world citizen services checklist February 2012 Everything you need to know about buying a house First of all there are some important questions to answer: where do you want to buy a property and will this property be your principal residence or your holiday home? The latter question is very important with regards to wealth tax, inheritance tax, structuring the acquisition etc. Therefore before signing the final deed of sale we strongly recommend you that you discuss your situation with our International Structurer and Estate Planner Daniëlla van de Putte in order to optimise your personal situation. Where to live There are many real estate agents in the area. We work with 10 acknowledged agencies and we can give you all the necessary contact details of a real estate agent depending on where you want to buy a house. Buying a house After having found your dream house and the seller has accepted your offer, a “compromis de vente” (preliminary sales contract) will be drawn up. This can be done by the real estate agent or by the notary. We recommend you to have this done by your notary as he will safeguard your interest unlike the real estate agent who might be more interested in concluding a sale. The “compromis de vente” should contain conditions precedent like building permits, urbanisation plans and financing required. You have seven days to cancel this contract without any reason. After that you will have to pay 10% of the sales price as a deposit with the notary. The deposit will only be returned if the compromis de vente is cancelled for the non fulfilment of the conditions precedent. Within 3 months after the signing of the “compromis de vente”, the final deed (“Acte authentique”) should be signed. Financing a house Once you have found the house of your dreams, the question arises what is the best way to finance your purchase. World Citizen Services goes through all the options with you. This is the easiest way to handle daily payments. To open a bank account you need: • passport • proof of address of residence • a recommendation letter from the bank in the country of residence A proof of address of residence can be an electricity, gas, water, internet or telephone bill (no cell phone). A proof of address is basically asked for all important matters like buying a cell phone (with a contract), opening a bank account, buying a car… European driver’s licence You can drive with your EU driver’s licence in France. In case of renewal you have to ask for a new driver’s licence in France (if France is your country of residence).
