Should it be deemed necessary to take any action on this sensational telegram, I would suggest that the head of the Chinese Section of the Foreign Office he approached. Manchuria Station is the frontier station between Siberia and Manchuria, and the railway east of Manchuria is under the political control of the Chinese Government. Our legation at Peking could reasonably be expected to arrange with the Chinese Government to transport these prisoners and settle a reasonable rate for so doing. V S ' J o , 20 UNOG Library
