MESSAGE DU
GOUVERNEUR
Chers amis Rotariens, l’année 2015/2016 s’achève bientôt, avec
elle, cette expérience magnifique de Leadership que nous avons
conduite au service du District 9101, sous-tendue du secret espoir qu’elle demeure un souvenir que nous espérons heureux et
inoubliable. Toutes nos actions, tous les moments de partages,
toutes les marques d’amitiés, pour lesquelles nous nous sommes
tant investis, n’existeront plus qu’en chacun de nous. La question qui nous hante est probablement celle ci : Dans l’histoire
de notre District, quels sont nos actes posés au bénéfice de nos
concitoyens et qui rappelleront aux futures générations ces moments enthousiasmants passés ensemble et au cours desquels,
nous avons fait « don de soi au Monde », et ce, grâce au Rotary.
Au terme de mon mandat à la tête de notre District, permettez-moi de marquer toute ma gratitude aux nombreuses personnes, des plus illustres aux anonymes, qui ont tant fait pour
m’apporter leur immense soutien à la réalisation de la lourde
tâche à moi confiée au service de tous. Votre dévouement et votre
disponibilité sans bornes ont rendu ma mission fort aise. Mon
fils Charles-Emmanuel, mes parents et mes collègues qui ont admis mon absence, ont volontiers partagé avec nous ces moments
intenses. le Rotary. Elle m’a procuré beaucoup de joies et de larmes ; m’a
fait déborder d’ambitions nouvelles et relevé de nombreux défis;
m’a fait voir le monde sous d’autres prismes, avec ses ombres et
lumières, ses peines et ses joies, ses vallées et ses collines.
Chers amis, si nous devons retenir quelques leçons de notre année Rotarienne, sachez que nous avons contribué à économiser
des milliers de vie, à redonner du sourire à des enfants, de l’espoir à de nombreuses mères, de l’eau, la santé à de nombreux
anonymes. Un monde sans polio, notre vieux rêve, est en passe
d’être réalisé. Au terme de ce Mandat, je fais le constat selon lequel chaque fin est un nouveau départ. Le 1er juillet 2015, nous
avons retourné le sablier du Rotary ; chacune des actions réalisées était un grain de sable se déversant dans la bulle vide du
sablier. Nous savons combien de grains sont tombés et
Ô combien cela est insuffisant ; Il nous faudra le retourner de
nouveau pour les défis à venir. Soyons en conscients. Nous ne devons perdre aucune journée, pas un seul instant. Peu importe si
les bénéficiaires de nos actions savent ou non qui nous sommes.
Ce qui importe, c’est que notre travail ait apporté du mieux dans
leur vie, ait laissé les gens en meilleure santé, plus heureux,
mieux qu’ils ne le fussent avant. C’est ce qui compte vraiment ;
Et c’est l’objectif que nous a assigné le Président du Rotary International cette année ; comme un don au monde. Pour rendre le
monde meilleur. Nous devions transmettre notre District mieux
qu’il fût quand nous l’avons reçu ; y sommes nous parvenus ?
Nos souvenirs et nous disparaîtront. Mais notre œuvre, pas
nécessairement. Les sages-femmes formées grâce à vous cette
année vont livrer des bébés aux mères qui vivront à les élever,
aimer et chérir. L’eau et l’assainissement apportés aux écoles
conféreront une meilleure santé à leurs élèves, qui achèveront
leurs éducations, et apporteront une plus grande prospérité à
leurs communautés et nations. Et les gouttes de vaccins dans la
bouche des enfants leur permettront de grandir, marcher, courir,
pour prospérer, libres pour toujours d’une maladie, la Polio.
Ce fut un véritable honneur et un privilège de vous servir au titre
de gouverneur de notre district. Je suis encore plus heureuse, de
devoir passer la flamme du service à cet « incroyable Rotarien »
que nous avons appris depuis de nombreuses années à connaître
et à apprécier pour ses nombreuses qualités humaines et son
dévouement au service du Rotary ; le Gouverneur Aristide Tino
Adediran.
Que le don de soi au monde demeure notre fil conducteur tout au
long de notre vie Rotarienne.
Merci au Président K.R. Ravindran et au Collège des Gouverneurs de notre District, pour leur soutien sans faille et leur coopération. Un si grand Collège tel le nôtre, rend incroyablement
ordinaire la tâche du Gouverneur !

GOVERNOR’S MESSAGE
Dear Rotarians, the year 2015/2016 shall be ending soon, with
it, this wonderful experience, motivating, unique Leadership
we have been privileged to lead to the service of District 9101,
underpinned the secret hope that remains a memory that hopefully happy and unforgettable. All our actions, every moment of
sharing, all friendships brands for which we invested so much, no
longer exist in each of us. The question that haunts us is probably
this: In the history of our District, what our actions have done
for the benefit of our citizens and to remind future generations
these exciting times together and during which we made “gift of
ourselves to the World “, thanks to Rotary.
At the end of my term as head of our District, allow me to mark
my gratitude to many people, the most illustrious anonymous,
who did so much to bring me their overwhelming support to the
realization of the difficult task to me assigned to the service of all.
Your dedication and boundless availability made my very easy
mission. My beloved son Pierre-Charles Emmanuel, my family
and friends who have accepted my absence, have willingly shared
with us these intense moments.
Thank you to the President K. R. Ravindran and the Council of
Governors of our District, for their unwavering support, confidence and cooperation. A great college such as ours makes it incredibly ordinary task the Governor!
When I look at the road traveled, I found a reflection in my life
Rotarian; a life shaped and transformed by Rotary. It gave me a
lot of joy and tears; made me overflow with new ambitions and
overcome many challenges; made me see the world through other prisms, with its lights and shadows, its trials and joys, its valleys and hills.
Dear friends, if we remember a few lessons from our Rotarian
year, know that we have helped to save thousands of lives, to restore smiles to children, restoring hope to many mothers, provided drinkable water, guaranteed health of many anonymous.
A polio-free world, our old dream is about to be finally realized.
After this order, I make the observation that every end is a new
beginning. July 1, 2015, we have returned the hourglass of Rotary; each action performed was a grain of sand flowing into the
empty bubble hourglass. We know how many seeds fell..
we received; there are we done?
Our memories as we leave the scene remain not necessarily our
deeds . The midwives with you this year will deliver babies to
mothers who live to raise them, love and cherish. The water and
sanitation made to schools confer better health to their students,
who complete their educations, and bring greater prosperity to
their communities and nations. And the drops of vaccine into the
mouths of children will allow them to grow, walking, running,
dancing, to prosper and worthily contribute to the construction
and development of their respective countries, forever free of disease, Polio.
Surely, it was a real honor and a privilege to serve you as Governor of our District. This extraordinary experience has shaped
and enriched in various areas of life, am even happier, having
to pass the torch of service to this “amazing Rotarian” we have
learned over many years to know and appreciate for his many human qualities and dedication in the service of Rotary; Governor
Aristide - Tino Adediran.
The world’s self-giving remains our guiding thread throughout
our Rotarian life.
May the goodness of God to renew you, your families and your
country during this year where Rotary is more than ever “of Service to Humanity”
Thank you from the bottom of my heart …

Oh how this is not enough! We will return again to the challenges
ahead. Let us be aware. We must not lose any day, not a single
moment. Whether the beneficiaries of our actions or not know
who we are. What matters is that our work has really impacted
their lives, left people healthier, happier, better than they were
before. This is what really matters; And that’s the goal we assigned the President of Rotary International this year; as a gift
to the world, as a precious gift of ourselves in order to make the
world better. We had to carry our District better than it was when

L’écrivain britannique et ancien pilote de la Royal Air Force
Roald Dahl était aussi un avide photographe qui emportait son
appareil Zeiss dans ses nombreuses aventures. À une époque où
le développement des photos se faisait de manière laborieuse sur
des pellicules ou des négatifs en verre, il a accumulé des centaines
d’images. Des années plus tard, elles serviront de témoignages
de ses voyages et de ses expériences. Cependant, il disait souvent que ses souvenirs de guerre étaient bien plus vivaces que
ses photographies car aucune, pas plus que des mots, ne pouvait
saisir l’essence de la réalité.
Les mots peuvent manquer et les photographies se décolorer ;
les esprits sont faillibles et les détails sont perdus. Mais certaines
expériences, comme Roald Dahl le soulignait, restent gravées à
jamais dans nos mémoires. Rien n’est plus pareil ; il y a un avant
et un après.
J’ai souvent pensé à cette métaphore au fil des ans et de mes
déplacements pour le compte du Rotary. Cette année, par exemple, restera à jamais un moment unique de ma vie.
Lorsque je repense aux douze mois qui viennent de s’écouler, je
vois un kaléidoscope d’images se bousculant devant mes yeux,
jours après jours, semaines après semaines. Des parents nerveux
à Chandigarh en Inde, au chevet de leur enfant recouvrant d’une
chirurgie cardiaque qui lui a sauvé la vie. Des drapeaux népalais
flottant au-dessus d’un village qui vient d’être reconstruit après
un séisme. Le sentiment d’émerveillement des Rotariens réunis

Place St Pierre pour le Jubilé célébré par le pape François. Des
rassemblements heureux à travers le monde, dans différents
pays et différentes langues, mais toujours avec des amis que je
n’avais jamais rencontrés jusque-là, mes frères et sœurs au Rotary.
Être président du Rotary International est une entreprise colossale à laquelle les images ou les mots ne peuvent rendre justice.
C’est un souvenir ancré à jamais dans ma mémoire. Des milliers d’images, des milliers d’émotions qui se bousculent dans
mon esprit et qui, ensemble, forment une magnifique mosaïque
représentant votre travail.
Alors que cette année rotarienne touche à sa fin, je suis plus fier
que jamais d’appartenir à cette formidable organisation qui enrichit le monde et apporte l’espoir. C’est un véritable cadeau qui
nous permet de Faire don de soi au monde.
MESSAGE FROM ROTARY INTERNATIONAL PRESIDENT
British writer and Royal Air Force pilot Roald Dahl was also an
avid photographer who carried his beloved Zeiss camera on his
many adventures. At a time when each photograph had to be
laboriously developed by hand, on film or glass plate negatives,
he amassed a collection of hundreds of images. In later years,
these photographs served as a visual record of his travels, a way
to document his experiences and share them with others. Yet he
always spoke of his memories as being far more vivid than the
photographs could ever reflect. So many events and experiences,
he said, were simply impossible to capture; they could not be adequately conveyed in images or words.
Language may fail, and photographs fade; minds are fallible, and
details are lost. But some experiences, as Dahl said, never dim;
they stand out in our memories, even after decades, as a wall of
flame. They rear up forever over the landscape of our past, dividing our lives into what came before and what came after.
That metaphor has stayed with me throughout the past year as
I have traveled the world for Rotary. For indeed, this entire year
has stood, and will always stand, as a wall of flame in my mind,
dividing my life into before and after.
When I think back over these 12 months, I see a bright kaleido-
scope of images cascading before my eyes, day after day, week after week. The anxious parents in Chandigarh, India, hovering at
the bedside of the child recovering from lifesaving heart surgery.
The bright flags of Nepal fluttering over an entire village that had
been rebuilt after the devastating earthquake. The feeling of awe
in St. Peter’s Square at the Jubilee of Rotarians celebrated by
Pope Francis. Joyful gatherings around the world, in so many
countries, in so many languages – with friends I had never before
met, my brothers and sisters in Rotary.
To serve as president of Rotary International is a colossal undertaking, one that cannot be truly conveyed in images or words. It
is a wall of flame that will burn forever in my memory, dancing
with light, shifting in shadow. A thousand images jostle together
in my mind, a thousand recollections, a thousand emotions. Together, they form a great mosaic; together, they show the bright
and glorious work of your hands.
As this Rotary year draws to a close, I am prouder than ever to
be part of this great organization: one that makes the world not
poorer, but richer; replaces despair with hope; raises up those
whom fate has brought low; and is a gift to so many, while allowing each of us to Be a Gift to the World.

À la fin du film, le cowboy s’éloigne dans le soleil couchant
Les westerns sont restés un genre populaire pendant des décennies. Souvent, c’est l’histoire d’une bataille entre les bons et les
méchants de laquelle le héros sort victorieux. Et après avoir accepté la reconnaissance des habitants du village, il s’éloigne dans
le soleil couchant. Je ne vais pas me retrouver seul car j’ai de nombreux amis au Ro-
tary, mais je vais m’éloigner dans le soleil couchant le soir du 30
juin. Je ne peux pas m’empêcher de faire cette comparaison car,
à de nombreux égards, ma vie ressemble à un film depuis plus de
cinquante ans. Depuis ma sélection en 1959 comme boursier du
Rotary en Afrique du Sud, j’ai vécu de belles aventures.
Je n’aurais jamais imaginé, sur le bateau qui m’a amené de la
Nouvelle-Orléans au Cap en 1961 que je présiderais le Rotary en
2011, intronisé durant la convention organisée dans cette même
ville qui m’avait vu partir pour l’Afrique du Sud 50 ans plus tôt.
Mais c’est pourtant ce qui est arrivé et j’éprouve une véritable
passion pour la Fondation Rotary.
J’ai aussi la chance de pouvoir représenter mon héritage culturel
en utilisant la chanson « La logique du cowboy » et la sagesse
contée dans le livre « L’éthique du cowboy ». Cela a été un véritable honneur de jouer un rôle dans l’histoire du Rotary au fur et
à mesure que l’organisation trouvait sa place sur le devant de la
scène mondiale. Mais, avant tout, je suis fier de pouvoir dire que
je suis un pur produit de la Fondation Rotary.

At the end of the movie – the cowboy rides away
Western movies were the most popular film genre for several
decades, and they were well known around the world. In many of
them, after a victorious battle between the good guys and the bad
guys, the hero would accept the appreciation of his friends and
supporters – and then ride off alone into the sunset.
I won’t be alone due to my Rotary friends, but I will be riding into
the Rotary sunset on 30 June, and I can’t avoid the comparison,
because my life has been much like a movie for more than 50
years. From the time I was selected as a Rotary Scholar in 1959,
good things started happening for me, and they have continued
in much the same way as they did in the heartwarming movies
of yesteryear.
Due to my Rotary Foundation scholarship to study in South Af-
rica, my life has been an amazing adventure. I never dreamed
when I was sailing from New Orleans to Cape Town on a Lykes
Line freighter ship in 1961 that I would be the presiding officer
at the 2011 Rotary Convention in that same port city of New
Orleans exactly 50 years later. But it happened, and I truly have
a deep appreciation and passion for The Rotary Foundation.
I also am fortunate that I found a way to utilize my farm heritage
with the music and lyrics of “Cowboy Logic” and the wisdom of
the Code of the West as recited in the book Cowboy Ethics. It has
been a signal honor to play a role in the fantastic story of Rotary
as it has emerged onto the world stage. But above all else, I am
proud to acknowledge that I am a living, breathing product of
The Rotary Foundation – because I was a Rotary Scholar.

SITUATION DES ACTIVITES DE LA COMMISSION EAU ET ASSAINISSEMENT DU DISTRICT 9101
La Commission s’est fixée pour priorité la mobilisation des
ressources financières pour réaliser les latrines publiques au
profit des sites recevant du public (marchés, gares routières,
places publiques, les lieux de stationnement sur les voies
autoroutières, les établissements scolaires, les centres de
santé).
Depuis les ACD de Yamoussoukro (avril 2016), la Commission s’est évertuée à suivre l’avancement de deux (2)
requêtes initiées :
1- Ouverture d’un dossier de subvention mondiale pour le financement de la Fondation Rotary
Conçu initialement pour l’ensemble des pays du District
9101 du Rotary International, la Fondation Rotary (TRF)
a conseillé de réduire la zone du projet et de le monter en
pilote sur un pays et mieux dans une seule circonscription
administrative. Raison pour laquelle, le projet s’est focalisé
sur la zone d’Abidjan dans le sud et ses environs. Ce sont
au total 13 Communes du District d’Abidjan et 3 Communes
proches qui seront bénéficiaires.
Ce projet a pour objectif de (i) Construire 66 latrines dans
les zones sélectionnées (ii) Créer 16 emplois, (iii) Réduire
la pollution des sites bénéficiaires, (iv) Prévenir les risques
de maladies et (v) Sensibiliser le public sur l’intérêt de la
fréquentation des latrines publiques et du lavage des mains.
Le coût du projet est de 100 millions francs CFA.

2- La requête de financement auprès de la Délégation de l’Union Européenne en Côte d’Ivoire
Introduite auprès de la Cellule de Coordination de la
Coopération Côte d’Ivoire Union Européenne en décembre
2015, ce projet est en attente de validation après de la Délégation de l’Union Européenne comme l’exige la procédure en
la matière.
En substance, ce projet vise à (i) construire 66 latrines publiques (voir tableau 1), (ii) recrutés et formés 33 gestionnaires
de latrines publiques, (iii) sensibiliser 30.000 personnes, (iv)
améliorer le cadre de vie des sites bénéficiaires et (v) prévenir certaines maladies d’origine hydrique. Le coût du projet
est de 100 millions francs CFA.

STATUS OF ACTIVITIES OF DISTRICT 9101 WATER AND SANITATION COMMISSION
The priority set by the Commission isto source funds to build
public latrines for sites used by the general public (markets,
bus stations, public places, parking places on motorways,
schools, health centers).
Since the Yamoussoukro DAC (April 2016), the Commission
has striven to follow the progress of two (2) requests undertaken:
1- Opening of a global grant application for funding from The Rotary Foundation
Designed initially for all the countries of Rotary International
District 9101, The Rotary Foundation (TRF) has advised to
reduce the project area and reshape it as a pilot project in
one country and more specifically in just one precinct. This
is the reason why the project focused on the area of Southern
Abidjan and its surroundings. A total of 13 municipalities of
the District of Abidjan and 3 neighboring municipalities will
be the beneficiaries.
This project aims to (i) build 66 latrines in selected areas (ii)
create 16 jobs, (iii) reduce the pollution of recipient sites (iv)
prevent the risks of diseases and (v) raise public awareness
on the interest of using public latrines and hand washing. The
project cost is 100 million CFA francs.

STATUS OF ACTIVITIES OF DISTRICT 9101 WATER AND SANITATION COMMISSION
Application for funding from the Delegation of the European Union in Cote d’Ivoire
Submitted to the Côte d’Ivoire Cooperation Coordination
Unit of the European Union in December 2015, the project
is awaiting validation from the Delegation of the European
Union as required by the procedure involved.
In essence, this project aims to (i) build 66 public latrines
(see Table 1), (ii) recruit and train 33 managers of public
latrines, (iii) raise the awareness of 30,000 people, (iv) improve the living environment of the beneficiary sites and (v)
prevent some waterborne diseases. The project cost is 100
million CFA francs.

RAPPORT D’ACTIVITE MICROCREDIT DISTRICT 9101 / DISTRICT 9101’S MICROCREDIT ACTIVITY REPORT
Past-President BAMBA Fahan / Responsable Microcrédit - District 9101
Dans le cadre de son mandat de Gouvernorat du District 9101 pour l’année
rotarienne 2015/2016, le Gouverneur Marie-Irène Richmond a initié un
programme de Microcrédit à l’échelle de tout le District. :
Le programme a consiste à inviter tous les clubs du District à mettre n place
des projets de microcrédit en faveur des femmes vivant sous le seuil de pauvreté dans les différents pays de notre District. Les femmes sélectionnées
par les clubs ont bénéficié d’une formation préalable et de microcrédits de
montant compris entre FCFA 50,000 (US $100) à FCFA 150,000 (US $
300). A cet effet, l’équipe de coordination du programme a conçu et mis à
la disposition des clubs du District des outils de travail permettant a chaque
club de réaliser le programme: Les outils sont:
– Le Dossier-projet Microcrédit du District
– Le modèle de Contrat de microcrédit du Rotary 9101
– Le Guide de la formation des femmes bénéficiaires
– 2 Modèle de tableau d’amortissement Microcrédit-District 9101
– Modèle de chèque au bénéficiaire
Au total, selon les rapports définitifs reçus des clubs au total 9 Clubs de cinq
pays ont participe au programme et ont réalisé les opérations suivantes.
Pour une première expérience ces chiffres sont encourageants et nous espérons que les Clubs seront plus nombreux à y prendre part au cours des
années à venir.

In the framework of the District 9101governorate’s mandate for the Rotarian
year 2015/2016, the Governor Marie-Irène Richmond has initiated a program of microcredit at the whole district scale.
The program consisted of requiring from the clubs of the district the implementation of microcredit projects for women living under the brink of poverty in various countries of the district. The selected women weretrained before
receiving their creditfor their projects. The amountof the money allotted to
each went from CFA 50,000 (US$ 100) to FCFA 150,000 (US$300). To
this effect, the program coordination team designed and gave to the clubs in
the district the work tools allowing for theimplementation of that program:

– Themodel of contract of Rotary 9101microcredit
– The training guide for beneficiarieswomen
– 2 model of depreciation table District 9101Microcredit
– Model of check to the recipient
According to the final reports received from the clubs in total 9 clubs of five
countries have participated in the program and have carried out the following
operations.
For a first experience these figures are encouraging and we hope that many
other Clubs will take part in the course of the years to come.

UNE ASSEMBLÉE GÉNÉRALE CONFIRME LA NAISSANCE DE L’ASSOCIATION DES ROTARY
CLUBS DE CÔTE D’IVOIRE (ARC-CI) / A General Assembly confirms the birth of the
Association of the Rotary Clubs of Cote d’Ivoire (ARC-CI)
L’Association des Rotary Clubs de Côte d’Ivoire (ARC-CI) a désormais
une forme officielle. La formalisation de cette association s’est déroulée
au cours de l’Assemblée Générale constitutive de l’Association des Rotary
Clubs de Côte d’Ivoire qui s’est tenue samedi 11 Juin 2016 à Grand-Bassam au Wharf Hôtel en présence des Présidents ou représentants de 18
clubs sur les 25 que compte la Côte d’Ivoire. Était également présent à
cette rencontre, le Past-Assistant Gouverneur Adama Soro en tant que
porteur du projet.
Les représentants des clubs pour la plupart, des Présidents en exercice,après avoir lu, amélioré et approuvé les textes de l’Association (ARCCI),ont élu les douze (12) membres du Conseil d’Administration (CA)
dont le Président élu est l’ami Alhi KEITA, Président du Rotary club
d’Abidjan Cocody.
Après la désignation du PCA, il a été procédé à la nomination du Secrétaire du Conseil D’administration (CA), en la personne de l’ami Gilbert
Kouassi, Président du Rotary club de Grand-Bassam. L’ARC-CI a pour
trésorier l’ami Fernand Bediakon, Président du Rotary club Excelsior.
Ce Conseil restera en place jusqu’à la mise en place du prochain CA compensé des Présidents 2016-2017.
Par ailleurs l’assemblée générale constitutive a également procédé à la
désignation des membres du Commissariat au Compte qui sera assuré
par les amis Sina BAMBA, Président du Rotary Club d’Adjamé et Françoise Kpan, Présidente du tout nouveau Rotary club de Bouaflé.
Un repas a été offert par le Club de Grand-Bassam a mis fin à la cérémonie

After appointing the board chairman, the board secretary, fellow Gilbert
Kouassi, president of the Rotary Club of Grand-Bassam was appointed.
Fellow Fernand Bediakon, President of the Rotary club Excelsior is the
treasurer of ARC-CI.
Thisboard will remain in place until the next board made up of20162017 club Presidents, is established.
Furthermore the constituent general assembly also appointed the
auditors who arefellows Sina BAMBA, President of the Rotary Club
of Adjame and Françoise Kpan, president of the new Rotary Club of
Bouafle.

Le Secrétaire Général de l’ONU ouvre la Convention du
Rotary International en Corée du Sud
Le secrétaire général de l’onu, Ban Ki-moon ouvrant la convention du Rotary International en Corée du Sud
Le Secrétaire général des Nations Unies, Ban Ki-moon, a été
parmi les premiers à accueillir les membres et sympathisants du
Rotary le dimanche 29 mai à la 107e Convention du Rotary International en Corée du Sud, annoncée comme l’un des plus grands
rassemblements de Rotariens jamais organisé dans l’histoire de
l’histoire de l’organisation à but non-lucratif. « Les Rotariens
font un travail remarquable dans le monde entier », a déclaré le
Secrétaire Général aux dizaines de milliers de participants réunis
au Centre KINTEX, le palais des congrès international situé dans
à Goyang dans la banlieue de Séoul. « Au travers de vos actions,
vous aidez les Nations Unies à atteindre ses objectifs et vous aidez le monde à mieux comprendre les Nations Unies. » M. Ban
Ki-Moon a alors fait référence à Allan Albert, l’ancien président
du Rotary qui, il y a 70 ans ce mois-ci, participé aux discussions
qui ont mené à la formation de l’ONU. « Il était un ardent défenseur de l’entente internationale et a exhorté chacun à devenir un
catalyseur de paix. Ensemble, nous travaillons pour réaliser cette
vision ».

fervent défenseur de l’ambitieux programme de développement
des Nations Unies a remercié le Rotary pour son rôle de figure
de proue et son engagement dans l’humanitaire. Il a également

Les saveurs locales ne manquaient pas à la séance d’ouverture ce
dimanche matin : musique, percussions, arts martiaux et même

Ministre de la Justice, a parlé de l’histoire et la présence du Rotary en Corée du Sud, maintenant le quatrième plus fort pays rotarien en termes d’adhésions et l’un des plus important bailleur
de fonds de la Fondation Rotary, par habitant. « Notre nation
s’est bâtie sur les ruines de la guerre », a-t-il déclaré. « Notre
retour dans la cour des grands a été qualifié de miraculeux, mais
c’est ce genre de miracle que le Rotary connaît bien : rassemblés
ensemble autour d’un objectif commun qu’on aurait jamais pu
atteindre seuls. » M. Wickremesinghe, Premier Ministre du Sri
Lanka, a quant à lui décrit la fin de la polio il y a 20 ans dans son
pays déchiré par la guerre civile. Il a également partagé le point
de vue d’un représentant du gouvernement sur l’interaction
entre les organismes public et des organisations comme le Rotary. « Un Rotary club dans un pays est utilie car il répond à un

Rotarians are doing great work around the world,“ said the Secretary General to the tens of thousands participants gathered
at the KINTEX Centre, the International Convention Centre in
Goyang, the outskirts of Seoul.
Through your actions, you help the United Nations achieve its
objectives and you help the world better understand the United
Nations” Ban Ki-Moon said. Then, the Secretary General of the
UNmentioned in his speech Allan Albert, the former president
of Rotary who 70 years ago, participated in the discussions that
led to the foundation of the UN. „He was a strong supporter of

international understanding and urged everyone to become a
peace promoter. Together we are working to achieve this vision”
he said.
The Prime Ministers Hwang Kyo-Ahn of South Korea and Ranil
Wickremesinghe of Sri Lanka were also present at the opening
ceremony as special guests.
Ban Ki-Moon, Secretary General of the UN since 2007 who is a
strong supporter of the ambitious United Nations Development
Programme thanked Rotary for its role as figurehead and itscommitment inthe humanitarian work. He also emphasized Rotary’s
contribution to the fight against polio, both in terms of funding
and pleading.
Hwang Kyo-Ahn, who was also the founding president of the
Rotary Club of Seoul he created before becoming Minister of
Justice, revealed the history of Rotary presence in South Korea.
South Korea has now becomethe fourth largest Rotarian country
in terms of membership and one of the largest donor to the Rotary Foundation, per capita. „Our nation was built on the ruins of
war,“ he said. „Our return to the big leagues has been described
as miraculous, but it’s that kind of miracle that Rotary is familiar with. This miracle always upsurges from agathering together
around a common goal that one person could never achieve
alone” he said.
Local flavors were present at the opening session on Sunday morning including music, percussion, martial arts and even K-pop,
Korean pop music.
PAUL HARRIS MAKES A SURPRISE APPEARANCE
An animated hologram of Rotary founder Paul Harris joined on
stage K. R. Ravindran the President. After informing Paul Harris
of Rotary’s progress since his death, Mr. Ravindran welcomed
the public. He also talked about the decision of the council which
grants to Rotary clubs more flexibility and autonomy. „The Rotarian traditional model, with weekly meetings and meals, cannot
be a sustainable solution to attract professionals of all ages,“ Mr.
Ravindran said. „Your Council made more liberal changes to our
status as any other Council in our history, in order to propel the
Rotary in the future.”
For his part Mr. Wickremesinghe, Prime Minister of Sri Lanka
talked about the end of polio 20 years ago in his country torn by
civil war. He also shared the view of a government representative
on the interaction between public agencies and organizations
such as Rotary. „A club in a country is useful because it fulfills the
local needs and completes the work of the government.”

Days and weeks before the convention, nearly 43 000 participants from 160 countries arrived in Seoul and some of them took
part on Saturday in a march in Seoul downtown.

Resumé des decisions du Conseil de Legislation
Tenu du 10 au 15 avril 2016 à Chicago
Le Conseil de Législation 2016 a travaillé à apporter plus de flexibilité
dans le fonctionnement des clubs pour améliorer l’assiduité et accroitre les
effectifs pour le rayonnement du Rotary.
Ce résumé des décisions présentera les amendements et les résolutions.

Pour être dégagé des obligations d’assiduité
Total de son âge et de son ancienneté au Rotary et d’au moins 85 ans et s’il
a été membre d’un ou plusieurs clubs pendant au moins 20 ans.
AMENDEMENTS
Assouplir les règles régissant les membres des clubs et les
classifications
Cet amendement vise à permettre aux Rotary clubs de décider s’ils
souhaitent supprimer ou modifier le système de classification de leur
Règlement Intérieur ou modifier certaines dispositions concernant leurs
membres.
Les clubs pourront par exemple :
- Supprimer le système de classifications et permettre aux personnes
qualifiées de pouvoir être acceptées dans le club sur la base de critères
pertinents à la collectivité et qui correspondent le mieux à la vision
stratégique du club.
- Permettre aux Rotaractiens qui remplissent les critères fixés par le club de
rejoindre le Rotary en restant membre de leur club Rotaract.
Ne plus faire de distinction entre les clubs traditionnels et les e-clubs.
Les clubs traditionnels peuvent organiser occasionnellement des réunions
statutaires en ligne et aux e-clubs d’assoir aussi bien des réunions en ligne
que des réunions traditionnelles.
Les clubs avaient davantage de flexibilité pour gérer leurs réunions
hebdomadaires tandis que les membres des e-clubs avaient la possibilité
de se voir en personne.
Les réunions de comité devront désormais faire l’objet d’un procès-verbal à
envoyer aux membres du club dans un délai de soixante (60) jours.

Action professionnelle
Deuxième des quatre domaines d’action, son but est d’encourager et
de cultiver l’observation des règles de haute probité dans l’exercice de
toute profession, de reconnaître la dignité de toute occupation utile et
de considérer la profession de chaque Rotarien comme vecteur d’action
au service de la société. Les Rotariens doivent respecter dans un cadre
personnel et professionnel les principes du Rotary faire profiter les actions
de leur club de leurs compétences professionnelles afin de répondre aux
besoins de la société et de s’attaquer aux questions sociétales.
Assouplissement des règles régissant les réunions de club et
l’assiduité
Des exceptions vont être proposées dans les statuts type du Rotary club afin
de donner un peu de souplesse aux statuts du club pour qu’ils prévoient
leurs propres dispositions en matière de fréquence des réunions et
d’assiduité. Les clubs pourront :
Déterminer quand et à quelle fréquence ils se réunissent.
Etablir des critères d’assiduité applicables.
Modifier ou supprimer les motifs de radiations pour défaut d’assiduité.
Modifier les dispositions relatives à l’annulation d’une réunion
statutaire
Annulation : le comité du club peut décider d’annuler une réunion en cas
de jour férié (ou durant une semaine comportant un jour férié).
Ne pas se réunir un jour férié est autorisé et ne compte pas comme une
annulation. Par contre ne pas se réunir durant une semaine comportant un
jour férié et compté comme une annulation.
Modifier les règles d’assiduité pour les réunions des clubs
traditionnels
Le club se réunit physiquement au moins deux fois par mois au jour et à
l’heure fixé par le Règlement Intérieur. Il peut également organiser une
réunion en ligne ou proposer un accès en ligne pour les membres ayant un
empêchement.
Pour l’assiduité la participation à la réunion peut se faire via une connexion
en ligne.
Modifier les dispositions pour les dispenses d’assiduité
Exemple cas de jeunes après avoir fondé un foyer : concilier leurs obligations
Prévoir un nombre minimum de membres fondateurs par
les nouveaux clubs. A préciser 20 membres fondateurs pour
la création d’un nouveau club. (Règlement intérieur)
Augmenter les cotisations
2 dollars/semestre soit 4 dollars/an
2017/2018 = 60US (30X2)

Summary of the decisions of council of legislation
Held from April 10 to 15, 2016 in Chicago
The 2016 Council of legislation has worked to provide more
flexibility in the functioning of clubs in order to improve attendance
and increase membership for greater development of Rotary.
This summary of decisions presents the amendments and resolutions.
AMENDMENTS
- Board meeting reports must now be sent to club members within
sixty (60) days.
- The club treasurer must join the club’s board
- Membership fees will be removed
- Amendment of the second avenue of service
Vocational Service
As the second of the four avenues of service, its purpose is to foster
encourage and foster compliance with high ethical standards in
any business and profession, to recognize the dignity of all useful
occupations, and to consider the occupation of every Rotarian as
a vector of action in the service to the community. Rotarians must
comply, in a personal and professional way, with the principles of
Rotary, i.e. making the actions of their club benefiting from their
professional skills so as to meet the needs of the community and try
to address societal issues.
Flexibility of the rules governing club meetings and
attendance
Exceptions will be proposed in the standard Rotary Clubs bylaws to
give some flexibility to the club’s bylaws to plan their own provisions
in terms of meeting frequency and attendance. Clubs will:
- Determine when and how often they meet.
- Establish applicable attendance criteria.
- Edit or delete the reasons of radiation for non-attendance.
Amend the provisions on the cancellation of a regular
meeting
Cancellation: the club board may decide to cancel a meeting if it falls
on a public holiday (or during a week with a public holiday).
Not meeting on a public holiday is allowed and does not count as a
cancellation. However, not meeting during a week with a day off is
considered as a cancellation.
Amending attendance requirements for traditional clubs’
meetings
The club meets physically at least twice a month at the day and time
set by the Rules of Procedure. It can also arrange an online meeting
or provide online access to members who cannot attend the meeting.
For attendance, participation in the meeting can take place via an
online connection
Amend the provisions for attendance exceptions
Example: cases of young members having just started their family:

Total of age and seniority in Rotary is at least 85 years and if the
member was a member of one or more clubs for at least 20 years.
Flexibility of the rules governing club members and
classifications
The amendment seeks to allow Rotary clubs to decide whether to
delete or modify the classification system of their Rules of Procedure
or modify some provisions concerning their members
Clubs may for example:
- Delete the classification system and allow qualified individuals
to be accepted in the club on the basis of relevant criteria to the
community that best fit the club’s strategic vision.
- Allow Rotaractors who meet the criteria set by the club to join
Rotary while remaining members of their Rotaract club.
Do not make a distinction between traditional clubs and e-clubs.
Traditional clubs may occasionally organize regular meetings
online and e-clubs can organize both online meetings as traditional
meetings.
Clubs have more flexibility to manage their weekly meetings while
members of e-clubs have the opportunity to meet physically.
Allow a minimum number of founding members for new
clubs. Specify: 20 founding members for creating a new
club. (Rules of Procedure)

US$ 2 / per half year or 4 US$ / year
2017/2018 = US$ 60 (30x2)
2018/2019 = US$ 64 (32x2)
2019/2020 = US$ 68 (34x2)

- Remind clubs of their autonomy.
- At all district conferences, provide a video message from RI
President.
- Review of Rotary’s governance structure to prepare and submit to
the next Council legislation.

Je ne sais si je dois vous en remercier ou non, car vous m’avez confié il y’a un an, une si lourde
mission, assurer la conduite des destinées de notre District, à la relève de personnalités aussi
fortes que nos anciens Gouverneurs, dont le PDG Martin Ouedraogo ; Heureusement que je les
savais toujours aussi disposés à nous soutenir de tout leurs poids…On ne se refait pas ! Particulièrement à toute mon équipe de District, par votre présence constante à mes côtés,
par vos bonnes dispositions de tout instant et votre enthousiasme, vous avez magnifiquement
contribué au succès de cette mission à nous confiée. Pourrais-je vous citer tous ? Je crois que
non, d’autant plus que votre modestie m’oblige à la discrétion ; ne pouvant cacher le soleil de la
main, je puis me permettre en notre nom à tous de citer les PDG Théodore DIOP, Simon KAFANDO, Cheikna SYLLA, Edouard SUAREZ, Pierre Clavier YANGNI N’da, Joseph BASSOLE,
Constant Antoine ROUX, Laurence KOUASSI et le DG Tino Aristide ADEDIRAN. Je dois également le crier aussi fort que possible, les Assistants Gouverneurs ont réalisé un
formidable travail de relais auprès de Clubs, et j’ai eu l’occasion de le constater lors de mes
visites au Clubs de l’ensemble di District. Mes amis, vous m’avez été d’un précieux secours et
méritez toute ma gratitude. Mes chers Président de Clubs, véritables Maîtres d’œuvres de toute cette dynamique, vous avez
été meilleurs que jamais et le Président K.R.RAVINDRA vous sait gré de votre don de soi au
Monde. Par vos actes et actions, vous avez changé la vie de nombreux de vos contemporains.
Mes amis de la grande famille du Rotary, l’image du Rotary sort véritablement renforcée après
une année si riche, si pleine, si intense et je vous adresse l’expression de mon profond respect.
Nous avons été nombreux à nous mobiliser pour cette belle campagne du don de soi, emplie de
solidarité et d’espoir partagés, et j’en sais gré à tous qui avez su vous rassembler autour de ce
défi...
J’ai été touchée par votre confiance à tous ; avec moi vous vous êtes engagés dans un combat
dont nous savions qu’il serait difficile. Vous avez été formidables de vaillance, de responsabilité
et de dévouement. Sans vous, sans les bonnes volontés qui m’ont entouré, m’ont épaulé, jamais
je n’aurais pu mener ce mandat à terme. Je nous demande
à tous de ne jamais oublier ce qui a fondé l’essentiel de notre engagement : Le service à autrui.
Je vous renouvelle ma conviction qu’en ce qui me concerne, le vrai vainqueur de cette incroyable
aventure est notre mouvement.
Soyons fiers d’être Rotariens. Souvenons nous toujours que ce monde est nôtre ! C’est pour lui
que je me suis engagée à votre service et c’est pour lui que je continuerais avec vous à faire entendre la voix des plus démunis. Il y’a bien des façons de servir sa communauté quelqu’en soit
le lieu. Le Gouverneur Tino Aristide nous donnera l’occasion d’en reparler ensemble.

Dear Rotarians,
I do not know if I should thank you or not, because you gave me a year, a heavy task, ensuring the conduct of
destinies of our young District, the changing of personalities as strong as our former Governors whose IPDG
Martin Ouédraogo; Luckily I always knew as willing to support us with all their weight ... We never change!
Especially in my whole District team, for your constant presence at my side, by your good provisions any time
and your enthusiasm, you have beautifully contributed to the success of the mission entrusted to us. Can I quote

I also have to shout as loud as possible: the brave Assistant Governors achieved a wonderful and remarkable
operating relay with clubs, and I had the opportunity to see and emphasize during my official visits to all countries District. My friends, you have been of invaluable support and deserve my gratitude, sincere and deep.
Our dedicated Presidents Clubs, „VIP, World Class“ true heads of this entire dynamic band, you were better
than ever and the President K.R.Ravindran grateful you for your gift of self in the world. By your deeds and
actions, you have changed the lives of many of your contemporaries and positively impacted your communities.
My friends in the great family of Rotary, Rotary’s image comes out really strengthened after a year so rich, full,
intense and equally successful. Allow me to address you here the expression of my deep respect and my feelings
of friendship. Many of us have to mobilize to this beautiful country the gift of self, full of solidarity, generosity
and shared hope, and I am grateful to all who have been able to gather around this challenge ...
Your trust has been a source of motivation for me throughout our mandate; MIRA with your Governor, you
are engaged in a fight we knew it does not always prove easy. But, I must admit that you have been tremendous
courage, commitment, faith, trust and devotion. Without you, without the goodwill that surrounded me, supported, sustained, I could not drive this term that way. And we had so much to do in so little time! Sometimes
a gift is so unique that we have no words to express our gratitude this is exactly what I feel today, following our
year you were precious and irreplaceable gift for my humble and modest person.
I ask us all to never forget what has based most of our commitment: The friendship and service to others. And
continue to help Rotary in our District to continue its fate in the coming months in the year ahead and all those
that follow.
Let us be proud and happy to be Rotarians! We always remember that Rotary has tremendous potential. It is
indeed for him that I am committed to your service and it is for him that I will continue with you to advance the
Rotary so that it leaves its imprint in our countries, in Africa and in the world. There are many ways to serve

CEREMONIE DE PASSATION DE COLLIER
La cérémonie de passation de Collier entre le DG Mira et le DGE Tino est prévu le samedi 09 Juillet 2016 à partir de 20 Heures à l’Hôtel KING FAHD PALACE aux ALMADIES, sis à DAKAR.
Le prix de la soirée par personne est de 50.000 FCFA avec un menu PRESTIGE, le meilleur sur la place du point de
