The International Environmental Film Festival is hosted by the Ile-de-France Regional Council

Preamble
The initial Fife 2016’ Rules & Regulations, was pended on November
23rd, 2015 at DARRICAU-PECASTAING bailiffs (address: 4 Place
Constantin
Pecqueur
Paris
75018).
As provided in article 8, the article 3 of paragraph 5 was revised.
The new Rules & Regulations so edited was pended on December 1st,
2015 at DARRICAU-PECASTAING bailiff (address: 4 Place Constantin
Pecqueur Paris 75018).
The festival wishes to promote the distribution of films, audiovisual and
multimedia works from all countries, in all genres, and for all
audiences, addressing themes related to environmental issues,
sustainable development and ecology. Generally, the festival’s
organizers intend to favor the most diverse perspectives on the various
vastest questions regarding those themes.
Art. 1: Thematics
The festival’s themes are the environment, ecology and sustainable
development in a comprehensive sense. The festival questions the
global place of Man in his environment: biodiversity, environmental and
human stakes, climate change, resources, working world, science and
research, evolution of borders, alternative energies, health,
urbanism…
Art. 2: Competition
At present, the festival’s official competition involves seven sections:

Full-length documentaries (60 minutes and more)
Medium-length documentaries (47 to 59 minutes)
Short documentaries (12 to 46 minutes)
Short films (less than 30 minutes)
Eco-Bambins young public short films
Fictions (60 minutes and more)
Web-documentaries
The full-length, medium-lengh, and short documentaries and fictions
presented in competition must be unreleased in France: they shall not
be the subject of any cinema exhibition or any broadcasting on French
television.
As far as short films and films out of competition are concerned, the
festival will favor previously unseen films without it being an
imperative.
Regarding web documentaries in competition, they must necessarily
be in French or subtitled in French.
Art. 3: Awards
Full-length documentaries:
A jury consisting of personalities from the worlds of environment,
media, movies, and audiovisual, as well as entrepreneurs or artists
engaged in and/or sensitive to environmental issues, attributes the
following awards to the full-length documentaries presented in the
official competition:
Great Prize: 10,000 euros
Documentary award: 5,000 euros
Special jury award: 4,500 euros
The jury is free to award distinctions. The attributed awards cannot be
drawn incrementally.
Medium-length documentaries:
The medium-length documentary award is given to one of the
documentaries presented in this category’s official competition. It
comes with an endowment of 3,000 euros.
This award is attributed after an anonymous vote by the festival’s
visitors which shall be implemented as follows: viewers attending the
category’s screenings at the festival’s main screening venue receive a
ballot paper, calculation of a scoring ratio / number of fully filled ballot
papers received and nomination of the winner.
This award for best medium-length documentary shall be
authenticated by decision of a court bailiff.
Short documentaries:
A jury consisting of students from Ile-de-France, attributes the Best
short documentary award to one of the short documentaries presented
in the official competition. That award comes with an endowment of
2,500 euros.
Short films:
A jury consisting of high-school students and apprentices from Ile-deFrance, attributes the Best short-film award to one of the short-films
presented in the official competition. That award comes with an
endowment of 2,000 euros.
EcoKids (Bambins) short films:
The Eco Kids (Bambins) award is attributed to one of the short films
presented in the official competition as part of the Eco Bambins
program. It is awarded as the outcome of an anonymous vote among
children who attended the screenings of the abovementioned Eco
Bambins program at the Cinéma des Cinéastes. Voting procedure
shall go as follows:
Children attending the Eco Bambins screenings at the
Cinéma des Cinéastes receive a ballot paper – 1 child = 1
vote
On each ballot paper (displaying all the films in competition),
children will check the box matching his or her favorite
movie.
Calculation of the number of votes grated to each film.
This award shall be authenticated by decision of a court bailiff. Grant to
be defined soon.
Web-documentaries:
The web-documentary award is attributed to one of the multimedia
works presented in the official competition. These works must be
featured or subtitled in French. This award comes with an endowment
of 1,000 euros. It is awarded as the outcome of a vote among Internet
users that is authenticated by a court bailiff.
For all these awards, in the event of a co-direction, the related
endowment shall be divided among the directors. Each share will be
paid to each co-director.
In case of draw, endowment shall be split between the winning films.
Fictions Features:
The Best fiction award is attributed to one of the fictions presented in
official competition. It comes with and endowment of 5,000 euros.
This award is attributed as the outcome of an anonymous vote among
the festival’s spectators at the Cinéma des Cinéastes that is
implemented as follows:
distribution of a ballot paper to all the people coming to the
Fiction-section screenings at the Cinéma des Cinéastes,
calculus according to a scoring / total number of complete
votes received ratio,
designation of the winner.
The results for Best Fiction vote will be authenticated by a court bailiff.
In case of draw, the endowment will be shared among the winners.
The people in charge of the films and works presented in the
official competition solemnly pledge, should they receive an
award, to ensure a clear visibility of the festival (logo, name…) on
all their communication media.
NB: The festival might grant one or several additional award(s) that
have not yet been defined, in relation with one (or several) external
partner(s) that shall fund the total endowment linked with this/these
award(s). Furthermore, one or several of the existing awards might be
financed wholly or partly by a partner of the festival.
Art. 4: Registrations
Are allowed to participate in the festival: short, medium-length and fulllength films produced in 2014, 2015 or 2016 and delivered in one of
the following projection formats:
- 35 mm
- Blu-Ray Zone 2
- DCP
For any other format, please contact the festival’s office.
All the movies presented in the official competition, fictions and
documentaries, shorts and full-length, must be unreleased (cf. article
2).
As far as short films are concerned, priority will be given to previously
unseen films, without it being an imperative.
The festival will also favor unreleased features for films presented off
competition.
Registration for the films must be received by the organizers of the
festival before December 18th , 2015, as evidenced by the receipt date
at the festival office, and shall comprise:
- the duly filled out and signed entry form (digital signature accepted if
necessary)
- a synopsis of the film in French or English
- a DVD copy the festival will keep (sent at the expense of the film
crew), or a link allowing an online viewing or a download of the
film. Unless otherwise stated, DVDs will not be returned.
Art. 7: Rights
- The put in works shall be exempted of rental rights in the festival’s
main screening location(s);
- The festival reserves the right to allow his partners’ TV channels and
Internet sites to broadcast extracts of the film that never exceed three
minutes. It also reserves the right to broadcast excerpts on its
Facebook
page
and
on
its
own
Internet
site
(www.festivalenvironnement.com).
- The beneficiary assures the festival’s management he/she is the
unrestrained and sole owner of all rights necessary (copyright, image
rights, and all intellectual property rights), received from qualified
persons, for the utilization, screening or promotion of the film, in its
entirety or by extracts, during the festival.
- The beneficiary allows the festival’s management to translate the
dialogues and commentaries for their broadcasting during the festival,
and guarantees against any proceedings in this regard.
- The beneficiary allows the festival to reproduce the provided texts,
pictures, biographies and filmographies in the communication material
of the festival (all paper or digital material) and to communicate it to the
Medias which promote the festival and its films selection.
- For promotion and archiving purposes, the festival will keep one DVD
copy of the films. Its usage is reserved solely to consultation within the
premises of the festival’s management.
- In accordance with the awarded and broadcasted films’ beneficiaries,
some of the films may be screened again in the theatres and other
venues inside and outside Ile-de-France, as well as in foreign
countries, under the auspices of the festival and the Ile-de-France
region, according to conditions that shall be defined with the festival’s
management.
If the entry file is incomplete, the festival reserves the right to refuse
the registration of the film.
Art. 8: Acceptance of the present regulations
Art. 5: Sending of the copies and communication items for the
selected movies
The registration of the films is free of charge, but implies full
acceptance of these general terms and conditions. In the event of a
contestation, only the French text makes law.
The beneficiaries of the selected movies, who will be directly informed
by the festival’s management, will be called upon to provide the
following additional items, as soon as their selection is notified to them
and before January 15th, 2016:
- a synopsis of maximum 750 characters for the full-length and
medium-length films and maximum 350 characters for short films, in
French and/or English – the festival reserves the right to modify or
shorten the received synopsis because of constraints related to our
communication tools;
- a picture and a filmography of the director;
- pictures from the film (jpeg 300 dpi) as well as the press pack and
clippings, by email or any other digital media
- where appropriate, awards earned by the film, as well as the
countries where and dates when the film was broadcasted;
- the precise contact details for the film’s producer, salesperson and/or
distributor;
- an extract or trailer, ideally in a French-subtitled version and video file
compatible with Youtube (HD or normal version): MP4 (H264), MOV,
WMV or AVI (the Ile-de-France region holds an “official user” account).
The video must be treated in a minimum definition of 640x480 pixels,
with a bit rate of 1.2 mbps;
- the festival will keep a second DVD copy of the film.
The present Rules are filed with SCP DARRICAU PECASTAING,
Associated Court Bailiffs, 4 place Constantin Pecqueur, 75 018 Paris.
All requests regarding the implementation or interpretation of the
Rules, or unforeseen requests that may occur, shall be adjudicated
upon definitively, depending on the nature of the question, by the Ilede-France Regional Council, in accordance with the French law.
The Ile-de-France Regional Council reserves the right, in its sole
discretion, to change, extend, shorten, suspend, or cancel these
Rules, at any time, without notice nor obligation to justify its decision,
and without being held liable in any way. No compensation may be
claimed by the Participants. Any amendment to the Rules shall give
rise to a further lodging of the Rules with Maître Hélène
PECASTAING, and Participants shall be deemed to have accepted
such amendment due to the simple fact that he/she participates in the
competition. Should a Participant refuse the new amendment(s),
he/she shall no longer participate in the competition.

In case of subtitling, the Festival team will specify the elements needed
(video file, dialogues and text list…). This master shall be returned to
the producers once the subtitles are processed.

The screening copies of the selected films and programs must reach
the festival’s management no later than March 1st, 2016. The festival
will only accept copies in a perfect state.

Art. 6: Transportation, customs and insurance

For all the films sent to the festival for selection, the copies’
transportation and insurance expenses to and from the festival, as well
as the forwarding agent’s intervention costs — for import and reexport — shall be for the account of the producers or distributors.
The expenses regarding the screening copies of the selected films will
be borne by the Region. The copies will be sent only via the FEDEX
account of TransPh’il Express, as notified by the festival team, and
returned via Chronopost.
The festival’s management takes charge of the storage rent and
insurance costs exclusively between the reception and forwarding of
the selected works. Should the copies be lost or damaged during that
time, the festival’s responsibility shall be involved only for the worth of
one copy.
