CAMPAIGN “TAX AGAINST POVERTY” www.steuer-gegen-armut.org www.transaktionssteuer.org Dear Dr. Angela Merkel, Dear Mr. Horst Seehofer, Dear Dr. Guido Westerwelle, We, the signatories, ask the newly elected Federal Government to implement a Financial Transaction Tax as well as to stand up for its implementation in other countries. The Financial Transaction Tax does not only contribute to the stability on the finance markets. It also generates funds, which can be used for the global fight against poverty. We justify our demand as follows: Several times, since the beginning of the 1970s, speculation was one of the causes for financial and banking crises. Speculation was also one of the reasons for the crises on the global food and commodity markets in 2008 as well as for the current world economic crisis. Further causes for the above mentioned crises are, among others, the increasing complexity of the financial products and the speed, at which financial transactions are carried out nowadays. The consequences of the crises are unequally distributed in the world. It is true that rich states also suffer from the crises, yet they can expend billions of US $ in order to counterbalance the consequences of these crises. On the other side: Most of the developing countries suffer from drastic drops in foreign direct investments, in export, sale of raw material and tourism in the transfer of money to their country of origin by the migrants and in development aid. All this is a risk to the timetable for reaching the Millennium Development Goals. But for both problem areas an adequate answer exists: A Financial Transaction Tax, which goes beyond the Currency Transaction Tax suggested by James Tobin in 1972, and which includes all speculation-relevant financial transaction. A tax like this can be implemented in the EU and worldwide. Until this is the case, preparatory steps should be taken on a national level, e.g. supportive parliamentary resolutions or the implementation of a national Stock-Exchange Turnover Tax. A Financial Transaction Tax – from our point of view – would have the following advantages: • Financial Transactions are decelerated and the (self-) regulation of what is happening on the financial markets is improved. • As the Financial Transaction Tax does not allow any exceptions, it is easy to implement. All the market participants are concerned similarly, because all speculation-relevant financial transactions are subject to the tax. • The tax makes short-term speculations less profitable. Medium- and long-term investments are not impeded due to a low tax rate between 0.1 and 0.01 %. • The Financial Transaction Tax is not a panacea. But it can contribute to global crises happening less often in the future and being less severe. The implementation of such a tax would be a success in itself, because all countries would profit by a more stable world financial and economic system. The demand for the Financial Transaction Tax meets increasingly with response. At the G20Summit in Pittsburgh at the end of September 2009, both the causes and the consequences of the global financial and economic crisis were emphasized as central challenges of the collective political action. In the run-up to the Bundestag election the Federal Chancellor and almost all parties advocated the implementation of such a tax. We hope that it was not only on the ballot box agenda, because: For us it is also very important that the Financial Transaction Tax - in addition to other measures – should be on the reform agenda of the global financial system. At the same time we want to make sure that the financial sector contributes to overcoming the consequences of the crises and that the funds generated this way do not only go into the budgets of wealthy states.
