au nom du gouvernement de
l’Ontario pour un règlement
de 1912 qui, de fait, rendait illégale l’éducation publique en
langue française dans les écoles
primaires pendant plus d’une
décennie.

présenté le Règlement 17 avec
l’objectif avoué d’élever la qualité de l’éducation de langue anglaise dans les écoles primaires
anglaises-françaises.
Ce règlement interdisait aux
écoles primaires d’utiliser le
français comme langue de formation ou de communication
après la 2e année.
Limitait à une heure par jour la
période de temps que les élèves
des écoles primaires pouvaient
recevoir des cours en français.

Prix Bernard Grandmaître
Et les gagnants sont…
C’est le 25 février 2016 que la 16e édition du Prix Bernard Grandmaître et Laurier
s’est tenue au Musée de l’aviation et de l’espace du Canada.
Les gagnants de chaque catégorie sont les suivants (en ordre de remise) :

L’équipe du Muséoparc Vanier qui a remporté un Laurier le Collège La Cité,
Organisme de l’année. Le Muséoparc Vanier a ouvert ses portes en 2006 et
son mandat est de faire valoir le riche patrimoine du Quartier Vanier et de la
francophonie d’Ottawa.
L’honorable Mauril Bélanger est le récipiendaire du Prix Bernard Grandmaître.
Notre député fédéral dans la circonscription d’Ottawa-Vanier a fait preuve de
courage face à son diagnostic. Il a annoncé en novembre 2015 qu’il était atteint
de la sclérose latérale amyotrophique (SLA), une maladie dégénérative. Il a affirmé lors de l’annonce de son diagnostic qu’il allait continuer à travailler pour
bien nous représenter à la Chambre des communes. La maladie s’est attaquée
à ses cordes vocales. L’honorable Mauril Bélanger s’adapte et il communique
maintenant grâce à son Ipad muni d’un haut-parleur. Il a réitéré son appui
pour une capitale bilingue lors du traditionnel toast de bienvenue. L’honorable
Madeleine Meilleur et Bernard Grandmaître ont accompagné l’honorable
Mauril Bélanger sur l’estrade lorsqu’il a accepté son Prix Bernard Grandmaître.
Me François Baril a remporté le
Laurier Caisses populaires Desjardins de la région d’Ottawa,
Claudette Boyer – Citoyen de l’année. Me Baril est très impliqué
au sein de la communauté francophone, principalement en tant
que président de l’Association des
juristes d’expression française de
l’Ontario (AJEFO). Il est le président sortant du conseil d’administration du Centre des services
communautaires Vanier. Me Baril (gauche) a reçu son Laurier
des mains de Normand Leroux
(droite), directeur général de la
Caisse populaire Trillium.

Festival des sucres 2016
La cabane à sucre du Muséoparc Vanier accueillera les nombreux festivaliers et amoureux
du temps des sucres, entre le 30
mars et le 3 avril 2016, lors de
l’édition 2016 du Festival des
sucres.
C’est l’équipe du Muséoparc
Vanier qui, pour une cinquième
année consécutive, a pris en
charge l’organisation du Festival. Nous leur souhaitons du
beau temps pendant toute la durée de l’événement. Surtout pas
du temps froid ou de la pluie…
La 10e édition de Soupe Splash
se tiendra le mercredi 30 mars
débutant à 17 h 30 au Centre
communautaire Richelieu-Vanier. Le coût est de 25 $ et habituellement il ne reste pas beaucoup de billets à la porte. Il faut
vraiment s’être pris d’avance
afin de pouvoir participer et déterminer ainsi quel restaurateur
de la région cuisine la meilleure
soupe à saveur d’érable.
Cette année, il y aura deux journées consacrées aux écoles, soit
le jeudi 31 mars et le vendredi
1er avril, sur le site du Festival.
Ils seront des milliers qui bénéficieront d’une série d’activités
adaptées pour eux.
Weekend des sucres
Visites guidées du Muséoparc
et de l’érablière, dégustation
de tire d’érable, échaciés de la
Ottawa Stilt Union, artistes variés, foire artisanale, animaux
de la ferme, chiens esquimaux,
reptiles, structures gonflables,
jongleurs, maquilleurs, promenades en carrioles et vente de
livres à la bibliothèque.
Samedi le 2 avril
La journée commence avec la
musique de Bijo and Sun à 9 h
45 avec leur répertoire de musique pop, folk et country.
Il sera possible de déjeuner aux
crêpes et d’assister à un concours
du plus gros mangeur de crêpes,
entre 10 h 15 et 15 h, le coût est
de 8 $ et pour les moins de 7 ans
le coût est de 6 $.
L’auteur-compositeur-interprète
Mehdi Cayenne occupera la
scène à 11 h 30.
L’acrobate marionnettiste Puppet Tamer joue les ventriloques
en français à midi et en anglais
à 13 h.
Little Ray’s Reptile envahira l’espace du Muésoparc Vanier entre
10 h et 14 h.
Le groupe Swing va faire bouger
tout le monde à 13 h avec leur
musique qui mélange autant les
rythmes urbains que le folklore.
Finalement, en soirée place aux
rires avec l’humoriste Sylvain
Larocque à 19 h 30. Le coût des
billets est de 20 $.
Dimanche le 3 avril
Les rats d’swomp vont mélanger la musique traditionnelle et
le conte grâce au Pére Garneau
dès 10 h.
Le fameux brunch du Festival
aura lieu de 10 h 15 à 15 h. Le
coût est de 14 $ tandis que les
moins de 7 ans devront débourser 7 $. La troupe Luv2Groove
fera danser les enfants à 10 h
20. Mélanie Brulée est une mélodiste hors pair et elle sera sur
scène à 11 h 30.
Little Ray’s Reptile envahira l’espace du Muésoparc Vanier entre
10 h et 14 h.
Le concours de bûcherons amateur se déroulera à 13 h. La
rumeur court que l’équipe de
notre conseiller municipal Mathieu Fleury viendra défendre
son titre.

Our Sugar Shack will host thousands of visitors during the
2016 SugarFest to be held from
March 30 to April 3, 2016.
For a fifth year in a row the
Vanier Museopark team will
be organizing the SugarFest.
We wish them something very
precious for an outdoor event:
great weather. No cold please
or rain…
Soup Splash is back for a 10th
year on Wednesday March 30
from 5:30 p.m. to 8:30 p.m. at
the Richelieu-Vanier Community Centre. The price for a ticket
is $25. Waiting to get your ticket at the door could be taking
a chance. So it’s better to have
bought tickets in advance for
this one if you want a chance
to vote for the best maple-syrup
inspired soup in the region.
This year two days are dedicated to area schools on Thursday,
March 31 and also on Friday,
April 1, 2016. Thousands of
kids will enjoy an outing at the
Sugar Shack and participate in
a variety of activities designed
specifically for them.
SugarFest Weekend
Guided tours of the Museopark
and the Sugar Shack, tasting
maple taffy, stilt walkers with
Ottawa Stilt Union, different artists, farm animals, sled dogs,
reptiles, inflatable structures,
public entertainers, face painters, sleigh rides and a book
sale at the library.

The day starts with Pop, Folk
and Country artists Bijo and
Sun at 9:45 a.m.
The Pancake Breakfast and Eating contest go from 10:15 a.m.
to 3 p.m. You can enjoy a pancake breakfast for $8 and for
children under 7, it’s $6.
Singer songwriter Mehdi Cayenne
will hit the stage at 11:30 a.m.
Puppet Tamer, a puppeteer
acrobat ventriloquist, will present a French show at noon and
an English one is scheduled at
1 p.m.
Little Ray’s Reptile will occupy
some space in the Museopark
from 10 a.m. to 2 p.m.
Local band Swing will rock the
house at 1 p.m. mixing traditional and contemporary music.
Sylvain Larocque is a French
comedian. You can buy his tickets for $20 and the show starts
at 7:30 p.m.

The “rats d’swomp” mixes traditional music and stories with
“Pére Garneau” at 10 a.m.
The SugarFest Brunch will be

be in French. All you have to do is make

help if you were born when Vanier was
known as Eastview. Topic: Public art,
street furniture, urban decorations and
green areas.
Sympathy, compassion and mercy…
Whatever it takes, let’s make it happen
In a 2015 article entitled “Make it happen”, I had discussed two important topics: gender equality and the right to die with dignity. My readers really appreciated the article
and I told them I would revisit the subject of “dying with dignity” at a later date. The
time has come as the government is set to have a law regarding doctor-assisted death
to eligible patients set up across Canada by early June.
This would permit a physician to assist a patient who requests an end to his life,
providing he is mentally competent when the request is made and it is proven the
patient has a “grievous and irremediable” medical situation that imposes intolerable
suffering. This would also include terminal conditions where no hope of recovery is
possible.
I remember reading with profound sadness how Janice Kennedy, a retired journalist,
lost her only sister, Sheila, to ALS. This disease is most insidious as it slowly robs a
person’s body of all its functions while leaving the mind intact. ALS sufferers have no
other option but to watch their body slowly wither and die. As Janice explained:
“Each time I thought of Sheila after her diagnosis, I was reminded of that Poe Short story
where a man is chained in a space slowly being walled in, brick by brick.”
Again, in Janice’s words, at the time of Sheila’s death, “she was completely immobilized,
unable to move legs, feet, toes, arms, hands, fingers, torso, neck, head. She had a feeding
tube, and breathing was a struggle. She was often uncomfortable and in pain, but she
could rarely let anyone know. Communication was limited, reduced to eye movement.”
Sheila believed in the right to die with dignity and the right to a physician-assisted
death. So did Janice. No one wants to see a loved one suffer for years on end.
In today’s world, we are much kinder to our cats and dogs than to human beings who
must deal with unbearable pain on a daily basis.
“Dogs do not have many advantages over people, but one of them is extremely important,
euthanasia is not forbidden by law in their case; animals have the right to a merciful
death.” (Milan Kundera in “The Unbearable Lightness of Being”)
In our journey through life, we strive to make the right choices, ones that match our
authentic self. We create a world filled with love, a world that is meaningful, where
we can put our strengths and talents to good use. We try to make our journey on this
earth as much fun as possible while making a difference in people’s lives.

But life is sometimes cruel; it does not always deal you a good hand. No one deserves
to die a slow and painful death or to become a complete vegetable. Why should
anyone have to suffer unbearable pain? Why should a person have to orchestrate his
own death because no one wants to help?
The Liberal government says it will “move quickly with care and diligence”… so why
are we getting the message from palliative care hospitals such as Bruyère Continuing
Care that they will not be offering doctor-assisted death to eligible patients? I fully
agree with the Dying With Dignity Canada organization which says it is not acceptable for entire organizations to conscientiously object to it. (Because Bruyère is a
publicly funded Catholic health institution, it maintains doctor-assisted death is incompatible with its values.) I personally think it’s a shame. I remember a nurse saying
she couldn’t help but cry to see the suffering one of my uncles had to endure at the
end of his life. Intense pain and suffering should not be the defining moments of
anyone’s last moments on earth. It should not be the single image that is left behind
for the loved ones who cared.

DON’T BE A HUMPTY DUMPTY!
Remember Humpty Dumpty from your
Mother Goose nursery rhymes?
Humpty Dumpty sat on a wall
Humpty Dumpty had a great fall, etc.
Like the fragile, egg-shaped Mr. Dumpty I
too had a great fall.
And OUCH! hurt myself pretty badly.
As I painfully write this I am looking at my
left hand which is sooo swollen it could
belong to the Fat Lady of the Circus.
I have a bruised arm and shoulder that is
so black and blue you’d think it was Darth
Vader’s. And my right hip, well folks, it
ain’t so hip!
Silly thing of it is, I did not fall from a
great height – just a mere slip on the ice.
One second I was UP and all right. The
next I was down and all wrong.
I tried getting up. Couldn’t. Stuff hurt. Did
I break anything?
Alone, in the dark, at night, there was no
other way but UP. So groaning a swear
prayer “ #$@%&*” I carefully moved
what parts of my body would cooperate.
Quite miraculously I was able to stand in
a wobbly, uncertain fashion and limp my
way to safety.
Interestingly, my accident happened just
a few days after my sister-in-law Marian
fell in her apartment at a seniors’ home in
Vanier and landed in the Montfort Hospital – call it family premonition…
Usually people fall from some height. And
you might argue that there is little chance
of that happening in Vanier which is relatively flat terrain. No vertiginous Monte
Carlo, the only inclines I can think of in
Vanier are, let’s see …the downslope of
Cercle Michel, the dip of Montfort Street
down from Park Street, the slip of Alice
Street to Marier Road, and the long slide
that is Pères Blancs alongside the Sugar
Shack. (Did I miss any dizzing Vanier
heights?)
Slip and fall accidents are killers! Second
only to vehicle accidents. Think of it, every year 33 % of people age 65 and older
will experience a fall. Women being more
vulnerable.
Here’s some weird yet true stuff on falling: 450 people a year in the U.S. die
from falling …out of bed? (Yet not as dangerous as …masturbating where 600 die
of that.)
When in Russia beware those icicles! 100
people a year there are terminated by
them – almost worse than Vladimir Putin’s icy stare.
But slip in Boston and you could get rich.
Since Bean Town is crawling with smart,
aggressive “Snow and Ice Lawyers”. Ka
Ching Ka Ching$$$.
Oh the perils of falling! That is vending
machines falling. On YOU. 10 to 13 die
each year when vending machines topple
over and kill them. You could call this
“death by snacking”!
Of course many falling accidents are from
winter walking.
You’d think it would be safer say, on a
beach in the Dominican Republic. No,
sorry.

Budget Ontario 2016
L’honorable Madeleine Meilleur a profité
du dépôt du budget en Ontario dévoilé la
veille, le 25 février dernier, pour le commenter le lendemain dans des locaux à La
Cité.
Ce n’est pas un hasard si l’honorable
Madeleine Meilleur a choisi de commenter le budget de l’Ontario dans les locaux
de La Cité. En effet, le projet Place La Cité
va recevoir, suite au dépôt du budget,
10 millions de dollars de la part du gouvernement de l’Ontario.

Place La Cité est à la fois un projet de
modernisation d’infrastructure et une opportunité pour le collège de s’ouvrir sur
une multitude de communautés. Un ou-
til essentiel qui permettra d’augmenter le
montant d’espace, d’améliorer l’offre de
formation et d’accroître le nombre d’étudiants de 5 500 à plus de 6 000.
« Nous allons créer à La Cité un centre névralgique de développement économique
et social – idées, emplois, création d’entreprises. C’est une très bonne nouvelle
pour la francophonie en Ontario. Cette
annonce confirme pour nous que le gouvernement de l’Ontario est à l’écoute et
qu’il croit en la formation postsecondaire
en français, en Ontario. C’est un pas de
plus vers l’avant pour la francophonie ontarienne », a déclaré Lise Bourgeois, présidente de La Cité.
« Nous saluons de plus la création d’une
nouvelle subvention ontarienne d’études
où les étudiantes et étudiants ayant
besoin d’un soutien financier et venant de
familles touchant un revenu de 50 000 $ ou
moins seront exemptés des frais de scolarité des collèges et universités, et ces frais
deviendront également plus abordables
pour la plupart des familles ontariennes »,
a rajouté Mme Bourgeois.

la technologie, deux éléments clés pour
notre gouvernement et la population
d’Ottawa. Notre investissement dans
l’éducation postsecondaire avec la nouvelle subvention ontarienne d’études

postsecondaire, peu importe leur finance.

Tonya Pomerantz who signed her latest

She collaborated with fellow author

In their book they approach the subject of
success in a light-hearted and accessible
manner making it easy for young people
to understand just how they can create
their own successful lives.

Wabano held their first Spaghetti Youth
Fundraiser on February 19, 2016.
“We decided to host our very own Spaghetti Youth Fundraiser in order to be
able to send as many youth as possible to
the Wikwemikong Pow-Wow. This PowWow is held on beautiful Manitoulin Island on Lake Huron,” said Vanessa Cyr.
Translated, «Wikwemikong» means «Bay
of Beavers.” Known as «Mnidoo Mnissing (Spirit Island or Land of the Great
Spirit),» Manitoulin Island was utilized
as a stop-over in the seasonal migration
route and is the ancestral home of the
Odawa people.

sucre du Muséoparc Vanier offrait des

planned revitalization of Optimiste Park
in Vanier.
Optimiste Park is one of the most central
and widely used community spaces in
Vanier. The park is a valuable fixture in
the community with its open and inviting
public spaces and the ever-growing popularity of the outdoor and wading pools. “For our team, it is essential that we
engage residents throughout the renewal
process of this important community outdoor space,” said Councillor Mathieu
Fleury.
The plans that were presented to the
community were based on the ideas that
they heard from residents at a community
BBQ held last summer. In addition to the
upgrades to the outdoor pool, the plans
included a new play structure for children
and youth residents, an outdoor exercise
area for adults, a proposal for a beach
volleyball court, table tennis equipment,
swing sets and numerous picnic tables
and benches. The construction is planned
to begin in the summer of 2016 and will
include something for everyone!

New Direction for Canada’s Middle Class

Childcare is very expensive. There is a
tax deduction for childcare costs. Tax
deductions reduce the income on which
you pay tax.
Beginning with the 2015 tax year, the
daycare maximum claim limitation was
raised by $1,000 for every age group.
You can now claim up to $8,000 per
child 6 and under, $5000 for a child 7 –
16, and up to $11,000 for each disabled
child. You will need proper receipts to
make these claims. If you have a private
daycare provider, be sure that the provider’s SIN is on your receipt.
Children’s fitness also changed this year
from being a non-refundable tax credit
to a refundable one. Translation: more
money in your pocket.

What’s in store for the Canadian housing market this year? Will it continue

2016
The market is expected to moderate
slightly in 2016. The Canadian housing
market has been on fire for the last few
years. Home values rose, interest rates
were low and homes were flying off the
market. While sales will still remain
high in most areas, experts predict the
market will moderate gradually this
year, partially due to an expected gradual increase in interest rates.
Home sales will increase modestly in
most provinces across Canada. This is
good news for homeowners who are
thinking of selling, as well as buyers
who may be looking to upgrade or purchase their first homes.
Prices are expected to increase slightly
across Canada as well. British Columbia
and Ontario are once again predicted to
have larger gains than other provinces.
RBC predicts home prices will rise 3.2%
in 2016.
The average Multiple Listing Service (MLS®) price is predicted to be
between $398,191 and $457,200.

Appui au « Mouvement pour une capitale du Canada officiellement bilingue »
Le Conseil des écoles publiques de l’Est de
l’Ontario (CEPEO), lors de sa réunion ordinaire du 26 janvier 2015, a confirmé par résolution son appui sans réserve à l’approche
législative déposée le 8 janvier 2016 par le
« Mouvement pour une capitale du Canada
officiellement bilingue (MOCOB) ».
Le CEPEO unit donc sa voix au MOCOB,
ainsi qu’au regroupement de nombreux
organismes des niveaux fédéral, provincial
et municipal, pour réclamer la désignation
bilingue de la Ville d’Ottawa.
Nous partageons les préoccupations de
toutes les organisations francophones
quant à l’avenir de la langue française ici
à Ottawa et partout au Canada, et nous
sommes d’avis que les bienfaits d’un bilinguisme officiel dans la capitale nationale
sont multiples et donc, incontournables.
Rappelons qu’en août 2014, le CEPEO a
envoyé au maire d’Ottawa, M. Jim Watson,
une lettre d’appui en faveur de la désignation bilingue de la Ville d’Ottawa. Et le CEPEO est d’avis que la démarche législative
déposée par le MOCOB assurera la pérennité des services en français présentement
offerts par la Ville d’Ottawa, et confirmera
du même coup le bilinguisme et l’égalité de
statut du français et de l’anglais dans la capitale nationale.
De plus, cette proposition du MOCOB permettra à la Ville d’Ottawa de bénéficier de
retombées importantes. Elle permettra des
retombées telles une immigration francophone plus importante, un plus grand rapprochement au milieu multiculturel et, surtout, une plus grande fierté chez nos élèves,
chez leurs parents et leurs grands-parents.
Le CEPEO est d’avis avec le MOCOB que
la démarche proposée par celui-ci est novatrice, simple et pragmatique, et qu’elle
répond aux aspirations de la communauté
francophone d’Ottawa, de l’Ontario et du
pays.
En tant que conseil scolaire de langue
française dont la mission est d’élargir l’espace francophone et d’assurer la fierté de
ses communautés scolaires, c’est avec une
grande conviction que le CEPEO appuie entièrement le MOCOB.

Recherchons des bénévoles
Nous avons besoin de camelots bénévoles et voici des routes disponibles :
rue Ste-Cécile (de Granville à Tabor), rue St-Jacques, rues Laval et Barrette
(de St-Charles à Landry), rues Alice et Genest (de St-Charles à Landry) et rues
Émond, Hannah et Olmstead (de Deschamps au chemin Montréal). N’hésitez

that I should walk at least one hour
per day. So, I decided to listen to my
doctor and I incorporated delivering
Perspectives Vanier in my routine,” said

Looking for Volunteers
We are looking for volunteer newsies who are available for the following
routes: Ste-Cecile Street (from Granville to Tabor); St-Jacques Street, Laval
and Barrette Streets (from St-Charles to Landry); Alice and Genest Streets
(from St-Charles to Landry); Emond, Hannah and Olmstead (from Deschamps
