Minutes of the proceedings of a regular meeting of the Council of Commissioners of the New Frontiers School Board held at Howick Elementary School, 5 Lambton, Howick, Québec on Tuesday, February 2nd, 2016, at 19:30 hours and at which the following commissioners were present, representing a quorum of the Council of Commissioners: Neil Burdon Lina Chouinard Kenneth Crockett David D’Aoust Debie Germann, Parent Commissioner Howard (Buzz) Gibbs Shannon Keyes, Parent Commissioner Bob Lalonde, Parent Commissioner Raymond Ledoux, Parent Commissioner Dianne McKell Eastwood Abdul Pirani John Ryan, Vice‐Chair Peter Stuckey Karin Van Droffelaar Absent with regrets: Barbara Ednie Also in attendance: Mike Helm, Assistant Director General Cuthbert McIntyre, Secretary General & Director of Human Resources Walter Coriandoli, Director of Material Resources Craig McAlpine, Director of Administrative Services Bonnie Mitchell, Director of Continuing Education Sandra Caza, Coordinator of Human Resources Dan Boyle, NFAA Representative Nick Ross, CVTA President Chair & Secretary Chair D. D’Aoust presided the meeting; Mr C. McIntyre served as recorder. Call to Order & Opening Remarks The Chair opened the meeting at 19:30 hours and welcomed members. Adoption of the Agenda The following item was added to the agenda: 6.2 Journée de la Persévérance scolaire. After noting the addition, the agenda was approved on a motion by Commissioner B. Gibbs. MOTION CARRIED unanimously. Waiver – Reading of Minutes of 2016‐01‐12 It was moved by Commissioner L. Chouinard to waive the reading of the minutes of the regular meeting of 2016‐01‐12. MOTION CARRIED unanimously. Adoption of the Minutes of 2016‐01‐12 It was moved by Commissioner K. Van Droffelaar to adopt the minutes of the regular meeting of 2016‐01‐12. MOTION CARRIED unanimously. Public Question Period There were no questions asked by those present. . . ./2 Council of Commissioners New Frontiers School Board 2016‐02‐02 2 Bill 86 Update With the naming of a new Education Minister in Mr Pierre Moreau, the parliamentary hearings on Bill 86 were postponed but set to resume February 8th. The Governing Board session, which included an interpretation of Bill 86 by Maitre Michael Bergmann, was well received. Journée de la Persévérance scolaire Chair D. D’Aoust reported on a “stay‐in‐school” initiative that would also celebrate the success of our students to date. More information is expected shortly, along with a possible subsidy of a $1000. Director General’s Administrative Performance Plan The Director General’s Administrative Performance Plan was included in the meeting package; questions and suggestions should be directed back to Commissioner A. Pirani and who will then communicate with the Director General. Director General’s Priorities – Mid‐Year Update The mid‐year update on the Director General’s 2015‐2016 priorities was presented to the Human Resources Standing Committee in January; any questions or comments could be forwarded directly to the Director General. Provincial Labour Negotiations Update The four unions have ratified the agreement in principle. March Meeting Dates Commissioners were reminded that the March meeting of the Council of Commissioners has been rescheduled, by resolution, to the second Tuesday of the month to accommodate the Spring Break, and will take place on Tuesday, March 8th, 2016, 7:30 pm at Howick Elementary School. A public notice to this effect will be published in our local newspapers. Standing Committee meetings will also be moved, and will take place on the fourth Tuesday of the month, March 22nd, 2016. And finally, this year’s Community Connections event will take place on Tuesday, March 15th, 2016, 7:00 pm at Howick Elementary School. Executive Committee The next meeting of the Executive Committee will take place on Tuesday, February 9th, 2016, at 16:30 hours at the School Board offices. Resolution #CC‐16‐02‐02‐001 School Calendars 2016‐17 & 2‐17‐18 Whereas consultation on the establishment of the 2016‐17 and 2017‐18 school calendars for the youth sector has been completed; and whereas negotiations have been concluded with the Chateauguay Valley Teachers’ Association; and whereas the proposed calendars provide for two hundred (200) working days for teachers; and whereas the proposed 2016‐17 calendar provides for a Christmas break to extend from December 23rd, 2016 to January 5th, 2017, inclusively; and whereas the proposed 2017‐18 calendar provides for a Christmas break to extend from December 22nd, 2017 to January 4th, 2018, inclusively; and whereas the proposed 2016‐
17 calendar provides for a March break to extend from March 6th to 10th, 2017 inclusively; and whereas the proposed 2017‐18 calendar provides for a March break to extend from March 5th to 9th, 2018 inclusively; Therefore on the recommendation of the Human Resources Standing Committee, it was moved by Commissioner A. Pirani that the Council of Commissioners approve the 2016‐17 and 2017‐18 school calendars for the youth sector, as presented. MOTION CARRIED by majority vote, with 7 in favour and 1 abstention. Health Care Work Study – Dominican Republic As part of an “Éducation Internationale” work study, a group of seven students and four teachers from the Health Assistance & Nursing Care program will be travelling to the Dominican Republic from May 4th to 17th, 2016. Staff and students will visit villages to volunteer, observe care in hospitals and nursing homes, and conducting home visits. Funding has been confirmed with “Éducation Internationale” and the Quebec Women’s Institute. The students have also planned their own fundraising initiatives. . . ./3 Council of Commissioners New Frontiers School Board 2016‐02‐02 3 CLC Winter Programming Commissioners were provided with a link to the CLC winter programming brochures featuring all the courses and classes being offered by our Community Learning Centres. CSDGS Special School Project Working in collaboration with the Commission scolaire des Grandes‐Seigneries for the construction of a school for students with special needs in Chateauguay, NFSB’s land located on Sutterlin Street is currently being surveyed. 2016‐2017 Kindergarten Registration Package The New Frontiers School Board has designated the week of February 8th as its registration and admission period for the 2016‐17 school year. Registration packages are being prepared and will be hand‐delivered to the schools. A sample was circulated. Extended Field Trip Commissioners were provided with information regarding one extended field trip which has received approval by the school’s governing board and which conforms to insurance requirements. School MGS Date Feb. 23 – 24, 2016 Destination Chertsey, QC [Camp Bout‐en‐Train] Students / Level Adult Supervisors 30 / Gr. 6 5 Cancellation of Deferred Sabbatical Plan A four‐year sabbatical plan at 80% for employee #1309, an elementary teacher at Mary Gardner School, has been cancelled as per Appendix VIII of the collective agreement. The leave was planned for the 2019‐2020 school year. 2016‐2017 Administrative Staffing Timeline The timeline to have the administrative structure approved and in place, along with administrative appointments was presented to commissioners. 2016 Staff Appreciation Schedule was reviewed and no additional changes were made. A suggestion was made regarding what could be offered as a gift in the future. EcoSystem Energy Savings Report Mr W. Coriandoli provided a report on our energy savings program and responded to questions. New Business There was no new business to discuss. Parents’ Committee Parent Commissioner and Parent Committee Chair, Mr R. Ledoux, reported that most of their meeting was centred on Bill 86. Special Needs Advisory Committee The special needs school proposal was explained to the parents and was well received. The spring conference planning is starting. Quebec English School Boards’ Association No meeting has been held since November. Advisory / Ad‐Hoc Committee Reports Parent Commissioner R. Ledoux asked if there would be any reimbursement related to our entente with the City of Chateauguay given that facility use was down due to strike action.
