and realise new dreams, to rediscover the strength and faith within you. The staff of the former Animal Health Department wishes you and your beloved ones a happy New Year with a lot of interesting opportunities and a good health. 2012 will be the year that RIPROSAT will organise its fifth international symposium. The proposed date is from the 1st to 3rd October, 2012. Surprisingly and without any hint from the RIPROSAT secretariat in Antwerp the theme for the upcoming conference, proposed by the organising committee, is: "One health, one world" in the context of developing countries: opportunities and challenges. Do you want to participate actively in the next international symposium? RIPROSAT traditionally selects among its members representatives, who can give an interesting presentation on a subject within the topic of the symposium. Members, who feel they may contribute to the theme of this symposium, should submit before July 1, 2012 an extended summary of their presentation to the RIPROSAT secretariat. The members of the scientific committee of the symposium will make a selection among all submissions and the persons with the most relevant contributions will be invited to attend the symposium. Don‟t forget! As the language of the symposium will be English, proficiency in the use of this language is required! Meanwhile, how does the restructuring at ITM proceed? Notwithstanding the symposium on intersectorial collaboration between the medical and veterinary professions in low-resource societies jointly organized in November 2010 by be-troplive, the Belgian Platform for International Health (be-cause Health), ITM‟s Strategic Network on Zoonoses and the Strategic Network on Neglected Diseases, the future of animal health within ITM is still not clear. Some medics, especially those from the Public Health Department, have a very narrow vision on “one health” and still find that we have to focus exclusively on zoonotic diseases. Others believe in the added value of sharing knowledge and that forces must be joined in order to reach a more global view on the issues, with which low resource countries are confronted, while looking for interfaces and possible synergies between both professions. Currently the animal health is well represented within the new Department of Biomedical Sciences, but the position of a Professor and the establishment of an unit within the Department of Public Health involved with “the control of zoonotic and animal diseases having a major impact on human wellbeing in tropical, rural communities” (an idea which was first accepted by this Department) seems to be questioned again. However, a revocation of such an unit would be inadmissible for several reasons: Firstly, If animal health would not be represented within a second ITM Department, the establishment of an interdepartmental “Centre on tropical animal diseases” which was always represented as an alternative to the former “Animal Health Department” and as an opportunity to strengthen the One-Health concept, would be made impossible. Secondly, the former Animal Health Department carried out a lot of activities in the field of disease control, disease impact assessment, anthropology, etc.., which, according to the task allocation of the 3 new departments, comes under the tasks assigned to the Public Health Department. Surely the restructuring of ITM can‟t be meant to restrict the activities of a former department! The current situation gives also the impression that some of the former departments (Parasitology, Microbiology and Animal Health), that were merged in the new Department of Biomedical Sciences, were not left any choice as to merge, while the Department Public Health can make its own laws and accept or reject units at its own discretion. In short, the restructuring of ITM is far from finished and many staff members are kept dangling about their future. Let‟s hope that 2012 brings the adequate solutions. By the way, did I inform you that Belgium has its government at last? It took 535 days but we succeeded ! 4 PREFACE Chers collègues, Une nouvelle année est l‟occasion de dévoiler de nouveaux horizons et de réaliser de nouveaux rêves, de redécouvrir la force et la foi en soi. Le personnel de l'ancien Département Santé Animale souhaite à vous et vos proches une nouvelle année plein de bonheur et d‟opportunités intéressantes ainsi qu‟une santé de fer. 2012 sera l'année où RIPROSAT organisera son cinquième colloque international. La date proposée est du 1er au 3 octobre 2012. C‟est étonnant mais sans qu‟il y ait eu n'importe quelle suggestion de la part du secrétariat de RIPROSAT à Anvers le thème pour la conférence prochaine, proposé par le comité organisateur, est : "Une santé, un monde" ; dans le cadre des pays en voie de développement : opportunités et défis. Voulez-vous participer activement au prochain colloque international? RIPROSAT choisit traditionnellement parmi ses membres des personnes pouvant donner un exposé intéressant sur un sujet en relation avec le thème du colloque. Les membres, qui se sentent appelés à contribuer à ce colloque, sont invités à soumettre avant le 1er juillet 2012 un résumé exhaustif de leur présentation au secrétariat du RIPROSAT. Les membres appartenant au comité scientifique du colloque choisiront parmi toutes les contributions les plus appropriées et les auteurs de ces contributions seront invités à participer au colloque. Ne l'oubliez pas : Vu que la langue du colloque sera l'anglais, une bonne connaissance de cette langue est exigée! En attendant, comment progresse la restructuration de l‟IMT? Malgré le colloque sur la collaboration intersectorielle entre les professions médicales et vétérinaires dans des pays à faible revenu conjointement organisées en novembre 2010 par Be-troplive, la plate-forme belge pour la santé internationale, le réseau stratégique d'ITM sur les zoonoses et le réseau stratégique sur les maladies négligées, le futur de la santé animale au sein de l‟IMT n'est toujours pas clair. Quelques médecins, particulièrement dans le Département Santé Publique, ont une vision étroite et restreinte sur la notion « One Health » et trouvent encore toujours que nous devons nous concentrer exclusivement sur les maladies zoonotiques. D'autres cependant voient une valeur ajoutée dans le partage des connaissances et trouvent que les forces doivent être unies pour trouver des solutions plus adaptées aux problèmes des pays à faible revenu, tout en recherchant des interfaces et synergies entre les deux professions. En ce moment la santé animale est bien représentée dans le nouveau Département des Sciences Biomédicales, mais la position d'un professeur et l'établissement d'une unité dans le Département Santé Publique impliquée dans « le contrôle des maladies zoonotiques et animales ayant un impact important sur le bien-être humain des communautés rurales dans les tropiques » (une idée qui d‟abord avait été acceptée par ce département) semble être remise en cause. Cependant, une révocation de cette unité serait inadmissible pour plusieurs raisons : Premièrement, si la santé animale n‟était pas représentée dans un deuxième département de l‟IMT, l‟établissement d‟un « centre interdépartemental sur la santé animale tropicales », qui a toujours été représenté comme une alternative à l‟ancien « Département de Santé Animale », et l‟occasion de renforcer le concept « One Health », seraient devenu impossible. Deuxièmement, l'ancien Département de Santé Animale avait plein d'activités dans le domaine du contrôle des maladies, l‟évaluation de l‟impact des maladies, l'anthropologie qui, selon la répartition des fonctions entre les 3 nouveaux départements, relève des tâches assignées au Département Santé Publique. La restructuration d'ITM ne peut quand même pas être censée limiter les activités d'un ancien département. La situation actuelle donne également l'impression qu'une partie des anciens départements (parasitologie, microbiologie et santé animale), qui ont été fusionnés dans le nouveau 5 Département des Sciences Biomédicales, n'a pas eu le choix quant à la fusion, alors que le Département Santé Publique semble pouvoir promulguer ses propres lois et pouvoir accepter ou rejeter des unités à sa propre discrétion. En bref, la restructuration de l'IMT est loin d‟être terminée et pour certains membres du personnel vivent toujours dans l‟incertitude quant à leur futur. Espérons que 2012 apportera des solutions raisonnables. Est-ce que je vous ai déjà informé que la Belgique, après 535 jours de négociations, peut enfin célébrer son nouveau gouvernement ? Redgi De Deken Début janvier 2011, Benoit Poelvoorde, un acteur et comédien Belge, demandait à ses compatriotes de ne plus se raser jusqu'à la formation d'un gouvernement. Above you see a recent photograph of our staff. 6 IN MEMORIAM : Dr Christina Chisembele (MSTAH 2003-04) Via the OIE we were informed of the untimely passing away of one of our network members, Dr Christina Chisembele, who died at the age of 45. Dr Chisembele passed away on Saturday November 19th, 2011 after a prolonged illness. At the time of her passing, Christina was Deputy-Director of the Department of Veterinary and Livestock Development of the (new) Ministry of Agriculture and Livestock Development in Lusaka, Zambia. She previously headed the NALEIC, the National Livestock Epidemiology and Information Centre of the Ministry and was for years the national focal point for the notification of animal diseases to the OIE. An UNZA, 1992 veterinarian, she obtained her M.Sc. in Tropical Animal Health and Production at the Institute of Tropical Medicine of Antwerp (Belgium) in 2004. In 2009 she briefly joined the Regional Animal Health Centre in Gaborone on FAO contract to work on the development of regional surveillance guidelines for avian influenza subject to declaration. She had previously been in charge of several avian influenza related events and projects in Zambia for which she was the technical focal point. She was a respected member of the SADC SubCommittee on Epidemiology and Informatics. We will remember Christina as an accomplished professional, highly diplomatic, charming, soft spoken and profoundly compassionate towards everyone around her. May her soul rest in peace. A travers l‟OIE nous avons appris le décès prématuré d‟un de nos membres, Dr Christina Chisembele, décédée à l'âge de 45. Dr. Chisembele nous a quitté le samedi 19 novembre 2011 à la suite d‟une maladie prolongée. À l'heure de son décès, Christina était Directeur-adjoint de la Direction du développement de l‟élevage et des services vétérinaires du (nouveau) Ministère du développement de l'agriculture et de l‟élevage à Lusaka, Zambie. Elle avait précédemment dirigé le NALEIC, le Centre national d'épidémiologie et d'information sur l‟élevage du Ministère et était pendant des années le point focal national pour la notification des maladies animales à l'OIE. Diplômée en médicine vétérinaire à l‟UNZA en 1992, elle avait obtenu son Master en santé et production animales tropicales à l'Institut de Médecine Tropicale d'Anvers (Belgique) en 2004. En 2009 elle avait brièvement rejoint le Centre régional de santé animale à Gaborone sous contrat de la FAO pour travailler sur le développement de lignes directrices régionales de surveillance de l'influenza aviaire notifiable. Elle avait précédemment été responsable de plusieurs événements et projets relatifs à l'influenza aviaire en Zambie pour lequel elle était le point focal technique. Elle était un membre respecté du sous-comité de la SADC sur l'épidémiologie et l'informatique. Nous gardons de Christina le souvenir d‟un professionnel accompli, hautement diplomatique, charmante, modeste mais pertinente dans ses interventions et profondément humaniste envers tout et chacun autour d‟elle. Que son âme repose en paix. 7 OBITUARY: Dr WJA Payne, 1918–2011 By Trevor Wilson (excerpt from Tropical Animal Health & Production volume 43, 2011) We were in Southern Darfur in the far western Sudan, part of our time spent with the nomadic Baqqara studying their livestock and part of the time in Nyala with the sedentary mixed crop–livestock farmers. In Nyala, we had a basic house with electricity for about 2 h a day and water on tap now and then. In the prerains Sudan with temperatures of 50°C and humidity well into the eighties, we lived mainly on peanut butter, peanut oil and roast peanuts and, when not actually recording livestock growth and reproductive performance, we kept as still and inactive as possible. There exploded, into this mundane and primitive existence, in May 1973, a bouncing bundle of energy and enthusiasm known as Bill Payne. We did not know him as Bill then, but only by repute as WJA Payne, one of the authors of the authorized version of tropical livestock production, ―An Introduction to Animal Husbandry in the Tropics‖. Bill had been sent to Southern Darfur by our employers as an ―expert‖—a word he had as much contempt for as I do myself—to oversee our work. This was not enough for Bill. He wanted to participate, typically as we later learnt, in the studies. We spent a couple of weeks doing about 3 months’ work when he announced (climatic conditions were now fearsome) that we would all— including our 3-year-old son—climb the 3,000-m Jebel Marra before he left for home. It was during this visit and 2 years later when living in Khartoum and him, at almost 60 years of age, getting me out of bed at 5 a.m. to play squash, that we learned of the background that had made the ―Introduction‖ possible. He had held ―regular‖ jobs in research posts in Fiji, Kenya (where he was Deputy Director of the East African Agriculture and Forestry Organisation) and in the Philippines, Thailand and Indonesia. In 1956, he was awarded a Commonwealth Fellowship as a Visiting Professor at Louisiana State University and later had a similar post at the University of Florida, and in both these places, he had passed on and shared his knowledge with the coming generation of scientists. In the early 1970s, Bill returned to the UK whence, over the next 30 years, he undertook many consultancies in tropical livestock for UNDP, FAO, the World Bank, the International Fund for Agricultural Development and the British Government. He also continued to edit and write and added these to his already voluminous output of scientific publications and technical reports. William James Arthur Payne was born in the village of Broadway in Worcestershire on 12 January 1918. Bill’s lifelong interest in biology grew out of his 1920s Cotswold childhood where he hunted rabbits and helped his uncles sell fruit and vegetables on Walsall market. He attended Prince Henry’s Grammar School in Evesham and won a Ministry of Agriculture scholarship to Downing College, Cambridge in 1938 where he met Selma, his lifelong companion. They married in 1941, and in 1946, Bill was awarded a Ph.D. in animal nutrition from Glasgow University. On his ―retirement‖, Bill conducted his consultancy from a house in London. In 1981, however, he and Selma moved back to Bill’s natal village of Broadway. He developed a small cottage into a comfortable home and indulged his love of gardening and fruit growing—he had set up fair semblances of English country gardens in the tropical places in which he had lived and published a cookbook for tropical fruit co-authored with Selma—and developed an acre or so into a very productive patch of land. Bill was active well into the twenty-first century (he was gracious enough to allow me to be a co-author of the Fifth Edition of the ―Introduction‖ in 1999), but time, aided and abetted by Alzheimer’s dreadful disease, eventually took its toll. Bill died peacefully in his 94th year at his Broadway home on 15 April 2011. A Service of Thanksgiving for Bill’s life, attended by many friends and colleagues, was held at St. Eadburgha church, only 100 m from his home, on 27 April 2011. He was cremated on 28 April. Bill is survived by Selma (his wife of 70 years), by three sons and a daughter, by ten grandchildren and by four great grandchildren. Résumé Un sondage sérologique sur la fasciolose a été réalisé en Guinée sur des sérums issus de la sérothèque du Laboratoire de diagnostic vétérinaire de la Direction nationale des services vétérinaires. Au total, 480 sérums provenant de bovins N‟Dama ont été sélectionnés par randomisation et analysés par la technique de dosage immuno-enzymatique (Elisa). Les résultats obtenus ont mis en évidence la présence d‟anticorps de douves chez 44,1 p. 100 des bovins, avec un taux de 35,5 p. 100 dans la région Ouest de la Guinée et de 55,5 p. 100 dans la région Est. Les bovins de tous les âges ont été séropositifs avec des taux variant de 27,8 à 44,5 p. 100. INFECTIOUS LARYNGOTRACHEITIS FIELD CASE : ECONOMIC IMPACT IN BROILERS AND USE OF FOWLPOX-VECTORED VACCINE. A report from Christian Vinueza B., Marco Cisneros T. Introduction Infectious laryngotracheitis (ILT) is a respiratory disease primarily of domestic chicken which varies from an extremely acute to mild form (Biggs, 1982). ILT is caused by a DNA alphaherpesvirus designated as ILTV or gallid herpesvirus 1 that provokes an upper respiratory disease (Fuchs et al., 2007). ILT is responsible for serious production losses in the poultry industry because of mortality that rates between 0 and more than 70%, and decreased production in layers, breeders and broilers (Fuchs et al., 2007; OIE, 2008). Clinically, most of flocks with acute ILT present difficulty in breathing, gurgling, coughing when birds try to expel obstructions in the trachea and expectoration of blood-stained mucus (OIE, 2008). ILT has been reported worldwide and remains a threat to intensive poultry industry due to the fact that both field isolates and live-attenuated vaccine strains that have reverted to virulence are capable to cause a severe clinic disease (Wieliczko et al., 2004; Kirkpatrick et al., 2006; Dufour-Zavala, 2008) disease (Wieliczko et al., 2004; Kirkpatrick et al., 2006; Dufour-Zavala, 2008). In Peru it was officially reported in August 2008 after the occurrence of several outbreaks that started in second trimester of that year and were characterized by high morbidity and mortality. ILT was first reported in poultry farms in the department of Lima. Later, it was described in other areas including departments of Arequipa, Ancash, Ica, La Libertad and Tacna (OIE, 2010). It is important to mention that a later study demonstrated that a DNA sequenced strain of ILTV from Chincha city is different to those strains found in attenuated vaccines and Brazilian field isolates. Consequently, it is assumed that the disease was introduced in Peru through non-commercial poultry from neighbouring countries (Chacon & Ferreira, 2009). From August 14th 2008 the national authority of animal health (SENASA) carried out a screening at national level using an ELISA test. As result of this study SENASA authorized the importation of recombinant vaccines for ILT on November 2008 (SENASA, 2008). 9 In response to these facts, a fowl pox-vectored infectious laryngotracheitis vaccine (FP-LTv) was offered to companies facing the risk of ILT as a realistic tool to control the disease without spreading ILTV. Reported results are encouraging but no quantification of productive parameters in the field has been done so far. The purpose of this report is to show and quantify the impact of FP-LTv in broilers facing ILTV challenge, in terms of production and profitability. Materials and Methods In order to analyse the impact of ILT in broiler production a survey was conducted to the company's technical director. This survey obtained data regarding to: location, vaccination program, production system, diseases, number of birds, feed conversion rate (FCR), mortality, average weight, average slaughter age and average daily weight gain (ADWG). Information required was divided in three parts. The first one includes productive parameters of flocks that were not challenged by ILTV with historical normal results. The second part of the survey incorporated productive historical data of flocks that were challenge by ILTV and presented clinical disease. Finally, the third part corresponded to those flocks vaccinated with PF-LTv (Vectormune® FP-LT, Biomune Co., Lenexa, KS). Results 1. Location. In the present report the name of CoA will be mentioned in order to refer the company that gave data shown below. CoA is a company specialized in production of broilers. It has as part of its operations in a farm of breeders (Cobb500™). Total annual population of broilers in CoA is 9.600.000 birds. CoA broilers are located in the city of Chincha, 200 km south of Lima in the department of Ica. An important characteristic of this area is the presence of fighting cocks breeders, backyard poultry and a high density of middle-size poultry companies. 2. ILT outbreak and vaccination program. CoA faced clinic ILT in August 2008 affecting 58.623 birds. During the outbreak the reported symptoms were: depression, coughing with expulsion of blood and caseous material, mucoid nasal discharge and gasping. Lesions found were haemorrhagic mucoid secretion extended along the length of the trachea, sinusitis and, obstruction of trachea and larynx with caseous material. In order to confirm ILT PCR and ELISA test (Symbiotics®. Kansas, MO) were performed in private laboratories obtaining positive identification of ILTV. Farms surrounding also presented the disease in the same period. As it was novel disease and no clear diagnosis was done in the first stage of the outbreak, CoA attempted to medicate with antibiotics, expectorants and hepatoprotectors obtaining no positive result in the on-going infection. Vaccination program with FP-LTv started in April 2009. The program is carried out using a full dose of FPLTv in the hatchery in day-old age chicks. Additionally, at the same age the following vaccines are applied: inactivated ILT vaccine combined with Newcastle, Gumboro (recombinant) and, Newcastle and infectious bronchitis (live). Full vaccination program is like follows: day 1 FP-LTv, attenuated NC+ILT, Gumboro, NC+IB Subsequently to vaccination with FP-LTv no symptoms compatible with ILT have been recorded. 10 3 Performance parameters. Information analysed allowed to obtain productive parameters in operations prior ILTV challenge, during the outbreak and after FP-LTv was used. On the other hand, it was reported that in the affected flocks the cost of preventive measures including vaccination, biosecurity upgrade and personnel training was about 2.638.04 USD. Discussion In this report it has been demonstrated the severe economic impact of ILTV when presented in its acute form as well as the adequate way to face it using FP-LTv. Data collected showed that all productive parameters were seriously affected in ILT outbreaks. The severe inpact of ILT on poutry produccion reported in this study is in concordance with observations by other authors (Gough et al., 1977; Wieliczko et al., 2004; Davison et al., 2006; OIE, 2008). Besides, economic losses in CoA due to reduced body weight of birds and increased mortality were much greater than the investment on implementation of FP-LTv. Additionally, it is noteworthy that antibiotics, expectorants and disinfectants were used in response to early symptoms in both outbreaks in order to avoid losses caused by secondary infections, increasing the cost of these operations (data not shown). The use of FP-LTv has a clear positive impact in ILT control through an adequate protection against ILTV as demonstrated previously by Davison et al. (2006). Besides, the use of recombinant vaccines avoids the risk of transmission of contact-exposed birds when using live attenuated ILTV vaccines that can eventually return to its status of virulence (Rodriguez-Avila et al., 2007; OIE, 2008). Vaccination with FP-LTv is a practical approach to face the risk of ILTV challenge in dense poultry populated areas as Chincha. Sci. 7: 143-147. 12 RAPPORT SUR LES 4EME JOURNEES TECHNIQUES DES VETERINAIRES DU NIGER Les 07 et 08 Décembre 2011, se sont tenues, dans la grande salle du Stade Général Seyni Kountché, les quatrièmes journées techniques vétérinaires couplées à la célébration du 250ème anniversaire de la profession vétérinaire sous les thèmes : « Place et rôle des SVPP dans le dispositif national de la surveillance épidémiologique et dans la prestation des services aux éleveurs » et « La profession vétérinaire dans la lutte contre la pauvreté», organisées par l‟Ordre National des Vétérinaire du Niger avec l‟appui financier de ses partenaires à savoir la CTB à travers le programme d‟Appui au Renforcement Institutionnel du Ministère de l‟Elevage, Vétérinaires Sans Frontière Belgique et l‟organisation des Nations Unies pour l‟Agriculture et l‟alimentation (FAO) . La cérémonie d‟ouverture de ces journées techniques, placée sous la présidence du ministre de l‟élevage, a été par ailleurs marquée par la présence du représentant résident de la FAO au Niger et de la représentante de la Coopération Technique Belge. Elle a été marquée par trois interventions : les allocutions du président de l‟Ordre National des Vétérinaires du Niger et de la Représentante de la CTB et le discours d‟ouverture du Ministre de l‟élevage. Dans son discours d‟ouverture des 4ème JTV le Ministre de l‟Elevage, Monsieur Mahaman Elh Ousmane a situé l‟importance du secteur de l‟élevage qui représente 13% du PIB national et emploie près de 87% de la population active nigérienne. Il a rappelé que l‟élevage est la 2ème source de revenus d‟exportation, avec des recettes représentant 62 % des recettes d‟exportation des produits du secteur rural et 21% de l‟ensemble des produits d‟exportation. Le Ministre a poursuivi ses propos en indiquant que la tenue des Quatrièmes Journées Techniques Vétérinaires, tombe à point nommé et cadre parfaitement avec l‟engagement du Président de la République et du Gouvernement à préserver et à accroître les productions pastorales pour mieux contribuer à la sécurité alimentaire et à la réduction de la pauvreté. Ces journées sont par définition un cadre idéal de réflexion technique avancée permettant de faire face aux défis et contraintes majeurs qui se posent au développement de ce secteur. Il a enfin remercié la FAO, la CTB à travers le programme ARIMEL et VSF-B qui ont soutenu l‟organisation de ces JTV, couplée au 250ème anniversaire de la profession vétérinaire. Dans son allocution, Dr Ibrahim Bangana représentant du Président de l‟ONVN, a remercié les participants pour avoir répondu massivement à l‟invitation de l‟ONVN et a rappelé le processus de relance des activités de l‟Ordre qui a conduit à la tenue des JTV d‟aujourd‟hui qui sont les quatrièmes du genre. Il a également adressé ses remerciements à VSF-B, FAO et à la CTB dont l‟appui financier apporté a été déterminant dans l‟organisation de ces JTV. Dr Ricarda Mondry qui a représenté l‟Agence Belge de Développement (CTB), a souligné l‟importance des journées techniques vétérinaires car devait elle poursuivre, la profession est actuellement confrontée à des nouveaux défis relatifs à la mondialisation des relations commerciales et le changement climatique, qui peuvent entrainer des modifications liées à la répartition, l‟incidence et l‟intensité des maladies des animaux. Elle a ensuite salué l‟initiative car les vétérinaires ont de tout temps contribué non seulement à la santé animale et à la sécurité sanitaire des aliments, mais ils sont aussi des acteurs indispensables à la santé publique. Pour étayer ses propos elle a rappelé : « Le médecin soigne l‟Homme et le vétérinaire soigne l‟humanité ». Ces journées ont enregistré la participation massive des vétérinaires et des autres corps de métier des secteurs public et privé de toutes les régions du Niger, et aussi celle de plusieurs projets et partenaires techniques et financiers intervenant dans le domaine de la santé animale, notamment le programme ARIMEL, l‟ONG VSF Belgique, la FAO et le Projet APROLAN. 13 Les travaux ont démarré par la mise place d‟un bureau de séance composé comme suit : Président : Dr Abouba SAIDOU Vice Président : Pr Marichatou HAMANI Rapporteur : Dr Malam Maman I. Loucoumane Les travaux se sont déroulés par des séances de présentation des exposés suivis des débats en plénière. Au total quatre exposés et une intervention orale ont servi de support aux participants pour mener à bien les réflexions. Les travaux en commissions ont permis de faire une analyse critique de la mise en œuvre de la politique nationale en matière de santé animale basée sur la promotion de l‟implication des SVPP dans le dispositif de la surveillance épidémiologique. La deuxième journée a été consacrée à des travaux de groupes sur les 2 sous thèmes suivants : 1. Forces et faiblesses des SVPP dans le dispositif national de l’épidémiosurveillance. 2. Outils de plaidoyer pour faciliter l’implication des SVPP dans la surveillance et la lutte pour l’éradication des maladies. Les résultats de ces travaux ont fait l‟objet de présentation et d‟adoption en plénière. En définitive, une situation de référence claire du processus de l‟implication des SVPP a été établie, des préoccupations majeures ont été relevées et des axes d‟interventions ont été identifiés. A l‟issue des deux journées de réflexions, les participants ont formulé des recommandations et motions de remerciements. International experts from 16 different countries will be focusing on the latest developments that poultry producers should be harnessing to improve the efficiency and profitability of their businesses. 17 THESES EFFET DU MODE D‟EXPLOITATION ET INTERACTIONS PATURAGES, BOVINS ET TIQUES DANS DES GROUPEMENTS VEGETAUX ARTIFICIELS AU BENIN Alex Zoffoun (CIPSAT 1998) ([email protected]) nous informe que la soutenance de sa thèse sur l‟„Effet du mode d‟exploitation et interactions pâturages, bovins et tiques dans des groupements végétaux artificiels au Bénin‟ s'est déroulée le 03 novembre 2011. Alex a eu la plus haute distinction (mention très honorable avec félicitations du jury). Résumé L‟étude a pour but de connaître la dynamique des groupements végétaux des pâturages artificiels des fermes d‟élevage de Kpinnou, de Samiondji et de l‟Okpara au Bénin à travers l‟analyse des caractéristiques floristiques des groupements végétaux des pâturages artificiels des trois fermes, le comportement alimentaire des bovins Girolando sur les différents types de pâturages artificiels, l‟effet du mode d‟exploitation sur l‟évolution des plateaux de tallage et la production de biomasse des graminées vivaces dans les pâturages artificiels et l‟analyse des interactions existantes entre les tiques, leurs hôtes bovins et les types de pâturages. Au total 99 relevés phytosociologiques sont effectués selon la méthode de Braun-Blanquet (1932). La matrice constituée de 231 espèces X 99 relevés est soumise à une DCA (Detrended Correspondence Analysis) et au „cluster analysis‟ à partir du logiciel PC-ORD 5. Les résultats ont révélé les 5 groupements végétaux suivant individualisés au niveau des trois fermes : le groupement végétal G1 à Andropon gayanus et Leucaena leucocephala, le groupement végétal G2 à Panicum maximum var. C1, le groupement végétal G3 à Brachiaria ruziziensis et Tephrosia bracteolata, le groupement végétal G4 à Panicum maximum et Vernonia amygdalina et le groupement végétal G5 à Pennisetum purpureum et Sterculia tragacantha. La richesse spécifique totale de ces trois fermes était de 231 espèces réparties en 49 familles. Les phanérophytes, les thérophytes et les chaméphytes étaient les types biologiques dominants. La répartition chorologique des espèces a montré une prédominance des espèces à large distribution et des espèces à distribution continentale. La diversité floristique des groupements végétaux herbacés sous les cultures fourragères étudiée au niveau de la ferme d‟élevage de Kpinnou a révélé l‟existence d‟une différence significative entre la richesse spécifique des groupements végétaux sous cultures fourragères ensemencées, celle des groupements post-culturaux et celle des groupements naturels (p < 0,002 et ddl = 2). Du point de vue floristique, les groupements végétaux accompagnant les cultures fourragères étaient distinctes les uns des autres au sens de Sorensen (Is < 50 %) ce qui traduisait une spécificité floristique du couvert végétal selon le type de fourrage ensemencé. Le comportement alimentaire de 16 jeunes bovins Girolando étudié sur deux types de pâturages (Panicum maximum et Panicum maximum var. C1) montrait que le broutage a occupé significativement (p < 0,05) 66,7 % du temps sur Panicum maximum, la rumination 9,9 %, le repos 18,1 % et l‟abreuvement 5,3 %. Les proportions de temps consacrées sur Panicum maximum var. C1 se répartissaient comme suit : broutage (54,3 %) ; rumination (12,0 %), repos (28,4 %) et abreuvement (5,3 %). En moyenne, les bovins ont ingéré significativement (p < 0,05) 109,39 gMS/kg PV 0,75 par jour sur le pâturage à Panicum maximum contre 69,67 gMS/kg PV0,75 pour le pâturage à Panicum maximum var. C1. Des mesures de densité de touffes, de la surface des plateaux de tallage et la récolte de biomasse réalisées dans 45 parcelles de Panicum maximum var. C1 et Brachiaria ruziziensis ont montré que le nombre moyen de touffes par m² est plus élevé pour tous les groupements végétaux en condition de surpâturage qu‟en condition de non pâture. La surface des plateaux de tallage et la production de biomasse ont évolué inversement à la densité des touffes, en fonction de l‟âge et de l‟intensité de pâture. Les interactions entre les tiques, leurs hôtes (19 jeunes bovins de race laitière Girolando) et deux types de pâturages artificiels (Panicum maximum et Panicum maximum var. C1) ont montré que Amblyomma, Hyalomma, Rhipicephalus et Boophilus sont les 4 genres de tiques identifiés. Le genre Boophilus était le plus abondant (p<0,05). Les animaux ayant pâturé Panicum maximum var. C1 sont plus infestés par les tiques que ceux qui ont pâturé le Panicum maximum. Une variation du taux d‟infestation des animaux est observée par rapport aux différentes régions corporelles. Les bovins de robe sombre sont en général plus infestés (p<0,05) que ceux de couleur claire. 18 FACTEURS DE VARIABILITE DE L‟ACTIVITE ANTHELMINTHIQUE DE NEWBOULDIA LAEVIS ET DE ZANTHOXYLUM ZANTHOXYLOÏDES SUR LES NEMATODES PARASITES GASTRO-INTESTINAUX DES PETITS RUMINANTS Erick Virgile Bertrand AZANDO a défendu le jeudi 15/12/2011 à la Faculté des Sciences Agronomiques de l‟université d‟Abomey-Calavi sa thèse de doctorat. Résumé : Les strongyloses gastro-intestinales constituent une des pathologies majeures chez les petits ruminants entretenus au pâturage. Elles peuvent entraîner des pertes énormes de production. Pendant longtemps la lutte contre ces parasitoses s‟est basée sur l‟utilisation presque exclusive des anthelminthiques chimiques. Mais des problèmes de résistances généralisées aux anthelminthiques sont apparus au sein des populations de vers. Aussi les consommateurs sont-ils devenus méfiants de l‟incorporation des intrants chimiques en élevage. Le recours à l‟utilisation des plantes aux propriétés anthelminthiques pour maîtriser le parasitisme digestif est apparait donc comme une alternative prometteuse. Newbouldia laevis (Bignoniacée) et Zanthoxylum zanthoxyloïdes (Rutacée) sont deux de ces plantes qui ont montré in vitro comme in vivo une certaine efficacité sur les différentes formes parasitaires des nématodes des petits ruminants. Mais on ignore leur mode d‟action, la variation de leurs effets sur les espèces de nématodes, la part directe ou indirecte des métabolites secondaires de ces plantes sur les parasites ainsi que les modifications qu‟elles pourraient indure sur les structures et les fonctions des vers. L‟objet de la présente thèse a été d‟apporter des réponses à ces interrogations. Les plantes ont été utilisées sous forme de feuilles fraîches, de poudre de feuilles, d‟huile essentielle et d‟extraits à différentes concentrations. Les essais in vitro ont porté sur le test d‟inhibition du dégainement larvaire, le test d‟inhibition de la motilité des vers adultes, la microscopie électronique à balayage et in vivo sur la détermination du nombre d‟œufs par gramme de fèces et du bilan parasitaire (viabilité et fertilité des vers femelles) chez les moutons et les chèvres Djallonké. Des inhibiteurs de tanins ont été associés aux plantes pour évaluer l‟importance des tanins et des flavonoïdes dans l‟activité anthelminthique. Les résultats ont montré que les extraits de N. laevis et de Z. zanthoxyloïdes inhibent le dégainement des larves L3s d‟H. contortus et de T. colubriformis ; cet effet qui n‟est pas liée à l‟espèce de nématode, est dose dépendante pour N. laevis. Les deux plantes ont également inhibé le dégainement des larves L3s de H. contortus et de T. circumcincta résistantes au levamisole. Elles ont été dans l‟ensemble inefficaces sur les larves d‟H. contortus et de T. circumcincta résistantes aux lactones macrocycliques. Les extraits des deux plantes ont aussi perturbé et réduit de façon significative la mobilité des vers adultes d‟H. contortus. Sous forme de poudre, d‟huile essentielle, ou de feuilles fraîche, leur administration a été associée à une réduction de l‟excrétion fécale des œufs de strongles, à une réduction du nombre de vers adultes et du nombre d‟œufs par ver femelle de H. contortus avec effet dose pour N. laevis. L‟huile essentielle de Z. zanthoxyloïdes a également limité l‟implantation chez l‟hôte des larves infestantes d‟H.contortus et de façon dose-dépendante celles de T. colubriformis. L‟activité anthelminthique des feuilles fraîches de Z. zanthoxyloïdes a été plus modérée que celle de la poudre, de l‟extrait ou de l‟huile essentielle. Les deux plantes ont généré des lésions ultra structurales irréversibles sur les vers adultes de H. contortus notamment sur la capsule buccale, la cuticule, le bulbe vulvaire et le pore excréteur. Les tanins et les flavonoïdes ont pris une part importante dans l‟activité anthelminthique de ces deux plantes. Des observations en microscopie électronique à transmission devraient éclairer les atteintes des organes internes et des organites. Erick nous fait également parvenir les articles tirés de sa thèse pour ceux qui seraient intéressés par davantage d'informations, ou ceux qui travaillent déjà dans le domaine et qui seraient intéressés par une collaboration. GBAGUIDI, Lionel Miguel du Benin (Epidémiologie de l‟Influenza Aviaire Hautement Pathogène au Bénin en 2007.) 2. AMZATI SEFU, Gaston du RDCongo (Epidémiologie et contrôle de l'ECF en RDC). 3. ADJAHOUTONON, Koomlan Brice du Benin (La brucellose bovine à proximité du parc national Kruger en Afrique du sud : prévalence et facteurs de risque). Le jury, qui décide sur l‟attribution du prix, a sélectionné parmi les trois thèses, celle du Dr. Lionel Gbaguidi comme meilleure thèse MSSAT de l‟année 2011. Par conséquent le prix de la province d‟Anvers a été attribué au Dr Gbaguidi. LA PESTE BOVINE RAYEE DE LA SURFACE DE LA TERRE Le 28 juin 2011, la communauté internationale a déclaré la peste bovine rayée de la surface de la terre. La déclaration officielle a eu lieu lors de la 37ème session de l‟Organisation des Nations Unies pour l‟alimentation et l‟agriculture (FAO), ensemble avec l‟Organisation mondiale de santé animale (OIE). Après des décennies de famines, les éleveurs africains n‟ont donc plus à craindre cette maladie meurtrière. Plusieurs anciens participants des formations organisées par le département santé animale de l‟IMT ont contribué à ce succès comme collaborateur de l‟ONG « Vétérinaires Sans Frontières » au Sud Soudan et de l‟ONG « Terra Nuova » en Somalie ou comme membre du staff de l‟Union Africaine. Par la vaccination de masse des troupeaux, des campagnes de sensibilisation et la formation d‟auxiliaires vétérinaires le virus a pu être éradiqué. Quelques anciens qui ont contribué à atteindre ce but et le rôle qu‟ils ont joué dans cette campagne : Joseph Savadogo (MSSAT 2008-2009) a été membre actif du réseau de Surveillance Epidémiologique (RESUREP) des maladies animales du Burkina Faso. Comme chef de Laboratoire Régional d'Elevage de Ouahigouya (région du Burkina), il a contribué à la collecte, au traitement et à l'analyse des données épidémiologiques dans la mise en œuvre de la procédure OIE d'obtention de statut indemne de peste bovine du Burkina. Ainsi, il a participé à la surveillance épidémiologique, surveillance sérologique et à l'élaboration des rapports d'étapes. Bezeid Ould Elmamy (MSSAT 2006-2007) a eu le privilège de contribuer à cette éradication en participant de manière active (en tant que responsable du laboratoire de virologie) aux dernières étapes de la procédure OIE d'éradication, c'est à dire la surveillance clinique (de 2000 à 2003) et les deux enquêtes sérologiques (2004 et 2005). La Maurétanie a eu le statut de pays indemne en 2007. Louis Ketremindie (MSSAT 2001-2002) a contribué en Côte d‟Ivoire de 1992 à 1994. Il assurait la coordination des campagnes de vaccination au plan national. Issa Garba Yayé (MSSAT 2006-2007) a participé à des campagnes de vaccination contre la peste bovine. Il a aussi dirigé des missions de sero-surveillance dans Niger pour attester de la non circulation du virus dans les troupeaux. 21 Evelyne Houndje Tomavo (MSSAT 2006-2007) a intervenu à l'étape de la sero-surveillance nationale à travers des prélèvements effectues sur tous les troupeaux bovins du Benin et ceci avec l'appui du Programme Panafricain de Contrôle des Epizooties (PACE). Zara Hachimou (MSSAT 2006-2007) a travaillé dans le cadre de l'éradication comme agent de collecte de sérum sur le terrain, puis analyse de laboratoire de 2003 jusqu'à l'obtention de l'éradication en 2010. Francois Tolenga (CIPSAT 1982) a été agent du Réseau National d'épidémiosurveillance point focal de la province du Kasai Occidental, entre 2002 et 2006 dans le programme pan africain de contrôle des épizooties; chargé de la récolte des échantillons suspects à l'abattoir de Kananga et l'intérieur de la province. Philippe Leperre (CIPSAT 1980) a travaillé au Nepal (RP project, TL) et en Tanzanie comme Technical Assistant pour PACE. Ensuite Regional TA pour l‟Afrique Orientale, Djibouti, Erithrea, Ethiopie, Kenya, Burundi, Tanzanie, Rwanda et Uganda. Babacar Camara (CIPSAT 1985) était responsable du laboratoire régional de contrôle et d‟analyse vétérinaire de Thies, Sénégal, chargé de superviser les actions de séro-surveillance. Samaila Harouna (MSSAT 2006-2007) a conduit les missions chargée de collecter des échantillons des sérums et l‟encodage dans deux régions différentes a savoir Tillabéry et Niamey, Niger. RINDERPEST ERADICATED FROM THE SURFACE OF THE EARTH On June 28th 2011, the international community declared Rinderpest eradicated from the surface of the earth. The official statement took place during the 37th session of the Food and Agriculture Organisation of the United Nations (FAO), together with the World Organisation for Animal Health (OIE). After decades of famine, the African cattle farmers don‟t have to fear this lethal disease anymore. A number of alumni from the ITM‟s Department of Veterinary Medicine contributed to its success as collaborators with the NGO « Veterinarians Without Borders » in South Sudan, the NGO « Terra Nuova » in Somalia or as staff members of the African Union. Through mass cattle vaccination, awareness campaigns and the training of auxiliary veterinarians the virus could be eradicated. Some names of alumni who were involved in this eradication and their role in the achievement of this success: Somia Taha (MSTAH 2007-2008) was a member of the PACE and LESP Project and the main objective for both projects was the eradication of Rinderpest in Sudan. Vakuru Columba (MSTAH 2009-2010) has been involved in the planning of seromonitoring surveys, movement control of livestock across the Nigerian borders, targeted sampling of herds of cattle around national wildlife parks and development of the dossier for Rinderpest infection freedom for Nigeria. Secka Arss (MSTAH 2005-2006) was at one time helping as a livestock assistant his divisional livestock officer in 1991 at Upper River Region of the Gambia by taking blood samples from cattle for the epidemiosurveillance of Rinderpest during the PARC project. 22 VECTORS OF BLUETONGUE GET A NAME Scientists of the Animal health Department of ITM have developed a molecular technique to easily identify the adult and larval stages of biting midges that spread bluetongue disease in north-western Europe. Until now this identification was a problem. The scientists produced a „gene chip‟ or micro-array, a glass slide to which short pieces of DNA are attached, that are characteristic for each species. Such a slide can contain several dozens of different pieces of DNA, on well documented positions. When you wash the gene chip with DNA from an unknown culicoïdes, identical pieces of DNA will recognise and stick to each other. Binding is visualized by the production of a blue colour reaction at that spot. Contrary to other molecular identification tests, this one is very specific, and able to recognise several species at the same time. Picture: Biting midges or “no-see-ums” are really small. WE DANCE FOR MUSIC FOR LIFE As in previous years, a spontaneous working group at ITM organised some actions for Music for Life (a nation-wide happening, organised by the Red Cross and a youth radio station, this year helping children with diarrhoea in Nepal). On December 22 a dancing marathon was organised. Goal: from seven till seven constantly at least ten people on the dancing floor, sponsored per minute of dancing. The picture shows the first cha-cha training session (which was captured by a local TV-station). The city of Antwerp used a picture of the ITM dancers on a poster to incite its citizens to also do something. The actions by the staff and patients of the ITM (Christmas cards, knitting of bonnets, the dancing marathon, a hundred thousand jumps, choir singing) yielded ten thousand euros. TRIALS MALARIA-VACCINE STILL ONGOING For the first time an antimalarial vaccine in a large scale (so-called phase III) efficacy trial shows significant and unequivocal protection. But the trial is still ongoing. Researchers from the Institute of Tropical Medicine (ITM) took part in the trial, and continue to do so. The first results of the vaccine trial appeared in the medical top journal New England Journal of Medicine. The phase III trial on the antimalarial (RTS,S) vaccine is currently carried out in 11 sites distributed in seven African countries (Burkina Faso, Ghana, Gabon, Kenya, Malawi, Mozambique and Tanzania). Initial results confirm that RTS,S is safe and reduces by about half both clinical malaria and severe malaria in the 6 000 children followed for about one year. A fifty per cent reduction seems far from perfect, but never before a malaria vaccine candidate came close to that number, and in a world where some 800 000 people a year die 23 from malaria, the vaccine can save a lot of lives. It is not yet clear, however, how long the protection will last: the trial is still ongoing. Information about the longer-term protective effects (30 months after the third dose) of the vaccine for infants and children should be available by the end of 2014. The Clinical Research Unit of Nanoro (CRUN), Burkina Faso, is one of the vaccine study sites. Dr Halidou Tinto, head of the CRUN, and Prof Umberto D‟Alessandro, head of the Unit of Malariology, Institute of Tropical Medicine, Antwerp, are both investigators of the vaccine trial. Prof D‟Alessandro is currently seconded at the Medical Research Council unit in The Gambia as theme leader disease control & elimination. Son acharnement pour le travail scientifique, le lien qu‟il a pu établir en trois mois entre l‟Université Catholique de Buea et Wellcome Trust et GALVmed à travers les deux nouveaux projets et surtout le support indéfectible de Marshall Lightowlers de l‟Université de Melbourne sont certainement le vecteur de cette reconnaissance académique si rapide et il l'accepte humblement. Fodé Cisse (CIPSAT 1992) ([email protected]) nous confirme que la formation reçue à l'IMT de 1994 -97 l'a fort servi. Grâce à la formation il a pu créer à Kita un centre de formation, dénommé « Centre de Formation Polytechnique Rural », qui compte aujourd‟hui plus de 400 étudiants désirant d‟obtenir le Brevet de Technicien. Les professeurs sont au nombre de 17. Moyennant des conventions de partenariat avec des lycées agricoles en France, des échanges de stagiaires et de professeurs sont effectuées régulièrement. Le centre dispose aussi d‟une ferme d'expérimentation et de production de plus de 20 ha. Un dépliant accompagnant son message nous montre que Cissé peut être fier de sa réalisation. 25 Ibrahima Mahamadou (CIPSAT 1995) ([email protected]) a repris le travail, après avoir dû passer quelques mois dans les clinques marocaines. Il fut directeur de la santé animale et coordonnateur du projet « Vaccins pour le contrôle des maladies animales négligées en Afrique » piloté par le Bureau interafricain des ressources animales. Le projet s‟est clôturé le 15 octobre 2011. Maintenant il veut monter en collaboration avec Dr Abdou Allassane un microprojet sur les hémoparasitoses dans les régions du fleuve. Jean - Baptiste Rayaisse (MSSAT 2004-2005) ([email protected]) espère que tout le monde va bien. Actuellement il s‟occupe surtout de la chasse aux glossines. Après la soutenance, il n‟a pas connu de repos, car il fallait immédiatement repartir sur le terrain pour finaliser la mise en place d'un projet de lutte contre les vecteurs dans la mangrove en Guinée. Il a donc fallu se rendre sur place en Guinée pour effectuer des enquêtes préliminaires afin d'avoir une idée sur les espèces de glossines présentes et leur distribution. Cela n'a l'air de rien, mais pour un sahélien comme lui, ce n'était pas évident de travailler sur la mer en barque! Mais cela s'est bien passé et il est bien content de retrouver la terre ferme.
