Government Partnership to expand Fort McMurray International Airport
Project possible thanks to New Building Canada Plan

The Honourable Rona Ambrose, Minister of Health, Regional Minister for Northern Alberta and Member of
Parliament for Edmonton – Spruce Grove, and David Yurdiga, Member of Parliament for Fort McMurray –
Athabasca, were joined today by Scott Clements, President and Chief Executive Officer of the Fort
McMurray Airport Authority and Jane Stroud, Deputy Mayor of the Regional Municipality of Wood Buffalo,
to announce that the Government of Canada has identified the Fort McMurray International Airport
Expansion project for funding consideration of up to $25 million under the National Infrastructure
Component of the New Building Canada Fund.
The project will include an expansion of the main terminal building and North terminal apron, and an
extension of the main runway. Two new general aviation taxiways will also be built, as well as an
emergency crosswind runway.
Collectively, these enhancements will help Fort McMurray International Airport to increase capacity and
efficiency, by improving the flow of passengers and goods.
Through the $4-billion National Infrastructure Component of the New Building Canada Fund, the
Government of Canada is providing financial support for projects with far-reaching benefits. The Fund
supports infrastructure of national significance that has a strong impact on Canada's competitiveness,
productivity and economic well-being.

The Government of Canada has identified this project for funding consideration of up to $25
million under the New Building Canada Fund’s National Infrastructure Component. This funding is
conditional on the signing of a contribution agreement.
The Regional Municipality of Wood Buffalo previously committed, in 2011, one-third of eligible
costs up to $25 million.
The Fort McMurray Airport Authority (FMAA) will be responsible for all remaining costs of the
project, which is estimated at $75.5 million.
The $53-billion New Building Canada Plan provides stable funding for a 10-year period, and
includes:
o The Community Improvement Fund, consisting of the Gas Tax Fund and the incremental
Goods and Services Tax Rebate for Municipalities, which will provide over $32 billion to
municipalities for projects such as roads, public transit and recreational facilities, and
other community infrastructure.
o The $14-billion New Building Canada Fund, which consists of:
 The $4-billion National Infrastructure Component that will support projects of
national significance; and
 The $10-billion Provincial-Territorial Infrastructure Component for projects of
national, regional and local significance. Of this amount, $1 billion is for projects
in communities with fewer than 100,000 residents through the Small
Communities Fund.
An additional $1.25 billion in funding for the Public-Private Partnerships (P3) Canada Fund
administered by PPP Canada.

L’honorable Rona Ambrose, ministre de la Santé, ministre responsable du Nord de l’Alberta et députée
d’Edmonton–Spruce Grove, et David Yurdiga, député de Fort McMurray-Athabasca, étaient
accompagnés aujourd’hui de Scott Clements, président-directeur général de la l’Administration
aéroportuaire de Fort McMurray (AAFM), et de Jane Stroud, mairesse adjointe de la municipalité
régionale de Wood Buffalo, pour annoncer que le gouvernement du Canada envisage le versement d’un
financement pouvant atteindre 25 millions de dollars pour le projet d’agrandissement de l’aéroport
international de Fort McMurray, aux termes du volet Infrastructures nationales du Nouveau Fonds
Chantiers Canada.
Le projet comprendra l’agrandissement de l’aérogare principale et de l’aire de trafic nord, ainsi que le
prolongement de la piste principale. De plus, on aménagera deux nouvelles voies de circulation pour les
aéronefs, ainsi qu’une piste perpendiculaire d’urgence.
Dans l’ensemble, ces améliorations permettront à l’aéroport international de Fort McMurray d’accroître sa
capacité et son efficacité en améliorant la circulation des passagers et des marchandises.
Aux termes du volet Infrastructures nationales du Nouveau Fonds Chantiers Canada, de 4 milliards de
dollars, le gouvernement du Canada offre un soutien financier pour des projets qui entraînent de vastes
avantages. Ce Fonds soutient ainsi les infrastructures d’envergure nationale qui ont d’importantes
répercussions sur la compétitivité, la productivité et le mieux-être économique du Canada.
Les faits en bref




Le gouvernement du Canada envisage le versement d’un financement pouvant atteindre
25 millions de dollars pour ce projet aux termes du volet Infrastructures nationales du Nouveau
Fonds Chantiers Canada. Ce financement est conditionnel à la signature d’une entente de
contribution.
En 2011, la municipalité régionale de Wood Buffalo s’est engagée à couvrir le tiers des coûts
admissibles, jusqu’à concurrence de 25 millions de dollars.
L’Administration aéroportuaire de Fort McMurray (AAFM) devra couvrir l’ensemble des coûts
restants dans le cadre du projet, dont le coût total est estimé à 75,5 millions de dollars.
Le Nouveau Plan Chantiers Canada, de 53 milliards de dollars, offre un financement stable pour
une période de 10 ans et comprend ce qui suit :
o Le Fonds d’amélioration des collectivités, qui comprend le Fonds de la taxe sur l’essence
et le remboursement additionnel de la taxe sur les produits et services aux municipalités,
ce qui permettra de fournir plus de 32 milliards de dollars aux municipalités pour des
projets comme les routes, le transport en commun et les installations de loisirs, ainsi que
pour d’autres infrastructures communautaires.
o Le Nouveau Fonds Chantiers Canada, de 14 milliards de dollars, qui comprend ce qui
suit :
 Le volet Infrastructures nationales, de 4 milliards de dollars, qui appuiera les
projets d’envergure nationale;
 Le volet Infrastructures provinciales-territoriales, de 10 milliards de dollars, pour
les projets d’envergure nationale, régionale et locale. De ce montant, des fonds

de 1 milliard de dollars viseront les projets dans des collectivités comptant moins
de 100 000 habitants, aux termes du Fonds des petites collectivités.
Un financement additionnel de 1,25 milliard de dollars pour le Fonds PPP (partenariats publicprivé) Canada, administré par PPP Canada.
