................................................................................................................................... 73 iii 1.0 Introduction Streamflow and runoff volumes are highly variable across Canada and are influenced by local physiographic and climatic patterns. Many planning activities require the ability to locate, evaluate, and quantify surface water supplies. This study aims to illustrate runoff trends across the country by calculating annual unit runoff for a variety of probabilities of exceedence commonly used by decision makers. Annual unit runoff is a measure of runoff volume per square kilometre. This report uses units of cubic decametres (1000 m3) per square kilometre (dam3/km2), which is equivalent to millimetres depth on the landscape. Three previous unit runoff studies were undertaken by the Prairie Farm Rehabilitation Administration, PFRA (which became the Agri-Environment Services Branch, AESB, and then merged with Research Branch to become the Science and Technology Branch of Agriculture and Agri-Food Canada): 1. “The Distribution and Variability of Runoff in Alberta, Saskatchewan, and Manitoba”, completed in 1964 [1] 2. “Report on Median Annual Unit Runoff for the Prairie Province”, updated in 1978 [2] 3. “Annual Unit Runoff on the Canadian Prairies”, completed in 1994 [3]. The 1964 study included 230 Water Survey of Canada (WSC) hydrometric gauging stations with effective drainage areas (EDA) smaller than 5,180 km2 and examined the study period from 1911 to1956. The second study (1978) used 543 WSC stations without any drainage area limit and examined the study period from 1912 to1972. The third (1994) study included 397 stations with EDA less than 5,000 km2 and examined the study period from 1950 to1989. The most recent two reports (1978 and 1994) included isopleth maps of the median annual unit runoff (MAUR) – the runoff volume with 50% probability of exceedence. The 1994 report also included isopleth maps for the 10%, 25%, 70%, 75%, 80%, and 90% probability of exceedence. Additional hydrometric data and the availability of more sophisticated statistical and mapping methods provide justification for the reworking and updating of these previous reports to provide new isopleth unit runoff maps. Additional years of record also provide an opportunity to expand the dataset that forms the basis for these maps. The Science and Technology (S&T) Branch has also expanded its national presence and thus it is desirable to expand the maps coverage to include as much of the country as the data will allow. This study examines runoff measurements at hydrometric gauging stations for the period 1950 to 2006 (where possible) and reports the same seven probabilities of exceedence as the previous 1994 report: 10%, 25%, 50%, 70%, 75%, 80%, and 90%. Probability of exceedence refers to the chance of a unit runoff value being equaled or exceeded in any one year. For example, an annual unit runoff of 50 dam3/km2 at a 70% probability of exceedence means that, in any given year, there is a 70% probability that the annual unit runoff will be at least 50 dam3/km2. 1 2.0 Study Period The selection of an appropriate study period is important in statistical analysis applications such as this study. A longer study period is preferable to a shorter study period in order to predict long-term behaviour of runoff, however, a limited number of water survey stations with very long records are available in Canada. When a shorter minimum record length is considered, a greater number of stations are available to include in the study sample. The 1994 study [3] determined that a 50 year period of record provided an ideal approximation of the long term median, with a 40 year period of record also being acceptable. That study chose to use the 40 year period from 1950 to 1989 to optimize the balance between statistical accuracy and better map coverage by including more stations. The stations listed in Table 1 are distributed across the Prairie region and each of them has a long continuous record of hydrometric data. Figures 1 and 2 are samples of median plots generated, with the full record median marked in green and the 95% confidence intervals marked in magenta. All plots show significant variability in the median, with the shorter periods being more variable (e.g. 20 2 year) and the longer periods (e.g. 50 year) more closely approximating the long term median. No sub-set period lay entirely within the 95% confidence interval at all times for all stations examined, but moving medians assessed for a longer period conformed more closely and are preferred in predicting the runoff volumes. It was not ideal to reject available long records of runoff data collected in Nova Scotia and the Prairies and reduce the study analysis to universally available shorter record periods of data, such as those available for parts of British Columbia and Nunavut, for the sake of uniformity. Instead, for each region covered, we utilized as many runoff measurements as were available. No station with a complete or void-filled record of less than 24 years was used in southern Canada or shorter than 17 years in northern Canada (YK, NWT, or NU). The methodology used to do this is explained in Section 4.0. 3.0 Data The unit runoff analysis relied on two major sources of data: Water Survey of Canada’s streamflow and gross drainage area records for hydrometric gauging stations across Canada [4] and Agriculture and Agri-Food Canada’s effective drainage areas (for the agricultural extents of the Prairie region) [5]. All hydrometric gauging stations were screened to choose representative stations for inclusion in this study. A list of stations included in the study is found in Appendix A. 3.1. Hydrometric Gauging Stations Water Survey of Canada currently operates over 2500 hydrometric gauging stations across Canada. Many of these stations are located on artificial channels (such as ditches or canals) and were excluded from this study. Where possible, other stations which were discontinued recently or turned over to provincial agencies for operation were included if they conformed to study criteria and had data available. The stations’ spatial density and period of operation varies widely across Canada which affected the target period of record established in section 2.0. The methodology used to further refine station selection was governed by the following criteria: Size of drainage area (effective in the agricultural extent of the Prairies, gross elsewhere) Period of record Degree of regulation 5 The ideal size of the drainage area of study stations was less than 5,000 km2. This area cut-off assumed that “small” basins were more likely to be homogeneous in nature and have a similar amount of runoff across the entire drainage area. Stations larger than 5,000 km2 were included only if no suitable smaller station was available in the region. Some “small” stations were excluded in regions where homogeneity across the basin was known to be a false assumption, such as the foothill region in Alberta. In order to maximize the number of included stations, record lengths were extended using linear regression and void filling where possible. The minimum acceptable period of actual record was set at 15 years. Stations with shorter records were eliminated, as they did not provide enough data points to create meaningful regression relationships with other stations to extend the record to the target period of record of 56 years. The final consideration was given to the degree of regulation which occurs in a stream – i.e. the interference in the natural runoff of the watershed. For example, regulation of streamflow occurs as a result of water storage, consumptive water use such as irrigation, and/or drainage or diversion of water into or from the stream. Generally, only stations marked “natural” by WSC were included in the study. In the Maritimes, an exception was made and stations marked “regulated” were included if they met the other criteria because very few stations are marked “natural”. Provincial contacts stated that streamflow regulation made little difference to the annual runoff [6]. Additionally, “naturalized” flow data supplied by provincial agencies or S&T Branch was included for some stations to establish more geographical coverage for the analysis. Naturalized flows are calculated from measurements taken on regulated streams and licensed water withdrawals to approximate the flow that would have occurred without regulation. These criteria were adopted to guide the station selection, but were not used rigorously through the entire screening process. Ultimately, when the methods of data collection were valid and consistent, some stations were included to enhance data representation across the country even though such stations did not conform to all criteria. In a few cases, stations were relocated by Water Survey, renumbered, and renamed. The records from such stations were combined for our purposes if the relocation was considered minor. These are listed with one set of values, and a “/” separating the station names. (e.g. 01BG005/01BG003). In total, 1184 stations were selected, analyzed, and included to define the unit runoff across Canada. 3.2. Drainage Areas Drainage area information was gathered from three sources: S&T Branch hydrologic technician [5], Water Survey of Canada [4], and Environment Canada [7]. Gross drainage area (GDA) is defined as the total area of the basin – the area assumed from topography to drain to one point, the gauging station. Area values are provided for most stations by Water Survey of Canada [5] and may be revised as more sophisticated 6 mapping methods become available. Environment Canada [7] provided the most recent revisions for our use as they became available. An effective drainage area (EDA) is that portion of a drainage basin expected to contribute to runoff at the station (the basin outlet) during a runoff event with a return period of two years. As defined by Goodwin and Martin, it excludes areas which will rarely contribute to runoff, such as marshes, sloughs, and other natural storage areas. [12] The concept of an effective drainage area and a changing contributing area for various sizes of runoff events is central to predicting runoff on the Prairies. Due to their significance, the EDAs of hydrometric gauging stations across the agricultural extents of the Prairies and Peace River region of British Columbia have been delineated by S&T Branch staff [5]. The effective drainage area is calculated manually by incorporating data from topographic maps, aerial photographs, field investigations, and GIS models [8]. Where EDA is available, it was used to calculate all unit runoffs in this study, regardless of exceedence of probability. EDA is listed in Appendix A where it was used to calculate unit runoff. For regions outside the Prairies, EDA calculations are not required, since the entire gross drainage areas will contribute for most events. Factors such as greater watershed slope, well-drained soils, and lack of natural storage mean that there has been no effort to calculate EDA’s outside of the agricultural extent of the Prairies. For the other regions of Canada, gross drainage area values (as supplied by Environment Canada) were used to calculate unit runoff. 4.0 Methodology Significant improvements in software such as Microsoft Excel, HYFRAN, and ARC-GIS have occurred since the last update of this study, allowing for a more automated approach to calculating and mapping unit runoff values. This section will describe the methodology used to fill and extend the records, conduct the frequency analysis, and create the map set. 4.1. Filling and Extending Records After selecting the study period and representative stations, annual runoff volume estimates were calculated for years of missing data. The majority of selected stations were missing some years of data so significant engineering judgment was required to fill these gaps. The first step used in filling data gaps in a station record was to identify when the data gaps occurred. In some cases, records were incomplete because flow was not measured in winter when no flow occurred. Where the record approached zero in October and started from zero in March, missing winter flow values were considered to be “zero” and annual runoff values were calculated with the measured data from the rest of the year. 7 Linear regression analysis was used to fill missing years of data for incomplete station records. Annual runoff volumes at stations with data gaps were compared with annual runoff volumes at surrounding stations using scatter plots in Microsoft Excel. A straight line was fitted to the data points and R2 were displayed. The straight line equation with the highest R2 value obtained from the station regressions was used to fill missing years of data at the station of interest. A critical statistical value of R – the value that R must be greater than for the relationship to be meaningful – was found on a statistics reference table using the applicable degrees of freedom (the number of annual records minus 2). Every relationship used to fill data was more significant than the critical value for 0.01 level of significance for a two-tailed test. This ensured that the relationship used to add to a record was statistically meaningful, and provided a cut-off to declare when a record could not be extended. The following figure displays a relationship used to fill missing years of annual runoff at station 05OF011. This station correlated well to an adjacent station, 05OF017, allowing the period of record to be extended. This increases the accuracy of the frequency analysis conducted from the record. In this case, the runoff at 05OF011 is 4.6835 times the runoff at 05OF017. Nested Drainage Basins Drainage basins are made up of sub-basins, each one “nested” within a larger area and contributing to the overall characteristics of the basin. In some areas, selected stations were located on streams which contribute runoff to the same drainage basin. An example of such an arrangement is shown below in Figure 4; the sub-basins for 05BB004 and 8 05BB005 are located entirely within the basin for 05BB001. In order to most accurately portray runoff in each basin, these nested basins were divided into sub-basins and values were calculated for each sub-basin and then the remainder of the main basin. In this example, a value was calculated for 05BB004, 05BB005, and then the area of 05BB001 not within those sub-basins. Figure 4: Nested Drainage Basins Unit runoff values were calculated for each of the stations within a basin. If the basin was nested then, the incremental drainage area between that station and the downstream station had a weighted unit runoff calculated that would result in the measured runoff at the downstream station. In this example, runoff was measured at three stations in the basin. The values at 05BB004 and 05BB005 were applied to those sub-basins. Then the remaining area was calculated – in this case, the area of 05BB001 minus the areas of 05BB004 and 05BB005. Then the remaining volume was calculated by multiplying the total unit runoff by the total area minus the sub-basins runoff multiplied by the sub-basins area. The remainder volume divided by remainder area gave the incremental area’s unit runoff. This example can be summarized as: ( ) ( ) ( This gives units of volume divided by area (dam3/km2) and a value that applies to the basin portion outside the sub-basins. This allowed for the best resolution of runoff representation, as the smaller incremental areas were more likely to produce a homogeneous runoff response than the larger drainage basin areas. Stations which have been adjusted in this fashion are noted in blue in Appendix C. 9 ) 4.3. Frequency Analysis After each station record was filled to the target period, the data set was ready for statistical analysis. Data analysis was conducted using HYFRAN, a hydrologic frequency analysis computer program developed by the National Institute of Scientific Research at the University of Quebec [9]. HYFRAN fits a variety of statistical distributions to a given data set. It also provides checks for adequacy of fit, such as the chi-squared test. The United States Water Resources Council (WRC) recommends Log Pearson Type 3 (LP3) be used for hydrological studies carried out by American government agencies and consultants [10]. There is currently no Canadian federal departmental standard or recommended statistical distribution test for conducting hydrological studies. For this study, all data patterns were first fit to LP3 distribution employing the generalized method of moments (Sundry Averages Method, SAM) [9], given the prevalent approach adopted in the US studies. In cases that the initial distribution produced a poor fit to the data, other methods or distributions commonly known to fit runoff data were used until the satisfactory statistical fit was obtained: a) For LP3 distribution, Method of Moments (base 10) and WRC fitting methods of moments were first checked b) For a poor fit to LP3, other probability distributions were tried, such as, the Generalized Extreme Value (GEV), Weibull, Gamma, or Three Parameter Log Normal. The distribution used for each station is listed in Appendix A. In each case, the distribution with the best fit (measured by the distribution fit parameters provided by HYFRAN) was used if LP3 was not statistically relevant. HYFRAN simulations of data fitting to these statistical distributions also provided values of runoff for the probabilities of exceedence of interest. These values were arranged in a spreadsheet, and then divided by the gross or effective (where available) drainage areas. This gave an annual unit runoff for each probability of exceedence at each station location. The annual unit runoff data provided the basis for the production of the isopleth maps. 4.4. Mapping In order to visually represent the data, a national map set was created. Annual unit runoff isopleth maps were produced for seven probabilities of exceedence: 10%, 25%, 50%, 70%, 75%, 80% and 90%. As indicated in Section 2, lack of data for some regions across Canada resulted in inconsistent degree of coverage of input stations. For the Prairie region, S&T BRANCH had basin polygon shapes for each station. This allowed the unit runoff values to be applied at the centroid of the basin. Similar digital polygons were defined by Environment Canada for all other provinces and territories except Ontario and Quebec. Where shape files for polygons were unavailable, the values were plotted at the station location instead of the basin shape centroid. The shapes, centroids, and stations used are illustrated in Appendix A: Stations Used for Unit Runoff Analysis. 10 Isopleths were generated using ArcMap for the various probabilities of exceedence. The methodology used was: 1. ArcMap was first used to generate centroids of the basins where basin polygons were available. 2. Where no basins were delineated, the WSC gauging station outlet was used to locate the runoff value. 3. The two data sets (Centroids and Station Outlet) were merged together and joined to the Annual Unit Runoff (AUR) calculated values using the station name/number to identify each data point. 4. Spatial Analyst (Natural Neighbour), an ArcMap extension, was then used to interpolate values between data points to create a grid of cells evenly spaced at 1000 metres for each of the probabilities of exceedence (POE). This extension is discussed further below. 5. Once grids were created for each POE, the “Contour List” tool from within Spatial Analyst (Surface) was used. Using “Contour List”, contour intervals were manually entered rather than using a “general” contour interval, which eliminated excessive contours when the unit runoff values were largely spaced. 6. Contours which contained only one data point value were removed due to data availability/accuracy concerns. Contours were also removed in areas where runoff data was sparse (e.g. Nunavut) to avoid the appearance of precision where little data actually existed. 7. Contours were smoothed and adjusted by hand to reflect local hydrologic/topographic knowledge (e.g. Cypress Hills, Alberta Special Areas), particularly in the Prairie region, and to most effectively represent the data. The underlying principles use to display the data visually in the map set is primarily based on the Spatial Analyst: Natural Neighbour function of ArcMap. Natural neighbour interpolation finds the closest subset of input data points to a query point and applies weights to them based on proportionate areas in order to interpolate a value. This function does not infer trends and will not produce peaks, pits, ridges or valleys that are not already represented by the input data points. The generated surface passes through the input data points and is smooth everywhere except at locations of the input data points. It automatically adapts locally to the structure of the input data, requiring no input from the user pertaining to search radius, sample count, or shape. It works equally well with regularly and irregularly distributed data. It is not crucial that users of the maps understand the fundamental principles behind the ArcMap functions, but this description is provided for completeness. The complete isopleth map set is presented in Appendix B: Annual Unit Runoff Maps. In some areas of Canada (notably parts of southern Alberta and west-central Saskatchewan, the Territories, northern Ontario, and northern Quebec), there is an insufficient number of stations meeting the criteria given in Section 3.1 to undertake this 11 analytical work with a high degree of confidence. While the degree of confidence associated with the isopleths in these areas may not be as high as in other areas, they provide the best indication of annual unit runoff that can be made at present time. These isopleths are included to facilitate water resource assessments in these areas. The Northern and Southern Thompson Plateau hydrologic zones of British Columbia are indicated with light yellow shading. These are regions of extreme topographic changes, and it is suspected that the runoff data compiled for these regions is driven by the higher elevation portions of the watersheds. Values should be applied to agricultural land found in the valley bottom with great caution. These zones were defined by the British Columbia Ministry of Environment as being areas of homogeneous hydrologic and geomorphological characteristics. [11] 5.0 Discussion The annual unit runoff maps provide a general overview of runoff patterns across Canada. The median (50% probability of exceedence) annual unit runoff map is useful as a representation of expected runoff volumes in an “average” year. Specific values for each probability of exceedence at each station location are listed in order of station identification in Appendix A. This information can be helpful in determining annual unit runoff values for a specific location, and also to evaluate the basis for these values. Some regions of the country have fewer stations or shorter available records; a greater deal of caution should be applied when relying on values from these regions. The maps provide a more comprehensive representation of the runoff patterns across regional and national geographic areas. The trends seen in these new maps are similar to those seen on previous reports prepared for the Prairie region, but are based on a larger data set and prepared in a more data-driven fashion. This is the first attempt at producing a comprehensive set of annual unit runoff maps for all of Canada. These maps provide enough information to quickly estimate runoff volume and variability for an initial assessment of a surface water project. The final design, however, must incorporate more detailed information such as the annual and monthly sequence of inflows, net evaporation, ice formation, water demands, and the physical characteristics of the water body. 6.0 Applications The annual unit runoff maps contained in this report are of use and interest for a wide variety of purposes. Water resource planners may use these maps for: Initial or preliminary project feasibility studies Determining water availability for project licensing Sizing dugouts, ponds for on-farm water storage Evaluating surface water supply dependability The previous versions of this map have been used most often to conduct preliminary feasibility studies and as general reference maps for preliminary water resource planning. 12 When assessing a project for licensing, Alberta, Saskatchewan, and Manitoba agencies have used the appropriate runoff maps to make initial appraisals of water supply potential. This is the reason for the inclusion of the 70% probability of exceedence maps. Other provinces may find these maps useful for similar purposes. On-farm water storage structure (e.g. dugouts, ponds, off-stream reservoirs) design and construction have been an important component of S&T BRANCH’s activities in the past. The maps can be used to conduct site-specific assessments and to determine the drainage area required to supply water to a storage structure of the desired capacity and reliability. It is also possible to determine the water reliability as a function of storage capacity and actual drainage area. The annual unit maps may have uses beyond the examples given above. The extended Canada-wide coverage of this new map set may become a useful tool for studying and monitoring the variability in runoff across the country. These maps may be added to the Atlas of Canada, an online reference hosted by Natural Resources Canada.
