Introduction Background This working document on regional clusters, cluster initiatives and cluster organisations in Baden-Württemberg, Catalonia, Flanders, Lombardia, Rhône-Alpes, Wales and the Greater Zurich Area is the result of the collaboration and exchange of information in the frame of the Four Motors for Europe and Associates Cluster Dialogue. This Cluster Dialogue was agreed on at the Economy Working Group meeting of the Four Motors for Europe in Cardiff 2007. The first Cluster Dialogue Workshop took place in Stuttgart 2007 and set the goal to establish the Four Motors for Europe as central motors for European cluster development. In order to reach this goal and to support the development of world-class clusters1 in the globalising knowledge-economy it is essential to join the regional excellence in Research, Technological Development and Innovation (RTDI) and to improve trans-regional cluster cooperation. Against this background Baden-Württemberg initiated and compiled this cluster matrix and overview of regional cluster initiatives and organisations with the help of all partner regions. Aim of this document This document aims at giving a review of the cluster landscape in the Four Motors for Europe and associated regions. The review gives policy-makers new insights into similarities and varieties of the regional economic structures, and thus facilitates a better trans-regional coordination of (sector-related) cluster policies. Furthermore, cluster managers can easily identify new partners for cluster internationalisation activities. As the working document doesn’t specify very detailed information on the cluster initiatives/organisations and the report never will get beyond the ‘work in process’ status due to permanent changes in the cluster landscape, regional contact points are outlined for each region which can provide comprehensive and up-to-date information. These contact points also facilitate the initiation and accomplishment of international inter-cluster co-operations. Thereby, this document shall enhance cluster internationalisation activities towards world-class clusters in Europe. 1 COM(2008) 652: Towards world-class clusters in the European Union 4 Use of this document This document is divided into three parts. • The first part shows the cluster matrix of the Four Motors for Europe and Associates. • Part two gives more detailed information about cluster initiatives and organisations. • Part three specifies for each region the central contact points for cluster policies and cluster internationalisation support. For the use of this document it is important to distinguish between clusters on the one hand and cluster initiatives and cluster organisations on the other hand. The cluster concept has become nowadays a somewhat fuzzy concept, as it has been used differently in various contexts and purposes. However, the most widely used definition of cluster, and the most prevailing one in policy circles, is that of Porter (1998). He defines clusters as geographical concentrations of interconnected companies, specialised suppliers, service providers, firms in related industries and associated institutions (e.g. universities, standards agencies, trade associations) in a particular field that compete but also co-operate. This definition is the basic principle for the cluster matrix in part one of this document. Clusters and cluster initiatives are often used synonymously in practical terms. However, whereas clusters describe existing economic structures cluster initiatives are defined as organised efforts to increase growth and competitiveness of clusters within a region, involving cluster firms, government and/or the research community.2 In comparison to the cluster initiatives as networked partners and organised efforts, cluster organisations are the responsible bodies for the cluster initiatives. These organisations act as cluster agencies, where cluster managers provide the partners of the cluster initiatives with specific services. Cluster initiatives and cluster organisations are listed in part two of this document3. In general, regional clusters and respective cluster initiatives/organisations are related to specific industries, sectors, technologies etc. In the following, we distinguish between 2 3 • clusters in classical sectors, • clusters in new sectors & cross-sectoral technologies and • clusters in service industries. The Cluster Initiative Greenbook 2003 In particular cases, the cluster matrix in part one could show for a region in specific sectors, technologies or industries a characteristic cluster structure whereas in part two no cluster initiative or representing organisation is listed for the respective sector. In these cases, the clusters developed (mostly over several decades) without any public or private cluster initiative. In other cases, clusters could also be represented by several complementary cluster initiatives (e.g. automotive cluster in Baden-Württemberg). 5 Classical sectors refer to industries such as automotive, mechanical engineering & production engineering, textile, chemicals, electronics etc. which emerged in the last centuries. Accordingly, most of the clusters in these sectors show a long history of path dependent economic development and they are deeply rooted in the regional economy. In general, these mature clusters often struggle with their impending decline and they are mainly concerned with transformation e.g. by finding and entering new markets. New sectors and cross-sectoral technologies such as Information and Communication Technologies (ICT), Biotechnology, Micro- & Nanotechnologies etc. are currently high on the political agenda. Policy makers aim at boosting the economic development in their territories by promoting these relatively new technologies and industries. In particular, crosssectoral technologies in the sense of converging technologies describe interdisciplinary fields which have an impetus on different sectors. Due to their leveraging effect for the different application areas they play an important role for the whole territorial economic development. Compared to clusters in the classical sectors these young and growing clusters have completely different needs. For example, they often struggle with resource shortages (capital, manpower etc.) and they are looking for international strategic R&D partnerships. Service industries play a growing role in the globalising knowledge economy. Regional service industries clusters are increasingly interlinked with trans-regional partners to provide their local clients with tailor-made support which they need to compete successfully on the global market. For the appropriate use of this document the reader could 1. start with the cluster matrix to identify relevant sectors in the regions, 2. then go to the list of the respective cluster initiatives / organisations and finally 3. identify the right contact point e.g. for cluster internationalisation support. These contact points give further details and facilitate the initiation and accomplishment of international inter-cluster co-operations. 6 2.
