The DGPD is therefore pleased to present a tool intended to assist in determining admissibility to programs of study leading to an Attestation of Vocational Education (AVE), a Diploma of Vocational Studies (DVS) or an Attestation of Vocational Specialization (AVS). It was important to prepare this Manual because a new regulatory provision that will apply beginning in July 2002 makes the certification of studies dependent on compliance with admission requirements in the case of programs leading to a DVS (Basic Vocational Training Regulation, s. 22). A further goal is to favour equal access to vocational education. This Manual seeks to facilitate the verification of supporting documents (old report cards, statements of marks, diplomas, etc.), and includes concrete examples to help the reader. This Manual will not resolve all difficulties involved in the examination of files. It leaves grey areas, and some sources consulted may have been interpreted incorrectly. Nevertheless, the DGPD believes that this Manual is a concrete way of improving services provided to students and of helping educators do their work. Lastly, it should be noted that this Manual will be updated each time new verification rules are established. INTRODUCTION 1 Regulatory framework 1.1 Role and responsibilities of the authorized educational institutions and of the Ministère de l’Éducation du Québec School boards and other authorized educational institutions must ensure that every student admitted to a vocational education program meets the admission requirements at the time of admission, or will meet these requirements upon the completion of general education courses taken concurrently with the vocational education program. The Ministère de l’Éducation du Québec (MEQ) uses the information on the certification of studies available in the SAGE and SESAME databases (statements of marks, attestations, certificates and diplomas issued by the MEQ) to verify whether admission requirements have been met. However, the information available to the MEQ may be insufficient, thereby requiring the authorized educational institutions to keep supporting documents. The following table summarizes these situations. Authorized educational institutions are asked to declare what admission requirement has been met in the database that stores information on enrollments in vocational education programs (see the Guide de la déclaration d’effectif scolaire de la formation professionnelle). 1.3 Effect on the certification of studies Section 22 of the Basic Vocational Training Regulation, which came into force in July 2000, makes the issue of a Diploma of Vocational Studies (DVS) dependent on compliance with the applicable admission requirements. The provision will apply to every student who receives a diploma after July 1, 2002, as indicated in the Vocational Education 2001-2002 Directives (item 3.2, Additional Information). Before indicating that a student has been admitted, it is preferable to ensure that the courses appearing on the statements of marks and achievement records are consistent with computer records so as to ensure that an inconsistency does not cause the DCFP system to reject the declaration. 1 For the transitional years from the Département de l'Instruction publique (DIP) to the Ministère de l'Éducation du Québec (MEQ), between 1965 and 1972, a student record may be both computerized and not computerized at the MEQ. The SOS system will have to be consulted to verify whether the data was recorded in the MEQ's databases. If so, it must be verified whether the data was entered for the same grade level. If not, the grade information will have to be adjusted. See Chapter 6 of the Administrative Manual for the Certification of Studies in General Education for Adults and in Vocational Education, Québec, MEQ, 2000. 5 3.2 Documents issued in Québec not computerized at the Ministère de l’Éducation du Québec Since June 1965, the following information has been recorded in transcripts kept in the records of school boards and educational institutions: • Secondary I and II courses (youth sector) • Many Secondary III courses (youth sector) From June 1933 to 1972,2 the Direction de la sanction des études (DSE) kept microfilm copies of the files of students whose studies had been certified by official examinations administered by the Département de l’Instruction publique (DIP) or the Ministère de l’Éducation du Québec (MEQ) for the following years and periods: 6th grade: ___________________________ 7th grade: ___________________________ 8th grade: ___________________________ 9th grade: ___________________________ 10th grade: __________________________ 11th grade or Secondary IV: ____________ 12th grade or Secondary V: _____________ Homemaking institute, 2nd year: _________ Homemaking institute, 3rd and 4th years: __ June 1933 through 1938 June 1939 through 1963 June 1933 through 1938 June 1939 through 1965 June 1940 through 1965 June 1940 through 1973 June 1940 through 1973 June 1939 through 1964 June 1939 through 1968 Information on the courses is included in documents such as transcripts, statements of marks, achievement records, letters, certificates and attestations. The other student files may have been kept in the records of the school boards or the educational institutions. The table on the next page groups together the documents issued by the educational institutions. Schematically, one may distinguish between the preterminal year (Secondary IV) and the terminal year (Secondary V). Depending on the Basic school regulation involved, the grade level immediately preceding the grade level leading to the issue of the official document evidencing the completion of secondary studies is considered to be equivalent to Secondary IV. Similarly, the grade level leading to the issue of the official document evidencing the completion of secondary studies or a higher grade level is considered to be equivalent to Secondary V. 2 6 Ibid. The applicable rules and principles are set out in the Cahier d’attribution des équivalences pour des acquis scolaires obtenus au Canada, à l’extérieur du Québec. Any document issued outside Canada, except a General Education Diploma (GED), must be examined by the Ministère des Relations avec les citoyens et de l’Immigration (MRCI)4 to establish an equivalent level of studies and indicate it in an avis d’équivalence d’études (hereinafter referred to as an education credential evaluation report),5 as explained in Chapter 6 of the Administrative Manual for the Certification of Studies in General Education for Adults and in Vocational Education. The education credential evaluation report is considered where the grade level recognized by the MRCI (for instance, Secondary IV) is at the same level or higher than the grade level required as a prerequisite for the program in question. Since the admission requirements are based on learning acquired in general education, only an education credential evaluation report for general education may be used for admission to a vocational education program. The person to whom such a report is issued must master French sufficiently to be able to take courses in the French sector or master English sufficiently to be able to take courses in the English sector. 4 Eligible documents Admission to a vocational education program is to be granted only on the basis of original documents certifying scholastic learning, or of copies certified by a competent authority. These documents must contain the following information: • the year in which the document was issued • courses taken, tests passed, grade level, the year of study completed, professional title or level of instruction • signature of an authorized person6 4 5 6 8 Previous names of the MRCI were the Ministère des Affaires internationales, de l’Immigration et des Communautés culturelles (MAIICC) and the Ministère des Communautés culturelles et de l’Immigration (MCCI). In the past, the avis d’équivalence d’études was called an attestation d’équivalence d’études. An indice d’équivalence d’études may not be used for admission to a vocational education program. The list of persons authorized to sign diplomas at the Département de l'Instruction publique (DIP) (from June 1929 to 1964) or the Ministère de l'Éducation du Québec (MEQ) (from June 1965 to 1990) Documents divided up by subject must indicate the results obtained in each subject. A document will be considered ineligible if any of the above elements is missing. 5 Interpretation of scholastic learning The results recorded in the documents may be based on various types of recognition: • • • • • • • courses taken examinations only evaluation of experiential learning distance education assisted home study assignment of equivalents exemptions 5.1 Recognized equivalents Under section 14 of the Basic Vocational Training Regulation, any person with prior learning recognized as equivalent in accordance with sections 232 and 250 of the Education Act (EA) is deemed to have met the admission requirement of holding a Secondary School Diploma (SSD) or a Diploma of Vocational Studies (DVS), or of earning Secondary I, II, III, IV or V credits. 5.2 Minimum performance standard A student is considered to have successfully completed a course if the percentage mark is equal to or greater than the minimum performance standard for the course or the word "pass" has been used to describe the result. If not, the declaration will be rejected. The table in Appendix IV illustrates the codes for compliance with admission requirements (accepted values in the DCFP system) for which a notice will be issued to the authorized educational institution (where data is not computerized at the MEQ) or for which the DCFP system will reject a declaration (where computerized data is not transmitted to the MEQ). 6 Retention of documents For the purposes of verification and monitoring, a student's file must be easily accessible for three full school years after the end of the school year in question. 10 PART 3 - PROGRAMS OF STUDY LEADING TO AN ATTESTATION OF VOCATIONAL EDUCATION OR A DIPLOMA OF VOCATIONAL STUDIES 7 Admission requirements 7.1 Programs leading to an Attestation of Vocational Education In accordance with sections 11 and 14 of the Basic Vocational Training Regulation and as set out in the Administrative Guide: Programs Leading to Semiskilled Occupations, a person may not be admitted to a program leading to an Attestation of Vocational Education (AVE) until he or she meets the following conditions: • be 15 years of age on September 30 of the current school year • successfully complete Secondary II courses in language of instruction, second language and mathematics in programs of study established by the Minister, or have prior learning recognized as equivalent7 in accordance with section 250 of the Education Act (EA) This educational path requires that the student continue all Secondary III courses in the three basic subjects that he or she has not already successfully completed. Some types of learning other than credits or their recognized equivalents are considered to be equivalent or superior to Secondary III credits for the purposes of admission to a program leading to an AVE or of AVE certification: • a Secondary School Diploma (SSD) or its recognized equivalent [including an Attestation of Equivalence for Secondary V Studies (AESS)] • an attestation, certificate or diploma in vocational education • successful completion of the General Development Test (GDT)8 7 8 Learning equivalent to regular secondary education that covers objectives at the same level as the programs of study established by the Minister. Equivalent learning does not include local programs of study that do not cover the same objectives as ministerial programs or that only meet some of these objectives. The Administrative Manual for the Certification of Studies in General Education for Adults and in Vocational Education (MEQ, Chapter 9) indicates that successful completion of the GDT cannot make a person eligible for vocational education before the age of 18. 11 Consequently, persons admitted to a vocational education program on the basis of such learning do not need to take general education courses. It is, however, recommended that they do take such courses. Furthermore, irrespective of the type of supporting document for admission to a program leading to an AVE, the code for compliance with admission requirements (accepted values) in the DCFP system is always "H." (See Appendix IV for a definition of the codes in the DCFP system.) 7.2 Programs leading to a Diploma of Vocational Studies In accordance with sections 12 and 14 of the Basic Vocational Training Regulation, Schedule I of the Vocational Education 2001-2002 Directives indicates that there are six prerequisite categories for programs leading to a Diploma of Vocational Studies (DVS). For each prerequisite, the code or codes for compliance with admission requirements (accepted values) in the DCFP system are enclosed in parentheses: Category 1 Persons holding a Secondary School Diploma (SSD) (A) or its recognized equivalent (X or Y) are not subject to any additional admission requirements. OR Persons who are at least 16 years of age on September 30 of the school year in which their training is to begin must meet the following additional requirement: to have earned the Secondary IV credits in language of instruction, second language and mathematics (F), or to have been granted recognition of equivalent learning (X or Q). OR Persons who are at least 18 years of age must have the following functional prerequisites: the successful completion of the General Development Test (GDT) and the specific prerequisites for the desired program (see Schedule I of the Vocational Education 2001-2002 Directives or Appendix III of this Manual), or recognition of equivalent learning (P). OR Persons having earned Secondary III credits in language of instruction, second language and mathematics in the programs of study established by the Minister must continue their general education courses concurrently with their vocational training in order to obtain the credits they are missing in the following areas: Secondary IV credits in language of instruction, second language and mathematics in the programs of study established by the Minister (S). 12 Category 2 Persons holding a SSD (A) or its recognized equivalent (X or Y) are not subject to any additional admission requirements. OR Persons who are at least 16 years of age on September 30 of the school year in which their training is to begin must meet the following additional requirement: to have earned Secondary III credits in language of instruction, second language and mathematics (E), or to have been granted recognition of equivalent learning (X or Q). OR Persons who are at least 18 years of age must have the following functional prerequisites: the successful completion of the GDT and the specific prerequisites for the desired program (see Schedule I of the Vocational Education 2001-2002 Directives or Appendix III of this Manual), or recognition of equivalent learning (P). N.B.: The requirement on the concurrency of general education courses and vocational training does not apply to this category. Category 4 Persons holding a SSD (A) or its recognized equivalent (X or Y) are not subject to any additional admission requirements. OR Persons who are at least 16 years of age on September 30 of the school year in which their training is to begin must meet the following additional requirement: to have earned Secondary V credits in language of instruction and Secondary IV credits in second language and mathematics (N), or to have been granted recognition of equivalent learning (X or Q). OR Persons who are at least 18 years of age must have the following functional prerequisites: the successful completion of the GDT and the specific prerequisites for the desired program (see Schedule I of the Vocational Education 2001-2002 Directives or Appendix III of this Manual), as well as Secondary V credits in language of instruction, or recognition of equivalent learning (P). OR Persons having earned Secondary III credits in language of instruction, second language and mathematics in the programs of study established by the Minister must continue their general education concurrently with their vocational training in order to obtain the credits they are missing in the following areas: Secondary V credits in language of instruction and Secondary IV credits in second language and mathematics in the programs of study established by the Minister (S). 13 Category 5 Persons holding a SSD (A) or its recognized equivalent (X or Y) must also have a good knowledge of Inuktitut. OR Persons who are at least 16 years of age on September 30 of the school year in which their training is to begin must meet the following additional requirements: to have a good knowledge of Inuktitut and to have earned Secondary III credits in language of instruction, second language and mathematics (E), or to have been granted recognition of equivalent learning (X or Q). OR Persons who are at least 18 years of age must have the following functional prerequisites: the successful completion of the GDT and the specific prerequisites for the desired program (see Schedule I of the Vocational Education 2001-2002 Directives or Appendix III of this Manual), or recognition of equivalent learning, as well as a good knowledge of Inuktitut (P). N.B.: The requirement on the concurrency of general education courses and vocational training does not apply to this category. Category 6 Persons holding a SSD (A) or its recognized equivalent (X or Y) are not subject to any additional admission requirements, unless otherwise specified in Schedule I of the Vocational Education 2001-2002 Directives for the desired program. OR Persons who are at least 16 years of age on September 30 of the school year in which their training is to begin must meet the following additional requirement: to have earned credits in language of instruction, second language and mathematics at the level indicated in Schedule I of the Vocational Education 2001-2002 Directives for the desired program (N), or to have been granted recognition of equivalent learning (X). OR Persons who are at least 18 years of age must have the following functional prerequisites: the successful completion of the GDT and the specific prerequisites for the desired program (see Schedule I of the Vocational Education 2001-2002 Directives or Appendix III of this Manual), or recognition of equivalent learning (P). OR Persons having earned Secondary III credits in language of instruction, second language and mathematics in the programs of study established by the Minister must continue their general education concurrently with their vocational training in order to obtain, in the programs of study established by the Minister, the credits they are missing among those specified in Schedule I of the Vocational Education 2001-2002 Directives for the desired program (S). 14 8 Verification of admission requirements To verify that the requirements for admission to programs of study leading to an Attestation of Vocational Education (AVE) or Diploma of Vocational Studies (DVS) have been met, documents that may or may not have been computerized at the Ministère de l’Éducation du Québec (MEQ) must be consulted in order to determine whether the applicable prerequisites have been fulfilled. Such a verification for a program of study leading to a DVS first requires, however, that the relevant prerequisite category be identified. The list of programs of study set out in Schedule I of the Vocational Education 2001-2002 Directives or in Appendix I of this Manual must be consulted. The documents establishing that admission requirements have been met must be identified from among the four prerequisite types listed below. The prerequisites are presented in this way to make it clear which rules of analysis apply in all cases: • a Secondary School Diploma (SSD) or its recognized equivalent • Secondary II, III, IV or V credits in language of instruction, second language and mathematics or the recognized equivalents for these credits • the prescribed functional prerequisites or their recognized equivalents • prerequisites for programs leading to a DVS that are taken concurrently with general education courses The basic rules and verification principles are described below to help in the verification process. Administrative Manual for the Certification of Studies in General Education for Adults and in Vocational Education: 2000-2001, c. 6. 8.1.2 Attestation of Equivalence for Secondary V Studies The Attestation of Equivalence for Secondary V Studies (AESS), a document issued by the Ministère de l'Éducation du Québec (MEQ) to a person who has successfully completed the Secondary School Equivalency Tests (SSET), is a recognized equivalent of the Secondary School Diploma (SSD) for admission to a vocational education program. The person's overall result is recorded in the SAGE database (student report) under the code GEN-T001-0 for the French sector or the code GST-T001-0 for the English sector. 8.1.3 Documents issued in Québec not computerized at the Ministère de l’Éducation du Québec The documents recognized as being equivalent to the Secondary V grade level are listed in the column entitled "Terminal Year" of Table 2 (page 7). 8.1.4 Documents issued outside Québec A General Education Diploma (GED), which is comparable in many jurisdictions to recognition of prior learning by an Attestation of Equivalence for Secondary V Studies (AESS), is recognized as equivalent to a Secondary School Diploma (SSD) for admission to a vocational education program. Information related to different documents issued outside Québec is set out in section 3.3 of this Manual. 8.2 Secondary II, III, IV and V credits in language of instruction, second language and mathematics, or recognized equivalents For programs of study leading to an Attestation of Vocational Education (AVE), Secondary II credits in the three basic subjects must have been earned. Secondary II and III credits earned in Québec are usually indicated on final report cards [not computerized at the Ministère de l’Éducation du Québec (MEQ)] for general education courses in the youth sector, or on achievement records (computerized at the MEQ in the SAGE database) for general education courses in the adult sector. Secondary IV and V credits appear on documents computerized at the MEQ (in the SESAME or SAGE database). 8.2.1 Documents computerized at the Ministère de l’Éducation du Québec The Liste des cours reconnus aux fins de vérification des conditions d’admission (#300-DF-00) indicates the codes for the computerized courses in general education of the youth and adult sectors for Secondary III, IV and V12 and in vocational education recognized as the general education courses serving as prerequisites for admission to a program leading to an Attestation of Vocational Education (AVE) or a Diploma of Vocational Studies (DVS); the list also mentions how many credits each such course is worth. 12 18 Secondary II courses and certain Secondary III courses that have not been computerized at the Ministère de l’Éducation du Québec (MEQ) do not appear on this list. However, these courses are considered when compliance with admission requirements is verified. The rules stated below help authorized educational institutions and the Ministère de l’Éducation du Québec (MEQ) to use the DCFP system to verify whether a student has all the required credits in the three basic subjects at all grade levels: • • • • • required number of credits nonduplication of credits credits for a higher-level course credits obtained through recognition of equivalency credits obtained during the transitional years 8.2.1.1 Required number of credits The number of credits required for admission varies according to the subject, reference database and certification system involved. Under a rule prohibiting the duplication of credits, the credits for these courses may not be counted more than once. To determine whether this rule applies in specific circumstances, refer to the Liste des cours reconnus aux fins de vérification des conditions d’admission (#300-DF-00) in the DCFP system. Consultation of the list of the courses that may not be duplicated helps in establishing whether admission requirements have been met. This list is different from lists contained in the SESAME and SAGE databases for the same courses. Furthermore, an algorithm allows for credits in the SAGE database to complete units in the SESAME database, and vice versa. The credits included in the algorithm are those contained in the original database together with the credits resulting from a transfer between the two databases. 8.2.1.3 Credits for a higher-level course The ratio between the number of credits required for higherlevel courses and the number of credits needed for courses at the grade level required for the desired program is one to two. This ratio applies to students certified in the SESAME and SAGE databases. For example, under the current certification systems (A2 and J3), a student is considered to have the six Secondary II credits in language of instruction required for admission to an AVE if he or she has three Secondary III credits, two Secondary IV credits or one Secondary V credit. Similarly, a student is considered to have the credits required for admission to certain programs leading to a Diploma of Vocational Studies (DVS) that require six Secondary IV credits if he or she has three Secondary V credits. The following two examples will help explain the application of this rule: a student certified in the SESAME database who successfully completes a two-credit Secondary V course in second language under the transitional certification system (J2) meets the admission requirements in this subject for a program that requires a Secondary III or IV course. 20 A student certified in the SAGE database who receives one Secondary V credit and four Secondary IV credits in language of instruction meets the admission requirements in this subject for a program that requires six Secondary IV credits, because one Secondary V credit is worth two Secondary IV credits. 8.2.1.4 Credits obtained through recognition of equivalency Results obtained through equivalency are recognized in full and may be used to complete the credits required for admission to a vocational education program. For example, a student who has successfully completed a three-credit course in language of instruction as indicated in the SAGE database and who receives recognition of three additional credits through equivalency meets the admission requirements in the subject, i.e. the equivalent of six credits. Certain equivalency results may not be renewed following conversion of results from the SIMCA database to the SAGE database. An example would be a student having completed the 11th grade who, before the conversion of results to the SAGE database, had equivalencies recorded in the SIMCA14 database in several subjects, including mathematics (GCZ-406). After conversion, if the circumstances require it, the equivalencies in mathematics are renewed in the Complementary Matter discipline. Special steps must be taken in such a situation. First, a form is completed to ask for the correction of a student's file (see Chapter 4 of the Administrative Manual for the Certification of Studies in General Education for Adults and in Vocational Education). The Direction de la sanction des études (DSE) is then requested to modify the equivalency credits assigned in the student's file; this request must include the appropriate equivalency code inserted in the proper discipline. 14 This database was used to record information related to the certification of the studies of adults until 1993-1994. 21 8.2.1.5 Credits obtained during the transitional years As set out in Chapter 6 of the Administrative Manual for the Certification of Studies in General Education for Adults and in Vocational Education, documents issued during the period of transition from the Département de l’Instruction publique (DIP) to the Ministère de l’Éducation du Québec (MEQ) (1965 through 1972) may, in certain cases, be considered to correspond to higher grade levels. 8.2.2 Documents issued in Québec that were not computerized at the Ministère de l’Éducation du Québec The documents must indicate the results in each subject. A document which states that a student completed the 7th, 8th, 9th, 10th, 11th or 12th grade but which does not specify the student's results in each subject is accepted only if the achievement records or the report cards are no longer available. The table below indicates what must be attested in documents issued in Québec but not computerized at the Ministère de l’Éducation du Québec (MEQ) according to the grade level of the prerequisite credits. A result in the MEQ's placement tests allowing a student to enroll in a course one grade level above the grade level of the prerequisite credits for a given subject is considered, for admission to a vocational education program,20 as equivalent to the prerequisite credits for this subject. The table below indicates for each subject the courses which are one grade level higher than the grade level of the required prerequisite credits and in which the placement test results allow enrollment. Results from placement tests may be accepted only if the tests were supervised and administered by an authorized educational institution. 8.2.3 Documents issued outside Québec Information related to different prerequisites is set out in section 3.3. 20 21 Because these tests were designed exclusively for placement purposes, they may not be used to assign credits. Not available. 23 8.2.4 Vocational education documents General education courses that once enabled a student to enroll in a vocational education program may be recognized to establish eligibility for admission to a new program. The official vocational education document obtained may be accepted to show that the student completed these courses. Beginning in 1995 for an Attestation of Vocational Education (AVE) and in 1988 for a Diploma of Vocational Studies (DVS), and from 1989 to 1993 for a Secondary School Vocational Certificate (SSVC), these documents are recognized as prerequisites for admission to a program leading to a new AVE or DVS only if the prerequisites for the desired attestation or diploma are at the same or a lower level than the prerequisites for the attestation, diploma or certificate that has already been received. 8.2.4.1 Secondary II prerequisites All Attestations of Vocational Education (AVEs), Secondary School Vocational Certificates (SSVCs), and Diplomas of Vocational Studies (DVSs) are recognized for the purposes of admission to programs leading to an AVE with Secondary II prerequisites in the three basic subjects. 8.2.4.2 Secondary III prerequisites All Secondary School Vocational Certificates (SSVCs) and Diplomas of Vocational Studies (DVSs) are recognized for the purposes of admission to programs leading to a DVS with Secondary III prerequisites in the three basic subjects. These programs are part of prerequisite categories 2 and 5. 8.2.4.3 Secondary IV prerequisites Only the Diplomas of Vocational Studies (DVSs) that require or required a minimum of Secondary IV credits in the three basic subjects22 are recognized for the purposes of admission to programs leading to a DVS with Secondary IV prerequisites. These programs are part of prerequisite category 1. 22 The prerequisite category of current and former programs is listed in the computerized list entitled Liste des profils ou des programmes de formation par secteur pour tous les cycles (#099-MG-01) (#099-MG01). 24 8.2.4.4 Secondary V prerequisites To be admitted to the Health, Assistance and Nursing Care program (DEP 1094 or DVS 1594), a student must hold a Diploma of Vocational Studies (DVS) that required a minimum of Secondary IV credits and must have obtained Secondary V credits in language of instruction. This program is part of prerequisite category 4. To be admitted to the Travel Sales program (DEP 5236 and DVS 5736), a student must hold a DVS that required a minimum of Secondary IV credits and have obtained Secondary V credits in language of instruction and second language. To determine the grade level of the credits required in the three basic subjects for the programs in prerequisite category 6, consult Schedule I of the Vocational Education 2001-2002 Directives. 8.3 Functional prerequisites The successful completion of a General Development Test (GDT) in the language of instruction of the desired program is considered to be equivalent to the successful completion of the Secondary III courses in language of instruction, second language and mathematics for the purposes of admission to a program leading to an Attestation of Vocational Education (AVE). The functional prerequisites prescribed for admission to a program leading to a Diploma of Vocational Studies (DVS) for a person who was at least 18 years of age at the beginning of school attendance are as follows: • successful completion of a GDT in the language of instruction of the desired program • possession of the credits or the successful completion of the examinations related to the specific prerequisites in language of instruction and mathematics 8.3.1 General Development Test Successful completion of a General Development Test (GDT) is evidenced by a letter or attestation issued by the authorized educational institution having administered the examination and signed by the person in charge of certification. The Ministère de l’Éducation du Québec (MEQ) does not issue such documents. However, the overall test results are recorded in the SAGE database (student report) under the code GEN-T002-0 for the French sector and the code GST-T002-0 for the English sector. Even if a document establishes that the GDT was successfully completed, the declaration 25 in the DCFP system will be rejected if this information is not in the SAGE database. 8.3.2 Specific prerequisites The specific prerequisites designated for each program leading to a Diploma of Vocational Studies (DVS) are indicated in Schedule I of the Vocational Education 2001-2002 Directives and in Appendix III of this Manual. It may be determined whether a person has these prerequisites by examining documents divided by subject (achievement records, report cards, etc.) and finding an indication that the person successfully completed the required course or a higher-level course in language of instruction and mathematics, according to the desired program. The rules and principles for the verification of Secondary II, III, IV and V credits set out in section 8.2 apply; furthermore, they also apply to Secondary I credits for documents that have or have not been computerized at the Ministère de l’Éducation du Québec (MEQ). While a grade level is required as the specific prerequisite for general education courses in the youth sector, a different course code for each generation of program is required in the case of general education courses in the adult sector as concerns French-language programs leading to a DVS. These course codes are indicated in Appendix III of this Manual. The table below indicates the generations of general education programs in the adult sector contained in this appendix. For programs offered in English that lead to a DVS, the MEQ has developed examinations in general education in the adult sector (SPR-01 to SPR-09) to verify the fulfillment of the specific prerequisites in language of instruction. Each examination measures the mastery of objectives and content specific to one of the four skills defined in the current English Language Arts program for adult learners, called S.E.A.L.: Secondary English for Adult Learners. The number of the SPR examination or examinations required as a specific prerequisite is indicated in Schedule I of the Vocational Education 2001-2002 Directives and in Appendix III of this Manual for programs offered in English that lead to a DVS. 8.4 Prerequisites for programs leading to a Diploma of Vocational Studies taken concurrently with general education courses A young person or an adult can take vocational education courses concurrently with general education courses in the second cycle of secondary studies if he or she has earned Secondary III credits in language of instruction, second language and mathematics in programs of study established by the Minister (or has received recognition of equivalent learning25) but is missing credits in at least one of the three basic subjects in Secondary IV or V, according to the prerequisite category of the desired program of study. All the rules presented in section 8.2 of this Manual apply to confirm that the Secondary III credits have been earned. 9 Case studies A student's file is examined on the basis of scholastic learning supported by one or more official documents. This process is illustrated using the following case studies. Specimens of the French version of the acceptable documents referred to in these case studies may be found in Appendix V of this Manual. 9.1 Programs leading to an Attestation of Vocational Education The documents numbered 6 to 32 mentioned in the case studies on programs leading to a Diploma of Vocational Studies (DVS) presented in section 9.2 are recognized for admission to a program of study leading to an Attestation of Vocational Education (AVE). For each prerequisite, the code for compliance with admission requirements (accepted values26) in the DCFP system is enclosed in parentheses, in bold type: Category 3 Persons enrolling in a program leading to an AVS must: hold a Diploma of Vocational Studies (DVS) in the trade or occupation corresponding to the program of study selected or have been granted recognition of equivalent learning (C) OR practise a trade or occupation related to the program of study (Z) For programs on starting a business, there are no admission requirements (H). 11 Verification that admission requirements have been met To verify that the admission requirements for a program of study leading to an AVS have been met, the required Diploma of Vocational Studies (DVS) must first be identified through consultation of the Inforoute FPT Web site (www.inforoutefpt.org) or through reference to Appendix II of this Manual. 11.1 Diploma of Vocational Studies or a recognized equivalent Since July 1, 2001, only Diplomas of Vocational Studies (DVSs) and some equivalent Secondary School Vocational Certificate (SSVCs)27 are considered prerequisites for programs leading to an Attestation of Vocational Specialization (AVS). 26 27 Appendix IV of this Manual provides a definition of each of the codes for compliance with admission requirements (or, accepted values) in the DCFP system. Numerous SSVCs were replaced by DVSs with the same content when the SSVC path was eliminated in 1993. Consequently, a SSVC is accepted as a prerequisite where a DVS with the same content replaced it and this DVS is the current prerequisite for the desired AVS. A list of these SSVCs may be consulted in the Administrative Manual for the Certification of Studies in General Education for Adults and in Vocational Education (Chapter 10, Appendix 3). 35 Secondary School Diploma (SSDs) with mention of vocational specialty (long vocational programs) and certain inactive DVSs that were eliminated long ago are no longer accepted. However, the holders of these SSDs and DVSs will usually be eligible for admission on the basis of work experience, as set out in section 11.2. In the case of recently acquired learning that may be recognized as equivalent to the required DVS, the authorized educational institution must ensure that the person involved possesses equivalent learning. 11.2 Practice of a trade or occupation related to the program of study The authorized educational institution must ensure that the person involved has developed the competencies of the required Diploma of Vocational Studies (DVS) in the practice of a trade or occupation related to the program in question. Work experience considered equivalent to the required DVS cannot lead to obtention of the DVS, unless the person takes steps to have his or her scholastic learning recognized as set out in item 6.2.2 of the Vocational Education 2001-2002 Directives. In such a case, the experiential learning must be obtained in the practice of a trade or occupation that corresponds to the program leading to the DVS required as a prerequisite to the program leading to an Attestation of Vocational Specialization (AVS). 11.3 No prerequisites There are no prerequisites for the following programs: • 5056 Lancement d’une entreprise • 5163 Gestion d’une entreprise spécialisée de la construction • 5556 Starting a business 36 12 Case studies A student's file is examined on the basis of scholastic learning supported by one or more official documents.
