The German Academic Exchange Service (DAAD) is a joint organization of Germany’s higher
education institutions and is responsible for promoting international academic relations, primarily
through the exchange of students, academics and researchers. One of DAAD’s main objectives is to
promote academic and scientific advancement in developing countries.
Using funds provided by the Federal Ministry for Economic Cooperation and Development, the DAAD
promotes the creation of high-quality and permanently self-sufficient higher education structures in
developing countries. Selected African Centres of Excellence and sustainable networks are supported
by DAAD through individual scholarships for postgraduate students.
These African Networks or Centres are characterized by:

On the following pages each network and centre is introduced and applicants may find detailed
information and contact data. Applications have to be submitted to the centres and networks only,
DAAD does not accept applications sent directly to the head office in Germany. The subsequent
selection process will take place in two stages. The centre or network will initially pre-select
candidates. The applications of the short-listed candidates will then be sent to the DAAD head office
in Bonn where the final decision will be made.
The scholarships are open to postgraduate students from a Sub-Saharan African country who
want to pursue their degree at an African university or centre outside their home country.
The focus is on strengthening university staff development by preferring young university staff
members or candidates considered for teaching/research staff recruitment. Applications from female
candidates are particularly welcome.
Detailed requirements for application have to be checked with the
respective African Centre and Network. The age limit for applicants is
36 years at the date of application.
The application should consist of:
• A completed and signed application form (can only be obtained through the corresponding
African network and centre)
• Curriculum Vitae without photograph; use CV template at http://europass.cedefop.europa.eu
• Recommendation letter by Head of Department indicating that the applicant is a staff member.
In case of public sector candidates: academic reference letter and proof of employment
• Certified copies of all university degree certificates including transcripts
• At least temporary admission letter from the host institution
• For Ph.D. degree only: Detailed and precise description of research proposal with detailed working
plan and time schedule for the whole programme until graduation
• For Ph.D. degree only: Declaration of acceptance from academic supervisor
• For Ph.D. degree only: Confirmation of study leave from your home university (if applicable)
AIMS
African Institute for Mathematical Sciences
Brief description:
• The AIMS Institute was founded in 2003 in Cape Town (Muizenberg Campus), South Africa. It is an
educational centre for postgraduate studies which prepares students for research and teaching
careers in the quantitative sciences.
• AIMS is a unique partnership between the three universities in the Western Cape (UCT, Stellenbosch
and UWC) and three European universities (Cambridge, Oxford and Paris-Sud-XI). The institute has
been recognized by the NEPAD-Initiative as an African Centre of Excellence.
The goals of AIMS:
• To promote mathematics and science in Africa
• To recruit and train talented students and teachers
• To build capacity for African initiatives in education, research, and technology

DAAD supports AIMS with:
5 scholarships for a Ph.D. degree in Mathematics for applicants from Sub-Saharan Africa
(excluding South African Nationals). Awards are available for up to a maximum of three years.
Study area: Mathematics, science or engineering subject with a significant
mathematics component which will promote the regional
training programme offered by AIMS.
Requirement: Applicants must be from Sub-Saharan African countries and
may not exceed the age limit of 36 by the date of nomination.
Applicants are nominated by the Director of AIMS and must be
eligible for Ph.D. registration at a South African university at the
beginning of the year in which they wish the DAAD scholarship to
commence.

African Network of Scientific and Technological Institutions
Brief description:
• ANSTI is an organ of the UNESCO, and was founded in January 1980 through the financial support
of the USNDP, UNESCO and the German Government.
• The Network draws its membership from faculties of engineering or basic sciences of Sub-Saharan
African universities, and other institutions of higher education in the region.
• Presently, the Network has 173 member institutions in 35 Sub-Saharan African countries.

Study area: All subject areas of natural and engineering sciences,
technological and mathematics disciplines can be considered
except subjects in the field of humanities (linguistics, civilisation
studies, fine arts, music, law and social sciences).

S hould posses a good bachelor’s degree at least 2nd class upper

Centre for Peace and Conflict Studies at the Faculty of Social
Sciences at the University of Ibadan
Brief description:
• Since November 2001 the Centre for Peace and Conflict Studies (CEPACS) at the University of
Ibadan, runs a graduate training programme in Humanitarian and Refugee Studies (Master’s in
Humanitarian and Refugee Studies, MHRS, Professional Degree Programme) with a take-off grant
from the Association of African Universities (AAU), Accra, Ghana.
• The Master’s degree programme in Humanitarian and Refugee Studies (MHRS) is a multi-disciplinary
one that draws from the course offerings, teaching skills and research expertise distributed across
a number of the academic departments of the university. This programme is designed for meeting
some of the most urgent needs on contemporary Africa’s human security agenda in the area of
armed conflicts, humanitarian crisis and intervention, and refugee management. One of the key
objectives is building self-sustaining capacity for responding to humanitarian needs, aimed at
helping to develop professionally trained, competent personnel for implementing policies in the
area.
• The core of the Centre’s research activities is currently grouped into five major programmes namely:
managing ethnic and social conflicts; traditional African conflict resolution practices, sources and
methods; condition of women and children in war and peace; environmental scarcity and conflicts;
and peacekeeping, peacemaking and peacebuilding.
Aims :
The programme is specially tailored towards meeting the professional needs of individuals, groups,
and agencies implicated in humanitarian work and conflict management.

CERAAS
Centre d’Etude Régional pour l’Amélioration
de l’Adaptation à la Sécheresse
Brief description:
• CERAAS was created in 1989, and was strongly supported by the European Community for many
years. It is a research unit of ISRA (national Senegalese agronomical research institute) with a
regional vocation as it is a “research and training base centre” of the CORAF/CILSS regional network.
It conducts for the latter development and research and training schemes with various national
and international institutions.
• The mission of CERAAS is to contribute to the improvement of the agricultural food production and
the extermination of poverty in the developing countries in dry zones.
• The objectives of CERAAS are to propose plant varieties adapted to drought, to develop methods
of analysis and decision-making tools, which contribute to improve and/or stabilise agricultural
production in arid and semi arid zones (to cope with drought and climate change and variability),
and to train scientists and students in those areas.
• In the area of natural resources management and in particular that of genetic resources, CERAAS
deals with problems related to plant adaptation to drought. The disciplines covered are agronomy,
agro-climatology, physiology, biochemistry, genetics and molecular biology. CERAAS priority
plants are food crops (millet, sorghum, groundnut, cowpea, maize), new alternative cash crops
(sesame, jatropha) and traditional useful trees (baobab, tamarind). Biometrics and applied
mathematics (modelling) are disciplines developed to support research activities. Based on those
tools CERAAS recently started working also on climate index based insurance for poor farmers in
collaboration with farmers’ organisations and international institutions.

To develop methods in bio-sciences and agronomical areas allowing better adaptation to climate
change and variability and to train students in those areas.

Centre Africain d’Etudes Supérieures en Gestion
Brève description:
• Le Centre Africain d’Etudes Supérieures en Gestion (CESAG) est une Institution universitaire de
formation, de perfectionnement, de consultation et de recherche en gestion. Il a été créé en
application d’une décision prise par les Chefs d’Etat de la Communauté Economique de l’Afrique de
l’Ouest (CEAO) à la Conférence de Bamako en 1978.
• L’objectif visé était de doter les pays membres d’une école communautaire capable de former
des gestionnaires efficaces tout en tenant compte des réalités de l’environnement africain. Entré
en activité en 1985, le CESAG s’est imposé comme la principale grande école de formation en
management en Afrique francophone au Sud du Sahara.
• Créé à l’origine pour servir les pays de la Communauté, le CESAG s’est progressivement ouvert à
l’ensemble de la sous-région et au continent africain.
• Suite à la dissolution de la CEAO en 1994 et à la liquidation de ses institutions spécialisées, le CESAG
a été rétrocédé en Novembre 1995 à la Banque Centrale des Etats de l’Afrique de l’Ouest (BCEAO).
• La totalité des diplômes délivrés par le CESAG sont reconnus par le CAMES (Conseil Africain et
Malgache pour l’Enseignement Supérieur). En outre, en 2005, l’UEMOA a accordé le Label de centre
d’excellence à trois (3) des programmes du Centre.
• Depuis 2006 et parallèlement aux programmes conduisant à l’obtention des DESS, le CESAG a
embrassé le système LMD (Licence, Master, Doctorat).
• A ce jour, les effectifs du Centre comptent en leur sein 27 nationalités avec un taux élevé de

Centre of Specialization in Public Administration and Management
Brief description:
• CESPAM, located at the University of Botswana, was established in June 2000 as the SADC Centre of
learning, training and research in public sector administration and management. It was conceived
as part of a long-term strategy to meet the demand for higher education and training for senior/
middle managers and other officials from the SADC region primarily in the public sector but also in
the private sector.
• The programme aims at responding to client needs and requirements (particularly to the
changing social, economic, and political environments), as well as keeping abreast of on-going
developments in graduate programmes in public administration. All these are geared towards
providing an excellent and up-to-date academic and professional programme that addresses the
human capacity-building requirements of Botswana and the SADC region.

Collaborative Masters Programme in Agricultural and Applied
Economics in Eastern, Central and Southern Africa
Brief description:
CMAAE, a programme initiative of the African Agricultural Economics Education Network (AAEEN), is
a Collaborative Master of Science Programme in Applied Economics in Eastern and Southern Africa.
The program draws participation from 16 universities in 12 countries of Eastern, Central and Southern
Africa.
Aims:
• Produce MSc. agricultural and applied economic graduates with the knowledge and skills for
transforming the agro-food sectors and the rural economies of the region in an environmentally
sustainable fashion, thus helping fulfil the MDGs.
• Upgrade the teaching, research and outreach capacity of departments currently in the CMAAE
programme and set-up a system for scaling out the programme.
• Strengthen a continental network to promote research, policies and development that empower
smallholder farmers especially women.

Brief description:
The Centre for Human Rights at the Faculty of Law, University of Pretoria, is one of the most active
human rights institutions on the African continent. In 2006 the Centre for Human Rights was
awarded the UNESCO Prize for Human Rights Education. The primary focus areas of the Centre are
to (i) undertake research and (ii) provide training in the field of human rights in Africa. Since its
establishment in 1986, a highlight in the Centre’s activities included involvement of its staff in
drafting the Bill of Rights of the South African Constitution. The Centre also organises the African
Human Rights Moot Court Competition which is the biggest annual gathering of law students and
law lecturers from across the African continent. Members of the Centre have served as consultants
on human rights issues to a range of institutions, including the Organisation of African Unity/
African Union (OAU/AU), New Partnership for Africa’s Development (NEPAD), the United Nations
High Commission for Human Rights (UNHCHR) and the South African Human Rights Commission
(SAHRC).
Aims:
• To train human rights experts who will be employed in national, international and regional
bodies concerned with human rights and democracy.
• To expand collaboration among African universities.

DAAD supports the Centre for Human Rights with:
Up to 13 scholarships for a Master of Laws (LLM) in Human Rights and Democratisation in
Africa. The duration of the programme is one academic year which is divided into two semesters.

Human rights law and democratisation
The course runs from the middle of January to early December and comprises eight modules. The
first semester is spent at the Centre for Human Rights, University of Pretoria. Academics and expert
practitioners teach students in the following modules:
Module 1: Methodology of human rights research, education and advocacy
Module 2: Democratisation in Africa • Module 3: International and comparative human rights
Module 4: Human rights in Africa • Module 5: Introduction to the South African legal system and
Bill of Rights • Module 6: Human rights in the field (comprising of on-site study visits to Rwanda,
Somaliland, Kenya, Southern Sudan and Sierra Leone)
Students also improve their proficiency in one of the AU’s official languages (French, English,
Portuguese). At the end of the first semester, the class is divided into eight groups, each of which
spends the next five months at one of the following partner universities: Addis Ababa University
(Ethiopia), American University in Cairo (Egypt), Catholic University of Central Africa (Cameroon),
Universidade Eduardo Mondlane (Mozambique), University of Ghana, Makerere University (Uganda),
University of Mauritius and the University of the Western Cape (South Africa). At these institutions
they complete the two modules and/or internships:

• The International Institute for Water and Environmental Engineering, Ex EIER ETSHER Group, is
a Higher Education and Research International Institute in the domains of water, environment,
energy and infrastructures based in Burkina Faso’s capital Ouagadougou.
• The 2iE constitutes a new ambition for the EIER-ETSHER Group created 35 years ago and emanating
from 14 French-speaking African countries (Benin, Burkina Faso, Cameroon, Central African
Republic, Côte d’Ivoire, Gabon, Guinea, Mali, Mauritania, Niger, Senegal, Chad and Togo). Since
its creation, the 2iE has trained technicians and managerial staff from many countries and has
provided necessary human resources to socio-economical development of Africa through the
private sector and development players.
Aims:
The 2iE Institute in partnership with international organisations provides world class trainings that
are recognised throughout the world, and the quality of its teaching in addition to the excellence of
its research infrastructures open up to students a brilliant career.

Brief description:
• ILRI belongs to the Consultative Group on International Agricultural Research (CGIAR), an
association of more than 60 governments and public- and private-sector institutions supporting a
network of 15 agricultural research centres working to reduce poverty, hunger and environmental
degradation in developing countries.
• ILRI is a non-profit-making and non-governmental organization with headquarters in Nairobi,
Kenya, and a second principal campus in Addis Ababa, Ethiopia. As part of its research based
outreach and capacity strengthening, ILRI assist its partners by offering opportunities for long and
short term training for researchers and development practitioners.
• The Institute works at the crossroads of livestock and poverty, bringing high-quality science and
capacity-building to bear on poverty reduction and sustainable development. ILRI works in Africa,
Asia with offices in East, Southern and West Africa, South and Southeast Asia, China.
Aims:
The overall mission of the Capacity Strengthening Unit of ILRI is to strengthen the capacity of
livestock R&D community to contribute to the mission of ILRI to achieve livestock-mediated poverty
alleviation. The purpose is to strengthen ILRI’s and its partners’ capacity to apply skills and resources
to accomplish their goals, satisfy stakeholders needs and improve performance and impact.

• L’Institut de Mathématiques et de Sciences Physiques (IMSP) est un centre d’excellence dans
le domaine de la formation et de la recherche scientifique en mathématiques et en sciences
physiques en Afrique subsaharienne francophone. IMSP a été élevé au rang de Centre d’Excellence
par l’Union Mathématique Africaine (UMA) en 1993.
• C’est un institut à vocation régionale, intégré à l’Université d’Abomey-Calavi (UAC), né de la volonté
commune du président du Bénin et du feu Professeur Abdus Salam, prix Nobel de physique, ancien
Directeur du International Centre for Theoretical Physics (ICTP) de Trieste en Italie, que se propose
d’aider à :
• La promotion de la recherche scientifique en Afrique notamment sub-saharienne
• La formation de jeunes scientifiques par la recherche et l’enseignement en vue d’un doctorat
• La motivation des jeunes élèves des lycées et collèges pour les études scientifiques.
• Le recyclage des professeurs de l’enseignement secondaire (lycées et collèges ).

Integrated Watershed Management
Brief description:
• The IWM Masters Programme at Kenyatta University, Kenya is offered in collaboration with the
partner universities of Siegen (Germany), Dar es Salaam (Tanzania) and Arba Minch (Ethiopia) and
lays emphasis on combining knowledge from various disciplines in a practical oriented setting, in
order to achieve sustainable socio economic and ecological development of watersheds through a
multi-disciplinary approach.
• The programme focuses on developing concepts and solutions for sustainable development
of limited water and soil resources in tropical and sub-tropical regions. The main focus of the
programme is the watershed as a tool for training, research and planning leading to sustainable
utilization of available resources for the benefit of all stakeholders.

NAPRECA
Natural Products Research Network for Eastern and Central Africa
Brief description:
• NAPRECA is a regional network with branches in 11 East and Central African countries.
• NAPRECA got affiliated to UNESCO as part of its Network programmes in November 1987 with its
activities starting in 1988.
Aims:
• To initiate, develop and promote research in the area of natural products (including botany,
chemistry, biological activity and economic exploitation) in the Eastern and Central African subregion through:
• Dissemination of information (NAPRECA Newsletter; Publication of a series of monographs)
• Exchange of Researchers Scheme
• Natural Products Summer Schools and Workshops
• Natural Products Symposium
• To coordinate and maintain inter- and intra-regional links among different research groups.

Programme de Troisième Cycle Interuniversitaire en Economie
Courte description :
• Le PTCI est une initiative de la Conférence des Institutions d’Enseignement et de Recherche
Economiques et de Gestion en Afrique (CIEREA). La CIEREA, née en Février 1986, est une ONG
internationale. Elle regroupe des facultés, des centres de recherche et instituts en Sciences
Economiques et Gestion d’Afrique Francophone au Sud du Sahara. La CIEREA a réalisé une étude
diagnostic sur l’harmonisation des programmes d’enseignement et de recherche en Afrique au Sud
du Sahara.
• C’est dans cette perspective globale que s’inscrit l’initiative PTCI en Sciences Economiques. Le PTCI
a été adopté lors de la sixième Conférence de la CIEREA, tenué a Cotonou (Bénin) les 21 et 22 Mai
1992.
Objectifs et principes :
• Former des économistes de haut niveau, performants et compétitifs qui ont de solides bases en
théorie et les outils pratiques nécessaires pour appréhender à bonne fin les politiques et la gestion
économiques.
• Donner les bases de formation à un nombre plus réduit d’étudiants très performants qui
peuvent par la suite entreprendre la rédaction et la soutenance d’une thèse de doctorat, ouvrant
principalement la porte au recrutement dans les facultés et centres de recherche.
• Réduire les besoins de formation à l’étranger des cadres africains, dans la mesure où celle-ci peut
être assurée sur place à un coût raisonnable.
