Japan is one of the most developed countries in the world. Its per capita GDP, though lower than in the past, is still
higher than that of the EU. Unemployment is traditionally low. In terms of the Human Development Index (HDI), Japan
is better placed than many EU Member States. However, it also has the largest public debt among the OECD countries
and slow GDP growth. The EU-Japan Free Trade Agreement currently being negotiated may exploit the untapped
potential of economic relations. For instance, Japanese FDI inflows to the EU are decreasing, while EU investment in
Japan is far from significant, despite a generally favourable Japanese business environment. Please click here for the

Russian President Vladimir Putin – who has already met Japan's Prime Minister, Shinzō Abe several times, both in
Russia and elsewhere – will make a long-awaited official visit to Japan on 15 and 16 December 2016. The visit is the
outcome of Abe's effort to create a climate of confidence between the two countries, and thereby achieve an
agreement on the territorial dispute that has prevented the signature of a peace treaty for more than 70 years, which
concerns the islands known as the Northern Territories or Southern Kurils. Japan ─ a technologically advanced
country ─ and Russia ─ a country extraordinarily rich in mineral resources ─ have complementary economies that
would gain mutual benefit from a higher degree of cooperation. Nevertheless, and despite their geographical proximity,
the level of trade and economic cooperation between the two countries is comparatively low.

The Bay of Bengal Initiative for Multi-sectoral Technical and Economic Cooperation (BIMSTEC), created in 1997,
gathers together seven south and south-east Asian countries. BIMSTEC pursues economic growth for its members
through sector-driven cooperation. So far, the organisation has lacked regular impetus, holding only three summits to
date. However, the fourth summit is to be held in October 2016 in Goa (India), on the margins of the BRICS (Brazil,
Russia, India, China and South Africa) summit. BIMSTEC will thus have the opportunity to enhance its visibility and
boost ties with emerging powers. For India, membership of BIMSTEC is a key element of its 'Act East' doctrine. The
organisation increasingly provides a viable alternative to SAARC (the South Asian Association for Regional
Cooperation), which is lagging behind due to strained relations between India and Pakistan. However, stronger
leadership is required from New Delhi for BIMSTEC to become a tool for enhancing economic growth and connectivity
among its members.

The internationally isolated regime of the Democratic Popular Republic of Korea (or North Korea) needs to build
consensus around the idea that, under the direction of a young dynamic leader, the nation's living standards have
improved amidst vivid economic and technological growth. North Koreans are often forced to contribute their free
labour to campaigns, as a way to attest their devotion to the nation and help make it stronger in the face of its external
enemies. Kim Jong Un's coming to power has helped modernise the image of the North Korean leadership. His sister,
Kim Yo Jong, has been put in charge of Pyongyang's Propaganda and Agitation Department. The regime is building a
nationalistic narrative that increasingly targets young people and elites while keeping information under strict control, in
a country whose population is today less inclined to believe in propaganda than in the past. The USA, South Korea,
and occasionally Japan, are the targets of bellicose North Korean rhetoric that has often had a destabilising effect on
the region. Anti-US propaganda has been a primary theme in Pyongyang's efforts to boost patriotic feeling, while the
duel with Seoul often resembles old-fashioned psychological warfare.

Résumé India has recently overtaken China as the world's fastest growing economy. The country has benefited from falling oil
prices and from an increase in foreign direct investment, due to Prime Minister Narendra Modi's policies, with the most
visible tools branded schemes such as 'Make in India'. However, perceptions of real growth and other indicators point
to a less optimistic framework, while Modi is struggling against opposition in the Parliament to deliver major reforms on
labour laws, taxation and land acquisition.

Résumé Japan's budget is compiled by its Ministry of Finance based on estimates from other ministries and guidance from the
Cabinet, before being approved by the Diet. In Japan's parliamentary system, the executive is drawn from the majority
in the House of Representatives, the Diet's lower house, which generally prevails in budgetary matters over the upper
House of Councillors. However, bills for what are known as 'special deficit-financing bonds' require the approval of the
House of Councillors, which can delay the budgetary procedure if that house is dominated by the opposition.
Budget-makers are formally constrained by the 1947 Public Finance Act (PFA), Article 4 of which stipulates that the
government may only issue 'construction bonds' to finance investment in infrastructure, as opposed to covering
ongoing social security spending. This constraint is belied by two major, and interlinked, fiscal challenges facing Japan:
the increasing share of social transfers in the budget, which is connected to the ageing of the population and a
structural decline in Japan's economic capacity; and an ever-growing gross national debt that, at 246% of GDP, in
relative terms already dwarfs that of any other G7 nation.
Almost every year since 1975, governments have circumvented the strictures of the PFA by enacting a law
empowering them to issue special deficit-financing bonds, which have since grown to make up the lion's share of the
national debt. The current government, led by Shinzō Abe of the Liberal Democratic Party, has set out a plan to arrest
the growth in the debt pile by 2020.

Résumé Le 20 septembre 2015, après un parcours parlementaire long et semé d'embûches, la Diète japonaise a finalement
approuvé une réforme très attendue de la législation nippone de défense et de sécurité. La détermination du Premier
ministre Shinzō Abe l'a emporté sur les contestations tant au sein du Parlement que dans le pays. L'article 9 de la
Constitution est réinterprété de façon à permettre aux Forces d'Autodéfense japonaises de venir en aide à un allié
attaqué, notamment les États-Unis. En effet, l'armée américaine garantit la défense de l'archipel depuis la fin de la
Seconde Guerre mondiale. Cette réforme s'ajoute à une série d'autres réformes et initiatives, y compris la création
d'un Conseil de sécurité nationale, la définition d'une Stratégie de sécurité nationale, l'adoption d'une loi sur
l'information classifiée, ainsi que la révision des principes sur les exportations d'armes. Les lignes directrices pour la
coopération avec les États-Unis ont été révisées. Parallèlement, Tokyo développe sa coopération militaire avec
d'autres pays dans la région. Ces réformes visent à faire du Japon un "contributeur actif pour la paix" dans un
environnement régional troublé par les ambitions chinoises et la menace nucléaire nord-coréenne croissante.

Résumé India has the world's third-largest armed forces in terms of personnel numbers. However, although India was also the
seventh-biggest spender on military equipment in 2014, the country has a problem of deficiency in equipment. India's
defence procurement is still dominated by imports, as the domestic industry is handicapped by inefficiency. New Delhi
is thus the world's largest importer of military equipment. Attempts in the past to reform the national security system
have also failed.

Résumé India, once a leader of the Non-aligned Movement, is now moving away from its non-alignment position. New Delhi
now maintains relationships in different configurations with a variety of countries for different purposes (such as within
the BRICS). India also increasingly engages in regional groupings. The South Asia Association for Regional
Cooperation (SAARC) is supposed to be the main tool for integration in the region, but bilateral tensions with Pakistan
have jeopardised its development. New Delhi is therefore shifting towards a sub-regional grouping within SAARC and
connectivity projects, such as the Bay of Bengal Initiative for Multi-sectoral Technical and Economic Cooperation
(BIMSTEC) and the Bangladesh-China-India-Myanmar Economic Corridor (BCIM-EC). These projects coincide with
the new 'Act East' policy, which builds on the previous 'Look East' policy, and whose key focus is represented by
relations with the Association of South-East Asian Nations (ASEAN). By 2016 India will also join the Shanghai
Cooperation Organisation, which is focused on non-traditional security cooperation between China, Russia and other
Central Asian countries. India has long lobbied for permanent seat in the United Nations Security Council, and
maintains a pragmatic approach when voting in the UN General Assembly. India is also a major contributor to UN
peacekeeping missions. In November 2014, India achieved a remarkable diplomatic success, when it negotiated with
the US the right to stockpile and subsidise staple foods for the poor – an agreement that unblocked the Trade
Facilitation Agreement within the World Trade Organization.

Résumé "Bâtir une Inde forte, autonome et pleine d'assurance": telle était la promesse électorale de 2014 du Premier ministre
indien Narendra Modi. Il n'a pas perdu de temps et a immédiatement commencé à s'atteler aux relations avec les
voisins immédiats de New Delhi et avec les partenaires du sud-est en menant la politique "Act East".
Les grandes puissances ont montré un regain d'intérêt pour l'Inde. Mais si les relations avec Washington et d'autres
pays occidentaux sont prometteuses, cela n'a pas entaché les liens traditionnels de New Delhi avec Moscou. Un
mélange d'intérêt mutuel et de compétitivité caractérise ses relations avec la Chine. Tout cela démontre à quel point la
politique étrangère de l'Inde est guidée par le pragmatisme nécessaire pour acquérir un statut mondial. Maintenant
que le Premier ministre Modi a gagné la confiance au niveau international, son prochain défi consistera à surmonter la
résistance interne aux réformes économiques majeures requises pour faire de l'Inde une plateforme manufacturière
mondiale.

Résumé SAARC was founded in 1985, and is an economic and geopolitical organisation of eight countries located in southern
Asia. However, the organisation has not advanced much in its three decades of existence, mainly because of the
historic rivalry between India and Pakistan. This tension has blocked initiatives on several occasions, including at the
November 2014 summit.

Résumé Nepal may well be popular worldwide for Everest climbing with Sherpa's' help, yet it remains one of the poorest
countries in the world. A 10-year guerrilla conflict ended in 2006 and led to the country's transition from monarchy to
republic. However, the political parties have so far been unable to reach a compromise on a new constitution, or to
provide the political stability that could allow this 30-million-strong multi-ethnic country to develop its economy.

Résumé Bhutan is a long-time isolated South Asian monarchy in the Himalayan mountains between India and China. TV
broadcast was only introduced in 1999, making Bhutan the last country in the world to introduce television. Bhutan
gained international exposure as the initiator of the concept of Gross National Happiness. Since 2008 it is experiencing
a king-driven transition from absolute monarchy to democracy.

Résumé More than 70% of EU imports of textile and clothing come from Asia. Many Asian workers have to work in sweatshop
conditions, but the issue appears in global media only when major fatal accidents occur, like that at Rana Plaza in
Bangladesh, in 2013. Long working hours, low wages, lack of regular contracts, and systemically hazardous conditions
are often reported. Trade unions, when allowed, are unable to protect workers.

sides believe the time has come to develop the large and unexploited potential in their relationship. Therefore, the EU
