THE PRESIDENT'S REPORT FOR 1990-91
I am pleased and honoured to present a report on the
activities of the Shastri Institute for the year 1990-91. The
dedication and hard work of previous Presidents, Resident
Directors, Members of various Committees, and staff in Delhi
and Calgary Offices yielded draaatic results in 1990-91. The
most conspicuous of thes8 is the inauguration of the new
building by the President of India, Shri Venkataraman, on May
13, 1991.
Despite the agonizing delays, the building now
stands as a monumental symbol of strong and endUring academic
and cultural links between Canada and India.
I do not
consider this editice as j ust another building .
To me , it
rather embodies the good will and support of officials and
academics in both countries .
As an organization, the Shastri Institute has been
instrumental in promoting relations between Canada and India.
It is on its historical strength, support trom various funding
agencies, and, of course, the intellectual talents ot the
Board of Directors the future course of this unique Institute
rests.
Our ability to raise funds is contingent upon
innovative and imaginative programmes. This is vital because
membership dues cover only a
fraction of our dollar
expenditures, and we have yet to tap resources from the
private sector.
The Institute can playa crucial role in
sponsoring collaborative projects on developmental issues that
can ultimately enhance the quality of life in both countries.
This is not to suggest that such efforts should be at the
expense of existing Programmes.
Indeed, these programmes
could be reinforced and expanded by virtue of any additional
resources that we can accrue by innovations.
It is against
this background, therg!org that, I shall selectively report on
the activities of the Institute during 1990-91.
1.0
ONGOING PROGRAMMES
1.1 India Studi.,
As part of its initial mandate of promoting a
greater understanding of India in Canada, this programme
continues to be at the heart of the Institute. Although
the Institute fosters India Studies in various ways, the
Library
and
FellOWship
Programmes
remain
the
centrepieces . Thanks to the increased support from the
Government
of
India,
during
1990-91
the
member
universities received 16,093 volumes compared to 14,497
during 1989 - 90. With nearly completed computerization,
- 2 -
the Library Programme is working very efficiently under
the close scrutiny of Library Programme Advisory
committee and its energetic chair, Hr. Mark Haslett.
The Microfilm Project, with the renewal of the
agreement with the National Archives of India, continues
on a sound footing.
Relative to last year'. competition , the Fellowship
Programme attracted more graduate stude nts. This augurs
well for India Studies in Canada.
By providing
opportunities for young scholars to study and conduct
research in India, the Institute has been able to recruit
a dedicated cadre ot teachers and researchers for t he
future .
Moreover, in order to canvas more applicants
from
senior researchers
and others,
the Board's
recommendation that we advertise in academic newspapers
has now been carried out.
Starting as an experimental venture, the Wo.en in
Development ProqraDlllle has noW' almost become a regular
Programme and has attracted the participation ot
outstanding scholars. In terms ot the value ot the
fellowship and intellectual eXChanges, this is clearly
one of the most prestigious programmes the Institute
otters to Indian academics. During 1990-91, Drs . Govlnd
Kelkar and Ila Jos hi were the Institute's Fellows in
Canada . Also, during the same period Dr. Helen Ralston
and Ms Virginia Appell were awarded grants under this
Programme in order to enable them carry out research in
India on women in development.
The summer programme. in In~i. t o r C .n.~ i an 8 tu~ e nt .
have always generated interest in India Studies .
For
example, the 1990 Summer Programme had 18 students trom
across Canada take part in activities that focused on
India' 5 developmental ettorts . A number ot participants,
mostly women, are now planning to continue their interest
in India at the graduate level.
In my opinion, the role of the Shastri Institute in
promoting Indian Studies in Canada is more crucial now
than it has ever been. A number ot Canadian universities
have had to scale down their India Studies Programme
because ot budgetary problems. Although the Library and
Fellowship Programmes have helped to alleviate such cuts,
more could be done.
In this reqard, the Executive
Committee has r ecommended the following : First, that a
Summer Programme be organized for 1992.
Negotiations
with the Youth Initiatives of CIDA have been initiated
tor a grant of $80,000 toward this project . Second, that
a sum of $8,000 be allocated in 1991-92 toward bursaries

for undergraduate students majoring in India Studies. It
is hoped that this will be an attractive incentive.
Finally, that the 1984 Report on India Studies in Canada
be updated. This would help us to assess the nature and
magnitude of changes in research and teaching on India.
In addition to these measures, the India Studies
Committee will be asked to study the ways in which the
Institute could further India Studies Programmes on
Canadian campuses.
1.2
Canadi.n studi ••
As part of its mandate to promote the understanding
of Canada in India, the Canadian Studies Programme began
with modest support for two Indian academics to visit
Canada under its Social Sciences and Bwa.nities
Fellowship Programme to specialize in Canadian Studies.
This programme continues to draw a significant number of
applicants and in 1990-91 Drs. Fakir Sahoo and Hemalata
Rao were recipients of SSH Fellowships.
In recent years, however, with the assistance of
funding from the Academic Relations Division of the
Department of External Affairs of Canada (BKR). the
Can.di.n Studi.s Programme has bloomed. During 1990-91
twenty six scholars from India received fellowships to
visit Canada to pursue research and teaching related
activities. For 1991-92, fellowships have been awarded
to 25 scholars.
The programme of supplying C.n.di.n books .nd
journals to designated universities continues to expand.
Thus far ove r
4000 books have been sent to 23
universities in India.
In addition, the Institute
supported
the
Canadian
Studies
Conference
in
Tiruchirapalli by sponsoring a Canadian keynote speaker.
Historically, the interest in Canadian Studies among
Indian academics was primarily in the are a of Literature.
This is no longer the case.
The Canadian Studies
Programme has now attracted the interest of Indian
scholars in French-Canadian Studies and in social,
political and economic aspects of Canada, and comparative
analyses.
In 1990-91, there were three developments in the
area of Canadian Studies in India that will have a
lasting impact on the quality and strength of the
Programme. First, with the support from BKR, a Canadian
studi •• Libr.ry will be established in the new building.
An initial grant of $150,000 has been received for the

year 1991-92. When opened this fall, the tacility will
sen'e Indian academics and others engaged in library
research in selected disciplines on Canada. Second, BKR
has also provided funds (the sum ot $50,000 for 1990-91)
to support designated Centr.s tor Cana4ian Stu4i.a. The
Institute has also received $50 , 000 for the year 1991-92.
The main objective ot this programme is to provide
resources to the Centres to improve teaching and
research.
Finally, it is with great pleasure that I
thank the University Grants commission of India for its
generous allocation of funds for Canadian Studies in the
next Five Year Plan period.
1.3 yiaiting Scholarl Progr.mm.
Al though the eXChange of scholars bet....een Canada a nd
India was carried out under both India and Canadian
Studies Programm., it was through the Viaiting Scholar
Progr . . . . A, B, and C, that the Institute endeavoured to
sponsor the exchange of senior academics in both
countries. During 1990-91, Visiting Scholar-B Programme
funded the following Indian academics who were invited to
give lectures in member universities : Drs. Krishna
Ahooja-Pat.l, D.P. Apte, Sudhir Kakar, S.D. Huni, Uma
Chakravorty and K. Sivaraman . Under Visiting Scholar-C,
t he following Canadian Scholars received awards to vi.it
Indian universities for lectUre/research purpo.es: Drs.
Sandra Ojwa, Hargrit Eichler, Peter Emberley and Harish
Jain.
We anticipate the reception of nominations for
visiting Scholar A for 1991-92.

NEW INITIATIVES/ PROPOSALS
I have thus far reported on continuing programmes
and new developments that affect them. I now propose to
deal with the initiatives and proposals for the coming
year and the tuture with specific reference to three
projects.
2.1 Th. Lal BabaOur Sbastri LectUre,
Based on the directive given by the Board at its
November 1990 meeting in Winnipeg, the Executive will
recommend that the Board approve the institution of the
LBS LectureB.
These annual lectures are to be held
al ternately in India and Canada and will help promote
scholarly discourse on bilateral issues .
2.2 A Cont.renc, on Clnada-India Relation.
In its commitment to bring together Indian and
Canadian scholars (and others) for an exchange of views
on matters of mutual interest ,
the Institute has
organized a conference on Canada-India Relations in
,-
Shimla during May 17 to 19, 1991. Over 50 participants
will discuss issues that range from Canada-India
diplomacy to fishing industry in Newfoundland.
This
event has ~een made possi~le ~y the generous funding of
the Department ot External Aftairs of Canada and the
hospitality of the Institute of Advanced Studies in
Shimla.
2.3 Institutional Linkages programme-A Successor
One ot the stipulations of the 1989 Addendum to the
Agreement between the Government of India and the
Institute is the promotion of Institutional Linkages. As
reported to the Board of Directors at its last meeting in
Winnipeg, the Institute held intense negotiations with
the representatives of eIDA and AUCC with regard to its
participation in programmedevelopment and the management
of ten projects linking Indian and Canadian universities.
Despite the mutual goodwill of all parties, these
negotiations were truitless and had to be abandoned in
the early part ot this year.
Subsequently, the officers of the Institute met with
CIDA officials for discussions on a five -year project to
be designed and managed by the Institute and funded by
CIDA. The Canadian minister concerned, Honourable Madame
Honique Landry, has approved in principle a proposal by
CIDA to begin negotiations with the Shastri Institute on
this matter.
Later today, the Executive will bring
forward its recommendations to the Board for its review
and discussion.
3.0
ADMINISTRATIVE STRUCTURE
In the last two decades or so, the Institute has grown
from a small organiz.ation to a large bilateral agency
with numerous programmes and activities. Since the early
1970s, there has been a four-fold increase in our
membership which now stands at twenty-two and our
programmes too have increased. Managing such a growing
Institute and its varied programmes clearly calls tor
professionaiising and modernizing its administrative
structure. These goals have been realized both in Delhi
and Calgary in the following areas.
3.1 Communication and computerization
The computerization of the Delhi and Calgary Offices
ia now nearly complete. Computerization has enabled the
Institute to achieve efficiency and high productivity in
matters of acquisition of library materials, word
processing. and accounts.
With the introduction of telex and fax machines in
the Delhi Office, the communication between Delhi and the

Head Office, as well as the member institutions, has
become efficient, and quick.
More important, this
innovation has helped facilitate decision-making and
smooth implementation of policies. The Executive is now
exploring the possibility of linking the Delhi Office to
binet so that electronic lIail !acility to Delhi is
available to member universities and to the Head Office.
In conjunction with this plan, a cost- benefit analysis
for the installation of a main- fralle computer in the
Delhi Office will be undertaken.
3.2 Delhi ottice
The Delhi Office has been extre.ely effective u nder
the leadership of its current Director Or. Bir Sahni and
the management of Hr. P . N. Halik. It is nothing short of
amiracle to have had the building completed and occupied
in a year when it took us lIore than five years to get the
plans approved .
It is a credit to t he unfailing
co_it.ent and hard work of the people in the Delhi
Office.
Following the instruction given to me by the Board
at its last meeting in November 1990, I alii pleased to
report that I succeeded in persuading Or. Sahni to
continue as the Resident Director for the year 1991 - 92.
In having him continue, the Institute has met a condition
of the Addendum that recommends that the RD serve for
lIore than a year . Funds necessary for his release time
from Concordia have been assured.
3.3 Head attic.
During our two years at negotiations with CIDAjAUCC, a
cOJllJllOn complaint was that the Institute's Head Office
laCked the infra-structure to manage a programme of the
magnitude ot Institutional Linkages .
The general
perception was that with the exception at one person, the
Head Ottice really did not have a professionalised
permanent staff. Successful attempts have been made to
recruit and train personnel tor Head Otfice a nd, more
important, for the first time, a personnel policy based
on University of C"lgary guidelines is in place.
The
Otfice now has an Administrative Secretary, a Programme
Co- ordin"tor tor Canadian Studies, and a ReceptionistTypist.
All three employees have measured up to the
ever-growing demands and challenges that the activities
of the Institute entail.
As directed by the Board ot Directors at i t s November
1990 .eeting
in Winnipeg, a Co_ittee to Select the
Executive Director was constituted. The results of its
deliberation was cotnlllunicated to t he Board "nd I am
pleased to report that the Board approved the appointment

of Dr. Vishwas Govitrikar, as the Executive Director of
the Institute for a renewable term of five years
begin ning June 17, 1991.
Dr. Govitrikar brings to his
pOlilition excellent qualifications and exper ience that
wi l l stand hi. and our orga n izat ion in good stead . The

to
specific programmes and planning

administration.
with the aforementioned changes in the administration
structure, the Shastri Institute is now in the position
of being able to efficiently handle existing ob l igations
and to implement innovations.

CONCLUSZON/A NOTE OF THANKS
In conclusion, I admit that I am no except ion to
Presidents of organizations who generall y tend to be euphoric
and self-congratulatory in their annual repo r ts. But the year
1990-91 has been an unusual year for the Institute . Following
its annual ..eeting at Si.on Fraser in May of 1990, the
Institute decided to undertake a stringent self-evaluation and
to reflect carefully on its past and future.
This was done
with enthusiasm and the best interests of the Institute in
mind.
As a result the organization is st-ronger than ever.
Not only are its programmes intact but expanding because new
sources of funding are being tapped.
Finally and to
reiterate, itlil administrative structure is in order and
professionaliZed. All of these changes, I submit, are clearly
grounds for a sense of individual and collective pride and
achievement.
These accomplishments would have been impossible had it
not been for the support and goodwill of a number of
individuals and organizations .
The Institute receives its
sense of direction and leadership from its Board of Directors,
Indian Advisory Council, and the Canadian Advisory Counci l.
Their contributions merit special recognition. In particular,
Hr. Bordia ' s and his colleague Mr . Mankad's invaluable
guidance and support are hereby acknowledged. The University
Grants Commission of India, through Professor Khanna, has
played a crucial role in faci l itati ng the promotion of
Canadian Studies and academic exchange.
I thank the
Commission and Professor Khanna.
In Canada, funds are
prov ided by the Department of External Affairs and its
Academic Relations Division, and the Canadian International
Development Agency . The officials of these agencies not only
understand, appreciate, and value the role of the Shastri
Institute in the promotion of bilateral relations but are also
dedicated to strengthen it.
Our dealings have always been
amicable and on behalf of the Boa rd of Directors, I thank them
as well the Social Science and Humanities Council ot Canada.
The work of the Institute is also aided by a number of
academics in India and Canada who Voluntarily contribute their
services and I am grateful to them .
The Committees (India

Studies, Canadian Studies, Library Programme, and Fellowship)
playa critical role in the implementation of the policies set
by the Board and my special thanks are due to these committees
and their chairpersons: Dr. Ashok Kapur, Dr. Cecil Abrahams,
Mr. Mark Haslett, and Dr. Narendra Wagle.
Personally, I have benefitted from the wise counsel and
guidance from the members of the EXecutive committee
(Professors Bill CartDent, Ned Franks, and John Wood), Resident
Director Bir Sahni, and Mr. John Hadven, Chair of the Canadian
Advisory Council.
Also, the staff in the Calgary and Delhi
Office have been efficient and prompt. I am indebted to them.
In closing, I can only repeat the statement made by my
predecessor, Dr. Ratna Ghosh, in her last Annual Report: "The
solid achievements of the past few years provide the
foundation to build an exciting and dynamic future for the
Institute, a future which not only meets these challenges but
thrives on them".

The Sbastri Library Programme is now in a mature and
stable state. sometime in the com i ng year, the 400,OOOth book
will be shipped off to Canada. rn the last few years, there
have been several noteworthy accomplishment s: surveys of
collections and user needs h ave been conducted; the firm o r der
function in the Delhi ottice has been automated, p r oviding
member libraries with more accurate encumbered figures as well
as regular updates on the s t atus of orders: new arrangements
among the National Library of Canada, the University of
Toronto Library, and the Calgary Office have been made for the
housing and loaning of Shastri microfilm; and various
budgetary initiatives have been introduced.
At the beginning of the new 1989-1994 grant period, the
Library Programme was provided with a signiticant increase in
funds.
It must be remembered however that this was merely a
matter of catch-Up. Without such an increase the ability of
the Resource Libraries to meet t heir collecting needs would
have been greatly jeopardized. We are now i n to the third year
of the current tive year grant p e riod, and it is with regret
that we must report that the strength of the Library materials
budget is in jeopardy. rt the budge t increase tor fiscal year
1991 - 1992 is only 13', the real " buying power " of the budget
will have been decreased since the inflation price of books is
estimated to be at least 15' and binding and shipping costs
have just been increased by about 30\ and 20' respectively.
Without annual budget increases which at least . atch these
other increased costs, the Instit ute will be unable to carry
out its goal of, as stated i n t h e latest tlAddendum", the

SOKNER PROGRAKKE IN INDIA
1990
The 1990 Summer Programme in India for Canadian students was
one of the many that the Shastri Indo- Canadian Institute
(SICI) has organized in the past.
The theme of the 1990
Programme was India as a P,v.lopment Mod.l. Eighteen Canadian
students (15 women and 3 men) and a Programme Director
travelled in India on a six- week study tour so as to
.familiarize themselves with the developmental programmes. The
Programme had many dimensions. First, eminent Indian scholars
and experts provided introduction to India's developmental
programmes. Including orientation the partiCipants attended
forty-one lectures/seminars/discussion sessions .
Second,
participants visited 22 developmental projects of which eome
were funded by Canadian agencies.
Third, the participants
actually engaged in 'hands-on ' tasks in selected projects .
Pinally, some twenty-six cultural programs arranged for them
in various regions of the country provided a total immersion
into India's cultural and economic settings.
Since their return, many participants have discussed their
experiences with their class-mates and other groups . Many of
them are encouraged to further their interests and commitment
to developmental issues and Canada's partiCipation in the
assistance given to developing economies.

RAPPORT DO PRBSIDENT POOR 1990-1991
C' eat un grand honneur et un grand plaiair pour moi de
pr6senter ce rapport sur les activitAs de l'Institut Shastri pour
l' ann'e 1990-91.
Le d6vouellent et Ie travail considerable des
prAsidents pr6c6dents, directeurs r6sidents, me~res de ditt6rents
cOllit6s ainsi que Ie personnel des bureaux de Delhi et de Calgary
ont produit des rAaultats exceptionnals en 1990-91. Le rAsultat Ie
plus remarquable est l' inauguration du nouvel Aditice par Ie
Pr6sident indien, Shri Venkataraman, Ie 13 mai 1991.
En d6pit de
navrants retards, cet 6ditice est maintenant un symbole monumental
des liens culture1. et acad6miques durablea et conti nus entre Ie
canada et l'Inde. Je ne conaidAre pas cet 6ditice comme un autre
quelconque bureau. Au contraire, pour moi, il incarne tout Ie z61e
et l'appui procurA par lee responsablea et lea un ivers ita ires des
deux pays.
En tant qu'organiaation, l'Institut Shastri a contribu6 A la
promotion des relations entre Ie Canada et l'Inde.
C'est sur sa
force historique, ainsi que aur l'appui de ditf6rentes agencea de
financement et, bien sOr, sur lee talents intellectuels du Conseil
d'administration que Ie futur de cet unique Institut repose. Notre
habilet6 & g'n6rer les ressources p6cuniaires d6pend de l'imagination at de l'innovation de nos programmes.
Cet aspect est vital
car les cotisationa des membres ne couvrent qu' une fraction des
d6penaes et nous devona encore sollie iter les ressources du secteur
privA. L'Institut peut jouer un rOle fondamental en parrainant des
projets coop'ratifs consacr's 4 des thA.es de d6veloppelDent qui
pourront Aventuellement enrichir la qualit6 de vie dans les deux
pays. Nous ne voulons cependant pas sugg6rer que de tels efforts
doivent ae faire aux d6pens de programmes existants. En effet, ces
programmes pourraient Atre rent orcAs et Alargis en vertu de
res sources supplAmentaires que nous pouvons d6river de ces
innovations. C'est donc en vertu de cet arriAre-plan que je vais
rendre compte, de maniAre s'lective, des activit6s de l'Institut
durant 1990-91.

Faisant partie de son mandat initial qui comprend la
promotion d'une meilleure connaissance de l'Inde au Canada, ce
programme continue d'Atre au coeur des activitAs de
l'Institut.
Bien que l'Institut encourage les Etudes
indiennes de dift6rentes maniAres,
les Progralllllles de
Biblioth~que et de Bourses restent Ie noyau d'encouragement
principal.
GrAce au soutien croissant du Gouvernement de
l'Inde durant 1990-91, les universit6s membres ont re9u 16.093

volumes comparative.ent a 14.497 en 1989 - 90. LA Progra_e
de Biblioth~que. sa aise sous ordinateur 6tant presque
achevl., tonctionne de aani~re tr~s etficace sous la

Le projet des .icrofilas se poursuit sur une base solide,
particuli6rement avec Ie renouvelleaent de I'accord avec l es
Archives nationales de l'Inde.
En ce qui concerne Ie concours d. l ' annl. derni6re, Ie
Programme de Bourses II. attir6 un plus grand nombre d' 6tudiants
universitaires.
C'est de bonne augur. pour les Etudes
indiennes au Canada. En procurant des opportunitls !lUX jeunes
chercheurs d'6tudier et de conduire des recherches en Inde,
l ' Inatitut a ~tA capable de recruter un cadre de professeurs
et de chercheurs dAvouAs pour l'avenir. En outre, de man!~re
A attirer plus de candidatures provenant de chercheurs seniors
et autres, des annonces ont lit' plac'es dans les journaux
acad6miques, suivant ainsi les recommandations du conseil.
Alors qu'il commen9a da manitre relativement exp6rimentale, Ie Proqr. . . . du dlv.lopp••• Dt d • • f . . .. . est A pr6sent
devenu presque un programme r6gulier. Ce programme a attir'
la participation de chercheura renomm's. En termes de valeur
des 'changes intellectuels et des bourses, ce programme est
clairement l'un des plus prestigieux que l ' Institut pu!sse
otfrir aux un ivers ita ires indiens. Durant l ' ann6e 1990- 91,
lea Drs. Govind Kelkar et Ila Joshi 'taient les chercheur s de
l'Institut au Canada. Egalement, durant la meme p'riode, Dr.
Helen Ralston et Madame Virginia Appell re~urent des bourses
en vertu de ce proqra . .e atin de conduir. leurs rech erches en
Inde sur Ie th~me du d6veloppe_ent des femmes.

d'Etudes canadiennes a attir~ l ' attention de chercheurs
indiens sur les Etudes canadienne s fran~aises et sur des
aspects 6conoaiques, saeiaux a t politiques du Canada et des
~tudas comparat ives.

Etudes canadiennes en Inde qui auront un iapact durable sur la
qualit6 et l' iaportance du progra_e.

Una bourse initiale de
150.000$ a AtA reyue pour ce projat.
Les universitairas
indiens et autres engages dans des recherches en biblioth~que
dans les disciplines selectionn'es sur Ie Canada pourront y
avoir acc~s cet automne. En second lieu, BRR a aussi procure
les ronds (un montant de 50.000$ pour 1990-91) pour subventionner des centras design6s pour les Etudes canadiennes.
L'Institut a aussi reyu 50.000$ pour l'ann6e 1991-92 .
L'objectif premier de ce programme est de procurer les
ressources aux Centres pour amAliorar l' enseignement et la
recherche.
Finalement, c'est avec un grand plaiair que je
remercie la Commission indienne des Bourllell universitaires
pour sa contribution gAn6reuae de tonds pour les Etudes
canadiennas pour une periode s'6tendant sur un plan de cinq
ans.

STRUCTURE ADXIMIS'l'R]\TIV.
Lors de ces deux derni.res d'cades, I'lnstitut est pass6 d'une
petite organisation 1 une grande Agence bilat6rale gAr ant de
nombreux programmes et activit6s. oepuis Ie debut des ann'es
70, Ie nombre de membres a quadrup16 et est mdintenant de

La
direction d'un Institut joui ••ant d'un tel accroi.sement et de
ses divers prograames demande protessionnalisme ainsi qu'une
modernisation des structures administratives. Ces objectits
ont 6t6 r6alis6s tant A Delhi qu'A Calgary dans les domaines
suivants.

Co. .unicatioD et
~uto.ati.ation
L'automatisation des bureaux de Calgary et de Delhi est
presque cOllp16t6e. Cette automatisation a permis lI. l'Institut
d'atteindre etticacit6 et haute productivit6 dans le9 domaines
d'acquiaition de aat6riel de biblioth6.que, logiciels et
comptabilit'.
Avec l'introduction du t6lex et de machines pour tax au
bureau de Delhi, la co_unication entre Delhi et Ie siAge
central ainsi que les institutions membres est devenue
etticace et rap ide. Plus important encore, cette innovation
a aidil .! taciliter la prise de d6cision et la bonne
application des ditt6rentes lignes de conduite.
L'Ex6cutit
est en train d'explorer la possibilit6 de relier Ie bureau de
Delhi au r6seau Binet atin de rendre disponible un service
postal 6lectronique pour les universit6s membres et Ie siAge
central.
En conjonction avec ce plan, une analyse coQt.avantages pour 1 I installation d' un ordinateur central au
bureau de Delhi sera entreprise .
3.2
Le bur.au de Oelbi
La bureau de Delhi a 6til extrf.mement etticace sous la
conduite de son directeur actuel, Dr. Bir Sahni et la
direction de Honsieur P.N. Halik. Ce tut un vrai miracle que
d'avoir l'6ditice complAtement construit et occup6 en un an
alors qu'il fallut attendre plus de cinq ans pour obtenir
l' approbation des plans.
Tout cela grAce au d6vouement
infaillible et au travail incessant des gens du bureau de
Delhi.
suivant les directives donn6es par Ie Conseil lors de sa
derniAre r6union en novembre 1990, je suis heureux de rendre
compte que j'ai r6ussi A persuader Dr. Sahni de continuer ses
tonctions de Directeur r6sident pour l'ann6e 1991-92. Par sa
continuation, l'Institut a rempli l'une des cond itions de
I' Addendum qui racommande que Ie Directeur r6sident serve
pendant plus d'une ann6e.

Durant noa deux ann6es de n6gocilltions avec l'ACDI/AUCC,

l ' Universit6 de Calgary, tut mise en pillce.
Le bureau a
aaintenant une secr6taire lIdainistrative, un coordinateur de
progralllllles pour les Etudes canadiennes et une r6ceptionnistedactylo. Tous les trois employ's se sont montr6s A la hauteur
des t.!ches .!i accomplir 6tant donnl! la demande sans cesse
croissante des activit6s et des d6tis que l'Institut
rencontre.

capable de r'pondre etficacement aux obligations existantes et
de mettre en oeuvre les innovations.

En conclusion, j ' avoue que je ne suis pas different de
beaucoup d'autres pr6sidents d'organisations qui gl!n'ralement ont

bureau de Delhi ont lit" automatis's, otfrant aux biblioth~ques
membres des donnees consignlles pr'cises ainsi que des mises A jour
p'riodiques concernant
l' lItat des commandes;
de nouvelles
dispositions furent prises par la Bibliothilque nationale du canada,
la Bibliothilque de l'Universit6 de Toronto et Ie bureau de,
concernant l'emmagasinage et les pr6ts des microfilms de ~
at des initiatives budglltaires vari6es furent introduites.

Au dbbut de la nouvelle p'riode 1989-1994 d'octroi de fonds,
Ie Programme de Biblioth6que s'est vu pourvu d'augmentations
importantes de fonds.
II ne faut par contre pas oublier que cela
n'lItait qu'une lItape pour se rattraper,
et que sans ces
augmentations, les Biblioth6ques Ressources, soucieuses de faire
face aux besoins de collections, auraient 'tll fortement touchees.
Nous voilA maintenant dans la troisiilme ann'e de 1& p6riode
quinquennale d'octroi de fonds, et c'est avec regret qu'il nous
taut vous informer que Ie potentiel du budget du mat6riel de la
Biblioth6que est en jeu. si l'augJIentation budglltaire pour l'ann'e
tinanciilre 1991-1992 n'e5t que 13\;, Ie vrai "pouvoir d'achat" du
budget aura lItll reduit puisque 1. prix d'inflation des livres est
estim' ! au moins 15\; alors que les travaux de reliures et les
trais
d' expbdition
auront
augment' d' environ

Sana prendre en considiration ces augmentations
