Abstracts Stresemann and Locarno The interpretation of Stresemann's policy has been controversial since his own day. There is a consensus that he was a realist. But what was realistic in Stresemann's view for Germany in the 1920s? The argument presented here is that Locarno was part of an ambitious strategy to safeguard German security after the near catastrophe of the Ruhr crisis and to create the opportunity for peaceful revision supported by a broad national consensus. This would stabilise the Republic and enable Germany to regain its position among the great powers. His policy required courage, skill and a degree of ambiguity, and ultimately proved more imaginative than realistic. Anarchism and illegality in Barcelona, 1931-7 In the 1930s Catalonia was the centre of the last revolutionary explosion in interwar Europe. This article looks at the part played by the anarchist movement in Barcelona, the de facto revolutionary capital of Spain. Particular emphasis is placed on the armed fund-raising strategies of the anarchists and the impact of this on the wider political stage. However, rather than concentrating exclusively on the institutional and ideological aspects of the Catalan labour movement, anarchist tactics are located within the fabric of daily social relations and the wider cultural universe of the Barcelona proletariat. Overall, this produces a context for understanding the commitments of the workers of Barcelona and leads to a new focus on the trajectory of the anarchist movement during the revolutionary convulsions of the 1930s. The French Colonial Service and the Issues of Reform, 1944-8 Among the many actors shaping post-Second World War French colonial policy was the Ministry of Overseas France. Its senior personnel acted to structure colonial policy in a specific way and were powerful influences on the policies that redefined the French colonial empire as the 'French Union'. They were energetic and successful in efforts to block initiatives they viewed as excessive or inappropriate while promoting their own alternatives. Their influence, largely overlooked in the literature on the subject, is the focus of this essay. 'A Land Fit for Tories to Live in': The Political Ecology of the British Conservative Party, 1945—94 The British Conservative Party has been the party of government for thirty-two of the last fifty years, and has now been continuously in office since 1979. It demonstrates that the social developments in post-war Britain which have helped ensure the Conservatives' political survival have in part been deliberately engineered by the party when in government, using the power of the state to secure its political future. Anarchisme et illegality a Barcelone, 1931-7 Dans les annees 1930, la Catalogne fut le centre de la derniere explosion revolutionnaire de l'Europe de l'entre-deux-guerres. Cet article se penche sur le role joue par le mouvement anarchiste a Barcelone, qui est alors de facto la capitale revolutionnaire de l'Espagne. Une attention particuliere est accordee aux strategies armees de collecte de fonds employees par les anarchiste et leur impact sur la scene politique. II faut pourtant garder a l'esprit que, plutot que de se concentrer exclusivement sur les aspects institutionnels et ideologiques du mouvement ouvrier Catalan, les tactiques des anarchistes se situent dans la structure des relations sociales quotidiennes, et dans l'univers culturel du proletariat de Barcelone. Cette approche situe le contexte a partir duquel on peut comprendre l'engagement des ouvriers de Barcelone, et conduit a envisager sous un angle nouveau la trajectoire du mouvement anarchiste durant la tourmente revolutionnaire des annees 1930. Le service colonial francais et les enjeux de la reforme, 1944-8 Le Ministere des territoirs d'outre-mer fut Tun des nombreux acteurs qui faconnerent la politique coloniale francaise apres la seconde guerre mondiale. Les haut-fonctionnaires qui le dirigeaient agirent en vue de structurer la politique coloniale d'une facon specifique et furent tres influents dans l'elaboration de la politique qui redefinit l'empire colonial comme une 'union francaise'. II s'opposerent energiquement, et avec succes, aux initiatives qu'ils jugeaient excessives ou inappropriees, tout en faisant valoir leurs propres solutions de remplacement. Cet article analyse leur influence, trop souvent negligee dans la litterature sur le sujet. Aber was war realistisch an Stresemanns Vorstellungen in bezug auf das Deutschland der 2oer Jahre? In diesem Artikel wird die Ansicht vertreten, daB Locarno Teil eines ehrgeizigen Plans zur Absicherung Deutschlands nach der Beinahekatastrophe der Ruhrkrise war und die Moglichkeit fur Verhandlungen in Frieden und auf der Basis breiter nationaler Ubereinstimmung schaffen sollte. So wurde die Republik stabilisiert, und Deutschland ha'tte die Chance, seine Position im Kreis der groBen Machte zuriickzuerlangen. Stresemanns Politik verlangte Mut, Konnen und ein gewisses MaB an Doppelsinnigkeit, und ist Endeffekt erwies sie sich als eher imaginativ denn realistisch. Anarchismus und Illegalitat in Barcelona, 1931—7 In den 3OerJahren des 20. Jahrhunderts war Katalonien das Zentrum des letzten revolutionaren Ausbruchs im Europa zwischen den Kriegen. Dieser Essay beschaftigt sich mit der Rolle der anarachistischen Bewegung in Barcelona, der de facto Revolutionshauptstadt Spaniens. Besonderers Augenmerk gilt den bewaffneten Methoden der Mittelbeschaffung durch die Anarchisten und den Auswirkungen, die sie auf der grofleren politischen Biihne hatten. Der Blick konzentriert sich jedoch nicht ausschlieBlich auf die institutionellen und ideologischen Aspekte der katalanischen Arbeiterbewegung, sondern anarchistische Taktiken werden finden auch im Geflecht alltaglicher gesellschaftlicher Beziehungen und im weiteren kulturellen Umfeld des Proletariats von Barcelona gesehen. Insgesamt entsteht so eine Basis zum Versta'ndnis fur das Engagement der Arbeiter von Barcelona und es eroffnet sich eine neue Perspektive auf die Zielsetzungen der anarchistischen Bewegung wahrend der revolutionaren Erhebungen in den 3oer Jahren. Der franzosische Kolonialdienst und die Reformergebnisse 1944—1948 Einer der zahlreichen Handlungstrager, die die franzosische Kolonialpolitik nach dem zweiten Weltkrieg pragten, war das Ministerium fur die franzosischen Besitzungen in Ubersee. Die ranghoheren Mitarbeiter strukturierten die Kolonialpolitik in spezieller Weise und hatten starken EinfluB auf die politischen Entwicklungen, die das franzosische Kolonialreich zur 'Franzosischen Union' wandelten. Sie waren tatkraftig und erfolgreich im Abblocken von Initiativen, die sie als iibertrieben oder unpassend ansahen, und gaben ihren alternativen Ideen den Vorrang. Dieser Artikel verbindet Erkenntnisse der Wahlsoziologie mit einer Untersuchung der politischen Strategic der Partei und analysiert sie mit den Methoden der Zeitgeschichte. Auf diesem Weg zeigt er, dafi die sozialen Entwicklungen GroBbritanniens seit dem Zweiten Weltkrieg, die das Uberleben der Konservativen sichern halfen, zum Teil von der Partei selbst gezielt herbeigefuhrt wurden, sobald sie die Regierung innehatte.
