Broadband
Local authorities’ growing
investment in telecommunications networks
Access to broadband services is progressing at a steady pace in France, thanks not only to
investments by operators and a dynamic competition framework, but also to the actions of
local authorities.
In this last area, the situation in France stands out for the scope of initiatives being taken by local
public actors: a total of some sixty “broadband” public service delegations (PSD) have been launched
over the past five years, representing a potential investment of 1.9 billion euros – a figure that
increases to 2.8 billion euros when combined with the sums French operators invested in landline
networks in 2006. The Caisse des Dépôts estimates that, thanks to these networks, there will be 3.8
million unbundled lines by the end of 2008, an achievement that would have undoubtedly been
impossible without these public initiatives.
Local authorities contracting a PSD have several, often parallel objectives: first, to cover broadband’s
dead zones, which generally involves the installation of a WiMAX infrastructure and, second, to deploy
a fibre optic network connected to France Telecom exchanges, in a bid to speed up access to the
competition’s offers. When deploying ultra-broadband access, the priority for local authorities is to
connect major public establishments and business parks (taking increasing account of fibre optic
installations inside the zone), at a time when operators’ initiatives to supply households in Paris and
other major cities are beginning to attract the attention of public players concerned with preventing
another digital divide.
