His guiding hand and wisdom will be missed by Council, the Regions and athletes. Preparations for these 2009 WMA Lahti Stadia Championships have encountered a number of difficulties for the L.O.C. and with it, for the WMA Executive, namely: The cost of accommodation in Finland in general and Lahti in particular has been perceived to be higher than in most other parts of Europe where these Championships have been held in the past; The city of Lahti does not have sufficient available accommodation to house six thousand athletes, plus officials and accompanying persons. As a consequence, at the time of Lahti’s bid for these Championships they disclosed that additional accommodation would become available in areas distant from the city centre, including Helsinki; The L.O.C.’s commitment to a free shuttle service is limited contractually, to within the city limits. Unfortunately the city limits, it emerged, cover a very much smaller area, range and radius than what athletes have become accustomed to for previous Stadia Championships. Moreover, although the cost of accommodation outside the city limits (excluding Helsinki), is considerably cheaper than the cost of similar accommodation within the city limits, athletes do have to pay for their transportation from this outside accommodation to the stadia and back; Reservations for accommodation were held up as a result of the L.O.C. initially allocating the bulk of it’s available accommodation to tour operators representing many of the affiliates and this accommodation only became automatically released to them to the extent not sold, by tour operators in January 2009. Because these operators were intent on selling packages which included flights together with accommodation, very few of these packages sold and the bulk of the tour operators’ accommodation, only became available for sale, by the L.O.C. (to athletes direct) from the end of January 2009; The global financial crisis which began during the latter part of 2008 has had an adverse effect on the spending power of all, not the least being athletes. All of what is set out in paragraphs 1 to contributed to considerable “unfair” criticism 9 5 above has being heaped upon the L.O.C. with several agents provocateur exploiting the situation and tending to discourage athletes from attending and competing. In spite all of this Council anticipates that the L.O.C will overcome all and present a successful and memorable Championships for 2009. As we are all aware, the General Assembly at these Lahti Championships caters for the election of a number of Council offices. I am delighted to announce that amongst the nominations for election there are a number of new faces. This arises because four of the seven elected offices will have become vacant and only three of them are occupied by officers who are up for re-election. However, of these three, two of them are unopposed and are automatically elected. They are Brian Keaveney (Vice-President Non-Stadia and Winston Thomas (Secretary). The remaining five offices (President, Executive Vice-President, Vice-President Stadia, Treasurer and Women’s Representative) are all being contested, some of them by people who have not previously served on Council. For me this is a very exciting sign as it has the potential for fresh, but not inexperienced, young blood to be injected onto Council. Having said that I must emphasize that ideally, the Council should always be comprised of a number of retirees who are able to devote a great deal of their time and attention to the affairs of WMA. But alas, the reality is that only a small number of Council members are retirees. However, very few of these retiree office bearers are actively engaged in the day to day administration of WMA’s affairs and most council members have full time occupations from which they derive their livelihood. As a consequence those in full time employment often need to make sacrifices in order to discharge the many duties and responsibilities they assume. I mention this because I have often advocated the election and/or appointment of many more young Council and Committee members. But, a good balance would therefore be ideal. Amongst the other matters which will come before the Assembly we have; (i). single bidders for the 2012 WMA Indoors, Jyvaskyla, (FIN) and the 2013 WMA Stadia Championships Porto Alegre (BRA). Both will be presenting their bids to the Assembly in the hope that these Championships will be awarded to them, and; (ii). our own draft Anti Doping Rules (based on Rules), which the Assembly will be asked to adopt. 10 the IAAF As I come to the end of my tenure, it is time for me to thank my fellow Council members for their hard work and their commitment to their allocated tasks and beyond. It would also be remiss of me not to mention and thank, as I do, Committee members, officials and volunteers for their contributions, without which events of this nature and magnitude could not possibly succeed. Monty Hacker 11 REPORT: VICE PRESIDENT STADIA REX HARVEY Biennial Report to the General Assembly I want to thank everyone who, like I, have volunteered countless thousands of hours towards the betterment of our Sport. It is a labor of love well beyond anything we could be paid for. I would like to briefly mention the primary guiding principles that have been followed over the past eight years. And that is to keep the rules simple and clear and to treat the WMA Championships as the most, important function that the organization undertakes. The level of Council and leadership support for these goals has increased, but there is much room for further improvement. The overall success of individual Championships seems to be directly related to the level of cooperation received from the various Local Organizing Committees. In general, the more cooperation, the more favorable the opinion of the outcome of the Championships. The least cooperation tends to come from the LOC’s that would not take advice from WMA and/or those that have private profit motives. The expectations of the WMA athletes are that our Championships be comparable to IAAF World Championships. I, with the support and help of the Stadia Committee and many others, have made great progress in the professionalism and standardization of our Championships. We now have world class WMA Delegates overseeing the overall rules compliance, the starts, the timing, and the safety aspects of our Championships. And, as any of you who have been involved know, that has not been easy because of the fact that our Championships are at least 10 times larger and we are forced to operate on a tiny fraction of the financing. In spite of that, we have come a long ways from the “do-it-yourself” meets of the early days. Under constant, and sometimes intense, pressure the Stadia Committee has been able to control the number of changes to the WMA specifications and rules. Some improvement is, of course, always possible and wise, but to make wholesale changes, year after year, as some advocate, would create utter chaos in our sport. For example; two of the remits to the General Assembly in Riccione would have changed every sprint hurdle race that we have but one. WMA now has in place a technical rules procedure that insures that items that get tentative approval by the General Assembly go through a thorough investigation by the appropriate Committees and the Council before coming back before the General Assembly for a final decision. To work within the WMA budget allocated, the Stadia Committee has had to forego face-to-face meetings until they were mandated by the General Assembly in Riccione. Face-to-face 12 Committee meetings are good for quickly handling the high volume of required Stadia business. We had good cooperation from the LOC and accomplished a lot of work in the over 22 hours that we met last year in Lahti. We examined all the facilities that will be used, we established qualifying standards for all those events that need them. A Safety Judge proposal was introduced and will be carried out at Lahti. All of the 25 applicable technical items from the Riccione General Assembly were, at the request of the Council, treated as if they had passed and were given the full attention of the Committee. Recommendations on each item were given to the Council who also made their own recommendations. We reviewed all of the deficiencies and complaint reports from Riccione with the goal of avoiding those in Lahti. We examined all of the IAAF rule changes from Osaka and made recommendations to the Council. We discussed those IAAF rules that need to be waived for Lahti which are such as failure to participate, false start apparatus, period for appeal, and random placement for direct finals. In addition, a long list of recommendations were made by many Committee members to the LOC for things that would make the competition better and go more smoothly. As you know, Mr. Bernd Rehpenning has spent several years completing an update of the WMA Age Grading for the WMA Combined Events. This update has been accepted by the Age Grading Sub-committee and is in use by WMA’s German Affiliate. In addition to new and updated data, the major change is that performances now are compared against an average of the top 10 to 20 performances instead of against the single top performance known. The General Assembly will be asked to approve this Age Grading to be effective 1 May 2010. This has been a very challenging period for the Stadia Committee, and for WMA as a whole. I think that the Stadia Committee has responded well to those challenges and now has a model with which to continue improving the quality of our specifications & rules and our Championships in general. Respectfully submitted, Rex Harvey WMA VP-Stadia 13 REPORT: VICE-PRESIDENT NON-STADIA BRIAN KEAVENEY My goal over the last four years was to provide WMA Master’s athletes with safe, accurately measured, well organized and officiated, “World Class” Non Stadia venues to race on. This has been a challenge. Riccione had widely spread out venues, poor transportation and wild weather forcing the postponement of most cross country races and their relocation to city parks. The relocated races worked out very well. The Clermont-Ferrand Indoor Championships also saw the delay of Road Race Walks to the last day of competition because of heavy rain, snow, wind and cold temperatures. The issue of weather has become a prime consideration in planning of our events. Lahti, Finland 2009 It has been a pleasure working with great co-operation over the past few years with the LOC of Lahti to provide you with the best quality non stadia events. Each non stadia event is in very close proximity to the main stadium and facilities. I expect all race walkers, marathon runners and cross country runners to fully enjoy the venues and the organization of the LOC and officials. Please visit the venues ahead of time. See the maps and details provided in your handbook. Ask me if you have any questions. Thank an official while you are here. Kamloops, Canada 2010 WMA Indoor Championships will blow your mind away. The city location and the venues in the Canadian Rockies are without equal. The BC Wildlife Park located outside of town beside the TransCanada Highway will be the location for the ½ Marathon start and finish. Athletes will see the wide expanse of the valley and the rolling hill north and south of the Thompson River. The route will be one lap finishing with a short run into the wildlife park allowing the athletes to see the wolves, bears, mountain lions and many more animals as they finish in a field in front of the wildlife centre. The 10 km road race walk course will be set on Schubert Street which is adjacent to the river and the river trail. The course will be a 2 km loop, out and back on the same street. This is a very flat street owing to the fact that it is on the river flood plain. It is the same course used for the year 2000 Canadian/North, Central and Caribbean Track and Field Championships. This is a very scenic location with the river, sand banks and the hills as a backdrop. McArthur Island Park Cross Country Venue is a four lap 2 km loop will be designed on the grass surface of the park within the loop road. The site is ideal in many respects. It is safe 14 and flat to gently rolling over grass. It has easy access for spectators. Change rooms, showers, shelter, medical, results and awards will be provided on site. The site is less than 15 minutes from the stadium. Chip timing will be used at all non stadia venues. See: (www.kamloops2010masters.com/) Sacramento, USA 2011 Marathon: American River Parkway The marathon will be conducted on the American River Parkway starting immediately adjacent to the main stadium at Sacramento State. If the schedule allows for it, the marathon will finish inside the stadium. The course is flat, completely free of any vehicle traffic, and will be IAAF and AIMS certified. Cross Country: Granite Regional Park The cross country competition will be held at Granite Regional Park. Granite Park is located a short half-mile (0.8Km) from the main stadium at Sacramento State University. It is a relatively flat park under the canopy of large trees and circles an impressive wetland area with the start and finish on wide grass fields. Race Walk: Sacramento State University This certified course, located directly behind the main stadium at Sacramento State, was used for the 2000 USATF 50 Km/20Km Race Walk Trials and 2004 USATF 20 Km Race Walk Trial. Jyväskylä, Finland 2012 is bidding to host the 2012 WMA Indoor Championships including Winter Throws and Winter Non Stadia Running. This is a modern city in the south central, lakeland.The most exciting aspect of the Jyväskylä bid is the ½ marathon venue. Top quality in all respects. See the report. Porto Alegre has bid for the summer of 2013. I made a technical visit back in 2007. All non stadia venues were found to be of exceptional quality. The marathon course along the river is used yearly. The city is safe compared to major some cities in Brazil. There is a great deal to see once in Brazil as it is the largest country on the continent. See the bid document for details. I have placed reports on Lahti, Kamloops. Jyväskylä and Sacramento on the WMA web site. In 2008 the Non Stadia Committee met in Lahti during the technical visit. The committee has completed a new Non Stadia Handbook which can be used by bidding committees and LOC to prepare for WMA Championships. See it online at the WMA web site. 15 The 2009 World Masters Mountain Running Championships are in Zagreb, Croatia on September 12. The WMA has been building a close relationship with this association. The last championship in 2008, were in Czech Republic. This race for Masters only was were very well attended and organized. It is my goal to reach a new agreement with them on rules and funding. I miss my friend Danny Hughes who was the president of the association. He died of a heart attach in Feb. of this year. The WMA also has had an agreement with the IAU which is the World Ultra Running body. The IAU hosts a 100 kilometer event every other year in which the Masters may run with other different open runners. This Masters part of this year’s event was cancelled due to low entries and differences between the associations regarding the agreement. The agreement must be renegotiated. The WMA will set up a Race Walk Judge’s Panel which will grow over the next few years. The panel will consist of RW judges of different levels who understand Masters RW and have worked with us on several championships. The rules of Race Walking will not be changed due to sex or age group. A good working knowledge of older race walkers and their capabilities is vital to the future of Masters RW. Please contact me for further details at [email protected] 16 REPORT: SECRETARY WINSTON THOMAS Having spent a period of 3 year as WMA Secretary, I have now come to terms with the majority of the problems within the secretarial running of WMA. Many of these problems have been resolved, but there are still many that need to be addressed and resolved for the future of WMA and the regions, and I have outlined some of these in my administration and affiliation sections, others have to be from within the Council of WMA, with members working together to fulfill the goals of WMA for the good of the athletes, affiliates and the name of Athletics worldwide. I continue my report hereunder in three Administration, Affiliates and Information: sections, namely, 1. Administration For my report I have to start with the debacle at the GA in Riccione which must never again happen, and whilst the burden of the problems may not have been from an administrated position, as Secretary the arrangements came under my jurisdiction and therefore I gave my apology to the members in Riccione and the affiliates and I can say that the coming assembly will be under my control and I with the council have put in hand several changes to make sure the GA administratively runs in an orderly matter, and whilst we should not look back I have to say that member of the council at the time must also look at themselves and their actions during the period at the assembly and make sure that they also never repeat their actions. Communications: During the past two years I have had many communications from and with affiliates, athletes, advertisers and an uncountable amount of junk mail. Most of the athlete’s mail was mainly directed towards competition and records matters and these were dealt with by the various members, though not always to satisfactory conclusions, as could be seen by several notices on the WMA website on accommodation and entry fees. Affiliates mails were mainly for information and complaints of Championships organizations, which were answers and several notices, were placed on the WMA website. I had many communications on the organization and bidding of the future WMA Championships but originally only one bid, and you would all have been aware that we had to extend the bidding for the 2012 and 2013 championships which are reported by the WMA Acting President. We had two bids in at the end of November for the 2013 Stadia Championships and one bids letters for the 2012 Indoor Championships. In January Turin formerly withdrew their bid for the 2013 championships thus leaving one candidate, 17 Porte Alegre, Brazil. For the Indoor Championships we have Jyvaskyla, Finland and possibly San Sebastian, Spain, these 3 bids be placed before the GA. For the past years there have always been complaints from the secretary regarding the affiliates not communicating and ignoring requests, I have to say that in this term I have had far better responses from affiliates, and whilst I have been able to communicate with some affiliates in French, the overall communication has been good and this has been shown in the fact that having sent out 162 letter to affiliates I had only two returned, and as far as I am aware only four WMA handbooks were returned to the IAAF from the numbers that they posted in 2008, so thank you all for your corporation and I hope that we can continue to build on this, with the help of your regional delegates, and regional secretaries. ANTI-DOPING: The new WMA Anti-Doping Rules have been agreed with the IAAF and WMA Council. The Council is recommending them with the Regulations to the GA for ratification, and there will also be a special Masters Anti-Doping Form to follow. The Rules have taken some time to prepare and as I had outlined in my communications to you all in April to take note of them and read them, I hope that at least some of you have made the effort to do this. Having dealt with the organization of the WMA Best Master I have to congratulate the two athletes for 2008 Christine Muller (AUT) and Wolfgang Ritter (GER) on their nomination, also the IAAF and IAF for giving them the opportunity to attend the Gala and meet some of their athletics heroes. 2. Affiliates The number of our Affiliates over the past two years has increased with six new affiliates and one deleted. We still have some way to go in some regions to match the number of IAAF Federations, this is mainly caused by financial restraints and I think a planned program of action, and this comes back to the regional Councils to be proactive. As before, most of the work in this regard still has to be done in the regions of North and Central America & the Caribbean, Asia and Africa and I think that these regions have to be more pro-active and other affiliates within these regions can also help in inviting their neighboring countries athletes to their competitions. On affiliation, I have to stress that it is very important that all new and old affiliates are properly affiliates to WMA and also have the backing of the IAAF National Federations; I have had many problems with affiliates not recognized by the National IAAF Federations, and still showing as Regional Members. It is also important that when there are changes 18 within affiliates, the information is also sent to the WMA Secretary as well as the Regional Secretary. Information I mentioned in my 2007 report the use of the internet and the website for information, I have to say that there has not been enough information placed on our website during the past period, and this is something that need to be rectified, and hopefully during the coming two year where we are looking at changes with the council and members roles this will be addressed with much more input from the Regional members on council. Whilst you are all reading this I will say that there will be the possibility of a Secretarial Committee, with a “minute” secretary and a Media representative to work with the secretary in the future, so should you have anyone with interest please come and talk to me in Lahti and when the posts are agreed then get your Affiliate or region to send a nomination. I had many queries on information from athletes concerning entries details for the championships in ClermontFerrand 2008 and for Lahti and Regional Championships, I am pleased to say that from several affiliates I have been able to get your entry details and supply this to the athletes, which has been a great help all around, so I do appreciate the fact that many of you keep your website up to date on events and entry information. To close I have to thank those of you that have helped to make my life a little easier in the past two years and I hope that I have communicated a little more with you all, having e-mail addresses for most of you makes life easier and I thank you for all your comments a general communications and I can say that we have moved forward on secretarial matters. WINSTON THOMAS 19 REPORT: TREASURER FRIEDEL SCHUNK Summary: The two-year accounting period ending Dec. 31, 2008 produced an income surplus of $21,400. Income was higher than anticipated on account of a very successful Indoor world championship in Clermont-Ferrand, FRA. The high participation level at Riccione 2007 (Stadia) produced no additional financial benefits for WMA because of a fixed fee arrangement with the Local Organizing Committee. Expenses for our technical committees exceeded budget because of unplanned committee meetings that became necessary to deal with the flood of motions on technical rule changes introduced at the Riccione General Assembly. Council meeting expenses and costs for doping control tests increased, while some cost categories remained under budget. The overall expense outlay was 3% over budget. The balance sheet as of Dec. 31, 2008 shows an increase in our net asset position of $21,400 which only coincidentally is the same amount as the income surplus. The audit report by WMA’s independent auditors follows, giving an opinion on the state of our accounts and providing itemized information on our Balance Sheet and Profit and Loss Statement. During those 8 years I had the honour to preside over a committee, composed by 6 female delegates coming from the different regions. Some changes of delegates took place, I started for instance with Hella Kuppe from Namibia, representing Africa, whilst since some years it is May Edmond from Mauritius who continues the task. No change for Asia, Glory Barnabas is the delegate since very long time, and actually president of Singapore Association. The same is valid for Europe, where Selma Türkkal is member of the committee. Change again as to North & Central America & Caribbean, where Monica Tang Wing coming from Trinidad & Tobago represented the area, followed by Marilyn Mitchell-USA. Helen Tobin, delegate for Oceania stepped down voluntary, the place is now held by Lynne Schickert. Concerning South America, for long years being active Iris Menza, Uruguay, was replaced by Esther Cabrera, Bolivia. With pride I can say, that we all can look back with satisfaction as to obtained goals. No doubt, still a lot to do. Africa with its big problems in nearly all resorts, different cultures and languages, political situations, all over financial problems in daily life, will face a difficult future, but first steps are to be seen. Asia, huge region, from tiny states till big ones, all represented, poor and rich “ next to each other”, nevertheless having since years a good structure due to long effort of persons who without personal benefit dedicated themselves. Europe, small continent, many languages, however has la long year tradition as to athletics, best structure, experience, facilities. The same valid for North America, which tries the best to develop the movement and standard in Central America. Oceania, very good bases and even of the characteristics of this continent, all associations run well, and it is the region, where most women are occupying offices. South America, a continent, where all countries are affiliates of WMA, likewise they are in IAAF. Good progress as to athletics. 25 The Women Committee tables a complete dossier every 2 years (and short report as interim), where the 6 delegates are summing up all important details, not only imitating results, we all try to achieve our goals as best as we can. The program is submitted and I consider myself as very lucky, that during all those years not a single word of discontent was pronounced and at the length of those 8 years we worked really together, and a most frequent e-mail contact, and good talks when we see each other during championships. The Women meeting was always well attended and more and more countries joined and brought up their problems. Our reports were also being available at the women meeting or via e-mail. Consults or inquiries from persons outside the proper committee were replied in six languages, and sorry to say, not included Russian or Asian language. All this was only able because all of us dedicated time, enthusiasm; even we have to agree that there is still a lack of communication. This should be resolved in the future thanks to internet, nevertheless I confess, if there is no interest, nothing can be done. My hope is now, that the last women meeting chaired by me, will be a success, and that the future chairperson will be as fortunate as me, who only can say MANY, MANY THANKS, you are a great team and good friends, and we acted as the Constitution says under purpose 2.4 “to foster international friendship, understanding and co-operation through masters athletics”. Yours in sport and good luck for the future Marina 26 REPORT; IAAF REPRESENTATIVE, CESAR MORENO BRAVO As you probably are aware, the IAAF Masters Committee was created in order to enhance the good relationships between WMA and IAAF. Although elected by the 213 IAAF members at the IAAF Congress, a good number of the Committee members are outstanding personalities within the World Masters’ Athletics Movement. The current members of the IAAF Masters’ Committee, elected at the 2007 IAAF Congress in Osaka are Jim Blair (NZL), Bridget Cushen (GBR), Danny Daniels (CAN), Jorge de la Canale (ARG) Leone Paulette Etong (CMR), Rex Harvey (USA), Marina HorneckeGil (ESP), Vadim Marshev(RUS), Dieter Massin (GER), Pier Luigi Migliolini (ITA) Shiengobu Murofushi (JPN) and Dawei Wang (CHN) and, as a co-opted member, Monty Hacker plus myself as Chairman. As you can see, WMA and the Master’s athletic movement is, I believe, very well represented. Our Committee can be considered as the bridge between IAAF and WMA. We receive every proposal related to the Masters’ Athletics presented by the IAAF members and then present the relevant recommendations to the IAAF Congress. One example of such proposals is the one coming from the organisers of some road races, channeled through the IAAF Cross Country Committee and the IAAF Road Running Commission. They propose that the minimum age for a veteran athlete competing in road races to be moved from 35 (as approved by the Helsinki Congress) to 40 years. The basis of their request is that there are some athletes over 35 years old who remain at the top in the current ranking, such as Jaouad Gharib, MAR (37) and Haile Gebrselassie ETH (36), both within the best 10 in marathon race. We recognise there are perhaps a couple of dozens of athletes in this situation who, according to the proposal, cannot be considered master athletes. However, the position of the Master´s Committee is that we should offer more opportunities to practice and compete in athletics, rather than reducing such opportunities. There exist many more runners that do not dare to run against elite athletes. They keep themselves within the athletics movement because they run with runners of similar age. However, I was instructed to listening what the WMA General Assembly here in Lahti, decides and then transmit it to the IAAF Congress in Berlin and defend it. Since 2005, the IAAF has invited the Best Male and Female Masters’ Athletes of the Year. In 2007, the WMA Council 27 designated the best Master Athletes of the year: Ms. Phil Raschker (USA) a W-50 hurdler and Mr. Andrew Jamison (AUS) an M60 Long Distance walker. Both attended the 2007 World Athletics Final and the World Athletics Gala. In 2008, Ms. Christine Muller (SUI) hurdler, and M55 pole vaulter Mr. Wolfgang Ritte (GER), had their opportunity to come to the Principality of Monaco to celebrate their achievement amidst past and present legends of our sport. In order to support the African Masters’ movement, in 2008 the IAAF assigned a grant of $5000 US, to be used to bring athletes to Mauritius, where the African Master’s Championships took place in October that year As it has been traditional, a coordination WMA-IAAF meeting took place both in 2007 and 2008, just as it has been scheduled for 2009, in occasion of the International Athletic Foundation Gala. It represents a good opportunity to contact athletic leaders from different parts of the world. Last year, in particular, WMA was required to align its own anti-doping rules to that issued by the World Anti-doping Agency and the IAAF Rules. Finally I believe I must stress that the excellent relationships between the IAAF and WMA are based on mutual respect, support and understanding. I trust this mutual respect, support and understanding can be extended to our Areas and National Organisations. The Treasurer is authorised to pay an invoice from a travel agent for Council travel for an approved meeting in advance of that meeting. Replace with: The Treasurer is authorised to reimburse council travel in accordance with a Travel and Expense Reimbursement policy established for that purpose. Reason: The Treasury function is a fiduciary obligation. Only expenses that have been properly documented after the expense has been incurred upon conclusion of the expense purpose will be accepted. Added to the New Handbook (12)Bye-Laws. 4 Alteration to Rules Add new (4a) To insure that the Rules of Competition are in proper order, any proposals for changes to Rules of Competition not previously submitted for approval by the Stadia and/or the Non-Stadia Committee, can become effective only after it is reviewed by the Stadia and/or the Non-Stadia Committees as appropriate. Also the proposals must be approved by the Law and Legislation Committee as to legality, compatibility, presentation, and wording. If a proposal is changed in any manner by this required review, the proposal, in its changed form, and a full explanation for the changes, must be brought back before the next meeting of the appropriate body that originally approved it (either the Council or the General Assembly) for reaffirmation. Reason: To follow the same principals as IAAF in ensuring that rules of competition are viable before submission for approval at the GA and for implementation by WMA and regions. Amended and added to the New Handbook RULES OF COMPETITION (13)Rules of Competition. 1 Championships Non Stadia That the WMA World Championships Non-Stadia shall be removed and its events shall be allocated by the Council. Proposals for such events may be made by WMA affiliates or by a majority vote in the Assembly provided advance notice was filed, as required. Reason: Clarification from 2005 GA where the result of the proposal was incorrectly ruled, as only a simple majority was needed. 30 Rules of Competition: section 1, Championships: Amendment of paragraph 1 (1) – to remove the WMA World Championships Non-Stadia and the placing its events with WMA Championships Stadia and Indoors. Votes: In favour 51 Against 41 Abstentions 0 Events have been added to the New Handbook. The non–stadia committee rejects. Reason: There is a misinterpretation of what WMA event this represents. Lahti: Council to outline the point of clarification at GA in Lahti 2009 (14)Rules of Competition: 5 Entries 2nd paragraph, amend, and change to (2) (2)Where a competitor comes from a country that does not have a WMA Affiliate then that competitor may enter directly, Subject to the approval of the WMA Council. The Council may make an exception to this requirement in the case of an athlete from a specific WMA Affiliate. The WMA Secretary shall submit a list of all the WMA Affiliates to the Organising Committee at least 120 days prior to the start of the Championships Reason: re-worded for clarification Amended and added to the New Handbook (15)Rules of Competition. 8. The Competition-Running and Walking Events NEW.8 (11) In all WMA sanctioned championships the “gun time” will be used in all cases where the chip or similar “worn” electronic timing devise is used. Reason: “Gun Time” is the only official time accepted by the IAAF. Race directors, reporters, officials and mostly athletes continue to be confused over which time is “official”. Lahti: Accepted by the Council and the Non Stadia Committee 31 (16)Rules of Competition. 8. The Competition-Running and Walking Events NEW 8 (12)(i)At all WMA track and field championships the Non Stadia events will be timed using the chip or similar “worn”. electronic timing devise. (ii) Track race walk races will be timed by the chip or similar warn electronic timing devise. (iii) An application may be made by the LOC of a WMA Championship within two weeks after the closing of the entries to use an alternate timing method. The application is to be made through the WMA secretary, to the non stadia and stadia vice presidents WMA. A determination will be conveyed to the LOC within three weeks of the receipt of the application. Reason:(i) (ii) The chip or similar electronic worn devise counts laps accurately. Officials and athletes as well as their supporters become confused in long races and loose count. The WMA non stadia races and race walks in particular have been plagued for years with this problem. Officials are taking laps by simply making check marks. These can not be verified. (iii) The LOC some times may find that the entries are chip is not available in their location. This item gives the LOC a way out if needed. Lahti: Accepted by the Council and the Non Stadia Committee (17) Rules of Competition. 5.Entries. New paragraph Once entries are validated by the WMA Affiliate and forwarded to the Organising Committee, the Organising Committee will not make any changes to the entries without the written express approval or request of the WMA Affiliate. Reason: It has been the case that the Organising Committee overrides the corrections of the WMA Affiliates and team managers, using the athletes’ original entries as an input source, effectively reversing the corrections which have been made and making the athlete's entry incorrect. Added to the New Handbook 32 WMA Affiliate motions (18)Proposed by British masters Athletic Federation Constitution, 11, Eligibility British Masters Athletic Federation proposes the following change to 11 (b) Athletes holding dual nationality/citizenship (or permanently living in a foreign country) may be permitted to change nationality/citizenship, or Affiliation (i.e. compete for another country, only when a change in the athlete’s permanent address has occurred). Such changes must be agreed by the National Bodies of both affected affiliates and be re-ported to the WMA Secretary and shall only be effected once such confirmation in writing by the two affiliates will have been received by the WMA Secretary. Reason: Many athletes live in foreign countries and do not want to change their country of nationality, but wish to compete in the country they live, and this give them the opportunity through their old affiliation to do so. Accepted by Council with the underlined amendments (19)Add .to By-Law, should 11,(b) be accepted and this paragraph adopted. 11. Eligibility: Athletes granted dispensation under section 11(b) requesting a 2nd change in national affiliation status, will be considered by WMA Council, by request from their present Affiliate stating all reasons therefor together with evidence from the two affiliation concerned. Any reversal of such change shall only be granted to their original affiliate of nationality /citizenship, and they shall also serve a term of non eligibility as per the WMA/IAAF rules for eligibility Accepted by Council with the underlined amendments (20) Proposal by: Finnish Veterans’ Athletes Association and Italian Athletics Federation Constitution: 5. (22)Constitution. 8 Standing Committee. 8 (c) The British Masters Athletic Federation propose that WMA Council ask the IAAF Medical & Anti-Doping Commission and WADA to draw up a separate and less rigid list of prohibited substances, applicable only in Masters Athletic competition, to allow for prescribed edication for age related conditions in athletes aged 35 years and over. Reason: BMAF feels that master’s athlete particularly in the older age groups, need to have different values in prohibited substances from those of normal athletes, whilst following the same anti-doping principles Council Rejects Reason: The new IAAF and WMA Anti-Doping Rules and the TUE Application Form provision for Masters, and separate list of prohibited substances cannot be accepted 34 BYE-LAWS (23)Proposed Motion Proposal by: Finnish Veterans’ Athletes Association and Italian Athletics Federation By-Laws: 3 Committees Delete: 3 (3) Anti-Doping and Medical Committee” Current (6) Organisational Advisory Committee will become – see above. Standing Committee “Anti-Doping and Medical Board The Board consists of no more than 5 members, composed as follows: Three members must have medical or pharmaceutical expertise One member must have a legal background One member will be nominated from IAAF’s Medical Committee and shall be appointed chairman. The members will be appointed to the Board by Council. Responsibilities of the Board: Finalises draft of WMA’s Anti-Doping Code and put into effect. Drafts proposals for age-adjusted application of antidoping rules and advances them for voting to the decision making panel. Compiles exemption rules for Therapeutic Use Exemption (TUE). Is responsible for administration of doping controls at all world championships in accordance with WADA and IAAF “Procedural Guidelines for Doping Control”. Grants expert technical support to WMA Regional Associations, also responsible to Masters on general educational issues in doping matters. Reports to Council and the Law and Legislation Committee about all doping matters generally and specifically. Also responsible for all medical matters including sex determination.” Current 4. and 5. will become 5. and 6. Council Rejects Reason: These issues are already covered by the Anti-doping and medical Committee and the New WMA Anti-Doping Rules. The ADM Committee has instigated regional medical teams to consider AD matters. 35 RULES OF COMPETITION (24) roposal by: Finnish Veterans’ Athletes Association and Italian Athletics Federation Rules of Competition. 2, adds new paragraphs Anti-Doping Control: Anti-Doping testing of competitors may be conducted at any time including at WMA Stadia, Indoor and Non-Stadia World Championships and shall be performed during Stadia, Indoor and Non-Stadia events. (2a) Anti-Doping Tests are obligatory during every WMA World Championship. Each LOC accepts this procedure under the rules of the IAAF and WADA. (2b) The number of tests corresponds to the number of entries (= registered athletes) and should not be less than 1,0% (2c) Affiliates of WMA accept (obligatorily) the drug testing procedure during their regional championships. (2d) Affiliates of WMA also accept corresponding to the number of entries (= registered athletes) a percentage of these tests not be less than 0,5% Council Rejects Reason: These issues are already covered by the Anti-doping and is already covered in competition rules, extra fees for anti-doping are within the WMA contract and entry fees. (25)The Competition: 10. Steeplechase Proposed by the Real Federación Española de Atletismo ( RFEA) (25-28) RFEA Proposes that the height of the Steeplechase Barriers for the M50-M55 be reduced from .914M To .762M. Reason: All events for men 45-to 50 have changes, except the steeplechase, the heights are adjusted in the 60mh, 100mh, 400mh, there are adjustments in the throwing events, and this proposal gives some equality Lahti: Council agree with Stadia Committee to reject Stadia Committee justification: it is fiscally physically impractical. 36 and (26)RFEA proposes that Men 60+ and Women 60+ do not compete in Steeplechase events. Reason: In realization of the difficulty in jumping the barriers and water jump Lahti: Council agree with Stadia Committee to reject Stadia Committee justification: Long time WMA policy is to let athlete decide which events to enter (27)Should (26) not be adopted. The RFEA proposes that the Men 60+ and Women 60+ do not include the water jump in the steeplechase. Lahti: Council agree with Stadia Committee to reject Stadia Committee justification: Does not follow the basic intent of the IAAF event. (28)The RFEA proposes that the Women 35-40-45 distances of the steeplechase be increased from 2000 meters to 3000 meters. Lahti: Council agree with Stadia Committee to reject. Reason: European masters competition has the ability to engage 6 IAAF international walk judges at walk events where world records/best performances may be set. Because of the distance factor and sparse population of many WMA affiliates, it is not practical nor economical to comply with this rule. By setting a standard which could be met by these Affiliates, the validity of world record claims would then be justified. Any such accreditation must be duly signed by the Affiliate’s President or Secretary on the Affiliate’s stationery to be valid. Reasons for proposed amendment :Many WMA General Assemblies from Puerto Rico onwards have been delayed and disrupted because the bye-laws have required either delegate registration or alternatively, notification of delegates not later than 30 days prior to the General Assembly. This in order for them to be eligible to attend and vote. However, in accordance with IAAF procedure, all delegates attending their General Assemblies have the right to do so as long as they are the authorised duly appointed delegates of the various IAAF Federations. It is therefore recommended that WMA follow this procedure as it will not only streamline delegate registration on the day of the General Assembly, but more importantly, it will streamline proceedings at the General Assembly and avoid the on-going debates, disputes 49 and voting arguments which have characterised the start of most recent General Assemblies, contributing towards these General Assemblies over-running the allocated time provided for them. All WMA race walking championship judges shall only be those approved by the Non-Stadia VP no later than one month prior to the championship Reason: This proposal is a response to critics of the rules and of the judges we use at WMA events. In the past Master's championships we have had problems with race walk judging being inconsistent between younger and older athletes, men and women and the interpretation of the rules. Even the highest level judges have proved inconsistent. The proposal will bring consistency to the judging. At each championship some of the WMA race walk panel will be used to bring this consistency to the event and to help train race walk judges who are newer to Masters race walk into this consistency. The panel will grow over the years and eventually each championship will be judged by officials who know how to interpret the race walk rules within our sport. The WMA will be a leader in race walk judging because of this initiative. 52 10)Addition to Rules of Competition (By Non-Stadia Committee) Rule 116.1. International Race Walking Judges New Rule For competitions a minimum of four (4) national or internationally-certified walking judges from four different countries shall be required with an appropriate number of others coming from the host country. For WMA Championships, the WMA Vice President Non- Stadia shall appoint the Chief Race Walking Judge. Reason: To ensure availability of highly qualified race walking judges. 11)Amendment to Rules of Competition (proposed by Council) Rule 200 Combined Events Competitions Motion: That the updated 2010 WMA Age Grading tables as proposed on the WMA website be adopted for WMA use effective May 1, 2010. Reason: Deficiencies in the Combined Events Scoring factors had been recognized. Upon detailed reviews and with assistance from German expert Bernd Rehpenning, new detailed tables called Model 2010 were calculated, reviewed and accepted by the Stadia Committee and proposed for adoption by WMA Council. The tables are published on the WMA website. Motion by the WMA Affiliates Amendment to Constitution 12)Proposed by Australia Masters Association Constitution 4.1.4 Prior to the WMA General Assembly held in conjunction with the WMA Stadia Championships the WMA Secretary will forward in the meeting mail out to affiliates a copy of the standing orders to be adopted at the General Assembly. Upon the opening of the General Assembly by the Chair, the Chair will call immediately for the adoption of the circulated standing orders. Reason: To ensure the proper and orderly conduct of the General Assembly 13) Amendment to Constitution (By French – FFA) 5. Council 53 5.1.10 Delete the following: The immediate past-President, limited to a period of two years after the election of a new President. Reason: In order to guarantee a permanent and continuing work in the WMA Council all members must act for the entire period of office. Election of Officers 6.1 Nominations 6.1.1 currently reads: Nomination of candidates for office may only be made by any Affiliate and must be in the hands of the WMA Secretary ninety (90) days before the opening date of the General Assembly. All nominations shall be accompanied by C.V.’s. The Secretary shall inform all Affiliates no later than 180 days before the opening date of the General Assembly of the Council members willing to stand as candidates for another term. A nomination may be accepted from the floor at a meeting of the General Assembly only if the Presiding Officer is satisfied that there is sufficient reason why the nomination was not made in the proper manner. Nomination of a candidate for an office may be made by any WMA Affiliate but, if not made by the nominee’s Affiliate, that nomination must, to be valid, be supported or endorsed in writing by the nominee’s Affiliate. Reason: To provide the opportunity for all athletes to compete in a region other than their own on a regular basis. Amendment to Rules of Competition 20)Amendment to Rules of Competition (By British Masters Athletic Federation) Rule 230 Race Walking Rule 230.1 new rule "Race Walking is a progression of steps so taken that the walker makes contact with ground, so that no visible (to the human eye) loss of contact occurs." Reason: We ask WMA to amend the definition of walking to remove the reference to straightening of the knee. We therefore propose that WMA use the above definition of walking: 21)Amendment to Rules of Competition (By Spain – RFEA) 3.1 Championship Events 3.1.1 Change in the name of the Championships WMA World Outdoor Championships (Stadia) As also Non Stadia events are held, we propose to change the name and call it: WMA World Championships or WMA Summer World Championships. 56 3.1.2 Change in the name of the Championships WMA World Indoor Championships (Stadia) As also Non Stadia events are held: cross country, half marathon and other outdoor events such as throwings, we propose to call them: WMA Winter World Champioships. In both cases to name them as with the IOC events 22) Amendment to Rules of Competition Proposed by New Zealand Masters Athletics Proposal: Steeplechase. (IAAF Rule 169.7a ) That in steeplechase events competitors may not be required to “JUMP” the barriers provided that they go over the barriers “in a continuous motion” (IAAF Rule 169.7) Reason The WMA Stadia Committee through the WMA Council in its wisdom cancelled the amended WMA Rule and directed that all WMA Steeplechase events would be bound only by the IAAF Rule. IAAF Rule 169 Part 7 Each athlete shall go over or through the water and shall JUMP each hurdle. Failure to do so will result in disqualification. In addition, an athlete shall be disqualified if he (a) steps to one side or other of the water jump, or (b) trails his foot or leg below the height at the instance of clearance. Provided this Rule is observed, an athlete may go over each hurdle in any manner. EXPLANATION It is obvious that our older athletes, again particularly the older ladies, are unable to JUMP the hurdles as required under the IAAF Rule and would therefore be disqualified. The fact that WMA has now set out that only the IAAF Rule for steeplechase events will apply now means that many older athletes will automatically be disqualified under the IAAF Rule because they cannot JUMP the barriers. “Stepping on to” or “climbing” the barriers does NOT meet the IAAF requirement to “JUMP” the hurdles. To enable these older athletes, and again mainly the older women to continue to compete in Masters Steeplechase events, and to avoid numerous disqualifications and the possibility of the subsequent loss of our older athletes to the sport we make this proposal. 57 Amendment to WMA ANTI-DOPING RULES 23)Proposed change of WMA ANTI-DOPING RULES Norwegian Masters Organisation RULE 40. 1 (a) (i). (b) (i). (c) (i) (ii) (a) for a violation under Rules 32.2(a), (b) or (f) (prohibited substances and prohibited methods), except where the prohibited substance is a specified substance in a case under Rule 40.5 below, or Rule 32.2(i) (competing whilst suspended or ineligible): (i) first violation: for a minimum period of four years’ ineligibility. (ii) second violation: ineligibility for life. (b) for a violation under Rule 32.2(c) (refusal or failure to submit to doping control) or Rule 32.2(e) (tampering with doping control): (i) first violation: for a minimum period of four years’ ineligibility. (ii)second violation: ineligibility for life. (c) for a violation under Rule 32.2(d) (3 missed tests): (i) first violation: for a period of two year’s ineligibility. (ii) second and subsequent violations: for a period of four years’ ineligibility. The reason for the proposed changes of the rules is the experienced lack of impact from the two years exclusion. We know one master athlete having two world records M50 and M55 in shot put. Then he was caught for doping. After 2 years quarantine he got a new world record in M60. We believe that the athlete has prepared the comeback in his out of competition period with smartness and great expectations. To avoid such praxis we propose the rules to be changed from 2 to 4 years exclusion from competition as indicated above. We can not see the reason for not taking the lead in the fight for having clean competition well aware of IAAF/WADA’s rules. Remember masters compete for a long period, may be 60 years, but juniors and top athletes just for a few years. Le Conseil, les Régions et les athlètes regretteront sa sagesse et sa conduite. Le C.L.O. et avec lui l’Exécutif de la WMA ont rencontré un certain nombre de difficultés au niveau des préparatifs de ces Championnats 2009 sur Piste de la WMA à Lahti, à savoir : Le coût de l’hébergement en Finlande en général, et à Lahti en particulier a été ressenti comme plus élevé que dans les autres parties de l’Europe où ces championnats ont eu lieu ces dernières années. La ville de Lahti n’a pas les capacités d’hébergement nécessaires pour recevoir six mille athlètes plus les officiels et les accompagnateurs. Par conséquent, au moment où Lahti a présenté sa candidature, ils ont révélé que des hébergements supplémentaires seraient disponibles dans des zones éloignées du centre-ville, dont Helsinki. Le C.LO. s’engage à fournir un service de navette gratuite, mais celui-ci est limité par contrat au périmètre de la ville. Malheureusement, il s’est avéré que ce périmètre est bien plus petit au niveau aire, distance et rayon que ce à quoi les athlètes étaient habitués avec les précédents championnats sur piste. De plus, bien que le coût de l’hébergement en dehors des limites de la ville soit bien inférieur (à part Helsinki) à celui d’un hébergement similaire à l’intérieur de la ville, les athlètes doivent payer leurs déplacements entre leur lieu d’hébergement et le stade. Les réservations des hébergements ont été retardées, étant donné que le C.L.O. avait tout d’abord alloué la plus grande partie des hébergements disponibles à des tours- opérateurs représentant beaucoup d’affiliés, et que les hébergements ne leur ont été automatiquement remis, dans la mesure non vendus, par les toursopérateurs qu’en janvier 2009. Ces tours-opérateurs ayant cherché à vendre des forfaits vol + hébergement, très peu de forfaits ont été vendus, et la grande partie des hébergements des toursopérateurs n’a été disponible pour vente par le C.L.O. (directement aux athlètes) qu’à la fin du mois de janvier 2009. La crise financière globale qui a débuté à la fin 2008 a eu un effet négatif sur le pouvoir d’achat de tous, et bien entendu aussi des athlètes. 81 Tous ces aspects, énoncés dans les paragraphes 1 à 5 ci-dessus, ont contribué à ce que le C.L.O. soit bombardé par une quantité de critiques “injustes”, avec plusieurs agents provocateurs exploitant la situation et cherchant à décourager les athlètes de participer à la compétition. Malgré tout, le Conseil s’attend à ce que le C.L.O. surmonte tout cela et présente des championnats 2009 réussis et mémorables. Comme nous en sommes tous bien conscients, à ces championnats de Lahti, l’Assemblée Générale prépare l’élection plusieurs postes du Conseil. J’ai le grand plaisir de vous annoncer que, parmi les candidats proposés, il y a des nouveaux visages. Cela est dû au fait que quatre des sept postes élus sont vacants, et que seulement trois d’entre eux sont occupés par des officiels qui se portent candidats pour un nouveau mandat. Faute d’autre postulant, deux de ces trois officiels sont automatiquement réélus. Il s’agit de Brian Keaveney (vice-Président Hors-Stade) et de Winston Thomas (Secrétaire). Pour les cinq postes restants (Président, vice-Président Exécutif, vice-Président Stade, Trésorier et Représentant des Femmes) il y a plusieurs candidats, certains d’entre eux n’ayant pas préalablement travaillé au Conseil. Pour moi, c’est un signe très positif qui offre un potentiel de sang jeune et frais, mais pas sans expérience, à injecter au Conseil. Ceci dit, je dois souligner que l’idéal serait que le Conseil soit toujours composé par un certain nombre de retraités qui sont en mesure de consacrer une grande partie de leur temps et de leur attention aux affaires de la WMA. Mais malheureusement, en réalité, peu de membres du Conseil sont des retraités. Cependant, très peu de ces retraités membres du comité directeur sont activement engagés dans l’administration au jour le jour des affaires de la WMA, et la majorité des membres du conseil travaille ailleurs à plein temps pour gagner sa vie. Par conséquent, ceux qui sont employés à plein temps ont souvent besoin de faire des sacrifices pour s’acquitter des nombreuses tâches et responsabilités qu’ils assument. C’est quelque chose que je tiens à mentionner, parce que j’ai souvent été partisan de l’élection et/ou de la désignation de beaucoup plus de jeunes membres au Conseil et Comité. Mais l’idéal serait un bon équilibre. Parmi les autres sujets l’Assemblée, il y a : qui devront être traités devant (i). les candidatures uniques de Jyvaskyla, (Finlande) pour les championnats WMA en Salle de 2012 et de Porto Alegre (Brésil) pour les championnats WMA sur Piste de 2013. Ces deux villes 82 présenteront leur candidature à l’Assemblée dans l’espoir que ces championnats leur seront attribués (ii). Et notre proposition de Règles Anti-dopage (basées sur les règles de l’IAAF) qui sera présentée á l’Assemblée pour adoption. Arrivant au terme de mon mandat, le moment est venu pour moi de remercier les membres du Conseil pour leur grand travail et pour leur engagement aux tâches qui leur ont été allouées et plus encore. Je tiens aussi à mentionner et à remercier les membres des Comités, les officiels et les bénévoles pour leurs contributions, sans lesquelles des compétitions de cette nature et de cette ampleur ne peuvent pas réussir. Monty Hacker 83 RAPPORT: BIENNAL A L’ASSEMBLEE GENERALE PISTE DE LA WMA REX HARVEY DU VICE-PRESIDENT SUR Je tiens à remercier tous ceux qui, comme moi, ont de leur plein gré consacré, sans les compter, d’innombrables heures à l’amélioration de notre Sport. C’est un travail fait par plaisir, qui dépasse de beaucoup le cadre de toute rémunération financière. Je voudrais brièvement mentionner les principes directeurs fondamentaux qui ont été suivis durant ces huit dernières années. C’est de faire en sorte que les règles demeurent simples et claires, et de traiter les championnats de la WMA comme la tâche la plus importante entreprise par l’organisation. Le soutien du Conseil et de la direction à cet égard a augmenté, mais il y reste encore beaucoup à faire. Il semble que le la réussite complète de championnats individuels soit en relation directe avec le niveau de coopération reçu des différents Comités Locaux d’Organisation. En général, plus la coopération est grande, meilleure est l’opinion sur le résultat des championnats. Les moins coopératifs sont les CLO qui ne veulent pas accepter de conseil de la WMA et/ou de ceux qui ont des motifs lucratifs privés. Les athlètes de la WMA attendent de nos championnats qu’ils soient comparables aux championnats du monde de l’IAAF. Avec le soutien et l’aide du Comité sur piste et de bien d’autres, j’ai beaucoup progressé au niveau professionnalisme et standardisation de nos championnats. Nous avons maintenant des délégués WMA de classe internationale qui surveillent la conformité générale aux règles, les départs, les chronométrages et les aspects sécurité de nos championnats. Et ça n’a pas été facile, comme tous ceux d’entre vous qui se sont engagés le savent bien, parce que nos championnats sont au moins dix fois plus grands, et parce que nous sommes obligés de fonctionner avec une minuscule part du financement. Il n’en reste pas moins que nous avons parcouru un long chemin depuis les rencontres « bricolées » de nos débuts. Sous une pression constante et parfois intense, le Comité sur Piste a réussi à restreindre et contrôler le grand nombre de modifications des règles et spécifications de la WMA. Certaines améliorations sont judicieuses, certes, mais faire des changements systématiques année après année, comme certains le préconisent, reviendrait à plonger notre sport dans le chaos le plus complet. Permettez-moi de citer un exemple : deux des propositions à l’Assemblée Générale de 84 Riccione visaient à modifier toutes nos compétitions vitesse haies, à l’exception d’une seule. La WMA a maintenant mis en place une procédure de règles techniques, selon laquelle les propositions ayant reçu une approbation provisoire à l’Assemblée Générale sont soumises à un examen approfondi de la part des Comités compétents et du Conseil, avant d’être de nouveau présentées à l’Assemblée Générale pour une décision finale. Afin de ne pas dépasser le cadre du budget alloué, le Comité sur Piste a dû renoncer aux réunions en tête-à-tête, avant d’être mandaté par l’Assemblée Générale à Riccione. Ces réunions en tête-à-tête du Comité sont utiles pour traiter rapidement le grand volume de questions que le comité sur Piste doit régler. A Lahti, la coopération avec le CLO a été bonne, et nous avons accompli beaucoup de travail pendant les plus de 22 heures de rencontres, l’année dernière. Nous avons examiné toutes les installations qui seront utilisées, et nous avons établi des standards de qualification pour toutes les compétions qui en nécessitent. Une proposition de Juge de Sécurité a été introduite, et elle sera appliquée à Lahti. A la demande du Conseil, les vingt-cinq propositions techniques applicables de l’Assemblée Générale de Riccione ont toutes été traitées comme si elles avaient déjà été adoptées, et le Comité leur a prêté toute son attention. Des recommandations concernant chaque proposition ont été présentées au Conseil, qui a, lui aussi, fait ses propres recommandations. Nous avons étudié tous les rapports de déficiences et plaintes de Riccione, afin d’éviter de commettre les mêmes erreurs à Lahti. Nous avons examiné toutes les modifications des règles de l’IAAF depuis Osaka, et présenté des recommandations au Conseil. Nous avons discuté des règles de l’IAAF devant être abandonnées pour Lahti, comme par exemple le défaut de participation, de mauvais appareils de départ, la période d’appel, et le placement par tirage au sort pour les finales directes. De plus, une longue liste de recommandations a été établie par plusieurs membres du Comité pour le CLO, concernant des points susceptibles d’améliorer la compétition et son bon déroulement. Comme vous le savez, M. Bernd Rehpenning a travaillé pendant plusieurs années à une actualisation de la table de cotation par âge de la WMA pour les épreuves combinées de la WMA. Cette nouvelle table a été acceptée par le Sous-comité Cotation par Age et est utilisée par l’Affilié allemand de la WMA. Outre des données nouvelles et actualisées, le changement principal est que les performances sont maintenant comparées à une moyenne des 10 ou 20 meilleures performances et non plus à la 85 seule meilleure performance connue. Il sera demandé à l’Assemblée Générale d’approuver cette table de cotation afin qu’elle soit applicable au 1er mai 2010. Cette période a été une véritable gageure à la fois pour le Comité sur Piste, mais aussi pour l’ensemble de la WMA. Je pense que le Comité sur piste a fort bien répondu à tous ces défis, et a maintenant un modèle pour continuer à améliorer la qualité de nos règles et spécifications, et de nos championnats en général. Avec mes sentiments respectueux Rex Harvey Vice-président sur Piste de la WMA 86 RAPPORT DU VICE-PRESIDENT HORS-STADE DE LA WMA : BRIAN KEAVENEY Mon but, pendant ces quatre dernières années, a été d’offrir aux athlètes de la WMA des parcours de compétition de « haut standing », à la fois sans risque, mesurés avec précision, bien organisés et bien gérés. C’était un défi. A Riccione, nous avons été confronté à des parcours de compétition disséminés, des moyens de transport laissant à désirer et un très mauvais temps, à cause duquel la majorité des compétitions de cross country ont dû être ajournées et relocalisées dans les parcs de la ville. Les compétitions ainsi être relocalisées se sont très bien déroulées. Aux championnats en salle de Clermont-Ferrand, la marche athlétique sur route a aussi dû être reportée au dernier jour de compétition, à cause de fortes pluies, de chutes de neige, de vent et d’un grand froid. Le facteur climat est donc devenu un aspect primordial dans l’organisation de nos compétitions. Lahti, Finlande 2009 Ca a été un plaisir de travailler en parfaite coopération avec le C.L.O. de Lahti pendant ces dernières années, afin de pouvoir vous offrir des compétitions hors stade de la meilleure qualité possible. Toutes les épreuves hors stade se déroulent tout près du stade et des installations principales. Je suis certain que tous les coureurs de marche athlétique, de marathon et de cross country apprécieront pleinement les parcours et l’organisation du C.L.O. et des officiels. Prenez le temps de visiter les lieux à l’avance. Pensez à consulter les cartes et les détails fournis dans vos livrets. N’hésitez pas à me poser des questions si besoin est. Et n’oubliez pas de remercier un officiel une fois sur place. Les championnats en salle 2010 de la WMA à Kamloops, au Canada vous époustoufleront. L’emplacement de la ville et des épreuves dans les Rocheuses canadiennes est sans pareil. Le départ et l’arrivée du semi marathon auront lieu dans le parc national de Colombie-Britannique situé en-dehors de la ville, à côté de la transcanadienne. Les athlètes pourront apprécier la large vallée et les collines ondulées au nord et au sud du fleuve Thompson. Le parcours sera un tour qui se terminera par un petit passage dans le parc national, ce qui permettra aux athlètes de voir des loups, des ours, des couguars et bien d’autres animaux, l’arrivée étant située dans un champs en face du centre des animaux sauvages. 87 Le parcours de la marche athlétique de 10 km sur route aura lieu rue Schubert, qui est adjacente au fleuve et au sentier du fleuve. Ce parcours sera une boucle de 2 km, qui démarrera et se terminera dans la même rue. C’est une rue très plate, car elle est située dans la plaine alluviale du fleuve. C’est ce même parcours qui a déjà été utilisé en 2000 pour le championnats d’athlétisme du Canada/ Amérique du Nord, Centrale et des Caraïbes. Le cadre est superbe avec le fleuve, les bancs de sable et les collines en arrière-plan. Le parcours de cross country du parc McArthur Island, quatre tours d’une boucle de 2km, est prévu sur la surface herbeuse du parc. Ce site est idéal à de nombreux égards. Il est sans risque, et le sol herbeux est plat voire en pente douce. De plus, il est facilement accessible aux spectateurs. Vestiaires, douches, abris, point médical, résultats et prix seront fournis sur place. Le site est situé à moins de 15 minutes du stade. Un chronométrage par puce sera utilisé pour tous les parcours hors stade. Voir : (www.kamloops2010masters.com/) Sacramento, USA 2011 Marathon: American River Parkway Le marathon aura lieu dans le parc American River Parkway démarrant tout à côté du stade principal de l’université California State de Sacramento. Si l’emploi du temps le permet, le marathon se terminera à l’intérieur du stade. Le parcours est plat, sans aucune circulation automobile, et sera certifié par l’IAAF et AIMS. Cross Country: Granite Regional Park La compétition de cross country aura lieu dans le Granite Regional Park. Ce parc est situé à environ 0,8 km du stade principal de l’université California State de Sacramento. C’est un parc relativement plat, avec de grands arbres qui forment une voûte. Le parcours fait le tour d’une impressionnante zone de marécages, le départ et l’arrivée étant situés dans de vastes champs herbeux. Marche athlétique: Université California State de Sacramento Ce parcours certifié, situé directement derrière le stade principal de l’université California State de Sacramento, a été utilisé par la fédération américaine d’athlétisme (USATF) en 2000 pour les épreuves de sélection de marche athlétique de 50 km/20 km, et en 2004 pour les épreuves de sélection de marche athlétique de 20 km. 88 Jyväskylä, en Finlande pose sa candidature pour accueillir les championnats en Salle 2012 de la WMA, y compris les épreuves de lancer et de course hors stade d’hiver. C’est une ville moderne du sud, dans la région centrale des lacs. L’aspect le plus fascinant de la candidature de Jyväskylä est le parcours du semi marathon. Une haute qualité sous tous les aspects. Voir le rapport. Porto Alegre a posé sa candidature pour l’été 2013. J’y ai fait une visite technique en 2007. Tous les parcours hors stade ont été jugés de qualité exceptionnelle. Le parcours du marathon, le long de la rivière, est utilisé tous les ans. Comparée à la plupart des grandes villes du Brésil, Porto Alegre est sans risque. J’ai mis des rapports sur Lahti, Kamloops, Sacramento sur le site Internet de la WMA. Jyväskylä et En 2008, le Comité Hors-Stade s’est réuni à Lahti durant la visite technique. Le comité a achevé un nouveau livret HorsStade qui peut être utilisé par les comités de candidature et les C.L.O. pour préparer des championnats de la WMA. Vous pouvez le consulter en ligne sur le site Internet de la WMA. Les championnats du monde 2009 de course en montagne de la WMA se dérouleront à Zagreb, en Croatie, le 12 septembre. La WMA a tissé des liens étroits avec cette association. Les derniers championnats, en 2008, se sont déroulés en République Tchèque. Cette course réservée aux vétérans était très bien fréquentée et très bien organisée. Mon but est de parvenir à un nouvel accord avec eux au niveau des règles et du financement. Je regrette l’absence de mon ami Danny Hugues, le président de l’association, qui a succombé à une crise cardiaque au mois de février de cette année. Il y avait aussi un accord entre la WMA et l’IAU, l’Association Internationale des coureurs d’Ultra. L’IAU organise tous les deux ans une épreuve de 100 kilomètres, ouverte à la fois aux vétérans et à d’autres coureurs. Cette année, la participation des vétérans à cette épreuve a été annulée, à cause du faible nombre d’inscriptions et aussi en raison de différends entre les associations. Cet accord doit être renégocié. La WMA va mettre en place un panel de juges de marche athlétique qui s’agrandira au cours des prochaines années. Ce 89 panel sera composé de juges de marche athlétique de différents niveaux qui comprennent la marche athlétique des vétérans, et qui ont travaillé avec nous à différents championnats. Les règles de la marche athlétique ne seront pas modifiées en raison du sexe ou du groupe d’âge des athlètes. Une bonne connaissance des marcheurs athlétiques vétérans et de leurs capacités est essentielle pour l’avenir de la marche athlétique des vétérans. Pour tout renseignement complémentaire, prière de me contacter à l’adresse [email protected] RAPPORT :DU SECRETAIRE WINSTON THOMAS Après trois années comme secrétaire de la WMA, j’ai maintenant pris connaissance de la majorité des problèmes à l’intérieur du fonctionnement du secrétariat de la WMA. Nombre de ces problèmes ont été résolus, mais il en reste cependant beaucoup à traiter et à résoudre pour l’avenir de la WMA et des régions. J’ai souligné certains de ces problèmes dans mes sections administration et affiliations. D’autres devront être traités à l’intérieur de Conseil de la WMA, avec un travail en commun des membres afin d’atteindre les buts de la WMA, et ce, pour le bien des athlètes, des affiliés et du nom de l’Athlétisme dans le monde entier. J’ai divisé le rapport ci-dessous en Administration, Affiliés et Information. trois sections : 1. Administration Je dois commencer mon rapport avec la débâcle à l’Assemblée Générale de Riccione. Une telle chose ne doit pas se reproduire à l’avenir. Bien que l’origine du fardeau de problèmes ne soit pas administrative, en tant que Secrétaire, les arrangements faisaient partie de mon ressort. C’est la raison pour laquelle j’ai présenté mes excuses aux membres de Riccione et aux affiliés, et je peux vous assurer que j’aurai la situation en main à la prochaine assemblée. En outre, le Conseil et moi-même avons entrepris différentes modifications, afin de s’assurer du bon fonctionnement administratif de l’Assemblée. Et, bien qu’il ne faille pas regarder en arrière, je dois dire qu’il convient que certains membres du Conseil de cette période réfléchissent à la façon dont ils ont agi à l’Assemblée, afin de s’assurer qu’ils ne recommencent pas à l’avenir. 90 Communications: Durant les deux dernières années, j’ai eu de nombreuses communications avec affiliés, athlètes et annonceurs publicitaires, mais j’ai aussi reçu énormément de spam. Le courrier des athlètes portait principalement sur des questions de compétition et de records. Elles ont été traitées par les différents membres, quoique pas toujours à la satisfaction générale, comme on a pu le constater à plusieurs remarques sur le site Internet de la WMA concernant les logements et les frais d’inscription. Le courrier des affiliés portait principalement sur des informations et plaintes concernant des problèmes d’organisation des championnats. Des réponses ont été apportées et des remarques placées sur le site Internet. J’ai eu de nombreux échanges concernant l’organisation et les soumissions de candidature pour les futurs championnats de la WMA, mais à l’origine une seule candidature. Vous êtes tous bien conscients qu’il était donc nécessaire de prolonger les soumissions pour les championnats de 2012 et de 2013, comme l’a rapporté le Président par intérim de la WMA. A la fin du mois de novembre, nous avions reçu deux candidatures pour les championnats sur Piste de 2013 et une lettre de candidature pour le championnat en Salle de 2012. Au mois de janvier, Turin a officiellement retiré sa candidature pour les championnats de 2013, nous laissant ainsi avec la ville de Porto Alegre, au Brésil, comme unique candidate. Concernant les championnats en Salle, nous avons les candidatures de Jyväskylä, en Finlande, et peut-être de Saint Sébastien, en Espagne. Ces trois candidatures seront déposées devant l’Assemblée Générale. Dans le passé, le secrétaire s’est plaint à maintes reprises de ce que les affiliés ne communiquent pas ou ne tiennent pas compte des requêtes. Néanmoins, je dois dire que pendant cette période-ci, les réponses des affiliés ont été bien meilleures. J’ai été en mesure de communiquer en français avec certains affiliés, et la communication en général a été bonne, comme le montre le fait que sur 162 lettres envoyées aux affiliées, seulement 2 m’ont été retournées. De même, seuls quatre livrets de la WMA ont été renvoyés à l’IAAF sur l’ensemble des livrets postés en 2008. C’est pourquoi je tiens à vous remercier tous pour votre coopération, et j’espère que nous pourrons poursuivre dans ce sens avec l’appui des délégués et secrétaires régionaux. ANTI-DOPAGE: Les nouvelles règles contre le dopage ont été convenues avec l’IAAF et le Conseil de la WMA. Elles seront présentées par le Conseil à l’Assemblée Générale pour ratification avec le Règlement, et il y aura aussi un 91 formulaire spécial Anti-Dopage Masters à suivre. Il a fallu du temps pour préparer ces règles. Vous ayant demandé, dans mes communiqués du mois d’avril, d’en prendre note et de les lire, j’espère qu’au moins certains d’entre vous auront fait cet effort. M’étant occupé de l’organisation du Meilleur Athlète de la WMA, je voudrais féliciter les deux athlètes de 2008, Christine Muller (Autriche) et Wolfgang Ritte (RFA) pour leur nomination, et aussi remercier l’IAAF et la Fondation Internationale d’Athlétisme (IAF) de leur avoir donné la possibilité d’assister au Gala et de rencontrer certains de leurs héros de l’athlétisme. 2. Affiliés Durant les deux dernières années, le nombre de nos affiliés a augmenté, avec six nouveaux affiliés et une radiation. Nous avons encore un long chemin à parcourir dans certaines régions avant d’égaler le nombre des affiliés des fédérations de l’IAAF. Ceci est principalement dû à des contraintes financières et, d’après moi, à un manque de programme d’action planifié ; il revient donc aux Conseils Régionaux d’agir de leur propre initiative. Comme par le passé, c’est dans les régions d’Amérique du Nord, Amérique Centrale et Caraïbes, en Asie et en Afrique qu’il reste le plus de travail à faire, et je pense que ce sont ces régions qui ont le plus besoin d’agir de leur propre initiative. D’autres affiliés de ces régions pourraient aider, en invitant les athlètes des pays voisins à leurs compétitions. Au niveau des affiliations, je dois insister sur l’importance que les anciens et les nouveaux affiliés soient convenablement affilies à la WMA et aient aussi le soutien des Fédérations nationales de l’IAAF ; J’ai eu de nombreux problèmes avec des affiliés non reconnus par les Fédérations nationales de l’IAAF et figurant encore comme Membres Régionaux. En cas de changements au sein des affiliés, il est aussi important que l’information soit communiquée à la fois au Secrétaire de la WMA et au Secrétaire Régional. A ce sujet, je dois dire qu’il n’y a pas eu assez d’informations placées sur notre site Internet pendant les deux dernières années. C’est quelque chose qui a besoin d’être rectifié. J’espère que cela sera fait dans les deux années à venir, années qui verront des changements personnels à l’intérieur du Conseil et des rôles des membres, et cela sera abordé avec un plus grand input des Membres Régionaux sur le Conseil. Tandis que vous lisez ce rapport, je tiens à signaler la possibilité d’un comité secrétaire, avec un secrétaire de « procès-verbal » et un représentant média qui travailleraient à l’avenir avec le secrétaire. C’est pourquoi, si vous connaissez quelqu’un qui soit intéressé, n’hésitez pas à me contacter à Lahti et, une fois les postes convenus, faites en sorte que votre Affilié ou région envoie sa proposition de candidature. J’ai reçu beaucoup de questions d’information de la part des athlètes concernant des détails d’inscription pour les championnats de Clermont-Ferrand en 2008, pour Lahti et pour des championnats régionaux. Je suis content de pouvoir vous dire que j’ai été en mesure d’obtenir les informations en question de plusieurs affiliés, et de les transmettre aux athlètes, ce qui a été une grande aide partout. C’est pourquoi j’apprécie vraiment le fait que nombre d’entre vous tiennent leur site Internet à jour concernant les manifestations et les informations d’inscriptions. TRÉSORIER FRIEDEL SCHUNK Résumé : La période comptable de deux ans se terminant le 31 décembre 2008 s’est achevée par un surplus de $21.400. Les recettes ont été plus élevées que prévu en raison du grand succès du championnat du monde en salle de Clermont-Ferrand, France. Le taux de participation élevé à Riccione en 2007 (sur Piste) n’a pas généré de bénéfices financiers supplémentaires pour la WMA en raison d’un arrangement de cotisations fixes avec le Comité d’Organisation Local. Les dépenses pour les comités techniques ont dépassé le budget en raison de réunions de comité imprévues, rendues nécessaires par la vague de propositions de modification des règles techniques introduites à l’Assemblée Générale de Riccione. Les dépenses liées aux réunions du Conseil et les coûts dus aux tests de contrôle anti-dopage ont augmenté, alors que certains postes de dépenses ont été moins élevés que prévu dans le budget. L’ensemble des dépenses a dépassé le budget de 3%. Le bilan au 31 décembre 2008 fait état d’une augmentation de notre poste actifs nets de $ 21.400, montant qui, par coïncidence, correspond exactement à celui du surplus de recettes. Pendant ces huit années, j’ai eu l’honneur de présider un comité composé de six déléguées femmes venues de différentes régions. Certains changements se sont produits au niveau des déléguées. Ainsi, la représente de l’Afrique, Hella Kuppe, de Namibie, a été remplacée par May Edmond, de l’île Maurice. Aucun changement en ce qui concerne l’Asie ; Glory Barnabas en est la déléguée depuis très longtemps, et elle est actuellement la présidente de l’Association Singapour. Pas de changement non plus au niveau de l’Europe où Selma Türkkal est membre du Comité. Des changements par contre concernant la région Amérique du Nord, Amérique Centrale et Caraïbes, où Monica Tang Wing, de Trinidad & Tobago, a été remplacée comme déléguée par Marilyn Mitchell, des Etats-Unis. Helen Tobin, la déléguée de l’Océanie a, de son plein gré, cédé la place à Lynne Schickert. Pour ce qui est de l’Amérique du Sud, après avoir été déléguée pendant de nombreuses années, Iris Menza, d’Uruguay, a été remplacée par Esther Cabrera, de Bolivie. Je suis fière de pouvoir dire que nous pouvons toutes être satisfaites des buts que nous avons atteints. Sans aucun doute, il reste encore beaucoup à faire. L’Afrique, avec ses gros problèmes dans presque tous les domaines, différentes cultures, langues et situations politiques, et des problèmes financiers partout dans la vie quotidienne devra faire face à un avenir difficile ; mais des premiers pas sont visibles. L’Asie, une région immense composée à la fois de pays minuscules et de très grands états, tous représentés, riches et pauvres « côte à côte » jouit néanmoins depuis des années d’une bonne structure, et ce grâce aux longs efforts de personnes qui se sont engagées sans profit personnel. L’Europe, petit continent aux nombreuses langues, a une longue tradition d’athlétisme et les structure, expérience et équipements les meilleurs. Il en va de même pour l’Amérique du Nord, qui fait de son mieux pour développer le mouvement et le standard en Amérique Centrale. L’Océanie a de très bonnes bases, et, caractéristique de ce continent, des associations toutes très bien gérées ainsi que le plus grand nombre de femmes en poste. L’Amérique du Sud est un continent où tous 99 les pays sont membres de la WMA ainsi que de l’IAAF. De bons progrès en ce qui concerne l’athlétisme. Le Comité des Femmes établit un dossier complet tous les 2 ans (ainsi qu’un court rapport entre-deux) dans lequel les six délégués résument tous les détails importants, pas seulement en imitant les résultats, mais nous essayons toutes d’atteindre nos buts du mieux que nous le pouvons. Le programme est soumis, et je considère que j’ai eu beaucoup de chance, car au cours de ces années, pas un mot de mécontentement n’a été prononcé ; nous avons travaillé vraiment ensemble tout le long de ces huit années, avons été en contact très étroit par courriel, et avons eu de bonnes discussions lorsque nous nous sommes rencontrées durant les championnats. Nous réunions ont toujours eu un bon taux de fréquentation ; de plus en plus de pays se sont joints et ont présenté leurs problèmes. Nos rapports étaient disponibles, soit à la réunion des femmes, soit par courriel. Les réponses aux consultations ou aux demandes provenant de personnes en dehors du comité propre, ont été données en six langues, mais malheureusement ni en Russe, ni dans une des langues de l’Asie. Tout ceci n’a été possible que parce que chacune d’entre nous y a consacré du temps et de l’enthousiasme. Malgré tout, nous sommes bien d’accord qu’il reste des lacunes au niveau de la communication. Ceci devrait pouvoir être résolu à l’avenir grâce à Internet. Néanmoins je dois avouer que, s’il n’y a pas d’intérêt, rien ne peut être fait. J’espère que la dernière réunion des femmes que je présiderai sera une réussite, et que la future présidente aura autant de chance que j’en ai eu. Je tiens à vous dire un TRES, TRES grand merci ; vous êtes une super équipe et de très bonnes amies. Nous avons agi comme le recommande la Constitution dans son but 2.4 « pour favoriser l’amitié, la compréhension et la coopération internationale à travers l’athlétisme des masters ». Salutations sportives et bonne chance pour l’avenir Marina 100 RAPPORT: DU REPRESENTANT DE L’IAAF CESAR MORENO BRAVO Comme vous le savez probablement, le Comité IAAF des Maîtres a été créé dans le but d’améliorer les bonnes relations entre la WMA et l’IAAF. Bien qu’élus par les 213 membres de l’IAAF au Congrès de l’IAAF, de nombreux membres du Comité sont des personnalités éminentes au sein du mouvement de la WMA. Les membres actuels du Comité IAAF des Maîtres, élus au Congrès 2007 de l’lAAF à Osaka sont Jim Blair (NZL), Bridget Cushen (GBR), Danny Daniels (CAN), Jorge de la Canale (ARG) Leone Paulette Etong (CMR), Rex Harvey (USA), Marina HorneckeGil (ESP), Vadim Marshev (RUS), Dieter Massin (GER), Pier Luigi Migliolini (ITA) Shiengobu Murofushi (JPN) et Dawei Wang (CHN) ainsi que Monty Hacker comme membre coopté, et moi-même en tant que Président. Comme vous pouvez le voir, la WMA et le mouvement athlétique des Maîtres est, il me semble, très bien représenté. Notre comité peut être considéré comme un pont entre l’IAAF et la WMA. Nous recevons toutes les propositions ayant trait à l’athlétisme des Maîtres présentées par les membres de l’IAAF, et nous présentons les recommandations appropriées au Congrès de l’IAAF. Une de ces propositions provient par exemple des organisateurs de courses sur route, transmise par l’intermédiaire du Comité IAAF de Cross Country et la Commission IAAF de Course sur Route. Ils proposent de passer l’âge minimum d’un athlète vétéran participant à des courses sur route de 35 ans (comme approuvé par le Congrès d’Helsinki) à 40 ans. Leur requête se base sur le fait que certains athlètes de plus de 35 ans demeurent en tête dans le classement actuel, comme par exemple Jaouad Gharib, MAR (37) et Haile Gebrselassie ETH (36), qui font tous les deux partie des dix meilleurs en marathon. Nous reconnaissons qu’il y a peut-être deux douzaines d’athlètes dans cette situation qui, selon la proposition, ne peuvent pas être considérés comme des athlètes vétérans. Néanmoins la position du Comité des Maîtres est que nous devrions offrir plus de possibilités de s’entraîner et de participer à des compétitions d’athlétisme, et non réduire ces possibilités. Il existe beaucoup plus de coureurs qui n’osent pas courir contre des athlètes d’élite. Ils restent dans le 101 mouvement d’athlétisme parce qu’ils courent avec des athlètes d’un âge similaire. Cependant, j’ai mission d’écouter ce que l’Assemblée Générale de la WMA ici à Lahti décidera, de le transmettre au Congrès de l’IAAF à Berlin, et de le défendre. Depuis 2005, l’IAAF invite les meilleurs athlètes homme et femme de l’année. En 2007, le Conseil de la WMA a désigné comme meilleurs athlètes vétéran de l’année : Mme Phil Raschker (USA) coureur de haies F50 et M. Andrew Jamison (AUS) coureur longue distance M60. Tous deux ont participé à la Finale du Monde d’Athlétisme en 2007 et au Gala mondial d’Athlétisme. En 2008, Mme Christine Muller (SUI) coureur de haie, et M. Wolfgang Ritte (GER) perchiste M55 ont eu l’opportunité de se rendre dans la Principauté de Monaco pour célébrer leur victoire avec d’autres grands noms de notre sport – d’hier et d’aujourd’hui. Afin de soutenir le mouvement africain des vétérans, en 2008 l’IAAF a accordé une subvention de $5000 US, à être utilisée pour emmener les athlètes sur l’île Maurice où les Championnats d’Afrique des Vétérans se sont tenus au mois d’octobre . Comme c’est devenu une tradition, une réunion de coordination WMA-IAAF a eu lieu à la fois en 2007 et en 2008, et une rencontre est prévue pour 2009 à l’occasion du Gala de la Fondation Internationale d’Athlétisme. C’est une bonne occasion de contacter les leaders d’athlétisme des différentes parties du monde. L’année dernière, en particulier, il a été demandé à la WMA d’aligner ses propres règles anti-dopage sur les règles de l’Agence Mondiale AntiDopage et sur celles de l’IAAF. Pour terminer, je tiens à souligner que les excellentes relations entre l’IAAF et la WMA sont basées sur un respect, un soutien et une compréhension mutuels. J’espère que ce respect, ce soutien et cette confiance mutuels peuvent être étendus à nos organisations régionales et nationales. Cesar Moreno Bravo Représentant de l’IAAF 102 Motions de l’Assemblée Générale Propositions du Conseil de la WMA PROPOSITIONS DU CONSEIL DE LA WMA Constitution: (9)Arrêtés, Section 2 Conseil Partie (8), Suppression du texte existant : « Le Trésorier est habilité à régler à l’avance les factures des agents de voyage, pour couvrir les déplacements des membres du Conseil pour des réunions officiellement approuvées. » Il sera remplacé par : « Le Trésorier est autorisé à rembourser les voyages du conseil en accord avec une politique de remboursement des frais de déplacement établie dans ce but. Raison : La fonction de Trésorier est une obligation fiduciaire. Ne seront acceptées que les dépenses correctement documentées, et uniquement une fois réalisé l’objectif de la dépense en question. 10)Arrêtés, Section 2, Nouveau paragraphe Référence constitution 5 (0) Le Président sera désigné par le Président sur consultation du Conseil, de préférence, mais pas obligatoirement, parmi les rangs du Conseil. Raison : Pour des raisons de clarté et d’autorité, au niveau de la désignation des experts en dehors des membres du Conseil. (11)Arrêtés. Section 3 (4) Comité Législatif Additions au paragraphe (f) de : vi: Non inscription par l’intermédiaire de l’affilié du pays dont l’athlète est citoyen. vii: Les athlètes donnant une mauvaise réputation ou discréditant le sport. Raison : Couvrir des problèmes imprévus ou des irrégularités dans des compétitions de la WMA. 103 (12)Arrêtés, Section 4, Modification des règlements Addition d’un nouveau paragraphe 4(a) Pour garantir que les Règlements des Compétitions sont en bon ordre, toute proposition de modification de ces règlements, qui n’aura pas été préalablement soumise à approbation par le Comité sur Piste et /ou Hors Stade, ne pourra prendre effet qu’après avoir été jugée appropriée par les Comités sur Piste et /ou Hors Stade. De plus, les propositions doivent être approuvées par le Comité Législatif en ce qui concerne leur légalité, compatibilité, présentation et libellé. Si cet examen entraîne une modification quelconque de la proposition, celle-ci doit alors être de nouveau présentée pour approbation, sous sa forme modifiée et avec un justificatif complet des modifications, et ce, avant la prochaine réunion de l’organe compétent l’ayant approuvé à l’origine (soit le Conseil, soit l’Assemblée Générale). Raison : Suivre les mêmes principes que l’IAAF pour s’assurer que les Règlements des Compétitions sont viables avant leur soumission pour approbation à l’Assemblée Général, et exécution par la WMA et les Régions. RÈGLEMENTS DES COMPÉTITIONS (13)Règlements des Compétitions. Section 1 Championnats Hors Stade Les Championnats du monde Hors Stade de la WMA seront supprimés et les épreuves seront réparties par le Conseil. Des propositions pour ces épreuves peuvent être faites par les affiliés de la WMA ou par vote majoritaire à l’Assemblée, à condition qu’un préavis ait été déposé, comme requis. Raison : Clarification de l’Assemblée Générale 2005 où le résultat de la proposition a été décidé de façon incorrecte, une majorité simple étant suffisante. Règlements des Compétitions: section 1, Championnats: Amendement du paragraphe 1 (1) – supprimer les Championnats du monde Hors Stade et partager les épreuves entre les Championnats sur Piste et les Championnats en Salle. Votes: Pour 51 104 Contre Abstentions 41 0 (14)Règlements des Compétitions: Section 5, Inscriptions Amendement du 2ème paragraphe : (2) Si un athlète vient d’un pays qui n’est pas affilié à la WMA, il pourra alors s’inscrire directement, sous réserve de l’approbation du Conseil de la WMA. Le Conseil a le droit de faire une exception pour un affilié spécifique de la WMA. Le Secrétaire de la WMA soumettra une liste de tous les Affiliés de la WMA au Comité d’Organisation, au moins 120 jours avant le début des Championnats. Raison : Nouveau libellé pour clarifier. (15)Règlements des Compétition: Section 8. Épreuves de marche et courses NOUVEAU Paragraphe (11) : Dans tous les championnats approuvés de la WMA, le “temps du pistolet” sera utilisé dans tous les cas de chronométrage par puce ou par un système électronique similaire. Raison : Le « Temps du pistolet” est le seul temps officiel accepté par l’IAAF. Les directeurs de courses, les reporters, les officiels et la majorité des athlètes continuent à ne pas savoir vraiment quel est le temps « officiel ». (16)Règlements des Compétitions: Section 8. Épreuves de marche et courses NOUVEAU Paragraphe (12) : (i) Dans tous les championnats d’athlétisme de la WMA, les épreuves hors stade seront chronométrées par puce ou par un système de chronométrage électronique similaire. (ii) Les compétitions de marche athlétique sur piste seront chronométrées par puce ou par un système de chronométrage électronique similaire. (iii) Une demande peut être faite par le CLO d’un championnat de la WMA, dans un délai de deux semaines après la clôture des inscriptions, pour utiliser une méthode de chronométrage alternative. Cette demande doit être déposée, par l’intermédiaire du Secrétaire de la WMA, auprès des viceprésidents Hors Stade et Sur Piste de la WMA. Une décision 105 sera transmise au CLO dans un délai de trois semaines après réception de la demande. Raisons : (i) (ii) Une puce ou un système électronique similaire comptabilise les tours de piste avec exactitude. Aussi bien les officiels et les athlètes que leurs supporters s’embrouillent dans les longues courses et ne savent plus à quel tour ils en sont. Les courses hors stade de la WMA et les marches athlétiques en particulier sont confrontées à ce problème depuis des années. Les officiels comptabilisent les tours de piste simplement à l’aide de marques de contrôle qui ne peuvent pas être vérifiées. (iii) Parfois les CLO peuvent considérer que le nombre des inscriptions est faible, et par conséquent ne justifie pas le coût d’une puce ; ou alors la puce n’est pas disponible là où ils se situent. Cet article constitue donc une porte de sortie pour le CLO, en cas de besoin. 17)Règlements des Compétitions: Section 5, Inscriptions Nouveau paragraphe : Une fois les inscriptions validées par l’Affilié de la WMA et transmis au Comité d’Organisation, ce dernier ne procèdera pas à des modifications des inscriptions sans l’approbation ou la demande écrite expresse de l’Affilié de la WMA. Raison : Le cas s’est présenté où un Comité d’Organisation n’a pas tenu compte des corrections des Affiliés de la WMA et des dirigeants d’équipe, et a utilisé les inscriptions d’origine des athlètes comme source de données, annulant les corrections qui ont été apportées, et rendant ainsi l’inscription de l’athlète incorrecte. PROPOSITIONS CONSTITUTIONNELLES DES AFFILIÉS (18)Proposition de la Fédération Britannique d’Athlétisme Master Constitution, Section 11, Eligibilité La Fédération Britannique d’Athlétisme Master propose de modifier la section 11(b) comme suit : Les athlètes possédant une double nationalité /citoyenneté (ou vivant en permanence dans un pays étranger) peuvent être autorisés à changer de nationalité/citoyenneté ou d’Affilié (par exemple représenter en compétition un autre pays) à condition qu’il y ait eu une modification de leur adresse fixe. De tels changements doivent être acceptés par les 106 organes nationaux et signalés au Secrétaire de la WMA, et ils ne peuvent prendre effet qu’une fois approuvés par écrit par le Secrétaire de la WMA. Raison : De nombreux athlètes vivent à l’étranger et ne veulent pas changer de pays de nationalité, mais souhaitent représenter en compétition le pays dans lequel ils vivent, et ceci leur en donne la possibilité par l’intermédiaire de leur ancien affilié. (19)Addition à l’Arrêté, si 11, (b) devait être accepté et ce paragraphe adopté Section 11 Eligibilité Le cas des athlètes ayant obtenu une dispense avec le paragraphe 11(b) et demandant une 2ème modification du statut d’affiliation nationale sera examiné par le Conseil de la WMA, sur demande de leur affilié actuel et présentation de tous les motifs, avec des justificatifs des deux organismes d’affiliation concernés. Un tel changement ne sera accordé que s’il s’agit d’un retour à l’affiliation d’origine de nationalité/citoyenneté, et l’athlète concerné sera inéligible pendant un terme, en conformité avec les règles d’éligibilité de la WMA/l’IAAF. (20)Proposition de l’Association Finlandaise des Athlètes Vétérans et de la Fédération Italienne d’Athlétisme Constitution: Section 5, Conseil Addition au paragraphe 5 (e): Le Conseil nommera une Commission Permanente chargée de traiter des problèmes de dopage et médicaux. Cette commission aura pouvoir de décision pour toutes les activités de la WMA ayant trait aux problèmes de dopage et questions médicales. La commission devra coopérer étroitement avec le Comité Médical de l’IAAF. Les paragraphes actuels (e) à (n) deviendront (f) à (o). Section 8, Comités Suppression du paragraphe (c): « Comité Antidopage et Médical » (21)Constitution: Section 8, Comités L’Association d’Athlétisme Master des USA propose de supprimer la dernière phrase de la section 8 (c) de la Constitution Constitution: Section 8, Comités 107 Paragraphe. 8 (c) La Fédération Britannique d’Athlétisme Master propose que le Conseil de la WMA demande à la Commission Médicale et Antidopage de l’IAAF et à l’AMA d’établir une liste séparée et moins stricte des substances prohibées, applicable uniquement lors des compétitions d’athlétisme Masters, afin d’autoriser une médication prescrite pour des conditions relatives à l’âge, chez les athlètes âgé de 35 ans et plus. Raison : La Fédération Britannique d’Athlétisme Master pense que, tout en respectant les mêmes principes d’antidopage, les athlètes vétérans, particulièrement les groupes d’âge plus âgé, ont besoin de valeurs différentes de celles des athlètes normaux, en ce qui concerne les substances prohibées. ARRÊTÉS (23)Motion proposée par l’Association Finlandaise des Athlètes Vétérans et par la Fédération Italienne d’Athlétisme Arrêtés, Section 3, Comités Suppression du paragraphe (3) de la section (3) Comité Antidopage et Médical Le paragraphe (6) actuel Comité Consultatif chargé de l’Organisation deviendra le paragraphe (3) – voir ci-dessus Addition : Paragraphe 4. Comité “Commission Antidopage et Médicale Cette Commission comporte au maximum cinq membres répartis comme suit : Trois membres doivent avoir une expérience médicale ou pharmaceutique Un membre doit avoir une formation juridique Un membre doit être nominé par le Comité Médical de l’IAAF et devra être nommé président. Les membres seront désignés à la Commission par le Conseil. Responsabilités de la Commission : - Rédiger la version définitive du Code Antidopage de la WMA et le mettre en application. Rédiger des propositions de texte concernant une application des règlements antidopage adaptée à l’âge, et les avancer pour vote par le panel de prise de décision - Etablir des règlements d’exemption pour Autorisation à Usage Thérapeutique (AUT) 108 - Gérer les contrôles de dopage dans tous les championnats du monde, conformément au Guide de Procédure de Contrôle du Dopage de l’IAAF et de l’AMA - Accorder un soutien technique expert aux Associations Régionales de la WMA, et être responsable vis-à-vis du Masters des questions d’éducation générales concernant les problèmes de dopage. - Rapporter l’ensemble des questions générales et spécifiques de dopage au Conseil et au Comité Législatif - Etre aussi responsable de toutes les questions médicales y compris la détermination sexuelle. Les paragraphes 4 et 5 actuels deviendront les paragraphes 5 et 6. RÈGLEMENTS DES COMPÉTITIONS (24)Proposition de l’Association Finlandaise des Athlètes Vétérans et de la Fédération Italienne d’Athlétisme Règlements des Compétitions. Section 2, addition de nouveaux Paragraphes Contrôle Antidopage : Des contrôles antidopage des compétiteurs peuvent avoir lieu à tout moment y compris à des championnats du monde WMA sur Piste, en Salle et Hors Salle, et seront effectués durant des épreuves sur Piste, en Salle et Hors Salle. (2a) Les contrôles antidopage sont obligatoires durant tous les championnats du monde de la WMA. Chaque CLO accepte cette procédure conformément aux règlements de l’IAAF et de l’AMA. (2b) Le nombre de contrôles est fonction du nombre de d’inscriptions (= athlètes enregistrés) et ne doit pas être inférieur à 1,0%. (2c) Les Affiliés de la WMA acceptent (obligatoirement) la procédure de dépistage de drogue pendant leurs championnats régionaux. (2d) Les Affiliés de la WMA acceptent également un pourcentage de ces tests de dépistage correspondant au nombre d’inscriptions (= athlètes enregistrés) et n’étant pas inférieur à 0,5%. (25) Règlement des Compétitions: Section 10, Steeple Chase Proposition de la Fédération Espagnole Royale d’Athlétisme (RFEA) (28-31) La RFEA propose que la hauteur des barrières de Steeple Chase soit réduite de 0,914m à 0,762m pour la catégorie M50-M55. 109 Raison: Il y a des modifications de toutes les épreuves pour hommes de 45 à 50 ans, sauf en ce qui concerne le steeple chase. Les hauteurs sont ajustées dans le 60mh, 100mh, 400mh, et il y a des ajustements dans les épreuves de lancer. Cette proposition permet donc de rétablir une certaine égalité. (26)La RFEA propose que les hommes de 60+ et les femmes de 60+ ne participent pas aux épreuves de steeple chase. Raison : Une prise de conscience de barrières et le fossé d’eau. la difficulté de sauter les (27)Si le paragraphe (28) ne devait pas être adopté, la RSAF propose alors que, pour les hommes de 60+ et les femmes de 60+ le passage du fossé d’eau ne soit pas inclus dans le steeple chase. (28)La RFEA propose que les distances du steeple chase soient augmentées de 2000 mètres à 3000 mètres pour les femmes de 35-40-45. (29)Proposition de la Fédération Britannique d’Athlétisme Masters Règlements des Compétitions, Section I. La Fédération Britannique d’Athlétisme Masters (BMAF) propose que les Championnats en Salle et Hors Stade (une fois réintroduits) de la WMA soient organisés tous les quatre ans à partir de 2008 (après Clermont-Ferrand), et qu’ils aient lieu les années quadriennales paires. Raisons : Nous pensons qu’il y a trop de championnats, et en particulier qu’ils sont en général en Europe, et que leurs coûts deviennent trop élevés. Les athlètes ne peuvent donc pas participer à tous les championnats, ce qui entraîne une réduction du nombre des inscriptions et qui complique la recherche d’organisateurs pour les championnats. (30)Proposition de la Fédération Britannique d’Athlétisme Masters Règlements des Compétitions, Section 5, Inscriptions 1) le paragraphe actuel : « Les inscriptions à tous les championnats du monde de la WMA seront transmises, soit par leur Affilié national, soit par courrier électronique(e-mail) directement au Comité d’Organisation. Une inscription reçue par le Comité 110 d’Organisation par courrier électronique (e-mail) doit être validée par l’Affilié de la WMA de l’athlète concerné. Les Affiliés et le Comité d’Organisation informeront le Secrétaire de la WMA de leurs méthodes de validation des inscriptions ». sera modifié en : « Les inscriptions à tous les championnats du monde de la WMA seront transmises par l’intermédiaire de l’Affilié national de la WMA au Comité d’Organisation, par voie de courrier électronique (e-mail) ou par voie de courrier postal. Les inscriptions reçues par le Comité d’Organisation courrier électronique (e-mail) doivent être validées par l’Affilié de la WMA avec les copies « dures ». Les Affiliés et le Comité d’Organisation des compétitions informeront le Secrétaire de la WMA de leurs méthodes de validation des inscriptions. Raison : Les athlètes qui s’inscrivent directement auprès d’un CLO créent des problèmes considérables aux Affiliés qui doivent valider ces inscriptions, et de nombreux affiliés n’ont pas suffisamment de personnel à temps plein pour faire face à cette situation. (31)Proposition de la Fédération Britannique d’Athlétisme Masters Règlements des Compétitions, Section 5. Inscriptions Nouveau paragraphe: La BMAF propose que pour tous les championnats de la WMA, le CLO utilise un programme d’informatique compatible pour les inscriptions, et que les affiliés en ayant besoin puissent disposer de la base de données, ceci dans le but de faciliter les inscriptions. Ou bien, que tout programme utilisé soit compatible, afin d’accepter les inscriptions électroniques des principaux affiliés. Raison : Nous sommes pour l’envoi des inscriptions par courrier électronique, mais chaque CLO a un système informatique différent. Avoir à utiliser un système différent à chaque championnat représente une perte de temps, spécialement pour les affiliés dont les athlètes sont déjà dans une base de données et qui pourraient envoyer leur base de données au CLO. (32) Proposition de l’Association Finlandaise des Vétérans Règlements des Compétitions, Section 1, Championnats 111 Athlètes Dans le programme des Championnats du monde sur Piste, il ne devrait y avoir qu’un (1) seul jour de repos. (33)Proposition de l’Association Masters d’Australie Règlements des Compétitions, Epreuves en Stade L’Association Masters d’Australie propose que pour la catégorie W70+, le poids du marteau et du poids soit réduit de 3 kg à 2 kg. Raison : Les femmes n’ont qu’une seule réduction de poids, à 50 ans. Les hommes ont une réduction de poids à 50, 60 70 et 80 ans. C’est injuste d’attendre des femmes qu’elles utilisent le même engin à 50 ans ou à 90 ans. (34)Proposition de l’Association Masters d’Australie Règlements des Compétitions, Epreuves en Stade L’Association Masters d’Australie propose que pour la catégorie W70+, le poids du disque soit réduit de 1 kg à 0,75kg. (actuellement, le disque de 0,75 kg est réservé uniquement à la catégorie W80+) Raison : Les records de lancer montrent qu’il y a une baisse importante de la capacité de lancer chez les femmes du groupe d’âge de soixante-dix ans. Les hommes ont une réduction du poids du disque à 50 ans et une autre à 60 ans. Par contre les femmes utilisent le même disque qu’elles aient 40, 50, 60 ou 70 ans. (35)Proposition de l’Association Masters d’Australie Règlements des Compétitions, Epreuves en Stade L’Association Masters d’Australie propose que pour la catégorie W70+, le poids lourd soit réduit de 5,45 kg à 4kg Raison : Le poids lourd pèse le double du poids qui est utilisé dans tous les groupes d’âge. Cette réduction permettra de conserver ce schéma. Les hommes ont une réduction du poids lourd à cet âge. (36)Règlements des Compétitions, Section 19, Compétitions d’Epreuves Combinées, paragraphe 4-5 Proposition de modifier le terme « pentathlon « pentathlon de lancer ». 112 poids » en Raison : Ce terme est plus approprié, et permettra confusion avec les épreuves de lancer de poids. d’éviter une (37)Proposition de l’Association Masters d’Australie Règlements des Compétitions, Section 8, Epreuves de marche et les courses En ce qui concerne les records du monde des épreuves de marche sur piste et sur route, l’Association Masters d’Australie propose d’exiger la présence d’un minimum de six (6) juges accrédités nationalement, dont au moins un juge du plus haut niveau d’Officiel Technique National, c’est à dire au moins l’équivalent d’un Officiel Technique de Niveau 1 de l’IAAF. Raison: Les compétitions européennes de masters ont la possibilité d’engager six (6) juges de marche internationaux de l’IAAF dans les épreuves de marches où des records/meilleures performances sont susceptibles d’être établis. En raison du facteur distance et de la faible population de nombreux affiliés de la WMA, il n’est ni pratique ni économique de respecter cette règle. En fixant un standard à la portée de ces affiliés, la validité des demandes d’homologation d’un record du monde serait alors justifiée. (38)Proposition de la Fédération d’Athlétisme Masters de Grande-Bretagne Règlements des Compétitions, Section 8, Epreuves de marche et les courses La Fédération d’Athlétisme Masters de Grande-Bretagne propose que, pour les épreuves de marche sur route et sur piste, les juges aient l’instruction de faire preuve de retenue lors de l’application des règlements concernant les « genoux tendus » en contact, pour les masters. Raison : De nombreux masters, particulièrement dans les catégories d’âge les plus élevées, ont des difficultés à tendre le genou, et ceci ne devrait pas constituer un motif de disqualification. Raison : C’est une question de sécurité, la plupart des chutes dans les épreuves de 300 mètres ayant tendance à se produire lors des 100 derniers mètres, lorsque les athlètes sont fatigués. (40)L’Association Masters d’Australie propose que, pour la catégorie W65+,les 300 soient remplacées par des 200 mètres haies. mètres haies Raison : Les courses de haies posent de plus en plus un problème de sécurité en ce qui concerne les athlètes les plus âgés. En réduisant la longueur de cette épreuve, on réduit le niveau de fatigue, et l’épreuve reste un défi adéquat. Raison : Dans cette tranche d’âge, un pourcentage important d’athlètes ont du mal à conserver la forme qu’ils avaient dans la tranche d’âge précédente. Cette modification encouragerait un plus grand nombre d’athlète à continuer à se présenter à cette épreuve. 114 (43)L’Association Masters d’Australie propose que, pour la catégorie d’âge W45, les 400 mètres haies actuels soient remplacés par des 300 mètres haies. Raison : L’épreuve du 400 mètres haies existe pour les femmes depuis la jeunesse. Néanmoins, alors qu’il y a une baisse de capacité de vitesse et de détente chez les femmes à partir de 45 ans, la distance et la hauteur des haies restent inchangées. (44) L’Association Masters d’Australie propose que, pour les catégories d’âge W50 et W55, la hauteur des haies soit réduite à 0,686m dans les 300 mètres haies. Raison : Dans cette épreuve, la hauteur des haies est de 0,762m pour les femmes depuis la jeunesse. Il n’a raisonnable d’attendre des femmes de 50-59 ans qu’elles continuent à franchir la même hauteur. Au niveau des hommes, il y a réduction de la hauteur à 50 ans. (45) L’Association Masters d’Australie propose que, pour la catégorie d’âge W60, la hauteur des haies soit réduite à 0,600m dans les 300 mètres haies. Raison : La hauteur des haies est normalement inférieure dans les courses de haies hautes comparées aux courses de haies basses. Néanmoins, dans la catégorie d’âge W60, la hauteur des haies est la même quelle que soit l’épreuve. (46) L’Association Masters d’Australie propose que, pour la catégorie d’âge M45, la hauteur des haies réduite de 0,914m à 0,840m dans les 400 mètres haies. soit Raison : A partir de 45 ans, une diminution de la capacité de détente dans les jambes augmente déjà le degré de difficulté de cette épreuve. Raison : Respecter le but du règlement 168.3 de l’IAAF. De nombreux athlètes participent à des compétitions nationales et internationales dans lesquelles les règlements de l’IAAF sont appliqués, avec une hauteur de haies de 1,067 mètres. 116 (50)Proposition de l’Association Finlandaise des Athlètes Vétérans et de la Fédération Italienne d’Athlétisme Modifier la distance jusqu’à la première haie de 16m à 12m pour les courses de haies en plein air et en salle, dans la catégorie d’âge M60-69. Raison : Respecter le but du règlement 168 de l’IAAF et le tableau 2.2.-3.1 du manuel des installations d’athlétisme, qui indique que la distance maximum entre le départ et la première haie ne doit pas dépasser 13,72m. Le but est de rétablir une situation technique homogène pour tous les groupes d’âge concernant les 60 et plus. Les pieds ou les mains peuvent toucher uniquement la surface supérieure de la barrière, et aucune autre partie du corps ne doit toucher une partie des barrières quelles qu’elle soient. soit amendé comme suit: “(3) Les athlètes peuvent franchir, sauter ou poser le pied sur le bord supérieur des barrières, et ils doivent passer par-dessus ou traverser l’eau. Ce faisant, un athlète sera disqualifié si (a) ne franchit pas (b) passe d’un côté (c) passe le pied déterminé par le franchissement. ” une barrière, ou de l’autre de la rivière, ou ou la jambe au-dessous du plan horizontal bord supérieur d’une haie au moment du Raison: A notre avis, la règle actuelle impose un standard peu réaliste aux athlètes, car il peut y avoir de nombreuses circonstances dans lesquelles un athlète touche le devant ou l’arrière d’une haie avec une main, un pied ou une jambe. De plus, nous clarifions les circonstances selon lesquelles un athlète peut être disqualifié. Cette clarification est adaptée des Règles des Compétitions de l’IAAF, mais modifiée pour utiliser le terme plus commun de « barrière » au lieu de « haie ». (ce point est essentiellement une copie d’une partie des Règles de l’AAF pour le steeple) (Contexte: Le Comité sur Piste de Riccione a recommandé la suppression de l’exception de la WMA aux règles de l’IAAF concernant le steeple, et le Conseil de Riccione a voté la suppression de cette exception) Le Comité sur Piste est d’accord avec le Conseil de Riccione pour rejeter ce point. Justification sur Piste: Cette proposition a reformulé des règles existantes et n’a pas corrigé le problème, qui est que l’exception présente de la WMA entraînerait la disqualification de deux tiers environ des concurrents dont les meilleurs. 118 Nouveau Motions de l’Assemblée Générale Lahti 1) Amendement de la Constitution (par le Conseil) Assemblée Générale, Inscription 4.2.5.1 (nouveau) Tout affilié dont le/les nom(s) des délégués n’aurait pas été fourni en écrivant au secrétaire dans la période fixée de 30 jours sera néanmoins autorisé à participer et à voter à l’Assemblée Générale si ce délégué est en mesure de fournir au secrétaire ou à son substitut, pendant ou avant l’inscription à l’Assemblée Générale, l’accréditation écrite propre de l’Affilié qui a désigné ce délégué comme son représentant à l’Assemblée. Une telle accréditation doit être dûment signée par le président ou le secrétaire de l’Affilié sur papier à lettres valide de l’Affilié. Raison de cette proposition d’amendement : Depuis Puerto Rico, maintes Assemblées Générales de la WMA ont été retardées et perturbées parce que les arrêtés exigeaient, soit l’inscription du délégué, soit la notification du délégué pas plus de 30 jours avant l’Assemblée Générale. Ceci, afin qu’ils soient en mesure de participer et de voter. Néanmoins, conformément avec la procédure de l’IAAF, tous les délégués assistant à leurs Assemblées Générales ont le droit de participer et de voter, à condition qu’ils soient les délégués autorisés et dûment désignés des différentes fédérations de l’IAAF. Il est par conséquent recommandé que la WMA suive cette procédure, car cela permettrait non seulement de rationaliser l’inscription des délégués le jour de l’Assemblée Générale, mais aussi et surtout de rationaliser les processus à l’Assemblée Générale et d’éviter les débats, discussions et controverses de vote ayant caractérisé les débuts d’Assemblée Générale ces dernières années, et à cause desquelles ces Assemblées Générales ont dépassé le temps alloué. De plus, cet amendement simplifiera amplement la vie du Secrétaire au moment de l’Assemblée Générale. 2) Amendement de la Constitution (par le Conseil) 7.5 Secrétaire 7.5.4 Texte actuel: Le Secrétaire enverra les procès-verbaux de réunions du Conseil aux membres du Conseil. Raison: Pour d’être informatif et utile, un procès-verbal doit être préparé et distribué dans un délai raisonnable. 3) Amendement de la Constitution (par le Conseil) 4.4 Assemblée Générale, Agenda 4.4.2 L’Assemblée Générale peut Ajouter à 4.4.2.1 Toute nouvelle proposition de modification des Règlements de Compétition doit d’abord être évaluée par les Comités sur Piste et/ou Hors-Stade avant d’être introduite à l’Assemblée Générale pour vote. Afin d’être prise en considération pour vote à l’Assemblée Générale, toute proposition de modification doit parvenir aux comités au moins un an avant l’Assemblée Générale. Cette demande est à lire conjointement avec l’arrêté clause 4.2.1. des Modifications des Règlements. Raison: L’Assemblée Générale ne devrait pas être envahie de propositions de modification des Règlements de Compétition n’ayant pas été évaluées sur le plan technique. C’est le rôle des Comités sur Piste et Hors-Stade d’examiner et d’évaluer les propositions de modification et de présenter des recommandations à ce sujet, avant un vote éventuel de l’Assemblée Générale. 4) Amendement de la Constitution (par le Conseil) 5. Conseil. 5.3 But 5.3.7 (ajouter un nouveau paragraphe) Les membres du Conseil ne sont pas autorisés à détenir de poste d’organisation dans des organisations promouvant des compétitions non approuvées par la WMA. Raison: La mission et l’image de la WMA ne devraient pas être ternies par l’impression que la WMA, par l’intermédiaire de ses officiels, soutient, tolère ou promeut des compétitions qui, de fait ou en apparence, sont en concurrence athlétique avec les championnats de la WMA. 120 5) Amendement à la Constitution (par le Conseil) 5. Raison: Décourager les hauts responsables de la WMA de s’engager dans des activités préjudiciables au statut et à la mission de la WMA. 7) Amendement des Arrêtés (par le Conseil) 3.4 Comité Législatif 3.4.4 Allégations relatives à la discipline 3.4.4.6.1 (nouveau paragraphe): Ayant un conflit d’intérêt. Raison: Identifier spécifiquement disciplinaire. une 121 cause possible d’action 8) Amendement des Arrêtés (par le Conseil) 3.3 Comité Médical et Anti-Dopage 3.3.3 Application du CODE Anti-dopage de la WMA 3.3.3.1 (nouveau paragraphe): Les Règles Anti-Dopage de la WMA comme figurant sur le site Internet de la WMA avec les Règlement et les postes prévus pour adoption selon les annexes « L » les Règles Anti-Dopage et « L1 » les Règlements des Autorisations à Usage Thérapeutique (AUT) Raison: Prévoir les postes et les officiels nommés pour l’application des Règles Anti-Dopage de la WMA et des Règlements. 9) Amendement des Hors-Stade) Règlements de Compétition (par les Comités Règle 116 Constitution d’un panel de marche athlétique de la WMA Le panel devra être composé de: 1. Juges de marche athlétique sélectionnés et approuvés par le vice-président Hors-Stade de la WMA 2. Juges de marche athlétique expérimentés dans l’athlétisme des Masters provenant de différents pays 3. Tous les juges devront faire une période d’essai avant leur approbation finale comme juge de marche athlétique de la WMA. 4. Une liste des juges de marche athlétique agréés de la WMA sera mise sur le site Internet de la WMA. 5. Tous les juges de marche athlétique d’un championnat de la WMA devront avoir été approuvés par le vice-président HorsStade, et ce pas plus tard qu’un mois avant le championnat.. Raison: Cette proposition est une réponse aux critiques des règlements et des juges que nous utilisons dans les compétitions de la WMA. Dans le passé, les championnats des Masters ont eu des problèmes d’uniformité dans les jugements de marche athlétique au niveau hommes/femmes, athlètes plus jeunes/plus âgés et interprétations des règles. Même les plus hauts juges ont fait preuve de manque d’uniformité. Cette proposition apportera une certaine uniformité dans le jugement. A chaque championnat, une partie du panel de marche athlétique servira à apporter cette uniformité à la compétition et à aider à former les nouveaux juges de marche athlétique de la WMA à cet égard. Le panel s’agrandira au fur et à mesure des années, et à la fin, tous les championnats seront jugés par des officiels qui 122 savent comment interpréter les règles de marche athlétique au sein de notre sport. Cette initiative assurera à la WMA une position de leader au niveau du jugements de la marche athlétique. 10)Addition aux Règlements des Compétitions (Par le Comité HorsStade) Règle 116.1. Juges Internationaux de Marche Athlétique Nouvelle Règle Pour les compétitions, un minimum de quatre (4) juges de marche agréés au niveau national ou international provenant de quatre différents pays sera exigé, ainsi qu’un nombre approprié d’autres juges venant du pays hôte. Pour les championnats de la WMA, le vice-président Hors-Stade de la WMA nommera le juge-chef de marche athlétique. Raison: Assurer la disponibilité de juges de marche athlétique hautement qualifiés. 11)Amendement des Règlements des Compétitions (proposé par le Conseil) Règle 200 Compétitions d’Epreuves Combinées Que les nouvelles tables de cotation par âge modèle 2010, comme proposées sur le site Internet de la WMA, soient adoptées par la WMA afin d’être applicables au 1er mai 2010. Raison: Des déficiences dans les facteurs de décompte de points des épreuves combinées ont été reconnues. Après des examens détaillés et avec l’assistance de l’expert allemand Bernd Rehpenning, de nouvelles tables détaillées appelées Modèle 2010 ont été calculées, examinées et acceptées par le Comité sur Piste, et proposé pour adoption par le Conseil de la WMA. Ces tables sont publiées sur le site Internet de la WMA. Election des Officiels 6.1 Nominations 6.1.1 Texte actuel : La nomination de candidats pour des postes peut uniquement être faite par un Affilié et doit avoir été remise au secrétaire de la WMA quatre-vingt-dix (90) jours avant la date d’ouverture de l’Assemblée Générale. Toutes les propositions de candidature doivent être accompagnées de CV. Le secrétaire doit informer tous les Affiliés, au plus tard 180 jours avant la date d’ouverture de l’Assemblée Générale, des membres du Conseil désirant se porter candidat pour un autre mandat. Une nomination ne peut être acceptée par l’assemblée à une réunion de l’Assemblée Générale que si son président est convaincu par les raisons pour lesquelles la nomination n’a pas été faite comme il convenait. La nomination d’un candidat pour un poste peut être faite par tout affilié de la WMA, mais si elle ne provient pas de l’affilié du candidat proposé, cette nomination doit, pour être valide, être soutenue ou appuyée par écrit par l’Affilié de ce candidat. Le dernier paragraphe doit être changé en : Nomination d’un candidat pour un poste doit uniquement être faite par l’Affilié du candidat proposé. Dans les deux cas, de les appeler du même nom que les compétitions de l’IOC. 22)Amendement des Règlements de Compétition (par l’Athlétisme des Masters de Nouvelle Zélande) Proposition: Steeple (Règle de l’IAAF 169.7a ) Que, dans les compétitions de steeple, les concurrents ne soient pas obligés de « SAUTER » les haies, à condition qu’ils les passent « dans un mouvement continu » (Règle de l’IAAF 169.7) Raison Le Comité sur Piste de la WMA, par l’intermédiaire du Conseil de la WMA, a eu la sagesse d’annuler la règle amendée de la WMA et de stipuler que toutes les compétitions de steeple de la WMA suivent uniquement la règle de l’IAAF. Règle de l’IAAF 169 Partie 7 Tout athlète doit passer par dessus ou traverser l’eau et doit FRANCHIR chaque haie. Un non respect de cette disposition entraînera une disqualification. De plus, un athlète sera également disqualifié (a) s’il passe d’un côté ou de l’autre de la rivière ou (b) s’il passe le 127 pied ou la jambe au-dessous du plan horizontal déterminé par le bord supérieur d’une haie au moment du franchissement. Pourvu que cette règle soit respectée, un athlète franchir chaque haie de quelque manière que ce soit. peut EXPLICATION Il est évident que nos athlètes plus âgés, et plus particulièrement les femmes plus âgées, ne sont pas en mesure de SAUTER les haies comme requis par la règle de l’IAAF et seraient donc disqualifiés. Le fait que la WMA ait maintenant indiqué que pour les compétitions de steeple seule la Règle de l’IAAF sera appliquée signifie maintenant que de nombreux athlètes plus âgés seront automatiquement disqualifiés selon cette règle de l’IAAF, n’étant pas en mesure de SAUTER les barrières. « Passer par-dessus » ou « escalader » les haies ne correspond PAS à ce que demande l’IAAF. Notre proposition à pour but de permettre à ces athlètes plus âgés, et principalement aux femmes plus âgées de continuer à participer à des compétitions Masters de steeple, et d’éviter de nombreuses disqualifications dont la conséquence risque d’être de perdre nos athlètes plus âgés pour ce sport. 23) Proposition de changement des REGLES ANTIDOPAGE DE LA WMA Organisation Norvégienne des Maîtres REGLE 40. 1 (a) (i). (c) (i) (ii) (a)dans le cas d’une infraction commise aux règles 32.2(a), (b) ou (f) (substances interdites ou méthodes interdites), sauf si la substance interdite est une substance spécifique dans un cas régi par la règle 40.5 ci-dessous ou la règle 32.2(i) (compétition durant une période de suspension ou d’inéligibilité) : (i) première infraction: suspension pour moins quatre années. (ii) deuxième infraction: suspension à vie. une période d’au (b) dans le cas d’une infraction à la règle 32.2(c) (refus ou omission de se soumettre à un contrôle de dopage) ou à la règle 32.2(e) (falsification du contrôle antidopage) : (i) première infraction: suspension pour moins quatre années. ii) deuxième infraction: suspension à vie. 128 une période d’au (c) dans le cas d’une contrôles manqués): infraction à la règle 32.2(d) (3 (i) première infraction: suspension pour une période d’au moins deux années. (ii) deuxième infraction et infractions suivantes: suspension pour une période de quatre années. La raison pour laquelle nous proposons ces modifications des règles est le manque d’impact d’une exclusion de deux ans dont nous avons fait l’expérience. Nous connaissons le cas d’un athlète qui a battu deux records du monde M50 et M55 en lancer de poids. Il a ensuite été pris pour dopage. Après deux années de quarantaine, il a battu un nouveau record du monde en M60. Nous pensons que cet athlète a profité de ses années de suspension pour préparer son retour à la compétition avec beaucoup d’habilité et de grandes espérances. Pour éviter une telle pratique, nous proposons de modifier les règles en passant la durée de suspension de compétition de 2 années à 4 années, comme indiqué ci-dessus. Il n’y a pas de raison de ne pas prendre la tête du combat pour une compétition propre, bien conscients des règles de l’IAAF/WADA. Il ne faut pas oublier qu’un athlète n’est junior ou en haut du classement que pendant quelques années. Par contre, on peut faire des compétition en tant que vétérans pendant une longue période, peut-être une soixantaine d’années. C’est pourquoi une suspension de deux années n’a pas le même effet sur les vétérans. Cette proposition n’a pas été traduite en 2007, mais étant donnée qu’elle a été rejetée et qu’il existe une autre proposition provenant de Nouvelle-Zélande, je ne pense pas que cela vaille la peine de la traduire. 129
