AUTHORIZATION TO ISSUE OVERWEIGHT PERMITS
Effective 12:00 Midnight, September 1, 2008 and in accordance with section 51 of The Highways and
Transportation Act, 1997, I hereby appoint the Administrators of the Rural Municipality of Lac Pelletier No. 107,
to perform the responsibilities and exercise the powers conferred on the Minister by section 36 of The Highways
and Transportation Act, 1997, with respect to the following section of highway:
Provincial Highway 4-04-40 (Blumenhof Access) from the Junction of Highway No. 4 east to Blumenhof.
This appointment is non-exclusive and does not in any way restrict the Minister’s ability to exercise his
authority under section 36 of The Highways and Transportation Act, 1997 or to make further or other delegations
as he sees fit.

THE LIEUTENANT GOVERNOR IN COUNCIL
The undersigned has the honour to report that:

Section 3 of The Forest Resources Management Regulations provides, in part, as follows:
3(2) The minister may withdraw land from a provincial forest with the written approval of the Lieutenant
Governor in Council.
(3) Where land is withdrawn from a provincial forest by the minister:
(a) the written approval of the Lieutenant Governor in Council and the reasons for withdrawing the
land are to be published in the Gazette; and
(b) the areas described in Part III are deemed to be amended accordingly.
2 Section 27 of The Provincial Lands Act provides, in part, as follows:

4 All requirements of The Crown Resource Land Regulations and all other relevant laws, regulations and
agreements in force have been fulfilled.
5 It is desirable and in the public interest to withdraw from the “Northern Provincial Forest” the land
identified below which is required for commercial purposes.
6 It is desirable and in the public interest to sell the provincial land identified below to Rusty’s Wilderness
Lodge (2003) Ltd. for commercial purposes for the total price of $30,000 and to complete the necessary
documents for title transfer.
The undersigned has the honour, therefore, to recommend that Your Honour’s Order do issue:
(a) pursuant to section 3 of The Forest Resources Management Regulations, approving the withdrawal
by the Minister of Environment of the land identified below from the “Northern Provincial Forest”; and
(b) pursuant to section 27 of The Provincial Lands Act and section 4 of The Crown Resource Land
Regulations, approving the sale by the Minister of Environment of the provincial land identified below to

The Highways and Transportation Act, 1997

ORDER FOR WEIGHT RESTRICTIONS —
PROVINCIAL HIGHWAY NO. 4-04-40 (BLUMENHOF ACCESS)
Pursuant to section 35.1 of The Highways and Transportation Act, 1997.
Reference: Weight Restriction on Provincial Highway No. 4-04-40 (Blumenhof Access) from the Junction of
Highway No. 4 east to Blumenhof.
NOTICE IS HEREBY GIVEN for the purpose of managing traffic, the Minister of Highways and Infrastructure
orders that effective 12:00 Midnight, September 1, 2008 and until further notice, Provincial Highway No. 4-04-40
from the Junction of Highway No. 4 east to Blumenhof shall be restricted, as follows:
• The maximum gross vehicle weight not to exceed 8 000 kg (17,600 lbs);
• The maximum gross weight on any axle unit not to exceed 5 500 kg (12,100 lbs).
The restriction does not apply to:
• Emergency vehicles;
• Ministry of Highways and Infrastructure vehicles and rural municipal maintenance equipment when
conducting maintenance or accessing sites on or along the restricted highway;
• SaskPower and SaskTel vehicles when accessing sites along the restricted route;
• Recreational vehicles;
• Buses;
• Farm Equipment operated or towed; or
• Vehicles directly crossing Provincial Highway No. 4-04-40 (Blumenhof Access) at an intersecting public
highway.
This Order does not permit the weight on any axle, axle group or vehicle from exceeding the secondary weight
prescribed in The Vehicle Weight and Dimension Regulations, 1999 for that axle, axle group or vehicle.
This Order is issued on a permanent basis and should not be confused with Spring Road Restriction Orders.

ALTERATION OF BOUNDARIES — BETWEEN THE TOWN OF BIRCH HILLS AND
THE RURAL MUNICIPALITY OF BIRCH HILLS NO. 460
1 Pursuant to sections 53, 56, 57, 59, and 61 of The Municipalities Act, the Council of the Town of Birch Hills
has submitted an application to alter its boundaries to the Minister of Municipal Affairs.
2 Upon consideration of the application, the Minister is of the opinion that the municipalities affected will be
viable entities following the alteration of boundaries. Therefore, the undersigned hereby orders, pursuant to
sections 61, 62, and 63 of The Municipalities Act, that:
(a) the boundaries of the Town of Birch Hills and the Rural Municipality of Birch Hills No. 460 be altered
by withdrawing from the rural municipality and adding to the town the territory described in Schedule A;

(b) Schedule B is conclusively deemed to be the legal description of the boundary of the Town of Birch
Hills; and
(c) the alteration shall take effect on and from the date of this Order.

COLLEGE OF DENTAL SURGEONS OF SASKATCHEWAN —
REGULATORY BYLAW AMENDMENTS
Pursuant to The Dental Disciplines Act, the regulatory bylaws of the College of Dental Surgeons of
Saskatchewan are amended as follows:
Clause 2.1(b) is repealed and replaced by the following:
“2.1(b) the restricted practising members, consisting of:
(i) conditional faculty members;
(ii)
(iii)
conditional specialist members;
student members; and
(iv) temporary members;”.

Section 2.5 is repealed and replaced by the following:
“Conditional Faculty Members and Conditional Specialist Members
2.5(1) Where a person is not a regular member of the College but desires registration solely for the
purpose of undertaking a full time or part time teaching position with the College of Dentistry, University
of Saskatchewan, then subject to the other provisions of these bylaws, a person meeting the following
criteria may be entered on the annual register as a conditional faculty member and may be issued a
restricted license to practise dentistry:
(a)
he or she meets the general criteria set out in section 2.3; and
(b) he or she is the holder of a degree in dentistry or dental surgery, and is entitled to practise in a
jurisdiction outside of Saskatchewan; and
(c) he or she is appointed to the full time or part time teaching staff of the College of Dentistry,
University of Saskatchewan as confirmed by the Dean; and
(d) he or she agrees to practise only within the jurisdiction of the College of Dentistry, University of
Saskatchewan; and
(e) he or she has paid the scheduled fees, completed all required forms, provided proof of the
required insurance, and has otherwise been approved by the registrar for registration as a conditional
faculty member; and
(f) upon termination of full time or part time employment in the College of Dentistry, University of
Saskatchewan, the membership and license granted under this section shall become void, and the
individual shall be required to apply under section 2.4 in order to continue to practise dentistry in the
province of Saskatchewan.
(2) Where a person is not a regular member of the College but desires registration solely for the purpose
of practising a specialty, then subject to other provisions of these Bylaws, a person meeting the following
criteria may be entered on the annual register as a conditional specialist member and may be issued a
restricted license to practice dentistry:
(a)
he or she meets the general criteria set out in section 2.3; and
(b) he or she has successfully completed a minimum of a two year post graduate program in a
specialty recognized by the College and the program is from a school or faculty:
(i) accredited by the Commission on Dental Accreditation of Canada (CDAC) or the Commission
on Dental Accreditation of the American Dental Association (CODA/ADA); or
(ii) not accredited by the CDAC or CODA/ADA, and that person has successfully completed the
process outlined in the Canadian Dental Regulatory Authorities Federation (CDRAF)
Memorandum of Understanding (MOU) dated October 12, 2007, and
(c) he or she has passed the Royal College of Dentists of Canada/ National Dental Specialty Exam
(RCDC/NDSE) in at least one specialty recognized by the College; and
(d)
he or she agrees to practise solely within the specialty(s) referred to in 2.5(2)(b) above; and
(e) he or she has paid the scheduled fees, completed all required forms, provided proof of the
required insurance, and has otherwise been approved by the registrar for registration as a conditional
specialist member.
(3) There shall be such restrictions on the license of a conditional faculty member or a conditional
specialist member, as determined and set out by the council.
(4) The membership and license of a conditional faculty member or a conditional specialist member is
subject to annual renewal as further set out in these bylaws”.

Subsection 2.11(1) is amended to read:
“2.11(1) Those persons who are regular members, conditional specialist members, full-time or part time
conditional faculty members, or life members of the College, and who are in good standing with the College
and reside in the province of Saskatchewan, are eligible for election as a member of council or appointment
of any office or committee of the College, and are entitled to attend the annual meeting of the College with
the right to move or second any motion, and to speak and vote on any motion, and to enjoy such other
services or non-regulatory privileges as authorized by council”.
Part 3, Section 3.1 is amended to read:
“Professional Liability Insurance
3.1 All regular members, practising life members, conditional faculty members, conditional specialist
members, and practising temporary members who will be making clinical presentations shall obtain and
provide proof of professional liability insurance in a form satisfactory to the registrar and in the amount not
less than three million dollars ($3,000,000) in the aggregate with a carrier(s) approved by council”.
Subsection 4.2(1) is amended to read:
“4.2(1) The person qualified to vote at the annual election of members of the council shall be members of
the College who at the date of the election are residing in the province of Saskatchewan and who have the
right to vote under subsection 2.11(1)”.
Subsection 9.2 is amended to read:
“9.2(1) Each member shall:
(u) have a functioning International Standards Organization (ISO) approved amalgam separator
installed, and that evidence of installation is provided to the College office by January 1, 2008”.
Section 10.1 is amended to read:
“10.1 The only persons who are permitted to advertise pursuant to Part Ten are regular members,
practising life members, conditional faculty members, conditional specialist members and professional
corporations as provided within these bylaws”.
Section 10.5 is repealed and replaced by the following:
“10.5(1) Any regular member wishing to advertise his or her services as a regular specialist member must
have a current and valid specialist certificate as further set out in subsection (2.1). Any conditional
specialist member wishing to advertise his or her services must meet the conditions as further set out in
subsection (2.2).
(2.1)
Regular Member (Specialist)
Subject to any other provisions in these bylaws, a person having the following qualifications may receive a
certificate as a regular specialist member in a designated area of specialty and such person would be
unrestricted as to practise in any area of dentistry.
(a) he or she is a regular member or a practising life member in good standing with the College;
(b) he or she is a person who:
(i) has successfully completed a minimum of a two year post graduate program in a specialty
recognized by the College and the program is from a school or faculty accredited by the
Commission on Dental Accreditation of the Canadian Dental Association or American Dental
Association; and
(ii) has passed the Royal College of Dentists of Canada/National Dental Specialty Exam
(RCDC/NDSE) in at least one specialty recognized by the College; and
(iii) has paid the prescribed fees, completed all required forms, and has otherwise been
approved by the registrar for registration as a specialist in a particular specialty.

Conditional Specialist Member
Subject to any other provisions in these bylaws, a person having the following qualifications may receive a
certificate as a conditional specialist member in a designated area of specialty; and such person would be
restricted to practise solely within that specialty:
(a)
he or she is a conditional specialist member in good standing with the College;
(b)
he or she is a person who:
(i) has successfully completed a minimum of a two year post graduate program in a specialty
recognized by the College and has successfully completed the process outlined in the Canadian
Dental Regulatory Authorities Federation (CDRAF) Memorandum of Understanding (MOU)
dated October 12, 2007; and
(ii) has passed the Royal College of Dentists of Canada/National Dental Specialty Exam
(RCDC/NSDE) in at least one specialty recognized by the College; and
(iii) has paid the prescribed fees, completed all required forms, and has otherwise been
approved by the Registrar for registration as a specialist in a particular specialty.
(3) Upon approval by the registrar and registration of the member as a specialist, the College shall issue
to the member a specialist’s certificate setting out the area of specialty of such member. Registration and
certification as a specialist shall be of an indefinite term until such time as the registration and certification
is revoked in accordance with subsection (4).
(4) Any member’s registration and certification as a specialist may be revoked or suspended by the
registrar at any time where:
(a) he or she is no longer a regular member, practising life member, or conditional specialist
member, or such membership has been suspended or revoked;
(b)
his or her license has been revoked or suspended;
(c) it has been shown to the registrar that the credentials upon which registration and certification
were granted were fraudulent or materially incorrect; or
(d) he or she fails to obtain the required number of continuing education credits in his or her area of
specialty, as required by section 11.4.
(5) The registrar shall list separately in the register the names and specialty of each regular specialist
member and each conditional specialist member”.

PETITIONS
14(1) A petition to the Assembly may be presented by a Member at any time during the sitting of the Assembly
by filing the same with the Clerk of the Assembly.
14(6) Petitions may be either written or printed; provided always that when there are 3 or more petitioners,
the signatures of at least 3 petitioners shall be subscribed on the sheet containing the prayer of the petition.

14(9) No petition can be received which prays for any expenditure, grant or charge on the public revenue,
whether payable out of the Consolidated Fund or out of moneys to be provided by the Assembly.
NOTE:
A form of Petition can be obtained on application to the Clerk of the Legislative Assembly.
PRIVATE BILLS
75(1) All petitions for Private Bills shall be in duplicate and shall be filed with the Clerk of the Assembly not
later than the twentieth sitting day of the Session.
75(2) No petition for any Private Bill shall be received by the Assembly if presented after the first twenty-five
sitting days of the Session.
75(3)
No Private Bill may be introduced in the Assembly after the first thirty sitting days of the Session.
76(1) Every applicant for a Private Bill shall deposit with the Clerk of the Assembly, along with the petition
for same, 2 copies of the bill, with marginal notes inserted, and an accepted cheque payable to the Minister of
Finance for the sum of two hundred and fifty dollars, if the said bill does not exceed ten pages, and fifteen dollars
additional for each page over that number; four hundred and fifty words shall be held to constitute a page.
76(2) In the case of a bill incorporating a company, a receipt from the Registrar of Joint Stock Companies for
any statutory fees required shall also be deposited with the Clerk of the Assembly.
77 No remittance of a deposit on account of a Private Bill or any portion thereof shall be ordered by the
Assembly unless the same has been recommended by the committee charged with its consideration, or unless the
bill has been withdrawn, rejected or not reported upon, in which cases the actual expenses incurred shall be
deducted from the deposit received before making such remittance.
79(1) All petitions to the Legislature for Private Bills of any nature whatsoever, shall require a notice, clearly
and distinctly specifying the nature and object of the application, and where the same refers to any proposed work,
indicating generally the location of the work, and signed by and on behalf of the petitioners, with the address of
the party signing the same; and when the petition is for an act of incorporation, the name of the proposed company
shall be stated in the notice.
79(2) Such notice shall be published prior to the filing of the petition with the Clerk of the Assembly as required
in Rule 75(1) in 2 consecutive issues of The Saskatchewan Gazette and 4 consecutive issues of a newspaper,
published in English and having circulation in the locality affected.
79(3) A copy of the notice with a statutory declaration of the several publications of advertisement shall be
filed with the Clerk of the Assembly along with the petition and bill.
80(2) Every bill for an act of incorporation, where a form of model bill has been adopted, shall be drawn in
accordance with such model bill, copies of which may be obtained from the Clerk of the Assembly. Any provisions
contained in any such bill which are not in accord with the model bill shall be inserted between brackets and shall
be so printed.
83 When any bill for confirming any agreement is filed with the Clerk of the Assembly, a true copy of such
agreement must be attached to it.
COMMITTEE RULING
In cases where the proposed bill provides that the property to be used or occupied by the petitioner be exempt
from taxation, either in whole or in part, the petitioner must file with the Clerk of the Assembly, along with the
petition, a written statement from the local municipal authority in which the said property is situated approving
the intent of the provisions of the proposed bill which provide for the exemption from taxation.
The name of the Member who is to present the petition and Private Bill must be furnished to the Clerk of the
Assembly at the time of filing the petition. Such Member should not, of course, be a Member of the Cabinet.

76(1) Les personnes qui demandent un projet de loi d’intérêt privé déposent auprès du greffier de l’Assemblée,
outre la pétition connexe, 2 exemplaires du projet de loi qui portent les notes marginales ainsi qu’un chèque visé
payable au ministre des Finances, au montant de deux cent cinquante dollars si le projet de loi est composé d’au
plus dix pages; ce montant est majoré de quinze dollars par page supplémentaire. Une page est réputée renfermer
quatre cent cinquante mots.
76(2) Si le projet de loi prévoit la constitution d’une société, le récépissé des droits réglementaires donné par
le registraire des sociétés par actions est également déposé auprès du greffier de l’Assemblée.
77 L’Assemblée ne peut ordonner la remise totale ou partielle des dépôts relatifs aux projets de loi d’intérêt
privé, sauf recommandation du comité chargé d’étudier le projet en question ou si celui-ci est retiré ou rejeté ou
encore n’est pas rapporté. Les dépenses réelles sont déduites du dépôt avant de le remettre.
79(1) Toutes les pétitions introductives de projets de loi d’intérêt privé à l’adresse de la Législature nécessitent
un avis qui expose clairement la nature et l’objet de la demande et qui est signé par les requérants et en leur nom,
avec mention de l’adresse des signataires. Les avis qui visent des travaux proposes font état de leur emplacement;
ceux qui visent une loi de constitution en société font état du nom de la société.
79(2) Les avis requis en vertu du paragraphe 75(1) sont publiés, avant le dépôt de la pétition auprès du greffier

DÉCISION EN COMITÉ
Dans les cas où la proposition de projet de loi prévoit que les biens devant être utilisés ou occupés par le
requérant soient exempts d’impôts, que ce soit dans leur ensemble ou partiellement, le requérant devra déposer
au bureau du greffier de l’Assemblée en plus de sa pétition, une déclaration par écrit des autorités municipales
locales où se trouvent les biens en question approuvant l’objet des dispositions de la proposition de projet de loi
qui prévoit l’exemption d’impôts.
Le nom du député qui présentera la pétition et le projet de loi doit être fourni au greffier de l’Assemblée lors
du dépôt de la pétition. Il est entendu que le député en question ne peut être un membre du Cabinet.
