parents, y compris ceux des Cat 2 et
3. Ces parents doivent régler les frais de transport alors que les institutions européennes prennent en charge
ces frais pour les enfants de leurs employés. Dans la majorité des cas, le coût revient à 100 euros par enfant par
mois.
Je tiens à souligner le fait que l’APEEE n’a jamais donné son accord à cette option. Nous étions satisfaits et
pensions qu’il était normal que ce soit les autorités luxembourgeoises qui financent le transport scolaire et que
les élèves pourraient utiliser la carte Jumbo (environ 50 euros par élève pour une année). La grande majorité de
nos membres sont issus des institutions européennes, je le suis moi-même, mais nous sommes conscients au
sein du comité que nous représentons l’ensemble des parents. Les membres du conseil qui représentent les
Catégories 2/3 peuvent en témoigner.
Bien que nous ayons peu de chance d’influer sur les décisions concernant le financement du transport scolaire
des bus de l’ATSEE je peux vous assurer que toutes les organisations en charge du transport scolaire (bus
locaux et CFL inclus) seront informées des difficultés rencontrées par les usagers et recevront les propositions
constructives que nous avons reçues de votre part. Nous espérons que cela permettra d’adapter les horaires et
les trajets de façon à convenir aux besoins des clients que sont les élèves de l’école européenne.
Enfin, je tiens à vous assurer que les questions soulevées quant aux défauts de la structure et les risques qu’ils
font encourir aux élèves (gravier, emplacement des rampes, etc.) seront évoquées avec la direction de l’école
lors des réunions à venir dans les deux prochaines semaines. Je vous informerai des actions prises suite à ces
rencontres.

Transport Lux 2 consultation

An email was sent to Lux 2 class representatives on 8 October to update
parents on the progress of the consultation exercise on school transport after
the rentrée in Lux 2.
“By 1.10.2012 the ATSEE/APEEE/Lux.2 secretariats have received some 182
reply forms. We should like to thank you for your active participation and your
constructive suggestions. We have now had opportunity to review these to see
which we can implement and how best that can be done. You will understand
that as the transport network is a collective system and not an à la carte
service, we are not necessarily able to take all individual requests into account,
but we have done our best in the circumstances.
Your recommendations can be grouped into different types, as follows:
1. Comments relating to ATSEE bus timings.
- A number of these were already taken into account in the 24.9.2012 revision to bus timings.
- Further changes will be introduced with effect from 9.10.2012 to allow remaining buses to arrive by 8.30 at
school where possible, in particular timings for bus lines 72A, 72B, 73A, 73B, 79, 83 will change.
- Further changes for lines 75, 77, 81 and 84 are also being considered.
Of course, there could still be circumstances (eg. accidents, roadworks, bad weather) which still delay some
buses on some days.
2. Comments relating to ATSEE bus stops on existing routes.
- You will understand that diversions are generally only possible where a number of children are concerned, and
have always to be balanced against the time impact on the overall route.
a. Line 64: no extension is possible to Pétange, Soleuvre or Rodange. The stop "Findel" will be replaced by "Am
Duerf" for safety reasons.
b. Line 72: suppress stops at Rheinsheim+Guillaume
c. Line 73: Possibility of adding "Binnchen" in Beggen will be examined if pupil numbers justify.
d. Line 75: not possible to add stop "Paul Albrecht".
e. Line 78/79: routing through Helmsange Mairie/Tricentenaire confirmed with bus company and adding stop at
Walferdange Mairie.
f. Line 80: new stop added at Schuttrange/Kreizung.
g. Line 81: suggested rerouting through Itzig is not possible.
h. Line 82: will now start from Heffingen instead of Junglinster.
i. Line 64 or Line 72: Possibility to add a stop at Bertrange City Concorde to link with RGTR lines is being
examined.
j. Existing stops on various lines in Holzem, Dippach, Garnich, Bettange/Mess, Capellen, Koerich, Olm may be
suppressed, as 2 new bus lines will be created to service these areas.
3. Suggestion to add/remove lines.
a. ATSEE lines 52 and 53 to the Luxembourg 1 school will be combined due to low usage. New timing will be
published shortly.
b. A new ATSEE bus line will be added around Mamer commune (South), to service Holzem, Dippach, Garnich,
Bettange/Mess (not necessarily in that order). Precise itinerary is being determined with bus company.
c. A new ATSEE bus line is also being considered around Mamer commune (North), to service Mamer Route
d'Arlon, Capellen, Koerich, Olm (not necessarily in that order). Precise itinerary is being determined with bus
company.
In relation to points 1, 2 and 3 an updated combined timetable will be circulated as soon as circumstances allow.
In the meantime, updated single line timetables are being distributed in the buses (departures and arrivals)
4. Comments relating to ATSEE pricing.
a. With immediate effect, a 50% discount will be granted to third and subsequent children from same family
travelling on ATSEE buses.
b. In response to widespread request, with immediate effect the ATSEE card will grant possibility to use any
ATSEE bus line whether to/from Lux.1 or to/from Lux.2 which means parents and pupils can therefore choose
the appropriate travel combinations in the morning/end of school throughout the week. Please note that this
increased flexibility means that ATSEE will no longer be able to control whether pupils are getting on the correct

bus line, or getting off at the correct stops. Parents are therefore urged to educate their children to ensure they
take the correct bus and get on/off at the correct stop.
c. There is no combination possibility with the supervised Navette service between EU institution buildings/the
European Schools, as that service is explicitly organised as a door-to-door service to ensure safety of youngest
children. Separate subscriptions have to be taken out for that service and for the rest of the ATSEE bus service,
the combined total cost of which is still covered for EU officials by the education indemnity entitlement.
d. As far we understand, the "Jobkaart" can now be used on RGTR buses, so parents can accompany children
first to school, and then travel on to work.
e. ATSEE will not produce books of tickets, given negative experience at Lux.1 school when this experiment was
done some years ago (difficult to control).
5. Comments relating to ATSEE navettes.
a. If no monthly subscription is taken out, an individual ticket has to be paid: although the cost may be
reimbursed by employers this is not a free-of-charge service.
b. Now that all children have had an opportunity to inscribe, and the secretariat has been able to process the
enrolments, a checklist of the pupils travelling on each navette bus will be made available, and the security
guard will be keeping a register of the users on each journey.
c. With immediate effect, the Navette at 18h00 will now leave at 18h10 to allow children participating in
extracurricular activities to use it.
d. There is no authority to construct bicycle racks on the pavement outside the Lux.1 school so, unfortunately,
children cannot cycle there and then take the bus.
e. No stop will be added at "Prince Félix" before leaving Kirchberg in the morning. Parents living there are asked
to transport pupils either to EIB, or to Eurostat, or to CDCE, or to European School.
f. No stop will be added at "Glacis" on way to Lux.2 school from Kirchberg in the morning. Parents are asked to
transport pupils to LTC and take ATSEE buses, or to Kirchberg/Gasperich/OPOCE to take ATSEE navette.
g. On return journey, no stop will be added at EIB unless EIB authorises waiting area within the building.
Similarly, no stop will be added at ECJ unless ECJ authorises waiting area within the building and bus access on
the parvis.
h. On return journey, no stop will be added at ESTAT unless ESTAT authorises waiting area within the building,
or parents arrange a waiting area inside Auchan gallery. The morning navette from ESTAT will move from no.18
bus stop Rue Alphonse Weicker (in front of Auchan) to Rue Carlo Hemmer (between Auchan and Foire
d'Expositions) for safety reasons (blockage no.18 bus, car overtaking, pedestrians).
i. A return navette to OPOCE and Goldbell may be organised if child numbers are confirmed, responsibility for
costs are clarified and waiting area inside building is authorised. Morning navettes from Goldbell and OPOCE
will be combined, due to low pupil numbers.
New timing for navettes will be published shortly.
6. Comments relating to supervision
a. There are no bus shelters at Lux.2 school platforms. This will be discussed with Luxembourg authorities.
b. Numbering of platforms at Lux.2 school has been made easier for pupils to understand (colour coding).
c. There will be no adult supervisor on ATSEE buses, only on the ATSEE navette service. Older pupils who
travel some/all of the journey on ATSEE buses will continue to help the driver monitor younger children, but they
are students not adults, and cannot be held responsible for the safety of the young ones.
d. Parents are not allowed on the ATSEE navettes, or on the ATSEE buses. This was only allowed on the first
day of the school year so that parents could see how the system worked.
e. 30 minute waiting time after arrival at Lux.1 school will not be extended. However a new system will be
applied so that parents waiting at the bus stop will be able to collect children directly from the security guard at
the door to the bus (the children will be kept on the bus during this time).
f. Children in CPE who want to take the 16h45 navette are now collected from the CPE and accompanied to the
bus.
g. Children attending periscolaire programme whose course finishes between 16h15 and 16h30, and who are in
the designated waiting area at the Primary Building, will be accompanied out to the 16h45 navette. The same
applies for pupils whose periscolaire course finishes between 17h45 and 18h00 who want to take the 18h10
navette.
h. FAPEEEL will look into the possibility of a supervisor for transfers between CPE and periscolaire activities, for
the youngest children, potentially allowing more children to use the periscolaire programme and catch the
navettes.
7. Communication
a. Parents are asked to recognise that ATSEE and APEEE persons involved in the mobility plan are volunteers
who undertake this task on top of busy work and private lives in the best interest of the children and the good

functioning of the schools and the EU institutions in Luxembourg. They are not always able to respond
immediately to queries.
b. ATSEE website and APEEE websites will be updated with the latest user guidelines when resources permit.
These will be translated into French.
8. Comments relating to public buses and communal buses
a. Luxembourg authorities will again be asked to ensure that RGTR bus lines are extended onto the school site,
as originally agreed.
b. Luxembourg authorities will also be asked about possibility for VdL lines 6 and 7 to be extended onto the
school site.
9. Comments relating to cars
a. The expected date for Flyover to be finished is between January and March 2013.
b. To build additional car parking space at the Lux.2 school, either at ground level or multi-storey parking, will
require planning permission.
c. Parents are urged to recognise that the school car park is not a long stay P+R service for the no.8 bus or other
services. Use of the limited spaces in this way blocks the intended use for temporary visitors, in particular the
"kiss and go" zones.
d. Parents are urged not to park in the secondary "kiss and go" zone if they are taking children into the nursery
school. There is a specific nursery school parking area.
10. Comments relating to bicycles and pedestrians
a. There are no resources to put a pedestrian crossing guard on every zebra crossing inside the school campus,
or on the crossings near the roundabouts. Security guards do however supervise children near the bus
platforms.
b. Bertrange commune is gradually putting in place its own Vel-OH bicycle hire concept (different to the VdL one
which extends up to Strassen). A stop is eventually anticipated near the school.
c. Bertrange commune is gradually improving bicycle paths in the commune, including those near to the school.
d. Vélobus and Pédibus initiatives require volunteers to be found who are available every day during termtime.
Potential volunteers for, and residents who want to use, such schemes to the Lux.2 school from Strassen,
Bertrange or Mamer should contact Strassen Commune, Bertrange Commune or Mamer Commune directly.
11. Comments relating to trains
a. Some 100 pupils from Lux.2 school secondary cycle currently use the train.
b. The train is not considered suitable for younger children unless their parents are also present.
c. It is unlikely to be possible to increase the frequency of trains in the morning, or to change the timings in the
morning (there is an InterCity train which leaves Lux.Gare at 8.20). This possibility will nevertheless be checked
with the Luxembourg authorities.
d. After the end of school it is not possible for the school to leave the gate nearest the train station open for
parents to come and collect pupils from CPE as there is no budget for a security guard to monitor persons
entering and leaving.

Le Comité cantine est un Comité consultatif, qui se réunira au minimum 5 fois par an, normalement le lundi de
16.45 à 17.45, avec tout de suite après une deuxième réunion avec la présence du prestataire Eurest.
M. PRECHT, parent d’élève, est élu à l’unanimité président pour un mandat de 2 ans.

Lors de la rencontre, le comité a effectué un premier bilan de démarrage de la cantine à Lux 2 pour les différents
niveaux, maternelle, primaire, secondaire, les professeurs et le CPE. Les quelques points en question ont été
transmis au prestataire EUREST qui est jugé très à l’écoute des demandes.
Les dates des prochaine rencontres: lundis 12 novembre, 21 janvier, 4 mars, 15 avril, 3 juin. Les dates
définitives seront arrêtées lors de la prochaine réunion du Comité, qui se tiendra en principe le 12 novembre.
Il est rappelé que pour la demande de repas hypoallergiques, les parents doivent fournir un certificat validé par
l’infirmière de l’EE, comme pratiqué par le CPE.

The canteen committee will meet 5 times a year, usually on a Monday, from 16h45 to 17h45. Will follow a
meeting with Eurest the service provider. M.Precht has been elected as president for two years. The complete
committee will be validated once student representatives and substitutes have been nominated.
The first meeting allowed the review of the rentrée for the canteen. Questions and requests were forwarded to
Eurest who has proven to be very attentive.

European Hours
Heures Européennes
At the begining of each school year, parents whose children start year 3 Primary, are
wondering what European hours are.
European Hours are sessions during which pupils from all language sections in Primary
years 3, 4 and 5, have the opportunity to work together in mixed groups of 20 - 24 children.
Groups change the activity/teacher each trimester. It is a time dedicated to games, cultural and artistic activities.
The goals are:
- harmonisation between language sections, a greater awareness of Europe’s heritage and sensitivity to the
European dimension;
- to develop a European identity that is based on their own cultural identity;
- to talk about intercultural understanding, respect and acceptance of different nationalities;

- to promote personal and social development of pupils, knowledge, appreciation, esteem and collaboration
among students.
Everybody is reacting, communicating and working together in offered activities in a language other than their
mother tongue (L1) or even different than their chosen L2.
European Hours are not language lessons. Children are encouraged to use nonverbal communication and to
help each other by interpreting for classmates if they have to follow verbal instructions.
They are asked to get involved, to know, to value their own culture and that of others, to value and see the
school as the unit beyond the scope of the language sections.
The choice of activities depends on the availability of teachers, school resources and interests of pupils and it
varies form year to year and from one European school to another.

An information evening for parents was held Thursday 25 October, providing
parents with information about a number of musical opportunities for pupils to
participate in at the Luxembourg II school in Mamer. These are offered in
collaboration between the music department and the Parents' Associations
Federation (FAPEEEL). We list them briefly here but a detailed note is available
(FR/EN) on our website.

Lux1 is the 2012 Rose of Tralee!
The Rose of Tralee International Festival is one of Ireland's
largest and longest running festivals, celebrating 53 years in
2012. The heart of the festival is the selection of the Rose of
Tralee which brings young women of Irish descent from around the world to County Kerry, Ireland for a global
celebration of Irish culture. Over the years the Roses have mirrored a changing Ireland and the definition of
Irishness that is celebrated by so many different people around the world.
Mrs McEvoy is the 11th Luxembourg Rose to enter the international Irish contest. She breezed through the
contest and, after giving her final presentation on Irish television on August 20, to her great surprise she was
announced the winner. Friends from Luxembourg who were there to support her describe an electrifying
atmosphere and all saluted her positive, relaxed attitude which won over all judges and the public.
As the new Rose of Tralee comes to terms with signing autographs and being treated as an international star she will be expected to attend the St Patrick's Parade in New York, to meet the next US president in
Washington, support Irish charities around the world, in Calcutta in November for example - she hopes that her
efforts and those of the Luxemburg Rose Committee will benefit Luxemburg. As for school, she is happy to be
back with the pupils doing a job she described as a dream job she always wanted to do. Congratulations to her,
we wish her an interesting year representing her country around the world.
Nicola McEvoy, professeur d’histoire, de sciences humaines et de géographie qui représentait la communauté
irlandaise du Luxembourg cette année a été élue Rose of Tralee 2012 après une brillante performance télévisée
en Irlande le 20 août dernier. Le festival Rose of Tralee a 53 ans cette année. Il a pour objectif de mettre à
l’honneur la culture irlandaise et de choisir une ambassadrice qui représente au mieux cette communauté
dispersée dans le monde pour les grandes occasions. Nicola McEvoy sera ainsi reçue à la Maison Blanche,
soutiendra une assocition caritative à Calcutta, elle sillonera le globe pour célébrer sa culture dans le monde
entier. Elle n’en oublie pourtant pas son rôle de professeur qu’elle a décrit aux juges comme son travail rêvé.
Nous lui souhaitons une belle année de découvertes et de rencontres.

la transmettons car la poésie est partout …
D'octobre 2012 à mai 2013 le théâtre propose de découvrir ou redécouvrir la poésie grâce à une série de
rendez-vous avec l'œuvre de poètes connus, français, turc, belge, luxembourgeois, allemand, américain…
Au Théâtre du Centaure, deux fois par mois, à 18h18, des duos de comédiens diront certaines des plus belles

pages de chaque auteur. Ces petits spectacles vivants seront aussi l'occasion d’évoquer parfois, autour de
chaque poète, son époque, les anecdotes marquantes de sa vie ou l'écho d'une voix contemporaine proche
de lui. Les poèmes seront le plus souvent en français, mais chaque fois que cela sera possible, vous pourrez
entendre certains textes dans la langue originale. Le public est invité à participer activement à ces rendezvous en proposant aux équipes de création ses poèmes préférés de l'auteur du mois.
The Théâtre du Centaure invites you to celebrate poetry by attending, twice a month, short performances by
comedians who will read poems, evoque the poets life and times. Poems will mostly be read in Fench but
whenever possible original versions will be presented too. The public is invited to participate by proposing their
favorite poem of the poet of the month.
Library in the Secondary School
Bibliothèque pour le secondaire
The Association 'Friends of the Library' was created in 2005 by a small group of parents. Our aim is to improve
and increase the choice of books available in the English Section of the Secondary Library. The school has a
very good library staffed by dedicated librarians. They and the teachers are constantly striving to improve and
update the collection. Your children would also like to find the latest, up to date stories from their favourite
authors in the school library.
We ask for an annual financial donation of €10 - as happens in the primary school.
Every €10 contributed buys a new book for the collection.
Thanks to those parents who have already generously supported us, we have managed to put hundreds of new
books on the shelves from challenging authors who write about sensitive teenage issues; popular science for
young adults; real life biographies; science fiction; comic; crime; mystery and many others.
Let’s help keep our children interested in reading for pleasure
throughout the teenage years and into adulthood

“Friends of the Library”
A network for gifted Children
Un réseau pour les enfants intelectuellement précoces
What? Since the summer of 2010 a group of parents at the European Schools in Luxembourg have formed an
informal network for gifted children. Immediately a large number of children joined the network and by autumn
2011, more than 50 children are included.
Why? Because sometimes gifted children and their parents need extra support in order to meet the challenges
life brings when you are highly gifted. In the network the parents find opportunities to talk – either individually or
at relaxed café meetings – and the children have the possibility to meet new friends, that might think and learn in
the same way.
En 2010 un groupe de parents de l’Ecole Européenne Luxembourg ont organisé un petit réseau pour les enfants
intellectuellement précoces. Dès le départ de nombreux enfants ont rejoint le réseau et à l’automne 2011 plus de
50 d’entre eux s’y retrouvaient. Parce que parfois les enfants et leurs parents ont besoin d’un soutien
supplémentaire pour faire face aux défis que pose la précocité, les parents peuvent, au sein du réseau, discuter
de leur situation. Les enfants quant à eux ont l’occasion de rencontrer de nouveaux amis.

12 months and future outlook
Les Mots de Zaza: un court résumé de ces 12
derniers mois et un bref aperçu du futur:
Last year was marked by three events: firstly, on
March 19 and 21, we celebrated our annual Book
Fair in Luxembourg I and II. There was a wide
selection of new books for sale in English, French,
German, Spanish, Portuguese, Swedish and Italian.
The stands received the visits of many classes and a
fair number of parents. For the children, it was an
excellent occasion to browse through book novelties,
choose a book or two and buy them with their own
pocket money.
L’année dernière fut marquée par trois événements:
tout d’abord, les 19 et 21 mars, nous avons célébré
notre Foire aux livres dans les deux écoles Lux I et
Lux II. Une large sélection de livres en langues
anglaise,
française,
allemande,
espagnole,
portugaise, espagnole et italienne y fut mise en
vente. Les stands ont été visités par de nombreuses
classes et également par bon nombre de parents.
Pour les enfants, il s’agissait d’une excellente
opportunité pour découvrir des livres nouveaux et
faire quelques achats avec leur argent de poche.
Secondly, on April 25-27, Les Mots de Zaza
organised, in collaboration with the Italian Nursery
and Primary classes, the visit by Italian illustrators
Lorenzo Terranera and Susanna Mattiangeli. Their
workshop "Emotion is a story" proved hugely
successful with Italian children and we hope that
similar activities can be carried out in other sections
this year.
Finally, Les Mots de Zaza participated at the school
party on June 16th. Unfortunately, due to bad
weather the traditional "balloon race" could not be
done this year, but it was still an enjoyable day for all
participants.
The year ahead is full of challenges in view of the
Mamer split. Although Les Mots de Zaza is and will
continue to be organised in linguistic sections, with
the Bureau co-ordinating all sections, it is true that as
the needs of both schools evolve we may need to
review the way we work. We look forward to the
months ahead and warmly invite you to come and
help us if you are interested in books and in the
library. Most sections need volunteers, but specially
the three big ones (EN, FR and DE) are in great need
of parent volunteers to help run those sections.

Les 25 au 27 avril Les Mots de Zaza organisa, en
collaboration avec les classes italiennes de
maternelle et de primaire, la visite des illustrateurs
italiens Lorenzo Terranera et Susanna Mattiangeli.
Leur atelier “L’émotion est une histoire” fut un succès
énorme auprès des enfants italiens et nous espérons
pouvoir organiser des activités similaires cette année
dans d’autres sections linguistiques.
Enfin, Les Mots de Zaza participa, le 16 juin, à la
Fête de l’école. Malheureusement, cette année, le
mauvais temps nous empêcha d’organiser notre
traditionnelle "lâcher de ballons", mais tous les
participants purent malgré tout profiter d’un bel
événement.
L’année qui commence avec la scission des deux
écoles s’annonce pleine de défis. L’association
continue et continuera à s’organiser par section
linguistique avec un Bureau les chapeautant;
cependant, au fil de l'évolution des besoins
spécifiques à chaque école, il se peut que nous
ayons à revoir la manière dont nous travaillons. Nous
nous réjouissons des mois à venir et vous invitons à
vous joindre à nous si vous êtes intéressés par les
livres. Toutes les sections linguistiques sont à la
recherche de volontaires, mais les trois plus grandes
sections (EN, FR et DE) sont celles qui ont le plus
grand besoin d’aide afin d’assurer leur bonne gestion.

A time for change has come! We changed our name
but we do not change our goals! As from June 2012

thanks to the pupils of the 5 , 6th and 7 years the
Third World Committee has a new name, a new logo
and a new motto (“Uniting as one”). The Third World
Committee of the European Schools in Luxembourg
was founded in 1983 by a group of parents, teachers
and students to promote awareness among young
people of the problems in developing countries. The
group supports aid and development projects in the
most impoverished areas of the world. Most of our
projects target children and have been submitted by
members of the school community. To this end, our
committee organises a variety of events to raise
funds at the European Schools: the Christmas
Market, the Sponsored Sports Day, the selling of
snacks and refreshments at exhibitions, concerts and
school plays. We are committed to several long-term
projects but once a year we also grant short-term
funding.
One of the short-term projects selected by the
committee is in Gambia, in the region of Sinchu
Alhagie. This project is also supported by the
association
“Les
Amis
de
Gambie”
(www.lesamisdegambie.com) and the aim is to
purchase new gel batteries for replacing the old ones
of an autonomous power system consisting of several
solar panels and a windmill which provide the
electricity supply for the orphanage. In this way the
orphanage will have free energy for the next 20
years. This orphanage is the home for 22 orphans
where they can stay until they are 18 years old. After
that, they will be guided through further education
and have assistance to find a new home. The money
donated by “Actions without borders” of the European
Schools will allow the purchase of three batteries.

2) Colombie, 2 ans (Santana Boyacá, « Liceo
Campestre Mundo Constructivo »): Construction
d’une classe et des toilettes dans une école rurale (3
000 €).
Une aide à long terme aux 2 projets suivants / Longterm support:
1) Burkina Faso, 2 ans (Lycée Kindi, « Les Amis de
Kindi ») : Construction d’une nouvelle classe,
équipement de 2 classes et construction des latrines
(3 000 €).
Bien que l’association ait changé de nom, ses
objectifs restent les mêmes. Depuis 1983, le comité
par son action sensibilise les élèves aux problèmes
qui traversent les pays en voie de développement.
Par le biais d’actions diverses au sein des écoles
l’association récolte des fonds qu’elle redistribue en
faveur de projets sélectionnés par la communauté
scolaire. Ils ont tous en commun de soutenir
l’enfance.
L’association a financé un projet en Gambie cette
année. Cela a permis de financer l’achat de trois
nouvelles batteries pour un système de production
autonome d’éléctricité pour un orphelinat dans la
région de Sinchu Alhagie. Ce projet est aussi soutenu
par l’association « Les amis de Gambie ».
Une aide ponctuelle aux 11 projets suivant/ short
term funding:
1) Kosovo (Prizluje, « Mitica »): Aide à la

préscolarisation, enfants Rom (1 000€).
2) Brésil (Região do Sertão de Pernambuco «F.d.H.
»): Aide à la formation technique et sociale pour les
jeunes issus de familles des paysans sans terre (500
€).
3) Gambie (Sinchu Alhajie, « les Amis de Gambie »):
Achat de batteries pour un l’éolienne d’un orphelinat
(3 000 €).
4) Argentine (Cholila- Patagonie, « Fund. Cruz.
Patagonica »): Achat d’équipement pour une nouvelle
résidence d’accueil de jeunes étudiantes (2 000 €).
5) Bolivie (San Ignacio, « Steyler Mission »):
Construction de 2 nouvelles salles et toilettes dans
une école (2 500 €).
6) Kenya (Limuru, « The Nest »): Forage d’un puits
d’eau et installation d’eau courante dans un
orphelinat (4 000 €).
7) Tanzanie (Ilula, « Ilula Orphan Program»): Forage
d’un puits et approvisionnement en eau courante
pour une école secondaire (3 500 €).
8) Inde (Districts de Bagalkot et Bellary, « A. E. I. »):
Scolarisation d’enfants travailleurs dans les mines et
carrières (1000 €).
9) Inde (Chauntra, « Les Amis du Tibet »): Aide à
l’installation d’une petite fabrique de nouilles dans
une école pour enfants tibétains réfugiés à besoins
spéciaux (1000 €).
10) Maroc (Azrou, « Bénévoles Sans Frontières
Maroc »): Aide à la réfection d’une fosse septique à
l’école Boudraa (500 €).
11) Brésil (Recife, ADAT): achat d’une machine à
coudre pour le centre d’enfants handicapés (1000 €).
Total des projets à long terme et des projets
ponctuels adoptés en juin 2012: 26 000 €
Pour rappel, en janvier 2012, nous avions attribué
une aide à 4 projets à long terme:
- Burkina Faso (Kayo - Solidarité Afrique): 3 000 €
- Bolivie (Chapisirca Tiquipaya—Niños de la Tierra):
5 000 €
- Palestine (Camp de Jenine): 2 500 €
- Éthiopie (Regard d’Enfants d’Ethiopie): 4 000 €
Pour l’année scolaire 2011-2012, notre action a
distribué au total 40 500 €.
In total, the organisation has donated 40 500 euros in

The traditional Christmas Fair took place in Lux 2 Mamer this year on 24 November.
It has been a very busy day and the provisional results are 29 104, 74 € before deduction of
expenses.
