Our Speakers
Hassan Mekouar is the founding President of the Moroccan Fulbright Alumni
Association (MFAA) and the President of the Moroccan-American Commission for
Educational and Cultural Exchange (MACECE). Dr. Mekouar is a Professor of
American Literature at the Faculty of Letters, University Mohammed V, Rabat,
former Dean of this same Faculty, and Former President of the University
Mohamed I of Oujda. He is one of the most prolific Moroccan poets writing in
English.
About The Moroccan-American Commission for Educational an Academic
E xch an g e
(M A C E C E )
MACECE’s mission is to promote the spirit of friendship and cultural
understanding between the peoples of Morocco and the United States of America
by facilitating academic and cultural exchanges between the two countries. Since
the beginning of Fulbright program in Morocco, more than 2000 Moroccans have
traveled to the United States through MACECE’s programs and more than 1700
Americans have similarly come to Morocco.
James A. Miller is Executive Secretary of MACECE, the Moroccan American
Commission for Educational and Cultural Exchange, which administers the
Fulbright program in Morocco. Professor Emeritus of Geography at Clemson
University (South Carolina), he was Director of the American Research Center in
Tunis (CEMAT) from 2003 to 2006, and was also President of the American
Institute for Maghreb Studies (AIMS) between 2007 and 2010. Dr. Miller was codirector of the Sijilmasa Project, which excavated medieval Sijilmasa and
explored the surrounding Tafilalt oasis. He is the co-author of The Last Civilized
Place: Sijilmasa and Its Saharan Destiny (2015). Three-time Fulbright grantee in
Morocco and author of Imlil, A Modern Moroccan Geography and other
publications on Morocco and in cultural geography, Miller’s Ph.D. is from the
University of Texas.
Ms. Stephanie Miley is a career member of the Senior Foreign Service. She
received her B.S. from the University of Notre Dame and continued graduate
studies in biochemistry at the Boston College. She received an M.S. in

International Policy Studies and Political Economy from Stanford University, and
she is a Distinguished Graduate of the National War College. She was a Peace
Corps Volunteer in Ecuador and conducted research in the Central
Neurochemistry Lab at the National Institutes of Health before joining the Foreign
Service in 1990. Ms. Miley has occupied posts as the National Security Council
Director for Iraq; Special Assistant to the Assistant Secretary for Legislative
Affairs, to the Under Secretary for Economic and Business Affairs, and to
Secretary of State Madeleine Albright; and as Foreign Policy Advisor to the
Supreme Allied Commander Europe. She has been Minister Counselor for
Economic, Environment, Science, Technology and Health Affairs at the U.S.
Embassy in Mexico City for the last two years before becoming the Deputy Chief
of
Mission
at
the
U.S.
Embassy
in
Rabat.
Mohamed Zefzaf is a professor of English at Massachusetts Bay Community
College and a founding member of the college’s Diversity Council. He was born in
Tangier, grew up in Belgium/Molenbeek, and works in the United States. He
received undergraduate degrees in Sociology, Geography/Earth Science, and a
Master’s in Linguistics from the University of Massachusetts/Boston. In 2010, he
was awarded the NISOD Excellence in Teaching Award from the University of
Texas at Austin. He has been featured on Boston’s WGBH and National Public
Radio. He is a graduate of the National Education Association (NEA) Emerging
Leaders Academy and The Climate Reality Leadership Corps. A Storyteller with
MassHumanities, Professor Zefzaf presents widely on the subjects of diversity
and
cross-cultural
understanding.
Zerlina Bartholomew is a current Fulbright student researcher conducting her
project on sub-Saharan migrant communities in Morocco, specifically the case for
migrant women. Graduating last May with her Bachelors of Arts in French and
Political Science with a concentration on Middle East and Islamic Studies, Ms.
Bartholomew has spent the last year in Casablanca and Rabat conducting
interviews with women from West and Central African communities to examine
their daily lived realities in Morocco as well as the ease, or lack thereof, of
integrating in their current host communities. Additionally, her project aims to
gauge the perceptions of Moroccans and their attitudes toward this ever-growing
and increasingly present group in society.
Khadija Elmadmad is an attorney who specializes in Migration and Citizenship
Law. She graduated in Public Law, Human Rights, Migration and Refugee Law

from Casablanca University in collaboration with Oxford University (PhD); in
African Studies from London University (MA degree); and in Political Science and
English from Rabat University (BA). She is a lawyer with the Rabat Bar
Association, a professor of Law and English, an International Consultant, director
of the UNESCO “Law and Migration” Center based in Rabat, researcher at the
French National Center for Scientific Research (CNRS) in Poitiers, and training
coordinator for Migration Law in Arabic for the San Remo International
Humanitarian Law Institute in Italy.
Mr. Jean-Paul Cavaliéri holds a Diploma in European Studies from the College
of Europe (Bruges). He has been working for the United Nations High
Commissioner for Refugees (UNHCR) since 1991, serving in Hungary, Serbia,
Bosnia and Herzegovina, Albania, the Russian Federation and the UNHCR
headquarters in Geneva, and I Lebanon. Mr. Cavalieri has been UNHCR’s
representative in Morocco since 2014.
About The United Nations High Commissioner for Refugees (UNHCR)
For over 65 years, the United Nations High Commissioner for Refugees has been
protecting the rights and well-being of refugees all over the world. They work to
ensure that everybody has the right to seek asylum and find safe refuge, having
fled
violence,
persecution,
war
or
disaster
at
home.
Mr. El Kbir Lemseguem, a lawyer with the Rabat Bar since 2007, specializes in
migration and asylum law. He has been the coordinator at the Center for Legal
Aid for Refugees and Asylum seekers, affiliated with the UNHCR. Mr.
Lemseguem has worked for NGOs, including GADEM (an anti-racist group
defending and accompanying foreigners and migrants). He currently works with
the UNHCR on all legal aspects of their work.
A Graduate of the Rabat ESI-Ecole des Sciences de l’Information (School of
Information Sciences), Ms Zoubida Sekkate is currently in charge of coordinating
programmes at the Migration Department of the Moroccan Ministry in Charge of
Moroccans Living Abroad and Migration Affairs.

Rachid Badouli is Director of Strategy and Development at the East-West
Foundation.
About Fondation Orient-Occident (the East-West Foundation)
Since 1994, the Orient-Occident Foundation has provided the less fortunate with
a structure where everyone can enjoy, share and learn. Through the promotion of
cultures from here and elsewhere and the opening of its board of directors to
personalities from different countries, the Foundation intends to renew dialogue
and contribute to understanding among civilizations as a bridge between the two
shores of the Mediterranean, a sea of sharing where identities recognize each
other and prepare their future.
Dr Jalil Bennani, born in 1948 in Meknes, is a psychiatrist, psychoanalyst and
Moroccan writer living in Rabat. He has worked since 1982 for the transmission of
psychoanalysis in Morocco and in research on the history of psychoanalysis in the
arab world, migration, and youth. He is the cofounder and president of the
Moroccan Psychoanalytic Circle. His main works are Le corps suspect, Le Temps
des ados (with Alain Braconnier), Traces et paroles (with Mohamed Kacimi), and
Psychanalyse en terre d’islam which is the first introduction of psychoanalysis in
the Maghreb.
Dr Bennani publishes in 2016 Un si long chemin, a book that tells the stories of
refugees in Morocco.

About the Moroccan Fulbright Alumni Association
The Moroccan Fulbright Alumni Association (MFAA) was created in 2004 to bring together former grantees of
MACECE through their participation in the Fulbright programs. It has a potential membership of 1700
professionals trained at American universities and active in many fields and disciplines throughout Morocco and
the world.
The MFAA is a network of Fulbright alumni committed to public service through the multidisciplinary expertise
of its members and their roles in academia and in public and private institutions.
The MFAA seeks to implement initiatives responding to the challenges facing Morocco’s development. Through
its annual conferences, the MFAA raises awareness of fellow Moroccans on questions of national interest and
makes recommendations for solving contemporary political, socio-economic, scientific, and cultural challenges.
Goals and Missions
•
MFAA’s primary goal is to serve as a group of experts who can make meaningful contributions to meet
Morocco’s development needs.
•
The MFAA serves as a platform for networking and the exchange of the expertise of its members. The
Organization often acts as a sounding board for cultural re-entry upon grantees’ return to Morocco.
•
The MFAA encourages Moroccan Fulbright alumni to act as a bridge between Morocco and the U.S.A., and
to contribute to enriching the experience of students, professors, and professionals in Moroccan schools and
universities through partnerships with American institutions.
•
The MFAA organizes social and academic events for its members.
