NOTICE TO BIDDERS
Sealed proposals will be received by the City of Overland Park, Kansas in the City
offices at City Hall, 8500 Santa Fe Drive, until 2:00 p.m., Friday, November 22, 2013, for
the following equipment:
FOUR-WHEEL GOLF CARTS
FOUR-WHEEL UTILITY CARTS
SHUTTLE CARTS
BEVERAGE CARTS
Bids will be publicly opened and read aloud at the above time and date. Detailed
specifications for this equipment may be obtained at the office of the Golf Division
Offices, 12698 Nieman Road, Overland Park, Kansas 66213.
Bids received on the above equipment will be considered by the Overland Park City
Council within sixty (60) days following the bid opening.
Bidders submitting proposals on equipment not conforming to the detailed specifications
shall state variances on the proposal.
The City of Overland Park, Kansas reserves the right to accept or reject any and all
bids. The City reserves the right to adjust the quantity of carts and to waive
technicalities on bids, if it is in the best interest of the City. No bid may be withdrawn
after opening time for a period of sixty (60) days.
Each bid must be enclosed in a sealed envelope and the outside of the envelope plainly
marked:

INSTRUCTIONS TO BIDDERS
Bidders shall submit nomenclature and specifications of their equipment.
Bidders agree to guarantee their equipment as 2014 production models and free from
defects in workmanship and material for the period of four years from date of delivery to
the City, and to replace or repair defective parts at no cost to the City.
Each bidder shall enclose with his bid, the conditions of the warranty as provided by the
manufacturer.
The equipment specifications shall not be construed as recommending any
manufacturer's equipment over any other make, provided that equal quality, parts
supply and availability, reliability, cost of operation, fuel efficiency, environmental impact
and durability may be expected in performance. Bidders submitting proposals on
equipment not conforming to the detailed specifications shall state variances on the
proposal. Alternate bids are encouraged and will be reviewed and considered based
upon listed criteria.
The City reserves the right to hold all bids for a period of sixty (60) days, from the date
set for opening thereof before action thereon; likewise the City reserves the right to
reject any or all proposals. The City also reserves the right to waive any or all
technicalities on bids and select individual items from any bidder.
The approximate deliver date is December 31, 2013.
All proposals shall be made on the forms provided with the specifications and shall be
delivered to the City Clerk, City Hall, 8500 Santa Fe Drive, Overland Park, Kansas, and
must be in sealed envelope marked:

EQUIPMENT SPECIFICATIONS
GENERAL CONDITIONS: The General Conditions apply to all equipment specified
herein.
1.
All equipment shall be new, 2014 production models.
2.
Appurtenances and/or accessories for the equipment not herein mentioned, but
necessary to furnish a complete unit ready for use upon installation shall be
included.
3.
These specifications shall be construed as minimum. Should the manufacturer's
current published data or specifications exceed these, they shall be considered
minimum and furnished.
4.
The City reserves the right to waive or take exception to these specifications, if it
be to the City's greatest advantage or best interest.
5.
The company providing the equipment shall maintain at least one well integrated
service shop for the maintenance and repair of the equipment, along with at least
one location of service/repair parts inventory of such size, within the Metropolitan
Kansas City Area, to keep the equipment out of service to a minimum.
6.
Bidders must submit with their bid the latest printed specifications and advertising
literature on the units they propose to furnish.
7.
Bidder shall be prepared to give a complete demonstration of the merits of the
equipment offered as directed by the City. The equipment so demonstrated shall
be as complete as offered by the bidders for this bid.
8.
Supplier hereby guarantees that for a period of four (4) years from the date of
final acceptance, they will, at their own expense and without any cost to the City,
replace all parts failures and make all repairs that may be required. Supplier also
agrees to provide all services and maintenance as required by the manufacturer
or as needed at no additional cost to the City as part of the maintenance
agreement fee.

Service Agreement - Bidder to provide cost per cart per year. The agreement would stipulate
that a service technician would visit the sites weekly to repair any inoperable cart. If carts
cannot be repaired within 48 hours, a replacement unit would be provided at no charge to the
City. Weekly visits would be from the first of April through the end of October. From November
through March, visits would be on an as needed basis. Cost of parts to include tires and
batteries. Any accidents, vandalism, fire and/or theft are not the responsibility of the Bidder.
A minimum of 10 spare tires and wheels, five at each golf course shall be provided and
maintained as inventory for flat tire repair. One spare tire for each model utility vehicle per
facility shall be provided and maintained as inventory for flat tire repair.

The bids on golf carts and beverage carts will be reviewed on the total price of those
carts and awarded as one bid.
The bids on the utility carts will be reviewed on the total price and awarded as one bid.
The City reserves the right to adjust quantities and or eliminate specific utility carts.
Each bidder shall submit a sample of their Lease Agreement clearly identifying any
sections of the agreement that are non-negotiable.
The equipment and accessories included in this proposal are 2014 production models,
new and complete in every way.
Delivery of the equipment, complete with accessories, will be made approximately
December 31, 2013.
Total bid shall include all federal, state, and local taxes and all transportation, dealer
preparation, and handling charges.
The City of Overland Park, Kansas, reserves the right to accept or reject any and all
bids submitted.
