LabNet Structure
LabNet is a three-level network of public health laboratories: L1, L2
and L3, where “level” refers primarily to the role of the laboratory in the
network and not to its capacity.
• L1 labs are the laboratories of the PPHSN member countries
and territories. This level is the closest to patients and clinicians
facing an outbreak alert. L1 labs collect samples from suspect
patients and when possible use screening tests. They should
have ready access to L2 or L3 lab confirmation services for selected diseases.
• L2 labs are regional reference labs that perform the first level
of confirmation tests for L1 labs. The techniques they run require
more training and equipment than those used at L1 labs. They
are further supported by L3 labs. L2 regional labs are also L1
labs in their country or territory.
• L3 labs are reference laboratories. They are usually internationally recognised labs located in the Pacific Rim countries
(mainly Australia, New Zealand and USA). In addition to the
L2 disease-specific role, they perform more sophisticated, less
urgently needed tests, giving important epidemiological information for the region or in the context of the worldwide surveillance
of major diseases (such as dengue virus genotyping, influenza
subtyping or Leptospira serogrouping).
Structure de LabNet
LabNet est un réseau de laboratoires de santé publique de trois niveaux : le niveau 1, le niveau 2 et le niveau 3, chaque niveau se référant au rôle du laboratoire au sein du réseau et non à ses capacités.
• Les laboratoires de niveau 1 sont les laboratoires dont disposent les États et territoires membres du ROSSP. Ils sont les
plus proches des malades et des cliniciens devant faire face à
l’apparition d’une épidémie. Les laboratoires de niveau 1 prélèvent des spécimens sur des malades présumés et, si possible,
effectuent des tests de dépistage. Ils devraient avoir facilement
accès aux services de confirmation de laboratoires de niveau 2
ou 3 pour certaines maladies.
• Les laboratoires régionaux de référence de niveau 2 effectuent
les tests de confirmation de premier niveau pour les laboratoires
de niveau 1. Les techniques auxquelles ils font appel exigent davantage de compétences et d’équipements que ceux employés
par les laboratoires de niveau 1. Ils peuvent ensuite recevoir
l’appui des laboratoires de niveau 3. Ce sont des laboratoires de
niveau 1 dans leur État ou territoire.
• Les laboratoires de niveau 3 sont des laboratoires de référence. Ce sont, en général, des laboratoires reconnus à l’échelon international, situés dans des pays du bassin du Pacifique
(essentiellement l’Australie, la Nouvelle-Zélande et les ÉtatsUnis d’Amérique). Outre les fonctions attribuées aux laboratoires
de niveau 2 pour certaines maladies, ils effectuent des tests plus
complexes ayant un moindre caractère d’urgence, et donnent
des informations épidémiologiques importantes pour la région ou
intéressant la surveillance à l’échelle du monde entier de maladies répandues (telles que le génotypage du virus de la dengue,
le sous-typage de la grippe ou la détermination du sérogroupe
des leptospires).
