Distinguished Representatives,
Distinguished Senior Government Officials,
Dear Counterparts, Dear Colleagues,
Ladies and Gentlemen,
It is my great pleasure to have the privilege and the honour to open on behalf of the Director
General of the IAEA this meeting.
Let me first welcome heartily senior Government officials and our counterparts who kindly
accepted our invitation to come to Niamey. I hope that you will enjoy working during this
week in the ICRISAT Meeting room, hoping that the good arrangements made so far by the
INRAN, Niger, will enable you to have a very productive meeting. In addition, I hope also
you find some time to enjoy the good weather outside.
I wish to commend and express appreciation to the host country –the Republic of Niger
through the Institut de Recherche Agronomique du Niger, INRAN – for accepting to organize
so efficiently this meeting on behalf of the International Atomic energy Agency; and for the
excellent arrangements made for our stay in this beautiful country. In particular, I wish to
thank Dr. Amadou Moustapha and his staff from the INRAN who have obviously worked
very hard to make this meeting possible on a very short notice.
I also wish to thank all Representatives of Member States who made time available to attend
this meeting.
Ladies and Gentlemen
Indeed, this meeting is a major event and we have a high expectation regarding its outcome.
The meeting is all the more a significant milestone because it is being held at a critical time
following, as you know, several developments at the regional and international levels related
to the partnership of the IAEA with its Member States in the fight against desertification.
Needless to reiterate here that we view our involvement in this challenging field at the centre
of our efforts to contribute within our mandate and core competency as partner in
development in the fight against poverty in Sub-Saharan Africa.
Many people associate the IAEA exclusively with its role in the international systems for
maintaining the security of nuclear materials and the safety of nuclear installation. Far well
less known is the Agency’s US$ 100 million annual programme of Technical Co-operation
with developing Member States. A programme that focuses on application of isotopes and

radiation in fields such as human health and nutrition, water resources management,
environmental protection, and food and agriculture.
In the development context of Africa, poor health, malnutrition and limited access to potable
water are the main indicators of poverty. The strategic goal of the IAEA Technical Cooperation programme in Africa is to address the challenges of poverty reduction and
sustainable socio-economic development through support to member States’ efforts aimed at
promoting better health, increasing food security and improving water supply. In response to
the growing interest expressed by member States, and especially in this sub-region, the IAEA
began to seek ways to strengthen and enlarge its technology transfer activities in areas related
to desertification by significantly contribute to the enhancement of food security through a
sustainable intensification of food production in rain-fed agriculture, while mitigating
desertification effects.
The regional project, which is the subject of our present meeting, was initiated in 2001 based
on extensive consultations with Member States and following expert missions to several
countries. It received strong support in the context of our co-operation with other international
organizations and programmes. In this context, the first co-ordination meeting of this project
was held in February 2001 in Ouagadougou, Burkina Faso. In this meeting, an assessment of
the desertification problems and action taken in the participating countries as well as their
capacities to implement the project was made by the delegations. Draft country work plans
were prepared and the regional project work plan and logical project framework matrix were
established. Initial project activities focused on strengthening national capacities for the
application of nuclear techniques in water and nutrient management studies. In this context, a
regional training workshop on the “Use of the nuclear techniques in nitrogen and water
dynamics in rainfed arid and semi-arid areas” was successfully organized by the “Institut
Senegalais de Recherche Agronomique” (ISRA) in Dakar from 8 to 12 May 2002 with more
than twenty participants and two lecturers. A technical meeting was also organized from 1822 March 2002 in Vienna and Seibersdorf, Austria for the four chief counterparts of the
project to get acquainted with recent developments on the use of nuclear techniques for
integrated soil, water and nutrient management and to establish contacts with relevant staff of
the Department of Technical Co-operation and become familiar with administrative
procedures for implementing the project. A network of field trials has been established in each
country with participatory effect of the farmers to generate specific technologies for integrated
crop, soil, water and nutrient management in millet-based cropping systems. During its two
first years of implementation, the project also enable all countries to conducting field studies on
the influence of remnants of natural forests or park lands and introduced trees in improving soil
fertility and crop productivity, and feed production to livestock. Trees being an essential
component of the agroecosytems in the Sahel.
Three main strategies have been established: (1) sustainable agricultural intensification on the
most suitable arable land; (2) conversion of marginal lands to appropriate land uses, reducing
and/or eliminating the extensive grazing of low-productive rangelands; and (3) restoration of
degraded lands and ecosystems. An integrated approach to soil, water, and nutrient
management will has been adopted, and water conservation being the main priority, along
with enhancing nutrient and water use efficiencies.

The specific objective of the project referred above is to develop, pilot-test and promote the
adoption of improved and integrated soil, water and nutrient management technologies in
cropping systems through the use of nuclear and related techniques through a target area in
the West African Sahel including Burkina Faso, Mali, Niger and Senegal. To achieve this
goal, necessary co-ordination has been established with the Desert Margins Programme
(DMP)at the regional level. Further co-ordination has to be pursued now at the national level,
and it is why the DMP’s national coordinators are here today to coordinate further our
national activities.
Partnership with organizations involved in Desertification research and development are
strategically important because of the comparative advantages of the IAEA technical
assistance mechanism and because one of the key goals of the IAEA TCP is to transfer
appropriate nuclear technologies and techniques to member States for sustainable socioeconomic development. It is why the approval of this project by the Board lid down a strong
basis for the IAEA involvement in this challenging field. We are therefore confident that the
good implementation and management in addition to the high commitment of participating
countries will make and important contributions and impact.
Indeed, this meeting is a major and timely event and we have a high expectation regarding its
outcome. The meeting is all the more a significant milestone in our joint effort to address one
of the most important issues related to poverty on this sub-region and especially in sahelian
areas; i.e. desertification. Needless to reiterate here that we view our involvement in this
challenging field at the centre of our efforts to contribute within our mandate and core
competency as partner in development in the fight against poverty in Sub-Saharan Africa.
This will lead me now to the specific objectives of the meeting which are to assess the
progress achieved under IAEA-supported Technical Cooperation projects with a view to
enhance national and regional management and accountability for combating desertification
in the Sahel, with special emphasis on linkage of project activities to national development
plans. Good planning and management will be the main focus of our meeting. It is therefore
essential in this regard that we make together a sound project planning to ensure the success
of the regional project on combating desertification.
Specifically, the aims of this meeting are:
•
To assess progress achieved in the implementation of project work plans and facilitate
exchange of information and experience among the participating countries on various
aspects (accomplishments, technical issues, management approaches, operational
problems encountered in the field by the counterparts, ways and means for
strengthening national commitment, etc);
•
To discuss the implementation strategy, ascertain national commitment to the project
and to define at the national level the nature, scope and implementation schedule of the
activities to be supported by the Agency under the project
•
To discuss strengths, weaknesses and challenges of the project under implementation;
•
To address common management problems and to discuss ways in which these can be
remedied;

•
To promote further the concept of ownership of IAEA TC projects by countries and to
emphasize the principle of shared responsibility and accountability based on increased
empowerment of project counterparts;
•
To further link the project activities to national development plans and programmes on
combating desertification and further increase the Government commitment to the
project;
•
To produce improved workplans for the critical pathway of the projects; and
•
To review IAEA support and identify future needs for IAEA inputs, with special
emphasis on national activities to ensure effective delivery and increased efficiency
under the TC Programme.
I wish you very successful deliberations and a pleasant stay in this beautiful country

C’est pour moi un agréable plaisir de vous accueillir parmi nous et de vous souhaiter la
bienvenue à la deuxième réunion régionale de coordination des activités du projet RAF/05/48
« Lutte contre la Désertification dans le Sahel ».
Je voudrais à cette occasion vous remercier d’avoir choisi le Niger pour abriter cette
importante rencontre.
Notre pays a une longue tradition de collaboration avec l’Agence Internationale pour
l’Energie Atomique (AIEA) dans plusieurs domaines dont celui de la recherche agronomique.
Le projet RAF/05/48 qui a pour thème principal « la lutte contre la désertification » vient
à point nommé car traitant d’une problématique qui se pose avec acuité dans les pays sahéliens en
général et au Niger en particulier où elle constitue une menace réelle pour la production agricole
et pour l’économie nationale toute entière.
C’est d’ailleurs pourquoi le Gouvernement du Niger avait adopté récemment le Programme
d’Action National de Lutte contre la Désertification et de Gestion des Ressources Naturelles
(PAN-LCD/GRN) dont les orientations stratégiques visent, entre autres, à :

Connaître davantage les facteurs qui contribuent à la sécheresse et à la désertification ;
-
Identifier et adopter des indicateurs de suivi relatifs au climat, à la sécheresse et à la
dégradation des terres ;
-
Adopter une stratégie de lutte contre les érosions et d’atténuation des effets de la
sécheresse ;
-
Renforcer les liens fonctionnels entre la recherche et le développement ;
-
Promouvoir le développement de la recherche appliquée en LCD/GRN/AES ;
-
Renforcer les capacités nationales de lutte contre la désertification.
Les activités de recherche-développement, de formation et de renforcement de capacités
exécutées par le Niger au titre du projet RAF/05/48, s’inscrivent dans ce cadre.
C’est pour vous dire tout l’intérêt que le Niger accorde aux activités de ce projet.
Par conséquent, le SNRA du Niger ne ménagera aucun effort pour soutenir la mise en
œuvre des activités.
Mesdames, Messieurs,
Vous allez, trois (3) jours durant, examiner le bilan des activités 2001-2002 du projet
RAF/05/48 et programmer les activités pour la période 2003-2004.
Je vous invite à consentir l’effort nécessaire afin que les travaux de cette session
débouchent sur de meilleurs résultats qui permettront de mieux combattre ce fléau qu’est la
désertification.
Je ne terminerai pas mon allocution sans vous adresser les salutations de Monsieur le
Ministre du Développement Agricole et ses remerciements à l’AIEA qui a sans relâche soutenu
