CITY OF OVERLAND PARK, KANSAS RECREATION SERVICES DEPARTMENT GOLF DIVISION NOTICE TO BIDDERS Sealed proposals will be received by the City of Overland Park, Kansas in the City offices at City Hall, 8500 Santa Fe Drive, until 2:00 p.m., Friday, November 22, 2013, for the following equipment: FOUR-WHEEL GOLF CARTS FOUR-WHEEL UTILITY CARTS SHUTTLE CARTS BEVERAGE CARTS Bids will be publicly opened and read aloud at the above time and date. Detailed specifications for this equipment may be obtained at the office of the Golf Division Offices, 12698 Nieman Road, Overland Park, Kansas 66213. Bids received on the above equipment will be considered by the Overland Park City Council within sixty (60) days following the bid opening. Bidders submitting proposals on equipment not conforming to the detailed specifications shall state variances on the proposal. The City of Overland Park, Kansas reserves the right to accept or reject any and all bids. The City reserves the right to adjust the quantity of carts and to waive technicalities on bids, if it is in the best interest of the City. No bid may be withdrawn after opening time for a period of sixty (60) days. Each bid must be enclosed in a sealed envelope and the outside of the envelope plainly marked: GOLF DIVISION BID FOR: GOLF AND UTILITY CARTS and addressed to the City of Overland Park, 8500 Santa Fe Drive, Overland Park, Kansas 66212, Attention: Marian Cook, City Clerk. 2 CITY OF OVERLAND PARK, KANSAS RECREATION SERVICES DEPARTMENT INSTRUCTIONS TO BIDDERS Bidders shall submit nomenclature and specifications of their equipment. Bidders agree to guarantee their equipment as 2014 production models and free from defects in workmanship and material for the period of four years from date of delivery to the City, and to replace or repair defective parts at no cost to the City. Each bidder shall enclose with his bid, the conditions of the warranty as provided by the manufacturer. The equipment specifications shall not be construed as recommending any manufacturer's equipment over any other make, provided that equal quality, parts supply and availability, reliability, cost of operation, fuel efficiency, environmental impact and durability may be expected in performance. Bidders submitting proposals on equipment not conforming to the detailed specifications shall state variances on the proposal. Alternate bids are encouraged and will be reviewed and considered based upon listed criteria. The City reserves the right to hold all bids for a period of sixty (60) days, from the date set for opening thereof before action thereon; likewise the City reserves the right to reject any or all proposals. The City also reserves the right to waive any or all technicalities on bids and select individual items from any bidder. The approximate deliver date is December 31, 2013. All proposals shall be made on the forms provided with the specifications and shall be delivered to the City Clerk, City Hall, 8500 Santa Fe Drive, Overland Park, Kansas, and must be in sealed envelope marked: RECREATION SERVICES BID FOR: GOLF AND UTILITY CARTS prior to 2:00 p.m. Friday, November 22, 2013 1 CITY OF OVERLAND PARK, KANSAS RECREATION SERVICES DEPARTMENT EQUIPMENT SPECIFICATIONS GENERAL CONDITIONS: The General Conditions apply to all equipment specified herein. 1. All equipment shall be new, 2014 production models. 2. Appurtenances and/or accessories for the equipment not herein mentioned, but necessary to furnish a complete unit ready for use upon installation shall be included. 3. These specifications shall be construed as minimum. Should the manufacturer's current published data or specifications exceed these, they shall be considered minimum and furnished. 4. The City reserves the right to waive or take exception to these specifications, if it be to the City's greatest advantage or best interest. 5. The company providing the equipment shall maintain at least one well integrated service shop for the maintenance and repair of the equipment, along with at least one location of service/repair parts inventory of such size, within the Metropolitan Kansas City Area, to keep the equipment out of service to a minimum. 6. Bidders must submit with their bid the latest printed specifications and advertising literature on the units they propose to furnish. 7. Bidder shall be prepared to give a complete demonstration of the merits of the equipment offered as directed by the City. The equipment so demonstrated shall be as complete as offered by the bidders for this bid. 8. Supplier hereby guarantees that for a period of four (4) years from the date of final acceptance, they will, at their own expense and without any cost to the City, replace all parts failures and make all repairs that may be required.
