Prof. Andreas Faludi is Professor of Spatial Policy Systems in Europe at Delft

CONFERENCE AIMS
OBJECTIFS DE LA CONFÉRENCE
The aim of the conference is to provide a forum for presentation and
discussion of key concepts relevant to strategic planning, territorial
governance and balanced development. The conference provides a
rare opportunity to bring together highly regarded experts in the
fields of spatial planning and governance and speakers from a
practitioner base with direct experience of realities on the ground in
a diversity of settings. The structure of the programme will allow for
discussion and debate as well as more formal presentations. It is
anticipated that the sharing of ideas and experience across diverse
disciplines, at different spatial scales and set within diverse cultural
contexts will lead to tangible outcomes at the local level. A
conference report will be published and widely disseminated
following the event.
La conférence entend se profiler comme un forum de présentation et
de discussion des concepts clés inhérents à l’ensemble des thèmes
poursuivis par SPAN. Cette conférence constitue une occasion unique
de mettre en présence des experts confirmés dans le domaine de la
programmation territoriale et de la gouvernance, de même que des
orateurs davantage axés sur la pratique, bénéficiant d’une expérience
directe des réalités de terrain dans diverses régions. Le programme a
été structuré de manière à permettre les discussions et les débats,
parallèlement aux présentations plus officielles. Nous sommes
convaincus que ce partage d’idées et d’expériences au travers de
disciplines diverses, à différents niveaux de l’échelle territoriale et au
sein de contextes culturels distincts, débouchera sur des résultats
tangibles sur le plan local. La conférence fera l’objet d’un rapport qui
sera publié et largement diffusé après l’événement.
WHAT SPAN IS
SPAN is an INTERREG funded initiative with partners in four Member
States in North West Europe. Involving a transnational network of
practitioner and academic partners from Belgium (Walloon region),
France (Champagne-Ardenne), the Republic of Ireland (DunLaoghaireRathdown and County Meath) and Northern Ireland, SPAN is rooted in
the policy options of the European Spatial Development Perspective
(ESDP), the Spatial Vision for North West Europe, and the Guiding
Principles for Sustainable Spatial Development of the European
Continent - each of which gives prominence to securing indigenous
development and balanced growth within the context of
polycentricity and a new urban-rural partnership.
PROGRAMME
The opening address will be given by a senior official from the
European Commission and keynote speakers over the two days will
include international experts Prof. Andreas Faludi, Prof. Simin Davoudi,
Prof. Vincent Nadin and Dr. Frank Gaffikin. The first session of the
Conference will focus on issues of strategic territorial planning and
multi-level governance at European, national and regional levels.
Sessions two and three will be more practitioner-focused and will
address the themes of strategic planning and local development in
urban and rural environments. Speakers will include practitioners and
academics from all of the SPAN partner regions. These sessions, while
exploring these themes in a wider context, will also encompass the
work being carried out under the SPAN initiative, both in terms of
actions undertaken to date and future work to be completed in each
of the partner territories.
PARTICIPANTS
In addition to SPAN delegates from each of the partner regions, the
conference is aimed at policy makers and practitioners working in the
areas of regional, local and community development and at
academics with interests in regional and local development at
different geographical scales.
A PROPOS DE SPAN
Le projet SPAN, une initiative financée par INTERREG, regroupe huit
partenaires provenant de quatre États membres d’Europe du NordOuest. Grâce à son réseau transnational d’experts de terrain et d’experts
académiques en Belgique (Région Wallonne), en France (ChampagneArdenne), en République d’Irlande (comté de DunLaoghaire-Rathdown
et comté de Meath) et en Irlande du Nord, SPAN est étroitement lié aux
options politiques du Schéma de développement de l’espace
communautaire (SDEC), de la Vision spatiale pour l’Europe du NordOuest et des principes directeurs pour le développement territorial
durable du continent européen qui visent à garantir un développement
local et une croissance équilibrée dans le contexte de polycentricité et
d’un nouveau partenariat urbain/rural.
PROGRAMME
L’allocution d’ouverture sera prononcée par un haut fonctionnaire de la
Commission européenne. Parmi les principaux orateurs de ces deux
journées, les professeurs Andreas Faludi, Simin Davoudi et Vincent
Nadin et le docteur Frank Gaffikin interviendront au titre d’experts
internationaux. La première session de la conférence sera consacrée
aux questions de programmation stratégique territoriale et de
gouvernance multi-niveaux à l’échelle européenne, nationale et
régionale. Les deuxième et troisième sessions couvriront un aspect plus
pratique et aborderont les thèmes de la programmation stratégique et
du développement local dans les environnements urbains et ruraux.
D’autres intervenants seront également invités à s’exprimer, dont des
experts de terrain et des experts académiques venus de toutes les
régions partenaires de SPAN. Ces sessions, tout en explorant ces
différents thèmes dans un contexte plus vaste, intégreront également
une présentation détaillée du travail réalisé sous l’égide de SPAN, tant
en ce qui concerne les actions entreprises à ce jour que des travaux
futurs envisagés pour chacun des territoires partenaires.
