servitudes in Senegal

1. Background
The following is a call to carry out technical assistance (TA) for the International
Organization for Migration (IOM) in the framework of the ACP-EU Migration
Action (hereinafter the “Action”). Background on the Action and its
organisational set-up can be found in the Action’s website
www.acpeumigrationaction.org.int
A request for technical assistance (TA) intervention from the Ministry of Justice,
and more specifically the Cellule Nationale de Lutte contre la Traite des
Personnes (C.N.L.T.P) has been received on 11/05/2016 and further approved
by the EC and the ACP Secretariat on the 16/09/2016 (see below description). In
relation to this, a baseline assessment has recently been written and submitted,
in light of which the IOM is now looking for a consultant to carry out technical
assistance.
Context of TA intervention:
‘La traite des personnes constitue une violation grave des droits de l’homme et
l’une des pires atteintes à la dignité humaine. Elle constitue un défi pour
l’ensemble des Etats, en particulier ceux de l’Afrique de l’Ouest. Elle est un
obstacle au développement, à l’Etat de droit et constitue une menace sérieuse à
la sécurité humaine du fait qu’elle affecte directement la vie des victimes. C’est
pourquoi le Gouvernement du Sénégal s’est résolument engagé dans la lutte
contre la traite des personnes. Pour se faire, il a ratifié la plupart des instruments
relatifs à la protection des femmes et des enfants et au respect des droits humains
et plus particulièrement, la convention des Nations Unies contre la criminalité
transnationale organisée visant à prévenir, réprimer et punir la traite des
personnes en particulier des femmes et des enfants, ainsi que son protocole
additionnel. En application de ces textes, la loi 2005/06 sur la traite des personnes
et pratiques assimilées a été adoptée et vient ainsi compléter les autres
dispositions contenues dans notre dispositif législatif.
Le Sénégal s’est, en outre, doté d’un plan d’action national contre la traite sous
toutes ses formes et a intensifié ses efforts en matière de lutte contre la traite en
créant une structure multisectorielle ayant mandat de coordonner l’exécution du
plan d’action national et d’autres opérations de lutte contre la traite : la Cellule
Nationale de Lutte contre la Traite des Personnes, en particulier les Femmes et les
Enfants (C.N.L.T.P).
Malgré tous ces efforts, il n’existe pas assez de données sur la traite des femmes
et des enfants par les servitudes domestiques. En outre, le peu de données sur le
sujet sont dispersées dans différents ministères et organismes, notamment les
corps policiers, les services frontaliers, les centres d’accueil, et les ONG, d’où la
nécessité d’avoir une analyse plus fiable sur les filières, les réseaux de trafiquants,
les cibles etc.

Par ailleurs, les conclusions du Dialogue ACP-UE sur la traite des personnes et le
trafic des migrants rappel entre autre sur son point 2 qu’une mise en œuvre
effective de la législation nationale sur ces deux phénomènes impliquent
également de s’attaquer effectivement aux différentes formes d’exploitation. En
outre, il est recommandé au point 5 desdites conclusions, l’amélioration de la
collecte des données à la fois sur la traite des personne et le trafic des migrants
car étant des prérequis pour définir des politiques efficientes et des actions
concrète. Une partie des recommandations du point 6 stipule la promotion d’une
approche accès sur les victimes afin de les protéger d’un point de vue droits
humain et d’un perspectif genre et mettre en place tous les moyens nécessaires
pour les identifier convenablement.’
2. Description of the TA assignment
2.1 Objectives
2.2 Specific objectives
The general objective of this request is to evaluate the phenomenon of
trafficking in women and children for domestic servitudes in Senegal, as to gain a
better understanding of the issue and of its scale and impact.
The specific objectives of this request are the following :
1. Prepare a study on the phenomenon of trafficking for the purpose of domestic
servitudes in Senegal. An element of the study should consist of data
gathering through a rapid survey among female domestic workers.
Specifically, the study should also integrate some analysis related to the
question of possible criminal networks involved in the issue and their possible
linkages with migrant smuggling.
2. Formulate recommendations on how to create the necessary conditions for a
better protection of the women and children that become victims of
trafficking for domestic servitudes.
2.3 Requested services
It is envisaged that the
assignment will take 45 working
days with possible field trips.
The TA consultant is envisaged to carry out the following activities:
1. Upon commencement of the assignment, in consultation with IOM
Action’ Staff in Brussels, Belgium, develop a brief methodology for the
TA activities and the steps to be taken, including proposed work
schedule for the delivery of outputs/deliverables;
2. Closely coordinate and consult with the IOM Action’ Staff in Brussels, Belgium,
so as to contact the IOM Regional Coordinator (RC) in the region and the IOM
Country Offices in Senegal where the TA intervention is envisaged;
3. Liaise with the Ministry of Justice, and more specifically the Cellule Nationale
de Lutte contre la Traite des Personnes (C.N.L.T.P) and other relevant
stakeholders;
4. Report writing and presentation of results to the requesting entity in close
coordination with the IOM Regional Coordinator (RC) in the region and the
IOM Country Office in Senegal;
5. Organize meetings or telephone interviews with the key
stakeholders/informants identified in the BA report. When necessary and
approved by the IOM Action’s Staff in Brussels in close coordination with the
requesting entity, carry out necessary field visits to Senegal ;

6. Upon request and in addition to the list established by the BA report, identify,
map and classify NSAs active in Senegal and in the sector of the TA
intervention (THB) outlining their potential to serve as beneficiaries of direct
support provided under the Action;
7. Provide the TA Intervention - related deliverables (as per point 2.4 below and
the agreed methodology) by the deadlines set in the work schedule.
2.4 Required
deliverables
The TA expert is required to provide IOM with the following deliverables:
1) As per point 2.3.1, brief methodology and work schedule by the 15th of
December 2016 (template available in Annex A);
2) Prepare 1. An evaluation study on the phenomenon of human trafficking
– more specifically on trafficking of women and children for domestic
servitude and 2. Recommendations to enhance the protection of
women and children who are victims of trafficking for domestic
servitudes , as detailed in the TA Fiche for the intervention (to be shared
with the selected TA expert), by the 15th of March 2017 as per work
schedule;
3) The Expert will compile a TA Intervention Report and TA Dissemination
Report and by no later than the 25th of March 2017 as also reflected on
the Contract. The report should include an overall analysis of the
implementation of the TA intervention, of the results achieved,
difficulties encountered, lessons learnt, etc. The report must be
accompanied by photographic documentation of events, meetings,
conferences, etc. organized during the implementation of the TA and
sample of products (if applicable). A draft of the TA Intervention Report
will have to be submitted by the 20th of March 2017 The final TA
Intervention Report will have to be submitted by the 25th of March 2017
4) Upon request, present the final results/findings of the TA intervention
to the requesting entity.
The above deliverables should be submitted to IOM. IOM will consequently
instruct the TA expert on when and how to share the above with the requesting
entity.

A minimum of a Bachelor’s, preferably a Master’s or above university degree, in social sciences
or another field related to the services;
Proven track-record of professional experience on migration and THB and, specifically,
Trafficking in Women and Children
At least 7 years of professional experience in a field related to migration governance;
Demonstrated experience in carrying out technical assistance interventions incorporating
gender-specific migration trends and equality dimensions
Professional experience in ACP countries, preferably working in close cooperation with national
authorities/institutions about migration issues and, specifically, on THB issues. Experience
working directly with the Senegalese government a distinct advantage;
Expertise in the migration sector with experience in the topic of THB at international level;
Proven experience in working in international settings;
Experience in drafting regulations and /or formulating related recommendations conducting
feasibility studies, field surveys, compiling research and liaising and communicating with
national and/or international counterparts; experience in conducting field surveys in Senegal
being a distinct advantage;
Demonstrated ability to deliver quality work under tight timeframes;
Excellent communication and report writing skills and fluent command of French;
4. Location and duration
4.1 Start Date
The earliest starting date for the assignment will be the 1st of December 2016

rest will be conducted from the home-based station of the consultant.

The draft and final TA Intervention Report should be submitted electronically by

The format of the other foreseen deliverables as per par. # 2.4 will be agreed
upon with IOM.
