Press Release 24 January 2007 PRESS RELEASE Broadband Local authorities’ growing investment in telecommunications networks Access to broadband services is progressing at a steady pace in France, thanks not only to investments by operators and a dynamic competition framework, but also to the actions of local authorities. In this last area, the situation in France stands out for the scope of initiatives being taken by local public actors: a total of some sixty “broadband” public service delegations (PSD) have been launched over the past five years, representing a potential investment of 1.9 billion euros – a figure that increases to 2.8 billion euros when combined with the sums French operators invested in landline networks in 2006. The Caisse des Dépôts estimates that, thanks to these networks, there will be 3.8 million unbundled lines by the end of 2008, an achievement that would have undoubtedly been impossible without these public initiatives. Local authorities contracting a PSD have several, often parallel objectives: first, to cover broadband’s dead zones, which generally involves the installation of a WiMAX infrastructure and, second, to deploy a fibre optic network connected to France Telecom exchanges, in a bid to speed up access to the competition’s offers. When deploying ultra-broadband access, the priority for local authorities is to connect major public establishments and business parks (taking increasing account of fibre optic installations inside the zone), at a time when operators’ initiatives to supply households in Paris and other major cities are beginning to attract the attention of public players concerned with preventing another digital divide. © IDATE 2007 Press Release 24 January 2007 Broadband PSD: situation as of December 2006 PSD proxy selected Délégataire retenu Procédure Procedure en cours underway (AAPC (CFT lancé) issued) Dunkerque 40 Gonfrevillel’Orcher Sipperec Arras CG Hauts de Seine CA Seine Eure Maine et Loire Rennes Angoulême CG Haut-Rhin Hte Marne Loiret Loiret Sarthe Belfort-Montbéliard Nièvre Besançon Jura Cher Tours Charentes -Maritime CR Guadeloupe CR Alsace Yvelines Seine et Marne Côtes d’Armor Vannes Périgueux Limousin Limousin CR Martinique Cosne sur Loire Loire Chalon / Saône Clermont -Ferrand Bordeaux Aveyron Agen SAN Isle d’Abeau Voiron Hérault Grand Toulouse CA Pays d’Aix Pau CU Creusot Monceau Tarn Toulouse Sicoval CR Guyane CG Bas-Rhin Eure CA Caen la Mer Quimper CR Réunion Moselle Oise Manche 20 SAN Sénart Pyrénées atlantiques Ariège Corse Rodez Castres-Mazamet Source : IDATE IDATE: local authorities’ partner IDATE provides public decision-makers, local authorities and businesses (equipment makers, telcos…) with market study and consulting services that address the full range of their strategic and operational issues (market reports and forecasts, business plans, assistance in drafting specifications, international benchmarking…), in the following areas: • Access network rollouts: broadband/ultra-broadband, fixed/wireless… • e-services development: (e-Gov, e-learning/ENT, e-health, e-tourism…), service platform implementation … • Regional ICT observatories and public policy assessment • Regional and strategic ICT development plans © IDATE 2007 Press Release 24 January 2007 About IDATE Founded in 1977, IDATE is one of Europe’s foremost market analysis and consulting firms, whose mission is to provide assistance in strategic decision-making for its clients in the Telecom, Internet and Media industries.
