Bandeath Industrial Estate, which forms part of this site, is being allocated as a Business Site and additional land is also being safeguarded under Policy 08. Those sites that are considered to be suitable for assessment for residential proposals are dealt with under THRS02 and THRS03. It is considered that residential development outwith these areas would lead to the two settlements of Fallin and Throsk coalescing to an unacceptable degree. ENVIRONMENT ASSESSMENT FLOOD RISK COMMENTS: WATER QUALITY COMMENTS: A burn runs through the site and SEPA flood maps indicate that the eastern margin of the meander loop may be at risk of flooding from the sea. Throsk served by septic tank which performs poorly on occasion - water quality concerns. Bandeath WWTW has capacity issues and may require major upgrading work. Water body adjacent to the site: status-heavily modified with poor ecological potential. GROUND CONDITIONS COMMENTS: Contamination may be a problem due to previous uses - military and industrial. The large part of the site to the north was formerly a Royal Naval Armaments Depot at Bandeath and is dotted with ammunition storage buildings. Stability may also be an issue due to mining in area. Gas Depot Safety Consultation Zone. GREENBELT COMMENTS: GREEN CORRIDOR COMMENTS: Outwith Green Belt. Large, mainly greenfield site outwith Green Corridor as identified in current Development Plan. See assessments for sites THRS03 and FALL05. BUILT HERITAGE COMMENTS BIODIVERSITY COMMENTS: Bandeath has historic interest but it is not necessarily important in a national/regional context as there are other examples of this type of development available elsewhere. Several archaeology sites and objects identified throughout Part of site is a Site of Special Scientific Interest. Loss of large parts of this site to residential development may result in biodiversity impacts. TRANSPORTATION ASSESSMENT PUBLIC TRANSPORT COMMENTS: PUBLIC TRANSPORT MITIGATION POTENTIAL Due to size of site, bus services would need to enter the site. If significant development proposed in locations with poor access, developer would be required to subsidize transport services for 5+ years Problem can be addressed WALKING AND CYCLING COMMENTS WALKING AND CYCLING MITIGATION POTENTIA No local facilities. Significant additional vehicle movements would affect the NCN76 which runs along the A905. Facilitating the NCN between Cowie and Fallin would be required. Problem can be addressed CAR COMMENTS: CAR MITIGATION POTENTIAL: Adequate access could be achieved if roundabout provided, but large scale development is likely to have wider environmental issues for Fallin and Throsk. Problem can be addressed SUMMARY TRANSPORT COMMENTS: Only ok if local facilities could be provided. Also significant infrastructure and public transport required. SUMMARY TRANSPORT MITIGATION POTENTIAL: LOCAL DEVELOPMENT PLAN: DRAFT PROPOSED PLAN MAP AREA SITE ASSESSMENTS THROSK SETTLEMENT: Throsk SITE LOCATION: Playing field site, western side of Throsk. STATUS: Site does not form part of the Spatial Strategy DRAFT LDP REF: Not applicable MIR REFERENCE: THRS02 OVERALL ASSESSMENT COMMENTS Site is not preferred for residential development. Considered that it should be retained as open space - there is already a play park on the site and a new community centre has been completed. LOCAL DEVELOPMENT PLAN: DRAFT PROPOSED PLAN MAP AREA SITE ASSESSMENTS THROSK Page 2 MIR REFERENCE: THRS02 ENVIRONMENT ASSESSMENT TOWNSCAPE FIT COMMENTS: LANDSCAPE FIT COMMENTS: The opportunity for a residential frontage onto the main road has now been lost with the development of the community centre. It is not considered that development of this site would impact adversely on the landscape. BUILT HERITAGE COMMENTS BIODIVERSITY COMMENTS: No issues identified. Loss of greenfield site may impact on biodiversity. TRANSPORTATION ASSESSMENT PUBLIC TRANSPORT COMMENTS: PUBLIC TRANSPORT MITIGATION POTENTIAL On bus route. WALKING AND CYCLING COMMENTS WALKING AND CYCLING MITIGATION POTENTIA Poor walking environment to facilities in Fallin. CAR COMMENTS: CAR MITIGATION POTENTIAL: Access by car may be difficult unless taken from the industrial estate road and this may require the creation of a roundabout to serve the estate. Having another access from Kersie Road would not be preferred. SUMMARY TRANSPORT COMMENTS: SUMMARY TRANSPORT MITIGATION POTENTIAL: LOCAL DEVELOPMENT PLAN: DRAFT PROPOSED PLAN MAP AREA SITE ASSESSMENTS THROSK SETTLEMENT: Throsk SITE LOCATION: Rear of existing housing, north of Kersie Road STATUS: Site within Draft Proposed Plan DRAFT LDP REF: H80,H81 MIR REFERENCE: THRS03 OVERALL ASSESSMENT COMMENTS As outlined in the Throsk Settlement Statement, it is considered that the village should contribute, albeit in a smaller way than Fallin, to the housing land supply for reasons which are outlined in the Spatial Strategy of the Draft Proposed Plan. This site is considered to have development potential although there are constraints to be overcome - Waste Water Treatment Works is primary treatment only. Further discussion is required with SEPA and Scottish Water to assess the impact development may have on the level of treatment required. Access issues also require to be addressed. For these reasons, the site has been allocated in Phase 2 of the Plan (2023-2033). Expansion of settlement in direction and the scale anticipated may result in loss of current character. New development should not appear as suburban housing estate. It is not considered that development of this site would impact adversely on the landscape. BUILT HERITAGE COMMENTS BIODIVERSITY COMMENTS: No issues identified.
