Règles La régate olympique se déroulera conformément aux règles en vigueur de l'International Yacht Racing Union (I.Y.R.U.) et de la Charte Olympique. En cas de divergences d'interprétation des règles de l'I.Y.R.U. ou des directives de course, le texte anglais fera foi. 3.1.1. Les réclamations relatives à la violation des régies de la Charte Olympique seront tranchées par le C.I.O. 3.1.2. Toutes les réclamations et les points litigieux d'ordre technique seront tranchés par le Jury international nommé par l'I.Y.R.U. Toutes les questions relatives aux jaugeages et à l'interprétation des règles concernant les catégories seront tranchées par la Commission de jauge olympique de l'I.Y.R.U. 3.1.3. Seuls les concurrents répondant à la fois aux dispositions des règles 8, 26, 36 et 49 de la Charte Olympique ainsi qu'à la définition de l'amateur mentionnée à l'appendice 1 des Règles de course de l'I.Y.R.U. participeront à la régate olympique. 3.2. Participation 3.2.1. Chaque pays a le droit d'inscrire un (1) bateau par catégorie ainsi qu'un maximum de quatre (4) remplaçants pour l'ensemble des épreuves. Un (1) bateau inscrit donne droit à un (1) remplacement ; deux (2) bateaux, à deux (2) remplacements ; trois (3) bateaux, à trois (3) remplacements ; quatre (4) bateaux et plus, à quatre (4) remplacements seulement. Les concurrents et leurs remplaçants doivent être citoyens du pays qu'ils représentent et faire partie des clubs affiliés à l'organisation de yachting qui à son tour doit être reconnue par le comité national olympique de leur pays. 3.2.2. En cas de contestation de citoyenneté, il appartient au Comité national olympique du pays concerné de fournir les preuves de la citoyenneté du concurrent. 3.2.3. Un remplaçant inscrit peut concourir à la place de tout membre d'équipage de toute catégorie, à condition d'avoir obtenu une permission écrite du Jury international. 3.2.4. Chaque équipe peut comprendre en Source: Bibliothèque du CIO / IOC Library plus de ses concurrents et remplaçants des officiels conformément à la règle 41 de la Charte Olympique. 3.3. Inscription 3.3.1. Date limite d'inscription par pays Le formulaire d'inscription d'un pays doit parvenir au Comité d'organisation des Jeux Olympiques de 1980 à Moscou à l'adresse suivante: C.O.J.O.-80, 22a, rue Gorki 103050 Moscou U.R.S.S. par l'intermédiaire de son comité national olympique avant minuit (heure de Moscou), le 19 mai 1980. Cette inscription devra mentionner les catégories dans lesquelles désire concourir le pays concerné. 3.3.2. Date limite d'inscription nominative Le formulaire d'inscription définitive précisant les noms des concurrents et des remplaçants de même que le formulaire d'inscription des yachts doivent parvenir au C.O.J.O. avant minuit (heure de Moscou), le 5 juillet 1980. Le C.O.J.O. expédiera les copies de ces formulaires à Tallin où elles parviendront le 7 juillet 1980. Deux photocopies du certificat de jauge doivent être jointes au formulaire d'inscription de chaque bateau. Une de ces copies sera envoyée par le C.O.J.O. à Tallin de façon qu'elle y arrive jusqu'au 7 juillet 1980. Le formulaire d'inscription et les photocopies du certificat de jauge doivent être validés par le comité national olympique. 3.3.3. Les formulaires d'inscription doivent être expédiés à l'adresse mentionnée au p. 3.3.1. Les inscriptions envoyées à une autre adresse ne seront pas considérées comme remises. 3.3.4. Aucune inscription ou modification dans la liste des concurrents et remplaçants ne sera prise en considération après les heures et dates mentionnées au p 3.3.2. 3.3.5. La liste des officiels des équipes conformément au p. 3.2.4. doit parvenir au C.O.J.O. à l'adresse indiquée ci-dessus avant minuit (heure de Moscou), le 5 juillet 1980. On procédera au contrôle de dopage les jours de compétition pendant toute la durée de la Régate olympique conformément aux règles édictées dans la brochure « Contrôles médicaux du C.I.O. » et en accord avec l'I.Y.R.U. 3.4.2. En cas d'infraction des règles édictées dans la brochure «Contrôles médicaux du C.I.O.» l'inscription de ce yacht pourra être annulée. 21 Source: Bibliothèque du CIO / IOC Library Règlement des compétitions 4.1. Organisation technique LI.Y.RU. est responsable de l'organisation technique de la régate olympique à Tallin. 4.2. Jury Le jury international sera formé par l'I.Y.R.U. et la régate se déroulera sous sa gouverne. Le jury aura à étudier quotidiennement les réclamations reçues. Les décisions du jury seront sans appel. 4.3. Décompte des points Le système employé pour le décompte des points sera celui figurant à l'appendice 5 des Règles des compétitions de l'I.Y.R.U. de 1977, avec toutes les modifications qui seront ultérieurement adoptées par l'I.Y.R.U. 4.4. Directives pour les courses Les directives pour les courses seront envoyées par le Comité d'organisation aux organisations nationales de yachting des pays inscrits selon les règles figurant au p. 3.3.1. par l'intermédiaire des comités nationaux olympiques 4.5. Yachts 4.5.1. Les pays participants doivent utiliser leurs propres bateaux, voiles et toute autre pièce d'équipement, ceci pour toutes les catégories à l'exception des catégories Finn et 470. La location des yachts, contre un payement déterminé, appartenant au C.O.J.O. est autorisée de même que l'utilisation des bateaux de la catégorie 470 appartenant aux concurrents. 4.5.2. Dans les catégories Finn et 470, toutes les coques, dérives et tous les gouvernails seront fournis par le C.O.J.O. On ne peut pas modifier l'équipement susmentionné à moins que les règles de jauge ne le permettent. 4.5.3. Dans les catégories Finn et 470 les pays peuvent utiliser leurs propres espars, voiles, ainsi que toute autre pièce d'équipement s'y rapportant en conformité avec les règles de jauge. Les pays désirant recevoir de la part du C.O.J.O. des espars, voiles et autre équipement devront le mentionner lors de l'inscription dont il est question au p. 3.3.1., sinon ces pièces d'équipement ne leur seront pas fournies. Les concurrents ayant reçu des espars, voiles et autre équipement de la part du C.O.J.O. sont obligés de les utiliser pendant toute la durée de la régate olympique. Les formalités d'inscription terminées, telles que décrites au p. 3.3.2., aucun yacht ne pourra être changé à moins d'une permission écrite accordée par le Jury international. 4.5.5. On retrouvera dans les règles de jauge les renseignements quant au nombre maximal de voiles et aux diverses pièces d'équipement. 4.5.6. Les yachts devront être consignés à l'adresse suivante: Centre olympique de yachting à Tallin, U.R.S.S. 4.6. Jaugeage des yachts 4.6.1. Tous les yachts devant participer à la régate olympique seront soumis au jaugeage qui débutera à 13h 00, lundi, le 7 juillet 1980. Tous les yachts devront être disponibles à ce moment-là. Le jaugeage se déroulera conformément aux règles de jauge sous la conduite de la Commission de jauge olympique de l'I.Y.R.U. 4.6.2. Les yachts pourront être remesurés en tout temps durant la régate olympique. 4.6.3. Après que les yachts, espars, voiles et autres pièces d'équipement ont été jaugés, mesurés et estampillés, ils ne peuvent être retirés du territoire du Centre olympique de yachting à Tallin ou de l'aire délimitée entre la côte et les parcours de course sous peine de disqualification. 4.7. Tirage au sort Le tirage au sort pour la répartition des coques des bateaux de la catégorie Finn et 470 ainsi que le tirage au sort des rangs au jaugeage auront lieu à 09h 00, lundi, le 7 juillet 1980. R e m a r q u e s . Les règles édictées dans les points 4.5.2., 4.5.3. et 4.7. sont valables seulement pour la catégorie 470, fournie par le C.O.J.O. 4.8. Vedettes de ravitaillement 4.8.1. Les bateaux particuliers et les vedettes de ravitaillement pourront avoir à leur disposition les installations portuaires payantes en dehors de la baie olympique. 4.8.2. Aucune vedette de ravitaillement ne sera tolérée dans la baie olympique ni dans la région délimitée entourant les parcours de course aux jours de compétition. On mettra à la disposition des remplaçants et des officiels des équipes des bateaux spéciaux d'où ils pourront observer le déroulement de la régate olympique. 4.8.4. Avant le début de chaque course, le C.O.J.O. rendra disponibles des bateaux pour recueillir l'équipement dont les concurrents n'auront pas besoin. Premier prix Médaille olympique de vermeil et diplôme à chaque membre de l'équipage du voilier classé premier dans chaque catégorie. Deuxième prix Médaille olympique d'argent et diplôme à chaque membre de l'équipage du voilier classé deuxième dans chaque catégorie. Troisième prix Médaille olympique de bronze et diplôme à chaque membre de l'équipage du voilier classé troisième dans chaque catégorie. Quatrième à sixième prix Diplôme à chaque membre des équipages des voiliers classés quatrième, cinquième et sixième. Les marques de parcours seront quotidiennement disposées selon la direction des vents. 7.5. Le Village olympique à Tallin et la baie olympique seront ouverts aux concurrents à partir du 28 juin 1980. Moscou est mentionnée pour la première fois dans un manuscrit remontant à 1147, date qu'il est admis de considérer commee celle de la fondation de la ville. Au XV siècle, Moscou devint la capitale de la Russie, un grand centre artisanal, commercial et culturel du pays. C'est là que l'imprimerie russe fait son apparition, c'est là, au début du XVIIIe siècle, que s'ouvre un des premiers théâtres russes, et en 1755 qu'est créée la première université russe. Au mois de mars 1918, Moscou devint la capitale du premier Etat socialiste du monde. Depuis l'époque de la Grande Révolution socialiste d'Octobre de 1917, Moscou a subi des changements impressionnants. C'est aujourd'hui le plus grand centre industriel, scientifique et culturel du pays. La ville compte plus de 8 millions d'habitants, où sont représentés pratiquement tous les peuples et ethnies de l'Union Soviétique. Elle couvre une surface de 878,7 kilomètres carrés, dont une grande partie est aménagée en parcs, squares et jardins. La Moscou moderne est une des principales villes industrielles du monde. On y produit tout ce qui est nécessaire aux besoins de l'homme. Nombre d'articles des usines et fabriques de Moscou jouissent d'une réputation mondiale et sont largement exportés à l'étranger. Elle est le siège de l'Académie des Sciences de l'U.R.S.S., elle compte des centaines d'instituts de recherche scientifique, de bureaux d'études. Sa population scolaire est de 750 000 écoliers et de plus de 640 000 étudiants. Des dizaines de théâtres, plus de 110 cinémas, un grand nombre de salles de concert, ainsi que des palais de la Culture appartenant aux syndicats s'offrent au choix des Moscovites et des hôtes de la capitale. Pour avoir bien mérité de la Patrie, pour l'héroïsme, le courage et la fermeté dont ont fait preuve les travailleurs de la capitale de l'Union des Républiques Socialistes Soviétiques dans la lutte contre les envahisseurs hitlériens, et en commémoration du vingtième anniversaire de la Victoire du peuple soviétique dans la Grande Guerre nationale de 1941-1945, Moscou s'est vu décerner le titre honorifique de Ville-Héros. Le principal ensemble sportif de la capitale, le Stade central V. I. Lénine à Loujniki, couvre une superficie de près de 150 ha et peut accueillir simultanément 150 000 spectateurs. Source: Bibliothèque du CIO / IOC Library Tallin Tallin, capitale de la République Socialiste Soviétique d'Estonie, est situé sur la côte sud du golfe de Finlande et s'étend sur 175,4 km . Sa population est d'environ 450 000 habitants. Le vieux Tallin est une ville maritime. Cet endroit était déjà connu au premier millénaire de notre ère comme un port commode et un centre de commerce. La première mention de Tallin dans les manuscrits remonte à 1154... L'arrivée par la mer offre une vue particulièrement pittoresque du Tallin historique : un front de mer qui s'étend sur 50 km, la vieille citadelle—la colline Toompea (la ville Haute)—, les tours du mur d'enceinte et les arcs des anciennes portes de la ville... La Vieille ville, très bien conservée et souvent appelée ville-musée, attire un grand nombre de touristes. Rules The Olympic Regatta will be governed by the current Rules of the International Yacht Racing Union (IYRU) and the Olympic Charter. In the event of conflict in the interpretation of the IYRU Rules or the Sailing Instructions the English text shall prevail. 3.1.1. Protests concerning infringements of the Olympic Charter Rules shall be determined by the IOC. 3.1.2. All protests or matters of a technical nature shall be resolved by the International Jury nominated by IYRU. Matters of measurement and interpretation of class rules shall be resolved by the IYRU Olympic Measurement Committee. 3.1.3. Only persons who fulfill the requirements of both Rules 8, 26, 36 and 49 of the Olympic Charter and the definition of an amateur in Appendix I of the IYRU Racing Rules shall be entitled to compete in the Olympic Regatta. 3.2. Participants 3.2.1. Each country may enter one (1) yacht in each class. Each country may enter a maximum of four (4) substitutes in addition to the crew members. If only one boat is entered, only one substitute is permitted. If only two boats are entered, only two substitutes are permitted, if only three boats are entered, only three substitutes are permitted, if four or more boats are entered, only four substitutes are permitted. Crew members and substitutes shall be citizens of the country they represent and members of clubs which are affiliated to their national yachting authority. The national yachting authority shall be recognised by the National Olympic Committee concerned. 3.2.2. In the event of a protest being lodged regarding citizenship, the National Olympic Committee of the country concerned shall provide proof of nationality of those who are entered. 3.2.3. A registered substitute may replace any crew member in any class, but only with the prior written permission of the International Jury. 3.2.4. Entries 3.3.1. The entry form of each yacht shall be accompanied by two photostatic copies of her measurement certificate (one copy will be sent by the Organising Committee for the 1980 Olympic Games to Tallinn to arrive by July 7, 1980). The validity of the entry and the measurement forms shall be certified by the National Olympic Committee concerned. 3.3.3. Entries will be accepted only when sent to the address in Regulation 3.3.1. Those sent to any other address shall not be accepted. 3.3.4. No changes in or additions to the list of crew members and substitutes will be accepted after the closing date given in 3.3.2. 3.3.5. The names of the team officials permitted by Regulation 3.2.4. must reach the Organising Committee at the above address not later than 24:00 (Moscow time), July 5, 1980. 3.4. Medical control 3.4.1. Doping control tests will be carried out on each racing day throughout the Olympic Regatta in accordance with the instructions laid down in the brochure "IOC Medical Controls" and agreed upon with IYRU. Jury An International Jury will be appointed by the IYRU, and the Olympic Regatta will be under its control. It will decide daily the protests lodged. The decisions of the Jury shall be final. 4.3. Scoring system The Olympic Scoring System published in appendix 5 of the 1977 IYRU Racing Rules with any subsequent amendments published by the IYRU will apply. 4.4. Sailing Instructions The Sailing Instructions will be mailed by the OCOG-80 to the national yachting authorities through the NOCs of those countries which have been entered in accordance with Regulation 3.3.1. 4.5. Yachts 4.5.1. In all classes except the "Finn" Class and "470" Class countries shall supply their own yachts, sails and equipment. It is permissible to use yachts provided for charter by the Organising Committee against payment as well as their own yachts "470" Class. 4.5.2. In the "Finn" Class and "470" Class all hulls, centreboards and rudders will be supplied by the Organising Committee. No alterations shall be made to the above except in accordance with the Measurement Regulations. 4.5.3. In the "Finn" Class and "470" Class countries may provide their own spars, sails and related equipment as specified in the Measurement Regulations. Those countries which wish to have spars, sails and related equipment supplied by the Organising Committee shall indicate this on the entry required by Regulation 3.3.1, otherwise these items will not be supplied. The competitors who are supplied with spars, sails and equipment by the Organising Committee must use them during the whole Regatta period. 4.5.4. Measurement 4.6.1. All yachts competing in the Olympic Regatta will be measured. Measurement will commence on Monday July 7, 1980 at 13:00, and all yachts shall be available at that time. Measurement will be in accordance with the Measurement Regulations and will be carried out under the control of the IYRU Olympic Measurement Committee. 4.6.2. Yachts may be subject to remeasurement at any time during the Olympic Regatta. 4.6.3. After yachts, spars, sails and equipment have been measured and stamped, they shall not be removed from the territory of the Olympic Yachting Centre in Tallinn or from the marked race course area between the shore and race aquatorium on penalty of disqualification. 4.7. Draw The draw for the "Finn" Class and "470" Class hulls and for yacht measurement sequence will take place on Monday July 7, 1980 at 09:00. Private or team support boats may obtain moorings outside the Olympic harbour on payment. 4.8.2. Moscow with its fine Kremlin (fortress) rose to prominence in the 15th century when it became the capital of the Russian state and a major trading centre. In Moscow the first Russian book was set and printed, Russia's first university opened in the 18th century, and one of the first Russian theatres built. In March 1918, the Soviet Government moved from Petrograd (now Leningrad) to Moscow. The Soviet capital has changed dramatically since the Great October Socialist Revolution of 1917. A cosmopolitan city of over 8 million, with a sprinkling of almost every nation living in the Soviet Union, Moscow is its biggest industrial, scientific and cultural centre. Much of Moscow's area of 878.7 sq. km is occupied by parks and gardens. It is the seat of the USSR Academy of Sciences, and hundreds of research and design institutions are located here. Moscow's general schools have a total attendance of 750,000 students, and over 640,000 young people receive instruction at its higher educational institutions. Moscow has scores of theatres, more than 100 cinemas, many concert halls and cultural centres run by the trade unions. In its museums one can see masterpieces of national and international schools of painting, sculptures of world renown, folk-craft items, historic artifacts and prototypes of technological inventions and scientific discoveries. Its 4,400-odd libraries hold over 350 million books. Moscow holds the title of Hero City, which it was awarded on the 20th anniversary of the Soviet people's victory in the Great Patriotic War of 1941-1945 in recognition of the services its population rendered the country and its heroism, gallantry and staunchness during the nation's war against nazism. Moscow's sporting traditions are famous the world over. It has hosted many major sports competitions, including world and European championships and the World Student Games in 1973. Here, in the Grand Arena, the Opening Ceremony of the Games of the XXII Olympiad will be held on July 19, 1980. Today Moscow has over 60 stadia, 29 swimming pools, 1,384 gyms, 382 football pitches and hundreds of other sports installations. The first written mention of the city, dating back to 1154, describes it as a hospitable and convenient harbour. The historical city centre looks particularly beautiful from the sea—50 kilometres of shoreline, highlighted by the old citadel on Toompea Hill, the defensive towers of the city wall and arches of its ancient gates. Swarms of tourists are attracted by the well-preserved Old Town, a veritable openair museum, where everything you cast your glance at speaks of the high standards of medieval crafts—stone arches decorated with intricate carved ornaments, delicate portals, unique paintings on the walls and ceilings of old buildings, and the slender spires of Gothic cathedrals pointing to the sky. Whereas the Old Town is all antique, the new Tallinn is an important industrial centre and international seaport, a city that continues to grow. Tallinn has 57 general schools, four higher educational institutions, a republican Academy of Sciences, several research institutes, theatres and museums. In the way of culture, the song festivals staged on the slopes of Lasnamaa Hill are known far and wide beyond the republic. Estonian opera singers have already established a reputation for themselves and Estonia's ballet school is on its way up. Proximity of the Atlantic Ocean mainly accounts for the predominance of maritime air masses. In summer however outbreaks of warm continental air often occur on the Baltic Sea Coast. Rather frequent changes of air masses do not cause sharp changes of weather. On the basis of analysis of weather from 1887 to 1976 it can be concluded that the period of the Games of the XXII Olympiad from July 19 to August 3 is most warm for Tallinn, with moderately moist and cloudy weather prevailing.
